The trans-Atlantic trade that brought slaves from the African continent to the New World has generated such interest and controversy that it has tended to obscure another significant African slave trade, that which saw individuals sent across the Sahara to be sold in North Africa and Western Asia. This trans-Saharan trade was both longer-lived and, in terms of numbers eventually enslaved, demographically similar to the better-known trans-Atlantic trade. This chapter summarizes current (...) understandings of the trans-Saharan slave trade for the period ad 750–1500 approximately, and assesses the prospects for its archaeological recognition. A second topic will be to suggest the merits of a comparative approach considering the impact of slave trading on social and political frameworks: the argument here is that a consideration of wider themes can bring us closer to understanding roots and causes, invalidating the convenient assumption that the Atlantic slave trade was a historical curiosity which can be safely consigned to the annals of the past. Vietnam, with a geographical proximity and a high volume of trade with China, was the first country to record an outbreak of the new Coronavirus disease (COVID-19), caused by the Severe Acute Respiratory Syndrome Coronavirus 2 or SARS-CoV-2. While the country was expected to have a high risk of transmission, as of April 4, 2020—in comparison to attempts to contain the disease around the world—responses from Vietnam are being seen as prompt and effective in protecting the interests of its (...) citizens, with 239 confirmed cases and no fatalities. This study analyzes the situation in terms of Vietnam’s policy response, social media and science journalism. A self-made web crawl engine was used to scan and collect official media news related to COVID-19 between the beginning of January and April 4, yielding a comprehensive dataset of 14,952 news items. The findings shed light on how Vietnam—despite being under-resourced—has demonstrated political readiness to combat the emerging pandemic since the earliest days. Timely communication on any developments of the outbreak from the government and the media, combined with up-to-date research on the new virus by the Vietnamese science community, have altogether provided reliable sources of information. By emphasizing the need for immediate and genuine cooperation between government, civil society and private individuals, the case study offers valuable lessons for other nations concerning not only the concurrent fight against the COVID-19 pandemic but also the overall responses to a public health crisis. For Jean-Jacques Rousseau, freedom functions as a foundational value for his entire political philosophy. Parallel to this emphasis is his deep and abiding condemnation of “slavery”, at least the slavery that he claims marked the social existence of his European contemporaries living under unrepresentative monarchical systems. However, the striking aspect of Rousseau's work is his virtually complete silence concerning the institution of chattel slavery of his day. Despite his ubiquitous condemnation of the “slavery” of his “civilized” contemporaries, Rousseau wrote next (...) to nothing about the actual enslavement of millions of people who pervaded the social landscape of the European–African–American triangle in the 18th century. In this paper, I trace out the various passages in Rousseau that could be seen as touching on the subject of contemporary slavery practices and show how very scant they were. I also discuss his views on the relation between climate, character, and persons' fitness for democratic forms of government (and hence freedom). I combine these points to draw particular lessons about the dangers of neglect and exclusion inherent in Rousseau's views of democratic freedom, suggesting how similar dangers lurk for contemporary visions of democracy inspired by his views. In other words, it is anethic. The precautionary principle should beviewed as a complement to science, to beinvoked when a lack of scientific evidencemeans that outcomes are uncertain. Anyinterpretation of this principle needs to placeat least as much emphasis on its ethical andvalue-based aspects as on its scientificjustification. The Commission's interpretationrisks undermining the painstaking progress madeamong European Union member states inresponding to public concern about GM crops andfood by adopting increased precaution. This article examines dominant socio-political questions regarding migration, ‘multiculturalism’, and ‘integration’, as a politics of citizenship (and race) in contemporary (post-colonial) Europe. The argument unfolds through a critique of the nationalist complacencies and racial complicities in Jürgen Habermas’s remarks on ‘multiculturalism’ during the 1990s. With recourse to ‘underclass’ discourse, Habermas’s reflections were themselves a trans-Atlantic metastasis of a distinctly US ‘American’ hegemonic sociological commonsense with regard to, but actively disregarding, the fact of white supremacy. Habermas’s thoughts are critically (...) situated alongside their subsequent metastasis, back across the Atlantic, into Francis Fukuyama’s recent invocations of ‘terrorism’ and his advocacy of the ‘American melting pot’ model as a trans-Atlantic prescription for Europe’s ailments. Treating ‘immigrants’ as a kind of societal illness, both are preoccupied by the same ‘problem’ — non-Europeans (as disaffected ‘minorities’). Thus, these discourses of ‘immigration’ manifest a distinctly post-colonial cancer coursing restlessly through the larger social formation of ‘the West’. (shrink)

Starting from the trans-Atlantic divide on the issue of justification of force which became obvious after 9/11, it is argued that the differences between the Anglo-American and Continental-European standard arguments can be overcome by a moderate institutionalist cosmopolitanism. It combines a moderate institutionalist approach with a comprehensive concept of human rights and a moderate cosmopolitan stand on the issue of international distributive justice. If all three aspects are taken into account adequately in an ethical theory of international relations, (...) both the Anglo-American traditions of just war theory and a radical Kantian legalism must be revised and common ground could be revealed. In this article, I argue that a trans-Atlantic account of the constellations of race and religion demands that we understand racist thinking to be constituted by complex conceptual formations and relations. The failure to identify the conceptual complexity and interactive relations in racist thinking has led to universalist and exclusionary definitions of racist thinking and limited conceptions of the constellations of race and religion. Because the supposed universal definitions of racist thinking are formulated from particular regions of the (...) trans-Atlantic, it has led to the masking and rejection of other formations of racist thinking from other regions of the trans-Atlantic. To avoid this, this article proposes a Trans-Atlantic Interactive and Relational Approach that can help us to continue unmasking and understanding the trans-Atlantic connections between race and religion. “Radical Enlightenment” and “moderate Enlightenment” are general categories which, it has become evident in recent decades, are unavoidable and essential for any valid discussion of the Enlightenment broadly conceived (1650-1850) and of the revolutionary era (1775-1848). Any discussion of the Enlightenment or revolutions that does not revolve around these general categories, first introduced in Germany in the 1920s and taken up in the United States since the 1970s, cannot have any validity or depth either historically or philosophically. “Radical Enlightenment” was (...) neither peripheral to the Enlightenment as a whole, nor dominant, but rather the “other side of the coin” an inherent and absolute opposite, always present and always basic to the Enlightenment as a whole. Several different constructions of “Radical Enlightenment” have been proposed by the main innovators on the topic – Leo Strauss, Henry May, Günter Mühlpfordt, Margaret Jacob, Gianni Paganini, Martin Mulsow, and Jonathan Israel – but, it is argued here, the most essential element in the definition is the coupling, or linkage, of philosophical rejection of religious authority (and secularism - the elimination of theology from law, institutions, education and public affairs) with theoretical advocacy of democracy and basic human rights. To eliminate racist prejudices, it is necessary to identify the root cause of racism. American slavery preceded racism, and it was closely associated with genocide. Accordingly, we seek the unique cause of the unique event of genocide + slavery. This was initially justified by religious prejudice, rather than colour prejudice. This religious justification was weakened when many Blacks converted to Christianity, after the trans-Atlantic slave trade. The curse of Kam, using quick visual cues to characterize Blacks as (...) inferior Christians, was inadequate. Hence, the church fell back on an ancient trick of using false history as secular justification for Christian superiority. This trick had resulted in a false history of science during the Crusades when scientific knowledge in translated Arabic texts was indiscriminately attributed to the early Greeks, without evidence. This false history enabled belief in religious superiority to mutate into a secular belief in White superiority. After colonialism, and the Aryan race conjecture, the belief in White superiority further mutated into a belief in Western civilizational superiority, openly propagated today by colonial education. Hence, to eliminate racist prejudice, it is necessary to engage simultaneously with the allied prejudices about Christian/White/Western superiority, based on the same false history of science. From an African point of view, there is no social justice in the world today and, from that point of view, there may not be much difference between the African, African-American, Asian, or even Western perspectives. There may, however, be some difference in the reasons given in support of this perspective or, rather, conclusion. The African perspective is heavily influenced by events such as the trans-Atlantic slave trade, colonialism, and, more recently, by the report of South Africa’s (...) Truth and Reconciliation Commission and the bombing of the American Embassies in Kenya and Tanzania. The reason, in part, is that all of these events or reports seem to reinforce the belief, which I take to be contrary to the core principle of social justice, that African lives are either worthless or do not count as much as others. Further, they seem to have the effect of cheating Africans or making fools out of them, which, from a traditional Akan point of view, is a violation of the tenets of social justice. (shrink)

Melancholia Africana: The Indispensable Overcoming of the Black Condition is a fairly short and accessible text devoted to rethinking paradigms of subjectivity in ways that animate our individual and collective responsibility. She offers theoretical but practical interventions invigorated by the indisputable vitality of Black arts, particularly music and literature. She deftly combines rigorous (...) philosophical examinations of the self and the other with a praxis-oriented invitation to reconsider the pathological hierarchy of social relations since the trans-Atlantic slave trade and how we might best upend them. His goal in The French Atlantic Triangle is to reconstruct this history and illuminate its impact on modern French and Francophone cultural life.The French Atlantic Triangle is a fascinating example of research that combines methods employed in history and Francophone literary studies in order to discuss the triangular slave trade that condemned 2 million Africans to slavery on France’s Caribbean sugar islands and an untold number to their deaths during the Middle Passage. Miller’s central interest here is exploring the ways in which the slave trade and its afterlife were represented in literature and in film from the eighteenth to the twentieth century in France, Africa, and the Caribbean. In the absence of any extant Francophone slave narratives, Miller persuasively argues that fiction and later film allowed writers and filmmakers to pour their “speculations and reflections” (92) into that void. French and Francophone writers separated by thousands of miles and hundreds of years were united by the desire to construct slave narratives and stories that played on the reader’s sense of pity and shame, or desire for adventure, or to convey a powerful longing for home. The result is an ambitious and substantive work. Miller clearly succeeds in demonstrating a legacy of slavery and the slave trade in France and Francophone literature, yet the picture that emerges is a muddled one; the reader is left to make sense of competing, diverse, and sometimes divergent claims. In the end, The French Atlantic Triangle is more suggestive than persuasive.The book is organized into fourteen chapters, divided into four sections, arranged chronologically and geographically. Part 1 (chaps. 1–4) is largely synthesis. Drawing heavily on the work of historians of slavery and the slave trade, Miller outlines the details of the triangular trade from its inception in the mid-seventeenth century to its first abolition in 1794, and final suppression in 1848. Chapters 1 and 2 will be a review for anyone familiar with the history of this period. Chapter 3 focuses on the Enlightenment and the slave trade. Miller rightly notes that the Enlightenment coincided with the height of French slaving activity. Merchant activity was a central element in the networks and webs of relationship over the Atlantic in the eighteenth century. When closely analyzed, however, daily merchant practice does not fit easily into regional categories, whether Atlantic or imperial. Merchant life was heavily dependent on the building of chains of trusted correspondents, who would both be able to guarantee adequate quality and satisfactory pricing upon acquisition or sale of the goods traded, and willing to extend credit in a trading (...) world in which all operations included long time lags before final payment. For each trading center, the addition of such chains of correspondents constituted networks both supra-regional, covering the entire world, and sub-regional, specializing in some areas more than others according to prevalent political-imperial pressures. It is argued that the common element in all these networks, i.e. merchant development, is best identified as a worldwide, but Europe-dominated social process underpinning much of what is usually meant by “Atlantic” history. The UNESCO research projects focusing on The Silk Routes and The Slave Routes were launched at just the right time to remind us that globalization is not a novel dimension of the history of humanity. Not only am I among those who analyze capitalism as a worldwide system from its very inception, but I have also found it pertinent to recall that prior to the sixteenth century, societies were not at all isolated from one another but rather competing within regional (...) systems (and perhaps within one global system). To underestimate this fact is to condemn ourselves to a misunderstanding of the very dynamics of change within societies. At the same time, I maintain that in the history of the world, capitalism represents a qualitative rupture that had its beginnings around 1500. Accordingly I emphasize the distinction that must be made between the integrated structure of the worldwide capitalist system and the protocapitalist elements that are to be found in earlier societies; I also underline the specificity of the contrast between centers and peripheries, which is unique to global capitalism and which differs from previous forms of polarization. In this paper, I offer substantial philosophical and pragmatic analyses of slavery, apprenticeships, and segregation in the United States and British West Indies. I do so to illustrate the extent to which American and British philosophy, politics, law, and economics were entwined with the oppression of African-Americans and African-Caribbeans. I argue that, as the institution of slavery collapsed and abolitionists began calling for reparations, judges and politicians ignored the claims of abolitionists and thereby perverted justice. As a result, we now (...) have the debts of slavery, apprenticeships, and segregation to settle. I conclude that as long as we fail to settle these debts we are complicit in allowing their perversions of justice to continue. For this reason, I argue in favor of granting reparations to African-Americans and African-Caribbeans. (shrink)

The Transatlantic slave trade radically impaired Africa's potential to develop economically and maintain its social and political stability. The arrival of Europeans on the West African Coast and their establishment of slave ports in various parts of the continent triggered a continuous process of exploitation of Africa's human resources, labor, and commodities. This exploitative commerce influenced the African political and religious aristocracies, the warrior classes and the biracial elite, who made small gains from the slave trade, to participate (...) in the oppression of their own people. The Europeans, on the other hand, greatly benefited from the Atlantic trade, since it allowed them to amass the raw materials that fed the Industrial Revolution to the detriment of African societies whose capacity to transform their modes of production into a viable entrepreneurial economy was severely halted. Megaregional trade negotiations have become the subject of heated debate, above all in the context of the Transatlantic Trade and Investment Partnership and the Trans-Pacific Partnership. In this article, I argue that the justice of the global order suffers from its institutional fragmentation into regime complexes. From a republican perspective, which aspires to non-domination as a guiding principles and idea of global justice, regime complexes raise specific and important challenges in that they open the door to specific (...) forms of domination. I thereby challenge a more optimistic outlook in regime complexes, which paints a positive normative picture of regime complexes, arguing that they enable the enhancement of democracy beyond the state and, consequently, have the potential to reduce the democratic deficit in global governance. By drawing attention to how regime complexes reinforce domination-related injustice, this article contributes an original perspective on megaregionals and to exploring the implications of global justice as non-domination. In Between States (...) can also be seen as complementing Larissa Sansour's provocative science fiction works, Space Exodus (2009) which "documents" the Palestinian space program, and her Nation Estate (2012), in which Palestine is relocated into a skyscraper. In 1941 an investigation by the US Justice Department exposed a marriage cartel between John D. Rockefeller’s Standard Oil (now ExxonMobil) and I.G. Farben. The two corporations had formed a joint operation in 1927 called Standard IG Farben. It was revealed that the two had shared patents in order to control prices and markets in their respective regions. Standard was accused of hiding patents from the US Navy and supplying fuel to German submarines, which lead to charges of criminal conspiracy. The Pentagon intervened, requesting that President Roosevelt stop the investigation in order to protect war production and oil supply. Roosevelt agreed, and the Senate committee investigating the matter, headed by Senator Harry Truman, was halted. Standard Oil paid a fine of $5000 and promised to stop supplying fuel to the enemies. Furious at the decision to terminate the investigation of acts he considered treason, Truman initiated a new inquiry into Standard Oil’s war-time practices after succeeding Roosevelt as president in 1945. Formed by Allied forces using the seized assets and engineering expertise of Hitler’s hitherto classified space program (conquer Earth, then the stars), the North Atlantic Space Agency was a pre-NATO foray into interstellar nation building, with orbital occupation as the first point of order. By 1947, NASA was nearly ready to deploy the first manned space station. Standard Oil and I.G. Leaders of the continental nations demonstrated, at best, reluctance to accommodate the Jews, who in turn were, at the least, resistant to returning to the same bloody cocktail from which they had fled. Truman used the impasse to advance a plan for NASA’s space station to be put to use as a temporary Jewish outpost, an orbital displaced persons camp, to be operated by the US Army. Viewing the orbital displaced persons (ODP) camp as a solution to their immigration problem both at home and abroad, England came on board as a willing partner. Spaceship Exodus was positioned for takeoff on German farmland 20 kilometers southwest of Frankfurt. On December 30, 1947, one month after the UN General Assembly voted down the separation plan for Palestine, Exodus rocketed into the atmosphere hauling the first module of barracks designed to house 1,500 refugees. No less bureaucratic or ineffectual, the UN relief agency at least had prior experience facilitating contexts of a similar magnitude and could potentially predict outcomes. What had been unexpected was the degree to which the camp would evolve into its own self-regulated, hive-like ecosystem where previously accepted rules of conduct were not applicable. The ODP camp was an exceptional space, a riverboat casino, an offshore research lab of social experimentation and entrepreneurial innovation. No longer Earth-bound, touching soil knotted by prescripts of Talmudic law, the camp residents were able to rationalize loopholes and detonate barriers standing in the way of absolute production. The Jewish archipelago was renamed Israel after the ancient homeland. If the temple couldn’t be rebuilt in the motherland, a post-national rhizome would sprout up in its stead. Promoting a better understanding of the phenomenon of colonization and its connection with environmental knowledge and technology, this article proposes a reframing of research agendas to take into account the municipal character of colonization in the Hispanic realm and to ask new questions. Questions should address what human–ecosystem relations, and the ways of knowing and techniques for transforming the physical realm, can tell us about colonization itself; who the historical agents involved were, and what these actors knew, learned, and did (...) in their environments. Using the Basin of Mexico’s drainage and the agency of commoners, this article proposes that colonization depends on the massive deployment and generation of tacit knowledge about how to harness matter, energy, and time for the reproduction of human societies; the quotidian appropriation and reworking of autochthonous knowledge, techniques, and technology by the colonizing groups; the collaboration of the local populations in whom these are vested; and the agency of commoners with practical skills, environmental knowledge, and technological savvy derived from and honed in the realm of material production. In the Ibero-American realm, these agents were primarily commoners with skills in agropastoral production and the building trades; race, ethnicity, language, and gender were secondary conditions. As the transatlantic trade in African captives developed, foodstuffs for the feeding of both Europeans and Africans figured prominently in a specifically Atlantic system of commodity exchanges. The trade in foodstuffs depended most heavily on African subsistence systems encountered along the coasts of West Africa, but a surprising quantity of French and other European foodstuffs were embarked (...) specifically for the Middle Passage, revealing, I argue, the precariousness of conditions of trade and of European slaving factories. As a key element of Atlantic political economy, the study of food and its transatlantic provisioning networks sheds light not only on the governance and regulation of the networks themselves, but also on the ability of early modern states to establish and maintain metropolitan control, on the growth of local, colonial forms of autonomy and authority, and on the complex systems of ‘national’ and colonial interdependence that lay behind the expansion of every Atlantic colony. I conclude that this study of provisioning demonstrates that however fractured and differentiated, imperial power was an irrefutable aspect of colonial continuity. (shrink)

Antao Gonçalves, a Portuguese explorer, began the slave trade in 1445 with the first purchase of slaves on the African coast: “nine Blacks and some gold powder in exchange for European merchandises.” Portuguese sailors continued this trade until the end of the fifteenth century. The slaves, black for the most part, were brought to Portugal or sold in the markets of Lagos, which were crowded with buyers seeking colored servants. These slaves also served in the development of the (...) Atlantic Isles (Sao Tome, and the Cape Verde Islands) where their knowledge of agriculture and their endurance for labor were of great value. As we know, the conquistador's enslavement of indigenous people to develop the New World followed soon after its discovery, but the Indians, a fragile workforce, could not take the hard labor of the mines and fields. The obvious solution was to replace them with black slaves. Thus began the triangular trade at the start of the sixteenth century. For the next four centuries this commerce would continue to grow. It would become the largest trafficking of slaves that humanity has ever known, as well as the dominant feature in dealings between Europe and Africa south of the Sahara. The frequency and density of the human cargoes extracted from Africa would intensify until the trade's peak in the last third of the eighteenth century. Although relatively short (1800-1880), the period of underground trade that followed nonetheless inflicted a particularly significant drain on an already anemic continent. (shrink)

North American archaeologists have long defined their ethical responsibilities in terms of a commitment to scientific goals and an opposition to looting, vandalism, the commercial trade in antiquities, and other activities that threaten archaeological resources. In recent years, the clarity of these commitments has been eroded from two directions: professional archaeologists find commercial entanglements increasingly unavoidable, and a number of nonarchaeological interest groups object that they are not served by scientific exploitation of the record. I offer an analysis of (...) issues having to do with the identity of archaeology that underlie this debate and outline one strategy of response now emerging. (shrink)

This article analyses the evolution of shipping and trade between the United States and France from the end of the American War of Independence to the end of the Napoleonic Wars (1783–1815). It argues that commercial relations followed their own, internal dynamic and had scarce connections to statist commercial policies. These relations were, however, deeply responsive to the international context and to warfare in particular. American shipping to France experienced an extraordinary boom after the outbreak of war between France (...) and Great Britain in 1793. The paper explores the nature of this trade and demonstrates that its full understanding requires a global approach to trade flows in the Atlantic World rather than the bilateral approaches which dominate contemporary as well as most historical analyses. A broader analysis must integrate merchant strategies and networks into the Atlantic history. The last part of the paper analyses the specific case of Bordeaux, the major French port for US shipping during the French Wars. (shrink)

Urban cities in the sub-Saharan Africa have witnessed unprecedented transformation because of the proliferation of religious orders within the social landscape. From Nigeria, Ghana and Cameroon to Uganda, religious practitioners are actively involved in the spatial transformation through the construction of sacred spaces or prayer camps. The Redeemed Christian Church of God (RCCG) typifies one of the several examples of African Pentecostal denominations with transnational status in 200 countries across the world with the hub of its international office situated at (...) the Redemption Camp, Mowe, Nigeria. The sacralisation of forest areas spanning 1600 ha of land has redefined religious institutions such as RCCG as perhaps one of the largest owners of private estate in Nigeria. However, there seems to be an intentional replication of the Redemption Camp, Mowe across Nigeria as well as across the Atlantic as part of the RCCG missionary enterprise. This study aims to utilise the ethnography of the Redemption Camps in Nigeria and Floyd, Texas, United States. The theoretical framework of social worlds is employed to examine the dynamics of religious creativity, innovations, contextual challenges of place-making involved in creating Redemption Camps across borders by the leadership of RCCG through the appropriation of religious capital of its community of sentiments. The United States' pursuit of increasingly TRIPS-Plus levels of intellectual property protection for medicines in bilateral and regional trade agreements is well recognized. Less so, however, are U.S. efforts through these agreements to influence and constrain the pharmaceutical coverage programs of its trading partners. Although arguably unsuccessful in the Australia- U.S. Free Trade Agreement (AUSFTA), the U.S. nevertheless succeeded in its bilateral FTA with South Korea (KORUS) in establishing prescriptive provisions pertaining to the operation of coverage and reimbursement (...) programs for medicines and medical devices, which have the potential to adversely impact future access in that country. More recently, draft texts leaked from the current Trans Pacific Partnership Agreement (TPPA) negotiations show that U.S. objectives include not only AUSFTA-Plus and KORUS-Plus IP provisions but also ambitious inroads into the domestic health programs of its TPPA partners. This highlights the apparent conflict between trade goals — pursued through multilateral legal instruments to promote economic “health”— and public health objectives, such as the development of treatments for neglected diseases, the pursuit of efficiency and equity in priority setting, and the procurement of medicines at prices that reflect their therapeutic value and facilitate affordable access. Even in psychological literature, which describes many determining variables related to the school domain, few studies have investigated the universal mechanism underlying parent–child relations, which is a prototype matrix for future student–teacher relations. The role of the imprinted schema of children’s obligations toward parents seems to be crucial for school functioning in classroom society. The Dual Filial Piety Model is comprised of two higher-order factors that correspond to the two focal filial piety attributes: reciprocal and authoritarian, which have been shown (...) to have distinct implications on social adaptation and individuals’ psychological functioning. In this study, we investigate the relationship between filial piety and student attitudes in a more individualistic and egalitarian culture and in a more collectivistic and hierarchical society. The measurement invariances of three scales, i.e., the Vietnamese adaptation of DFP Scale, the Utrecht Work Engagement Scale, and the Study Satisfaction Scale, were improved in the MLM analyses. Our results show that in more individualistic cultures, the RFP is a stronger predictor of study engagement and study satisfaction; however, the AFP is a better factor to predict study engagement in more collectivistic cultures. What is more, only RFP positively correlates with study satisfaction in individualistic culture. Our findings revealed that in different cultures, different aspects of filial piety should be emphasized by parents in the context of the future academic achievements of their children. The conclusion is that the prevention and intervention strategies or techniques intended for children with school problems should be culturally appropriate and addressed to the parents of kindergarten and later to very early-stage education teachers. The results of studies based on the DFPM may stimulate practical applications and policy development within the domain of success and failure in the academic environment. (shrink)

As a generation of ‘digital natives,’ secondary students who were born from 2002 to 2010 have various approaches to acquiring digital knowledge. Digital literacy and resilience are crucial for them to navigate the digital world as much as the real world; however, these remain under-researched subjects, especially in developing countries. In Vietnam, the education system has put considerable effort into teaching students these skills to promote quality education as part of the United Nations-defined Sustainable Development Goal 4 (SDG4). This issue (...) has proven especially salient amid the COVID−19 pandemic lockdowns, which had obliged most schools to switch to online forms of teaching. This study, which utilizes a dataset of 1061 Vietnamese students taken from the United Nations Educational, Scientific, and Cultural Organization (UNESCO)’s “Digital Kids Asia Pacific (DKAP)” project, employs Bayesian statistics to explore the relationship between the students’ background and their digital abilities. Results show that economic status and parents’ level of education are positively correlated with digital literacy. Students from urban schools have only a slightly higher level of digital literacy than their rural counterparts, suggesting that school location may not be a defining explanatory element in the variation of digital literacy and resilience among Vietnamese students. Students’ digital literacy and, especially resilience, also have associations with their gender. Moreover, as students are digitally literate, they are more likely to be digitally resilient. Following SDG4, i.e., Quality Education, it is advisable for schools, and especially parents, to seriously invest in creating a safe, educational environment to enhance digital literacy among students. We present our method for tackling a legal case retrieval task by introducing our method of encoding documents by summarizing them into continuous vector space via our phrase scoring framework utilizing deep neural networks. On the other hand, we explore the benefits from combining lexical features and latent features generated with neural networks. Our experiments show that lexical features and latent features generated with neural networks complement each other to improve the retrieval system performance. Furthermore, our experimental results suggest the (...) importance of case summarization in different aspects: using provided summaries and performing encoded summarization. Our approach achieved F1 of 65.6% and 57.6% on the experimental datasets of legal case retrieval tasks. (shrink)

The COVID-19 pandemic prompted a nudge for public–private cooperation in healthcare to rapidly cope with limited resource. However, Vietnam’s historical reliance on a public healthcare system, combined with a traditional emphasis on socialization in the Polanyian sense, hindered the swift integration of the private sector. This research investigates path dependency in Vietnam’s public health sector, using theories including path dependency, Karl Polanyi’s double movement with legal analysis method to analyze the interplay of historical decisions, and socialist policies in healthcare. Recognizing (...) these institutional and market governance flaws, a deeper understanding of the role of law becomes vital in crafting strategies for a more resilient and sustainable healthcare system in Vietnam. In this article, Ho Chi Minh City is chosen as a case study due to its notable mix of public–private healthcare facilities and its status as a leading area in infection cases during the third COVID-19 wave. The article suggests that there should be a change in the way public and private sectors work together, one that is more in line with market-driven solutions which requires solid legal framework for cooperation beyond merely mobilizing resources.
