methods that have shown promise for improving extreme risk analysis, particularly for assessing the risks of invasive pests and pathogens associated with international trade. We describe the legally inspired regulatory regime for banks, where these methods have been brought to bear on extreme ‘operational risks’. We argue that an ‘advocacy model’ similar to that used in the Basel II compliance regime for bank operational risks and to a lesser extent in biosecurity import risk analyses is ideal for permitting the diversity (...)

The role of community engagement in addressing bystander risks in research: The case of a Zika virus controlled human infection study.Seema K. Shah, Franklin Miller & Holly Fernandez Lynch - 2020 - Bioethics 34 (9):883-892.
There is limited guidance on how to assess the ethical acceptability of research risks that extend beyond research participants to third parties (or “research bystanders”). Community or stakeholder engagement has been proposed as one way to address potential harms to community members, including bystanders. Despite widespread agreement on the importance of community engagement in biomedical research, this umbrella term includes many different goals and approaches, agreement on which is ethically required or recommended for a particular context. We analyse the case (...)

    Editors' Introduction.Franklin G. Miller & John Lantos - 2016 - Perspectives in Biology and Medicine 59 (1):1-1.
On June 16, 1966, the New England Journal of Medicine published “Ethics and Clinical Research” by Henry K. Beecher. Beecher’s account of 22 examples of unethical contemporary clinical research shook up the medical profession and helped pave the way for U.S. federal regulation of research involving human subjects. Five decades later, in this issue of Perspectives in Biology and Medicine, we pay tribute to the lasting significance of this whistle-blowing article and to the remarkable contributions of Henry Beecher. Beecher was (...)

  34. Schnorr triviality and genericity.Johanna N. Y. Franklin - 2010 - Journal of Symbolic Logic 75 (1):191-207.
We study the connection between Schnorr triviality and genericity. We show that while no 2-generic is Turing equivalent to a Schnorr trivial and no 1-generic is tt-equivalent to a Schnorr trivial, there is a 1-generic that is Turing equivalent to a Schnorr trivial. However, every such 1-generic must be high. As a corollary, we prove that not all K-trivials are Schnorr trivial. We also use these techniques to extend a previous result and show that the bases of cones of Schnorr (...)

    Recycling expertise and instrumental loyalty.Allan Franklin - 1997 - Philosophy of Science 64 (4):52.
In this paper I will examine the history of the first three, of a sequence of five, experiments performed by the Mann-O'Neill collaboration at the Princeton-Pennsylvania Accelerator. The experiments were conducted over a period of four years and measured aspects of K+ meson decay. Each of the experiments was done with essentially the same basic apparatus, with modifications for each of the specific measurements. We will see the increasing expertise of the experimenters as the experiments progressed. The third measurement was (...)

In 1934, Enrico Fermi proposed a theory of beta decay. Although it was supported by existing experimental evidence, a more detailed examination revealed discrepancies. Emil Konopinski and George Uhlenbeck proposed an alternative theory that better fit the results and was accepted by the physics community. It was later realized that both the experimental results and the experiment-theory comparison were incorrect. When both problems were corrected, in part by the work of Konopinski and Uhlenbeck themselves, Fermi’s theory was supported. As Konopinski (...)

    Schnorr trivial reals: a construction. [REVIEW]Johanna N. Y. Franklin - 2008 - Archive for Mathematical Logic 46 (7-8):665-678.
A real is Martin-Löf (Schnorr) random if it does not belong to any effectively presented null ${\Sigma^0_1}$ (recursive) class of reals. Although these randomness notions are very closely related, the set of Turing degrees containing reals that are K-trivial has very different properties from the set of Turing degrees that are Schnorr trivial. Nies proved in (Adv Math 197(1):274–305, 2005) that all K-trivial reals are low. In this paper, we prove that if ${{\bf h'} \geq_T {\bf 0''}}$ , then h (...)

    Ioannis Malalae Chronographia recensuit I. THURN. [REVIEW]Simon Franklin - 2003 - Byzantinische Zeitschrift 95 (1):148-150.
To describe a book as “long-awaited” is a reviewer's cliché. In the case of this book, however, it is a gross understatement. Materials for the new edition of Malalas were initially assembled by K. Weierholt. In the mid–1970s, after Weierholt's death, the project was taken over by Hans Thurn. By the time of Thurn's own death in 1993 the edition was almost ready, but still a further seven years, and the assistance of several other scholars, were required before Ioannis Malalae (...)

    Interspecies.Jasbir K. Puar & Julie Livingston - 2011 - Duke University Press.
Industries of production and scientific research rely on the use of nonhuman animals and plants, remaking environments, populations, and even genetic information to suit human designs. This issue of _Social Text_ considers the radical implications of questioning the exceptional status of humans among the planet’s species. Responding to growing interest in animal studies and posthumanism, the contributors draw on racial, feminist, queer, postcolonial, and disability theories to probe the diversity of human relationships with other forms of biosocial life. “Interspecies” queries (...)

Tarihin nesnel olarak yazılamayacağının fark edilmesinin ardından bilim tarihi yazımında da bazı dönüşümler olmuştur. Bu değişiklikler genellikle olumlu olsa da bazı tarih yazımı tartışmaları bilim tarihi metinlerine yeterince yansımamıştır. Bu yazıda Rosalind Franklin örneği üzerinden kadın bilimcilerin bilim tarihinde nasıl ele alındığını tartıştım. Kadınlara bilim tarihinde hak ettikleri yeri verme çabamız sırasında bilim tarihçileri olarak nelere dikkat etmemiz gerektiğini ele aldım. Özellikle vurguladığım noktalar bilimsel araştırma biçimlerinin doğru yansıtılması, kurumsal ayrımcılıkların üstünün örtülmesinden kaçınılması ve ele alınan figürün bilime katkısının (...)
