The chapter discusses two points of intersection between the communication of science-based information about risk and philosophical ethics. The first is a logically unnecessary bias toward consequentialist ethics, and a corresponding tendency to overlook the significance of deontological and virtue based ways to interpret the findings of a scientific risk analysis. The second is a grammatical bias that puts scientific communicators at odds with the expectations of a non-scientific audience.

The move online of almost all meetings in 2020 in the wake of the COVID-19 pandemic threw into sharp relief the taken-for-granted centrality of conferences within scientific culture. In a recent book on The Publics of Science; Experts and Laymen Through History, Agustí Nieto-Galan introduced his subject of a history of public science, covering the times from the Scientific Revolution to the twenty-first century, with reference to Sigmund Freud. In one of his essays of cultural critique, Freud had, so to speak, put culture itself on his couch, and this session also featured talk about science and technological application. Civilization and Its Discontents identified a factor (...) of disillusionment in the progress of science and technology, which gave rise to “The Uneasiness in Culture”, and this uneasiness tainted a great deal of the happiness science and technology were intended to cultivate. New technology and inventions like telephones, ocean liners, or drugs, Freud argued, were mostly remedies for negative developments technology had just created; for instance, without modern transportation people would stay close to each other and not need any telephone. The modern individual, as analyzed by Freud, was therefore constantly ill at ease with modern scientific and technological culture. (shrink)

Purpose: Describing how radical constructivism was introduced to communication science and analyzing why it has not yet become a mainstream endeavour. Situation: Before radical constructivism entered the relevant debates in communication sciences, moderate constructivist positions had already been developed. Problem: Radical constructivists’ argumentation has often been provocative and exaggerating in style, and extreme in its position. This has provoked harsh reactions within the mainstream scientific community. Several argumentative strategies have been used to degrade radical constructivist arguments and (...) their relevance. Solution: Beyond such rhetorical devices, radical constructivism has become established within the field of communication science, although it has not become mainstream. One should probably not even wish to make radical constructivism a mainstream approach in case it loses its sceptical ability for second-order-observation. (shrink)

It discusses a new way to tackle the problem of language modeling, and provides clues on how the close relation between natural language and some biological structures can be very fruitful for science. The book examines the theoretical framework and then applies its main principles to various areas of linguistics. Upshot: In the 1990s the emergence of radical constructivism as a meta-theory inspired many scientific disciplines. Since more or less simple realistic concepts of the media as mirroring the world prevailed, communication science was challenged to re-think the relation of media and reality as well. Recently, criticism of constructivist media theory has grown, while those constructivst approaches have (...) not developed any further. Thus, the commentary examines the potential for Schmidt”s process-oriented constructivism, which is interpreted as part of a non-dualistic paradigm, to revitalize the debate. I will argue that the idea of acting as a perpetual process of positings and presuppositions [Setzungen und Voraussetzungen] can especially be related to current research on media and memory. This article discusses some possible issues and tasks that are particularly important for information and communication sciences. It deals with ethical and technological issues, the role and responsibility of information and communication intellectuals, anthropological issues in information and communication sciences, political economy, propaganda and public relations, corporations and post-politics, practical foundations of information and communication sciences, creation, the utopian dimension of information and communication sciences, libraries and the market, challenges in the education of information and (...) communication experts, and a look into the future. Deliberations about questions and tasks of information and communication sciences emphasise the need for their humanisation. This means that information and communication sciences should refrain from an uncritical adoption of affirmative discourses on the information society and adopt a truly critical relationship to life and society as a whole. The structural and dynamic dimensions of complexity of the Internet are connected with epistemological and ontological factors, which are the main modes of complexity of the sciences of the Internet. These dimensions and modes of complexity are relevant for the communication sciences, because this field is one of the most important areas of development of this network of networks. The is not an attempt to provide an overview of theories in communication. Nor is it an attempt to provide a complete picture of approaches to communication theory. The book is an attempt to defend a very general empiricist approach to the scientific study of communication. The author is referring to the most general notion of empiricism, that we can come to some knowledge about the world through the use of our perceptions. Empiricism in these senses has (...) taken quite a critical beating over the centuries, but in the sense in which he uses this term here it remains alive and well and prepared to serve as the foundation for the scientific study of communication, as it has for several decades. Secondly, the book is an attempt to defend a 'conventional' view of scientific theory. Thirdly, the book is an attempt to introduce into the mainstream of communication scholarship an approach to the philosophy of science known as 'scientific realism'. When scientists or science reporters communicate research results to the public, this often involves ethical and epistemic risks. One such risk arises when scientific claims cause cognitive or behavioural changes in the audience that contribute to the self-fulfilment of these claims. I argue that the ethical and epistemic problems that such self-fulfilment effects may pose are much broader and more common than hitherto appreciated. Moreover, these problems are often due to a specific psychological phenomenon that has been neglected in (...) the research on science communication: many people tend to conform to ‘descriptive norms’, that is, norms capturing (perceptions of) what others commonly do, think, or feel. Because of this tendency, science communication may frequently produce significant social harm. I contend that scientists have a responsibility to assess the risk of this potential harm and consider adopting strategies to mitigate it. I introduce one such strategy and argue that its implementation is independently well motivated by the fact that it helps improve scientific accuracy. (shrink)

Given the abrupt global disruption caused by SARS-CoV-2, one might think that the COVID pandemic was an unpredictable event. But in the years leading up to the emergence of the COVID pandemic, several documents had already been warning of the increasing occurrences of new disease outbreaks with pandemic potential and lack of corresponding policies to promote pandemic preparedness and response. In this article, we call these documents “early warnings”. We argue that a survey of early warnings can help science (...) communicators to promote the public understanding of evidence-based pandemic preparedness and response policies at local or international level. Our proposal differs from other approaches to pandemic preparedness and response in that it highlights the relevance of documents published before the COVID outbreak. We show that the early warnings did not become outdated after the COVID outbreak, but, rather, that they are even more pressing now. (shrink)

This paper undertakes a theoretical investigation of the 'learning' aspect of science as opposed to the 'knowledge' aspect. The practical background of the paper is in agricultural systems research – an area of science that can be characterised as 'systemic' because it is involved in the development of its own subject area, agriculture. And the practical purpose of the theoretical investigation is to contribute to a more adequate understanding of science in such areas, which can form a (...) basis for developing and evaluating systemic research methods, and for determining appropriate criteria of scientific quality. Two main perspectives on science as a learning process are explored: research as the learning process of a cognitive system, and science as a social, communicational system. A simple model of a cognitive system is suggested, which integrates both semiotic and cybernetic aspects, as well as a model of self-reflective learning in research, which entails moving from an inside 'actor' stance to an outside 'observer' stance, and back. This leads to a view of scientific knowledge as inherently contextual and to the suggestion of reflexive objectivity and relevance as two related key criteria of good science. (shrink)

There is a correlation between positions taken on some scientific questions and political leaning. One way to explain this correlation is the cultural cognition hypothesis (CCH): people's political leanings are causing them to process evidence to maintain fixed answers to the questions, rather than to seek the truth. Another way is the different background belief hypothesis (DBBH): people of different political leanings have different background beliefs which rationalize different positions on these scientific questions. In this article, I argue for two (...) things. I argue that two attempts by proponents of the CCH to discredit the DBBH fail. And I argue that this matters, because while the CCH makes epistemic paternalistic interventions seem called for (as some philosophers have argued compellingly), the DBBH does not. The DBBH makes it much easier to stay closer to an ideal of deliberative democracy. (shrink)

In the days of global warming and BSE, science is increasingly a public issue. This book provides a theoretical framework which allows us to understand why and how scientists address the general public. The author develops the argument that turning to the public is not simply a response to inaccurate reporting by journalists or to public curiosity, nor a wish to gain recognition and additional funding. Rather, it is a tactic to which the scientific community are pushed by certain (...) "internal" crisis situations. Bucchi examines three cases of scientists turning to the public: the cold fusion case, the COBE/Big Bang issue and Louis Pasteur's public demonstration of the anthrax vaccine, a historical case of "public science." Finally, Bucchi presents his unique model of communications between science and the public, carried out through the media. This is a thoughtful and wide-ranging treatment of complex contemporary issues, touching upon the history and sociology of science, communication and media studies. Bucchi's theories on scientific communication in the media are a valuable contribution to the current debate on this subject. (shrink)

Between 1869 and 1879, the communal Christian group the Oneida Community undertook a pioneering eugenics experiment called “stirpiculture” in upstate New York. Stirpiculture resulted in the planned conception, birth, and communal rearing of fifty-eight children, bred from selected members of the Oneida Community. This article concerns how the Oneida Community's unique approach to religion and science provided the framework for the creation, process, and eventual dissolution of the stirpiculture experiment. The work seeks to expand current understanding of the early (...) history of eugenics in the United States by placing its practice more than two decades earlier than is generally considered. Additionally, this article situates the Community's leader John Humphrey Noyes as an early eugenics and social scientific thinker. Finally, the treatment provides a case study for the transitional period in mid to late nineteenth century America whereby scientific modes of epistemology were accommodated within or supplanted by theological worldviews.
