In this article, we present an ethics framework for health practice in humanitarian and development work: the ethics of engaged presence. The ethics of engaged presence framework aims to articulate in a systematic fashion approaches and orientations that support the engagement of expatriate health care professionals in ways that align with diverse obligations and responsibilities, and promote respectful and effective action and relationships. Drawn from a range of sources, the framework provides a vocabulary and narrative structure for examining the moral (...) dimensions of providing development or humanitarian health assistance to individuals and communities, and working with and alongside local and international actors. The elements also help minimize or avoid certain miscalculations and harms. Emphasis is placed on the shared humanity of those who provide and those who receive assistance, acknowledgement of limits and risks related to the contributions of expatriate health care professionals, and the importance of providing skillful and relevant assistance. These elements articulate a moral posture for expatriate health care professionals that contributes to orienting the practice of clinicians in ways that reflect respect, humility, and solidarity. Health care professionals whose understanding and actions are consistent with the ethics of engaged presence will be oriented toward introspection and reflective practice and toward developing, sustaining and promoting collaborative partnerships. The existing scholarship has developed six main explanations to account for the success of the Chinese Revolution, which has been anomalous for major paradigms derived from cross-national comparisons. Methodologically, we use a social geographical approach to test these existing explanations systematically by constructing and analyzing a unique dataset of Communist growth in 93 counties in the three most contested provinces during its most pivotal period of ascendence. Theoretically, we advance and test an alternative perspective, based on the groundwork of Tocqueville (...) and Fei Xiaotong, that integrates the state-centric theory, elite theory, and cultural analysis. Our perspective emphasizes the interplay between state centralization and local elite structure, which leads to intensified state extraction and local elite fracturing, thus creating favorable conditions for revolution. The quantitative analysis strongly supports the importance of the Japanese invasion but provides limited support for many other conventional explanations. The analysis largely confirms the Tocqueville-Fei perspective on state centralization, elite fracturing, cultural change, and revolution. The findings are buttressed by a detailed case study of Lianshui County. The study unveils a common structural challenge that a modernizing state faces in an agrarian status society, to recreate its political legitimacy while disrupting local elite structure. It also sheds historical light on the evolution of state-society relationship through the Chinese Revolution. (shrink)

The present paper is an attempt at examining the value configuration and the socio-demographical profiles of the local political elites in four countries of East-Central Europe: Romania, the Czech Republic, Bulgaria, and Poland. The treatment is a comparative one, predominantly descriptive and exploratory, and employs, as a research method, the case-study, being a quite circumscribed endeavor. The cases focus on the members of the Municipal/Local Council in four towns similar in terms of demography and developmental strategies (i.e. (...) small-to-medium sized communities of around 35,000 inhabitants, with economies largely based on food industry and commercial activities): Tecuci (Galați county, Romania), Česká Lípa (Liberec region, Czech Republic), Targovishte (Targovishte province, Bulgaria), and Oleśnica (Lower Silesia province, Poland). Hypothesizing that the local elites of the former Sovietized Erurope tend to differ in outlook, priorities, and value attainment, as compared to their Western counterparts, the paper considers the former’s attitudes and perspectives in regard to seven values: a series of values customarily connected with the concept of ‘democracy’ (i.e. citizen participation, political conflict, gradual change, economic equality), state intervention in economy, decentralization and increased local autonomy, cultural-geographical self-identification. The study uses, as well, five models of value attainment in what concerns the ‘ideal portrait’ of the local councilor (Putnam 1976): ethical, pragmatic, technocratic, political, and gender. According to the results of a study applying a standard written questionnaire among the local councilors of the three communities in the period December 2010-February 2013, the paper distinguishes among three corresponding types of local elites: (1) ‘predominantly elitistic,’ (2) ‘democratic elitist,’ and (3) ‘predominantly democratic,’ following two types of explanation accounting for the differences among the four cases: the legacy of the defunct regime and the degree of administrative decentralization. Se centra en el surgimiento de asociaciones de inspiración sufí en contextos locales de ese ámbito geográfico durante el primer periodo medieval (desde finales del s. X hasta la mitad del s. XIII). A partir de las biografías de tradicionistas y juristas sufíes famosos que vivieron en la Palestina de la época, se pone de relieve la integración de los sufíes en los círculos de (...) los especialistas del saber religioso (los ulemas), así como en el orden social. Se analiza también cómo percibían su lugar en la sociedad y el papel que en ella debían jugar, cómo difundían la verdad del Islam y cómo, paralelamente a su integración en el mundo de los ulemas de las escuelas legales establecidas (los madhabs), desarrollaron formas de vida interna y organizativas específicas, y perfilaron modos de integrarse en la vida social y comunal. This article examines the fascination of émigré elite literati with southern local songs known as the “Wu songs” in the early Southern dynasties. I argue that, through their cultivation of these songs, the émigré elite in the Eastern Jin and Liu-Song dynasties created an image of a “cultural other” and attempted to domesticate this other, experienced as southern, local, and feminine. A gender discourse—the ascription of femininity to the local—was employed as a crucial approach in this domestication. (...) L’étude de 110 histoires de nominations individuelles dans l’administration publique au Gabon permet d’analyser l’importance des solidarités sociales situées en dehors d’une logique ethnique. Les relations individuelles qui prévalent au sein des réseaux des futures élites administratives montrent que la relation ethno-communautaire est latente dans le processus de sélection des élites de l’administration publique. Le lien ethnique devient actif dans le processus de nomination individuelle dès que s’ajoute un lien supplémentaire situé en dehors de l’affinité ethnique, comme les relations d’anciens (...) camarades de « fac », les relations avec les notables locaux et les liens engendrés par l’appartenance à des entités collectives. Cet article étudie la complexité des solidarités ethniques et les dynamiques relationnelles dans les nominations individuelles.A review of the process that led to the appointment of 110 Gabonese civil servants makes it possible to analyze the importance of social solidarity as well as ethnic solidarity factors. A close study of how future members of the elite connect within networks shows that ethnic relations act as a backdrop to the selection process of civil service elites. Ethnic relations are revived as soon as an additional factor is involved : old schools ties, relations with local prominent citizens, as well as connections resulting from memberships of political parties and freemasonry. How do Islamists get non-Islamists to vote for them? The existing literature suggests that what drives support for Islamist parties are macro-social transformations, Islamic culture, or Islamist party moderation. These approaches do not explain the variation in Islamist electoral performance. Why do Islamists win elections in some but not in other, very similar, contexts? This article identifies the important role of local elite recruitment and organizational cohesiveness in Islamist electoral performance. It applies the subnational comparative method to demonstrate the (...) causal mechanisms linking local party organizations to Islamist electoral success. Empirical evidence is drawn from in-depth studies of the Justice and Development Party’s local branches in three closely-matched pairs of cities in Turkey. The findings bridge the literatures on political Islam and party politics with a new theory of Islamist electoral strategy and performance. (shrink)

Tens of millions of peasants died during the Great Famine in China from 1959 to 1961. Numerous Chinese peasants remained silent during the famine while others staged resistance. This article explores how peasant resistance was possible in a communist regime and how the government contained such resistance. It finds that resistance was considerably affected by the availability of protest leaders. Chinese peasants were organized into rural collectives controlled by the party-state through local cadres. Sympathetic rural cadres played crucial roles (...) in facilitating peasant resistance. However, government control generally deprived rural communities of protest leaders. When collective resistance did occur, the government contained its influence through accommodation and repression. Effective control rendered the government insensitive to the famine suffered by the vast rural population of the country. (shrink)

It is not only difficult to be a sports expert but also difficult to grow from a sports expert to a sports elite. Professional athletes are often concerned about the differences between an expert and an elite and how to eventually become an elite athlete. To explore the differences in brain neural mechanism between experts and elites in the process of motor behavior and reveal the internal connection between motor performance and brain activity, we collected and analyzed the electroencephalography (...) findings of 14 national archers and 14 provincial archers during aiming and resting states and constructed the EEG brain network of the two archer groups based on weighted phase lag index; the graph theory was used to analyze and compare the network characteristics via local network and global network topologies. The results showed that compared with the expert archers, the elite archers had stronger functional coupling in beta1 and beta2 bands, and the difference was evident in the frontal and central regions; in terms of global characteristics of brain network topology, the average clustering coefficient and global efficiency of elite archers were significantly higher than that of expert archers, and the eigenvector centrality of expert archers was higher; for local characteristics, elite archers had higher local efficient; and the brain network characteristics of expert archers showed a strong correlation with archery performance. This suggests that compared with expert archers, elite archers showed stronger functional coupling, higher integration efficiency of global and local information, and more independent performance in the archery process. These findings reveal the differences in brain electrical network topologies between elite and expert archers in the archery preparation stage, which is expected to provide theoretical reference for further training and promotion of professional athletes. The wealthy elite males of nineteenth-century Krummhörn (Ostfriesland, Germany) achieved an above-average reproductive success. Membership in the elite class was determined from a list of the 300 richest men in the Ostfriesland district compiled by authorities in 1812. The main components establishing the link between cultural success and reproductive success aredifferences in the number of offspring owing to differences both in time spent in fecund marriage (mating success) and in rate of reproduction;differences in the probabilities of one’s adult offspring marrying (...) locally vs. emigrating unmarried owing to differential ability to allocate resources that enhance the “social placement” of adult offspring; anddifferences in the probability of total reproductive failure (lineage extinction).Contrary to what might be expected, infant survivorship was lowest amongst the richest families. We conclude that to a great extent females’ reproductive decisions contribute to the greater reproductive success of the elite males. (shrink)

Transitionaljustice mechanisms and the International Criminal Tribunal for the FormerYugoslavia (ICTY) have had only a limited success in overcoming ethnic divisionsin Bosnia-Herzegovina. Rather than elaborating upon the role of local politicalelites in perpetuating ethnic divisions, we examine ordinary peoples’ popularperceptions of war and its aftermath. In our view, the idea that elites havecomplete control over the broader narratives about the past is misplaced. Weargue that transitional justice and peace mechanisms supported by externalactors are always interpreted on the ground (...) in context-specific ways, creatingdifferent citizens’ experiences, “memories” of the war, and their respectivehopes and disappointments in regards to the relationship between peace andjustice in Bosnia. We suggest that analyses of the post-conflict developments inBosnia-Herzegovina must take into account what gives the narratives ofexclusion their power, and what are the objective political, social andeconomic constraints that continue to provide a fertile ground for theirwidespread support. Este artículo plantea un estudio comparado entre las cofradías carmonenses y las personas que las integraban. Pese al gran número de institutos, más de una treintena, solamente una pequeña parte de la población estuvo vinculada a ellos. La mayoría, sobre todo las sacramentales y las de ánimas, estaban auspiciadas y dirigidas por presbíteros. También tenían una participación muy activa tanto la élite local como algunas personas acomodadas del Tercer Estado. En cambio, una parte considerable de la clase subalterna permaneció (...) al margen: la mayor parte de los campesinos, los jornaleros y, por supuesto, los pobres de solemnidad y las minorías étnicas. Las mujeres por su parte estuvieron marginadas de los órganos de decisión y cuando, en el siglo XVIII aparecieron las primeras cofradías de féminas, éstas estuvieron controladas y supervisadas en todo momento por hombres, sobre todo por el clero del templo en el que residían. En definitiva, pese a las prestaciones espirituales y asistenciales que brindaban, solamente afectaron a una parte de la sociedad. (shrink)

In futsal there are two referees on the playing court and their capacity to respond to physical and physiological demands imposed during the game is essential for the success. The futsal characteristics such as size pitch, referees position and rules of games or type of league could impose specific physical efforts probably. The aim of this study were to analyze the physical demands of eight elite referees from seven matches of Spanish Futsal Cup 2020. The physical activity of each referee (...) during the match was monitored with a Local Positioning System, which was installed on futsal pitch where the matches were played. The data differences were evaluated as Paired-Samples T-Test procedure. The results revealed a similar total distance between halves. The zone 3 distance showed a significative decrease during the match in comparison to the first and second halves. The number of high-intensity acceleration and deceleration decreased in the second half of the match. Therefore, the use of the tracking device to monitoring physical performance provides knowledge of the specific activity profile from futsal referees. This information to can be useful to design more accurate the training programs. (shrink)

In mid-imperial Asia Minor, visually unified cityscapes played a critical role in the strategies local elites used to bolster their corporate authority. The construction of formalized public spaces facilitated the display of wealth and status in the traditionally isonomic world of civic politics. The rhetorical practice of describing cities as physical and socio-cultural unities demonstrated a community's – and especially its leading citizens' – possession of qualities instrumental in competition with local rivals. From the analysis of the local and provincial elected people in the province of East-Flanders during the period 1946-1991 one can conclude that there are barriers for women, lower social classes and certain age categories preventing them from moving up the local and provincial political! elites.Clear differences between local and provincial elected people are present when comparing professional backgrounds with the composition of the total working population in East-Flanders. Workers are neither on the local, nor (...) on the provincial level very numerous. However the large absence with the provincial elected people bhs to be emphazised. Secondly farmers, intellectual and free professions, employees, self-employed and employers are on both levels constantly overrepresented. However the overrepresentation of farmers can mainly be situated on the local level until the mergers of 1976. For intellectual and free professions, till the mid-sixties the overrepresentation can mainly be situated on the provincial level, from then onwards on the local level. The employees' overrepresentation has always been most important on the provincial level white the self-employed and employers are mainly overrepresented on the local level from 1970 onwards. Finally till about 1970 teaching personnel was underrepresented on both levels white from then onwards there is an overrepresentation. (shrink)

From the analysis of the social background of the local elected people in Flanders during the period 1946-1988 one can conclude that there are barriers for women, lower social classes and certain age categories preventing them from moving up the local political elite. The democratization process of the Flemish local political elite bas not yet made much progress. It appears from the fact that men are more numerous in political fonctions, that the distribution among the various professional (...) categories strongly deviates from the general social stratification and from the conclusion that certain age categories are clearly dominant. It is however clear that the composition of the elites neverfully reflect society as a whole. On the other hand, the important fact is that the differences cannot be reduced to smaller variances which inevitably go together with any representative system. (shrink)

The aims of this study were to analyze the peak physical demands in elite futsal by quantifying the most demanding scenarios of match play and to identify the differences between playing positions and the seasonal trend for five different rolling average time windows. The most demanding scenarios of external load from distance, speed, acceleration, and deceleration variables were obtained from 14 elite futsal players using a local positioning system during 15 official matches in the premier Spanish Futsal League. The (...) results showed an extremely large effect of the time window for all dependent variables in all positional groups. Another important finding of this study was that, in regard to the seasonal trend, only defenders reported clear moderate-large positive trends for high-speed running efforts, high-acceleration efforts, and high-deceleration efforts. Finally, moderate-large individual differences in player means for all dependent variables and clear differences between games for most dependent variables were found, suggesting how likely contextual factors may exert an influence on how “demanding” the most demanding scenarios are. The findings of this study provide coaches and strength and conditioning coaches further knowledge of the peak physical demands in elite futsal competition. This valuable information may lead to a more precise position-specific training prescription. (shrink)

The article examines two Ghanaian-born intellectuals – economist George Ayittey and anthropologist and sociologist Kwesi Kwaa Prah – and their positions on both local and global inequalities by studying their writings from the mid-1980s–1990s. It answers the questions of how and through which debates both intellectuals addressed and engaged with notions of global inequality. Methodologically anchored in global intellectual history, this article offers a historical, qualitative, and actor-oriented study. As emphasised by Jonathon Earle, the question of how African intellectuals (...) have shaped the intellectual history of the modern world represents an understudied field within global intellectual history.11 Earle, “African Intellectual History,” paragraph 45. In an attempt to address this void, I show how Ayittey and Prah invoked global inequalities through different notions of neo-colonialism as well as criticisms of African elites, such as their indigenous rootlessness. The article argues that their conceptions of global inequalities were hinged on broader debates revolving around issues of African (under)development while their proposed solutions were founded on notions of African indigeneity, drawing on earlier African thought. I show how they actively reused ideas of indigenous development as formulated by Gold Coast intellectual Joseph E. Casely Hayford (1866–1930) in the beginning of the twentieth century. (shrink)

This study investigates how the explicitly anti-prosocial and anti-pro-environmental speech by political elites affects firms’ environmental and social (E&S) performance. Using the case of the Donald J. Trump (DJT) campaign for president in the United States when he gave out controversial and inflammatory remarks, including those regarding E&S issues, we find that local firms’ E&S performance decreased significantly in the year following DJT’s presidential campaign rally compared with firms in other geographic areas where there was no DJT’s presidential (...) campaign event. A further test indicates that the change in firms’ E&S performance can be driven by DJT remarks’ influence on local social norms shift. Furthermore, we show that the post-rally decrease of local firms’ E&S performance is more pronounced for local firms that operate primarily locally or local firms that are more sensitive to political uncertainty. Taken together, these findings indicate that political events such as political elites giving remarks can affect firms’ E&S performance. (shrink)

As a step towards understanding how local environemntal hazards policy is made, this article explores how Canadian local elected officials gained and assimilated scientific and technical information about the environmental hazards facing their communities. Consistent with previous work in the hazards field, three of Weiss’s (1979) meanings of research utilization were found to be directly applicable. The elected officials expressed the view that reconciling conflicting expert opinion and competing concerns was more difficult and more rightly their responsibility than (...) gathering information. This research demonstrates the utility of focus groups for interviewing elite populations making community scale decisions. (shrink)

Humanitarian health care practitioners working outside familiar settings, and without familiar supports, encounter ethical challenges both familiar and distinct. The ethical guidance they rely upon ought to reflect this. Using data from empirical studies, we explore the strengths and weaknesses of two ethical models that could serve as resources for understanding ethical challenges in humanitarian health care: clinical ethics and public health ethics. The qualitative interviews demonstrate the degree to which traditional teaching and values of clinical health ethics seem insufficient (...) for addressing all the realities of health care practice during humanitarian missions. They equally suggest that greater good orientations of public health ethics can thwart the best intentions of health care professionals wanting to attend to the interests of individual patients. Even though neither is complete on its own for helping guide health professionals on field missions, taken together these models have much to offer. At the same time, the narratives of the humanitarian health care workers illustrate how some of the crucial differences between public health ethics and clinical ethics generate tensions in humanitarian health practice. We offer an analysis of some of the complexities this creates for humanitarian health care ethics, and consider ways of adjudicating between the two models. (shrink)

This article explores the accounts of Canadian-trained health professionals working in humanitarian and development organizations who considered not treating a patient or group of patients because of resource limitations. In the narratives, not treating the patient(s) was sometimes understood as the right thing to do, and sometimes as wrong. In analyzing participants’ narratives we draw attention to how medications and equipment are represented. In one type of narrative, medications and equipment are represented primarily as scarce resources; in another, they are (...) represented as patient care. In the contexts respondents were working, medications and equipment were often both patient care interventions and scarce resources. The analytic point is that health professionals tend to emphasize one conceptualization over the other in coming to assert that not treating is right, or wrong. Rendering tacit ethical frameworks more explicit makes them available for reflection and debate. (shrink)

Health care professionals who travel from their home countries to participate in humanitarian assistance or development work experience distinctive ethical challenges in providing care and services to populations affected by war, disaster or deprivation. Limited information is available about organizational practices related to preparation and support for health professionals working with non-governmental organizations. In this article, we present one component of the results of a qualitative study conducted with 20 Canadian health care professionals who participated in international aid work. The (...) findings reported here relate to expatriate clinicians’ experiences and perceptions of ethics preparation, training and support. The strategies examined include pre-departure training and preparation, in-field supports and retrospective debriefing of ethical issues. Participants experienced a range of training and supports as beneficial for addressing ethical challenges in humanitarian assistance and development work. Participants also expressed ambivalence or scepticism about the benefits offered by specific modalities. This analysis can contribute to informing discussions of how organizations and individual practitioners can best develop, implement and utilize ethics training and support for international aid work. It is clear that in the eyes of a growing number of humanitarian fieldworkers and decision-makers, palliative care is something humanitarian organizations should strive to provide as they address the needs of populations affected by crises. What remains less clear are the moral justifications underlying the push to do so. This chapter dives beneath surface prescriptions of what “ought to be” the place of palliative care within humanitarian response. It presents and analyses a series of evocative statements made by 24 (...) humanitarian healthcare actors about why, on what bases, and with what caveats, care for the dying deserves more attention within humanitarian healthcare response. Embedded in these statements are sometimes explicit, sometimes implicit ideas about what it means be a human and a humanitarian, and what humans need and deserve. Clarifying the experiences, practical considerations, understandings of care and responsibility, and norms and values underlying these feelings renders these available for more thorough reflection, discussion, and debate. Where does Neo-Confucianismâe"a movement that from the twelfth to the seventeenth centuries profoundly influenced the way people understood the world and responded to itâe"fit into our story of Chinaâe(tm)s history? This interpretive, at times polemical, inquiry into the Neo-Confucian engagement with the literati as the social and political elite, local society, and the imperial state during the Song, Yuan, and Ming dynasties is also a reflection on the role of the middle period in Chinaâe(tm)s history. The book argues that (...) as Neo-Confucians put their philosophy of learning into practice in local society, they justified a new social ideal in which society at the local level was led by the literati with state recognition and support. The later imperial order, in which the state accepted local elite leadership as necessary to its own existence, survived even after Neo-Confucianism lost its hold on the center of intellectual culture in the seventeenth century but continued as the foundation of local education. It is the contention of this book that Neo-Confucianism made that order possible. (shrink)

Problem Statement. The process of global evolution has entered the Anthropocene. This fact has almost simultaneously generated two cardinal, inseparable imperatives in the rapidly changing ideological and outlook basis of modern civilization. Firstly, the feeling that the new geological epoch also requires fundamentally new algorithms guiding practical activity and its theoretical comprehension, justification in all spheres of political reality, with inevitable exit to the level of international relations and geopolitics. Secondly, the content of the categories of ANTHROPOCEN and (GLOBAL) CRISIS (...) overlap so diversely and widely that they form an almost inseparable logically and mentally amalgam. The purpose of this publication is to reveal the political aspects of the integration of new biopolitical issues into the life of modern society. The content of the term biopolitics is currently not formalized in a definitive form. In our concept, biopolitics is defined as the processes of implementing biopower, that is, the ability (direct or indirect) of the power structures of society to control and manipulate the performance of the biological functions of certain individuals. Based on a combination of methods of conceptual, discursive and evolutionary-anthropological analysis (the concepts of evolutionary strategy and cultural-ecological niche), possible scenarios for the future development of the political process at the domestic and international levels are identified. The mechanism of transbipolitical transition – the inclusion of civilizational and biological evolution in the political process – is investigated. The conclusion formulates the content of the category “transbiolitics” as the main element of rationalization of the global-evolutionary process in the globalizing world. Transbiolitics in our understanding is an international political problematic related to the rationalization of the global evolutionary process. Technologization of the global evolutionary process, the choice of implemented technological projects and forms of their institutional support is determined primarily by geo- and biopolitical motivation of local elites and humanitarian and other convergent technologies available to them. This text is the final work of researches around the themes of media and crime. Through analyses of articles published by different newspapers (season) São Carlos/SP try to understand the different representative constructions made by the local press in trying to build an entire sphere in favor of the trial and conviction of all accused to make part of the “Gang Mangano”. As a powerful vehicle of communication to the press, at that time, sought to protect socalled “good men” (...) of the time, which in general were those individuals who were part of the local elite. In this sense, choosing to cut a discourse around the concept of social/collective representations tried to prolematize this concept with the media and crime issues in an attempt to discern the main argumentative construction and training of social imaginary collective.
