Most reasonable people acknowledge that Karl Helge Hampus Hellekant has committed a grave moral offense: the 33-year-old Swede, also known as Karl Svensson, was convicted of killing trade unionist Björn Söderberg in 1999 at the behest of the Swedish neo-Nazi movement. What is not so clear is whether Hellekant, who is currently free on parole, should be permitted to become a physician. The former extremist was admitted to the medical school at Stockholm’s Karolinska Institute in 2007, but later expelled—following considerable (...) public debate—after school officials discovered that he was temporarily unable to verify his academic records. Sweden’s most prestigious medical school, Uppsala, subsequently confirmed these records and matricatulated him in 2008. (shrink)

Sweden is probably one of the most secularized nations in the world. Therefore religious arguments tend to play a smaller role in the public bioethical debate than in most other countries. Issues such as abortion, stem-cell research, and therapeutic cloning have been far less controversial in Sweden than elsewhere. Instead, other issues have dominated recent bioethical debates in Sweden, in particular those concerning privacy and the control over biological information about individuals.

Tbe role of Swedish royal family has been reduced to an almost exclusively ceremonial one during the 20th century, and this reduction of functions has possibly been carried out further in Sweden than in any other monarchy - with the exception of Japan. The Swedish King is for example no longer responsible even pro forma for the formation of the Government, but it took a long time before he was thus stripped of all his power.By the mid-1800s his influence (...) on the economy had been greatly diminished, and by 1905 bis influence on foreign policy had also vanished. Tbe last time a Swedish King ex erts any real power is in 1914, when he insisted on choosing bis own advisors. In reality he only managed to substitute a government he disliked for one which he liked better. But after 1917, when the King is forced to accept a government which included Social Democrats, his influence is reduced to virtually nothing. Officially, however, the King is not reduced to figure-head until 1974, when the new Swedish constitution was passed. Tbe new constitution stated, after a great deal of negociating between the Social Democrats and the nonsocialist parties, that Sweden should remain a monarchy hut the Head of State should only have a ceremonial role. Apparently no one in the royal f amily had any serious objections to this new order and they didn 't try to stop it. Power and influence is not, however, only related to the laws of a country. The King and the whole royal family still exert a good deal of influence over the Swedish people by setting an example. The image the royal family wants to project is that of traditional conservative values ; they are all in f a vor of a strong defence, church going and f amily life. The present King has given bis opinion on a few occasions on rather controversial issues - whether this has been part of a strategy or simply a mistake is impossible to say. All in all the present royal family seems to be quite satisfied with their position as figure-head on the Swedish barge, which, according to the public opinion polls, the Swedish people consider to be a very fitting role for a modern monarch. Textual and visual analyses of nation-branding campaigns are rare but highly needed (Bolin and Ståhlberg, 2010; Hao, Paul, Trott, Guo, and Wu, 2019) as online media have become a popular tool for states to shape people’s perception (Volcic and Andrejevic, 2011). In Anholt’s much applied nation brand hexagon (2007), immigration and investment, society, governance, and culture and heritage are, along with tourism and export, the core aspects that build a country’s reputation. As the 2015 refugee peak situation resulted in a (...) more restrictive approach of the Swedish government towards asylum applicants, the country’s brand was put under pressure. How could Sweden’s values related to openness be highlighted while policymakers chose a deterrent road? In this study, we bridge streams of research on nation branding, framing, and migration studies by presenting a multimodal analysis of the “Portraits of migration” campaign as a strategic response to the refugee situation. Hip hop has grown into a worldwide genre in recent decades, often being associated with issues of race and class. However, as research on ‘hip hop feminism’ in the US context demonstrates, the categories of gender and sexuality are no less fundamental. In the growing body of international hip hop research, though, questions about gender have been relatively absent, and relatively little is known about how gender norms are negotiated and challenged in hip hop in Europe. This article seeks to (...) contribute to filling this gap in the literature by exploring how women negotiate the gender norms of hip hop in the case of Sweden. To this end, rap lyrics by 12 female rap artists are analysed through poststructuralist discourse analysis. The analysis focuses on intersectionality, feminism within and beyond hip hop, as well as the possibilities and limitations of female masculinity. It is shown how the masculine norms of the genre are simultaneously resisted and resignified as many female rappers incorporate some elements commonly associated with masculinity but mobilize them in their challenging of masculine norms. In this way, complying with the genre interestingly produces a hard and explicit feminism in which ‘all sexist pigs will be slaughtered”. (shrink)

A new law allowing restrictive use of preimplantation genetic diagnosis /human leukocyte antigen () has been implemented, a new recommendation for the cessation of life-sustaining treatment has been issued, and the scope of individual responsibility for medical mistakes has been rather thoroughly discussed.

AllSweden Shall Live! is an umbrella movement of 2,300 rural development organizations that has taken shape in reaction to political and economic threats to “the living countryside.” The movement's strategy combines self-help activities and political mobilization. Ritual events celebrating a shared culture, a culture that blends traditional and newly invented elements, are crucial means of maintaining solidarity and mobilizing energies. The article investigates a self-help activity, saving country stores, and a political event, a “Countryside Parliament,” both motivated by a commitment (...) to sustain rural communities in a critical time. From the beginning of the 1990s, the Swedish society has been affected by various changes at various levels. This modified social, political and economic context led to several reforms implemented in the educational arena. These reforms dealt with decentralisation, choice, use of market forces and privatisation. All these aspects had an impact on language education. This article will focus upon the social, ideological/political and educational parameters having affected language?in?education policy in Sweden these last years. It will investigate the present?day (...) position of languages ? Swedish, minority languages, English and other foreign languages ? in the Swedish educational milieu. It is based upon the following main assumption: an investigation into the position of these languages in education highlights the new trends observed in the educational sphere since the 1990s. During the last decades there has been an upsurge in research on xenophobic populist parties, mirroring their political successes. In the Swedish context, characterised by neoliberal restructuring, issues of ‘race’, citizenship and belonging have been important elements of the public debate. These issues have unfolded in parallel with the presence of a neo-Nazi social movement and the emergence of two new parliamentary parties in which cultural racism has been central. Research has especially focused on the xenophobic content and how to (...) relate these parties to the wider research on party politics in western liberal democracies. While there have been some studies focusing on gendered differences in voting and activism highlighting the peripheral role of women, there are still very few studies analysing the worldview of women active in these parties, and the role of gender as metaphor, identity and policy within these parties. Inspired by feminist, postcolonial and Marxist research, the authors of this article are interested in analysing the worldview of women activists. The material is composed of 20 in-depth interviews with female Sweden Democrat politicians complemented by party texts and participant observation. The aim of the article is to explore how women within a Swedish version of these parties, the Sweden Democrats, name and reflect upon their experiences, especially focusing on how a care rhetoric is used in their narratives. Following her abdication, Queen Christina of Sweden took up residence in the Palazzo Farnese, Rome from 1655. She had already developed a keen interest in music, gained from tuition from a French dancing master, and playing the star role in the ballet The Captured Cupid in honour of her mother's birthday in 1649. Christina's arrival in Rome was marked by performances in her honour in the Palazzo Barberini and Palazzo Pamphili of specially commissioned works by contemporary composers Marco Marazzoli (...) and A.F. Tenaglia, and by her favourite Giacomo Carissimi. Inspired by the chamber music proportions of the cappella of the Collegio Germanico, many of Carissimi's secular arias were composed for his royal Swedish patron. After two years in France, Christina returned to Rome, where she took up residence in the Palazzo Riario on the Janiculum. Based on interviews with legal practitioners working with or within anti-racist social justice movements in Sweden, we explore some dilemmas and paradoxes that appear when social movements pursue struggles for anti-racist social justice through the legal arena. How do the interviewees understand and critically relate to legal practices in contemporary anti-racist social justice struggles? What are the conditions of engagement of these organisations in the legal arena and how do they impact social justice struggles in Sweden? What are (...) the stakes in the legal practices of these movements? Rather than a strategically chosen tool for social justice, legal practice could be understood as a kind of self-defence, as resorting to law is often a response to an unjust legal system, oppressive treatment by the state or disadvantage and deprivation. The interviewees’ reflections on their legal practices are informed by a fundamental ambivalence between the ideological commitment in the critique of law and their position from which it is impossible to ignore the legal arena. Instead of taking a clear stance for or against the law as a tool for social justice struggles, we have attempted to understand what are the methods and the effects of legal practice that grow from this ambivalence. The accounts of our interviewees indicate that both practical strategies and ways of accounting for these aim at subverting and challenging the law while at the same time using it. Throughout the analysis we have conceptualised these strategies as decentring, re-politicising and redistribution. (shrink)

When the Church of Sweden ceased to be a state church in the year 2000, the parameters for a change in the relation between academic theology and religious studies ( religionsvetenskap ) at the state universities in Sweden was in place. My article, which is intended as a contribution to the sometimes unnecessarily agonistic discussion following the sharp critique levelled by the Swedish National Agency for Higher Education (Högskoleverket) in 2008, focuses on two basic oppositions underlying the present (...) discourse, namely the tension between the expectation of economic utility and the ideal of a free search for knowledge; and that between, on the one hand, confessional neutrality and, on the other hand, the education of priests and pastors. As a conclusion, I suggest a way forward in three points: 1. The education of priests for the Church of Sweden must change as a result of the abandonment of the state church system. 2. At the same time, the state system should nurture a more positive attitude toward theological reflections developed at nongovernmental university colleges. 3. Thirdly, the interrelationship between secular religious studies at state universities and the tradition specific theologies developed at private university colleges could be essential for the balancing of the demand of economic utility and the principle of academic freedom as it concerns religious studies. In the first millennium CE trade and kinship networks linked Western Europe and Central Asia via Scandinavia and the Russian rivers. These networks broke down when the early states began to emerge in Scandinavia during the 11th and 12th centuries, concurrent with the Christianization of the far North. Two cultural fault-lines mark Nordic history – between Western and Eastern Christendom and between feudal and non-feudal societies – and make this region distinct from Russia and Germany. The Swedish state, with Finland (...) as an integral part of the realm until the 19th century, was neither a composite monarchy, nor a feudal or despotic state. Sweden was one of the largest but also least populated countries in Europe. Its relative lack of resources led to unusual but efficient techniques of state-making demonstrated in two periods when Sweden was prominent in an all-European perspective: first as a Great Power (1620–1720) when it developed characteristics that did not appear elsewhere in Europe until the 20th century, and then during the rapid modernization that began around 1870. In this latter period there were five key junctures in the transition from the constitutional limbo and social democratic breakthroughs of the interwar period to the antinomies of present-day Sweden. In Sweden, palliative care has, over the past decades, been object to policies and guidelines with focus on how to achieve “good palliative care”. The aim of this study has been to analyse how experts make sense of the development and the current state of palliative care. Departing from this aim, focus has been on identifying how personal experiences of ‘the self’ are intertwined with culturally available meta-level concepts and how experts contribute to construct new scripts on palliative care. (...) Twelve qualitative interviews were conducted. Four scripts were identified after analysing the empirical material: 1. script of paths towards working within palliative care; 2. script of desirable and deterrent reference points; 3. script of tensions between improvement and bureaucracy; and 4. script of low status and uncertain definitions. The findings of this study illustrate how experts in complex ways intertwine experiences of ‘the self’ with meta-levels concepts in order to make sense of the field of palliative care. The participants did not endorse one “right way” of “good” deaths. Instead, palliative care was considered to be located in a complex state where the historical development, consisting of both desirable ideals, death denials and lack of guidelines, and more recent developments of strives towards universal concepts, “improvement” and increased bureaucracy altogether played a significant role for how palliative care has developed and is organised and conducted today. The article presents a portrait and analysis of the existential-psychocultural situation in postmodern Sweden. Drawing from recent research exploring psychology of religion and existential worldviews, and the Swedish findings from the international World Values Survey, an argument is made for thinking about existential function and dysfunction as public health issues. This is portrayed against the background of Sweden as one of the most secularized countries and simultaneously a country with one of the most encompassing welfare systems. Psychology of (...) religion's updated role here would be to take responsibility for identifying and assessing the categories of function and dysfunction for an existential public health system. This role would also include the planning of policy for societal existential wellbeing, as well as planning prevention and intervention efforts for avoiding existential epidemiology. This new role fits well with public health's third revolution agenda focusing on health, wellbeing and quality of life. (shrink)

In this article a brief overview is given of the field of medical ethics in Sweden in recent years. The presentation concentrates on the occurrence of official ethical norms for physicians, current ethical committees, the educational situation, legislation in force, and some essential features of the ethical debate on a few central issues.

This article investigates discourses of Sweden’s success in gender mainstreaming. Using the theoretical concept of myth, discourse analysis is performed on different categories of texts. The aim is to analyse how this discourse of success is constructed and to increase the understanding of its components. The themes identified in the reading include adaptation, integration, volume and initiatives. In conclusion, it is argued that a conflation of gender mainstreaming with gender equality has been a vital part of the construction of (...) Sweden as the best case of gender mainstreaming. Background Research shows that undocumented migrants have difficulties in accessing healthcare. Act 2013:407 came into force in 2013 and entitled undocumented migrants to healthcare that cannot be deferred. To date, studies about undocumented migrants’ access to care in Sweden and the impact of Act 2013:407 are sparse. Hence, the aim of this study was to describe professionals’ experiences of access to healthcare for undocumented migrants in Sweden and the impact of Act 2013:407. Methods A qualitative design with semi-structured (...) interviews was employed. Nine interviews were carried out in 2015 with nurses at two NGO healthcare centres for undocumented migrants – and an additional seven interviews in 2022 with staff at an NGO healthcare centre for undocumented migrants and personnel at a regional health and medical care administration. Interpretive description was used for the analyses. Ethical considerations Permission to carry out the study was obtained from managers at the participating NGOs and the regional health and medical care administration. Participants received verbal and written information about the study, and informed consent was obtained from all participants. Findings Six categories emerged from the analysis: Changes since the Act was introduced, General problems with healthcare access, Care for undocumented migrants – politics and social economy, Lack of knowledge, ‘Healthcare that cannot be deferred’ and Being an undocumented migrant. Conclusion Undocumented migrants’ social needs are as great as their needs for healthcare. Healthcare staff are burdened with healthcare cost considerations which affect their judgement of care provision and prioritization. Healthcare staff attitudes towards undocumented migrants affect their access to healthcare. Undocumented migrants in need of healthcare are especially vulnerable due to their legal status, being ill and the fear of being reported and deported. To assure undocumented migrants’ access to healthcare and maintain healthcare ethics, the only possible solution is to provide healthcare based on needs. (shrink)

After a brief sketch of the historical background, the current political situation in Sweden is outlined. Since 1985 the National Council on Medical Ethics has played an important role in the biopolitical debate in Sweden, and its activities and influence are described. Religious teachings are often combined with moral precepts. But what makes a statement religious is not easy to say, especially in societies where religious concerns have been intertwined with humanitarian common sense morality for a long time. (...) Summing up, it can be said that the debate in Sweden on biopolitical issues has not shown many signs of the influence of religious arguments, though some religious actors are active in this debate. It has become common to find diagrams and flow-charts used in our organizations to illustrate the nature of processes, what is involved and how it happens, or to show how parts of the organization interrelate to each other and work together. Such diagrams are used as they are thought to help visualization and simplify things in order to represent the essence of a particular situation, the core features. In this paper, using a social semiotic approach, we show that we need (...) to develop a much more critical sense of how these diagrams and flowcharts can easily abstract, conceal and substitute actual causalities, work roles and relationships. We demonstrate this using the example of a series of interrelated flows-charts used to implement a new system of target-based learning in preschool/kindergartens in Sweden – a system which works highly in favor of a rapidly privatizing education sector. In Sweden, efforts to govern end-of-life care through policies have been ongoing since the 1970s. The aim of this study is to analyse how policy narratives on palliative care in Sweden have been formulated and have changed over time since the 1970s up to 2018. We have analysed 65 different policy-documents. After having analysed the empirical material, three policy episodes were identified. In Episode 1, focus was on the need for norms, standards and a psychological end-of-life care with (...) the main goal of solving the alleged deficiencies within end-of-life care in hospital settings. Episode 2 was characterised by an emphasis on prioritising end-of-life care and dying at home, and on the fact that the hospice care philosophy should serve as inspiration. In Episode 3, the need for a palliative care philosophy that transcended all palliative care and the importance of systematic follow-ups and indicators was endorsed. Furthermore, human value and freedom of choice were emphasised. In conclusion, the increase of policy-documents produced by the welfare-state illustrate that death and dying have become matters of public concern and responsibility. Furthermore, significant shifts in policy narratives display how notions of good palliative care change, which in turn may affect both the practice and the content of care at the end of life. This article contributes to ongoing discussions in the social sciences about how to interpret the incorporation of gender equality into integration policies – is it a form of state feminism or femonationalism? Drawing upon intersectionality, we analyse how gender equality is presented, discussed and negotiated in relation to ethnicity and nationality in Sweden. Methodologically, we employ a bifocal lens that combines (1) a quantitative investigation of representations of civic orientation programmes in Swedish policy documents and mainstream media, and (2) (...) a qualitative analysis of ethnographic data collected in six civic orientation courses – three in English and three in Arabic – in three large municipalities. Such a two-pronged approach, which connects policy and media discourses with interactions in civic orientation classes, offers a granular picture of the complex and often ambivalent intersections of ethnicity and gender in relation to migration in Sweden. Ultimately, the co-optation of feminist values brings with it the risk of warping feminism into a trait of national/ethnic distinctiveness. Crucially, femonationalism is not the prerogative of far-right parties but is already becoming institutionalised, informing both mainstream media and educational practices in a feminist state like Sweden. The lack of a local Jewish community did not prevent medieval Swedish clerics and lay people from being interested in Jews and Jewish questions. They bought, translated, read and preached from most of the available textual sources and thus spread the widely available views of the hermeneutical Jew: a cruel, stubborn and ugly person and at the same time a cipher for the entire Jewish people both in biblical times and today. This article gives an overview of the Latin and (...) vernacular manuscripts with anti-Jewish motifs and texts and shows that the main and most common textual models and motifs were available in Swedish libraries and collections, from legends via apocryphal texts to fake disputations – adding up to a relatively complete ‘hermeneutical Jew’. A focus was, as in the rest of Europe, on Passion-related piety, which was the most common form of piety in the late Middle Ages – and usually connected with distinct anti-Jewish features. The fact that we can establish direct and indirect textual and narrative lines of tradition between the medieval codices and modern printed booklets of the nineteenth century proves the long-lasting intelligibility of anti-Jewish stereotypes in Sweden – developed and spread completely independently from the Jewish minority. The medieval perspective thus adds a much-needed nuance to the debate about antisemitism in the North: it did not need any actual Jews; it simply made up its own, based on the general Christian tradition. Employing mapping research, this study mapped the populations of environment-focused social media, audiovisual media and art, in Sweden, over a one-year period. The study explored what is being communicated about the environment in Sweden in these fields, by whom, and how it circulates in diverse communicative spaces. The research identified 502 units across the three fields and a multitude of voices addressing environmental issues through these fields. These channels and voices give visibility to diverse topics and perspectives about (...) the environment and human-nature relations. Simultaneously, there is considerable homogeneity, as a majority of the identified social media, audiovisual media and art units clearly align with ecocentric positions that contest the hegemony of anthropocentrism. These ecocentric voices strongly oppose the dominance of human-centered apprehensions of nature that legitimate nature’s exploitation and the drainage of natural resources for economic profit. Instead, they argue for structural changes promoting environmental protection and the rebalancing of human-nature relations. (shrink)

This paper tests the claims of cultural theory using the formation of climate change policies in Sweden, the United States, and Japan as case studies. The theory posits that any social group consists of three main cultural types: the egalitarian, the market -oriented, and the hierarchical. Though all groups contain elements of each type, one cultural type usually prevails, giving the group its unique decision-making character. This paper applies cultural theory at the national level, testing to what extent the (...) theory is able to project how countries will respond in addressing the issue of global warming. The results suggest that cultural theory may be useful to those involved in developing international agreements, enabling them to formulate regimes which are compatible with various cultural styles. ABSTRACT In this article, the first author provides a summary and translation from the Latin of an important early medical lecture on vampires by Nils Retzius. The lecture was delivered in Sweden, at Lund University, in 1737, and was published almost immediately thereafter. This important text has been overlooked by modern scholars of vampires. This article will bring the lecture back into circulation in its first English translation. The second author then offers an analysis of the intellectual background to (...) this rational debunking of vampires. He demonstrates how Retzius’s attempt at a comprehensive rational explanation for vampires, typical of much Enlightenment thinking, nevertheless employs a fusion of Galenic medical thinking with more modern medical and psychosomatic notions of medicine, as well as certain Lutheran notions concerning the devil and the spirit world. His argument scotches the belief in the idea of sympathetic magic affecting the dreams of the living, while emphasising the psychosomatic effects of the imagination on the physical body. (shrink)

Based on the 'Partnership Model of Corporate Ethics' (Wood, 2002), this study examines the ethical structures and processes that are put in place by organizations to enhance the ethical business behavior of staff. The study examines the use of these structures and processes amongst the top companies in the three countries of Australia, Canada, and Sweden over two time periods (2001–2002 and 2005–2006). Subsequendy, a combined comparative and longitudinal approach is applied in the study, which we contend is a (...) unique approach in the area of business ethics. The findings of the study indicate that corporations operating in Sweden have utilized ethical structures and processes differently than their Canadian and/or Australian counterparts, and that in each culture the way that companies fashion their approach to business ethics appears congruent with their national cultural values. There does, however, appear to be a convergence of views within the organizations of each culture, as the Swedish companies appear to have been more influenced in 2005–2006 by an Anglo-Saxon business paradigm than they have been in the past. In the Fall of 1997 the leading Swedish newspaper, Dagens Nyheter, created a media hype over the Swedish policy of compulsory sterilisation that had been in operation between 1935 and 1975. In the discussion that followed the moral condemnation of our medical past was unanimous. However, the reasons for rejecting what had gone on were varied and mutually inconsistent. Three strands of criticism were common: the argument from autonomy, the argument from caution, and the argument from biological scepticism. In the (...) paper it is argued that what point of departure you choose in your criticism of the past should be of consequence also for your ideas about present and future medical practice. In particular, if you rely on the argument from autonomy, you should be prepared to accept a liberal (present and future) use of reproductive techniques. (shrink)

This paper reports the results of a study of the top 500 private sector organizations and the top 100 public sector organizations in Sweden. It is a replication of the study by Svensson et al . (2004) . The aim of the study was to describe and compare the business ethics commitment of organizations across the two sectors. The empirical findings indicate that the processes involved in business ethics commitment have begun to be recognized and acted upon at an (...) organizational level in Sweden. Some support is provided to show that codes of ethics are developing in some of Sweden's largest private and public sector organizations – although this is happening to a lesser extent in the public sector. It is noted that an effect of a code of ethics on the bottom line of the business was acknowledged by respondents in both private and public sector organizations. We believe that the supporting measures of business ethics commitment appear to be underutilized in both private and public sector organizations in Sweden (among those that possess codes of ethics), thus indicating that the commitment to business ethics in Swedish organizations has potential for future development. This article takes the interlinkages between law and politics as its starting point. It analyzes recent changes in the legislative style of education governance in Sweden as not only a species of crisis management, but also a long-term response to a series of tensions arising out of the push toward what has been identified as ‘juridification’ in many Western nations—the reliance on law and judicial means for addressing core moral predicaments, public policy questions, and political controversies. The article outlines (...) the notion of juridification at a theoretical level and highlights juridification processes and their possible ramifications on education. It argues that recent changes in the legislative style of education governance in Sweden not only reveal much about the commitments and implicit assumptions of modern regulatory and evaluative regimes, but also reflect the general impact of the rationalization of social and political life on the organization of government. The article provides a case with which to examine some of the theoretical underpinnings and implicit conceptual assumptions of modern regulatory and evaluative regimes as well as educational institutions’ relationships with the State. It shows that regulatory frameworks define the conceptualizations of what educational institutions do and thus of what actually gets done. (shrink)
