The aim of this article is to describe the consequences of state intervention at the local level after a destructive earthquake hit the south of Italy in 1980. The kind of intervention adopted, the amount of financial investment and the way in which it was distributed affected the social and economic equilibrium of the local community in terms of perceptions of trust, patronage and effects on development.

The concept of clientelism has lost descriptive power. It has become indistinguishable from neighboring concepts and is applied across analytical levels. Using Gerring’s (Polity 31:357–393, 1999) characterization of a “good” concept, I establish the core attributes of clientelism, which, in addition to being an interest-maximizing exchange, involves longevity, diffuseness, face-to-face contact, and inequality. Using secondary sources and fieldwork data, I differentiate clientelism from concepts such as vote-buying and corruption and determine its analytical position at the microsociological level. (...) I argue that labeling sociopolitical systems as clientelistic is awkward since, operating at a higher analytical level, they have characteristics beyond microsociological clientelism and they affect the political nature of the clientelism they contain. I conclude that differentiating clientelism by confining it to the microsociological level will aid theory-building. (shrink)

This article compares political clientelism and datafied campaigning as two modes of relating politicians/parties and voters that are centred around voter surveillance. It contributes to the discussion on consequences of Big Data by showing similarities of datafied campaigns with a type of electoral politics that pre-dates the advent of mass media and is usually regarded as deficient. It thus departs from the predominant perspective on datafication and surveillance, which draws on Foucault, in order to identify the particular challenges that (...) datafication poses in the realm of democratic electoral politics. They are related to four major aspects in which datafied campaigning resembles political clientelism, as opposed to the combination of ideology, issue-based campaigning and media appeal that characterized Western European party politics in the second half of the 20th century. It personalizes the relationship between politicians and voters with the help of intermediaries; it is based on an asymmetric and iterative monitoring of voters; it implies a strong particularism and an affinity with populist appeals; and it is ambivalent with regard to the volition of voters. The identification of these similarities renders general concerns about the consequences of datafied campaigning for democracy more concrete. It offers a mirror in which seemingly novel practices are revealed to have implications that are well known to be problematic for the quality of democracy. (shrink)

Standard rationales for the illegality of markets in votes are based on concerns over the undue influence of wealth and the erosion of civic responsibility that would result from the commodification of votes. I present an alternative rationale based on how the mere alienability of votes alters the strategic setting faced by political actors. The inalienability of votes ensure the strict secrecy of voting, that is, the inability of voters to communicate credibly to others the content of their votes. In (...) doing so, it diminishes the credibility of all political actors’ clientelistic promises to reciprocate. By drastically reducing the transaction costs of vote exchanges, the legality of markets in votes would thus exacerbate the detrimental effects of political clientelism on the quality of democratic governments. This article examines how participants coordinate concurrent activities in hair salon interactions and during driving lessons. In both settings, participants devote considerable time to chatting about mundane topics. This sort of conversation has traditionally been studied as an instance of small talk. The first part of the article retraces the epistemological origins of this notion. The analytical section shows how an analysis based on talk alone may lead researchers to distinguish small talk from task-directed talk, in line with previous studies. (...) The subsequent analysis of the participants’ multimodal conduct reveals that what we call mundane talk is a social activity that participants coordinate with multiple other co-occurring courses of action. The article subsequently zeroes in on task-directed first pair parts and shows how, on occasion, participants prioritize certain activities over others. The analyses draw on video data of interactions that have taken place in French and Italian and are carried out with conversation analytic methods. (shrink)

The Landless Workers’ Movement has been the principal protagonist developing an alternative educational proposal for rural public schools in Brazil. This article analyzes the MST’s differential success implementing this proposal in municipal and state public schools. The process is both participatory—activists working with government officials to implement MST goals—and contentious—the movement mobilizing support for its education initiatives through various forms of protest. In some locations, the MST has succeeded in institutionalizing a participatory relationship with government actors, while in other regions (...) the MST has a more limited presence in the schools or has been completely banned from participating. Drawing on the concept of coproduction—the active participation of civil society actors in the provision of public goods—the author argues that coproduction is a joint product of high levels of social mobilization and government orientation. The former is necessary in all cases, while the latter can take the form of either a left-leaning or clientelistic government. (shrink)

The main argument of this paper is that the legal regulation of lobbying is an important factor for disciplining/curbing the undue (illicit) influence of different interest groups on the political-making process, especially in countries with post-communist and nonconsolidated democracies such as Albania. In three decades of political and economic transition from a one-party communist system to a democratic one and towards a market economy, the democratization of Albania has faced various problems, which have often led to a loss of public (...) confidence in the political class and apathy of citizens towards the political system. In many cases, this has come as a result of the perception or even the disclosure by the media and the public of corruption scandals, political clientelism, or undue influences in the decision-making processes in Albania. Surely, it can be said that political scandals of trading or exercising illicit influences on public officials can affect, as numerous cases have shown, every democratic political system in the world. However, they are more likely to occur in new democracies (post-communist) countries that face weak state structures and a legal environment that is not yet well consolidated and where a culture of informality exists alongside written rules and laws. For this purpose, that of disciplining and controlling the influences that specific interests exert on the decision-making process of governments, legislatures, or other regulatory agencies, a good part of European countries have considered undertaking legal regulatory initiatives for lobbying activity in their environments. Decades have passed and the inequality in compensation between minority and non-minority attorneys is still one of the most controversial issues in the legal profession. Based on human capital and labor discrimination theory, we examine the productivity and compensation differences between minority attorneys and non-minority counterparts. The sample consists of 554 firm-year observations of the 200 largest (...) U.S law firms from 2013 to 2016. We use OLS with clustered standard errors by year. We find minority partners are more likely to provide relatively routine and template-based services, which do not command fee premium, which results in low productivity of minority partners. We find that minority partners are compensated less than their non-minority counterparts after controlling for productivity. This paper aids in the understanding of diversity in the workplace and the effect of diversity on a firms’ productivity and the type of services to provide. Examining the concept of clientelism in analysis of participatory processes, we investigate how collective and individual action are articulated in practices in the case of participatory budgeting in Recife, Brazil. We use ethnographic work to look how collective actors mobilize within the PB process in Recife and show that PB’s territorial and redistributive nature provides fertile ground for informal exchanges to be entrenched in institutional processes at the micro level. Microsocial interactions between political entrepreneurs, intermediaries, and ordinary participants in (...) Recife participatory practice are shaped by two processes: individualization of political loyalties and territorialization of politics. These, we argue, allow informal exchanges to coexist with institutionalized forms of collective action. PB presupposes that participants engage in local struggles and introduces competition and inequalities among them, as access to resources is conditioned by their ability to mobilize and enter into informal interactions that underlie political exchanges within PB. The UK's personal financial services sector has been the site of controversy over alleged professional malpractice. Financial advisers’ status as professionals is in question, and their claim to knowledge and expertise is apparently challenged by an extensive consumer literature on personal finance. This article analyses a corpus of seventeen consumer guides to personal finance and money management published in the UK, together with a range of financial material available on the internet. These guides urge readers to give high priority to (...) their finances, given the irreversible global retreat of the state from welfare provision. They argue that expert professional advice is indispensable. They prepare readers to play their part as clients in mutually profitable collaboration with professional advisers. They offer reassurance about the effectiveness of industry regulation and consumer protection. The guides are reflexively implicated in the promotional culture of personal financial services. They support financial advisers’ claim to professional standing, and contribute to the cultural work of creating a clientele for them. (shrink)

The Yijing's authorial designs of the eight trigrams and hexagrams, which encapsulate the primordial state of homo-cosmic phenomena and situations, together with the yin-yang forces and the dao, are taken for granted as integers in a grand universal equation, factored out to represent a ceaselessly changing cosmos in which heaven, earth and humanity commingle, such that the whole and unity can be found in the individual and the opposite, and vice versa. Après nous être penchés sur les spécificités de ce type d’étude anthropologique en milieu médical, nous nous attachons à décrypter les processus d’occultations des singularités du malade qui caractérisent les messages et discours de prévention. Dans les structures de (...) santé, sont étudiées les négociations des normes de diagnostic et de traitement à l’œuvre ; les attitudes des soignants qui oscillent entre sur- et sous-estimations des risques sanitaires ; et le hiatus entre la demande et les besoins réels de formations continues. Enfin, nous nous penchons sur la rencontre entre les soignants et les malades qui peut se trouver transformée par les spécificités de la maladie et de son traitement. On constate alors que les fondements de la professionnalisation tendent à disparaître au profit d’un mode de régulation du rapport au malade, au collègue et plus largement au savoir médical qui témoigne de l’émergence d’une culture soignante qui est, de fait, une culture organisationnelle. Elle se caractérise à la fois par la délégation des tâches à des non-professionnels, la production et la résolution des conflits mettant en évidence des réseaux clientélistes ainsi que par une routinisation des gestes.Drawing on an anthropological approach of tuberculosis and malaria care in West African cities , and on an analysis of prevention modes, this paper examines the characteristics of medical work. We first examined the conditions of an anthropological field study in health care centres. The concealment of both patients’ singularities and populations’ specificities targeted in the prevention messages were then studied. The negotiation of diagnosis and treatment standards, and the under- and over-estimations of nosocomial risks were also analysed. We also focused on the gap between demands and actual needs for training, and on the relationships between health care providers and patients, which can be modified by the specificities of the disease. We noticed a decay of professionalization, a kind of regulation of relationships between health care workers and patients, and among medical staff, which expresses an emerging medical culture, which is also an organizational culture. Its main features are the delegation of tasks to non-professionals workers, a strategy of conflict management based on clientelism, and the development of routine action. (shrink)

Africa is undergoing considerable political, economic and labor market reforms. In this context, education and training stands literally at a crossroads. In the past, it has been oriented toward mass production emphasizing numbers and quantities rather than skills and quality. The primary clientele of the universities were the state organs, local governments, state-controlled cooperatives, commissions and mass organizations. The universities, though frequently in conflict with the state, were very much part of the predominant bureaucratic command economies. As part of the (...) command system the market had to go to them; they did not have to reach out to the market. The current economic crisis and its subsequent reforms have turned the wheel of fortune against the state and the universities. Financial and employment cuts cannot sustain the traditional levels and practices of employment in the public sector. As the roles of the state and the private sector change, the mission, orientation and future of the universities, university staff and their graduates cannot afford to remain what they used to be. This raises the question of the extent to which the university education system of any country in the region is ready for change? The present study undertakes to identify the mechanisms for reducing state regulation of the university curricula and increasing the acceptability, relevance, reliability and dynamism of university education to the market and nonmarket, thereby increasing the capability of university graduates to be more readily employable in various sectors and, where not directly employable, to be able to employ themselves in profitable and sustainable activities. The number of students with disabilities has increased by more than 900% in Québec universities Such an increase generates undue pressures on both the academic services available to that clientele and the personnel responsible for internships placement and supervision. In the past decade, a number of studies have attempted to make up for the lack of scientific knowledge on in-class support (measures to support the trainees.), and only a small number of studies worldwide, have focused specifically on accommodation in the (...) context of internships. This situation prompted the current researchers to conduct an exploratory research in partnership with university supervisors, field supervisors and internship coordinators. The research concentrated on three professional programs in order to highlight the specific challenges and issues supervisors must confront while providing support to students with disabilities. The study will eventually focus on testing the identified measures so as to assess their impact and help in developing required modifications. (shrink)

PurposeThe purpose of this paper is to profile everyday management and business strategies of 30 cyber cafés in Mumbai and contextualize them in the broader and pervasive culture of non‐formal economy.Design/methodology/approachThe paper conducts an ethnographic study of open‐ended interviews of cyber café owner/managers to understand everyday patterns of managing a cyber café. The field observations and literature review aid an understanding of non‐formal economy in Mumbai.FindingsThe paper finds three important insights: business with internet technologies, even at the level of a (...) small café, is expensive, requiring reasonable computing skills to maintain or expand business potential; in order to survive expense management several unauthorized practices are routinised and merge with the broader structures of non‐formal economy; and the non‐formality of business practices influence an open, liberal atmosphere to browse the internet and turn in a predominantly youth clientele.Research limitations/implicationsWith regulatory discourse on information and communication technologies centered on piracy and ill‐legality, informality of business practices in emerging economies provide an alternate premise to understand its nature and function. These challenge received notions of visualizing ICT as simply piracy and coming to terms with markets shaped and structured by non‐formal processes.Originality/valueThe study is one of the first on cyber cafés in Mumbai using the framework of non‐formal economy to analyse data. This paper presents the connections between a small ICT‐enabled business and the pervasive culture of non‐formal business relations in Mumbai. Anthony van Dyck’s period of service to the Stuart court stretches from 1632, when he was appointed “principalle Paynter in ordinary to their Majesties” and knighted, to his death at the end of 1641. After an earlier visit of a few months, beginning in December 160, van Dyck had gone to Italy to improve himself; there he had defected from the service of James I. On his return to England this was forgiven, and in the early years he was mainly (...) employed in making portraits of the royal family and household. Later he was again absent from England, spending an entire year beginning in July 1634 back in Antwerp. During the last six years van Dyck spent in England, his clientele widened further; it is chiefly the portraits of this latter period that I will consider here.These portraits have been approached and evaluated in two basic ways. First of all, they have been taken to demonstrate the adaptation of van Dyck’s preexisting skills, especially his command of the “grand style,” to the requirements of a court and aristocracy which prized grace and elegance as hallmarks of breeding and quality, and which at the same time welcomed the trappings of grandeur and the subtleties of variation, in costume, post, and gesture, that the artist could build into his presentation for their predilection.1 Second, where critical considerations have come up, these paintings have been evaluated in terms of whether the adoption of mannered and decorative traits now betokens a decline from the artist’s previous work, or whether it represents rather a different kind of achievement which gave rise, at its best, to equally outstanding successes in conveying refined and subtly enhanced distinction.2But both these approaches agree in finding no intellectual content in the works in question, either of van Dyck’s own devising or based on interests and concerns in which his subjects partook. This absence of implication to the portraits is seem as fitting with thea rtist’s tendency to make creative decisions on an ad hoc basis, as evidenced by his preference for rapidly made drawings from the life over the use of oil sketches and by the pentimenti that his finished works reveal.3 It is also seen as fitting with the whole pattern—cultural as well as social and economic—of his relationship to the Stuart aristocrazy, for which these images were fashioned. 1. The corruption of public officials and institutions is one of the most obvious problems that affects developed and developing countries alike. Because this view is largely shared, most current studies of this phenomenon—‘political corruption’—have been dedicated either to measuring or counteracting the negative political, social, and economic effects that this form of corruption may have in society. Albeit significant and urgent, these studies have distracted the attention of commentators from a somewhat more basic analysis of the nature and wrongness of (...) this phenomenon. This lacuna has resulted in the formulation of a multiplicity of actions that address a very heterogeneous set of issues, including such diverse phenomena as bribery, embezzlement, institutional malfunctioning, the inadequacy of political leaders, and clientelism. This situation is unsatisfactory because it muddles important distinctions between different pathologies that may affect the public order. But it matters also for the design of anti-corruption strategies that risk to either misfire or be too vague by lacking a clear target and an account of the exact kind of wrong these strategies are meant to prevent and/or correct. In our research on this topic, we have addressed this issue by offering a normative analysis of political corruption as surreptitious public action. Our account explains the distinguishing traits of political corruption and makes sense of its inherent wrongness as a contradiction of the logic of publicity that undergirds political interactions in a rights-based system. In this chapter, we draw on this research and expand it with a view to enhancing the identification of relevant instances of political corruption and the design of policies to counteract them. As the world of information continues to grow at unprecedented speed and in unprecedented volume, questions must be faced by information professionals. Will we participate in the worldwide mythology of equal access for all, or will we truly work towards this debatable goal? Will we accept the narrowing of choice for our corresponding increasing diverse clientele? Such questions must be considered in a holistic context and an understanding of (...) the many levels of information inequities is requisite.Beginning with an historical perspective, Buchanan presents Mustapha Masmoudi''s seminal review of forms of information inequities. She then describes qualitative forms of inequities, such as information imperialism and cultural bias embedded in such practices as cataloging and classification. Following, a review of quantitative inequities is presented. Such issues as the growing commoditization of information and information services demand attention from the ethical perspective. This thesis explores the party system and political parties in the post-communist Albania. The overarching question of the thesis is what kind of party system has developed and what is the structure and organization of the Albanian political parties. The study analyses the period 1991-2013, that is the period between the first and the last general elections. I argue and test that the Albanian party system is stable and that the Albanian political parties are mass clientelist parties with deep territorial (...) penetration. The members of the parties have ceased to paly their traditional roles of the era of mass party and their attachment tot he party is not ideological but aims to ensure material benefits in return for the support provided to the party in elections times. As parties don't have many tools at hand they use their organizational structure to stabilize electorate, which explains the low level of electoral volatility in Albania and as consequence the stability of the party system. The thesis ahs an institutional embedded and a historically structured framework according to which party strategies are shaped by both the institutional context and the historical setting in which parties are created and operate. Following this line of reasoning, the weak societal roots of parties do not allow for party identification or voter alignment; the early access to public funding reduces the incentives of parties to create strong links with the members and society to collect financial resources and; in line with the features of the patrimonial communism which is characterized by clientelism and nepotism, the Albanian political parties develop the same relationships between the higher echelons of the party and the lower strata of the party structure. On the other hand the lack of media access in the early phase of organization and the need to stabilize the electorate, encourage the Albanian political parties to seek a deep territorial penetration which results in the creation of mass clientelist parties. In order to test the hypothesis I have undertaken three steps: a) the analyses of the Effective Number of Parties and Electoral Volatility; b) the internal distribution of power, the role of the membership and the relationship of the organization with society and; c) the identification of financial resources of the political parties. The object of the article are the questions concerning the „ethical aspects” of functioning of stock exchange law during partitions of Poland and in the first years of independent Poland. The analysis covers the period from 1817 (when in Warsaw the first official stock exchange on Polish territory was created) to 1921 when the first in independent Poland Act about the Organization of Stock Exchanges was passed. In the 19th century, several stock exchanges were created on Polish territory, from which (...) the most essential were those in: Warsaw, Lvov and Lodz. The stock exchange was (and still is) regarded as one of the key institutions of market economy. Already, even on this account, the stock exchange law constituted the essential reference to economic law. On its basis the important institutions functioned, not only in the area of economy. In this article, the basic records of laws and exchange charters were traced, as well as different – essential for stock exchanges – documents (for instance, ministerial instructions), which set the principles of functioning of those institutions. The principles were considered from ethical norms’ point of view, which established ethics of economic life of that time. I have especially focused my attention on the principles of functioning of stock exchanges, which related to: the main stock organs, members of exchanges, as well as the so-called clientele. The stock exchange law also related to realities of that time, where-for different reasons – common cases of disobedience of the law occured. It should be stressed here, that stock exchange law was shaped on basis of economic legislation of the partitioners and that it was subject to changes along with political, economic and social transformations, which took place on Polish territory in the discussed period. The different ways in which the three medieval societies of Byzantium, Latin Christendom, and Islam institutionalized the charitable impulse present in their respective faiths reflected the fundamentally different religious values which motivated these civilizations as well as their different levels of material and intellectual development. All three societies exalted the relief of human suffering, especially the care of the sick, as a religiously sanctioned gesture; and all three invented or adopted institutional means for attaining this pious objective. The various medieval (...) counterparts of the modern “hospital”—the Byzantine nosocomeion or xenodocheion, the European hospitale, and the Islamic maristan—differed significantly, however, with respect to their organization and operation, the clientele which they served, and the ultimate intent of their charitable efforts. Accordingly, a comparison of these social welfare institutions reveals the contrasting ways in which the two Christendoms and Islam defined and applied the ideals of “piety” and “charity” during the middle ages. Du côté des scientifiques, le besoin d’un cadre d’analyse comparable dans le temps pousse de nombreux statisticiens et chercheurs (...) à mobiliser les mêmes catégories, à la recherche du mythique « territoire pertinent ». Or, le territoire est fait de flux, de liens, d’interdépendances entre échelles et acteurs. Il connait par ailleurs une grande diversité. Although the arguments in favor of bans leave much to be desired, many people believe that banning smoking in the hospitality industry is justified.What is puzzling is the lack of attention on banning smoking around children in cars, houses, and other private property. After all, if such prohibitions are justified for autonomous adults, then they must be for non-autonomous minors as well. (...) Some mutual funds not only apply the usual asset management and custodial fees, but also front loads and redemption fees as a kind of ‘toll charge’ payable on entering and/or leaving the fund. The aim of this work is to examine the implications of the different loads and fees applied to mutual fund investors in the Spanish market. The results show that there is a relationship between the various charges and fees. The fact that load fund companies charge higher management (...) and custody fees proves the potential of the fund companies to impose higher fees on a segment of the clientele. The investors in load funds, which tend to be large in number of shareholders and belonging to banks and savings banks, are small investors who show a low cost sensitivity. A lower level of financial sophistication may be the reason for the apparent lower price awareness. The problem is that the investors in load funds are not financially compensated for the extra cost represented by the front‐load and redemption fees. The only beneficiary seems to be the financial institution itself. On this view, the survival of load funds seems to depend on the lack of financial sophistication of their clientele, combined with market inefficiencies. It is worth asking about the ethics of a situation of market segmentation that allows managing institutions to benefit from the segment of the least sophisticated investors. (shrink)

Advances in veterinary orthopaedics are assessed on their ability to improve the function and wellbeing of animal patients. And yet historically veterinarians have struggled to bridge the divide between an animal's physicality and its interior experience of its function in clinical settings. For much of the twentieth century, most practitioners were agnostic to the possibility of animal mentation and its implications for suffering. This attitude has changed as veterinarians adapted to technological innovations and the emergence of a clientele who claimed (...) to understand and relate to the subjective experiences of their animals. While visualising technologies and human analogies have shaped the nuts and bolts of veterinary orthopaedic practices, an emerging awareness of the inability of radiographic images to apprehend or correlate to a patient's experience of their function reliably has required veterinarians to place a greater emphasis on the owner's knowledge of the "selves" inhabiting their animals. Rather than simply basing clinical judgments on the "look" of their patients, the indeterminacy in the connection between form and function has compelled veterinarians to put questions regarding particular human-animal relationships near the centre of their practices, not least in orthopaedic surgery. The paper dealt with the control on political corruption in Italy, in particular with the reasons why most of the control mechanisms did not work for a long time, allowingfor the development of"tangentopoli". First of all, we briefly discussed the reasons why the controls ''from below"--that is, from citizens or electors--did not function in Italy: the pervasive occupation of the administration and the civil society by the political parties, as well as "secret" agreements between political parties in order to avoid (...) political scandals were discussed.The paper continued by analyzing two types of institutional control: the administrative controls and the judiciary controls. In the second part, we presented some main characteristics of the Italian public administration that hampered internal controls, the informal control of parties over the bureaucrats through clientelism and complicity in corruption being one among them. In the third part, we focused on the peculiar characteristics of a magistracy that enjoyed of a very high degree of format autonomy from the political power, but was "pushed" towards politics for reasons as different as complicity in corruption and the need to "substitute" for the weak policy making capacity of political parties. In the fourth part, we reviewed some reform bills to deal with the control of political corruption. (shrink)

The Abbé de Saint-Pierre, best known for his 'Project for Perpetual Peace', in fact left a much larger and more coherent body of political and moral writing, but it has been only partially studied. This book, the first systematic exploration of his entire corpus, offers a complete re-evaluation of this important author's contributions to the Enlightenment. From the first decades of the eighteenth century, Saint-Pierre set forth a pioneering vision of politics as the harmonisation of interests, anticipating Bentham as a (...) utilitarian. He imagines replacing the system of inherited power and clientele networks, which structured Old Regime society and determined the exercise of power under absolutism, with a rationalised, meritocratic and dynamic organisation. He argued for the political values of social utility and public good to take the place of the Christian ideals of perfection and the aristocratic ideals of personal charisma. As a deist seeking to reconcile morality and religion, Saint-Pierre argued that the search for salvation through active piety must also promote social justice and beneficence--and that only the indivisible power of a rationalised monarch, informed by competent elites, could carry out the reforms necessary to yield a government which would produce the greatest happiness for the greatest number. Saint-Pierre, thus, provided among the first arguments for an imposed welfare state, well before the sources more frequently associated with that idea--political economists, cameralists and the physiocrats."--Pages v-vi. On n'a pas attendu le Net pour établir un commerce profitable des données personnelles. Depuis la vente par correspondance jusqu'aux cartes de fidélité, des milliers de fichiers sont venus grossir les bases de données des grandes marques qui stockent, nettoient et monnayent leurs informations clientèle. Dans le monde réel donc, il semble presque consensuel d'être fichés et démarchés par des enseignes. En revanche, sur le Net, les internautes semblent davantage inquiets du devenir des traces qu'ils laissent en ligne. Qu'est-ce que (...) l'arrivée du Net change à ces pratiques commerciales? Prenons-nous davantage de risque quand nous remplissons un questionnaire en ligne? Cette forme de profilage est pourtant indispensable à la survie d'un modèle économique qui a la gratuité comme principe et la publicité comme outil. Mais doit-on payer la gratuité au prix fort, c'est-à-dire celui de la perte de protection des données personnelles? D'autant plus que les internautes semblent aujourd'hui plus occupés à se rendre visibles sur les réseaux sociaux qu'à rester anonymes: un changement de comportement qui modifie le rapport du consommateur à la marque.This paper aims to show what is at stake in terms of data protection with access to the WHOIS service. With the exponential growth ofTLDs offered by the migration of root servers to IPv6, access to WHOIS has become a critical issue. A regulation to ensure better protection of personal data needs to be envisaged in a different context, since ICANN does not wish to implement it. A better option would be to use TLDs under the control of organisations that abide by EU rules, as AFNIC is doing by protecting the personal data of domain name owners while allowing access to them under specified conditions. L'Observatoire de la Formation, de l'Emploi et des Métiers de la CCIP a rédigé un rapport en juin 2003 sur les pratiques linguistiques des entreprises françaises exerçant une activité internationale, afin de mesurer les impacts de la mondialisation des échanges sur l'usage de la langue française au sein de ces entreprises. Il ressort de cette analyse que les entreprises interrogées ne ressentent pas de barrière linguistique forte dans le développement de leurs activités à l'international. Si l'anglais est considéré comme un (...) avantage concurrentiel fort, les incitant à former leurs collaborateurs à son usage, le français conserve toute sa place dans la communication interne et les relations commerciales avec la clientèle francophone. Par ailleurs, le français est considéré comme un élément indissociable de l'image de marque des entreprises sans toutefois être vu comme un avantage sur le marché. Aussi, il est nécessaire de mettre en place une politique d'incitation à l'usage du français en tant qu'avantage concurrentiel indissociable d'une politique marketing afin de garantir son maintien comme langue des affaires au sein même des entreprises francophones. Une telle politique les inciterait à se regrouper en tant que réseau d'entreprises partageant une spécificité culturelle liée à l'emploi majoritaire d'une même langue: le français.A study concerning the linguistic practices of French companies with international business activity was drafted in June 2003, by the "Observatoire de la Formation, de l'Emploi et des Métiers " at the Paris Chamber of Commerce and Industry. The purpose of this report was to analyse the effect globalization has on those practices, especially regarding the use of French. The report shows clearly that these companies do not suffer from linguistic barriers in the expansion of their international business activity. If the use of English seems to be a competitive advantage in international markets, prompting those companies to provide English training for their employees, French holds its position when it comes to internal communication and business relationships with French-speaking customers. Moreover, French is considered as an essential part of their brand image without however being considered a commercial advantage. Therefore, it is necessary to urge these companies to develop their use of French as a competitive advantage closely linked to their marketing policy and thus to maintain French as a business language used by Francophone companies. Such campaign would permit the emergence of a network of companies, all sharing the same cultural specificity linked to the use of the same language: French. (shrink)

Este trabajo analiza las estructuras políticas y económicas de México para identificar y describir el fenómeno del postfeudalismo. A partir de un marco teórico de raíz sociohistórica, que recoge los elementos esenciales del feudalismo, el autor realiza una crítica directa al poder y sus engranajes políticos. Lo que se descubre es un sistema basado en el clientelismo, donde se impone el fraude y la compra de voluntades. El resultado es una situación de quiebra de la democracia, cuyo último capítulo ha (...) sido el dudoso proceso electoral de julio de 2006.This work analyzes the political and economic structures of Mexico to identify and to describe the phenomenon of the postfeudalism. From a theoretical frame of root sociohistórica, that gathers the essential elements of the feudalism, the author realizes a direct critique to the power and his political gears. What is discovered is a system based on the clientelism, where there is imposed the fraud and the buy of wills. The result is a situation of bankruptcy of the democracy, which last chapter has been the doubtful electoral process of July, 2006. (shrink)

This paper presents a profile of the welfare regime in Lebanon which is posited on the twin precepts of human ethics and welfare particularism. It highlights the key role that moral values play in the conceptualization and implementation of social policy, as well as in the measurement of welfare outcomes. This is marked by the dominance of duty, traditionalism and elitism in the ethics of religious welfare in Lebanon. The paper argues that the social welfare regime in Lebanon overlaps with (...) the debates on the ethics of care and on virtue ethics in Western moral philosophy. This is also linked in with contemporary conceptualizations of religious ethics in Judaism, Christianity and Islam. The paper asserts that religious ethics is a valid endeavour in its own right and an ever more pertinent subject matter for the study of social welfare and social policy. This challenges the traditional dichotomy between reason and faith which has subdued the relevance of religion to public life. Indeed, religion, the nuclear family and clientelism networks are shown to play a critical role in Lebanese social welfare, such that, in spite of state incapacity, the welfare regime there cannot be considered rudimentary. The method adopted for this research was a large qualitative case study involving service providers and users at the Ministry of Social Affairs and five leading Christian and Muslim religious welfare organizations in Lebanon. What is the philosophy of politics in contemporary times and how can the need for its presence be justified? The philosophy of politics is no longer needed by politicians themselves, primarily because it cannot be applied to an electoral campaign and will thus not ensure them an electoral victory. Public opinion probably feels no such a need either, bearing in mind that what it expects is more along the lines of new episodes of a political serial rather than a holistic (...) philosophical interpretation of political reality. Public opinion might begin to feel such a need if it were to prove possible to restore, partly at least, its civic awareness, which is to say, the awareness that emerges on becoming conscious of the necessity for political freedom, for there is no politics without citizens; there is, at most, social policy and its clientele. Without a community of the free and equal, which may consist of citizens alone, there will be no philosophy itself, including that of politics. Philosophy should not treat politics as a certain, particular field or a distinct area of study, It has to learn to recognise in it the basis of this particular form of being, a community of ‘good life’ which is also its own fount. This article seeks to present a detailed textual analysis of Protagoras’ Great Speech in Plato's Protagoras. I will argue that the concept of ἀρετή as it appears in the Great Speech is whittled down to a vague notion of civic duty. In this respect, Protagoras is bringing himself in line with the democracy, but in doing so the ἀρετή he claims to teach loses much of its initial appeal, particularly in the eyes of his aristocratic clientele. Nevertheless, if thecontentof Protagoras’ (...) Great Speech overlooks the abilities required to rise to political prominence, theformmost assuredly does not. As one would expect from Plato's Protagoras, his speech is replete with just that oratorical prowess his students might expect to acquire from him. This, in turn, has a number of interesting and important implications in the broader context of theProtagoras, in particular regarding the contrast or conflict between long speeches and short-answer dialectic. Moreover, although it has long been noticed that Protagoras neglects rhetoric and personal pre-eminence in his account, as far as I know there has not been any serious attempt to analyse the stylistic aspects of this masterful speech. Accordingly, both this and my attempt to interpret it within the economy of the dialogue are original. (shrink)

Plusieurs de ceux qui présentent des problèmes de santé mentale se retrouvent dans le système judiciaire. Leur profil clinique se caractérise par une problématique complexe où se juxtaposent divers troubles ou déficits. Il n’est pas toujours facile de dépister ces personnes et d’intervenir auprès d’elles dans le cadre du processus judiciaire et pénal, qui n’est pas conçu pour répondre à leurs besoins cliniques. De son côté, le réseau de la santé et des services sociaux semble lui aussi peu adapté pour (...) intervenir auprès de cette clientèle marginale, souvent réfractaire à l’aide et parfois intimidante. Ces deux réseaux fonctionnent en parallèle, très peu familiers l’un de l’autre. Ils ont tendance à se renvoyer cette clientèle problématique. L’État doit s’assurer de soutenir et de coordonner des services qui peuvent rejoindre et aider ces personnes. (shrink)

China has for almost four decades been experiencing a market transition and an associated tax state transition, leading to the emergence of capitalists who increasingly control economic resources and serve as important sources of tax revenue. Some theories suggest that these changes should give capitalists political power. From the perspective of the taxation institution, using a mechanism-based case study, this article investigates whether China’s emerging capitalists have gained bargaining power with the party-state. Findings suggest that hidden bargaining, patron-clientelism, legislature (...) co-optation, and legal repression constrain their bargaining power. The underinstitutionalized taxation system has co-opted the capitalists through patronage and, more important, deterrence, thereby building an asymmetric mutual dependence between the local state and capital owners. This paper traces the unspoken, implicit white racial logic of the brain disease model of addiction, which is based on seemingly universal, disembodied brains devoid of social or environmental influences. In the United States, this implicit white logic led to “context-free” neuroscience that made the social hierarchies of addiction and its consequences invisible to, and thus exacerbated by, national policies on opioids. The brain disease model of addiction was selectively deployed among the white middle-class population that had long accessed narcotics (...) and pharmaceutical treatments for narcotics disorders from biomedical clinics, as opposed to from illegal sources subject to law enforcement. In turn, new treatments for opioid addiction were racially marketed to the same white clientele to which newly patented opioid analgesics were marketed, tapping into a circumscribed but highly lucrative consumer base that has long benefited from a legally protected, racially segregated safe space for white narcotics consumption. The connecting thread for the contemporary white opioid “crisis,” therefore, is white race as a ghost variable in addiction neuroscience and in its pharmaceutical and biotechnological translation.
