This paper addresses itself to the question as to whether Homo is properly to be considered as a political animal, or whether Homo is best understood as merely a form of social animal which has evolved particularly complex survival stratagems. We will proceed primarily on the basis of the published work of the contemporary Swiss zoologist, Adolf Portmann, and argue for the view that there are solid grounds for distinguishing between social and political animals, and that Homo inhabits the realm (...) of the political animal. We shall proceed as follows: In section ii, we shall give a brief over-view of the literature on Gilbert, more to indicate general directions of interest than to present any in-depth analysis. Then, in the main body of this presentation, section iii, we will present three ways in which we think it is accurate to claim that Gilbert influenced Descartes. These are: (1) Gilbert gave Descartes a new definition of an organ; (2) Gilbert gave Descartes a new definition of what (...) constitutes life and animation; (3) Gilbert gave Descartes a new view of natural motion. Recent evidence suggests that historical boundary precedents play a central role in the outbreak, character, and long-term consequences of territorial disputes. The institutional theory of borders holds promise in explaining why leaders find old borders to be attractive as new borders. However, the mechanisms that link historical precedents to territorial claims and their consequences are not fully specified in the extant literature. I argue that there are three key arguments that can explain why boundary precedents are associated with subsequent disputes: (...) ease of justification, perpetual conflict over territories of particular value, and persistent coordination around old borders. I argue that the coordination mechanism is essential to understanding the connections between historical boundary precedents and territorial disputes. (shrink)

Many authors suggest the need to define ‘sustainable development’in operational terms. This paper looks at the problems ofattempting to ask whether peasant farming systems are sustainable.Any attempt at sustainability assessment needs to consider issuesrelated to the selected indicators or performance criteria, spatialscale or boundaries, and temporal scale. While there is certainlya need for more rigorous analysis of sustainability issues, thereis limited outlook for an approach based on indicators. Even if themany purely technical problems associated with specific indicatorscan be surmounted, will (...) accurate bio-physical data advance ourknowledge about sustainability? Peasant systems arepolitically-guided management systems, whose boundaries are the state,not the field or the farm. Given the dynamic nature of peasant farmingsystems, where do we draw the line in assessing sustainability?Attempts at sustainability assessment 100 years ago or even 20–30years ago would have been completely superseded by events. We drawattention to the system as a whole, to a web of interconnections,causes and effects – of varying significance over both time andspace. (shrink)
