The global biomedical research enterprise is driving substantial advances in medicine and healthcare. Yet it appears that the enterprise is rather wasteful, falling short of its true innovative potential. Suggested reasons are manifold and involve various stakeholders, such that there is no single remedy. In the present paper, I will argue that laboratories are the basic working units of the biomedical research enterprise and an important site of action for corrective intervention. Keeping laboratories relatively small will enable better (...) training and mentoring of individual scientists, which in turn will yield better performance of the scientific workforce. The key premise of this argument is that people are at the heart of the successes and failures of biomedical research, yet the human dimension of science has been unduly neglected in practice. Renewed focus on the importance of laboratories and their constituent scientists is one promising approach to reducing waste and increasing efficiency within the biomedical research enterprise. Doctoral programs at U.S. universities play a critical role in the development of human resources both in the United States and abroad. This volume reports the results of an extensive study of U.S. research-doctorate programs in five broad fields: physical sciences and mathematics, engineering, social and behavioral sciences, biological sciences, and the humanities. Research-Doctorate Programs in the United States documents changes that have taken place in the size, structure, and quality of doctoral education since the widely used 1982 (...) editions. This update provides selected information on nearly 4,000 doctoral programs in 41 subdisciplines at 274 doctorate-granting institutions. This volume also reports the results of the National Survey of Graduate Faculty, which polled a sample of faculty for their views on the scholarly quality of program faculty and the effectiveness of doctoral programs in preparing research scholars/scientists. This much-anticipated update of such an essential reference will be useful to education administrators, university faculty, and students seeking authoritative information on doctoral programs. The Russian philosopher and cultural theorist Mikhail Bakhtin has traditionally been seen as the leading figure in the group of intellectuals known as the Bakhtin Circle. The writings of other members of the Circle are considered much less important than his work, while Bakhtin's achievement has been exaggerated in proportion to the downgrading of the thinkers with whom he associated in the 1920s. This volume, which includes new translations and studies of the work of the most important members of the (...) Circle, sets out to correct the distortions in the established representations of its activity. The original contributions to literary and linguistic theory made by Valentin Voloshinov and Pavel Medvedev (but frequently credited to Bakhtin) are assessed, and the distinctiveness of their approaches is highlighted. Based on field research on Andean medicine men and West Tibetan (Ladakhi) shamans, this paper delineates some research problems which arise from the lies told and amnesia experienced by indigenous informants. It is shown that the problem of amnesia leads to the paradox that "one can only do research on shamans by ceasing to do research." In discussing four hypotheses for understanding shaman's amnesia, as a "lie," as a professional ideology, or as an artifact of Western (...) research, a solution is sought for this paradox. The best solution is seen in an approach called "recycling the waste" in which lies, inventions, contradictory and fragmentary information (usually considered as the "waste" of research) are being "recycled" as valuable data in their own right. Biobanks are custodial institutions that enhance the utility and value of biological materials by collecting and curating them. Their custodial functions tend to include ethical oversight and governance. This paper explores how biobanks increase the value of biological materials by standardizing routines of governance in order to engender “ethical efficiency.” Focusing in particular upon banking of human embryos for research, the article offers an historical account of how human embryos came to be “waste” available for use by researchers (...) in the US. It offers a case study of a human embryo biobank and the practices of ethical governance that the biobank employs to capture this waste and convert it into a valuable resource for research use. The article draws attention to the ways biobanks’ emphasis on efficiency and resolving problems of ethical governance up front codifies otherwise contested normative relationships and authorizes uses of human biological materials that some see as ethically problematic, even as it eliminates institutionalized mechanisms of reflection in which such problems would otherwise be acknowledged and confronted. From the 5th edition of Beauchamp and Childress' Principles of Biomedical Ethics, the problem of common morality has been given a more prominent role and emphasis. With the publication of the 6th and latest edition, the authors not only attempt to ground their theory in common morality, but there is also an increased tendency to identify the former with the latter. While this stratagem may give the impression of a more robust, and hence stable, foundation for their theoretical construct, we (...) fear that it comes with a cost, namely the need to keep any theory in medical ethics open to, and thereby aware of, the challenges arising from biomedical research and clinical practice, as well as healthcare systems. By too readily identifying the moral life of common morality with rule-following behaviour, Beauchamp and Childress may even be wrong about the nature of common morality as such, thereby founding their, by now, classic theory on quicksand instead of solid rock. Studies of food waste claim that its main causes are technological and logistical deficiencies in the first stages of the agri-food chain. The present article discusses this statement using a specific case as a starting point: the production of fruit in Lleida (Catalonia, Spain). Since the 1980s, fruit production in this region has undergone a process of innovation and development. However, the agents who participate in the sector claim that the wasted volume of edible foodstuffs is greater than in (...) previous times. This article argues that studies of food waste do not consider the power relations existing within the agri-food chain. When these relations are asymmetrical, technological innovation and logistics optimisation do not improve the efficiency of the system; rather, they help the hegemonic players to monopolise the commercial margin and transfer some of their running costs to the weaker agents. Irreplicability is framed as crisis, blamed on sloppy science motivated by perverse stimuli in research. Structural changes to the organization of science, targeting sloppy science (e.g., open data, pre‐registration), are proposed to prevent irreplicability. While there is an unquestionable link between sloppy science and failures to replicate/reproduce scientific studies, they are currently conflated. This position can be understood as a result of the erosion of the role of theory in science. The history, sociology, and philosophy of science reveal alternative (...) explanations for irreplicability to show it is part of proper, informative and valuable science. Irreplicability need not equate research waste. Sloppy science is the problem, also when results do replicate. Hence, the solution should focus on opposing sloppy research. (shrink)

A critical debate has blossomed within the field of research policy, science and technology studies, and philosophy of science regarding the possible benefits and limitations of allocating extramural grants using a lottery system. The most common view among those supporting the lottery idea is that some form of modified lottery is acceptable, if properly combined with peer review. This means that partial randomization can be applied only after experts have screened the pursuit-worthiness of all submitted proposals and sorted out (...) those of lowest quality. In the present paper, I will argue against the use of partial lotteries or partial randomization and instead promote use of a _pure lottery_ in combination with a radical increase in block funding. The main reason for holding this position is that a partial lottery cannot solve the problems inherent in the current funding system, which is based on grant competitions and peer review. A partial lottery cannot decrease the enormous time-waste, reduce the uneven distribution of time between researchers, neutralize expert biases or mitigate academic power asymmetries. Instead, we need a stronger focus on improving general time management in academia by implementing a more holistic model for organizing research opportunities in the future. (shrink)

Can one consistently deny the permissibility of abortion while endorsing the killing of human embryos for the sake of stem cell research? The question is not trivial; for even if one accepts that abortion is prima facie wrong in all cases, there are significant differences with many of the embryos used for stem cell research from those involved in abortion—most prominently, many have been abandoned in vitro, and appear to have no reasonably likely meaningful future. On these grounds (...) one might think to maintain a strong position against abortion but endorse killing human embryos for the sake of stem cell research and its promising benefits. I will argue, however, that these differences are not decisive. Thus, one who accepts a strong view against abortion is committed to the moral impermissibility of killing human embryos for the sake of stem cell research. I do not argue for the moral standing of either abortion or the killing of embryos for stem cell research; I only argue for the relation between the two. Thus the conclusion is relevant to those with a strong view in favor of the permissibility of killing embryos for the sake of research as much as for those who may strongly oppose abortion; neither can consider their position in isolation from the other. The red tape and delays around research ethics and governance approvals frequently frustrate researchers yet, as the lesser of two evils, are largely accepted as unavoidable. Here we quantify aspects of the research ethics and governance approvals for one interview- and questionnaire-based study conducted in England which used the National Health Service procedures and the electronic Integrated Research Application System. We demonstrate the enormous impact of existing approvals processes on costs of studies, including opportunity costs to focus (...) on the substantive research, and suggest directions for radical system change. We have recorded 491 exchanges with 89 individuals involved in research ethics and governance approvals, generating 193 pages of email text excluding attachments. These are conservative estimates. The exchanges were conducted outside IRAS, expected to be the platform where all necessary documents are provided and questions addressed. Importantly, the figures exclude the actual work of preparing the ethics documentation. We propose six areas of work to enable system change: 1. Support the development of a broad range of customised research ethics and governance templates to complement generic, typically clinical trials orientated, ones; 2. Develop more sophisticated and flexible frameworks for study classification; 3. Link with associated processes for assessment, feedback, monitoring and reporting, such as ones involving funders and patient and public involvement groups; 4. Invest in a new generation IT infrastructure; 5. Enhance system capacity through increasing online reviewer participation and training; and 6. Encourage researchers to quantify the approvals processes for their studies. Ethics and governance approvals are burdensome for historical reasons and not because of the nature of the task. There are many opportunities to improve their efficiency and analytic depth in an age of innovation, increased connectivity and distributed working. If we continue to work under current systems, we are perpetuating, paradoxically, an unethical system of research approvals by virtue of its wastefulness and impoverished ethical debate. (shrink)

Demographic characteristics have been recognized as an important factor affecting public acceptance of waste-to-energy incineration facilities. The present study explores whether the differences in public acceptance of WTE incineration facilities caused by demographic characteristics are consistent in residential groups under different perceived stress using data collected by a large-scale questionnaire survey conducted in three second-tier cities in China. The result of data analysis using a T-test shows firstly that people with low perceived stress have higher public acceptance of WTE (...) incineration facilities. Second, the differences in public acceptance of WTE incineration facilities caused by demographic characteristics vary in residential groups with different perceived stress levels. The findings enrich the knowledge system related to demographic characteristics research on NIMBY infrastructure projects and provide the theoretical basis for the government to formulate more targeted policies about NIMBY infrastructure sitting. In recent years, researchers and practitioners have increasingly paid attention to food waste, which is seen as highly unethical given its negative environmental and societal implications. Waste recovery is dependent on the creation of connections along the supply chain, so that actors with goods at risk of becoming waste can transfer them to those who may be able to use them as inputs or for their own consumption. Such waste recovery is, however, often hampered by what (...) we call ‘circularity holes’, i.e., missing linkages between waste generators and potential receivers. A new type of actor, the digital platform organization, has recently taken on a brokerage function to bridge circularity holes, particularly in the food supply chain. Yet, extant literature has overlooked this novel type of brokerage that exploits digital technology for the transfer and recovery of discarded resources between supply chain actors. Our study investigates this actor, conceptualized as a ‘circularity broker’, and thus unites network research and circular supply chain research. Focusing on the food supply chain, we adopt an interpretive inductive theory-building approach to uncover how platform organizations foster the recovery of waste by bridging circularity holes. We identify and explicate six brokerage roles, i.e., connecting, informing, protecting, mobilizing, integrating and measuring, and discuss them in relation to extant literature, highlighting novelties compared to earlier studies. The final section reflects on contributions, implications, limitations and areas for further research. (shrink)

American Academy of Pediatrics (AAP) and American College of Medical Genetics (ACMG) recently provided two recommendations about predictive genetic testing of children. The Clinical Sequencing Exploratory Research Consortium's Pediatrics Working Group compared these recommendations, focusing on operational and ethical issues specific to decision making for children. Content analysis of the statements addresses two issues: (1) how these recommendations characterize and analyze locus of decision making, as well as the risks and benefits of testing, and (2) whether the guidelines conflict (...) or come to different but compatible conclusions because they consider different testing scenarios. These statements differ in ethically significant ways. AAP/ACMG analyzes risks and benefits using best interests of the child and recommends that, absent ameliorative interventions available during childhood, clinicians should generally decline to order testing. Parents authorize focused tests. ACMG analyzes risks and benefits using the interests of the child and other family members and recommends that sequencing results be examined for additional variants that can lead to ameliorative interventions, regardless of age, which laboratories should report to clinicians who should contextualize the results. Parents must accept additional analysis. The ethical arguments in these statements appear to be in tension with each other. (shrink)

Ten years after the publication of the special issue of Social Epistemology on feminist epistemology, this paper explores recent feminist interest in the inhuman. Feminist science studies, cultural studies, philosophy and environmental studies all build on the important work feminist epistemology has done to bring to the fore questions of feminist empiricism, situated knowledges and knowing as an intersubjective activity. Current research in feminist theory is expanding this epistemological horizon to consider the possibility of an inhuman epistemology. This paper (...) explores these developments through the subject of waste. Waste, as both an epistemological and material phenomenon, invites timely questions about possibilities for acknowledging an inhuman epistemology. Strategic Environmental Assessment, as a support to strategic planning, is a starting point in the creation of a sustainable concept of managing waste that is based on the principles of a circular economy. The role of SEA is to guide the planning process towards the goal of securing the best effects in relation to the quality of the living environment and the socio-economic aspects of development. SEA is also an instrument that can be used when making optimal decisions about (...) spatial development, which further contributes to its importance and role in the planning process. The implementation of SEA allows developers to establish the benefits and implications of the proposed spatial changes, taking into account the capacity of the space to sustain the planned development, and to determine the degree of acceptability of the proposed spatial changes. This paper presents a specific method used for impact assessment in SEA for the Agro-Waste Management Plan for Oplenac Vineyard. The specificity of this method is that it combines specific goals, indicators and criteria for assessing the effect of planning solutions formulated in the simulated AWMP for Oplenac Vineyard using a semi-quantitative expert method. The results of the paper indicate the possibility of using GIS tools to increase objectivity in the expert evaluation of planning solutions, particularly in relation to a group of criteria for assessing the spatial dispersion of the impacts. This reduces the subjectivity that is characteristic of all expert methods. The graphical presentation of the results in GIS technology and the use of matrices and graphs to present the results makes them easier to understand and creates a good basis for making optimal decisions on future activities concerning the elimination of waste from wineries and viticulture. BackgroundThe public and healthcare workers have a high expectation of animal research which they perceive as necessary to predict the safety and efficacy of drugs before testing in clinical trials. However, the expectation is not always realised and there is evidence that the research often fails to stand up to scientific scrutiny and its 'predictive value' is either weak or absent.DiscussionProblems with the use of animals as models of humans arise from a variety of biases and systemic failures (...) including: 1) bias and poor practice in research methodology and data analysis ; 2) lack of transparency in scientific assessment and regulation of the research; 3) long-term denial of weaknesses in cross-species translation; 4) profit-driven motives overriding patient interests; 5) lack of accountability of expenditure on animal research; 6) reductionist-materialism in science which tends to dictate scientific inquiry and control the direction of funding in biomedical research.SummaryBias in animal research needs to be addressed before medical research and healthcare decision-making can be more evidence-based. Research funding may be misdirected on studying 'disease mechanisms' in animals that cannot be replicated outside tightly controlled laboratory conditions, and without sufficient critical evaluation animal research may divert attention away from avenues of research that hold promise for human health. The potential for harm to patients and trial volunteers from reliance on biased animal data1 requires measures to improve its conduct, regulation and analysis. This article draws attention to a few of the many forms of bias in animal research that have come to light in the last decade and offers a strategy incorporating ten recommendations stated at the end of each section on bias. The proposals need development through open debate and subsequent rigorous implementation so that reviewers may determine the value of animal research to human health. What kind of stuff is the world made of? What is the nature or substance of things? These are ontological questions, and they are usually answered with respect to the objects of science. The objects of technoscience tell a different story that concerns the power, promise and potential of things - not what they are but what they can be. Seventeen scholars from history and philosophy of science, epistemology, social anthropology, cultural studies and ethics each explore a research object (...) in its technological setting, ranging from carbon to cardboard, from arctic ice cores to nuclear waste, from wetlands to GMO seeds, from fuel cells to the great Pacific garbage patch. Together they offer fascinating stories and novel analytic concepts, all the while opening up a space for reflecting on the specific character of technoscientific objects. With their promise of sustainable innovation and a technologically transformed future, these objects are highly charged with values and design expectations. By clarifying their mode of existence, we are learning to come to terms more generally with the furniture of the technoscientific world - where, for example, the 'dead matter' of classical physics is becoming the 'smart material' of emerging and converging technologies. The contradictions between food poverty affecting a large section of the global population and the everyday wastage of food, particularly in high income countries, have raised significant academic and public attention. All actors in the food chain have a role to play in food waste prevention and reduction, including farmers, food manufacturers and processors, caterers and retailers and ultimately consumers. Food surplus redistribution is considered by many as a partial solution to food waste reduction and food poverty mitigation, (...) while others criticize charitable initiatives as inadequate responses, that inhibit governments from responsibly protecting the citizens right to food. This paper frames food assistance as “hybrid systems”, situating at the intersection of territorial food, public welfare and third sector voluntary systems. Based on available literature and reflections on previous research examining food banks in Italy, we develop a system dynamics conceptual mapping. The aim is to model a set of relations and dynamic mechanisms associated with variables relevant to food waste generation, food recovery for social purposes and food poverty alleviation. The analysis of feedback interactions highlights the vulnerabilities of food assistance systems that occur when addressing food poverty by reducing food surplus. In summary, as the awareness on food poverty and food surplus arises, incentives to food recovery and redistribution strengthen the role of food assistance actors, increasing their exposure to drivers of change, such as retailers’ standards for food surplus prevention. This paper contributes to the current academic debate on charitable food assistance, with insights for policy makers and other systems’ actors. (shrink)

Ethical conduct is an essential component in research, especially in medical research. Statistical methods for design and analysis are powerful research tools if used properly. Abuse of these principles and methods are just as unethical as other laboratory or clinical misconduct. Inadequate research design can produce worthless results and thus wastes effort and valuable resources. For clinical research, patient resources are wasted. Inappropriate analysis of data can also produce misleading results and conclusions. For clinical (...) class='Hi'>research, inferior therapy might be given to patients as a consequence. These ethical concerns can have implications for and affect the individuals responsible for the statistical design and analysis. The quality of doctoral-level chemistry (N=145), computer science (N=58), geoscience (N=91), mathematics (N=115), physics (N=123), and statistics/biostatistics (N=64) programs at United States universities was assessed, using 16 measures. These measures focused on variables related to: program size; characteristics of graduates; reputational factors (scholarly quality of faculty, effectiveness of programs in educating research scholars/scientists, improvement in program quality during the last 5 years); university library size; research support; and publication records. Chapter I discusses prior attempts to assess quality in (...) graduate education, development of the study plans, and the selection of disciplines and programs to be evaluated. Chapter II discusses the methodology used, focusing on each of the assessment measures. Chapters III to VIII present, respectively, findings from the analyses of the chemistry, computer science, geoscience, mathematics, physics, and statistics/biostatistics programs. Chapter IX includes a summary of results, correlations among measures, several additional analyses, and suggestions for future studies. Among the findings reported are those indicating that mathematics programs had, on the average, the largest number of faculty (N=33) in December 1980 followed closely by physics (N=28) and chemistry (N=23), and that 80 percent of computer science students had job commitments by graduation. In this article we investigate whether long-term radioactive waste management by means of geological disposal can be understood as a social experiment. Geological disposal is a rather particular technology in the way it deals with the analytical and ethical complexities implied by the idea of technological innovation as social experimentation, because it is presented as a technology that ultimately functions without human involvement. We argue that, even when the long term function of the ‘social’ is foreseen to be restricted (...) to safeguarding the functioning of the ‘technical’, geological disposal is still a social experiment. In order to better understand this argument and explore how it could be addressed, we elaborate the idea of social experimentation with the notion of co-production and the analytical tools of delegation, prescription and network as developed by actor-network theory. In doing so we emphasize that geological disposal inherently involves relations between surface and subsurface, between humans and nonhumans, between the social, material and natural realm, and that these relations require recognition and further elaboration. In other words, we argue that geological disposal concurrently is a social and a technical experiment, or better, a long-term socio-technical experiment. We end with proposing the idea of ‘actor-networking’ as a sensitizing concept for future research into what geological disposal as a socio-technical experiment could look like. (shrink)

The treatment of Australia's Aboriginal people by the nuclear industry is a poorly researched topic. That is not merely a gap in the academic research on related topics, but it has “real world” consequences. Put simply, the paucity of information about the mistreatment of Aboriginal people makes it easier for nuclear interests to repeat past practices; and conversely, proper documentation and publication of past practices detrimental to Aboriginal people can make it more difficult for nuclear interests to repeat those (...) practices. Over the past decade Friends of the Earth Australia has sought to partially remedy the information deficit in the context of its work with Aboriginal communities involved in debates regarding uranium mining and proposed radioactive waste repositories. One thread of that work is the growing body of multimedia work by FoE member Jessie Boylan covering the legacy of the atomic bomb tests, uranium mining and waste repository proposals. Another thread of the project is detailed written documentation of past and present incidents of mistreatment of Aboriginal people by nuclear interests. This article builds on that research and focuses on attempts to impose radioactive waste repositories on the land of unwilling Aboriginal communities in South Australia. (shrink)

One of the important determinants of development during the transition to adulthood is the undertaking of social roles characteristic of adults, also in the area of finishing formal education, which usually coincides with beginning fulltime employment. In the study discussed in this paper, it has been hypothesized that continuing full-time education above the age of 26, a phenomenon rarely observed in Poland, can be considered as an unpunctual event that may be connected with difficulties in the process of identity formation. (...) Relationships between identity dimensions and identity statuses, and age and educational context were analyzed. 693 individuals aged 19-35 took part in the study. The participants attended three types of educational institutions: full-time university studies, part-time university studies, and full-time post-secondary school. Among the students of full-time university studies predictable dependencies, also in respect of highlevels of indicators of identity crisis and a high frequency of diffused identity occurrence, were observed. Such dependencies were not found in the group of full-time post-secondary school students. (shrink)

Business orientation toward sustainable development goals and the circular economy are relevant research topics today in business theory and practice. The waste recycling sector is a key industry in the circular economy framework for promoting clean production and environmental sustainability. This study analyzes business performance in the recycling sector, focusing on efficiency indicators. The associations between firm efficiency and risk variables were also evaluated. The study goes through several methodological stages, including a Data Envelopment Analysis (DEA) multistage method (...) and multivariate modeling: tobit regression, bootstrap models, and generalized method of moments (GMM). The main results indicate that the average efficiency of waste recycling firms is at a medium level. Large-sized firms achieve higher levels of efficiency than medium-sized and small firms, supporting the economies of scale hypothesis. The evidence also suggests that risk variables (rating score and Zscore) and capital structure are key determinants of firm efficiency in the waste recycling industry. (shrink)

Specifically, the study identified solid waste disposal habits of residents, frequency of clearing the dumpsters, accessibility of waste dumpsters to people determines the (...) waste disposal pattern of people; and analyze the willingness of people in Ibadan to pay for improved service. Solid waste management has been part of human activities right from time. Efforts by Oyo State Government is seen in the collection of dirt that have been placed on the medians. Waste generation is an unavoidable product of man activities, however, sustainable management of such waste is a challenge faced in many countries today. Nigeria, a developing country in Africa, has been in a quandary of how to efficiently manage the municipal solid waste its population generates. Many states in the country lack adequate plans and infrastructure required for efficient and sustainable management of municipal solid waste. For Ibadan, the largest city in Nigeria, the problem is further compounded by its rather large and still increasing population. In this research, Ibadan metropolis is taken as a case study; the rate of solid waste handling in households as regards solid waste management from household collection to final disposal are focused upon. The study found out that 45.6% drop their refuse in the dumpsters as 18.8% burns their refuse, 17.7% of the respondents drops their waste on the median, 12% in the drainage while 6% opts to drop their waste in the streams. On the effectiveness of the Private operators collecting waste from the respondents, the study found out that 7.6% effective, 37.5% of the respondents says the operators waste collection is poor, 7% says it is abysmal while 43.5% said it is not applicable to them because they do not have storage containers in their houses and as a result did not subscribe to their service. Many countries, particularly the developed ones, have employed options in the waste management hierarchy for sustainable management of their municipal solid waste and the blend of options employed is usually highly dependent on local factors. Following the waste management hierarchy, possible options for sustainable municipal solid waste management in Ibadan are discussed. It is concluded that waste reduction, reuse, and recycling are potential management options for the state. Landfilling will remain an important option for final disposal but reliance on this method could be significantly reduced if management options are exploited to the maximum in a sustainable solid waste management structure in Ibadan metropolis. Ethical oversight of clinical research is one of the primary means of ensuring that human subjects are protected from the natural bias of researchers and research institutions in favor of experimentation. At a minimum, effective oversight should ensure that risks are minimized and reasonable in relation to anticipated benefits, protect vulnerable subjects from potential coercion or undue influence, ensure full and informed consent, and promote the equitable distribution of the risks and benefits of research. Because these assessments (...) often involve value judgments for which there are no agreed-upon objective standards, we rely on deliberative procedures thought to have the greatest likelihood of producing the right or best outcomes. Concerns about the potential for improperly functioning IRBs to waste scarce human and institutional resources and impede biomedical progress have motivated a surge in empirical research assessing their procedures and outcomes. Yet within this literature, there has been minimal attention paid to the social scientific evidence regarding how individuals and deliberating groups make decisions, nor how those data might inform IRB practice. This essay seeks to fill that gap, locating recent empirical data on IRB composition and process within the context of data regarding what I call “deliberative pathologies,” or instances when deliberation fails to live up to one or more aspect of the deliberative ideal because of systematic biases in the ways participants interact. The paper goes on to make evidence-based recommendations to reduce the vulnerability of IRB deliberations to the kinds of pathologies discussed and indicate directions for future research. (shrink)

Multiuser fair sharing of clusters is a classic problem in cluster construction. However, the cluster computing system for hybrid big data applications has the characteristics of heterogeneous requirements, which makes more and more cluster resource managers support fine-grained multidimensional learning resource management. In this context, it is oriented to multiusers of multidimensional learning resources. Shared clusters have become a new topic. A single consideration of a fair-shared cluster will result in a huge waste of resources in the context of (...) discrete and dynamic resource allocation. Fairness and efficiency of cluster resource sharing for multidimensional learning resources are equally important. This paper studies big data processing technology and representative systems and analyzes multidimensional analysis and performance optimization technology. This article discusses the importance of discrete multidimensional learning resource allocation optimization in dynamic scenarios. At the same time, in view of the fact that most of the resources of the big data application cluster system are supplied to large jobs that account for a small proportion of job submissions, while the small jobs that account for a large proportion only use the characteristics of a small part of the system’s resources, the expected residual multidimensionality of large-scale work is proposed. The server with the least learning resources is allocated first, and only fair strategies are considered for small assignments. The topic index is distributed and stored on the system to realize the parallel processing of search to improve the efficiency of search processing. The effectiveness of RDIBT is verified through experimental simulation. The results show that RDIBT has higher performance than LSII index technology in index creation speed and search response speed. In addition, RDIBT can also ensure the scalability of the index system. (shrink)

Different ethical principles conflict in research conducted in emergency research. Clinical care and its development should be based on research. Patients in critical clinical condition are in the greatest need of better medicines. The critical condition of the patient and the absence of a patient representative at the critical time period make it difficult and sometimes impossible to request an informed consent before the beginning of the trial. In an emergency, care decisions must be made in a (...) short period of time, and the more time is wasted, the more the risk of death or severe tissue damage and incapacity increases. Consent requests take time, and so the time period before treatment might put the patient’s life in jeopardy. Not requesting consent before a trial is also contradictory. A person should not be forced to participate in a trial against his or her will. Due to the dark history of medical research previously, international declarations and conventions have set up ethical principles for medical research. They emphasize the autonomy of the research participant—or his or her legal representative—to give a free and informed consent prior to the initiation of research. In the case of a critical emergency, the unconscious state of the patient, the emotional stress of family members or the lack of time to start life-sustaining measures may often restrict the possibilities of communicating with the patient or his/her representative. Therefore, written informed consent is difficult to achieve, and its voluntariness in emergency situations is, at best, open to question. The mortality of patients is high without clinical interventions in emergency research. Random selection of patients is difficult and requires extra work from personnel in the emergency rooms. Recruitment, information and asking for consent may also take time, postpone the initiation of treatment and increase the risk of death and irreversible tissue and organ damage, and therefore be risky for the patient. It is therefore essential that the health care professionals recruiting suitable research participants are well motivated and well trained. Medical research in an emergency setting should always be regarded as an exceptional situation requiring special provisions. Only such research should be done as cannot be done in other conditions. An independent body must approve the research protocol and the ways in which the consent of the participant or proxy are to be sought. In addition, the trial must be expected to result in direct and significant benefit for the research participants. If research without prior consent is not approved, the development of emergency care is threatened. On the other hand, if prior consent is not required, a person could be recruited into a clinical trial against his or her will. Doing good and avoiding harm, and respecting the autonomy of the patient are in conflict in the context of emergency medical research. To develop better medicines for patients experiencing acute medical emergencies, research into such conditions should be allowed. Research participants should have the possibility to participate or refuse to participate in research that may benefit them and other patients. The risk of irreversible damage occurring as the consequence of time delays for seeking consent is unacceptable. A prior wish about participation in clinical trials should be respected, if known. The conditions under which medical research in emergencies can be considered acceptable can be determined and agreed upon nationally and internationally. (shrink)

Denmark was once at the forefront of nuclear research, operating three experimental nuclear reactors at the research facility at Risø, close to Copenhagen. However, the 1985 resolution of the Danish Parliament excluded nuclear power from the national energy mix. In 2003, the Parliament passed a resolution on the decommissioning of the nuclear facility at Risø, including plans for establishing a permanent solution for radioactive waste management. To understand the ensuing socio-technical controversy, we employ the “hybrid forum” framework (...) that emphasizes the entangled political-epistemological role of the municipalities and protest groups. They mobilized political resistance while also performing “research in the wild.” In 2016, the protest groups became part of an institutionalized “hybrid forum” where they could negotiate directly with experts and government representatives. We conclude that municipalities and protest groups were instrumental in changing the Danish position on radioactive waste management from final repository to long-term storage at Risø. (shrink)

The existing computer technology is used to conduct an in-depth study and analysis of drilling waste treatment, and the results are analyzed by computer simulation optimization algorithms. Based on the system theory, we define the research system, combine the unique characteristics of the technological innovation mechanism of drilling waste treatment, and use the internal and external factors affecting the technological innovation dynamics of drilling waste treatment, such as drilling waste treatment capacity, from the current actual (...) situation. On this basis, factor analysis is used to analyze the factors affecting technological innovation dynamics from both internal and external aspects of the system, establish a system model of technological innovation dynamics of drilling waste disposal, and give the initial values of the simulation model. This will reduce the pollution of the environment and enhance the competitiveness of enterprises. Drilling waste treatment technology is getting increased attention, but at this stage, there is no suitable technology innovation mechanism for drilling waste treatment. Through the simulation trend chart obtained by sensitivity analysis, the key factors in the system are found, and the innovation power mechanism of drilling waste treatment technology is constructed, which provides a basis for the formulation of enterprise technological innovation strategies and the development of technological innovation activities. Research on the dynamic mechanism of drilling waste treatment technology innovation explores a waste treatment mechanism suitable for the drilling industry, so as to promote the steady development of the drilling industry and at the same time provide theoretical support for the treatment of drilling engineering waste. This article starts with an overview of the author’s personal involvement—as an Operations Research consultant—in several engineering case-studies that may raise ethical questions; e.g., case-studies on nuclear waste, water management, sustainable ecology, military tactics, and animal welfare. All these case studies employ computer simulation models. In general, models are meant to solve practical problems, which may have ethical implications for the various stakeholders; namely, the modelers, the clients, and the public at large. The article further presents an overview (...) of codes of ethics in a variety of disciples. It discusses the role of mathematical models, focusing on the validation of these models’ assumptions. Documentation of these model assumptions needs special attention. Some ethical norms and values may be quantified through the model’s multiple performance measures, which might be optimized. The uncertainty about the validity of the model leads to risk or uncertainty analysis and to a search for robust models. Ethical questions may be pressing in military models, including war games. However, computer games and the related experimental economics may also provide a special tool to study ethical issues. Finally, the article briefly discusses whistleblowing. Its many references to publications and websites enable further study of ethical issues in modeling. (shrink)
