The aim of this study is to explain the intellectual formation, cultural and political implementation of the Azerbaijan National Movement in Azerbaijan under the rule of Tsarist Russia from the mid-19th century to 1918 and resulted in the establishment of the Democratic Republic of Azerbaijan in the context of Miroslav Hroch's approach to the three-phase development of national movements. It is very important to understand Miroslav Hroch's approach in order to understand the originality, fundamental dynamics and the way (...) of development of the Azerbaijani National Movement, which was revealed by the Turkish nationalists in Azerbaijan with many discourses and practices. In this study, the history of Azerbaijan National Movement is divided into three phases through Hroch's approach. Phase A, which began in the mid-19th century, had a purely cultural, literary and folkloric content, while a modern nation from the ethnic group was formed by the nationalist agitation through the transition to Phase B in the early 20th century. The core of J.G. Herder's philosophy of nationalism lies in the conviction that human creativity must be embedded in the particular culture of a communal language. While he acknowledged that this cultural particular must be integrated into a more universal humanity, he insisted that each culture should preserve its incommensurable distinctiveness. He also called for a new method of enquiry regarding history, one that demands empathetic sensitivity toward the uniquely individual while realizing that there are few gains without losses. (...) Barnard demonstrates that Herder, despite his innovative work on the idea of nationality, was fully aware of the dangers of ethnic fanaticism, but also of the hazards of what is now known as globalization, recognizing that these must be tempered by a sense of universal humanity. Barnard shows that Herder anticipated modern theories of the dynamics of cultures and traditions through the problematic interplay of persistence and change and that his speculations on cultural and political pluralism, on language as a democratic bond, and on the possible fusion of communitarian and liberal dimensions of public life remain relevant to contemporary debates. Attempts at formulating a dichotomous classification of nations and nationalisms have proliferated in the relevant literature over a long period of time. In this study some of the most influential instances of dual typologies of nationalisms are selected for interpretation and analysis. The examples include Renan's under?standing of differences between the "French" and the "German" concepts of nation; Kohn's distinction between "eastern" and "western" nationalisms; a revision of Kohn's dichotomy suggested by J. Plamenatz; and a more recent version of dual (...) typology propounded by L. Greenfield. By reconstructing the views of the selected theorists of nationalism, at the basis of all these typologies a dichotomous division into "civic" and "ethnic" nationalism is identified. Critical objections to this fundamental dual division are articulated at two levels. At the first, historical level, a socio-political contextualization of dual typologies points to their practical, political-ideological purposes. At the second, conceptual level, and drawing on the ideas of R. Brubaker, the author discusses analytical and normative weaknesses of the usual distinction between "civic" and "ethnic" nationalism. Predmet njegovog istrazivanja su Renanovo shvatanje razlika izmedju "francuskog" i "nemackog" pojma nacije, Konovo razlikovanje "istocnog" i "zapadnog" nacionalizma, Plamenceva revizija Konove dihotomije, kao i novija verzija dualnih tipologija Lie Grinfeld. Rekonstrukcijom stanovista izabranih teoreticara nacionalizma, autor u osnovi svih prikazanih tipologija identifikuje dihotomnu podelu na "gradjanski" i "etnicki nacionalizam". Kriticke primedbe ovoj osnovnoj dualnoj podeli formulisane su u dve razlicite ravni: istorijskoj i konceptualnoj. There are two observations about the history of Marxism as a theory, and of the movements informed by that theory, which command wide assent. The first is an indisputable empirical observation: socialist movements proved more successful in the relatively �backward� parts of the world than in the heartlands of capitalism, where Marx expected his ideas to take root and his prophecies to be fulfilled. Marxist ideas and Marxist inspired movements once registered important successes in Eastern and Central Europe (...) (distant as that now seems!), but not in Western Europe and North America. They also -- what concerns us in this essay -- occasionally triumphed, and frequently achieved some measure of influence even where they did not triumph, in �Third World� countries. The second observation is that the phenomena of nationhood and of nationalism were never adequately theorized within Marxism; nor, in most cases, were they dealt with satisfactorily in �practical� terms. This theoretical shortcoming was frequently pointed out by non-Marxists. In more recent times Marxists have been at the forefront in pointing to this lacunae or limitation. Nicos Poulantzas urges an imputedly reluctant audience, �we have to recognize that there is no Marxist theory of the nation�. Similarly Tom Nairn adjudges, in portentious tones: �The theory of nationalism represents Marxism's great historical failure.� Both these observations are indisputably true, but a paradox becomes apparent when they are juxtaposed. It would appear that Marxism proved more influential and successful in the former colonial and semi-colonial countries of the �East� than in the bourgeois societies of Western Europe, despite the fact that in the former region the national question, one of Marxism's great theoretical failings, was an issue of pressing political importance. How can one explain this paradox? This essay argues that a major part of the answer lies in the manner in which Lenin developed and reformulated Marx's theory. It suggests that the seeds both of the successful extension of Marxism to the underdeveloped parts of the world, and of its failure to develop a theory of the nation, lay in the reformulation of Marx's thought undertaken with the theory of imperialism. In order fully to understand how Lenin developed Marx's thought, it is first necessary to consider Marx's writings on the non-Western world and what would later come to be known as the 'colonial question'. Modern accounts of nationalism show the unmistakable traces of political, military, and cultural conflicts in every decade (...) of the twentieth century—from the era of nationalist rivalries before World War I to the redefinitions of gender, literature, and history that have emerged in contemporary postmodernism, postcolonialism, and multiculturalism.This connection between the texts of nationalist scholarship and the modern contexts of politics and culture suggests why historical narratives of nationalism have become part of the history of nationalism itself. Nationalism’s scholarly interpreters cannot easily separate themselves from the objects of their analysis, and their interpretations are often as diverse and fragmented as the nations they describe. This essay enters the debate on nationalism, describes recurring themes in the historical literature, and replicates a key characteristic of the historiography by stressing that the complexity of nationalism and its interpreters resists every simplifying, comprehensive definition. Histories of nationalism provide a striking example of how the history of ideas never reaches a point of uncontested closure and never finally escapes the political and cultural contexts in which all historical narratives are produced.Like most analysts of nationalism, I assume that it is one of the decisive forces in modern history and that its significance demands careful, critical analysis. It also calls for always incomplete definitions, one of which can be drawn from the German historian Peter Alter. The meanings of nationalism and national identity typically depend on various dichotomies that define the nation in terms of its differences from other places or people—the dynamic process of identity formation that has received wide attention in contemporary cultural studies. My own view of the “oppositional” structures in nationalist thinking coincides with the concise description by Peter Sahlins: “National Identity is a socially constructed and continuous process of defining ‘friend’ and ‘enemy’.... National identities... do not depend on the existence of any objective linguistic or cultural differentiation but on the subjective experience of difference.”2 Sahlins thus assumes that something called national identity is “there,” but he also insists that national consciousness is a “constructed” identity. Nationalism, in short, does not express or reflect a natural, primordial reality.The assumption that nationalisms are historical rather than natural phenomena shapes most of the scholarly literature, so that the study of nationalism leads to historical analysis rather than to biology or physical geography. Although there have been countless historical studies of nationalism in different periods, cultures, and conflicts,3 my discussion will refer to a small number of narratives that have made especially significant theoretical claims about the nature of nationalism. There is of course no way to analyze such theories without exclusions and generalizations, which I shall provide by focusing mostly on works about Europe and dividing the patterns of historical analysis into the following broad categories: (1) the description of nationalism as a central component of modernization, reflecting and also shaping intellectual, cultural, economic, social, and political transitions from premodern to modern history; (2) the claim that nationalisms are modern religious movements, related to but also displacing earlier religions; (3) the argument that nationalism is a linguistic, literary construction that depends on new forms of communication, intellectuals, and narratives; (4) the description of nationalism as a discourse of gender and ethnicity that shapes individual identities and also expresses anxieties about sexuality, culture, and respectability; and (5) the argument that nationalisms can be divided into categories (good/bad, Western/Eastern, [End Page 526] political/cultural) and phases that represent sharp differences in the development of modern... In his anthology of socio-political essays, Evolution and Human Life, Oka Asajirō, early twentieth century Japan’s foremost advocate of evolutionism, developed a biological vision of the nation-state as super-organism that reflected the concerns and aims of German-inspired Meiji statism and anticipated aspects of radical ultra-nationalism. Drawing on non-Darwinian doctrines, Oka attempted to realize such a fused or organic state by enhancing social instincts that would bind the minzoku and state into a single living entity. Though mobilization during the Russo-Japanese (...) War seemed to evince this super-organism, the increasingly contentious and complex society that emerged in the war’s aftermath caused Oka to turn first to Lamarckism and eventually to orthogenesis in the hopes of preserving the instincts needed for a viable nation-state. It is especially in the state interventionist measures that Oka finally came to endorse in order to forestall orthogenetically-driven degeneration that the technocratic proclivities of his statist orientation become most apparent. The article concludes by suggesting that Oka’s emphasis on degeneration, autarkic expansion, and, most especially, totalitarian submersion of individuals into the statist collectivity indicates a complex relationship between his evolutionism and fascist ideology, what recent scholarship has dubbed radical Shinto ultra-nationalism. The Indian nationalism has emerged after a long people’s movement the truth to which is often denied by a range of forces who have ideological leanings towards the ideology of Hindutwa. This paper is an attempt to revisit the historical context in which Indian nationalism has emerged and evaluate it in reference to the contemporary time. It emphasizes on the relation between the nation and the state with (...) special reference to its impact on the universities. Further, the paper suggests that in order to uphold the idea of university and nation, an inclusive and secular idea of nation has to be espoused. This article rehearses the critical theory of Craig Calhoun’s book on nationalism and applies his threefold typology of ‘project, discourse, evaluation’ to the peculiar case of modern Philippine nationalism. The Republic of the Philippines is a marine archipelago of over 7100 islands and 85 million people of various ethnic, linguistic and cultural identities. Because of its history of colonizations (Spanish, American, Japanese), the predominance of Christianity, and the lack of a unified or prestigious pre-modern religious, political or (...) economic order, the Philippines is frequently positioned as ‘in but not of Asia’. Because Filipinos are made acutely aware of their peculiar trajectory as a modern nation-state and precarious position within the region, the dominant discourses of ‘the Philippines’ have been too anxious to construct a genealogy of the modern nation-state as telos and to assert some form of ‘Filipino’ identity and spirit. Now that the nationalist moment of contemporary nation-states has passed with the fading of the post-Second World War ‘developmentalist state’ project and its usurpation since the 1980s by ‘the globalization’ project, an opportunity is afforded for a changing of our critical lens from searches for revolutionary projects of founding myths and ends, of romantic nationalisms, or of nostalgic returns to pre-modern idylls (whether ethnic or colonial). Accordingly, this article has three parts. Part One provides a brief synopsis of Calhoun’s arguments about nationalism. Part Two applies these critical insights to the case of Philippine nationalism, especially as it is expressed in the historical and social sciences. For centuries, philosophers, political scientists, and jurists have struggled to understand the possibilities for justice and peace among a multiplicity of sovereign states. Like Dante, who sought to organize the world under the authority of the Holy Roman Empire, many theorists have tried to explain how sovereign states should be governed to ensure stability and peace in the absence of any established higher authority. Theories of World Governance traces the various conceptual approaches to world harmony from the close of the (...) Middle Ages to today. Considering the immediate problems of order in a decentralized world community, Cornelius F. Murphy, Jr., outlines what he believes are the essential long-term conditions for world peace. Covering a wide range of disciplines -- from theology and philosophy to jurisprudence, ethics, and sociology -- Murphy explores how theorists have reflected upon the necessary components of an effective global order. At the outset, the thought of Christian Europe was shaped by a belief in a natural order established by the Creator of the universe. However, with the advent of the Enlightenment, the connections between the human and the transcendent were severed. There was a movement from a theocentric understanding of the powers of the human mind to an intellectual outlook that blurred the distinctions between the divine and human. This study in the history of ideas examines the profound effects of the fundamental shift from transcendence to immanence upon the development of international theory. Murphy discusses the thought of Leibniz, Wolff, Kant, Hegel, and Phillip Allott, among others. The study concludes with an extended reflection on the importanceof a sound political philosophy to the future well-being of the global community. Possible improvements in the existing arrangements, such as reform of the United Nations, are discussed. Murphy suggests that in order for a society of sovereign states to be transformed into a world political community, human rights and self-governance within states must first be strengthened and, at the same time, individuals of all states must begin to realize their responsibilities toward the whole human family. The claim that liberal democratic normative commitments are compatible with nationalism is challenged by the widely acknowledged fact that national identities invariably depend on historical myths: the nationalist defence of such publicly shared myths is in tension with liberal democratic theory’s commitment to norms of publicity, public justification, and freedom of expression. Recent liberal nationalist efforts to meet this challenge by justifying national myths on liberal democratic grounds fail to distinguish adequately between different senses of myth. (...) Once this is done (drawing on Arthur Danto’s analytical philosophy of history), it becomes apparent that historical narratives cannot be justifiably shielded from criteria of truth and significance, and that genuinely historical myths are incompatible with liberal democratic political philosophy. In this essay, I assess Stalin’s ideas and concepts about nationalities, their ‘manipulability’ and their legacies. I do this by briefly reconstructing their theoretical and political roots in both Tsarist and socialist traditions. Special attention will be paid to the discovery of a positive correlation between economic development and the growth of nationalism among ‘backward’ peasant peoples, which went against the grain of previous socialist beliefs, and to the appearance of a theory according to which socialism would naturally (...) produce a superior national-popular society. After discussing the evolution of these ideas and concepts, their practical applications, and the reaction they generated up to 1953, I will focus on the Soviet post-Stalinist theories and practices, and their results, also by taking into consideration the development in Soviet times and after 1991, of new, hybrid variants of Russian nationalism, as well as of Eurasian trends. The article looks into the history of the Albanian national question and the Balkans. It talks about the intellectual movement known as the Albanian National Renaissance which was considered the key catalyst of many important processes for the organization of Albanians. It mentions the Albanian nationalism that represents a sui generis nationalism, which has gone through transformations over time and created as an intellectual and cultural nationalism through a nationwide movement.

This far-ranging and ambitious attempt to rethink postcolonial theory's discussion of the nation and nationalism brings the problems of the postcolonial condition to bear on the philosophy of freedom. Closely identified with totalitarianism and fundamentalism, the nation-state has a tainted history of coercion, ethnic violence, and even, as in ultranationalist Nazi Germany, genocide. Most contemporary theorists are therefore skeptical, if not altogether dismissive, of the idea of the nation and the related metaphor of the political body as an (...) organism. Going against orthodoxy, Pheng Cheah retraces the universal-rationalist foundations and progressive origins of political organicism in the work of Kant and its development in philosophers in the German tradition such as Fichte, Hegel, and Marx. Cheah argues that the widespread association of freedom with the self-generating dynamism of life and culture's power of transcendence is the most important legacy of this tradition. Addressing this legacy's manifestations in Fanon and Cabral's theories of anticolonial struggle and contemporary anticolonial literature, including the Buru Quartet by Indonesian writer Pramoedya Ananta Toer, and the Kenyan writer Ngugi Wa Thiong'o's nationalist novels, Cheah suggests that the profound difficulties of achieving freedom in the postcolonial world indicate the need to reconceptualize freedom in terms of the figure of the specter rather than the living organism. ABSTRACT Between the 1910s and the 1940s, American naturalists carried out a number of ornithological expeditions in Colombia. With the help of Colombian naturalists, thousands of skins were brought to natural history museums in the United States. By 1948 these birds had become an important treasure: American ornithologists declared Colombia the nation with the most bird species. This story sheds new light on the role science played in the expansion of U.S. political, economic, and cultural influence in Latin America in (...) the early twentieth century, as well as on the relation between nationalist movements in Latin America and the study of the natural world. Recognizing a complex but fruitful interaction between nationalist policies and imperial practices proves important for understanding the success of the naturalists' enterprise in Colombia. (shrink)

The concern of this paper is to critique the political conception of nationalism as a theory of the nation-state. The basic point of the critique is that when the interests of the nation and the principles of the state coincide there emerges a fierce sense of national identity which endangers moral indifference to outsiders, the people within and outside the national boundary, without remorse. Here the attempt to uphold national identity is something more than nationhood. (...) Besides involving territorial identity, common language, custom and culture essential to the idea of a “nation,” it also upholds the consciousness of these as determining separate rights and allegiances, the idea of attachment to a nation and its interests. Such a consciousness can emerge only on the adoption of certain populist ideas such as racism, ethnicity and even such popular elusive myths as the “greatness” of a nation, the urge for the maintenance of “national character,” etc. Such “nationalist xenophobia” leads to the intensification of the distinction between the “own” and the “other,” “national” and the “alien,” the “citizen” and the “migrant” leading to “ethnic disharmony,” “colour bias,” hatred and suspicion of persons with whom one has lived closely as neighbours for decades. The most popular is the economic discourse of the “migrants” putting the “nationals” out of work. All this has its toll on multi-culturalism and humanitarian concerns. Many affluent nations have become cold to human misery, suffering and deaths from wars, terrorism, acute poverty, political persecution, environmental degradation, etc. This has created an “existential” crisis for millions of people on earth. Since UNESCO launched its Culture of Peace Programme, it has helped mobilize people from all walks of life and from all continents to support the transformation from a culture of war and violence to a culture of pace. This is a report of the Programme's actions.

Nationalism is generally associated with sentiments, ideologies, and social movements that involve strong commitments to a nation, conceived as a potentially self-sustaining community of persons bound together by a shared history and culture. Recent empirical and normative discussions have been concentrated on revisionist instances of nationalism, that is, on sentiments, ideologies, and social movements that aim to gain power, political autonomy, or territory for a particular nation. I will here take a somewhat broader view of nationalism, focusing (...) on persons who have a bland and conservative commitment to their own country. Quite content with thestatus quo,these persons view it as legitimate and even admirable that they and their political leaders should show a pre-eminent concern for preserving and enlarging their own collective advantage. Most citizens of the affluent countries – however condescendingly they may regard the revisionist nationalisms of the Serbs, Kurds, Tamils, Irish, and Québécois – are nationalists in this sense, and extreme ones at that. The analysis of the Reden an die deutsche Nation highlights the ambiguity of the concept of Nation, strictly connected to the thesis of the primacy of Germans. This paper interprets and analyzes the debate having taken place in 1995 between E. Gellner and A. Smith concerning the problem of the emergence of nations. This discussion is used as an example to show the basic general features of two approaches in theories of nationalism - the modernist and the ethno symbolic ones. Pointing to the common assumptions shared by Gellner's and Smith's theories of nations, the author interprets ethno-symbolism as a sort of internal self-criticism of the modernist (...) standpoint. This polemic is therefore interpreted not as a debate between "creationist" and "evolutionist" solutions to the problem of the emergence of nations, but rather as a debate between two theoretical paradigms defining different research priorities in studying nations and nationalisms. From this perspective, the author concludes that the ethno symbolic approach to the genealogy of nations has broader heuristic capacities than the modernist paradigm, at least when the emergence of "peripheral nations" and the understanding of the dynamic of their nationalisms are concerned. Na primenu ove diskusije prikazane su osnovne opste karakteristike dva pristupa u teorijama nacionalizma modernistickog i etnosimbolickog. Ukazujuci na zajednicke pretpostavke Gelnerove i Smitove teorije nacija, autor je etnosimbolizam tumacio kao jednu vrstu unutrasnje samokritike modernistickog stanovista. Na taj nacin, ova polemika nije interpretirana kao spor izmedju "kreacionistickog" i "evolucionistickog" resenja problema nastanka nacija, vec prevashodno kao spor dve teorijske paradigme koje razlicito odredjuju istrazivacke prioritete u tematizaciji nacija i nacionalizama. National history has once again become a battlefield. In internal political conflicts, which are fought on the terrain of popular culture, museums, schoolbooks, and memorial politics, it has taken on a newly important and contested role. Irrespective of national specifics, the narratives of new nationalism are quite similar everywhere. National history is said to stretch back many centuries, expressesing the historical continuity of a homogeneous people and its timeless character. This people struggles for independence, guided by (...) towering leaders and inspired by the sacrifice of martyrs. Unlike earlier forms of nationalism, the main enemies are no longer neighbouring states, but international and supranational institutions. To use national history as an integrative tool, new nationalists claim that the media and school history curricula should not contest or question the nation and its great historical deeds, as doubts threaten to weaken and dishonour the nation. This book offers a broad international overview of the rhetoric, contents, and contexts of the rise of these renewed national historical narratives, and of how professional historians have reacted to these phenomena. Pocock, Virtue, Commerce, and History1In 1973, Roberto Schwarz published a paper that profoundly marked a generation of thinkers in Latin America: "As idéias fora do lugar" ("Misplaced Ideas").2 It was originally intended to provide a theoretical framework for "progressivist" authors to counter the influence of nationalistic tendencies that, in the 1960s and 1970s, were particularly noticeable among the leftist political organizations.3 Yet, the concept of "misplaced [End Page 149] ideas" soon proved especially productive for theorizing the problematic development of ideas in Latin American history. Schwarz's text thus became the fundamental point of reference for those in the field who intended to question the hitherto predominant paradigms in cultural and literary critique, which were mostly inspired by the Romantic-nationalistic tradition. Notwithstanding, a quarter of a century later, Schwarz's original contribution in this regard needs to be reassessed. In the course of the last twenty-five years, the apparent loss of the national states' centrality helped to reveal the inherent complexity of the processes of cultural exchange hidden behind a perspective that still tended to conceive of them exclusively in terms of inter-national relationships. Furthermore, a series of new developments in the disciplines specifically dedicated to analyzing those kinds of exchange processes compels us to reconsider some of the implicit assumptions in Schwarz's concept and reformulate it.The object of this paper is to explore, in the light of the new realities of the last fin-de-siècle, new perspectives regarding the dynamic of ideas and cultural exchange in peripheral areas (of which Latin American is only a particular case), utilizing the new conceptual tools provided by the recently developed disciplines and theories in the field. Ultimately, the present work intends to raise a broader, epistemological, issue, whose relevance exceeds the local context. As it shows, the shortcomings in Schwarz's theory spring from a crude linguistic view, which is inherent in the "history of ideas," that reduces language exclusively to its referential function. A more precise distinction of the different levels of language will thus help to reveal aspects and problems that Schwarz's perspective obliterates. Yet, as this paper also intends to demonstrate, Schwarz's original intellectual project may be disentangled from its linguistic premises and recovered for cultural critique. Applied in a new way, it can still provide a theoretical framework to comprehend the intricacies of the processes of cultural exchange, and, more specifically, the problematic dynamics of ideas in Latin America that Schwarz intended to analyze. The article delineates how actors invoke nationalizing accounts—accounts that turn local conditions, actions, and actors into national ones—in everyday talk. Taking the case of Japanese university scientists depicting their commercialization trajectories after the adoption of a set of policies that originated from the U.S., the article delineates how scientists stipulate what they do is Japanese. I outline the discursive practices through which they posit that the cause of others’ actions, or of they themselves, derives from some kind of ethno- (...) class='Hi'>national distinctiveness. Interviews show how such nationalizing accounts were made through the inevitable gaps between local practices and formal global structures. Scientific and commercialization practices in Japan that deviated from the original form were explained not only through the institutional differences between the U.S. and Japan, but also through lay categories of “culture,” ethno-psychology, and readily available tropes about Japanese history. In such nationalizing accounts, what the Japanese scientists did under these new, and explicitly global policies, was argued to be fundamentally Japanese because they were rooted in and caused by the ethno-national character. As new institutional theory suggests, a decoupling between formal rules and local contingencies is a hallmark of any institution. The article further shows that such decoupling could then be used as a resource for everyday nationalism. At least in some cases, the global adoption and the localization of a global form may create an opportunity to enact the nation, contributing to a discourse that posits that an imagined community is distinct and special, precisely as the world becomes more globalized. Two decades ago Benedict Anderson commented that "'the end of the era of nationalism,' so long prophesied, is not remotely in sight" [IC 3], and the intervening (...) years have made it increasingly clear that the developments and processes we summarize as "globalization" operate in mingled synchrony and tension with the political form of the nation-state. 1 That the nation-state should remain the premier vehicle of political and economic legitimation in an era dominated by American imperialism and international capital--forces that, of course, regularly and flagrantly violate the sovereignty of disadvantaged nations--is unsurprising if one accepts the continuing pertinency and power of a Western master-narrative of modernity, according to which the nation represents the emergence of a people into history and prefigures the global achievement of universal human concord. As the proper subject of history, the nation-state can prefigure history's end because, as David Lloyd writes, "the particularism of [nationalism's] contents, potentially in contradiction with the universalism of modernity, is subsumed in the formal congruence between its own narratives of identity, directed at one people, and the narrative of identity that universal history represents for humanity in general" ["Nationalisms" 178]. Lloyd goes on to note that the nation's intermediate status in this narrative--halfway between primitive tribalism and modernity's ever-deferred perpetual peace--accounts for nationalism's irreducibly double association with modernization and atavism. In consequence, the modernist paradigm continues to rule many skeptical or hostile accounts of nationalism, for so long as the nation-state is taken to supersede other political or social formations, the cosmopolitan critique fails to challenge "the fundamental philosophy of universal history that underwrites nationalism's inscription in modernity" ["Nationalisms" 177]. Indeed, both in the corporate media and in mainstream Western political discourse generally, nations and nationalisms are commonly treated as atavistic or progressive depending on the degree to which their behavior harmonizes with globalizing imperatives. That these imperatives emanate quite blatantly from Wall Street in no way seriously troubles the effectiveness of modernity as a narrative paradigm. 2Seeking to discredit universalizing narrative, much cultural criticism in recent years has exchanged cosmopolitanism and the abstract question of "nationalism" for an emphasis [End Page 58] on the contextual construction of national movements or identities. 3 This valuable body of work has sought to recover the particularity of cultural and socioeconomic circumstance, stressed the fundamental role of racism in colonialist contexts, and noted ways in which nationalist movements draw on or unleash forms of resistance that challenge representationalist politics. The pages that follow, however, remain focused on the nationalist fantasy proper to the discourse of modernity. Cultural critique can only profit from knowing as much as possible about the favored turns of the universal-historicist model, particularly since, as Lloyd and others have emphasized, this model is an aesthetic one that grants a world-historical role to "culture." The state, in a tradition that in its main lines runs from Schiller through Hegel and Matthew Arnold and is still very much alive today, represents the community to itself, thereby giving the community form and in a certain sense giving it an ethical imperative and a future: the state represents "our best self" [Arnold 99, passim], "the archetype of a human being" [Schiller 17], because it signifies the formal unification both of the citizen with the community and of the community with universal humanity. Because this unification is ideal rather than actual, it can be projected as the ethical terminus of history (that is, as the ideal of an accomplished modernity). The state's core mission thus becomes pedagogical: its job is to acculturate its subjects into citizens. We examined whether variations in contextual diversity, spacing, and retrieval practice influenced how well adults learned new words from reading experience. Eye movements were recorded as adults read novel words embedded in sentences. In the learning phase, unfamiliar words were presented either in the same sentence repeated four times (same context) or in four different sentences (diverse context). Spacing was manipulated by presenting the sentences under distributed or non‐distributed practice. After learning, half of the participants were asked to retrieve the (...) new words, and half had an extra exposure to the new words. Although words experienced in diverse contexts were acquired more slowly during learning, they enjoyed a greater benefit of learning at immediate posttest. Distributed practice also slowed learning, but no benefit was observed at posttest. Although participants who had an extra exposure showed the greatest learning benefit overall, learning also benefited from retrieval opportunity, when words were experienced in diverse contexts. These findings demonstrate that variation in the content and structure of the learning environment impacts on word learning via reading. (shrink)

This article seeks to further our understanding of what methodological nationalism is and to offer some insights towards its overcoming. The critical side of its argument explicates the paradoxical constitution of the current debate on methodological nationalism – namely, the fact that methodological nationalism is simultaneously regarded as wholly negative and all-pervasive in contemporary social science. I substantiate the idea of this paradox by revisiting some of the most successful attempts at the conceptualization of the nation-state that (...) have sought to transcend methodological nationalism in four disciplines: sociology, nationalism studies, anthropology and social psychology. The positive side of my argument offers a distinction between different versions of methodological nationalism with the help of which it tries to address some of the problems found in the literature. Theoretically, methodological nationalism is associated with, and criticized for, its explanatory reductionism in which the rise and main features of the nation-state are used to explicate the rise and main features of modernity itself. Historically, the article reassesses the problem of its prevalence, that is, whether methodological nationalism is a key feature of the history of the social sciences. (shrink)

Czech history defies dominant Western progressive historical narratives and moral evolutionism. Czech free-market democracy was defeated and betrayed three times in 1938, 1948, and 1968. The Czech Protestants were defeated in the fifteenth and seventeenth centuries. Consequently, Czechs have a different perspective on the traditional questions of speculative philosophy of history: Where are we coming from? Where are we going? What does it mean? They ask further: where and why did history go wrong?Jan Patocka , the leading Czech philosopher and (...) the author of Charter 77 of human rights, traced the repeated historical tragedies of the Czechs to the origins of their national movement in the imperial liberation of the serfs in the eighteenth century, debating the dominant nationalistic belief in national historical continuity, leading to linguistic nationalism. Patocka accused his nation of being "petty," of low social origins and interests, unlike their elitist neighbors. Despite his obsession with aristocracies bent on any transcendence, Patocka thought that the Czechs should have fought the Nazis in 1938 for the transcendental ideal of democracy. Linguistic nationalism led the Czechs and their leaders to choose life in slavery in their Hegelian conflict with the German masters.The Czech reception of Patocka's philosophy of Czech history has been mixed. I criticize the philosophical, political, and historical shortcomings of Patocka's discussion. Contemporary Czech attitudes to their history are forgetfulness; new Czech historicism tracing a continuity from Jan Hus to Václav Havel; and a search for historical truth and philosphical understanding of history that has political implications. There has been in recent decades very substantial work done on the concept of a nation, nationality and nationalism. In spite of the world coming together on many fronts—particularly, economy and a multicultural habitat formations especially in Europe and North America—these ideas remain politically volatile. In modern times, the idea of a nation has become powerfully associated with the idea of the state and the two notions are frequently used almost interchangeably. If among the emotional ties that form the (...) basis of the idea of a nation, we add a strong sense of belonging to a specific culture with its own history, traditions and the sharing of ethical and aesthetic values—it may quite naturally lead to the idea of one-nation, one-state and one culture. Such indeed has been a trend in the European concept of the idea of a nation of the 18th, 19th and partly of the twentieth century. However, same cannot be said about Indian nation. If we closely look at the growth of Indian nationalism in the backdrop of anti-colonial movement and formation of Indian state after gaining independence, we find lack of unanimity among thinkers. This paper explores the growth of Indian Nationalism and formation of Indian Nation through the eyes of one of the most seminal contemporary Indian thinkers Sri Aurobindo. (shrink)

Republics of Knowledge tells the story of how the circulation of knowledge shaped the formation of nation-states in Latin America, and particularly in Argentina, Peru and Chile, during the century after Iberian rule was defeated in the 1820s. Most immediately, the author has sought to provide a cross-disciplinary approach to the history of knowledge, combining the methods of global intellectual history with a new way of thinking about nations as experienced and enacted as well as how they are imagined, and (...) in so doing offer a new interpretation of the history of independent Latin America to illustrate its wider significance in the making of the modern world. By bringing these lines of inquiry together within a transnational framework, Nicola Miller shows how evidence from the pioneering nations of Latin America can invite historians to rethink many of their general theories about how knowledge travels and how a sense of nationhood is created. The book is designed to stimulate debate about the significance of knowledge not only in Latin America but in all modern societies. As Miller explains, Latin America is usually regarded as an exception to general theories, notably of colonialism, nationalism and liberalism; and yet it was in that part of the world, not in Europe, that the Age of Revolution brought the founding of a second wave of modern republics, and it was in Latin America that pioneering attempts were made to apply liberal principles in societies with inherited caste divisions and corporate institutions. In _Movement and the Ordering of Freedom_, Hagar Kotef examines the roles of mobility and immobility in the history of political thought and the structuring of political spaces. Ranging from the writings of Locke, Hobbes, and Mill to the sophisticated technologies of control that circumscribe the lives (...) of Palestinians in the Occupied West Bank, this book shows how concepts of freedom, security, and violence take form and find justification via “regimes of movement.” Kotef traces contemporary structures of global mobility and resistance to the schism in liberal political theory, which embodied the idea of “liberty” in movement while simultaneously regulating mobility according to a racial, classed, and gendered matrix of exclusions. This article argues that nationalism is an important topic in Bertrand Russell's thinking about politics and society and that his writings on this subject are worthy of consideration by those who study nationalism today Russell anticipates contemporary "modernist" and "ethnicist" accounts of nationalism, providing, over a lifetime, the precedent of both of these theories struggling within the bosom of one thinker. Russell's theory is structurally closer to that of the modernists. Like them, Russell believes that the (...) growth of a modern global economy has made all nationalisms, whether progressive or reactionary, obsolete. But after declaring the obsolescence of nationalism in 1917, Russell was compelled to wrestle with the persistence and vitality of nationalist movements and sentiment throughout the rest of the century. The author argues that Russell's experience suggests that this modernism, which dismissed all nationalisms, led to political absurdities and compelled Russell to argue for the distinction between predatory and imperialist nationalisms—a distinction he had rejected in the wake of World War I. Our thinking is still the captive of the dichotomy “national/ international.” The reaction to nationalism takes the form of an abstract internationalism, and reaction to internationalism leads to the rebirth of nationalism. However, this dichotomy was only true (and that relatively) in 19th century Europe, or at the latest, at the beginning of the twentieth century, when subnational cultures seemed on the way to disappearing, and everything European was considered “universal” (two hypotheses that the facts prove to (...) be untrue). As H. Frey observes, “Today, the decline or decadence of the West is part of the contemporary view of the world, like the electron or the dinosaur.” The linear outline of progress, with Europe at the head, did not withstand the test of the First World War. The year 1918 marked the beginning of the end of Europeanism. Since then, we have begun to speak of “areas of civilization” (Splengler), “civilizations” (Toynbee), “cultural coalitions” (Lévi-Strauss). The existence of “areas of civilization” (regions) is commonly admitted today; it has entered journalistic language and even the structure of regional commissions and agencies of the United Nations (Europe, Near East, Southern Asia, South-east Asia, and the Far East). New communities have inserted themselves between nations and humanity. What do they represent? Are they something unique, or are they divided into a certain number of types in opposition to each other because of some characteristic? And in what way have they modified our view of universal history? (shrink)

The concept of the national is often perceived, both in public and academic discourse as the central obstacle for the realization of cosmopolitan orientations. Consequently, debates about the nation tend to revolve around its persistence or its demise. We depart from this either-or perspective by investigating the formation of the ‘cosmopolitan nation’ as a facet of world risk society. Modern collectivities are increasingly preoccupied with debating, preventing and managing risks. However, unlike earlier manifestations of risk characterized by daring actions (...) or predictability models, global risks can no longer be calculated or forecast. Accordingly, more influence accrues to the perception of risk, largely constructed by media representations. Cosmopolitanized risk collectivities are engendered through the anticipation of endangered futures which are, for the most part, communicated through an increasingly global media scape. While global media events produce shared exposure, risk conceptions retain distinctive political-cultural features as their respective meanings are prefigured by path-dependent pasts. Nevertheless, the promulgation of risk societies, we argue, results in a reimagination of nationhood which takes place in the context of: global norms (e.g. human rights); globalized markets; transnational migrations; global generations and their embeddedness in civil society movements; and the local interpenetration of world religions to name but a few of the global backdrops shaping new associational intersections. We develop our argument in four interrelated steps. Contrary to essentialized notions of nationalism or universal versions of cosmopolitanism, we address the cosmopolitan reconfiguration of nationhood by differentiating between presumptions of thick belonging and the actual proliferation of cosmopolitan affiliations. In a second step we overcome the territorial fixation of the social sciences by shifting our attention to temporal dimensions, with a particular focus on competing conceptions of the future. In a third step we demonstrate how these cosmopolitan transformations of nationhood are taking place in the context of a world risk society regime that marshals a set of cosmopolitan imperatives situating the global other in our midst. In a fourth step we illustrate these developments by exploring how the mediatization of risk, and concomitant notions of the future, contribute to the reimagination of cosmopolitan risk collectivities. This article analyzed Otto’s Bauer idea of the nation and assessed its meaning and significance qua liberal nationalism and the expansion of national minority rights in Europe. It argued that Bauer's formulation of the same rights for all minorities exposed certain limitations of multicultural theory, namely the failure of liberal multicultural theorists to adequately address the consequences of special minority rights and the potentially transformative role of labor in liberal societies that necessarily seek to be inclusive.Further, Bauer's (...) idea of cultural autonomy raised important and relevant implications for advancing national minority rights in Europe. In particular, his initiative exposed possible ways to promote the social of cultural rights of EU Charter on Fundamental Rights. Given this and the EU's commitment to labor rights, it is curious that Bauer’s theory has not received the attention it deserves. Indeed, even if Bauer's ideas prove somewhat non-conventional by liberal standards, it is still important that we see his ideas as serving some elemental purpose in linking the advancement of national values and sentiment with the EU goal of integration. While there is much writing on the nation as the subject of linear history, considerably less attention has been paid to the dimension of the nation as the always identifiable, unchanging subject of history. This unchanging subject is necessitated by the ascendancy of the conception of linear time in capitalism in which change is viewed not only as accelerating, but can no longer be framed by an ultimate source of meaning such as God. Ostensibly, linear history is the falling of (...) events into the "river of time," but national history also posits a continuous subject to gather these changes. Such a subject is recognizable only by the spiritual qualities of authenticity, purity, and sacrality. The nation-state and nationalists stake their claim to sovereign authority, in part, as custodians of this authenticity.A range of figures, human and non-human, come to symbolize a regime of authenticity manipulable to some extent by nationalists and state-builders. This essay focuses on the instance of women in early twentieth-century China. Nationalists and cultural essentialists tended to depict women as embodying the eternal Chinese civilizational virtues of self-sacrifice and loyalty and to elevate them as national exemplars. The essay also examines cases of how women themselves may have perceived this role as exemplars and concludes that while there was considerable subversion in their enunciation of this role , there was sufficient reference to the prescriptive code of authenticity in their self-formation to sustain the regime of authenticity. The essay ends with some thoughts about the changing relationship between authenticity and intensifying globalization in the contemporary world. (shrink)

The relationship between ecology and democracy has a complex history and an uncertain future. Ecological crises threaten all forms of life on earth, and democracy too is endangered, as popular discontent, elite malfeasance, and unresponsive institutions herald crisis if not collapse. It is clear that our present political concepts and institutions are inadequate for meeting the challenges of living in right relation with the more-than-human world and, moreover, that these inadequacies are themselves symptoms of a failing political-cultural story and a (...) lack of concrete practices of ecological renewal, a story that does not recognize that there is no "people" without the earth and that power is not held by humans alone but in common with the natural world--intensifying weather events effected by climate change are only the most obvious example. Earthborn Democracy upends conventional accounts, which view democracy as a modern invention, by probing deep histories of egalitarian political organization beyond the ancient Athenian efforts so feared by the American founders in the premodern Americas, Mesopotamia, and many other egalitarian cultures. Unlike the constitutional democracies in nation-states, which are in service to economic directives, the political practices and stories excavated in the book illustrate the interdependence necessary to inspire and orient the work of ecological and democratic renewal. Responses to climate catastrophe call for an understanding of how unconscious desire can be a resource for collective democratic action. Developing an embodied account of the unconscious in which a desire for pleasure is central, the authors examine the knowledge and living traditions of Indigenous communities; the incorporation of "pleasure activism" into contemporary social movements and antiracist struggles; and practices of cooperation-cross-species affinity and relational grassroots political organizing around the world. The resonances across these examples trace the possibility for renewal of individual and collective selves through the work of ecological attunement and restoration. Building from re-envisioned democratic histories and this radical rereading of the collective unconscious, they show how contemporary political experiments and practices might cultivate and channel desires for autochthonous-earthborn-democracy, as the Athenian mythos names it. This doctoral thesis examines the phenomenon of Filipinization, specifically understood as the ideological construction of a “Filipino identity” or ‘Filipino subject-consciousness” within the highly determinate context provided by the Filipino ilustrado nationalists such as José Rizal, Marcelo H. del Pilar and their fellow propagandists inasmuch as it leads to the nineteenth (19th) century construction of the modern Philippine nation. Utilizing Jacques Derrida’s deconstructive thinking, this study undertakes a genealogical critique engaged on the concrete historical examination of what is meant by (...) the term “Filipino” across a select historical timeline (1864-1898) and the various notions of Filipino identity implied by the different contexts within which the term “Filipino” has been employed. More specifically, it undertakes a selective philosophical excavation of three seminal texts in the history of Filipinization, viz.: 1) the Manifiesto of Padre Jose Burgos; 2) the writings of the Filipino ilustrados in La Solidaridad; and 3) Jose Rizal’s Annotations on Dr. Antonio de Morga’s Sucesos de las Islas Filipinas. -/- The philosophical claim of this work is the idea that Filipinization, taken as the differential construction of Filipino identity, is the effective translation of the colonial epistemic violence of Eurocentric racism and its consequent “horror of absolutism” into the homo-hegemony of Filipino nationalisms. By fetishizing the notion of a carefully constructed and essential “Filipino-identity,” Filipinization and the current nationalist discourses that utilize them, unwittingly, stands complicit with the same colonial violence and hegemony that they wish to combat. This happens precisely when the very structures of colonial oppression, on the ideological and practical levels, are transmogrified into nationalist ideals that assume legal and political power unto themselves in a self-referential and self-legitimating fashion. -/- Three processes will demonstrate the above thesis: first, by examining historical texts and setting itself against established nationalist historiographies, a genealogical analysis of the term “Filipino” reveals it as a pliable signifier whose semantics have evolved through time. From its originary referent in the Spanish criollo (creole), it has come to refer to people who would have been otherwise entirely alien to this class, viz., the mestizos (both Spanish and Chinese), the principalia (native elite), and eventually, the lowland Catholicized natives themselves. The historical hermeneutic of this identity-discourse in Padre José Burgos’ Manifiesto yields the fact that what gives the term “Filipino” its semantic consistency as a class concept is its essential constitution as a Hispanic and Catholic identity. -/- Second, from this semantic identification of the term “Filipino” as a Hispano-Catholic identity, we proceed to clarify the meaning of Filipinization in terms of the nationalist propaganda carried out by the Filipino ilustrados in the fortnightly periodical La Solidaridad. Here, the specific ilustrado construction of Filipino identity as a Spanish citizen (ciudadano Español) is revealed precisely as a political and legal construct that served as the basis for their own politics of social inclusion/exclusion. Filipinization can only be applied to those who have been hispanized and Christianized and never to those tribes who have resisted and remained outside Spanish colonial authority. Filipinization is thus revealed as a process of Hispanization and Christianization whereby the recipients of Spanish colonial hegemony are transformed into the religiously docile bodies of the Spanish Empire. -/- From this highly determinate context, the study proceeds to examine Rizal’s ontological grounding of collective Filipino-ness in the mythological construction of the pre-hispanic past as the source of a unique Filipino ancestrality. In his work on de Morga’s Sucesos, what is revealed is a mythologization that grounds a native, essential Filipino identity within a past unscathed by the Spanish colonial experience. Such mythologization, however, can only be possible through an anachronistic nationalist interpretation of historical data. Here, Filipinization is revealed as an exclusive prerogative, a nationalist program by which Rizal and the ilustrado class can combat the evils and excesses of the Spanish colonial enterprise. Ironically, though, this same struggle for emancipation also became an instrument by which the ilustrado class can retain their unjustified position of power over those who belonged to the colonial underside, thus, securing the possibility of perpetuating their own ilustrado bourgeois class interests. -/- Such discursive complicity is the essence of the myth of Filipinization: it presents nationalist identity discourse as an anti-colonial enterprise while being underlined by an economy of motives designed to cater primarily to the exclusive interests of the elite and ilustrado class. Thus, instead of securing the genuine, inclusive emancipation of all colonial subjects and a more humane existence for the poor and suffering majority, ilustrado nationalism has, ironically, merely reinforced those operative structures of colonial discrimination and oppression when the ilustrados: 1) grounded their racial theory upon the very same discourse of Eurocentric superiority that they are precisely supposed to question and 2) claimed a patrimony over Filipinas as their exclusive sovereign inheritance. These two factors illustrate how the manifest transfer of power from the Spanish Empire to the Philippine sovereign nation (and later as a nation-state) illustrate how Filipinization merely has transmogrified the face of Spanish colonialism into its new, subtle, and worse form in Filipino nationalism. -/- In this vein, the existence of the 19th century modern Philippine nation merely masked and deferred the crisis that was supposed to transfer power from the Spanish Empire to the multitude of the poor and suffering native indio majority. This crisis became all the more difficult to address be-cause of the duplicitous character of the discourse of Filipinization itself. It has not only effectively transferred power into the hands of the nationalist elite but also captured authentic emancipatory discourse within the identity-trap against which it can only hope to get out. This study concludes with the claim about the impossibility of ever escaping and overcoming the epistemic and practical violence necessarily contained within the historical discourse of colonialism. Or simply, we have no language or discourse that would enable us to overcome the complicity of Filipinization with the very (epistemic) violence against which it has set itself. (shrink)
