Recent financial fraud legislation such as the Dodd–Frank Act and the Sarbanes–Oxley Act (U.S. House of Representatives, Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010, [H.R. 4173], 2010 ; U.S. House of Representatives, The Sarbanes–Oxley Act of 2002, Public Law 107-204 [H.R. 3763], 2002 ) relies heavily on whistleblowers for enforcement, and offers protection and incentives for whistleblowers. However, little is known about many aspects of the whistleblowing decision, especially the effects of contextual and wrongdoing attributes on organizational (...) members’ willingness to report fraud. We extend the ethics literature by experimentally investigating how the nature of the wrongdoing and the awareness of those surrounding the whistleblower can influence whistleblowing. As predicted, we find that employees are less likely to report: (1) financial statement fraud than theft; (2) immaterial than material financial statement fraud; (3) when the wrongdoer is aware that the potential whistleblower has knowledge of the fraud; and (4) when others in addition to the wrongdoer are not aware of the fraud. Our findings extend whistleblowing research in several ways. For instance, prior research provides little evidence concerning the effects of fraud type, wrongdoer awareness, and others’ awareness on whistleblowing intentions. We also provide evidence that whistleblowing settings represent an exception to the well-accepted theory of diffusion of responsibility. Our participants are professionals who represent the likely pool of potential whistleblowers in organizations. (shrink)

The current study investigated the adaptations which occur in visual search behaviour as a function of expertise in rugby union players when completing attacking scenarios. Ten experienced players and ten novice players completed 2 vs. 1 attacking game scenarios. Starting with the ball in hand and wearing a mobile eye tracker throughout, participants were required to score a try against a defender. The scenarios allowed for a pass to their supporting player or trying to run past the defender. No between (...) group differences were found in fixating on the supporting attacking player. However, EP increased the length and frequency looking at the area immediately ahead of the supporting player, particularly when executing a spin pass. NP fixated longer and more frequently at the defender, whilst EP fixated more frequently in the space the supporting player would run into in Switch and Dummy Switch scenarios. More successful passes were completed and tries scored by EP compared to NP. Differences in visual search behaviour between experienced and NP suggest that the experts extract information from areas directly related to guiding the motor action; the space immediately ahead of the support player to pass the ball in. Contrastingly, novices use a more allocentric perspective where the actions from the defender are used to guide their motor actions. (shrink)

Surveyors were groups of school children with contributions in more remote locations from adults. As well as mapping the landscape participants were asked about their hopes and visions for the grid squares surveyed. One kilometre squares were identified by stratified random sampling techniques from the Ordnance Survey National Grid. The responses indicated varying levels of optimism and pessimism. The sample of responses (...) in this paper relates to rural key squares ( N = 424) and urban key squares ( N = 413). Young surveyors appeared to be the most pessimistic and there was some correlation of increasing pessimism with increasing land use intensity. (shrink)

Anthropological inquiry has often been considered an agent of intellectual secularization. Not least is this so in the sphere of religion, where anthropological accounts have often been taken to represent the triumph of naturalism. This metanarrative, however, fails to recognize that naturalistic explanations could sometimes be espousedforreligious purposes and in defence of confessional creeds. This essay examines two late nineteenth-century figures – Alexander Winchell in the United States and William Robertson Smith in Britain – who found in anthropological analysis (...) resources to bolster rather than undermine faith. In both cases these individuals found themselves on the receiving end of ecclesiastical censure and were dismissed from their positions at church-governed institutions. But their motivation was to vindicate divine revelation, in Winchell's case from the physical anthropology of human origins and in Smith's from the cultural anthropology of Semitic ritual. (shrink)

Calling the quantity; 2ΔAΔB/|<[A, B]>|, with non-zero denominator, the uncertainty product ratio or UPR for the pair of observables, (A, B), it is shown that any non-zero correlation coefficient between two observables raises, above unity, the lower bound of the UPR for each member of an infinite collection of pairs of incompatible observables. Conversely, any UPR is subject to lower bounds above unity determined by each of an infinite collection of correlation coefficients. This result generalizes the well known Schroedinger strengthening (...) of the Robertson uncertainty relations (with the former expressed in terms of the correlation coefficient rather than the anticommutator) where the UPR and the correlation coefficient both involve the same pair of observables. Two, independent, derivations of the result are presented to clarify its’ origins and some examples of its’ use are examined. (shrink)

This paper examines the reaction of Victorian Presbyterian culture to the theory of evolution in late nineteenth century Scotland. Focusing on the role played by the Free Church theologian, biblical critic and anthropological theorist, William Robertson Smith, it argues that, compared with Smith’s radical scholarship, evolutionary theories did little to disturb the Scottish Calvinist mind-set. After surveying the attitudes to evolution among a range of theological leaders, the paper examines Smith’s fundamentally threatening proposals and the circumstances that led to (...) the public spectacle of his dismissal from his Free Church professorship. It concludes by suggesting that, ironically, even while his fellow churchmen were making their peace with Darwin, Smith was mobilising an evolutionary outlook that challenged Scotland’s conservative religious culture to its very core. An inequality in quantum mechanics, which does not appear to be well known, is derived by elementary means and shown to be quite useful. The inequality applies to 'all' operators and 'all' pairs of quantum states, including mixed states. It generalizes the rule of the orthogonality of eigenvectors for distinct eigenvalues and is shown to imply all the Robertson generalized uncertainty relations. It severely constrains the difference between probabilities obtained from 'close' quantum states and the different responses they can (...) have to unitary transformations. Thus, it is dubbed a master inequality. With appropriate definitions the inequality also holds throughout general probability theory and appears not to be well known there either. That classical inequality is obtained here in an appendix. The quantum inequality can be obtained from the classical version but a more direct quantum approach is employed here. A similar but weaker classical inequality has been reported by Uffink and van Lith. (shrink)

It is believed that it was first introduced into scientific circulation by the American economist R. Robertson in 1985. Under this concept began to bring various processes of the exit of social life in all its dimensions beyond individual countries and regions. We defend hylomorphism against Maegan Fairchild’s purported proof of its inconsistency. We provide a deduction of a contradiction from SH+, which is the combination of “simple hylomorphism” and an innocuous premise. We show that the deduction, reminiscent of Russell’s Paradox, is proof-theoretically valid in classical higher-order logic and invokes an impredicatively defined property. We provide a proof that SH+ is nevertheless consistent in a free higher-order logic. It is shown that the unrestricted comprehension principle of property abstraction on which the (...) purported proof of inconsistency relies is analogous to naïve unrestricted set-theoretic comprehension. We conclude that logic imposes a restriction on property comprehension, a restriction that is satisfied by the ramified theory of types. By extension, our observations constitute defenses of theories that are structurally similar to SH+, such as the theory of singular propositions, against similar purported disproofs. (shrink)

: Embryonic stem cells, which have the potential to save many lives, must be recovered from aborted fetuses or live embryos. Although tissue from aborted fetuses can be used without moral complicity in the underlying abortion, obtaining stem cells from embryos necessarily kills them, thus raising difficult questions about the use of embryonic human material to save others. This article draws on previous controversies over embryo research and distinctions between intrinsic and symbolic moral status to analyze these issues. It argues (...) that stem cell research with spare embryos produced during infertility treatment, or even embryos created specifically for research or therapeutic purposes, is ethically acceptable and should receive federal funding. This overview of 10 years of stem cell controversy reviews the moral conflict that has made ESCs so controversial and how this conflict plays itself out in the legal realm, focusing on the constitutional status of efforts to ban ESC research or ESC-derived therapies. It provides a history of the federal funding debate from the Carter to the Obama administrations, and the importance of the Raab memo in authorizing federal funding for research with privately derived ESCs despite the Dickey-Wicker ban (...) on federal funding of embryo research. It also reviews the role that scientists themselves have played in developing regulations for ESC research, the emergence of ESCROs as special review bodies for ESC research, and the thorough consent requirements for donation of IVF embryos to ESC research. With research now transitioning from the lab to the clinic, the article reviews the challenges of ensuring safety and consent in translational research. It concludes with a call for respecting those persons who have to using or working with ESC products and an account of how obtaining stem cells from a person's own cells will alleviate some but not all of the controversy surrounding ESC research. The Snowden revelations in 2013 redrew the lines of debate surrounding surveillance, exposing the extent of state surveillance across multiple nations and triggering legislative reform in many. In the UK, this was in the form of the Investigatory Powers Act. As a contribution to understanding resistance to expanding state surveillance activities, this article reveals the intertwining of diverse interests and voices which speak in opposition to UK state surveillance. Through a computational topic modelling-based mixed methods analysis of the submissions made (...) to the draft Investigatory Powers Bill consultation, the article demonstrates the diversity and intersection of discourses within different actor groups, including civil society and the technology industry. We demonstrate that encryption is a key issue for these groups, and is additionally conflated with a human rights discourse. This serves to unite seemingly disparate interests by imbuing encryption with a responsibility for the protection of human rights, but also threatens to legitimate corporate interests and distract from their own data-driven activities of surveillance capitalism. New uses of preimplantation genetic diagnosis to screen embryos prior to transfer raise ethical, legal, and policy issues that deserve close attention. Extensions for medical purposes, such as to identify susceptibility genes, late onset disease, and human leukocyte antigen matching, are usually ethically acceptable. Whether embryo screening for gender, perfect pitch, or other non-medical characteristics are also acceptable depends upon the parental needs served and the harm posed to embryos, children, and society. The Late Hellenistic Jewish philosopher Philo of Alexandria has been neglected in studies of theories of mind and language in Post-Aristotelian Philosophy. Philo's dualism distinguishes immateriality and materiality in our language (logos). His arguments about the nature of mind and his explanations of the relation of speech to the mind, divine or human, draw heavily from Stoics and Platonists. Philo appears to present contemporary Platonist, anti-Stoic arguments that mind is of a different nature than body. Also, Philo deserves credit as (...) our first detailed, surviving expositor of the view that meanings are thoughts, presented to the world in speech. (shrink)

Habitual actions unfold without conscious deliberation or reflection, and yet often seem to be intelligently adjusted to situational intricacies. A question arises, then, as to how it is that habitual actions can exhibit this form of intelligence, while falling outside the domain of paradigmatically intentional actions. Call this the intelligence puzzle of habits. This puzzle invites three standard replies. Some stipulate that habits lack intelligence and contend that the puzzle is ill-posed. Others hold that habitual actions can exhibit intelligence because (...) they are guided by automatic yet rational, propositional processes. Others still suggest that habits guide intelligent behaviour without involving propositional states by shaping perception in action-soliciting ways. We develop an alternative fourth answer based on John Dewey’s pragmatist account of habit. We argue that habits promote intelligent behaviour by shaping perception, by forming an interrelated network among themselves, and by cooperating with the environment. (shrink)

This paper starts by considering an argument for thinking that predictive processing (PP) is representational. This argument suggests that the Kullback–Leibler (KL)-divergence provides an accessible measure of misrepresentation, and therefore, a measure of representational content in hierarchical Bayesian inference. The paper then argues that while the KL-divergence is a measure of information, it does not establish a sufficient measure of representational content. We argue that this follows from the fact that the KL-divergence is a measure of relative entropy, which can (...) be shown to be the same as covariance (through a set of additional steps). It is well known that facts about covariance do not entail facts about representational content. So there is no reason to think that the KL-divergence is a measure of (mis-)representational content. This paper thus provides an enactive, non-representational account of Bayesian belief optimisation in hierarchical PP. (shrink)

This article discusses the triage response to the COVID-19 delta variant surge of 2021. One issue that distinguishes the delta wave from earlier surges is that by the time it became the predominant strain in the USA in July 2021, safe and effective vaccines against COVID-19 had been available for all US adults for several months. We consider whether healthcare professionals and triage committees would have been justified in prioritising patients with COVID-19 who are vaccinated above those who are unvaccinated (...) in first-order or second-order triage. Given that lack of evidence for a correlation between short-term survival and vaccination, we argue that using vaccination status during first-order triage would be inconsistent with accepted triage standards. We then turn to notions of procedural fairness, equity and desert to argue that that there is also a lack of justification for using vaccination status in second-order triage. In planning for future surges, we recommend that medical institutions base their triage decisions on principles meant to save the most lives, minimise inequity and protect the public’s trust, which for the time being would not be served by the inclusion of vaccination status.
