A farming systems approach to development has meant many things over the past 15 years, depending on its institutional and ecological setting, its target populations, and the goals motivating its implementation. Despite the diversity of approaches, and the sometimes rancorous discussion over which was best and why, the approach is now recognized in many places as the only one that can identify and respond to the needs of limited resource farm families, especially those in marginal ecosystems. Involving an iterative process (...) of diagnosis, design, testing and extension, the farming system approach to date has done more to change research objectives at national and international institutions than to change actual farmer practices. By legitimizing what limited resource farmers do and why they do it, a farming systems approach lends itself to policy analysis as well. Recent research in farming systems suggests greater attention should be payed to exogenous variables, including policy and infrastructure, as well as to development of technology that really responds to the felt needs of limited resource farmers in improving their level of living. Attention to differences within communities is important in working toward sustainability of an agro-ecosystem. In the Sustainable Agriculture and Natural Resource Management Collaborative Research Support Program, gender made a difference in terms of access and control over key resources – financial, human, natural, and social capital – critical for project success. Efforts to build social capital among women proved critical in developing both collective and households strategies for sustainability. The sites differed greatly in both landscape and lifescape. Policies are set by governments in an attempt to bring about desired ends within a society. These ends are often vaguely put and phrased in terms of values. Agrarianism, as a value, has been used to justify current farm policy. Yet, that policy has also been used as a mechanism to solve a variety of problems for the United States: those of the rural sector, farmers themselves, and even the land upon which they farm. This paper tries to separate the (...) problems that are part of the farm crisis and to show how policies designed to solve one of the problems for one set of actors, and frequently defended in the name of agrarianism, may actually exacerbate the problems for other actors. An overarching value, however, that may further inhibit problem solution and lead us further into an expensive and ineffectual farm program is the basic value that planning is somehow bad. Agrarianism and the value of spontaneity underlie some of the current decision-making or lack thereof in the farm program. (shrink)

Ideology is maintained anddriven by powerful symbols. Agricultural mediasuch as farm magazines achieve this byappropriating societal values of currency andincorporating them in imagery that accompanyadvertisements of agricultural products,including pesticides. Critical questionsrelating to environmental sustainability andsocial risks associated with the use of suchproducts are often masked as a result. Contentanalyses of two mid-western farm magazines fromthe 1940s to 1990s trace the socialconstruction of pesticide advertisements overtime, illuminating changing images ofpesticides in farm magazine advertisements inresponse to changes in the socio-culturalsetting. Changing images (...) reflect how theagricultural industry strategically repositionsitself to sustain market and corporate profitby co-opting dominant cultural themes atspecific historical moments in mediaadvertising. This paper looks at the languages of empowerment and control as they are expressed by authors writing about “indigenous knowledge.” We performed a content analysis on CIKARD News, a newsletter dealing with the concept of indigenous knowledge. This concept has become increasingly prominent in the discourse of alternative development, addressing issues of ecological sustainability and the empowerment of the rural poor. However, mediated by institutions that perpetuate global and local power asymmetries, the empowering potential of indigenous knowledge may be bypassed. (...) Instead, officials, researchers, and practitioners may utilize this knowledge for their own perceived ends, however good their intentions. In addition, there is already evidence that an indigenous knowledge approach is seen by major agencies as beneficial for integrating poorer populations into the global economy. Our analysis suggests that tensions persist among and within the writings of these authors between the desire to empower and the tendency for development to control rural populations. (shrink)

Cacao cultivation is one of the most important livelihoods for rural households in Colombia, where it is promoted as a substitute for the illegal cultivation of coca. To strengthen Colombian cacao farming, it is important to understand the livelihood strategies associated with cacao cultivation and the impact of these different strategies on the well-being of Colombian rural households. We analyzed the impact of cacao cultivation on the livelihood strategies and well-being of rural households in western Colombia. Research with 92 rural (...) cacao-growing households produced a typology of household livelihood strategies derived from their approach to cacao production. Indicators of each household capital and level of well-being were identified for each type of households. Correlations between the capitals and the capitals of greater importance in shaping the well-being of rural households were analyzed. Three types of rural households were identified: Cacao Farmers, Diversified Farmers with Cacao, and New Cacao Farmers. Cacao farmers have the highest capitals endowments and level of well-being, followed by Diversified Farmers with Cacao, and New Cacao Farmers. The conditions of cacao cultivation in rural households result in differentiated access to resources from capitals; households with better development of the crop have consolidated greater well-being where human capital has been its major driving factor. Success of the cacao crop and its relationship with well-being of rural households depends on the convergence of different capital resources. Thus, institutional efforts to strengthen the cacao sector in Colombia must go beyond investment to establish new hectares and consider aspects such as: Strengthening the skills and knowledge of producers to improve crop management practices, Promoting the participation of household members in associations, Stimulating sensitivity to the rooting and sustainable management of the crop, and Promoting processes of technification and adaptation of the infrastructure of fermenters and dryers, which will make it possible to guarantee an adequate quality of the cacao bean. During the 1980s many communities turned to grassroots activities to promote economic development, rather than relying on industrial recruitment strategies. We evaluate the characteristics of these projects, their benefits and costs, and obstacles they face in the development process. The data are drawn from a survey of more than one hundred communities in the United States. Self-development efforts do not appear to replace traditional rural economic development activities, but may complement them. Self-development activities produce a wide variety of jobs that (...) are taken primarily by local residents. The cost and availability of credit are major obstacles for self-development projects. Although self-development strategies should not be considered the primary economic development strategy for most rural communities, they do enable communities to build a more viable local economy. It is important to understandfactors that influence management decisionsthat determine the level of diversificationwithin cropping systems. Because of the widevariety of cropping systems within a region,our study focused on a single county in northwestern Minnesota. This county wasselected because it is in an area where farmerswere reevaluating their cropping practicesduring the 1990s in response to severe plantdisease outbreaks and economic stresses. Asurvey and follow-up interviews of representative farmers in Marshall Countyshowed that they were approaching theircropping systems management decisions underthese conditions (...) through a dominant conceptualframework and two secondaryconceptual frameworks, which we termed “mental causalmodels.” The study illustrates the ways farmersdefine and make decisions affecting theircropping systems diversity under conditions ofagronomic and economic adversity. It alsochallenges agricultural professionals to expandtheir thinking about educational strategiesthat are sensitive to the varied perspectivesof farmers beyond just the scientific mentalcausal model. We demonstrate that social capital is associated with positive food security outcomes, using survey data from 378 households in rural Uganda. We measured food security with the Household Food Insecurity Access Scale. For social capital, we measured cognitive and structural indicators, with principal components analysis used to identify key factors of the concept for logistic regression analysis. Households with bridging and linking social capital, characterized by membership in groups, access to information from external institutions, and observance of norms in groups, (...) tended to be more food secure. Households with cognitive social capital, characterized by observance of generalized norms and mutual trust, were also more food secure than others. However, we established that social capital is, by itself, insufficient. It needs to be complemented with human capital enhancement. We recommend that development interventions which focus on strengthening community associations and networks to enhance food security should support activities which enhance cognitive social capital and human capital skills. Such activities include mutual goal setting, trust building and clear communication among actors. Education efforts for community members, both formal and non-formal, should also be supported such that they potentially strengthen social capital to improve food security in rural Uganda. (shrink)

The book constitutes a reconsideration of her earlier view on gender performativity from Gender Trouble. In this work, the critique of gender norms is clearly situated within the framework of human persistence and survival.

The author considers the way in which psychic life is generated by the social operation of power, and how that social operation of power is concealed and fortified by the psyche that it produces. Power is no longer understood to be 'internalized' by an existing subject, but the subject is spawned as an ambivalent effect of power, one that is staged through the operation of conscience. To claim that power fabricates the psyche is also to claim that there is a (...) fictional and fabricated quality to the psyche. The figure of a psyche that 'turns against itself' is crucial to this study, and offers an alternative to describing power as 'internalized'. Although most readers of Foucault eschew psychoanalytic theory, and most thinkers of the psyche eschew Foucault, the author seeks to theorize this ambivalent relation between the social and the psychic as one of the most dynamic and difficult effects of power. What is immediately strange about Sartre’s controversial preface to Fanon’s The Wretched of the Earth is its mode of address. To whom is this preface written? Sartre imagines his reader as the colonizer or the French citizen who recoils from the thought of violent acts of resistance on the part of the colonized. Minimally, his imagined reader is one who believes that his own notions of humanism and universalism suffice as norms by which to assess the war for independence in (...) Algeria and similar efforts at decolonization. Sartre’s address to his audience is direct and caustic: “What does Fanon care whether you read his work or not? It is to his brothers that he denounces our old tricks”. At one point, he seems to take his implied readers aside, addressing the preface to them directly. (shrink)

Research on corporate social responsibility has traditionally focused on managerial discretion and stakeholders’ influence. This study extends current research by addressing the effect of family firms and institutional owners on CSR performance, namely, CSR strengths and concerns. Based on stewardship theory and the socioemotional wealth perspective, we propose that family firms are more likely to value CSR performance. Next, drawing from multiple agency theory, we predict that institutional owners, unlike family owners, will influence a firm’s CSR performance differently. We tested (...) our hypotheses using a sample of 153 firms from 1994 to 2006 and found general support for our hypotheses. A higher percentage of family owned equity and the presence of a family CEO are found to increase CSR strengths, whereas transient institutional owners have an opposite effect. The presence of a family CEO and founding family are found to reduce CSR concerns. Contrary to our predictions, dedicated institutional owners are positively associated with CSR concerns. (shrink)

Julia Kristeva attempts to expose the limits of Lacan's theory of language by revealing the semiotic dimension of language that it excludes. She argues that the semiotic potential of language is subversive, and describes the semiotic as a poetic-maternal linguistic practice that disrupts the symbolic, understood as culturally intelligible rule-governed speech. In the course of arguing that the semiotic contests the universality of the Symbolic, Kristeva makes several theoretical moves which end up consolidating the power of the Symbolic and paternal (...) authority generally. She defends a maternal instinct as a pre-discursive biological necessity, thereby naturalizing a specific cultural configuration of maternity. In her use of psychoanalytic theory, she ends up claiming the cultural unintelligibility of lesbianism. Her distinction between the semiotic and the Symbolic operates to foreclose a cultural investigation into the genesis of precisely those feminine principles for which she claims a pre-discursive, naturalistic ontology. Although she claims that the maternal aspects of language are repressed in Symbolic speech and provide a critical possibility of displacing the hegemony of the paternal/symbolic, her very descriptions of the maternal appear to accept rather than contest the inevitable hegemony of the Symbolic. In conclusion, this essay offers a genealogical critique of the maternal discourse in Kristeva and suggests that recourse to the maternal does not constitute a subversive strategy as Kristeva appears to assume. Foucault proposes at the end of the first volume of The History of Sexuality to shift the focus of sexual studies from sex-desire to bodies and pleasures. This article seeks to establish what he means by this shift, how he proposes it be made, and what the consequences are for thinking about sexuality together with `sex'. Foucault's shift involves a historiographical claim about the superability of the recent past, and can be read as an effort to relegate the concerns about (...) sexual difference and kinship to the past, and to establish a contemporary field for sexuality that involves bodies without history, pleasures without sex. The article suggests a way around this questionable historiographical assumption and marks a different departure for a Foucauldian study of sexuality. It also seeks to highlight some of the contemporary tensions between feminist and lesbian and gay studies, especially queer studies, in light of this reading of Foucault. (shrink)

Interpreters of the Phaedo often cite the Pythagorean context of the dialogue as a source of influence on the demanding conception of philosophy defended therein. Sandra Peterson offers a striking account of that influence: the Pythagorean sympathies of Socrates's interlocutors lead him to defend a conception of philosophy that captures their commitments, but that he himself rejects. Call this the Strong Influence Thesis. Peterson defends SIT by attempting to demonstrate a mismatch between the conception of philosophy espoused by Socrates in (...) the Apology and ‘true philosophy’ as described in the Phaedo. Assessing this defence thus requires a detailed examination of both sides of the comparison. This paper undertakes that task. I argue that when the beliefs and norms that define both philosophical lives are correctly understood, the appearance of a significant mismatch fades away. As an intellectual, economic, political and legal project, neoliberalism is not directed towards the rolling back of the state as an aim in itself. While its deregulatory tendencies, its commodification of public services and the undermining of systems of social welfare superficially suggest a generalised reduction in state power, it has been clear from the early 1980s that one of neoliberalism’s primary concerns has been the authoritarian reshaping of state power to engineer particular social outcomes, whether in criminal justice, the (...) disciplining of organised labour, the militarisation of national territory and migration, or the extension and deepening of regimes of austerity. This article introduces the recent work of Maurizio Lazzarato, who has argued that the asymmetrical creditor-debtor relationship is now the archetype of contemporary, neoliberal social relations. Ultimately, Lazzarato’s perspective tends to exaggerate the totalising powers of finance capital and leads him to endorse a form of political voluntarism, which fails to address the role of the neoliberal state as a site for forms of authoritarianism which are not solely generated by the debt relation. As a response, it will be suggested that aspects of Nicos Poulantzas’s concept of ‘authoritarian statism’ can be used to both strengthen our understanding of the authoritarian characteristics of the neoliberal state, and to imagine possibilities for resisting its expressions of power.
