The ethical theories employed in health care today assume, in the main, a modern Western philosophical framework. Yet the diversity of cultural and religious assumptions regarding human nature, health and illness, life and death, and the status of the individual suggest that a cross-cultural study of health care ethics is needed. A Cross-Cultural Dialogue on Health Care Ethics provides this study. It shows that ethical questions can be resolved by examining the ethical principles present in each culture, critically assessing each (...) value, and identifying common values found within all traditions, It encourages the development of global awareness and sensitivity to and respect for the diversity of peoples and their values and will advance understanding as well as help to foster a greater balance and a fuller truth in consideration of the human condition and what makes for health and wholeness. Conservation planning is only as good as the science on which it relies. This paper evaluates the science underlying the least-cost-path model, developed by Meegan and Maehr (2002) , for the Florida panther, Puma concolor coryi. It also assesses the resulting claim that private lands in central Florida are desirable for panther colonization (Maehr et al. 2002a , p. 187; Maehr 2001 , pp. 3–4; Maehr and Deason 2002 , p. 400). The paper argues that panther conservation planning, (...) as proposed by Maehr, is flawed because of its (1) poor analysis of panther-habitat requirements, owing largely to use of only daytime telemetry, a black-box model, and failure to take account of spatial and temporal uncertainties; (2) use of stipulative and misleading definitions of key biological terms, such as “forest obligate” and panther “dispersal”; (3) employment of question-begging value judgments to rank habitat; (4) weak testing of the model; (5) inconsistency in evaluation of forest habitat; (6) inconsistency in evaluation of agricultural lands; and (7) inconsistency in assessing effects of highways on panther habitat. On April 7,2000 a Florida jury ordered the tobacco industry to pay $12.7 million in compensatory damages to three former smokers who were chosen to represent hundreds of thousands of Florida residents in an unprecedented class action lawsuit. The decision not only marks the first time that a jury has found on behalf of smokers in a class action lawsuit, it also sets the stage for a huge punitive damage award against the industry. The awards followed a finding (...) by the same jury last July that the cigarette manufacturers have “acted with reckless disregard” and “engaged in extreme and outrageous conduct” while conspiring to mislead the public about the health risks of smoking. These previous findings make it likely that there will be punitive damages levied against the tobacco companies when the jury reconvenes in May. (shrink)

For most of the contributions to this volume, the project is this: Fill out “Event X is a cause of event Y if and only if……” where the dots on the right are to be filled in by a claims formulated in terms using any of (1) descriptions of possible worlds and their relations; (2) a special predicate, “is a law;” (3) “chances;” and (4) anything else one thinks one needs. The form of analysis is roughly the same as that (...) sought in the Meno, and the methodology is likewise Socratic—proposals, examples, counterexamples, more proposals. The norms of the enterprise seem to be as follows (i) a proposal is defeated if someone can imagine a circumstance in which it would be false, or perhaps if one can imagine such a circumstance that is not obviously inconsistent with physical laws; (ii) approximately correct solutions, those which cover most but not all cases, are of no value unless they can be modified to cover all cases; (iii) no account is required of how the relations in the right hand side of a proposed analysis could be known or reliably.. One of the remarkable features of the turmoil surrounding the counting and recounting of votes in the State of Florida in the 2000 US Presidential Election was the frequency with which "the Rule of Law" was invoked. Whether the antagonists in Florida knew it or not, they are in fact aspects of a venerable heritage of contestation that comes down to us as part and parcel of the Rule-of-Law tradition. The fact that "the Rule of Law" has always (...) evoked this contestation has led some to surmise that an old article by a linguistic philosopher, W.B. Gallie, entitled, "Essentially Contested Concepts" might afford the most fruitful basis for approaching the analysis of the term. (shrink)

Research has established that the burdens of externalities associated with industrial production are disproportionately borne by socially and politically vulnerable groups, and this is particularly true for farmworkers who are at high risk for environmental exposures and illnesses. The impacts of these risks are often compounded by farmworker communities’ social vulnerability. Yet, less is known about how the intersection of race, class, and gender can position some farmworkers to be at higher risk for particular types of oppressions. We extend the (...) literature by analyzing the case of Black women farmworkers in Apopka, Florida, which was historically home to a large agricultural community. Drawing on the concept of critical environmental justice, we investigate the lived experiences of these women in the context of racialized, gendered, and economic oppressions during their time working on the farms. We use the case of Apopka to ask: how the policies and socio-historical context of the agricultural industry in the American South contributed to injustices experienced by Black women farmworkers in Apopka, Florida; and how race, gender, and class intersected and intersect to create and legitimize environmental injustices in the workplace for these farmworkers. Our data include semi-structured in-depth interviews, newspaper and media coverage, and archival materials. Our analysis advances work on critical environmental justice and intersectionality by mapping the relationship between structural and environmental intersectional oppressions for Black women farmworkers. This book examines the conservative theory that guided Jeb Bush's behavior and the aggressive manner in which he used the Office of Governor to pursue his goals. It offers insight into his motivations and competencies and analyzes the extent to which his self proclaimed 'revolution' achieved its goals in Florida.

Little understood in early U.S. history, the Florida manatee suffered at the hands of people. After the manatees were listed as endangered, scientists began to study manatees and gained much knowledge about them. With education efforts, the species then went from inspiring acts of cruelty to inspiring dedication and admiration among scientists, policymakers, and the interested public. The image of the manatee underwent a transformation. The social and cultural reinvention of the Florida manatees improved their chances for protection.

An investigation of public support for coastal adaptation options and public finance options in Florida evaluated stakeholder judgments and how they changed through a participatory engagement process. The study found that public finance mechanisms that imposed fiscal burdens on those who directly benefit from hazard reduction were rated as more acceptable than others. Significantly, visualisations and data on local economic damage and return on investment of potential adaptation options further increased acceptability ratings. The question of whether a development fee (...) for adaptation or any other public purpose supported by private funds is a legal issue that depends on a test called the rational nexus. One concern of this article is to explore options for such fees to cover adaptation to climate change. This raises issues about the potential conflict with the community-wide and intergenerational nature of long-term adaptation. We also explore the relevance of environmental attitudes using the 'new environmental paradigm' (NEP) scale and political party affiliation. Results have implications for infrastructure improvements that require public approval for financing. (shrink)

This article applies two explanations of sexual harassment—gender dominance and sex-role spillover—in multivariate analyses of perceptions of two forms of harassment of women in legal settings by male judges and attorneys. Regression analyses of data from statewide samples of Florida judges and attorneys support the age/spillover hypothesis: Older cohorts of men are markedly less likely than are other respondents to perceive male judges' and attorneys' gender-typing behavior. Some support is also found for the age/dominance hypothesis, which predicts that younger (...) women will be especially aware of more serious forms of sexual harassment by male judges and attorneys. Younger women judges, particularly those with a feminist orientation, show markedly greater awareness of sexual advances and other dominance behaviors by male judges. (shrink)

Innovative organizing strategies in the labor movement are being driven by the realization that labor law is of virtually no help in helping workers exercise their rights. Unions are increasingly designing strategies that go beyond traditional workplace tactics and draw on a wide range of social actors and relationships in an effort to find and harness new leverage sources. Service Employees International Union Local 1199 Florida provides one such example. 1199 Florida has a multilayered, multifaceted organizing strategy that (...) attempts to surmount the obstacles of employer resistance and weak labor laws by mobilizing a range of allies and engaging political and regulatory actors. The ethics of tax evasion has been discussed sporadically in the theological and philosophical literature for at least 500 years. Martin Crowe wrote a doctoral thesis that reviewed much of that literature in 1944. The debate revolved around about 15 issues. Over the centuries, three main views evolved on the topic. But the business ethics literature has paid scant attention to this issue, perhaps because of the belief that tax evasion is always unethical. This paper reports the results of an (...) empirical study of opinion in Utah and Florida. A survey of accounting students was conducted to determine the extent of their agreement or disagreement with the 15 main issues that Crowe (1944) identified plus three more recent issues. The arguments that have been made over the centuries to justify tax evasion were ranked to determine which arguments are strongest and which are weakest. Scores were compared between samples to determine whether the responses were significantly different. (shrink)

A decade after Kinsey published his famous studies on sexuality, a special legislative committee in Florida targeted gay and lesbian teachers in an investigation that led to the dismissal and loss of credentials for scores of educators. The Florida purge of 1959?1964 remains without parallel in educational history in terms of its intensity and scope. This historical analysis traces the actions of the legislative committee, the State Department of Education, the Florida Education Association, and the Florida (...) Supreme Court in pressing discrimination against gay and lesbian teachers into law as the locus of oppression shifted from a renegade legislative committee to a permanent state institution. Homosexuality is not an illness like chickenpox?you cannot see it by looking into another person's face ?. The revocation of a teaching certificate is the public's business ?. The focus of this study is on media reporting of police involved shootings in Florida. Given that knowledge of killings committed by law enforcement are frequently restricted to what people get from news sources, it is important to investigate the way these messages are being communicated. An exploratory analysis of 199 articles and transcripts covering 86 cases relevant to deadly use of force by police officers as reported from 2013 to 2015 provided the primary data source. The analysis engaged (...) a critical examination of media content and goodness of fit models to identify commonalities used by the media when reporting police involved shootings. The goal is to determine the potential impact of race, age and gender of a victim with regard to the media’s portrayal of events that result in lethal use of force by police. It is expected that exposure of the discoveries in this study will influence future law enforcement reporting systems for a more transparent relationship between police, news and the community. The demographics characteristics race, sex and age that were assessed in this study were not significantly associated with the length of media coverage on police involved shootings. However, further analysis using different modeling approaches are required for a better understanding as to whether a relationship exists. (shrink)

Immigrant farmers from Southeast Asia have brought knowledge of tropical fruit and vegetable production from their home countries to Homestead, Florida. They have developed a new style of farming, one that most closely resembles agricultural systems described as “homegardens.” Although biodiverse agricultural systems are generally thought to be commercially unviable, homegarden farmers successfully manage crop diversity as an economic strategy. By focusing on growing a mixture of specialty Southeast Asian herbs, fruits, and vegetables, the farmers have created their own (...) economic niche and have shielded themselves from the competition of high-volume, single commodity producers. This paper shows that the Homestead homegardens constitute an alternative form of agriculture that is defined by their agroecological and socioeconomic attributes. It also shows that although the homegarden farms are a form of “alternative agriculture,” they do not operate outside of conventional, global systems of agricultural trade; rather the homegarden farms are embedded in global agriculture. The Homestead case problematizes the tendency to delineate between the global and local scales, and alternative and conventional sectors in agriculture today. This paper concludes that the emergence of the Homestead homegardens can only be understood by taking a place-based approach to studying the environment in which the homegardens are situated as well as identifying the large-scale influences on Miami-Dade County.
