This paper reviews the severe visual focus problems of health economists–they have developed a one-sided fixation with equity issues, neglecting the efficiency agenda. The problems of meeting need are not just about access–they will vary with cost and supply. Economists in fact developed a more balanced agenda in the 1970s but have failed to follow it up. The paper defines the triple nationalisation of the National Health Service , and presents evidence that pluralism, using the purchaser/provider split, has become more (...) efficient in long term care, home care and services for people with learning difficulties. Health economics has failed to explore options for using the dynamic forces of choice and competition for improving health services. The paper makes the case for a decision rule that “we should seek the process of health care service supply and development which maximises the delivery of high quality, lower cost user relevant services”. In 'What is Enlightenment?' Foucault poses the question: 'How can the growth of capabilities be disconnected from the intensification of power relations?' This article revisits that question by raising critical questions about graduate capabilities. Its aim is to reflect, and to prompt reflection, on the complexities of the definition, implementation and evaluation of capabilities-based curriculum in the discipline of cultural studies and in the higher education sector more broadly. It asks what types of graduates are being ‘produced' by universities and (...) for what purposes? Does cultural studies construct the student subject differently from institutional graduate capability frameworks? What is the role, if any, of higher education in the development of capabilities such as ethical practice or moral standards? What of the principles that are demonstrated in institutional graduate capabilities? Are these universal values? What relations of power and processes of normalisation underpin the ‘education revolution’ of capabilities-based curriculum? (shrink)

Excerpt from A Companion to Plato's Republic: For English Readers; Being a Commentary Adapted to Davies and Vaughan's Translation The idea of writing a 'Companion to Plato's Republic for English Readers' was suggested to me by the appearance of Mr. Walter Lea's Companion to the Iliad, combined with my own experience of the intense desire for a closer knowledge of Plato, felt by many students who could read him in a translation only. Philosophy loses sorely by translation, but less than (...) poetry; and perhaps a commentator can do more to restore its real meaning. And, indeed, as not all scholars have been trained in philosophy, "I may perhaps hope," to quote Mr. Leaf, 'that even those who have a knowledge of the language may find something to help them' in my work. Whether I have succeeded well or ill, I have at least spared no pains to ascertain and express the real import of Plato's ideas; and this I take to be the true duty of a commentator, especially in dealing with a philosophical genius of the first rank.
