Plagiarism is a serious, yet widespread type of research misconduct, and is often neglected in developing countries. Despite its far-reaching implications, plagiarism is poorly acknowledged and discussed in the academic setting, and insufficient evidence exists in Latin America and developing countries to inform the development of preventive strategies. In this context, we present a longitudinal case study of seven instances of plagiarism and cheating arising in four consecutive classes of an Epidemiology Masters program in Lima, Peru, and describes the implementation (...) and outcomes of a multifaceted, “zero-tolerance” policy aimed at introducing research integrity. Two cases involved cheating in graded assignments, and five cases correspond to plagiarism in the thesis protocol. Cases revealed poor awareness of high tolerance to plagiarism, poor academic performance, and widespread writing deficiencies, compensated with patchwriting and copy-pasting. Depending on the events’ severity, penalties included course failure and separation from the program. Students at fault did not engage in further plagiarism. Between 2011 and 2013, the Masters program sequentially introduced a preventive policy consisting of: intensified research integrity and scientific writing education, a stepwise, cumulative writing process; honor codes; active search for plagiarism in all academic products; and a “zero-tolerance” policy in response to documented cases. No cases were detected in 2014. In conclusion, plagiarism seems to be widespread in resource-limited settings and a greater response with educational and zero-tolerance components is needed to prevent it. (shrink)

ABSTRACT As bioethics emerged in the 1960s and 1970s and began to have enormous impacts on the practice of medicine and research – fuelled, by broad socio‐political changes that gave rise to the struggle of women, African Americans, gay men and lesbians, and the antiauthoritarian impulse that characterised the New Left in democratic capitalist societies – little attention was given to the question of the ethics of public health. This was all the more striking since the core values and practices (...) of public health, often entailing the subordination of the individual for the common good, seemed opposed to the ideological impulses of bioethics. Of what relevance is autonomy‐focused bioethics for public health, with its mix of justifications including those that are either implicitly or explicitly paternalistic or that seek to impose strictures on individuals and communities in the name of collective welfare? To examine the deep divide between the central commitments of bioethics and the values that animate the practice of public health, we focus on a series of controversies implicating the concepts of privacy, liberty, and paternalism. Recognising the role of moral values in decision‐making was a signal contribution of bioethics in its formative period. Over the past three decades a broad array of perspectives emerged under the rubric of bioethics but individualism remains central. As we commence the process of shaping an ethics of public health, it is clear that bioethics is the wrong place to start when thinking about the balances required in defence of the public's health. A commentary on Ernst Cassirer's "Metaphysics of Symbolic Forms". It offers an introduction to the metaphysical views that underlie the philosopher's conceptions of symbolic form and human culture. It also focuses on the meaning of Cassirer's claim that philosophy is not itself a symbolic form.

Studies of local knowledge and farmer participatory research tend to focus on raising crops and livestock. Little attention is given to processing and marketing farm products, an important source of income for rural households, particularly women.This article presents the case of an investigation into processing and marketing of milk products by agropastoral Fulani women, which revealed how the women under stand local market forces and recognize important social and even local political functions of their marketing activities. However, it also revealed (...) the limits of their knowledge about how the local economy interlinks with national and international economies.Reasons are examined why the study did not lead to local technical and institutional development in dairying. Differentiation is made between two types of research: “extractive” research to provide information for development planners and academics; and participatory or “enriching” research, in which data collection, analysis, and reporting are done with rural people, to use in their own problem-solving. It is argued that “enriching” research should be aimed at increasing rural people's present knowledge, so that they can better understand and cope with external influences on their activities. They could then better defend their own interests against the macroplanning State.Finally, the ethics of documenting the research results are questioned. Documentation of conventional research is primarily for empowerment and enrichment of the extractive economic and academic systems. But there is also a danger that wider dissemination of results of participatory research and local knowledge will not benefit the rural participants but rather strengthen the information base of planners, so that they can better manipulate local economies. Howe's volume includes a translation of Cassirer's essay "Naturalistic and Humanistic Philosophies of Culture" which does not appear in the new volume.Considered as part of his system of symbolic forms, this volume is the counterpart to Cassirer's conception of mathematical and scientific thought of the third volume of the Philosophy of Symbolic Forms. The pivotal study in Cassirer's five closely related analyses of the cultural sciences is that concerning "Naturbegriffe und Kulturbegriffe." In the natural sciences all of the individual "properties" of a thing can be reduced to numerical determinations. The particular can be subordinated to the universal. Thus gold as a specific metal is gold if and only if it exhibits specific numerically expressed properties, e.g., possesses a specific weight, electrical conductivity, coefficient of expansion, etc.Cultural concepts do not subordinate the particular to the universal in this determinate manner. Rather, they coordinate the particular with the universal. Thus it is possible to arrange the various figures of the Renaissance such as Leonardo da Vinci, Machiavelli, Michelangelo, and Cesare Borgia under Jakob Burckhardt's conception of "Man of the Renaissance," but each only approximates this standard. Although each is not given a determinate place in relation to the others, they all can be comprehended in a meaningful set of interrelationships.There is a problem of how to render Cassirer's key terms, Naturbegriffe and Kulturbegriffe. Howe expresses them literally as "nature-concepts" and "culture-concepts." Lofts states them as "concepts of nature" and "concepts of culture." Lofts's rendering has the difficulty of suggesting that Cassirer's discussion concerns a comparison or criticism of various concepts of nature and culture rather than a theory of concept-formation showing the type of thinking distinctive to the natural sciences in contrast to the cultural sciences.The last study in the volume concerns "The Tragedy of Culture" in which Cassirer criticizes Georg Simmel's conception of culture as alienation of the human spirit from itself. Against Simmel's negative view, Cassirer advances his view of culture as a positive achievement of the development of spirit (Geist) from life (Leben). Cassirer's position in this study forecasts his view as developed later in An Essay on Man (1944) that human culture as it arises through its various symbolic forms of myth and religion, language, art, history, and science is a process of "progressive self-liberation." Culture for Cassirer is not alienation, but self-knowledge.Central to this last study is Cassirer's discussion of how the "I" does not originally exist in a fixed state of separation between "I" and "world" and between "I" and other human beings. Recent years have seen increasing attacks on the "deontological" conception (or as we call it, the guidance conception) of epistemic justification, the view that epistemology offers advice to knowers in forming beliefs responsibly. Critics challenge an important presupposition of the guidance conception: doxastic voluntarism, the view that we choose our beliefs. We assume that epistemic guidance is indispensable, and seek to answer objections to doxastic voluntarism, most prominently William Alston's. We contend that Alston falsely assumes that choice of belief requires (...) the assent to a specific propositional content. We argue that beliefs can be chosen under descriptions which do not specify their propositional content, but instead specify the mental actions by which they are formed and maintained. We argue that these actions partially constitute the beliefs and that is it in virtue of resulting from and being partially constituted by such actions that the beliefs are subject to epistemic appraisal,. Objective:To describe the professional values of the nurse lectures according to 241 nursing students, who participated voluntarily, in three different universities of Bogotá.Methodology:This is a quantitative, descriptive cross-sectional study that applied the Nurses Professional Values Scale—permission secured—Spanish; three dimensions of values were applied: ethics, commitment, and professional knowledge.Ethical consideration:Project had ethical review and approval from an ethics committee and participants were given information sheets to read before they agreed to participate in the project.Findings:It was concluded that nursing students, in general, (...) do perceive these values in their professors, and they give priority to the dimension of ethics, followed by the knowledge dimension, and finally, commitment.Discussion:It is evident that professional values are transmitted by professors and students place importance to such values. Values related to the other’s care are paramount in nursing training in Colombia as well as in other countries.Conclusion:It was found that participating students observed professors directly in relation to values focused on direct patient care, respect for privacy, respect for life, while matters related to professional improvement, participation in unions were not actually analyzed may be due to poor promotion activities and unions during undergraduate studies. The results obtained are primary approach to the study of values related to nursing, a topic which needs to be researched, something vital to all the country offering nursing training programs. Fairchild, Center for the History and Ethics of Public Health in the Department of Sociomedical Sciences at Columbia University's Mailman School of Public Health Abstract Surveillance is a cornerstone of public health. It permits us to recognize disease outbreaks, to track the incidence and prevalence of threats to public health, and to monitor the effectiveness of our interventions. But surveillance also challenges our understandings of the significance and role of privacy in a liberal democracy. In this paper we trace the (...) century-long history of public health surveillance in the United States situating that history in the context of the broad social, political, and ideological forces that have shaped our conceptions of privacy. Although we focus here on the United States, the debates over privacy that unfolded in the 1960s were repeated in many European nations. On the one hand, Aristotle says in Topics VI.4 that “the one who defines well must define by means of genus1 and differentia” (141b25–7); indeed his view of definition most often seems to be confined to its role of picking out the definiendum by indicating the class it belongs (...) to—what can be called its “class definition.”2 But on the other hand, in Posterior Analytics II.2 he makes the pronouncement that “knowing what something is ” is the same as knowing why it is ” (90a31–2), and then goes on in II.2 and 8 to argue that definition is an, “explanation” or “explanatory principle.” How can these two notions of definition be reconciled?Short of giving the full Aristotelian solution to this problem, I hope here to suggest one way in which Aristotle’s notion of class definition—especially the reformed version presented in De Partibus Animalium I.2–4—can be shown to relate to his notion of explanatory definition in APo II. The link is his notion of scientific, “problems,” as discussed in APo II. 14 and elsewhere.3 It will turn out that a class definition in effect presents a scientific problem to the scientist which can best be solved by an explanation—ultimately by an “explanatory definition”—accounting for the attributes that form the basis of [End Page 487] class membership. Or more succinctly: the class definition presents a problem that the explanatory definition solves. Further, although the discussion in PA I is meant to be a reform of the simpler but unworkable method of arriving at the genus-differentia formula based upon, “division,” I intend to argue that an important ancillary benefit of the reformed method is that it is capable of articulating scientific problems in a much clearer way than division can. In fact, it seems very well suited to the task of presenting problems and hence to the task of searching for explanatory definitions.2. scientific problemsIn APo II. 14, Aristotle begins to outline the proper procedure for formulating scientific problems. We are told that “in order to obtain problems, we must pick out the sections 4 and divisions” of the subject we are investigating, about which we are formulating a problem (98a1–3). That is, we must learn to pick out each genus in the hierarchy of genera the subject belongs to by learning to identify the attributes associated with each of these genera. This will enable us to account for each attribute we find in the subject under investigation in terms of the genus the attribute is primarily associated with. As Aristotle explains: “Let A stand for animal, B for [an attribute] of every animal, and C, D, and E some particular animal [species]; it is clear why B belongs to D—because of A” (98a9–11).This, in a sense, shows one way a scientific problem—Why does attribute B belong to D?—can be “solved”: by finding the right “division” of D that accounts for its having B. But what is important to note here is that, in fact, our investigation only begins with this process of finding the right genus. This is simply how we “obtain” the problem, strictly speaking, not the means for ultimately solving it. Indeed the problem of accounting for why an attribute belongs to a given subject is not even completely formulated until we are able to determine the proper “division,” or genus, the attribute universally belongs to. Then we can ask the more fundamental question of why the attribute belongs to this genus, i.e., why B belongs to genus A. Now this question can be analyzed further, in terms of the other attributes of the genus. Any genus (or infima species) is, in effect, designated by a regular concomitance of the many attributes that identify it—i.e., attributes that universally co-occur in it. Abstract The debate in the philosophy of perception between direct realists and representationalists should influence the debate in epistemology between internalists and externalists about justification. If direct realists are correct, there are more consciously accessible justifiers for internalists to exploit than externalists think. Internalists can retain their distinctive internalist identity while accepting this widened conception of internalistic justification: even if they welcome the possibility of cognitive access to external facts, their position is still quite distinct from the typical externalist position. (...) To demonstrate this, Alvin Goldman’s critique of internalism is shown to ignore important lessons from the case for direct realism about perception. In particular, it unjustifiably assumes that internalism entails that only facts simultaneous with the justification of a belief can justify the belief. Goldman’s definition of a “justifier” is also inconsistent with the overall guidance conception of epistemology he takes for granted in his critique of internalism. This commentary argues that, in discussing the racial and cultural identities of cinematic representations of humanoid AI robots, nuances and differentiations are beneficial. It suggests that the essay on which the present text comments does not sufficiently acknowledge the range of identities found in AI films, in particular in Alex Garland's Ex Machina.

Michael Bergmann (2006) has argued that an internalistic view of justification faces a dilemma. Assuming as internalism does that to have a justified belief, subjects must be aware of the justifiers of the belief and of their relevance to the truth of the belief, Bergmann notes that one is either aware of this relevance conceptually or not. But, says Bergmann, if the required awareness is conceptual, internalism is encumbered with an infinite regress. If it is not-if it is only "weak (...) awareness"—then internalism lacks any dialectical advantage over externalism. In this paper, I explore DePoe's (2012) defense of the dialectical advantage of weak awareness, and show how the case for its ability to account for awareness of the relevance of the justifiers can be improved by supplementation from a direct realist theory of perception and a theory of concept-formation and application informed by that theory of perception. This paper offers an interpretation of Quine's naturalized epistemology through the lens of Jaegwon Kim's influential critique of the same. Kim argues that Quine forces a false choice between traditional deductivist foundationalism and naturalized epistemology and contends that there are viable alternative epistemological projects. However it is suggested that Quine would reject these alternatives by reference to the same fundamental principles (underdetermination, indeterminacy of translation, extensionalism) that led him to reject traditional epistemology and propose naturalism as an alternative. Given this (...) interpretation of Quine, it is essential that a successful critic of naturalism also examine Quine's aforementioned principles. The divide between naturalist and nonnaturalist epistemology turns out to be defined by the divide between more fundamental naturalist and nonnaturalist approaches to semantics. (shrink)

In this paper I examine a series of criticisms that have been levelled against Quine's naturalized epistemology, regarding its response to the problem of scepticism. Barry Stroud and Michael Williams, assuming that Quine wishes to refute scepticism, argue that Quine not only fails to undertake this refutation, but is also committed to theses (such as the inscrutability of reference and the underdetermination of theory by evidence) which imply versions of scepticism of their own. In Quine's defence, Roger Gibson argues that (...) Quine can succeed in showing sceptical doubts to be incoherent. But I contend that both parties of this dispute wrongly assume that Quine wishes to defeat the sceptic in a traditional way. Instead, Quine is happy to 'acquiesce' in scepticism about a certain kind of justification. No logical justification of our scientific beliefs is possible on his view. But Quine thinks that pragmatic justification is possible, and acknowledging that this is his view leads to the resolution of a number of interpretive quandaries. (shrink)

This paper evaluates recent proposals for compatibilism about doxastic freedom, and attempts to refine them by applying Fischer and Ravizza’s moderate reasons-responsiveness compatibilism to doxastic freedom. I argue, however, that even this refined version of doxastic compatibilism is subject to challenging counter-examples and is more difficult to support than traditional compatibilism about freedom of action. In particular, it is much more difficult to identify convincing examples of the sort Frankfurt proposed to challenge the idea that responsibility requires alternative possibilities.

From a national U.S. sample of senior academic biochemists, ninety-four indicated that they personally knew of an incident of scientific wrongdoing. Among these individuals, less formal actions against an offending individual were endorsed when either actions were believed to have the potential to publicly embarrass the offending individual, or the actions might adversely affect the professional career of the whistleblower. These relationships remain significant after controlling for professional status, career age, and current level of formal departmental administrative responsibility. It has provided the foundation for planning, intervention, and disease prevention and has been critical for epidemiology research into patterns of morbidity and mortality for a wide variety of disease and conditions. Registries have been essential for tracking individuals and their conditions over time. Surveillance has also served to trigger the imposition of public health control measures, such as contact tracing, mandatory treatment, and quarantine. The threat of such intervention and long-term monitoring (...) has provoked alarm and rendered surveillance suspect for those concerned about the unwarranted exercise of state authority in the name of public health. Thus the history of surveillance has been bounded by promise of disease control and a specter of intrusion. In this article we address the tension between the public's need for knowledge as a foundation for rational policy-making and the centrality of norms of privacy for democratic societies. (shrink)

Until recently it has been conventional to assume that ethical egoism is "ethical" is name, alone, and that no account that considers one's own interests as the standard of moral obligation could count as seriously "ethical." In recent years, however, philosophers have shown increasing respect for more sophisticated forms of ethical egoism which attempt to define self-interest in enriched terms characterizing self-interest as human flourishing in both material and psychological dimensions. But philosophers are still skeptical that any conception of self-interest (...) could underpin ethical theory. This paper considers recent arguments by Richard Joyce, who is willing to concede enriched conceptions of self-interest, but who claims that egoism cannot support appropriate counterfactual conditionals about morality, or inferential uses of ordinary moral thinking. I argue that ethical egoism can satisfy each of Joyce's desiderata for morality, provided that it is taken to involve the very notion of enriched self-interest that Joyce is elsewhere willing to consider. In showing that egoism can count as a moral theory, I show, in effect, that Joyce's arguments for error theory about morality are really arguments for error theory about agent-neutral, non-egoistic morality. I defend of a version of doxastic voluntarism, by criticizing an argument advanced recently by Pamela Hieronymi against the possibility of belief at will. Conceiving of belief at will as believing immediately in response to practical reasons, Hieronymi claims that none of the forms of control we exercise over our beliefs measure up to this standard. While there is a form of direct control we exercise over our beliefs, "evaluative control," she claims it does not give us the power to (...) believe at will because it consists in the consideration of reasons "constitutive" of believing that are not, at the same time, practical reasons. I argue that evaluative control does amount to the ability to believe at will, because there is a practical reason that does in part constitute our believing, what I call "the will to believe the truth." However I argue that Hieronymi's case against belief at will is still relevant to critiquing the acceptability of so-called "beliefs" encouraged by anti-evidentialists. Unlike other versions of voluntarism, I defend one that is consistent and fully supportive of evidence as the sole norm of our beliefs. (shrink)

In this paper I consider one of the leading philosophic-psychological theories of “folk psychology,” the simulation theory of Robert Gordon. According to Gordon, we attribute mental states to others not by representing those states or by applying the generalizations of theory, but by imagining ourselves in the position of a target to be interpreted and exploiting our own decision-making skills to make assertions which we then attribute to others as ‘beliefs’. I describe a leading objections to Gordon’s theory—the problem of (...) adjustment—and show how a charitably interpreted Gordon could answer this objection. I conclude, however, that the best case for Gordon’s position still runs into a new problem concerning the epistemological presuppositions of belief-attribution. This suggests a new account of folk psychological explanation that draws on children’s basic folk epistemological knowledge. Identifying this new alternative helps undermine the simplicity of a theory based on simulation-based explanation. (shrink)

Cassirer counts history as a symbolic form in his list that includes myth, religion, language, art, and science, but his discussion of history is confined to a chapter in An Essay on Man. A more complete understanding requires attention to a year-long seminar he taught at Yale on “The Philosophy of History” in 1941–1942. The partially unpublished texts of this seminar are the most extended exposition of Cassirer’s conception of history as a symbolic form. The key source for Cassirer’s philosophy (...) of history is Vico. Cassirer holds that “historical consciousness” is a very late product of human civilization not found before the Greeks and even with the Greeks history is not analyzed as a particular form of thought. I Several years ago, when the Carter administration announced that it would support congressional action to end the public fund ing of abortions, the President was asked at a press conference whether he thought that such a policy was unfair; he responded, "Life is unfair." His remarks provoked a storm of controversy. This is the first full-length, systematic study of Ernst Cassirer's fourth volume of The Philosophy of Symbolic Forms: The Metaphysics of Symbolic Forms, which was published in the German edition in 1995 and in the American edition in 1996 from Cassirer's Nachlass. Prior to the appearance of this volume it was generally held that Cassirer had little interest in a metaphysics of symbolic forms and had not formulated such. ;This study considers the nature of the basic elements of Cassirer's metaphysics (...) as they appear in this fourth volume and as they are connected to comments in other of his works. It also considers to what extent Cassirer's philosophy of symbolic forms requires a metaphysical grounding in a traditional sense. ;Part I is an analysis of Cassirer's writings of the 1920s concerning his distinction between life and spirit , their dialectical relationship and their connection to the conception of symbolic form. Highly significant is Cassirer's assertion in a fragment from this period that philosophy is not itself a symbolic form. ;Part II is an analysis of Cassirer's writings of the 1940s concerning his conception of three "basis phenomena" --the life-process and the I, action and the Other, and the sphere of work . Of particular importance is Cassirer's final description of the philosophy of symbolic forms as a Socratic philosophy grounded in the basis phenomenon of work. ;The study contains an appendix showing an analytic scheme of the volume and a comprehensive bibliography of Cassirer's works and critical literature relevant to the interpretation of his systematic philosophy. Religion, environment, tradition, needs, and character determine the framework of people's eating habits. In this context, a special area is reserved for nutrition in the Qur'an. One of the prominent words in the relevant field is “rizq,” referring to things that Allah gives to all creatures for their own benefit. Broadly, children, spouse, action, knowledge, and wisdom can also be evaluated in this context. This study aims to reach detailed data on the subject by examining the verses where the word (...) rizq is mentioned in Surah al-Baqara in terms of language and rhetoric. In every language, but especially in the Arabic language, the words that make up the sentences, the forms of the words, the syntax of the sentence, the forms of expression, and the style are important while determining the meaning. First, the comparison method was applied in the determination of the eloquence subtleties that were taken as a basis in the study. By this method, we compared verses, sentences, and words with other related verses and possible/fictional sentences in different linguistic dimensions; determined the differences between them, and tested the results by applying them to the relevant text. Considering every linguistic structure in the Qur'anic style and investigating its meaning is essential for understanding the Qur'an. In such a reading, the presence as well as the absence of language elements should be taken into consideration and used effectively in determining the meaning. The words used in the Qur'an are fundamental because their presence or absence, the structure of words that they are used together, and the whole text constitute an important and different aspect of the conveyed message. In this paper, ten verses where the word rizq is mentioned in Surah al-Baqara are examined within the framework of the study method. Their application provides examples to a certain extent for the understanding of the specified method. Various data has been obtained about the concept of rizq as reflected in general social life. As rizq, the foods must be healthy and tasty as well as halal in terms of their ingredients and acquisition. The desire for foods of human body may vary according to various factors. However, prohibitions on food are based on reasonable, scientific, or religious reasons. The moral and philosophical dimensions of the subject are always present in the background of these justifications. One of the duties assigned to human beings is to obtain rizq within the framework of the possibilities and capabilities given to them in the world and to distribute it, if any, to those they are responsible for, creatures, and other needy people. It is a requirement of faith to utilize the rizq by considering its raison for existence and to ensure that the way of acquisition is legal and ethical. Legitimate acquisition, sharing, and distribution of what is acquired is primarily related to the sense of conscience. Therefore, it is not in the nature of faith to interfere with what is given to animals, plants, and other people as rizq. From this point of view, infaq plays an important role in understanding the concept of rizq. The Qur'an strongly expresses the desire of man to be fair and generous in the sharing of rizq. (shrink)

On the occasion of the Last Generation’s protest actions, the political categories of civil disobedience and civil resistance have been discussed increasingly within criminal law. These discussions are rarely linked to Émile Durkheims theorem of necessary deviation from social rules. Durkheim describes deviation as a phenomenon that is to a certain extent necessary in a functioning society because it enables the natural development of society and the collective change of ideas. Similarly, public sanctioning of norm-breaking is to some extent necessary (...) and serves to reinforce the collective self-definition and understanding. Looking at the actions of the Last Generation, this essay raises the question of whether and to what extent it is possible to identify useful or aesthetic norm violations and whether there are adequate means of social reaction below the threshold of criminal sanctions. It argues that bringing back to mind Durkheim’s premise of necessary breach of norms can help to set a new focus within criminal law discourse: to redirect the discussion away from the individual criminal liability of activists towards the aesthetics of their actions and the effectiveness of communicating their concerns.
