The following essay analyzes the arguments made by the principal academic proponent of income taxation, Columbia University economist E. R. A Seligman, after it was found to be unconstitutional in 1894. Seligman thought that the prevalent theory of just taxation, that it should be based on a natural right to one’s person and property, was wrong. The principal American philosophical proponent of this natural rights-based approach to taxation was the late Brown University philosopher and economist, Francis Wayland. The (...) essay analyzes the flaws in Seligman’s contention that there are no natural rights and, therefore, no natural property rights, so that taxation could not be justified by the benefits received for the protection of such rights. Instead, he claimed taxation should rest upon a person’s financial capacity. Since that capacity would be most accurately measured by net worth, we would have expected Seligman to endorse a proportionately assessed net worth tax (which was commonly used by the states in the nineteenth century). Alternatively, he argued for an income tax progressively assessed. This essay argues that since income is only a portion of financial capacity, his argument fails. (shrink)

MADDEN ASA MAHANWAS THE FroST president of Oberlin College (1835-50) and professor of moral philosophy--the usual pattern during these years of "academic orthodoxy" when Christianity was purveyed in American colleges as the philosophy.1 The orthodox professors argued philosophical points very little but rather "presented" and "illustrated" their basic truths. 2 In some ways Mahan fit the stereotype. He did not always probe deeply into (...) questions or always offer reasons for his conclusions. His books are full of phrases like "it could not be otherwise", "no one, it is presumed, will deny that", "it is intuitively evident", "everyone cannot but know", and so on. And he frequently cited other philosophers, as well as the Scriptures, as "authorities." He even cited lengthy passages from Jonathan Edwards whenever he could, even though he differed with Edwards on almost every major point f In more important ways Mahan, however, does not fit the stereotype. Unlike Francis Wayland and most of the other academic orthodoxy before 1850, he had read, and been influenced by, German and French philosophers as well as the Scottish realists. Mahan was particularly influenced by Kant and Cousin. An astute contemporary reviewer remarked that Mahan, like Cousin, was an eclectic. "His eclecticism degenerates sometimes into the merely aggressive, and he delights occasionally in strange and incongruous combinations of Kant, Coleridge, Cousin and himself, but showing here and there great vigor and acuteness, and very considerable philosophical ability." a The aggressiveness of Mahan also sets him apart from the rest of the orthodoxy. He was too fiery by temperament to pass up polemics and hence got to the heart of some basic philosophical problems. He attacked the Edwardian doctrine of determinism and was led, by the vigor of his attack, into what many nineteenth-century Christians considered heresy3 He attacked utilitarianism in all its forms, including Paley's, in a far more consistent and thorough fashion than Francis Wayland and the other followers of Scottish realism and English intuitionism. And first and foremost he vigorously attacked the moral philosophy of his colleague Charles Grandison Finney, famous evangelist, professor of theology, and president-to-be of Oberlin. I Mahan's critique of Edwards appears in his Doctrine o] the Will, first published in 1844. According to Mahan, "Edwards stands convicted of a fundamental error in philosophy, an error which gives form and character to his whole workmthe confounding of the Will with the Sensibility, and thus confounding the characteristics of the phenomena of the former faculty with those of the phenomena of the latter." 5 The trouble is that the whole of Edwards' work "is constructed without an appeal to Consciousness, the only proper and authoritative tribunal of appeal in the case." 8 If we attend carefully to consciousness, said Mahan, we can distinguish volition from the strongest desire and hence must distinguish between the separate faculties of will as personal activity and sensation as mere passive impression. The latter does not "act," it merely "suffers." The will is the moving force in life and unless it can be shown that there is some necessary connection between will and sensation--which, in fact, cannot be done--then it follows that the will is free, that is, the source of "personal activity." Finding the basic framework for current fashionable trends in education like the Whole Language and Process Writing Movement, Cavanaugh shows how educators came to these ideas over 100 years ago. After presenting the five biographies, Cavanaugh goes on to explain how children learn to (...) read and write; what kinds of schools foster this learning; the roles of teachers, students, and parents; and the important tools of grading, evaluation, and assessment. We are indebted to Professor Blau of Columbia University and to the series of John tIarvard Books of the Harvard University Press for this attractive edition of a genuine American antique. Of this college text 100,000 copies were sold. (...) Editions were published in 1835, 1837, and 1865; also an abridged edition for secondary schools and translations into several languages. The present edition reproduces the 1837 text and gives the variations of 1835 and 1865 in the form of appendices. Especially noteworthy are Appendix (H), in which the author's denunciation of slavery is expanded in 1865 into a vigorous abolition appeal, and Appendix (N) against the supposed right of rebellion against "civil society." The Editor's fine, fifty-page Introduction gives us both a sketch of Wayland's distinguished career and an account of the writing, revising, and use of this book. The textbook is a product of Wayland's teaching of Ethics during his Presidency of Brown University. It was quickly adopted by many colleges and remained for two generations a favorite exposition of "Christian ethics" both for colleges throughout the United States and for the mission fields abroad. Among Baptists it was especially popular, but it was not sectarian either by intention or by influence. Wayland began his instruction in moral science by using as a text William Paley's Principles o[ Moral and Political Philosophy (1785). Finding himself in disagreement with Paley on many points, he introduced his own lectures increasingly until finally Paley was completely displaced by Wayland's own lectures and textbook. Both Paley and Wayland agreed in teaching that "the will of God" is the ultimate and absolute ground of moral obligation, but both also agreed with Dr. Johnson, when he said that "religion will appear to be the voice of reason and morality the will of God." There could be no conflict between the principles of eternal happiness and the obligation to obey a benevolent God. What turned Wayland against Paley's text was the preference shown to "natural theology" over "the moral sense" or conscience, and in Bishop Joseph Butler's Sermons he found a justification for the reliability of conscience as an innate, instinctive faculty of correct moral judgment. This confession on Wayland's part seems to indicate that he repudiated "theological utilitarianism," as Paley's system was called, along with Paley's Natural Theology and Evidences of Christianity, and embraced the Scottish "moral sense" philosophy. However, anyone who reads both Paley's and Wayland's texts will be struck by the ways in which Wayland's "moral science" shows the influence of Paley's philosophy and Principles. In the interest of the history of philosophy it may be appropriate to devote the remainder of the review to pointing out how Wayland followed Paley more than Butler. What seems to have annoyed Wayland in Paley's text was not so much the theoretical philosophy and theology as the practical application of obligations to British society. Wayland was a conservative Jeffersonian Republican in his political ideas, whereas Paley was a latitudinarian Anglican, critical of the society in which he lived. One illustration of this difference is striking: Paley begins his treatment of Practical Ethics (which is by far the larger part in each text) as follows: If you should see a flock of pigeons in a field of corn; and if (instead of each picking where and what it liked, taking just as much as it wanted, and no more) you should see ninety-nineof them gathering all they got into a heap; reserving nothing for themselves but the chaff and the refuse; keeping this heap for one, and that the weakest perhaps, the worst pigeon of the flock; sitting around and looking on all the winter, whilst this one was devouring, throwing about, and wasting it; and if a pigeon, more hardy or hungry than the rest, touched the grain of the hoard, all the others instantly flying about it, and tearing it to pieces: If you should see this, you would see... Two conceptual strands of research within the field of cathedral studies have theorised the capacity of Anglican cathedrals to engage more successfully than parish churches with the wider non-churchgoing community. One strand has explored mobilising cathedral metaphors, and the other strand has explored the notion of implicit religion. Both strands illuminate the power of events and installations to soften the boundaries between common ground and sacred space. Drawing on a quantitative survey among 978 people who attended the pre-Christmas son et (...) lumiere at Liverpool Cathedral during December 2022, the present study analyses the qualitative responses of 123 participants who never attend church services. Three categories of themes emerged from these data, concerning the Cathedral itself, the installation, and discordant experience.Contribution: Situated within the science of cathedral studies, this article draws on original qualitative data to illuminate the experiences of participants who never attend church services when engaging with the pre-Christmas son et lumiere at a major cathedral. Conceptualised within the framework of implicit religion, these data confirmed how the son et lumiere succeeded in softening boundaries between the sacred and the secular and provided a deeply moving experience. As one participant said, ‘I am not religious, but I had the best experience ever’. (shrink)

The authors study the impact of institutional corporate social responsibility —defined as CSR targeted at a borrowing firm’s secondary stakeholders—on bank loans. Findings suggest that higher levels of institutional CSR are associated with lower levels of interest rates and loan spreads. In addition, institutional CSR also tempers the positive impact of loan maturity and firm leverage on interest rates and loan spread. These effects were strongest among firms that demonstrated sustained performance, rather than among firms that showed mixed performance in (...) terms of their secondary stakeholder-related activities. This study indicates institutional CSR is valued by stakeholders for its risk mitigating and transaction cost reducing effects independent of technical CSR, defined as CSR targeted at primary stakeholders. In recent years, philosophy of science has witnessed a significant increase in attention directed toward the field’s social relevance. This is demonstrated by the formation of societies with related agendas, the organization of research symposia, and an uptick in work on topics of immediate public interest. The collection of papers that follows results from one such event: a 3-day colloquium on the subject of socially engaged philosophy of science (SEPOS) held at the University of Cincinnati in October 2012. In this (...) introduction, we first survey the recent history of philosophy of science’s social involvement (or lack thereof) and contrast this with the much greater social involvement of the sciences themselves. Next, we argue that the field of philosophy of science bears a special responsibility to contribute to public welfare. We then introduce as a term of art “SEPOS” and articulate what we take to be distinctive about social engagement, with reference to the articles in this collection as exemplars. Finally, we survey the current state of social engagement in philosophy of science and suggest some practical steps for individuals and institutions to support this trajectory. (shrink)

A question arising from the COVID-19 crisis is whether the merits of cases for climate policies have been affected. This article focuses on carbon pricing, in the form of either carbon taxes or emissions trading. It discusses the extent to which relative costs and benefits of introducing carbon pricing may have changed in the context of COVID-19, during both the crisis and the recovery period to follow. In several ways, the case for introducing a carbon price is stronger during the (...) COVID-19 crisis than under normal conditions. Oil costs are lower than normal, so we would expect less harm to consumers compared to normal conditions. Governments have immediate need for diversified new revenue streams in light of both decreased tax receipts and greater use of social safety nets. Finally, supply and demand shocks have led to already destabilized supply-side activities, and carbon pricing would allow this destabilization to equilibrate around greener production for the long-term. The strengthening of the case for introducing carbon pricing now is highly relevant to discussions about recovery measures, especially in the context of policy announcements from the European Union and United States House of Representatives. Key Policy Insights: • Persistently low oil prices mean that consumers will face lower pain from carbon pricing than under normal conditions. • Many consumers are more price-sensitive during the COVID-19 context, which suggests that a greater relative burden from carbon prices would fall upon producers as opposed to consumers than under normal conditions. • Carbon prices in the COVID-19 context can introduce new revenue streams, assisting with fiscal holes or with other green priorities. • Carbon pricing would contribute to a more sustainable COVID-19 recovery period, since many of the costs of revamping supply chains are already being felt while idled labor capacity can be incorporated into firms with lower carbon-intensity. The 'form nature', or cause, of heat must be that which is common to all instances in the first table, is lacking from all instances of the second table and varies by degree in instances of the third table. Studies in Philosophy and the History of Philosophy, v. 11. Washington, D.C.: The Catholic University of American Press, 1985. Pp. xii + 292. In this book the editor brings together some articles previously published by Fr. James Weisheipl which deal with various questions relating to Aristotle's natural philosophy along with (...) some medieval interpretations, mainly by St. Thomas Aquinas. The volume was not originally intended to be a posthumous offering, but Fr. James's untimely death has made it into one, and the editor provides a warm ' In Memoriam' at the end. During his fruitful scholarly career in medieval studies Weisheipl devoted much of his efforts to correcting what he took to be some basic modern misunderstandings of Aristotelian and medieval natural philosophy. A long-standing and still commonly held view has it that modern science became possible only after a total and unequivocal rejection of Aristotle's understanding of physical science. According to this theory, science as we now understand it appeared only in the seventeenth century. which is to say long after the close of the Middle Ages (pp. 261 ff.) and therefore, apart from purely historical interest, there remains nothing to be gained from a study of the medieval view of science. In the last century, however, Pierre Duhem argued that heretofore unrecognized linkages exist between modern science and the much earlier efforts by Aristotle and his medieval interpreters. Following Duhem's pioneering work, more recent scholarship has increased still further our knowledge of the relationship between early and modern science, with some (e.g. A. Maier) emphasizing elements of discontinuity and others (e.g. Weisheipl ) pointing out some long neglected but nonetheless philosophically sound and therefore still valuable insights of Aristotle and his medieval disciples. Weisheipl argues that the Aristotelian/medieval notion of nature is perfectly compatible with what he terms the physico-mathematical approach so profitably adopted by modern science. (ch. 11) He rejects the idea that the scientist, after the weleome advances of men like Galileo and Newton, is henceforward correct in replacing the earlier concept of nature with a purely mechanistic model of the universe. The more recent fruitful application of the physico-mathematieal method in science, far from requiring the rejection of Aristotle's concept of nature in favor of a nature-less mechanical model, finds a needed complimentarity with its inclusion as a sure foundation. Taking Aristotle's lead, Albert the Great, Aquinas, and others in fact, Weisheipl argues, were quite well aware of 38~ BOOK REVIEWS the more mathematically grounded method in studying nature. The work they did especially in astronomy, optics, and harmonics, W eisheipl points out, clearly reveals their belief in the heuristic power of mathematics. He readily admits that the earlier attempts to ' save the appearances ' with relatively primitive mathematical tools pale in comparison with the modern achievement, but he thinks the fundamental instinct so remarkably exploited by later scientists is already evident in earlier times. At the core of Weisheipl's exposition of Aristotelian/medieval science is the basic concept of nature, and the frequent failure of scholars to understand this concept conectly is, in his view, the major underlying reason for so much confusion. High profile (and controversial) events and installations, like the Helter-Skelter in Norwich and the Crazy Golf Bridges in Rochester, have drawn attention to innovation and public engagement within Anglican cathedrals. The present study contextualised these innovations both empirically and conceptually. The empirical framework draws on cathedral websites to chronicle the wide and diverse range of events and installations hosted by Anglican cathedrals in England and the Isle of Man between 2018 and 2022. The conceptual framework draws on Edward Bailey’s theory (...) of implicit religion to classify and to explore these events and installations. Two insights from the theory of implicit religion emerged as of particular significance. First, the notion of implicit religion softens the boundaries between the sacred and the secular. This was exemplified by eight categories of events: scientific exhibitions, festivals, musical events, art exhibitions, theatre, markets, community events and installations. Second, the notion of implicit religion draws attention to the themes and activities that generate meaning and purpose. This was exemplified by seven themes: social justice and social conscience, violence and reconciliation, remembrance, migration and sanctuary, COVID-19 and lockdowns, personal well-being and nature and environment.Contribution: Situated within the science of cathedral studies, this article identifies the range of innovative events and installations hosted by Anglican Cathedrals in England and the Isle of Man and assesses the significance of these events and installations through Edward Bailey’s lens of implicit religion, discussing first the softening of boundaries between the sacred and the secular and then the generation of meaning and purpose through the core themes raised by these events and installations. Integrated assessment models of climate and the economy provide estimates of the social cost of carbon and inform climate policy. We create a variant of the Regional Integrated model of Climate and the Economy (RICE)—a regionally disaggregated version of the Dynamic Integrated model of Climate and the Economy (DICE)—in which we introduce a more fine-grained representation of economic inequalities within the model’s regions. This allows us to model the common observation that climate change impacts are not evenly distributed within regions (...) and that poorer people are more vulnerable than the rest of the population. Our results suggest that this is important to the social cost of carbon—as significant, potentially, for the optimal carbon price as the debate between Stern and Nordhaus on discounting. (shrink)

How much should the present generations sacrifice to reduce emissions today, in order to reduce the future harms of climate change? Within climate economics, debate on this question has been focused on so-called “ethical parameters” of social time preference and inequality aversion. We show that optimal climate policy similarly importantly depends on the future of the developing world. In particular, although global poverty is falling and the economic lives of the poor are improving worldwide, leading models of climate economics may (...) be too optimistic about two central predictions: future population growth in poor countries, and future convergence in total factor productivity (TFP). We report results of small modifications to a standard model: under plausible scenarios for high future population growth (especially in sub-Saharan Africa) and for low future TFP convergence, we find that optimal near-term carbon taxes could be substantially larger. It is often stated that optimal global climate policy requires global harmonization of marginal abatement costs – i.e., a single carbon price throughout the world. Chichilnisky and Heal (1994) have shown quite generally that this is only the case if distributional issues are ignored, or if lump-sum transfers are made between countries. Else, a policy in which different regions face different carbon prices may be superior to one with a single global carbon price from a welfare point of view. Still, (...) most integrated assessment models (IAMs) assume away distributional issues and report a single optimal carbon price. We calculate utilitarian-optimal carbon prices under zero cross-regional lump-sum transfers in the multi-region IAM NICE. The result is optimal global climate policy with different regional carbon prices in which the poorest regions face initially low prices, while the richest regions face very high prices from the outset. This entails significant welfare gains over the standard single price optima commonly reported, which, as we argue briefly in conclusion, can be improved upon still by allowing international trading in the corresponding emissions allocations. There is a significant convergence between some contemporary panpsychist theories and idealism. Traditional phenomenal, macro idealism has been widely criticised for its implausible account of physical facts. This paper examines three idealism friendly contemporary panpsychist philosophies and suggests that with some revisions a plausible realist and physical idealism can be articulated. Taking from information-theoretic models of consciousness and metaphysical arguments for the ontological primacy of mind, it is suggested via a Schelling inspired perspective that aspects of consciousness??? intrinsic nature provide (...) a promising approach to the decomposition problem which is currently a significant challenge to pan/cosmopsychist theories. This article responds to Giubilini and Minerva’s article ‘After birth abortion: why should the baby live?’ published in the Journal of Medical Ethics. They argue for the permissibility of ‘after-birth abortion’, based on two conjoined considerations: (1) the fetus or newborn, though a ‘potential person’, is not an actual person, because it is not mature enough to appreciate its own interests, and (2) because we allow parents to terminate the life of a fetus when it is diagnosed with a deformity (...) or fatal illness because of the burden it will place on the child, parent, family or society we should also allow parents to do the same to their newborn, since it is no more a person than the fetus. The author critiques this case by pointing out (a) the metaphysical ambiguity of potential personhood and (b) why the appeal to burdens is irrelevant or unnecessary. (shrink)

Gottfried Wilhelm Leibniz presents the idea of monads, as non-communicative, self-actuating system of beings that are windowless, closed, eternal, deterministic and individualistic. For him, the whole universe and its constituents are monads and that includes humans. In fact, any ‘body’, such as the ‘body’ of an animal or man has, according to Leibniz, one dominant monad which controls the others within it. This dominant monad, he often refers to as the soul. If Leibniz’s conception of monads is accepted, it merely (...) establishes human subjectivity, idiosyncrasies, biases, prejudices and individual points of view as the norm. How then do we ensure inter-subjectivity and the kind of social interaction requisite for the achievement of social order, since Leibniz’s system forecloses the possibility of interaction and communication among monads? In this essay, we argue that just as Leibniz’s monads synchronize only through the Supreme Monad (Monas Monadum), humans as social monads should also interact through a matrix of ideals like truth, honesty, sincerity, integrity, altruism, impartiality, compassion and trust. Since social order is actualised only within the context of linked social structures, relations and values, these utopian ideals would form the fulcrum through which humans relate and the very foundation that would anchor a viable social order. Our aim here is to establish a relationship between Leibniz’s metaphysics and the physical domains of life by showing that metaphysical constructs can impinge on human social relations and wellbeing. This book is a presentation and critical analysis of Hume’s argument against miracles. In addition, this work contains a critique of contemporary rehabilitations of Hume’s argument by Flew, Nowell-Smith, and McKinnon, and a defense of the kalam cosmological argument for God’s existence. The author concludes that the concept of miracle is perfectly coherent and that it is possible that one can enough evidence to be epistemically justified in believing that one has occurred. Le sexe est le plus grand des vides de la philosophie. Il est arrivé, dans certains textes notoires, de nous trouver à deux doigts du délit porno-philosophique. Mais les penseurs ont, à ce moment-là, fermé les volets de leur imaginaire. Pourtant, chaque position sexuelle, chaque pratique, chacun des états dans lequel le sexe nous met, correspond à une conception philosophique de la chose. Integrated assessment models (IAMs) of climate and the economy provide estimates of the social cost of carbon and inform climate policy. With the Nested Inequalities Climate Economy model (NICE) (Dennig et al. PNAS 112:15,827–15,832, 2015), which is based on Nordhaus’s Regional Integrated Model of Climate and the Economy (RICE), but also includes inequalities within regions, we investigate the comparative importance of several factors—namely, time preference, inequality aversion, intraregional inequalities in the distribution of both damage and mitigation cost and the damage (...) function. We do so by computing optimal carbon price trajectories that arise from the wide variety of combinations that are possible given the prevailing range of disagreement over each factor. This provides answers to a number of questions, including Thomas Schelling’s conjecture that properly accounting for inequalities could lead the inequality aversion parameter to have an effect opposite to what is suggested by the Ramsey equation. On 27 September 2018 Pope Francis addressed priests, deacons, and lay people at a formation course promoted by the Roman Rota. In the presentation, Francis reaffirmed the need for a permanent catechumenate for the sacrament of matrimony. The Pope noted that the permanent catechumenate for the sacrament of matrimony is a journey that is shared with priests, pastoral workers and Christian spouses. The Pope also stated that in the context of the sacrament of matrimony, a catechumenate concerns marriage (...) preparation, the celebration of the wedding, and the initial period that follows the wedding. Although the notion of physician value neutrality in medicine may be traced back to the writings of Sir William Osler, it is relatively new to medicine and medical ethics. We argue in this paper that how physician value neutrality has been cashed out is often obscure and its defense not persuasive. In addition, we argue that the social/political implementation of neutrality, Political Liberalism, fails, and thus, PVN's case is weakened, for PVN's justification relies largely on the reasoning undergirding PL. For (...) these reasons, we conclude that PVN has no philosophical or ethical warrant and thus should be abandoned. We suggest that the physician present to her patients some type of statement or creed that would give them an idea of where she stands on important axiological issues and how these stands are cashed out clinically.
