There are various notions of capital, but in this article movement of capital is being analysed from the perspective of international investment law – a country has an asset, which it cannot exploit or do so efficiently and there is a foreigner who possesses financing, technology or know-how, which allows to develop such asset. Lithuania is a net importer of capital, thus this article analyses on what might be the asset that Lithuanian government is interested in developing (...) through foreign investment and why Lithuania does not develop such asset through other means, i.e. borrowing. As China is one the biggest capital exporters and becomes one of the biggest outward investors, this article also analyses driving factors behind such increase of outward investment from China – the Going Out policy and various instruments used by China to encourage such policy. Finally, the article analyses the possible underlying reasons Chinese company CAMCE has in Kaunas free economic zone and what such interest means under international investment law. (shrink)

A Geographical Approach for Measuring the Creative Capital. Case Study: Creative Capital Index of Slovakia Calculation of creativity index is a part of a modern quantification wave, in some cases also formulation of the spatial differentiation of social and economic phenomena required from the academic sphere by the decisive sphere. Policy makers have interest by this means to help themselves in obtaining public for their objectives. The creative capital as a sum of quantifiable creativity indicators is in (...) this contribution operationalized including the social capital, which is out of accord with a traditional understanding of creativity following the Florida's concept of the creative class. Methods for creativity index formation are introduced at the global level of states as well as at the regional level of a given state. There are substantial differences among both indexes results and statistical data on export of creative goods that are well documented on example of USA and China. Terminological chaos associated with the concepts of creative class and economy is thus extended with a chaos in the interpretation of findings, what contributes to the critique of the Florida's concept of creative class. There arise doubts that the quantification of creativity indexes with correlation quantification with other economic and social factors as GDP, entrepreneurship, inequality, Index HDI1) ; is maybe right in terms of mathematics, but it does not reveal the casual connections. The research purpose of the contribution is a geographical approach to the creative capital. The case study incorporates the Slovak regions, creativity index calculation and its spatial differentiation in form of map expression. The scientific goal lies in a confirmation of hypothesis about a dominant position of Bratislava region, and thus the capital of Slovakia. A limit of calculation is the choice of indicators which were strongly determined by the accessibility of statistical data. (shrink)

Classical economics was oriented towards the advancement of the common interest as defined by the political institutions of the state, whereas neoclassicism is defined in a social and political vacuum. Furthermore, the former related realistically to an excess supply of labour, while the latter assumes full employment. These differences have significant implications for income distribution, accumulation, growth and development. Classical economists advocated free trade to increase domestic productivity and employment at stable or growing real wages. Contemporary globalization recreates the classical (...) surplus labour economy to reduce domestic wage levels through moving domestic production from high to low wage areas around the globe. Free trade becomes necessary so that the goods produced abroad can be imported into capital exporting countries. However, without a corresponding growth of exportables, the trade balance must be adversely affected. Furthermore, adverse changes in income distribution diminish domestic demand for goods. International agencies have contributed significantly to the promotion of capital-intensive fisheries development programs in many Third World nations. Activities of both bilateral and multilateral development assistance agencies are examined and shown to have certain common features, notably production-oriented programs typified by the introduction of powerful new fishing technologies, and the promotion of fishery exports as a means of increasing foreign exchange earnings. The argument is advanced that these programs have been largely detrimental to the best interests of recipient nations (...) because they have ignored both resource limitations and the distributional consequences of such development.Fisheries development programs in the Third World are seen as being shaped by a convergence of institutional and class interests between national and international agencies. The perspective of political economy is used to examine these interests and explain their relation to policy outcomes. Evidence is presented to show that international agencies have contributed to dualistic patterns of industry growth which have skewed development benefits towards a narrow urban elite. Rural small-scale fishers have been increasingly marginalized as a result of their inability to compete over a limited and, in some cases, depleted resource.Fisheries development and resource management need to be seen as complementary aspects of a single process rather than as separate activities. Central to fisheries management is the question of resource allocation between competing users. Suggestions are offered by which international development agencies can play an important role in encouraging resource use patterns which are both biologically sustainable and socially just. EurepGAP is a pioneering field level food safety protocol called ‘good agricultural practices’ currently exercising influence over the global food quality assurance system. Developed by a consortium of major European retailers, this private standard enforces codes of conduct that address issues of health and safety for producers and consumers, as well as working conditions and environmental management on the farmland. Despite various merits and benefits that the standard is premised to offer, the institutional design gives a financial edge to powerful (...) large farms and exporters while diminishing opportunities for smaller growers and exporters to remain in the profitable agricultural export sector of the Global South. This paper explores the institutional origin and evolution of EurepGAP, discusses entry barriers and risks that EurepGAP imposes on the global value chain stakeholders, as well as the ethical implications from broader theoretical perspectives. Subsequently, it examines the evolving nature of a new trend in the fresh fruit and vegetable sector, i.e., the rise of public GAP standards. Promoted by some governments in the Global South, these GAP standards emphasize support for horizontal partnerships among value chain stakeholders, farmer participation, and less capital-intensive agricultural innovations. The paper argues that, within certain limitations, these GAP standards have the potential to be the major alternative GAP approach by encouraging a much broader inclusion of small-scale producers towards the attainment of various social, economic, and environmental benefits. The role of China in the world economy is constantly growing. In particular we observe that it plays more and more important role in the support of theworld economic growth (as well as high prices of certain very important commodities). In the meantime the perspectives of the Chinese economy (as well as possible fates of the Chinese society) remain unclear, whereas respective forecasts look rather contradictory. That is why the search for new aspects and modes of analysis of possible development (...) of China turns out to be rather important for the forecasting of global futures. This article employs a combination of scientific methods that imply (a) the analysis at the level of Chinese economic model; (b) the analysis at regional level (at this level the Chinese economic model is compared with the regional East Asian model); (c) the analysis at the global level that relies on the modified world-system approach that allows to answer the question whether China will replace the USA as the global leader. It is important that the analysis is conducted simultaneously in economic, social, demographic, and political dimensions. As regards the analysis of specific features of the Chinese model as an especial type of the East Asian model (that is based on the export orientation, capital & technology importation, as well as cheap labor force), we note as organic features of the Chinese model the totalitarian power of the Communist Party and the immenseness of resources. As regards special features of the Chinese model, we note (in addition to “cheap ecology” and cheap labor force) and emphasize that China has a multilevel (in a way unique) system of growth driving forces, where, as opposed to developed states, the dominant role belongs not to native private capital, but to state corporations, local authorities and foreign business. This explains the peculiarities of the Chinese investment (or rather overinvestment), which determines high growth rate up to a very significant degree. A unique feature of the Chinese model is the competition of provinces and territories for investments and high growth indicators. As regards perspectives of the global hegemony of China, we intend to demonstrate that, on the one hand, economic and political positions of China will strengthen in the forthcoming decades, but, on the other hand, China, assuming all possible future success, will be unable to take the USA position in the World System. We believe that in a direct connection with the development of globalization processes the hegemony cycle pattern is likely to come to its end, which will lead to the World System reconfiguration and the emergence of its new structure that will allow the World System to continue its further development without a hegemon. Finally, the article describes some possible scenarios of the development of China. We demonstrate that China could hardly avoid serious difficulties and critical situations (including those connected with demographic problems); however, there could be different scenarios of how China will deal with the forthcoming crisis. We also come to the conclusion that it would be better for China to achieve a slowdown to moderate growth rates (that would allow China to go through the forthcoming complex transition period with less losses) than to try to return at any cost to explosive growth rates attested in the 2000s. Agricultural restructuring in Eastern Europe is a part of the restructuring of the economy as a whole. After democratic changes, Eastern European countries have fallen into a deep crisis. There are several reasons for this, including the large debt burden, decreased export opportunities, and monetary restrictions. The major reasons, however, are the lack of a clear economic policy at the governmental level and lack of confidence in the future of enterprises. In the industry and service sectors, ownership conditions are (...) uncertain, and this hinders investing from both private investors and managers of state owned enterprises.An unambiguous situation can be created only by rapid privatization. Privatization is slow and difficult, however, and there is no agreement even on its form.In agriculture, problems arise differently. Privatization there would mean giving up economies of scale. For widespread small farming, both capital and producer motivations are lacking as well. Working on state and cooperative farms with additional part-time farming has been a lifestyle of the people for decades. Apart from that, new smallholders, left on their own, could not survive falling domestic demand for agricultural products and decreasing export opportunities. Therefore, measures need to be implemented in order to reduce agricultural supply, labor, and land area.A feasible solution would be for socialist producer cooperatives to be transformed into real cooperatives, with cooperative and individual farming allowed to develop side by side. Aotearoa New Zealand is a small, island nation located on the rim of Oceania. Since colonisation by British settlers in the mid-1800s, the internationalisation of higher education in Aotearoa New Zealand has reflected shifting notions of nationhood – from an extension of Great Britain, to a bicultural nation, to a player in the global knowledge economy. Since the late 1980s, internationalisation policy has reflected the primacy of market concerns; the internationalisation of HE has been imagined primarily as a means to (...) attract export revenue and human capital to Aotearoa New Zealand, and to increase brand recognition. However, internationalisation, as the movement of people and knowledge between places, can also be seen as pre-dating the development of nations, particularly in the Oceania context.Within mātauranga Māori, or Māori epistemological traditions, place is central to identity. To be human is to be part of something bigger than oneself; care for the land is care both for ancestors and the wellbeing of future generations. In this paper, we consider internationalised HE in light of three questions that are central to mātauranga Māori: “Who am I? What is this world that I exist in? What am I to do?”. After tracing the connections between internationalisation, colonisation, and nationhood in Aotearoa New Zealand,we consider how attention to Māori place-based epistemologies and values drawn from mātauranga Māori might challenge, stretch and ground contemporary internationalisation policies and practices in Aotearoa New Zealand. The article examines the social dimensions of poverty in the context of gender, dalit, tribal and Muslim minorities in the country. Reviewing the process of globalisation in the country, it notes that the largest section of workers continue to work in the unorganised sector. The shifting of global capital to the South and particularly to India has increased opportunities for women to work in the garment export industry. Characterised by low pay and poor working conditions, the industry exploits (...) women. The fear of job loss has led to new forms of resistance by women workers not only at the workplace but within the community linking with social movements for protection and advancement. Small and marginal farmers including women agricultural workers are impacted by global markets leading to destruction of rural livelihoods. Dalit women have demonstrated how to create household food security by internalising inputs and creating alternative markets. Policy planners need to learn from these experiences and upscale at a national level. Regenerating commons and promoting non-chemical agriculture are other means to restore ecological balance and economic health of the agriculture sector. Tribal, dalit and Muslim minority socio-economic rights are eroded further due to the process of globalisation. To move towards more inclusive growth, public spending on education and health has to increase. Responding to people's movements the state needs to implement pro-people policies and programmes. Mobilising women into SHGs is seen as a panacea to ensure women's development. Currently, it has created a debt burden on women. An alternative agenda for empowerment is outlined for action. This paper provides an overview of results from an Australian Research Council-funded project "Sentiments and Risks: The Changing Nature of Human-Animal Relations in Australia." The data discussed come from a survey of 2000 representative Australians at the capital city, state, and rural regional level. It provides both a snapshot of the state of involvement of Australians with nonhuman animals and their views on critical issues: ethics, rights, animals as food, risk from animals, native versus introduced animals, hunting, fishing, and (...) companionate relations with animals. Its data point to key trends and change. The changing position of animals in Australian society is critical to understand, given its historic export markets in meat and livestock, emerging tourism industry with its strong wildlife focus, native animals' place in discourses of nation, and the centrality of animal foods in the national diet. New anxieties about risk from animal-sourced foods and the endangerment of native animals from development and introduced species, together with tensions between animals' rights and the privileging of native species, contribute to the growth of a strongly contested animal politics in Australia. © 2007 Brill Academic Publishers. Pepper Culpepper’s seminal Quiet Politics and Business Power has revitalized the study of when business elites can shape policies away from public scrutiny. This article takes the concept of quiet politics to a new, and surprising, set of actors: trade union leaders. Focusing on the case of Denmark, it argues that quiet politics functions through political elite networks and that this way of doing politics favors a particular kind of corporatist coordination between the state, capital, and labor. Rather than (...) showing macrocorporatist coordination between the two classes and governments, it identifies representatives of business and labor that hold privileged positions in political elite networks. Representatives of segments are found in industries important for the Danish economy, specifically, the exporting manufacturing sector. Being at the core of the network requires not only a key position in the Danish economy but also an understanding that politics is often done best without politicians and voters. The analysis shows that trade union and business association representatives work closely on a wide number of issues through quiet politics, using their extensive network to broker and foster agreement between different stakeholders. Iran, as a country that has never been colonized, underwent a rapid modernization process, which arose from its internal pressures. Starting from 1945, with the rise of globalism at the end of World War II, a new stage of modernization began in Iran which continued to grow and foster the culture of mass consumption. Globalization also led to the rise of different maternities in the housing sector. Focusing on Tehran, the dominant tendency to create a modern society based on nationalism (...) and modernism values, led to the creation of a very new image of the city, at odds with its introverted urban form till early of the twentieth century. The majority of urban policies were based on the need to create a major change in public life and to revolutionize the socio-political aspects of Iranian society. This chapter has been divided into three chronological periods. The first section Planning the Metropolis aims to focus on the idea of Tehran as a modern capital back in the 1950s and late 1960s with a special focus on class segregation and housing politics. The second part of this chapter Housing as a Revolution has a special focus on the transformation of housing strategies in Iran after the 1978-79 Islamic revolution. The third part Post-Revolution focuses on the current policies for the housing sector and construction economy. As a result of the imposition of US sanctions on the Iranian economy after unilaterally abandoning the Iran nuclear deal, the country’s economy has been hit hard by Tehran’s inability to export oil. Inflation has also hit the housing sector. In general, this chapter aims to bring forward the idea of housing as politics in modern Tehran through a critical and historical perspective. (shrink)

Minerals and energy have a value of $30 billion in export revenues, providing 50 percent of Australia''s merchandise exports. The industry is characterized by substantial capital investment and very long lead times for project developments and a very competitive international market. The future direction and location of the industry is inextricably linked to long term exploration activities. The industry is faced with a far more complex set (...) of environments than most. Together, China and India account for almost two fifths of mankind. In purchase power parity terms the Chinese economy is the second largest in the world ahead of Japan, and the Indian economy is the fourth largest ahead of Germany. In less than two decades these two big Asian economies together might account for a quarter of the global product. Currently, however, both countries are still poor.Both countries might outgrow poverty, because potential advantages of backwardness as well as fairly strong (...) domestic investment favor growth. Concerning human capital formation China and India differ. China is much better than India in primary school education. Eradication of analphabetism is in sight in China, but far in the future in India. India, however, is much stronger in tertiary education than China. Another major difference between China and India is their degree of integration in the global economy. China benefits much more from the global division of labor than India does. China attracts much more foreign direct investment, too.In the past fifty years, Chinese economic performance was superior to the Indian performance. Nevertheless I reject the interpretation that either China’s autocracy or China’s communist ideology is responsible for China’s better performance. China started to grow faster than the global economy only after Deng Xiaoping liberalized and opened up the economy. Under Mao Zedong and during the great leap forward more than 30 million Chinese starved to death. Similar disasters did not happen in poorer India. If China and India teach a lesson about the impact of regime characteristics on growth, it is the following: Democracy promotes performance quite similar to the global average, autocracy as a constitution of arbitrariness permits much better performance or much worse performance.In the long run, the growth prospects of both China and India depend not only on their own economic policies, but also on Western readiness to take their exports. Open Western markets together with sensible policies in China and India may promote global prosperity and peace.A eux deux, la Chine et l’Inde représentent deux cinquièmes de l’humanité. En termes de capacité de pouvoir d’achat comparé, l’économie chinoise est la deuxième plus grande au monde, devant le Japon, et l’économie indienne est la quatrième plus grande, devançant l’Allemagne. Dans moins de deux décennies, ces deux gigantesques économies asiatiques pourraient représenter conjointement un quart du produit global. Aujourd’hui cependant, ces deux pays sont toujours pauvres.Les deux pays pourraient surmonter la pauvreté car les potentialités que recèle un retard économiq- ue ajoutées à un investissement intérieur relativement soutenu favorisent la croissance. En ce qui concerne la formation du capital humain, des différences existent entre la Chine et l’Inde. La Chine est meilleure que l’Inde dans le domaine de l’éducation primaire. L’éradication de l’analphabétisme semble être en vue en Chine mais est loin d’être une partie gagnée en Inde. A l’inverse, l’Inde devance la Chine dans le domaine de l’éducation tertiaire. Une autre différence majeure entre la Chine et l’Inde concerne leur degré d’intégration dans l’économie globale. La Chine bénéficie davantage de la division globale du travail que l’Inde. De plus, la Chine attire plus d’investissements directs de l’étranger. Durant les cinquante dernières années, la performance de l’économie chinoise a été supérieure à celle de l’Inde. Néanmoins, l’auteur rejette l’interprétation suivant laquelle ce serait ou l’autocratie chinoise ou l’idéologie communiste qui serait à l’origine de cette supériorité. La Chine commença à croître plus rapidement que l’économie globale seulement après que Deng Xiao Ping a libéralisé l’économie chinoise et ouvert ses frontières. Sous le règne de Mao Tsé Tung, et durant le “grand bond en avant”, plus de 30 millions de chinois sont morts de famine. De tels désastres n’ont pas été observés en Inde qui est relativement plus pauvre. Si une leçon peut être tirée des expériences chinoise et indienne à propos de l’impact des caractéristiques des régimes sur la croissance économique, c’est la suivante : la démocratie promeut des performances assez identiques à la moyenne globale, et l’autocratie en tant que constitution de l’arbitraire donne lieu à des performances bien meilleures ou bien pires. A long terme, les perspectives de croissance de la Chine et de l’Inde dépendent non seulement de leurs propres politiques, mais aussi de la volonté des pays occidentaux de digérer leurs exportations. Des marchés occidentaux ouverts et des politiques intelligentes en Chine et en Inde peuvent promouvoir la prospérité et la paix au niveau global. (shrink)

One of the principal means by which state management of rapid economic development has been attempted in the Greater Mekong Subregion (GMS) has been the creation and maintenance of special economic zones (SEZs). The purpose of SEZs is to encourage domestic and international investment in specific areas to promote mainly export-oriented manufacturing. They have been created in large numbers in Thailand, Vietnam and the Yunnan Province of China, and they are being built across Cambodia, Laos and now Myanmar. Negative (...) effects, such as pollution and the forcible clearances of people, are balanced by the provision of new jobs and better income-generating opportunities for people and their families. SEZs in the GMS are being increasingly drawn together by the large-scale creation of the Asian Highway Network, in addition to investment by domestic governments and by capital from Chinese corporations and the state. The creation of these linkages will have additional changes on the economic geography of the region and on the distribution of the factors leading to uneven development. This article seeks to identify the social and human implications of the spread of SEZs across the GMS. It seeks to draw together conclusions that lead to recommendations for public policy that will reduce the risks that people will face as a result. (shrink)

Greece's agricultural economy has undergone a gradual process of adjustment since World War II. While farm numbers have been reduced and average farm size has increased, the relative size of the farm population is still large by European standards. The slow rate of consolidation and adjustment in the agricultural sector of Greece is influenced by the following three factors: (1) lack of developed markets for long term capital; (2) multiple job holding among Greek farmers; and (3) protective agricultural policies.Greece's (...) accession into the European Economic Community in 1981 has shifted her trade patterns towards her European partners. In terms of agricultural trade, Greece exported considerably more agricultural goods to EEC members in 1987 than was imported from EEC countries. Greece's agricultural trade balance with all nations of the world is roughly one to one, i.e., agricultural imports equal agricultural exports in value. Since entry into the EEC, Greece has improved her degree of competitiveness or self-sufficiency in vegetables, citrus, and wine, but has reduced her self-sufficiency or competitiveness in meat and livestock products.Improved competitiveness of Greece's agricultural sector in the 1990s will require adoption of known production technologies, reduction in government bureaucracy, development of new technologies for improving product quality and minimizing plant diseases, reduction in production and marketing costs, and more effective domestic and export group marketing strategies. Food irradiation is a physical method of processing food (e.g. freezing, canning). It has been thoroughly researched over the last four decades and is recognized as a safe and wholesome method. It has the potential both of disinfesting dried food to reduce storage losses and disinfesting fruits and vegetables to meet quarantine requirements for export trade. Low doses of irradiation inhibit spoilage losses due to sprouting of root and tuber crops. Food- borne diseases due to contamination by pathogenic microorganisms (...) and parasites of meat, poultry, fish, fishery products and spices are on the increase. Irradiation of these solid foods can decontaminate them of pathogenic organisms and thus provide safe food to the consumer. Irradiation can successfully replace the fumigation treatment of cocoa beans and coffee beans and disinfest dried fish, dates, dried fruits, etc. One of the most important advantages of food irradiation processing is that it is a coldprocess which does not significantly alter physico-chemical characters of the treated product. It can be applied to food after its final packaging. Similar to other physical processes of food processing, (e.g. canning, freezing), irradiation is a capital intensive process. Thus, adequate product volume must be made available in order to maximize the use of the facility and minimize the unit cost of treatment. Lack of harmonization of regulations among the countries which have approved irradiated foods hampers the introduction of this technique for international trade. Action at the international level has to be taken in order to remedy this situation. One of the important limitations of food irradiation processing is its slow acceptance by consumers, due inter alia to a perceived association with radioactivity. The food industry tends to be reluctant to use the technology in view of uncertainties regarding consumer acceptance of treated foods. Several market testing and consumer acceptance studies have been carried out on food irradiation in recent years. These studies showed that, if the safety and the benefits of food irradiation were properly explained, the consumers were willing to accept irradiated foods. Considering its potential role in the reduction of post-harvest losses, providing safe supply of food and overcoming quarantine barriers, food irradiation has received wider government approvals during the last decade. There is also a trend towards increased commercialization of irradiated food. Currently, there are 47 irradiation facilities in some 23 countries being used for treating foods for commercial purposes. (shrink)

The process of lowering and removing barriers to the flow of ideas, people, capital, goods, and services at the global level has been presented by many liberal thinkers as a way of opening economies and societies. Neoclassical economists argue that markets, for instance, are potentially boundless: the less external constraints and restrictions, the more smoothly and efficiently they function. Though modern management is seen as predating the contributions of Frederick Taylor, the technique of so-called 'scientific management' is emphasised as the particularly crucial managerial innovation to emerge from the US, prefiguring and setting the stage for Fordism. Import-Export says that a conditional 'If p, if q, r' is always equivalent to the conditional 'If p and q, r'. I argue that Import-Export does not sit well with a classical approach to conjunction: given some plausible and widely accepted principles about conditionals, Import-Export together with classical conjunction leads to absurd consequences. My main goal is to draw out these surprising connections. In concluding I argue that the right response is to reject Import-Export and adopt (...) instead a limited version which better fits natural language data; accounts for all the intuitions that motivate Import-Export in the first place; and fits better with a classical conjunction. Through analysing different case studies in the Middle East, this section uses rooted cosmopolitanism as a theoretical lens to explore exported modernism and architecture between socialist and capitalist countries during the Cold War. This research analyses the circulation and local applications of urban development and modernisation paradigms in so-called ‘Third World’ countries. For assessing the socialist and capitalist-inspired modernisation processes in the Middle East, this chapter studies the cosmopolitan and trans-cultural architecture created by global and local influences. Comparing two types (...) of cosmopolitan architecture (socialist and capitalist) during the Cold War period in third-world contexts will help us to analyse and compare their relative rootedness and to learn from the interconnected, multifaceted, and multilayered planning transfers and architectural exportations. El siguiente artículo plantea una reflexión sobre la historiografía del arte centroamericano y latinoamericano, para establecer algunas tendencias en cómo se han estudiado y qué aportes han realizado estos campos de conocimiento al entendimiento de las artes visuales regionales y la historia cultural centroamericana. Adicionalmente, en contraste con este estado de la cuestión, se plantean las contribuciones que realiza la tesis doctoral “Hacer exportable a Centroamérica: activación de circuitos artísticos internacionales y su impacto en la consolidación de los museos de (...) arte moderno y sus colecciones en Guatemala y Costa Rica, 1950-1996”, al conocimiento de esta historiografía. Se analizan dos aportes puntuales que realiza la tesis: por un lado, la investigación evidencia contundentemente que determinados/as artistas centroamericanos/as participaron con vigor de las redes artísticas internacionales en la segunda mitad del siglo XX; esto se logra reconstruir mediante un mapeo de los eventos en los que participaron. Seguidamente, se abarca otro aporte, en el que la investigación problematiza lo que se ha dicho sobre las características del arte moderno centroamericano mediante un análisis de las colecciones de tres museos regionales. In the U.S.A., advocates of academic freedom—the ability to pursue research unencumbered by government controls—have long found sparring partners in government officials who regulate technology trade. From concern over classified research in the 1950s, to the expansion of export controls to cover trade in information in the 1970s, to current debates over emerging technologies and global innovation, the academic community and the government have each sought opportunities to demarcate the sphere of their respective authority and autonomy and assert themselves (...) in that sphere. In this paper, we explore these opportunities, showing how the Social Contract for Science set the terms for the debate, and how the controversy turned to the proper interpretation of this compact. In particular, we analyze how the 1985 presidential directive excluding fundamental research from export controls created a boundary object that successfully demarcated science and the state, but only for a Cold War world that would soon come to an end. Significant changes have occurred since then in the governance structures of science and in the technical and political environment within which both universities and the state sit. Even though there have been significant and persistent calls for reassessing the Cold War demarcation, a new institutionalization of how to balance the concerns of national security and academic freedom is still only in its nascent stages. We explore the value of moving from a boundary object to a boundary organization, as represented in a proposed new governance body, the Science and Security Commission. (shrink)

During the eighteenth century, cabinetmakers in Canton (Guangzhou) produced a large quantity of hardwood furniture for European consumers. This essay examines the knowledge culture of these cabinetmakers, focusing on epistemic negotiations and adaptations in the process of making export furniture. While export furniture was made in European styles, cabinetmakers did not parrot European techniques of carpentry but creatively mobilized their own craft knowledge. Juxtaposing material evidence from extant pieces and the carpentry manual The Classic of Lu Ban, the (...) essay argues that the knowledge of joinery formed the basis of a practice of artisanal translation that was material and syntactic. Offering modular rubrics for spatial handling, joinery allowed cabinetmakers to restructure and reinvent furniture with a European appearance. Tracing the interaction between an indigenous knowledge system and global trade commodities, the essay underlines the social and epistemic realignments of locally rooted craft in the achievement of innovation. Governments across the world appreciate the need for checks on the transfer or exportation of commodities, information, software, and technology considered of strategic value. In order to control exports, countries rely on laws, treaties, international arrangements and other related instruments. In the current case, the UAE is largely dependent on Federal Law No. 12 of 2008 while the UK depends on the Export Control Act of 2002. It is established that the legislations enact amendments to reflect the dynamic nature (...) of the state environment. However, the entry into international arrangements supports the view that the fight against trading in dual-use, military, or sensitive products require cooperative efforts from state parties in order to attain success. The most serious ethical challenge facing multinational corporations in the next century is their exportation of the mental model of Western-style capitalism. This model promises that industrialized free enterprise in a free trade global economy, where businesses and entrepreneurs can pursue their interests competitively without undue regulations or labor restrictions, will produce growth and well-being, i.e., economic good, in every country or community where this phenomenon is allowed to operate. _This study examines the proposition that exports cause growth in gross domestic product GDP in the economy of Pakistan from 1973 to 2022. The study intends to analyze the export promotion strategy that was adopted by Pakistan's economy in the 1990s. Cointegration test reveals there is a long-run relationship between these two variables. However, causality is proved in both short and long-run from GDP to exports. The Trade openness and export growth both are prolonged association but in case (...) of Pakistan persistent depreciation of PKR could not achieve desired level of export earning which implies that J-Curve theory does not exist in Pakistan. This implies that growth in the domestic production base is vital to expansion in exports. The government or policymakers should give importance to and incentivize various production sectors of an economy so that they can contribute to the expansion of export markets._. (shrink)

This study integrates the resource dependence perspective and the stakeholder perspective to analyze local Chinese suppliers’ environment strategies in response to environmental requirements of different types of customers. With a sample of 1,215 local Chinese manufacturing suppliers, we examine the impact of export intensity and environmental requirements of multinational enterprises on local Chinese suppliers’ environment strategies. The results show that local Chinese suppliers with high levels of export intensity are more likely to adopt positive environment strategies to reduce (...) environmental risks. In addition, local Chinese suppliers respond actively to environmental requirements of MNE customers but not to those of local customers. The linkage between MNE customers’ environmental requirements and local Chinese suppliers’ environment strategies remains significant, even after we control for the impact of export intensity. In this article I consider the challenges for exporting causal knowledge raised by complex biological systems. In particular, James Woodward’s interventionist approach to causality identified three types of stability in causal explanation: invariance, modularity, and insensitivity. Ethical issues surrounding the marketing and trade of controversial products such as tobacco require a better understanding. Virginia Slims, an exclusively women’s cigarette brand first launched in 1968 in the USA, was introduced during the mid 1980s to major Asian markets, such as Japan and Korea, dominated by male smokers. By reviewing internal corporate documents, made public from litigation, we examine the marketing strategies used by Philip Morris as they entered new markets such as Japan and Korea and consider the (...) extent that the company attempted to appeal to women in markets where comparatively few women were smokers. The case study of Virginia Slims reveals that the classification of “vulnerable” consumers is variable depending on culture, tobacco firms display responsive efforts and strategies when operating within a “mature” market, and cultural values played a role in informing Philip Morris’ strategic decision to embrace an adaptive marketing approach, particularly when entering the Korean market. Finally, moral questions are raised with tobacco being identified as a priority product for export and international trade agreements being used by corporations, governments, or trade partners in efforts to undermine domestic public health policies. The fiscal imbalance between the central and local governments under fiscal centralization may motivate local governments to pass tax burdens on firms. The causal identification of the tax system reform and the sustainable export innovation behavior of firms are of great significance. This study uses the income tax sharing policy of China to examine the impact of fiscal centralization on the sustainable export innovation behavior of firms. We find that this tax reform has significantly inhibited the increase of (...) the export value-added rate of firms, and has an increasing trend with the share ratio between the Central Government and the local government. Moreover, this effect mainly comes from the crowding-out effect of imported intermediate goods on domestic intermediate goods. The tests show that the above conclusions are consistent with the general logic of local governments. When they face greater downward fiscal pressure, they will further pass the tax burden on local firms and force the firms to promote their export performance to expand the tax base. This short-sighted behavior of replacing “quality improvement” with “quantity increase” is an important factor that affects the sustainable export innovation behavior of firms and the climb in the global value chain. Industrial shrimp farming has been promoted by international development and financial institutions in coastal indebted poor countries as a way to obtain foreign exchange earnings, reimburse external debt, and promote development. The promotion of the shrimp industry is a clear example of a more general trend of support of export-oriented primary products, consisting in monocultures of commodities, as opposed to the promotion of more diverse, traditional production directed to feed the local population. In general, it is assumed that (...) class='Hi'>export-oriented aquaculture and agriculture, in a framework of liberalization policies, facilitates economic growth and this is associated with poverty reduction and the improvement of food security. However, it has been shown that the promotion of export-oriented production, mostly in the hands of big corporations, can have detrimental consequences for the livelihoods of local populations and the environment. As a result, international institutions, NGOs, and the industry aim to minimize these impacts by promoting sustainable export-oriented production. But some impacts may remain, since the main issue is the primary focus on international deregulated markets and the search for cheap primary products. To illustrate the relationships between the mainstream concept of development, the environmental and social impact of industrial farming systems, and the promotion of export-oriented production in developing countries, this article analyzes the case of the shrimp aquaculture industry. According to latitudinarianism, S’s belief that x is F is about x solely in virtue of S’s believing a proposition that ascribes F- ness to x. Saul Kripke (2011b) has recently objected to this view by arguing that it entails that S believes of arbitrary objects that they are F. In this paper I revisit Ernest Sosa’s (1995a, 1995b) notion of associative aboutness to put forward a novel account of mental reference, called ‘associative exportation,’ that evades the troublesome consequence pointed (...) out by Kripke, while preserving the spirit of latitudinarianism. In particular, the proposed view: (1) does not invoke any form of acquaintance with the object of belief; (2) validates a weak reducibility thesis of de re belief to de dicto; (3) is compatible with the observation that our unreflective aboutness judgments are latitudinarian; (4) offers new insights about the notorious tallest- spy objection. Drawing upon empirical studies of racial discrimination dating back to the 1940’s, the Movement for Black Lives platform calls for the abolition of capital punishment. Our purpose here is to defend the Movement’s call for death penalty abolition in terms congruent with its claim that the death penalty in the U.S. is a “racist practice” that “devalues Black lives.” We first sketch the jurisprudential history of race and capital punishment in the U.S., wherein courts have occasionally expressed worries (...) about racial injustice but have usually taken such evidence to warrant reform but not outright abolition. We argue that the racial discrimination at issue flows in significant part from implicit biases concerning race, criminality, and violence, which do not fit comfortably within the picture of racial bias advanced by the courts. The case for abolition, we contend, rests on Black Americans as a class (not merely those who interact with the criminal justice system as capital defendants or as murder victims) being subject to such bias and thereby not being accorded equal status under the law. Crises come and go, but it is good if, from the perspective of the past, we can point to some positives of the crisis that has just passed. Indeed, in the article we first find a snapshot of the export activity of the Polish economy in recent years, a picture which is positive, despite the very serious crises in the global economy. This picture may not be complete due to the scope of the study, but it shows what is (...) most important in author opinion – our place in the international division of labor over the last 15 years. This place has steadily improved, with particularly spectacular increases in importance observed during the years of the Covid-19 pandemic crisis and after the outbreak of war in Ukraine. The second section of the article presents an analysis of agri-food exports in a broader time frame, dating back to the 2000s. It aims to highlight the rise of agri-food exports as a proportion of GDP and total exports. Equally fascinating is the geographical and commodity structure and the mportance of Polish agri-food imports in the total of those made by selected countries. As a result, an interesting picture of Polish agri-food exports appears to have emerged, allowing positive assessments to be formulated. Quite optimistic prognoses for the future are also noticeable. This article examines the relationship between Puerto Rico's export-oriented development program and the demand for women workers in the manufacturing sector from 1952 to 1980. Its central proposition is that the consistently high proportion of women in the manufacturing sector was the result of an employment structure characterized by specialization in assembly-type activities and low wages. Although the Puerto Rican government pursued a development strategy designed to increase job opportunities for men, the manufacturing industries attracted to the island by (...) its export-oriented industrialization policies generated a strong demand for women workers. The apparent contradiction between the employment practices of manufacturing establishments and government policies is due to the restructuring of the global economy and the emergence of a new international division of labor that brought increasing numbers of women into the labor market. This article is a response to the public consultation on the draft Code of Practice issued by the Human Tissue Authority on the import and export of human bodies, body parts and tissue. The question is whether the Draft Code and the Human Tissue Act go far enough to prevent the unethical acquisition and movement of human tissue. I conclude that the answer to this question is ‘no’ and go on to demonstrate how the identified deficiencies can be remedied.

Against the background of the contemporary debate about financialisation, the paper conceptualises the capitalist labour economy as fundamentally a monetary system. It argues that money is not a capitalist means of organising its labour economy but that it is rather a capitalist end. The argument examines and finds wanting conceptions of money in political economy, including Keynesianism and neoliberalism, and argues that the debate about financialisation is fundamentally based on the propositions of political economy. It holds that Marx’s critique of (...) political economy conceives of money as the form of value and expounds money-making as the purpose of the capital labour economy. Thus, the labour theory of value is fundamentally a monetary theory of value, labour is the means of valorisation, and that is, of money in process, and as such capital. Making money out of money is capital as its most rational. In the form of credit, money posits wealth as a claim on future surplus value. (shrink)
