Today, the earth is an interconnected globe humming with electronic transmissions-a chattering planet nestled in the provident silence of space. The ethical question is whether this is contributing to authentic human development and helping individuals and peoples to be true to their transcendent destiny. The new media are powerful tools for education, cultural enrichment, commercial activity, political participation, intercultural dialogue and understanding. They also can serve the cause of religion. Yet the new information technology needs to be informed and guided (...) by solidarity in the service of the common good bridging the digital divide within and among nations. The value-laden message of Western secular culture to people and traditional societies in many cases ill-prepared to evaluate it leads to widespread crisis, for example, in regard to marriage and family life. This technology can be a means for solving human problems, promoting the integral development of persons, creating a world governed by justice, peace, and love. It also can help men and women in their age-old search for self-understanding. Like today's world itself, the world of media, including the Internet, has been brought by Christ, inchoately yet truly, within the boundaries of the kingdom of God and placed in service to the word of salvation. This volume provides a comprehensive account of Wilhelm Röpke as a liberal political economist and social philosopher. Wilhelm Röpke was a key protagonist of transatlantic neoliberalism, a prominent public intellectual and a gifted international networker. Since its conception nearly 20 years ago, Logic Programming - the idea of using logic as a programming language - has been developed to the point where it now plays an important role in areas such as database theory, artificial intelligence and software engineering. However, there are still many challenging research issues to be addressed and the UK branch of the Association for Logic Programming was set up to provide a forum where the flourishing research community could discuss important issues (...) of Logic Programming which were often by-passed at the large international conferences. This volume contains the twelve papers which were presented at the ALPUK's 3rd conference which was held in Edinburgh, 10-12 April 1991. The aim of the conference was to give a broad but detailed technical insight into the work currently being done in this field, both in the UK and by researchers as far afield as Canada and Bulgaria. The breadth of interest in this area of Computer Science is reflected in the range of the papers which cover - amongst other areas - massively parallel implementation, constraint logic programming, circuit modelling, algebraic proof of program properties, deductive databases, specialised editors and standardisation. The resulting volume gives a good overview of the current progress being made in the field and will be of interest to researchers and students of any aspects of logic programming, parallel computing or database techniques and management. This paper seeks to show that the proposition of 'double contingency' introduced by Parsons and defended by Luhmann and Habermas is insufficient under the conditions of contemporary communication societies. In the latter context, the increasing differentiation and organization of communication processes eventuated in the recognition of the epistemic authority of the public, which in turn compels us to conceptualize a new level of contingency. A first step is therefore taken to capture the role of the public in (...) class='Hi'>communication societies theoretically by what may be called 'triple contingency'. Since the process of the definition of reality and its outcome, to which the response of the public is central, is best seen in constructivist terms, attention is also paid to relevant methodological and epistemological questions. This contribution deals with taking up the challenge of sustainable development through human centred systems which aim at the creation and repatriation of global quality in each society, and which are seen to operate as a whole, on a local, regional or even a planetary scale. The paper argues that, particularly in a field such as information, communication, environment, technological processes and innovations, which have structurally revolutionised first of all manufacturing but also education and daily living at the (...) same time. However, producing new pathogenous structures require, by necessity, a political ecology in order to relate these fields to new figures of meditation/mediance and crossbreeding built up by associative networks. PRELUDE'S experience, as an international networking programme of scientists pursuing with other social factors objectives of codevelopments (in response to the failure of bad development in the North and in the South), and its contribution to the theme Global Perspective 2010 of the CE-FAST Programme suggest the actual relevance and, turning to the future, the decisive function of associative networks as a way of approaching more efficiently, because of their flexibility, complex, highly heterogeneous situations to be tackled in a systemic and global fashion. In complementing institutions and established companies these networks give their new performances and efficacity to institute, and so doing displace acquired balances, and increase their capacity to innovate. This paper develops a media theoretical extension of the communicative view on corporate social responsibility by elaborating on the characteristics of network societies, arguing that new media increase the speed and connectivity, and lead to higher plurality and the potential polarization of reality constructions. We discuss the implications for corporate social responsibility of becoming more polyphonic and sketch the contours of “communicative legitimacy.” Finally, we present this special issue and develop some questions for future research.

How do we deal with difference personally, interpersonally, nationally? Can we weave a cohesive social fabric in a religiously plural society without suppressing differences? This collection of significant essays suggests that to truly honour differences in matters of faith and religion we must publicly exercise and celebrate them. The secular/sacred, public/private divisions long considered sacred in the West need to be dismantled if Canada (or any nation state) is to develop a genuine mosaic that embraces fundamental differences instead of (...) a melting pot that marginalizes. The modern world space, which is affected by the post-pandemic consequences, is noted by the globalization of society, the increasing role of citizenship in making important state and international decisions has become possible in the context of the information revolution and has its own characteristics of communication in information and communication networks. The importance and need for a thorough study of the chosen topic is that the widespread use of various forms and methods of civil communication, (...) free access of citizens to information at all stages of decision-making and the functioning of central and local governments, the participation of civil society institutions in the work of expert, consultative, and advisory public councils on the expression and protection of the rights and freedoms of citizens, public control, direct electronic receipt of public services, etc. are important factors in the democratization of government in post-pandemic modern times. After all, we are talking about a deliberate orientation to new values - the person and the collective, their direct participation in the democratic organization of life of the state and society. The main thing in this context is that the rational consensus of civil society and the state is a factor in universal social discourse and a strategic resource for democratic development in the context of post-pandemic modernity. The aim of the article is to consider the epistemological and sociocultural aspects of the functioning of the communication capabilities of civil society institutions in the context of revealing the possibility and significance of their involvement in the processes of implementing state security policy. Community resilience entails the community’s ongoing and developing capacity to account for its vulnerabilities and function amid and recover from disturbance. A holistic and systematic approach of the community on how it uses material and energy resources or how a society educates the members' overtime is required to learn from the past and adapt to the present and future opportunities and threads. Community resilience has a long history in the local communities, which is embedded in their culture and history (...) around shared values and local knowledge based on a dedicated and robust collaboration among diverse groups of the community and the various actors from different backgrounds. The innovative partnership between various actors such as stakeholders, research entities, local communities, and third sector parties is required to overcome the complexities of resiliency building. Formalizing shared ethical standards is an activity of scientific societies designed to achieve a collective goal of promoting ethical conduct. A scientist who is faced with the choice of becoming a “whistleblower” by exposing misconduct does so in the context of these ethical standards. Examination of ethics policies of scientific societies which are members of the Council of Scientific Society Presidents (CSSP) shows a breadth of purpose and scope in these policies. Among the CSSP member societies, some ethics policies (...) chiefly present the ethical culture of the community in an educational context and do not have enforcement procedures. Other policies are more comprehensive and include standards for certification, procedures for addressing ethical issues, and established sanctions. Of the 36 member societies of CSSP that have developed a code or adopted a code of another professional society, 18 specifically identified a responsibility to expose ethical misconduct, demonstrating an acknowledgment of the possible critical role of the whistleblower in addressing ethical issues. Scientific societies may revise their ethics codes based upon experience gained in addressing cases of ethical misconduct. In most cases, the action of a whistleblower is the initial step in addressing an ethics violation; the whistleblower may either be in the position of an observer or a victim, such as in the case of someone who discovers that his or her own work has been plagiarized. The ethics committee of a scientific society is one of several possible outlets through which the whistleblower can voice a complaint or concern. Ethical violations can include falsification, fabrication, plagiarism and other authorship disputes, conflict of interest and other serious violations. Commonly, some of these violations may involve publication in the scientific literature. Thus addressing ethical issues may be intertwined with a scientific society’s role in the dissemination of new scientific results. For a journal published by a scientific society, the editor can refer at some point to the ethics committee of the society. Whereas, in the case of a journal published by a commercial publisher, the editor may be without direct support of the associated scientific community in handling the case. The association of a journal with a scientific society may thus direct a whistleblower towards addressing the issue within the scientific community rather than involving the press or talking to colleagues who may gossip. A formal procedure for handling ethics cases may also discourage false accusers. Another advantage of handling complaints through ethics committees is that decisions to contact home institutions or funding agencies can be made by the ethics committee and are not the responsibility of the whistleblower or the editor of the journal. The general assessment is that the establishment of ethics policies, especially policies covering publication in society journals, will promote a culture supportive of whistleblowers and discouraging to false accusers. The “language-communication-society” triangle defies traditional scientific approaches. Rather, it is a phenomenon that calls for an integration of complex, transdisciplinary perspectives, if we are to make any progress in understanding how it works. The highly diverse agents in play are not merely cognitive and/or cultural, but also emotional and behavioural in their specificity. Indeed, the effort may require building a theoretical and methodological body of knowledge that can effectively convey the characteristic properties of phenomena in human terms. New (...) complexity approaches allow us to rethink our limited and mechanistic images of human societies and create more appropriate emo-cognitive dynamic and holistic models. We have to enter into dialogue with the complexity views coming out of other more ‘material’ sciences, but we also need to take steps in the linguistic and psycho-sociological fields towards creating perspectives and concepts better fitted to human characteristics. Our understanding of complexity is different – but not opposed – to the one that is more commonly found in texts written by people working in physics or computer science, for example. The goal of this book is to extend the knowledge of these other more ‘human’ or socially oriented perspectives on complexity, taking account of the language and communication singularities of human agents in society. This paper discusses the contents and roles of the bulletin Giat, a community-based periodical published in Jakarta by a Koto Gadang foundation to support development in Koto Gadang, West Sumatra. Giat played a role as a communication medium linking people from Koto Gadang who lived outside their home area to their original villages. In describing and analysing the bulletin, I explore its content and focus on its collecting of funds for the clean water pipeline project in Koto Gadang and (...) on its distribution of information, especially information about Minangkabau customary law, culture, literature, and the women’s movement. The bulletin also facilitated the sharing of family news among people from Koto Gadang in the village and the rantau. Giat became a medium for maintaining interpersonal connections and accommodated initiatives to develop the village. It is shown that, as a community-based publication, Giat played a role in developing village infrastructure as well as its social and cultural fields. (shrink)

Here, for the first time in English, is volume one of Jurgen Habermas's long-awaited magnum opus: The Theory of Communicative Action. This pathbreaking work is guided by three interrelated concerns: to develop a concept of communicative rationality that is no longer tied to the subjective and individualistic premises of modern social and political theory; to construct a two-level concept of society that integrates the 'lifeworld' and 'system' paradigms; and to sketch out a critical theory of modernity that explains its (...) sociopathologies in a new way. Habermas approaches these tasks through a combination of conceptual analyses, systematic reflections, and critical reconstructions of such predecessors as Marx and Weber, Durkheim and Mead, Horkheimer and Adorno, Schutz and Parsons. Since coming to power in the landslide labour victory of 1997, New Labour has infused British politics with the language of community. Furthermore, John Rentoul claims that Tony Blair’s ‘idea of community . . . derives directly from Macmurray’ (1996[1995]: 42). While community is as central to Macmurray’s writings as it is to Blairite politics, on closer investigation it becomes apparent that Blair and Macmurray use the term community in rather different ways. Macmurray’s understanding of community is more specific than (...) Blair’s implying close relations among persons as opposed to a vague or merely historical and spatial sense of belonging and, thus, it avoids some of the problems that arise as a result of New Labour’s loose and broad uses of the term. Hence, this chapter teases out the philosophical meaning of a Macmurrian community, and it critiques Macmurray’s understanding of ethical relations among persons in community. In particular, Macmurray is highly critical of institutionalized exclusivist religion and argues for an intrinsic connection between what he refers to as ‘real religion’ (1995a[1961]: 170) and the inclusivity of community. Finally then, the chapter will relate the Macmurrian concept of community to an example of a non-political, religiously and culturally plural community in Leeds, West Yorkshire, leading to the conclusion that Macmurray’s understanding of community is a relevant and effective response to religious pluralism. What is the role of communication technology and media in making American society more adaptive, equitable, and democratic? This paper looks at the prehistory of the foreclosure crisis in Cleveland, Ohio, in order to understand the effectiveness of civil society organizations in mitigating its impact on the city’s neighborhoods. Social theorists and movement activists have often postulated civil society as an authentic and voluntaristic realm in which we constitute and act on shared values. The voluntary nature of civil society organizations also, it is argued, make them more responsive, adaptable, and effective in meeting the needs (...) of the communities they operate in. The question is whether or not this has held true in the contemporary crisis. I find that in the 1970s, Cleveland’s community-based organizations were instrumental in securing resources from government and private philanthropies to deal with the urban crisis. The unintended result of this success was a general rationalization of Cleveland’s civil society around narrow practices and market-based conceptions of value. In the process, civil society was transformed into a political technology that solved various dilemmas of rule, but at the same time it was transformed into a civic monoculture that made the city especially vulnerable to foreclosure. A key implication of this analysis is that civil society has been transformed into an object and stake of urban politics and, as a result, it should not be expected to protect society against neoliberal institutional transformations. When new laws are being considered to regulate emerging technologies, it is common to engage in a formal consultation process to assess community views, especially in sensitive areas where views may differ widely. However, it is not clear how we should assess the responses to such consultation. If the respondents with the most extreme views, at either end of the political or ethical spectrum, speak in large numbers or strong language, their submissions surely cannot be added up and given the (...) weight of the majority in determining the course of future action. The ‘silent majority’ of the community may not participate in the consultation process at all. Even if they do participate more fully, it will often not be possible to find a compromise solution that offers something to everyone.Professor Charlesworth considered these issues in his ground-breaking book, Bioethics in a Liberal Society. He said that there are some issues on which community consensus on a core set of values will not be possible. To move forward, a liberal society must accept that there will be a range of views but however discordant those views appear to be, it may still be possible to identify matters on which there is agreement. Those matters may then form the basis of a policy that is widely accepted, even if it is not what the individual participants would have chosen initially. This approach may be illustrated by examining recent community consultation in Australia concerning research involving human embryos. (shrink)

In 1994 the IRA and Loyalist paramilitary groups declared ceasefires, leading to a more relaxed attitude and cross-community contacts in Northern Ireland. The result was the establishment of a new type of church-based reconciliation group, the Church Fora, intended to improve community relations and promote peace and reconciliation within local areas. This article focuses on the ways in which Church Fora have expanded the methods of such work since 1994. It will assess their effectiveness in promoting peace and reconciliation and (...) developing community relations in Northern Ireland by placing them within the broader framework of church-based reconciliation work. Finally, by assessing how successful Church Fora have been in achieving their aims and objectives, I examine the lessons that could be learned for church-based reconciliation work being carried out within Northern Ireland. This monograph examines the relationship between science and democracy. The author argues that there is no clear-cut division between science and the rest of society. Rather, scientists and laypeople form a single community of inquiry, which aims at the truth. To defend his theory, the author shows that science and society are both heterogeneous and fragmented. They display variable and shifting alliances between components. He also explains how information flow between science and society is bi-directional through “transactional” (...) processes. In other words, science and society mutually define themselves. The author also explains how science is both objective and laden with values. Coverage includes a wide range of topics, such as: the ideal of value-free science, the is/ought divide, “thick terms” and the language of science, inductive risk, the dichotomy between pure science and applied science, constructivism and the philosophy of risk. It also looks at the concepts of truth and objectivity, the autonomy of science, moral and social inquiry, perfectionism and democracy, and the role of experts in democratic societies. The style is philosophical, but the book features many examples and case-studies. It will appeal to philosophers of science, those in science and technology studies as well as interested general readers. (shrink)

This paper draws on the authors more than 10 years of involvement in the action research experience of the Milan Community Network. It discusses the roles that community networks play in the Information Society: starting from a neat characterization of “online community”, community networks are presented as ICT learning communities, as local online communities and as complementary to Digital Cities. Finally, critical insights into institutional aspects of community networks are considered from the perspective of their sustainability.
