Various senses in which laws of nature are supposed to be "universal" are distinguished. Conditions designed to capture the content of the more important of these senses are proposed and the relations among these conditions are examined. The status of universality requirements is briefly discussed.

Lyotard’s diagnosis of a ‘postmodern condition’ has been repeatedly interpreted as a disavowal of the universal aspiration of political action and judgment. This article challenges this interpretation by showing that postmodernity involves an attempt to reconsider universality in such a way that it involves dissensus rather than consensus. I proceed by reconstructing Lyotard’s critique of the idea of consensus as a ground of political action and judgment, which in his view is based on a certain model of production of (...) scientific knowledge. Then, I analyse Lyotard’s turn to Kant’s judgment of the sublime as an alternative to a consensus-based conception of universal judgments. In the judgment of the sublime, universality stems from the disagreement between the faculties, which arouses respect for universal ideas. Analogously, political judgments stem from the disagreement between heterogeneous discourses, which produces a universal call to invent new languages that make communication possible. (shrink)

The work reported in this monograph was begun in the winter of 1967 in a graduate seminar at Berkeley. Many of the basic data were gathered by members of the seminar and the theoretical framework presented here was initially developed in the context of the seminar discussions. Much has been discovered since1969, the date of original publication, regarding the psychophysical and neurophysical determinants of universal, cross-linguistic constraints on the shape of basic color lexicons, and something, albeit less, can now also (...) be said with some confidence regarding the constraining effects of these language-independent processes of color perception and conceptualization on the direction of evolution of basic color term lexicons. This paper concerns what Jerry Fodor calls a 'metaphysical mystery': How can there by macroregularities that are realized by wildly heterogeneous lower level mechanisms? But the answer to this question is not as mysterious as many, including Jaegwon Kim, Ned Block, and Jerry Fodor might think. The multiple realizability of the properties of the special sciences such as psychology is best understood as a kind of universality, where 'universality' is used in the technical sense one finds in the (...) physics literature. It is argued that the same explanatory strategy used by physicists to provide understanding of universal behavior in physics can be used to explain how special science properties can be heterogeneously multiply realized. In this paper I criticize Cartwright's analysis of capacities and offer an alternative analysis. I argue that Cartwright's attempt to connect capacities to her condition CC fails because individuals can exercise capacities only in certain contexts. My own analysis emphasizes three features of capacities: 1) Capacities belong to individuals; 2) Capacities are typically not metaphysically fundamental properties of individuals, but can be explained by referring to structural properties of individuals; and 3) Laws are best understood as ascriptions of capacities.

In lieu of an abstract, here is a brief excerpt of the content:Decolonizing Universality:Postcolonial Theory and the Quandary of Ethical AgencyEsha Niyogi De (bio)Living in colonial India, the Bengali thinker and creative writer Rabindranath Tagore (1861-1941) often meditated on ways that "concord" (milan) and "harmony" (sāmanjasya) could be established between persons and cultures [BIC 450-51]. Noting that "ruptures in balance and harmony" (bhār sāmanjasyer abhāv) that once were more localized now affected the whole world, he maintained that these reinforced (...) the progressive message of the modern age that the local "problems of a people are a part and parcel of humankind's" (swajātir samasyā samasta mānusher samasyār antargata) [RC 279]. In his view, the means to reestablish harmony in this unequal world lay in social practices and ideas conducing "freedom" (mukti) rather than enforcing "power" (shakti) and "coercive discipline" (shāsan) [SaS 408-09]. He argued that such progressive trends of practice and thought would be found not in one culture alone but through traveling across different cultural "seas of knowledge (jnān)" [SwSm 699]. This makes it appear as though nothing can exist in the world independent of the technological. The fact that technology attempts to do away with distance, however, means that technology’s very workings presuppose the existence of distance and nearness that oppose it. Things, insofar as they are, according to Heidegger, (...) essentially near remain independent of technology. By describing the nearness and nearing of things, this article reinterprets the Heideggerian concepts of the fourfold and world-formation to critically challenge the universality of technology. The human experience of things in their spatiality—especially the human aesthetic enjoyment of and abiding with things—is an example of a facet of life where technology does not annihilate distance and nearness. One of the central questions of Jacques Derrida's later writings concerns the sources of religion. At times he gives explicit priority to the universal dimension of religion. In other places, however, he considers the primacy of faith in its concrete, historical context. This paper will clarify Derrida's relationship to universality and historicity by first comparing his notion of "messianicity without messianism" to that of Walter Benjamin's "weak Messianism." After drawing out these differences, I will focus on Derrida's later writings. (...) I will show that much of the ambiguity of Derrida's thinking on religion can be resolved by turning to his work on khōra, the Greek word for "space" or "matter." The rhetoric of khōra can allow us to think through a twofold logic, one that includes the universal/historical distinction and exceeds its alternatives. (shrink)

One can often encounter claims that classical (Kolmogorovian) probability theory cannot handle, or even is contradicted by, certain empirical findings or substantive theories. This note joins several previous attempts to explain that these claims are unjustified, illustrating this on the issues of (non)existence of joint distributions, probabilities of ordered events, and additivity of probabilities. The specific focus of this note is on showing that the mistakes underlying these claims can be precluded by labeling all random variables involved contextually. Moreover, contextual (...) labeling also enables a valuable additional way of analyzing probabilistic aspects of empirical situations: determining whether the random variables involved form a contextual system, in the sense generalized from quantum mechanics. Thus, to the extent the Wang-Busemeyer QQ equality for the question order effect holds, the system describing them is noncontextual. The double-slit experiment and its behavioral analogues also turn out to form a noncontextual system, having the same probabilistic format (cyclic system of rank 4) as the one describing spins of two entangled electrons. A physically consistent semi-classical treatment of black holes requires universality arguments to deal with the `trans-Planckian' problem where quantum spacetime effects appear to be amplified such that they undermine the entire semi-classical modelling framework. We evaluate three families of such arguments in comparison with Wilsonian renormalization group universality arguments found in the context of condensed matter physics. Our analysis is framed by the crucial distinction between robustness and universality. Particular emphasis is placed on the quality whereby the (...) various arguments are underpinned by `integrated' notions of robustness and universality. Whereas the principal strength of Wilsonian universality arguments can be understood in terms of the presence of such integration, the principal weakness of all three universality arguments for Hawking radiation is its absence. In framing the concept of rational consensus, decision theorists have tended to defer to an older, established literature on social welfare theory for guidance on how to proceed. But the uncritical adoption of standards meant to regulate the reconciliation of differing interests has unduly burdened the development of rational methods for the synthesis of differing judgments. In particular, the universality conditions typically postulated in social welfare theory, which derive from fundamentally ethical considerations, preclude a sensitive treatment of special cases (...) when carried over to the realm of judgment aggregation, especially in the case of probabilistic judgment. ABSTRACT This essay focuses on two underlying presumptions that impinge on the effort of UNESCO to engender universal agreement on a set of bioethical norms: the conception of universality that pervades much of the document, and its disregard of structural inequalities that significantly impact health. Drawing on other UN system documents and recent feminist bioethics scholarship, we argue that the formulation of universal principles should not rely solely on shared ethical values, as the draft document affirms, but also on (...) differences in ethical values that obtain across cultures. UNESCO's earlier work on gender mainstreaming illustrates the necessity of thinking from multiple perspectives in generating universal norms. The declaration asserts the ‘fundamental equality of all human beings in dignity and rights’1 and insists that ‘the highest attainable standard of health is one of the fundamental rights of every human being without distinction of race, religion, political belief, economic or social condition’2 yet it does not explicitly recognize disparities of power and wealth that deny equal dignity and rights to many. Without attention to structural (as opposed to merely accidental) inequities, UNESCO's invocation of rights is so abstract as to be incompatible with its avowed intention. (shrink)

Any view stressing the relevance of the engaged perspective for value realism must face the fact of diversity of moral views. There is significant intercultural diversity in people’s beliefs about values. Skeptics like Mackie argue that the diversity results from there being nothing for people to know, or at least nothing they can know. In this chapter I try to show that engaged value realism is compatible with universal, unrestricted validity of values. In 6.1 and 6.2 I discuss various possible (...) ways of facing the intercultural diversity of value-convictions. Then I discuss in more detail the central question of whether the validity of some evaluative considerations should be restricted to cultural communities in some relativistic fashion (6.3 and 6.4). The chapter ends with some clarifications concerning universality and validity, as well as the nature of internal criticism (6.5 and 6.6). (shrink)

Foucault's resistance to a universalist ethics, especially in his later writings, is well-known. Foucault thinks that ethical universalism presupposes a shared human essence, and that this presupposition makes it a straitjacket, an attempt to force people to conform to an externally imposed 'pattern'. Foucault's hostility may be warranted for one - perhaps the usual - conception of ethical universality. But there are other conceptions of ethical universality that are not vulnerable to Foucault's criticism, and that are ethically and (...) culturally important. I set out one such conception, and show why it matters. Paul Patton has argued that Foucault is best read as grounding his analyses of power in a 'conception of human being' traceable to Nietzsche. I explain why this does not amount to the ethical universalism that I sketch below. (shrink)

One of the hallmarks of human cognition is the capacity to generalize over arbitrary constituents. Recently, Marcus (1998, 1998a, b; Cognition 66, p. 153; Cognitive Psychology 37, p. 243) argued that this capacity, called universal generalization (universality), is not supported by Connectionist models. Instead, universality is best explained by Classical symbol systems, with Connectionism as its implementation. Here it is argued that universality is also a problem for Classicism in that the syntax-sensitive rules that are supposed to (...) provide causal explanations of mental processes are either too strict, precluding possible generalizations; or too lax, providing no information as to the appropriate alternative. I argue for the thesis (UL) that there are certain logical abilities that any rational creature must have. Opposition to UL comes from naturalized epistemologists who hold that it is a purely empirical question which logical abilities a rational creature has. I provide arguments that any creatures meeting certain conditions—plausible necessary conditions on rationality—must have certain specific logical concepts and be able to use them in certain specific ways. For example, I argue that any creature able to grasp theories must (...) have a concept of conjunction subject to the usual introduction and elimination rules. I also deal with disjunction, conditionality and negation. Finally, I put UL to work in showing how it could be used to define a notion of logical obviousness that would be well suited to certain contexts—e.g. radical translation and epistemic logic—in which a concept of obviousness is often invoked. This article offers a decolonial methodology that questions the universality tied to the concept of gender. While not questioning that the modern/colonial capitalist gender system is an oppressive, variable, systemic organization of power, it argues that it is not universal; that is, that not all peoples organize their relations in terms of and on the grounds of gender. Its aim is to offer a decolonial methodology to both study colonized people who live at the colonial difference, but also to (...) engage in decolonial coalition. To see the colonial difference is to see coloniality/modernity as the place the colonized inhabit and the situation of oppression from which the colonized create meanings that are not assimilated. The concepts of the innateness, universality, species-specificity, and autonomy of the human language capacity have had an extreme impact on the psycholinguistic debate for over thirty years. These concepts are evaluated from several neurobiological perspectives, with an emphasis on the emergence of language and its decay due to brain lesion and progressive brain disease.Evidence of perceptuomotor homologies and preadaptations for human language in nonhuman primates suggests a gradual emergence of language during hominid evolution. Regarding ontogeny, the innate component of (...) language capacity is likely to be polygenic and shared with other developmental domains. Dissociations between verbal and nonverbal development are probably rooted in the perceptuomotor specializations of neural substrates rather than the autonomy of a grammar module. Aphasiologicaldata often assumed to suggest modular linguistic subsystems can be accounted for in terms of a neurofunctional model incorporating perceptuomotor-based regional specializationsand distributivity of representations. Thus, dissociations between grammatical functors and content words are due to different conditions of acquisition and resulting differences in neural representation. Human brains are characterized by multifactorial interindividual variability, and strict universality of functional organization is biologically unrealistic.A theoretical alternative is proposed according to which (1) linguistic specialization of brain areas is due to epigenetic and probabilistic maturational events, not to genetic ”hard-wiring,” and (2) linguistic knowledge is neurally represented in distributed cell assemblies whose topography reflects the perceptuomotor modalities involved in the acquisition and use of a given item of knowledge. It is commonly claimed that the universality of critical phenomena is explained through particular applications of the renormalization group. This article has three aims: to clarify the structure of the explanation of universality, to discuss the physics of such RG explanations, and to examine the extent to which universality is thus explained. The derivation of critical exponents proceeds via a real-space or a field-theoretic approach to the RG. Building on work by Mainwood, this article argues that these (...) approaches ought to be distinguished: while the field-theoretic approach explains universality, the real-space approach fails to provide an adequate explanation. According to many scholars, Aristotle holds that judgments in ethics can hold true only “for the most part”. Such judgments state general claims about ethical life, not specific claims about how to act in a particular situation. These judgments can be either descriptive or prescriptive. When they are descriptive, they hold true “for the most part” insofar as they express observed regularities that occur neither always and necessarily, nor by mere chance. According to the critics, researchers subjected women in developing countries to studies that would have been unethical in the United States and that the researchers were therefore engaged in unethical exploitation ofcitizens of the developing countries in which the studies were conducted.While the critics agreed that unethical exploitation had (...) occurred, they differed on the exact nature of the exploitation. Some observers condemned the researchers for employing a double standard — because the researchers were applying a standard of care that would have been unacceptable in their own country. In the view of these critics, researchers should have been comparing the experimental treatment to established therapy rather than to placebo, as would have been required in the United States or other developed countries. The contribution tackles the analytical and hermeneutic problem, implied in today's notion of the 17-century “Scientific Revolution”, which comes to the front in trying to come to grips with the notion of European science, its discovery in Antiquity and its history in Middle Ages and Modern Age. We shall try to argue that, in its core, this revolution implies a notional revolution. The contribution investigates the function the of notions of “theory”, “doctrine” and “system”, which are constitutive for the formation (...) of science, each in itself being correlative to a specific type of scientific units attributed to the classical-Greek , Christian-Mediaeval , and modern notion of science . Pondering on the topic of these notions and their shifts in the Modern Age is the key towards a new understanding of the history of science, extending beyond the borders of the existing conceptions as based on natural sciences.
