The relevance of the study lies in the fact that the information and computer revolution has made it possible to create and include in the system of social circulation such information flows, which are currently sufficient to ensure the most rational use of nature, demographic, economic, industrial, agricultural and spiritual and cultural development of mankind. The phenomenon of the information revolution is the result of two parallel processes that can develop throughout history: an increase in the role and volume of (...) information necessary to ensure the full existence of society, and improvement in the technology of information accumulation and dissemination. Information technology has been integrated into the current social and economic space. The use of computers and telecommunications has influenced an unprecedented intensity of communicative interactions. These processes affect the stages of social development. The article analyzes the current understanding of the fourth and fifth information revolution. The problems of economics, management and post-industrial society are considered. An attempt is made to synthesize the models of foreign and domestic researchers. The article considers the existing theoretical approaches to the explication of political security, highlighted such its component as information and political security, and this author's interpretation of the latter. The limits of the information-political security, allowing to separate it from other types of security, depending on the information are established. The influence of information on the formation of information and political threats affecting the information and political security of the country is considered. (shrink)

The role of bacterial variation in the waxing and waning of epidemics was a subject of lively debate in late nineteenth and early twentieth-century bacteriology and epidemiology. The notion that changes in bacterial virulence were responsible for the rise and fall of epidemic diseases was an often-voiced, but little investigated hypothesis made by late nineteenth-century epidemiologists. It was one of the first hypotheses to be tested by scientists who attempted to study epidemiological questions using laboratory methods. This paper examines how (...) two groups of experimental epidemiologists, the British group led by W. W. C. Topley and Major Greenwood, and an American group directed by Leslie T. Webster at the Rockefeller Institute, studied the role of variations in bacterial virulence in the course of laboratory epidemics of mouse typhoid. Relying on Ludwik Fleck’s concept of thought styles and thought collectives, the paper analyzes the fundamental conceptual differences between these two groups of researchers and analyzes the kinds of innovations they introduced as they attempted to integrate bacteriological and epidemiological approaches. The paper shows that the stylistic differences between the two groups can be understood better in the context of the institutional histories and disciplinary relations of epidemiology and bacteriology in the two countries. Confronted with an unprecedented scale of human-induced environmental crisis, there is a need for new modes of theorizing that would abandon human exceptionalism and anthropocentrism and instead focus on developing environmentally ethical projects suitable for our times. In this paper, we offer an anti-anthropocentric project of an ethos for living in the Anthropocene. We develop it through revisiting the notion of sustainability in order to problematize the linear vision of human-centric futurity and the uniform ‘we’ of humanity upon which it (...) relies. We ground our analyses in posthumanism and material feminism, using works by posthumanist and material feminist thinkers such as Stacy Alaimo, Rosi Braidotti, Donna Haraway and Jane Bennett, among others. In dialogue with them, we offer the concept of posthuman sustainability that decenters the human, re-positions it in its ecosystem and, while remaining attentive to difference, fosters the thriving of all instances of life. In Spain, the introduction of the new Diploma in Nursing in 1977 saw the role of nurses shifting from that of medical assistants with technical skills to being independent members of the healthcare team with specific responsibility for providing professional nursing care. Here, we analyse the evolution of the nursing profession in Spain following the transfer of nurse education to universities, doing so through interviews with the first generation of academic tutors. This was a qualitative study using the method of (...) analytic induction and based on the principles of grounded theory. Participants were selected by means of theoretical sampling and then underwent in‐depth interviews. Steps were taken to ensure the credibility, transferability, dependability and confirmability of data. The main conclusion of the analysis is that there is a gap between a theoretical framework borrowed from the Anglo‐American context and a nursing practice that, in Spain, has traditionally prioritised the application of technical procedures, a role akin to that of a medical assistant. It is argued that a key factor underlying the way in which nursing in Spain has evolved in recent decades is the lack of conceptual clarity regarding what the role of the professional nurse might actually entail in practice. Although epidemiology as a scientific study of disease in populations claimed an independent disciplinary status already in the mid–nineteenth century, its history in the twentieth century can be seen as a continuous and often contentious attempt to define the field’s social and intellectual boundaries vis-à-vis a variety of neighboring scientific fields and public health practices. In a period dominated by laboratory biomedical sciences, epidemiologists repeatedly tried to spell out how their discipline met the requirements of scientificity despite its focus on (...) disease as a collective phenomenon and its reliance on nonlaboratory methods. This article asks about the relationship between the changing institutional and intellectual contexts of British epidemiological practice and the epidemiologists’attempts to define both science in general and epidemiology in particular. An examination of the epidemiologists’boundary-making endeavors is also used to reflect on the circumstances in which scientists engage in the discourse of disciplinary demarcations. (shrink)

This essay explores the return of the subject in the computational context, which I address as a digital subject. This digital subject encompasses a digital identifier, correlations in data or a data profile, moving between biological characteristics and symbolic expression. I focus on the processes through which digital subjects are constructed by matching, correlating, modelling, as well as how they become enactive. The ways of pulling data together into a digital subject is often presented as a logic of fact, where (...) data is equated with documentary evidence. Instead, I propose the notion of the distance in which digital subjects are produced. Indexicality comes from outside of data, whereas the regard for the thick distance becomes a mark of the form of knowledge. I conclude by arguing for a posthumanities approach that establishes the distance while allowing for different subjects to be called upon. (shrink)

While the implementation of digital technology in psychiatry appears promising, there is an urgent need to address the implications of the absence of ethical design in the early development of such technologies. Some authors have noted the gap between technology development and ethical analysis and have called for an upstream examination of the ethical issues raised by digital technologies. In this paper, we address this suggestion, particularly in relation to digital healthcare technologies for patients with schizophrenia spectrum disorders. The introduction (...) of digital technologies in psychiatry offers a broad spectrum of diagnostic and treatment options tailored to the health needs and goals of patients’ care. These technologies include wearable devices, smartphone applications for high-immersive virtual realities, smart homes, telepsychiatry and messaging systems for patients in rural areas. The availability of these technologies could increase access to mental health services and improve the diagnostics of mental disorders.Additional Instruction AbstractIn this descriptive review, we systematize ethical concerns about digital technologies for mental health with a particular focus on individuals suffering from schizophrenia. There are many unsolved dilemmas and conflicts of interest in the implementation of these technologies, such as (1) the lack of evidence on efficacy and impact on self-perception; (2) the lack of clear standards for the safety of their daily implementation; (3) unclear roles of technology and a shift in the responsibilities of all parties; (4) no guarantee of data confidentiality; and (5) the lack of a user-centered design that meets the particular needs of patients with schizophrenia. mHealth can improve care in psychiatry and make mental healthcare services more efficient and personalized while destigmatizing mental health disorders. To ensure that these technologies will benefit people with mental health disorders, we need to heighten sensitivity to ethical issues among mental healthcare specialists, health policy makers, software developers, patients themselves and their proxies. Additionally, we need to develop frameworks for furthering sustainable development in the digital technologies industry and for the responsible usage of such technologies for patients with schizophrenia in the clinical setting. We suggest that digital technology in psychiatry, particularly for schizophrenia and other serious mental health disorders, should be integrated into treatment with professional supervision rather than as a self-treatment tool. Since the beginning of signed language research, the linguistic units have been divided into conventional, standard and fixed signs, all of which were considered as the core of the language, and iconic and productive signs, put at the edge of language. In the present paper, we will review different models proposed by signed language researchers over the years to describe the signed lexicon, showing how to overcome the hierarchical division between standard and productive lexicon. Drawing from the semiotic insights of (...) Peirce we proposed to look at signs as a triadic construction built on symbolic, iconic, and indexical features. In our model, the different iconic, symbolic, and indexical features of signs are seen as the three sides of the same triangle, detectable in the single linguistic sign. The key aspect is that the dominance of the feature will determine the different use of the linguistic unit, as we will show with examples from different discourse types. (shrink)

Over the last decade, an array of policy interventions relating to children, young people and education in the UK have positioned pupil participation in the (re)design of school environments as a key imperative. Indeed, pupil participation is an explicit, core ideal of major, ongoing school (re)construction and (re)design programmes in the UK such as Building Schools for the Future, Academy schools, and Primary Capital Funding. The aim of this paper is to juxtapose the ideals of participation as expressed in national (...) policy statements, via-a-vis the ways in which participation in these contexts is being done (or not done) in practice. To this end, the paper presents findings from in-depth interviews with Local Authority officers responsible for the implementation of policies relating to school (re)building and (re)design in diverse localities. These interviews show how the idea(l) of pupil participation may, in practice, be foreclosed by contingencies, budgets, issues, debates, personalities and events at grassroots level. The paper will suggest that national policy-making regarding participation should be better grounded in the complex and diverse realities of the (re)design of school environments in practice. The article is devoted to the ideas of religious and political identification of modern Russia and the USA. The main conceptual positions of Russian and American philosophers, political scientists, and theologians are presented. These ideas create the specific axiological unity of American and Russian forms of culture and civilizations. The search for national idea and cultural identification is presented in the article from the position of national and international security of the USA and Russia. The author pays attention to original (...) concepts of American philosophers, which have developed new «typologies of God». From this point of view God exists in human being in the new «technocratic» or «political» qualities. This article examines the discourse competence of high-functioning children with autistic spectrum disorders to participate in narrative introduction sequences with family members. The analysis illuminates the children’s own efforts to launch narratives, as well as their ability to build upon the contributions of others. Ethnographic, discourse analytic methodology is integrated with the theory of discourse organization and the weak central coherence account of autism. Introductions of both personal experience narratives as well as fictional narratives are examined. The children were especially (...) competent in the use of stable introductory practices when launching fictional narratives, pre-organized by the media of expression. Their challenge was not in the introduction, but in the narrative co-telling, which often was not globally organized over an extended course of propositions. In common law jurisdictions, legal professionals cite facts and legal principles from precedent cases to support their arguments before the court for their intended outcome in a current case. This practice stems from the doctrine of stare decisis, where cases that have similar facts should receive similar decisions with respect to the principles. It is essential for legal professionals to identify such facts and principles in precedent cases, though this is a highly time intensive task. In this paper, we present (...) studies that demonstrate that human annotators can achieve reasonable agreement on which sentences in legal judgements contain cited facts and principles. We further demonstrate that it is feasible to automatically annotate sentences containing such legal facts and principles in a supervised machine learning framework based on linguistic features, reporting per category precision and recall figures of between 0.79 and 0.89 for classifying sentences in legal judgements as cited facts, principles or neither using a Bayesian classifier, with an overall κ\documentclass[12pt]{minimal} \usepackage{amsmath} \usepackage{wasysym} \usepackage{amsfonts} \usepackage{amssymb} \usepackage{amsbsy} \usepackage{mathrsfs} \usepackage{upgreek} \setlength{\oddsidemargin}{-69pt} \begin{document}$$\kappa$$\end{document} of 0.72 with the human-annotated gold standard. On the basis of the works Personality and Paths of self-discovery the concept of self-knowledge of Ukrainian and Polish philosopher Stefan Baley has been reconstructed. It has been shown, that self-knowledge both in Baley’s philosophy and in the philosophy of Socrates has the character of the specific imperative, a certain kind of the obligation of every thinking person. Socrates and Baley are the supporters of the absolute truth, which is understood as practical value, which is beneficial to the moral cultivation (...) of the person. The differences between the concepts of self-knowledge of Socrates and Baley lies in the fact, that Baley consider the soul of a man as the object of self-knowledge, but before self-knowledge a man needs to know another person. The second specificity of Baley’s concept is associated with worldview. In the worldview he sees the path to knowledge of the truth. It has been proven, that Baley’s views on the interdependence of the subject and truth are associated with his philosophical position, formed in the Lvov-Warsaw philosophical school. (shrink)

This article offers an anthropological perspective on autism, a condition at once neurological and social, which complements existing psychological accounts of the disorder, expanding the scope of inquiry from the interpersonal domain, in which autism has been predominantly examined, to the socio-cultural one. Persons with autism need to be viewed not only as individuals in relation to other individuals, but as members of social groups and communities who act, displaying both social competencies and difficulties, in relation to socially and culturally (...) ordered expectations of behavior. The article articulates a socio-cultural approach to perspective-taking in autism in three social domains: participating in conversational turn-taking and sequences; formulating situational scenarios; and interpreting socio-cultural meanings of indexical forms and behavior. Providing ethnographic data on the everyday lives of high-functioning children with autism and Asperger syndrome, the article outlines a cline of competence across the three domains, from most success in conversational turn-taking to least in inferring indexical meanings. Implications of these abilities and limitations are considered for theoretical approaches to society and culture, illuminating how members of social groups are at once shaped by, and are agents of, social life and cultural understanding. In this commentary, I reflect on the differences between two independent citizen approaches to monitoring radiological contamination, one in Belarus after the 1986 Chernobyl nuclear accident and the other in Japan following the 2011 Fukushima Daiichi accident. I examine these approaches from the perspective of their contribution to making radiological contamination more publicly visible. The analysis is grounded in my earlier work, where I examined how we have come to know what we know about post–Chernobyl contamination and its effects in (...) Belarus, a former Soviet republic most heavily affected by the fallout. As I described in this study, much of what we know about the consequences of Chernobyl is based on the work of the Belarusian nonprofit Institute of Radiation Safety, “Belrad.” I compare Belrad’s approach to radiological monitoring with the work of the volunteer network Safecast, arguably one of the best-known citizen science projects in the world, which is working to monitor the scope of the post–Fukushima contamination. Through this comparison of approaches, I raise broader questions about a form of sensing practices—data-related practices of citizen science that make environmental hazards publicly in/visible. An analytical scheme that differentiates among the various types of cognitive and social functions of citations is used as the basis for an analysis of the results of a questionnaire designed to probe the citing behavior of a group of scientists who had cited one of four papers originating from a single biochemical laboratory. Even when papers fall within a relatively well-defined research area and are based on research conducted within a single lab, groups of scientists to which a given (...) paper is of relevance can have quite distinct internal structures. We argue that the scientists'subjective reasons for citing a given work do not correspond with the actual argumentative uses of cited articles in citing texts. Scientists appear to regard the papers they cite as having a rather generalized significance even if in their citations they refer to very specific claims made in the original texts. The consequences of these findings for a theory of citation and for the use of citations in science studies are discussed. (shrink)

In this collectively written article, the authors interrogate contemporary power constellations that run between control and connectivity. Regimes of individualism, hierarchies of assumed classifications and imperialistic subjectivities sustain the basis for political control that organises connections and divisions used to justify hierarchical dominations and distributions. This makes anti-oppression practices that value differing forms of connectivity and intra-dependence (between humans, more than humans, disciplines, all things considered to be of different bodies) nearly unimaginable. The authors offer/reconfigure/understand connectivity as a practice acting (...) in and at odds with those controlling political regimes that organise and classify matter(s), while experimenting with their own writing methodology aimed at staying connected. Informed by new materialist feminist practices and ideas, the authors discuss the political stakes of multiple ideas of connectivity within three empirical scenarios: academic labour practices, social media and a digitally established mutual aid community. We trace entangled forces of separation and control shaped by global imperialism, processes of individuation and technological apparatuses and how they perform within these scenarios. This approach is mirrored in our practice of writing together. In an alternative to traditionalised ways of writing, we expand upon an embodied praxis, elaborating on multiple engagements while offering our own connections with these differing situated knowledges. In light of this, the authors write in a diffractive, collective fashion that lies somewhere between a conversation and the strict linearity of typical narratives. (shrink)

The post-war Western world has seen a gradual shift from government to governance, a process that also concerned the issues related to agro-food sustainability, such as food quality, environmental impact, social justice, and farm animal welfare. Scholars believe that social media are a new site that reconfigures relations between various actors involved in the governance of these problems. However, empirical research on this matter remains scarce. This paper fills this gap by examining the case of Februdairy, a Twitter hashtag campaign (...) to promote the British dairy industry, hijacked by animal protection activists. For this case, I employ the relational perspective on technology affordances—as operationalised by Faraj and Azad, Materiality and organizing. Social interaction in a technological world, Oxford University Press, Oxford, 2012)—to highlight two distinct strategic modes of embracement of social media functionalities by the opposing groups: hashtag hijacking and crowdsourcing transparency. The analysis reveals also that a pre-existing social structure of the agro-food system conditions reconfiguration of social relations by technology in a way that actually strengthens the tendency to govern the issue of farm animal protection with market mechanisms. Experience-dependent neural plasticity is high in the developing brain, presenting a unique window of opportunity for training. To optimize existing training programs and develop new interventions, it is important to understand what processes take place in the developing brain during training. Here, we systematically review MRI-based evidence of training-induced neural plasticity in children and adolescents. A total of 71 articles were included in the review. Significant changes in brain activation, structure, microstructure, and structural and functional connectivity were reported with different (...) types of trainings in the majority of the studies. Significant correlation of performance improvement with neural changes was reported in 51% of the studies. Yet, only 48% of the studies had a control condition. Overall, the review supports the hypothesized neural changes with training while at the same time charting empirical and methodological desiderata for future research. (shrink)

Depuis 2011-2012, les milieux de migrants russes en France se mobilisent politiquement. On peut observer, d’une part, une mobilisation liée aux mouvements de protestation en Russie à la suite des élections jugées « truquées » et, d’autre part, une mobilisation encouragée par la politique de l’État russe envers « ses » émigrés. L’histoire, le passé, jouent un rôle primordial dans ces mobilisations. Du côté des autorités russes, les concepts et moments clés de l’histoire nationale sont mobilisés pour une construction consensuelle (...) qui est par la suite « imposée » aux migrants, perçus comme les messagers de la parole des autorités russes dans les pays d’accueil. Cependant, cette reconstruction historique par l’État russe se confronte à des contradictions qui sont à la fois internes au projet de l’État russe et relatives aux temporalités subjectives des migrants. Ces dernières fournissent autant de contrepoints et de formes de contestation, explicite ou non, au récit historique unifié que s’efforcent de bâtir les autorités russes. Ces temporalités subjectives se traduisent par des identifications : avec les années 1990 qui, dans le discours politique sur l’histoire russe, sont perçues comme des « années noires » ; avec une « classe sociale » qui appartient au passé ; et enfin, avec des segments spécifiques de l’histoire et de l’espace russes, loin des conceptions totalisantes forgées par le projet extraterritorial des autorités. Scientific novelty: the definition of the term "accounts receivable" has been clarified using accounting and legal approaches, where it is proposed to understand the obligations of other legal entities and individuals to this economic entity for contributions to the authorized capital, for advances issued, for bills of (...) exchange receivable, for goods sold, monetary amounts issued under the report, arising on the basis of a law, contract or civil situation. As a result, the updated definition will make it possible to supplement Article 307 of the Civil Code of the Russian Federation, art. 3 of the Federal Law "On Accounting", Article 7 of the draft Federal Tax Service "Accounts Receivable and Payable ".
