The essays in this book began as a contributions to a Summer Workshop arranged by the Calgary Institute for the Humanities, and haled at the University of Calgary from July 7 to 14, 1978. The Institute, which was founded by the University in 1976 for the encouragement of humanistic studies, has held such conferences each summer as a part of its programme of research.

It also has considerable impact on his ethical ideas: the Machiavellian cosmos has no room for a Ruling Mind or for the Sovereignty of the Good, and humans are left to pursue their appetites for riches and glory as best they can.

Western Political Thought in Dialogue with Asia is a unique collection of essays that examines the exchange of political ideas between Western Europe and Asia from the Middle Ages to the early twentieth century. The contributors to the volume call for globalizing the scope of research and teaching in the history of political thought.

In this book, Anthony J. Parel makes the controversial argument that despite Gandhi's contributions to religion, nonviolence, civil rights, and civil disobedience, his most significant contribution was that as a political philosopher.

Anthony Parel affords a novel perspective on the philosophy of Mahatma Gandhi. He explores how Gandhi connected the spiritual with the temporal. As Parel points out 'being more things than one' is a good description of Gandhi and, with these words in mind, he shows how Gandhi, drawing on the Indian time-honoured theory of the purusharthas or 'the aims of life', fitted his ethical, political, aesthetic and religious ideas together. In this way Gandhi challenged the notion which prevailed (...) in Indian society that a rift existed between the secular and the spiritual, the political and the contemplative life. Like many disciplines, the study of political philosophy has, to a large extent, been the study of modern western political philosophy, particularly liberalism, utilitarianism, and socialism. As a consequence, the study of comparative political philosophy is still in its infancy. In this stress on factual reality as opposed to imagination many have seen the sources of Machiavelli's advocacy of technicity, rationality and reason of state. Such a viewpoint is supported by Machiavelli's pure and emotionless style ofwriting. Machiavelli's effectual truth is essentially about the mastery over conflict and contingency in politics. Yet, there are hardly systematic studies on the status and role ofpolitical conflict and its consequences for political order in Machiavelli's work.5 Most classical studies include analysis of conflict (Pocock; Lefort; Sasso), but they do so by sticking to the natural textual division ofhis major works. This article sets out to elaborate some guidelines ofa Machiavellian theory ofconflict by linking it to René Girard's theory of mimetic conflict. It aims to achieve two things: first, to analyze the nature of political conflict in Machiavelli's work. Second, to reexamine some widespread assumption on the autonomy of politics. The Affinity of Machiavelli and Girard: Crisis and Conflict Methodologically, a reading ofMachiavelli through Girard has a status different from that of orthodox comparisons oftwo thinkers.6 This can be illustrated by considering Raymond Aron's comparison between Machiavelli and Marx. On the one hand, Machiavelli's political philosophy is marked by a stress on cyclical repetition and permanent instability. His realism maintains that the more things change the more they remain the same. On the other hand, Marx's economic philosophy of history envisages long-term progress and as such reflects upon change by its confidence in Providence. Yet, essentially both works are concerned with the contingent modalities of collective conflict over time. While for Machiavelli the struggle for power unfolds between political groups such as nobles and the people, Marx suggests the social and economic roots ofconflicts in social formations. Against this background, a reading of Machiavelli through Girard diverges from conventional comparisons. Machiavelli's work emanates from his experience as a practitioner ofpolitics who aims to be the counsellor of Princes. This book is a textbook designed for teaching a new subfield in political science: the emerging field of "comparative political theory". It is the first such textbook. As taught in American universities, political theory has been traditionally confined to the history of Western political thought from Plato and Aristotle to Hegel and Nietzsche. The editor believes strongly that this limitation is no longer tenable in our globalizing age when different cultures and civilizations are increasingly communicating and interacting with each other. In each area the text offers an introduction followed by readings dealing with ancient or classical teachings as well as modern and contemporary theoretical developments. Background: Increasing collaboration between industrialised and developing countries in human research studies has led to concerns regarding the potential exploitation of resource deprived countries. This study, commissioned by the former National Bioethics Advisory Commission of the United States, surveyed developing country researchers about their concerns and opinions regarding ethical review processes and the performance of developing country and US international review boards .Methods: Contact lists from four international organisations were used to identify and survey 670 health researchers in developing countries. A questionnaire with 169 questions explored issues of IRB review, informed consent, and recommendations.Results: The majority of the developing country researchers were middle aged males who were physicians and were employed by educational institutions, carrying out research on part time basis. Forty four percent of the respondents reported that their studies were not reviewed by a developing country IRB or Ministry of Health and one third of these studies were funded by the US. During the review process issues such as the need for local language consent forms and letters for approval, and confidentiality protection of participants were raised by US IRBs in significantly higher proportions than by host country IRBs.Conclusion: This survey indicates the need for the ethical review of collaborative research in both US and host countries. It also reflects a desire for focused capacity development in supporting ethical review of research. (shrink)

My extended project, for which this study of Machiavelli is the beginning, is to examine early modern constitutionalism in order to understand the modes of pluralism that were advocated either intentionally or unintentionally in the construction of the idea of the political that was bequeathed to us. I will consider the thought of two major figures in this historical section of the project, namely, Niccolò Machiavelli and James Madison. The first section will be focused on Machiavelli exclusively. This section will (...) consider Machiavelli’s work in the context of three major interpreters: J. G. A. Pocock, Anthony J. Parel, and Isaiah Berlin. The topics will be: time and the construction of the political, nature and prescriptive normativity, and the plurality of values. (shrink)

This collection of essays evolved from a colloquium held at the University of British Columbia in 1995 to honour the eminent political scientist and aphorist W.J. Stankiewicz. A theorist and consultant on political decisions, Stankiewicz has been noted for his ability to bring the classical concepts of political science into the decision-making rooms of everyday political action. Among the distinguished Canadian and American contributors are Alan Cairns, Jean Bethke Elshtain, George Feaver, Barry Cooper, Anthony Parel, Arpad Kadarkay and Ian (...) Ross. In this paper, the authors have detected a new effect in the area of geomagnetism, related to the behavior of a magnetic dipole freely floating on water surface. An experiment is described in the present paper in which a magnetic dipole fixed upon a float placed on non- magnetized water surface undergoes displacement along with reorientation caused by fine structure of the earth's magnetic field. This fact can probably be explained by secular decrease of the earth's major dipole moment. Further, (...) a detailed study of the phenomenon may create interesting premises for its practical use, particularly for the analysis of fine structure of geomagnetic field and its time-dependent anomalies. A strange behavior of some sea fish species prior to strong earthquakes may be explained if the fish are assumed as 'live magnetic dipoles'. (shrink)

From the diverse work and often competing insights of women's human rights activists, Brooke Ackerly has written a feminist and a universal theory of human rights that bridges the relativists' concerns about universalizing from particulars and the activists' commitment to justice. Unlike universal theories that rely on shared commitments to divine authority or to an 'enlightened' way of reasoning, Ackerly's theory relies on rigorous methodological attention to difference and disagreement. She sets out human rights as at once a research ethic, (...) a tool for criticism of injustice and a call to recognize our obligations to promote justice through our actions. This paper defends a direct reference view of names including empty names. The theory says that empty names literally have no meaning and cannot be used to express truths. Names, including empty names, are associated with accompanying descriptions that are implicated in pragmati‐cally imparted truths when empty names are used. This view is defended against several important objections having to do with differences in names, descriptions associated with the names, and considerations of modality. The view is shown to be superior (...) to an alternative theory treating empty names as the “descriptive names” of Kripke and Evans. (shrink)

En la primera parte, uno de los autores defiende la idea de que los Estados que incumplen con obligaciones legales previas no pueden inculpar a quienes cometan delitos vinculados con ese incumplimiento. No pueden hacerlo porque no tienen el estatus moral para hacerlo de acuerdo a dos objeciones: la de complicidad y la de hipocresía. En la segunda parte, la segunda autora critica esta solución (...) al sostener que la falta de reciprocidad que caracteriza a la relación política vuelve inaplicables las objeciones de hipocresía y complicidad al ámbito del castigo penal estatal. La admirable riqueza cultural y artística del Renacimiento esconde una desoladora miseria y aquella "edad de la abundancia" contrasta con una inmensa pobreza. Lejos de ser una broma o una pesadilla, la celebrada Utopía de Tomás Moro fue antes que nada un desafío insoslayable, pues proponía que ninguna sociedad merece tal nombre si tolera la miseria de un solo pobre. Rico y pobre explora la cuestión en ese libro de 1516 y en otros del escritor londinense para concluir con un (...) esbozo de su vida a la luz de la pobreza como virtud indispensable y libertadora. He aquí un hombre afortunado que no fue indiferente ante el infortunio de tantos y que vio en la humanitas la virtud por excelencia que lleva a una constante atención y cuidado del prójimo. Inspirado por un cambio de actitud en su época, así como por su fe cristiana y la mejor tradición estoica, mostró una robusta preocupación sobre el tema subrayando el valor social que debe tener toda riqueza, tanto a nivel estatal como individual, destacando la grave obligación cívica de los ricos y la necesidad que tienen todos, ricos y pobres, de empeñarse en la práctica de cierto desprendimiento y generosidad si no quieren mermar su propia humanidad y fallecer en su avaricia. La percepción de la miseria había cambiado de tal manera que su remedio ya no podía estar en una u otra limosna en plazas e iglesias, sino en la acción bien pensada y perentoria de todo gobierno que se tenga por justo. Objective To determine the attitudes of Egyptian patients regarding their participation in research and with the collection, storage and future use of blood samples for research purposes. Design Cross-sectional survey. Study population Adult Egyptian patients (n=600) at rural and urban hospitals and clinics. Results Less than half of the study population (44.3%) felt that informed consent forms should provide research participants the option to have their blood samples stored for future research. Of these participants, 39.9% thought that consent forms should (...) include the option that future research be restricted to the illness being studied. A slight majority (66.2%) would donate their samples for future genetic research. Respondents were more favourable towards having their blood samples exported to other Arab countries (62.0%) compared with countries in Europe (41.8%, p<0.001) and to the USA (37.2%, p<0.001). Conclusions This study shows that many individuals do not favour the donation of a blood sample for future research. Of those who do approve of such future research, many favour a consent model that includes an option restricting the future research to the illness being studied. Also, many Egyptians were hesitant to have their blood samples donated for genetic research or exported out of the Arab region to the USA and European countries. Further qualitative research should be performed to determine the underlying reasons for many of our results. (shrink)

Liquidity risk arises from the inability to unwind or hedge trading positions at the prevailing market prices. The risk of liquidity is a wide and complex topic as it depends on several factors and causes. While much has been written on the subject, there exists no clear-cut mathematical description of the phenomena and typical market risk modeling methods fail to identify the effect of illiquidity risk. In this paper, we do not propose a definitive one either, but we attempt to (...) derive novel mathematical algorithms for the dynamic modeling of trading volumes during the closeout period from the perspective of multiple-asset portfolio, as well as for financial entities with different subsidiary firms and multiple agents. The robust modeling techniques are based on the application of initial-value-problem differential equations technique for portfolio selection and risk management purposes. This paper provides some crucial parameters for the assessment of the trading volumes of multiple-asset portfolio during the closeout period, where the mathematical proofs for each theorem and corollary are provided. Based on the new developed econophysics theory, this paper presents for the first time a closed-form solution for key parameters for the estimation of trading volumes and liquidity risk, such as the unwinding constant, half-life, and mean lifetime and discusses how these novel parameters can be estimated and incorporated into the proposed techniques. The developed modeling algorithms are appealing in terms of theory and are promising for practical econophysics applications, particularly in developing dynamic and robust portfolio management algorithms in light of the 2007–2009 global financial crunch. In addition, they can be applied to artificial intelligence and machine learning for the policymaking process, reinforcement machine learning techniques for the Internet of Things data analytics, expert systems in finance, FinTech, and within big data ecosystems.
