Immunisation is offered to all age groups in the UK, but is mainly given to infants and school-age children. Such immunisation is not compulsory, in contrast to other countries, such as the United States. Levels of immunisation are generally very high in the UK, but the rates of immunisation vary with the public perception of the risk of side effects. This article discusses whether compulsory vaccination is acceptable by considering individual cases where parents have failed to give consent or have (...) explicitly refused consent for their children to be immunised. In particular, the rights of: a parent to rear his/her child according to his/her own standards; the child to receive health care, and the community to be protected from vaccine-preventable infectious disease are considered. The conclusion of the article is that compulsory vaccination cannot, with very few exceptions, be justified in the UK, in view of the high levels of population immunity which currently exist. Philosophers have long sought to explain perceptual constancy—the fact that objects appear to remain the same color, size and shape despite changes in the illumination condition, perspective and the relative distance—in terms of a mechanism that actively categorizes variable stimuli under the same pre-formed conceptual categories. Contemporary representationalists, on the other hand, explain perceptual constancy in terms of a modular mechanism that automatically discounts variation in the visual field to represent the stable properties of objects. In this paper I argue (...) that while the former view is unmotivated by empirical evidence, the later fails to account for inter- and intra-personal variability, the influence of expectations on constancy, and the systematic and normal failures of color constancy. A Bayesian approach that builds on the representational tradition in psychology solves both problems. (shrink)

The Drosophila salivary gland has emerged as an outstanding model system for the process of organ formation. Many of the component steps, from initial regional specification through cell specialization and morphogenesis, are known and many of the genes required for these different processes have been identified. The salivary gland is a relatively simple organ; the entire gland comprises of only two major cell types, which derive from a single contiguous primordium. Salivary cells cease dividing once they are specified, and organ (...) growth is achieved simply by an increase in size of individual cells, thus eliminating concerns about the potential unequal distribution of determinants during mitosis. Drosophila salivary glands form by the same cellular mechanisms as organs in higher organisms, including regulated cell shape changes, cell intercalation and directed cell migration. Thus, learning how these events are coordinated for tissue morphogenesis in an organism for which the genetic and molecular tools are unsurpassed should provide excellent paradigms for dissecting related processes in the more intricate organs of more complicated species. The likely near future creation of artificial superintelligence carries significant risks to humanity. These risks are difficult to conceptualise and quantify, but malicious use of existing artificial intelligence by criminals and state actors is already occurring and poses risks to digital security, physical security and integrity of political systems. These risks will increase as artificial intelligence moves closer to superintelligence. While there is little research on risk management tools used in artificial intelligence development, the current global standard for risk management, (...) ISO 31000:2018, is likely used extensively by developers of artificial intelligence technologies. This paper argues that risk management has a common set of vulnerabilities when applied to artificial superintelligence which cannot be resolved within the existing framework and alternative approaches must be developed. Some vulnerabilities are similar to issues posed by malicious threat actors such as professional criminals and terrorists. Like these malicious actors, artificial superintelligence will be capable of rendering mitigation ineffective by working against countermeasures or attacking in ways not anticipated by the risk management process. Criminal threat management recognises this vulnerability and seeks to guide and block the intent of malicious threat actors as an alternative to risk management. An artificial intelligence treachery threat model that acknowledges the failings of risk management and leverages the concepts of criminal threat management and artificial stupidity is proposed. This model identifies emergent malicious behaviour and allows intervention against negative outcomes at the moment of artificial intelligence’s greatest vulnerability. (shrink)

Scientific reasoning has long been an integral part of critical thinking taxonomies. In practice, however, it is frequently limited to induction, hypothesis testing and experimental design, thereby neglecting the central importance of modeling to contemporary scientific reasoning. In this paper, I wish to establish that this neglect undermines the possibility of critical engagement with the public discourse surrounding scientific reasoning. As a step towards rectifying that disconnect, I present one resource that I have developed to teach modeling in an introductory (...) critical thinking course. (shrink)

This article discusses what level of consent is needed from a child or parent before a primary-school medical can take place . It also considers whether there are occasions when a doctor can see a child if the parents have failed to give consent or have explicitly refused consent.Primary-school children are considered incompetent to make decisions about their own medical treatment and so their consent does not need to be gained before a medical takes place, although it is highly desirable (...) to obtain it. However, a doctor cannot justify a decision to see a child purely in terms of the benefit conferred on the child. Parents can be wronged if their wishes are ignored and usually those wishes should be considered overriding. Normally, general consent, which need not be fully informed, is needed before a school medical. However, if a child is considered to be in danger of being harmed significantly or suspected to have a major medical condition, a medical should go ahead regardless of the level of consent obtained from the parent, so that a reasonable standard of health is maintained for the child. Many authors suggest the need to define ‘sustainable development’in operational terms. This paper looks at the problems ofattempting to ask whether peasant farming systems are sustainable.Any attempt at sustainability assessment needs to consider issuesrelated to the selected indicators or performance criteria, spatialscale or boundaries, and temporal scale. While there is certainlya need for more rigorous analysis of sustainability issues, thereis limited outlook for an approach based on indicators. Even if themany purely technical problems associated with specific indicatorscan be surmounted, will (...) accurate bio-physical data advance ourknowledge about sustainability? Peasant systems arepolitically-guided management systems, whose boundaries are the state,not the field or the farm. Given the dynamic nature of peasant farmingsystems, where do we draw the line in assessing sustainability?Attempts at sustainability assessment 100 years ago or even 20–30years ago would have been completely superseded by events. © 2015 Elsevier Inc.Toxoplasma gondii is a protozoan pathogen in the phylum Apicomplexa that resides within an intracellular parasitophorous vacuole that is selectively permeable to small molecules through unidentified mechanisms. We have identified GRA17 as a Toxoplasma-secreted protein that localizes to the parasitophorous vacuole membrane and mediates passive transport of small molecules across the PVM. GRA17 is related to the putative Plasmodium translocon protein EXP2 and conserved across PV-residing Apicomplexa. The PVs of GRA17-deficient parasites have aberrant morphology, reduced permeability to (...) small molecules, and structural instability. GRA17-deficient parasites proliferate slowly and are avirulent in mice. These GRA17-deficient phenotypes are rescued by complementation with Plasmodium EXP2. GRA17 functions synergistically with a related protein, GRA23. Exogenous expression of GRA17 or GRA23 alters the membrane conductance properties of Xenopus oocytes in a manner consistent with a large non-selective pore. Thus, GRA17 and GRA23 provide a molecular basis for PVM permeability and nutrient access. (shrink)
