In information societies, operations, decisions and choices previously left to humans are increasingly delegated to algorithms, which may advise, if not decide, about how data should be interpreted and what actions should be taken as a result. More and more often, algorithms mediate social processes, business transactions, governmental decisions, and how we perceive, understand, and interact among ourselves and with the environment. Gaps between the design and operation of algorithms and our understanding of their ethical implications can have severe consequences (...) affecting individuals as well as groups and whole societies. This paper makes three contributions to clarify the ethical importance of algorithmic mediation. It provides a prescriptive map to organise the debate. It reviews the current discussion of ethical aspects of algorithms. And it assesses the available literature in order to identify areas requiring further work to develop the ethics of algorithms. Since approval of the EU General Data Protection Regulation (GDPR) in 2016, it has been widely and repeatedly claimed that the GDPR will legally mandate a ‘right to explanation’ of all decisions made by automated or artificially intelligent algorithmic systems. This right to explanation is viewed as an ideal mechanism to enhance the accountability and transparency of automated decision-making. However, there are several reasons to doubt both the legal existence and the feasibility of such a right. In contrast to the (...) right to explanation of specific automated decisions claimed elsewhere, the GDPR only mandates that data subjects receive meaningful, but properly limited, information (Articles 13-15) about the logic involved, as well as the significance and the envisaged consequences of automated decision-making systems, what we term a ‘right to be informed’. Further, the ambiguity and limited scope of the ‘right not to be subject to automated decision-making’ contained in Article 22 (from which the alleged ‘right to explanation’ stems) raises questions over the protection actually afforded to data subjects. These problems show that the GDPR lacks precise language as well as explicit and well-defined rights and safeguards against automated decision-making, and therefore runs the risk of being toothless. We propose a number of legislative and policy steps that, if taken, may improve the transparency and accountability of automated decision-making when the GDPR comes into force in 2018. (shrink)

In October 2016, the White House, the European Parliament, and the UK House of Commons each issued a report outlining their visions on how to prepare society for the widespread use of artificial intelligence. In this article, we provide a comparative assessment of these three reports in order to facilitate the design of policies favourable to the development of a ‘good AI society’. To do so, we examine how each report addresses the following three topics: the development of a ‘good (...) AI society’; the role and responsibility of the government, the private sector, and the research community in pursuing such a development; and where the recommendations to support such a development may be in need of improvement. Our analysis concludes that the reports address adequately various ethical, social, and economic topics, but come short of providing an overarching political vision and long-term strategy for the development of a ‘good AI society’. In order to contribute to fill this gap, in the conclusion we suggest a two-pronged approach. (shrink)

To create fair and accountable AI and robotics, we need precise regulation and better methods to certify, explain, and audit inscrutable systems.

Ethical thought experiments such as the trolley dilemma have been investigated extensively in the past, showing that humans act in utilitarian ways, trying to cause as little overall damage as possible. These trolley dilemmas have gained renewed attention over the past few years, especially due to the necessity of implementing moral decisions in autonomous driving vehicles. We conducted a set of experiments in which participants experienced modified trolley dilemmas as drivers in virtual reality environments. Participants had to make decisions between (...) driving in one of two lanes where different obstacles came into view. Eventually, the participants had to decide which of the objects they would crash into. Obstacles included a variety of human-like avatars of different ages and group sizes. Furthermore, the influence of sidewalks as potential safe harbors and a condition implicating self-sacrifice were tested. Results showed that participants, in general, decided in a utilitarian manner, sparing the highest number of avatars possible with a limited influence by the other variables. Derived from these findings, which are in line with the utilitarian approach in moral decision making, it will be argued for an obligatory ethics setting implemented in ADVs. (shrink)

The dilemma of free will is that if actions are caused deterministically, then they are not free, and if they are not caused deterministically then they are not free either because then they happen by chance and are not up to the agent. I propose a conception of free will that solves this dilemma. It can be called agent causation but it differs from what Chisholm and others have called so.

Firms are increasingly personalising their offers and services, leading to an ever finer-grained segmentation of consumers online. Targeted online advertising and online price discrimination are salient examples of this development. While personalisation's overall effects on consumer welfare are expectably ambiguous, it can lead to concentration in the distribution of advertising and commercial offers. Constellations are possible in which a market is generally open to competition, but the targeted consumer is only made aware of one possible seller. For the consumer, such (...) a market could effectively resemble a monopoly. We call such extreme cases ‘targeting pockets’. Competition-law metrics such as the Herfindahl–Hirschman Index and traditional means of public oversight of adverts would not detect this concentration. We, therefore, suggest a novel metric, the Concentration-after-Personalisation Index (CAPI). The CAPI treats every consumer as a separate ‘market’, computes a measure of concentration for personalised adverts and offers for each individual consumer separately, and then averages the result to measure the exposure experienced by an average consumer. We demonstrate how the CAPI can serve as a monitoring tool for regulators and auditors and thus help to enforce existing consumer law as well as proposed new regulations such as the European Union's Digital Services Act and its Artificial Intelligence Act. We further show how adding noise via randomly distributed non-personalised adverts can dilute the potential harm of overly concentrated personalisation. We demonstrate how the CAPI can identify the optimal degree of added noise, balancing the protection of consumer choice with the economic interests of advertisers. (shrink)

Some argue for materialism claiming that a physical event cannot have a non-physical cause, or by claiming the 'Principle of Causal Closure' to be true. This I call a 'Sweeping Naturalistic Argument'. This article argues against this. It describes what it would be for a material event to have an immaterial cause.

Online targeting isolates individual consumers, causing what we call epistemic fragmentation. This phenomenon amplifies the harms of advertising and inflicts structural damage to the public forum. The two natural strategies to tackle the problem of regulating online targeted advertising, increasing consumer awareness and extending proactive monitoring, fail because even sophisticated individual consumers are vulnerable in isolation, and the contextual knowledge needed for effective proactive monitoring remains largely inaccessible to platforms and external regulators. The limitations of both consumer awareness and of (...) proactive monitoring strategies can be attributed to their failure to address epistemic fragmentation. We call attention to a third possibility that we call a civic model of governance for online targeted advertising, which overcomes this problem, and describe four possible pathways to implement this model. It is argued that tropes do not have determinate boundaries, it is arbitrary how tropes are carved up. An ontology, which I call field ontology, is proposed which takes this into account. The material world consists of a certain number of fields, each of which is extended over all of space. In this article, we address the problem of the potential crisis in people’s life’s meaning due to massive automation-driven technological unemployment. Assuming that the problem of (re)distribution of economic resources to the whole of society in such a scenario will be solved (e.g. through provision of a Universal Basic Income), the question arises concerning the meaning of people’s lives in a world in which almost everyone does not have to (or even could not) work in order to live. Here, we (...) side with many current proposals that paid work is not the only possible source of meaning and hence, that a meaningful life could indeed be led in a post-work society. We especially focus on one of the most developed accounts, Danaher’s Virtual Utopia (Danaher, 2016, 2019, 2022). According to him, living immersed in playful virtual worlds where new, expanded and personalized possibilities of personal and collective experiences and actions, could not only be perfectly meaningful lives, but furthermore, “be the utopia we are looking for” (Danaher, 2019, p. 270). However, our analysis will suggest that although it is a very well thought and carefully articulated position, it suffers from various important problems. Our criticism will be based on an alternative framework to think about life’s meaning and the conditions for leading a good life in general. This alternative is based on the philosophy of buen vivir (“good living”). This notion has its roots in common aspects of various Latin American indigenous cultures regarding a community-centered way of life where humans, society and nature are taken to be deeply interconnected and interdependent, and where the notions of respect, harmony and balance are at the core of this interrelationship (Gudynas, 2011; Acosta, 2008; Beling et al., 2021). Buen vivir has many facets, but we will focus on three: the importance of healthy human communities, the human-nature relationship, and the intrinsic value of nature. Based on these, we argue that the Virtual Utopia is not a good candidate for human’s post-work utopia because i) it unnecessarily augments the environmental damage that is already involved in massive labor automation; ii) it entails an unnecessary and detrimental dependence on technology for human relationships; and iii) increases the severance of the link between humanity and nature. We conclude that the buen vivir approach is a promising candidate for an alternative utopian project, but one that needs further construction. (shrink)

This article discusses how the words 'necessary' and 'analytic' are suitably used in philosophy. It is argued that analytic statements should not be called 'necessary'.

Artificial intelligence (AI) is increasingly relied upon by clinicians for making diagnostic and treatment decisions, playing an important role in imaging, diagnosis, risk analysis, lifestyle monitoring, and health information management. While research has identified biases in healthcare AI systems and proposed technical solutions to address these, we argue that effective solutions require human engagement. Furthermore, there is a lack of research on how to motivate the adoption of these solutions and promote investment in designing AI systems that align with values (...) such as transparency and fairness from the outset. Drawing on insights from psychological theories, we assert the need to understand the values that underlie decisions made by individuals involved in creating and deploying AI systems. We describe how this understanding can be leveraged to increase engagement with de-biasing and fairness-enhancing practices within the AI healthcare industry, ultimately leading to sustained behavioral change via autonomy-supportive communication strategies rooted in motivational and social psychology theories. In developing these pathways to engagement, we consider the norms and needs that govern the AI healthcare domain, and we evaluate incentives for maintaining the status quo against economic, legal, and social incentives for behavior change in line with transparency and fairness values. If God brings about an event in the universe, does it have a preceding cause? For example, if the universe began with the Big Bang and if God brought it about, did the Big Bang then have a preceding cause? The standard answer is: yes, it was caused by a divine willing. I propose an alternative view: God’s actions, unlike human actions, are not initiated by willings, undertakings, or volitions, but God brings about the intended event directly. Presenting a solution (...) to the dilemma of free will I explain what ‘bringing about directly’ means and show that the question of what an action begins with is distinct from the question whether it is a basic action. This article argues against Benjamin Libet's claim that his experiment has shown that our actions are caused by brain events which begin before we consciously undertake the action. It clarifies what exactly should be meant by saying that the readiness potential causes, initiates, or prepares an action. It shows why Libet's experiment does not support his claim and why the experiments by Herrmann et al. and by Trevena \& Miller provide evidence against it. The empirical evidence is compatible with strong (...) libertarian free will. Neither the readiness potential nor the lateralized readiness potential cause our actions. (shrink)

Analytic judgements are contingent and a posteriori.

While other philosophers have pointed out that Libet's experiment is compatible with compatibilist free will and also with weak libertarian free will, this article argues that it is even compatible with strong libertarian free will (SLF), \ie a person's ability to initiate causal processes. Contrary to what Libet suggested, the actions in the experiment were motivated by urges. It is in accordance with SLF that the urges had preceding unconcious causes. Furthermore, Libet's observation that vetoing is possible confirmes SLF.

This paper argues that there are true synthetic modal claims and that modal questions in philosophy in general are to be interpreted not in terms of logical necessity but in terms of synthetic necessity. I begin by sketching the debate about modality between logical positivism and phenomenology. Logical empiricism taught us to equate being tautological with being necessary. The common view is that tautologies are necessary in the narrow sense but that there is also necessity in a wider sense. Although many philosophers today have turned away slightly from the linguistic turn, their methods, e.g. conceptual analysis, are still linguistic. These methods lead to false results. The right method in philosophy, like in other disciplines, is to try to perceive the object and to collect and weigh evidence. We must turn back to things in themselves.

It is spelled out in which sense God exists necessarily. Some contemporary accounts are criticised.

A theory of causation with ‘tendencies’ as causal con- nections is proposed. Not, however, as ‘necessary connec- tions’: causes are not sufficient, they do not necessitate their effects. The theory is not an analysis of the concept of causation, but a description of what is the case in typical cases of causation. Therefore it does not strictly contradict any analysis of the concept of causation, not even reduct- ive ones. It would even be supported by a counterfactual or a probabilistic (...) analysis. This research identified three dimensions relevant to consumer return behavior: the planned/unethical returner; the eager returner; and the reluctant/educated returner. A retest with another sample confirmed these three dimensions. Each dimension was analyzed for its relationship with (...) consumer ethical beliefs as measured by the Muncy–Vitell Consumer Ethics Scale, ethical philosophies and shopping behaviors. These relationships supported the ethical and unethical aspects of returner orientation. Results of this research imply that the core aspect of returner orientation is relevant to ethical behavior and misuse of retail return policies.
