We consider an example of four valued semantics partially inspired by quantum computations and negation-like operations occurred therein. In particular we consider a representation of so called square root of negation within this four valued semantics as an operation which acts like a cycling negation. We define two variants of logical matrices performing different orders over the set of truth values. Purely formal logical result of our study consists in axiomatizing the logics of defined matrices as the systems of binary (...) consequence relation and proving correctness and completeness theorems for these deductive systems. There is a productive and suggestive approach in philosophical logic based on the idea of generalized truth values. This idea, which stems essentially from the pioneering works by J.M. Dunn, N. Belnap, and which has recently been developed further by Y. Shramko and H. Wansing, is closely connected to the power-setting formation on the base of some initial truth values. Having a set of generalized truth values, one can introduce fundamental logical notions, more specifically, the ones of logical operations and (...) logical entailment. This can be done in two different ways. According to the first one, advanced by M. Dunn, N. Belnap, Y. Shramko and H. Wansing, one defines on the given set of generalized truth values a specific ordering relation (or even several such relations) called the logical order(s), and then interprets logical connectives as well as the entailment relation(s) via this ordering(s). In particular, the negation connective is determined then by the inversion of the logical order. But there is also another method grounded on the notion of a quasi-field of sets, considered by Białynicki-Birula and Rasiowa. The key point of this approach consists in defining an operation of quasi-complement via the very specific function g and then interpreting entailment just through the relation of set-inclusion between generalized truth values. In this paper, we will give a constructive proof of the claim that, for any finite set V with cardinality greater or equal 2, there exists a representation of a quasi-field of sets isomorphic to de Morgan lattice. In particular, it means that we offer a special procedure, which allows to make our negation de Morgan and our logic relevant. (shrink)

We discuss several problems in quasiclassical physics for which approximate solutions were recently obtained by a new method, and which can also be solved by novel versions of the Born–Oppenheimer approximation. These cases include the so-called bouncing ball modes, low angular momentum states in perturbed circular billiards, resonant states in perturbed rectangular billiards, and whispering gallery modes. Some rare, special eigenstates, concentrated close to the edge or along a diagonal of a nearly rectangular billiard are found. This kind of state (...) has apparently previously escaped notice. In their useful logic for a computer network Shramko and Wansing generalize initial values of Belnap’s 4-valued logic to the set 16 to be the power-set of Belnap’s 4. This generalization results in a very specific algebraic structure — the trilattice SIXTEEN 3 with three orderings: information, truth and falsity. In this paper, a slightly different way of generalization is presented. As a base for further generalization a set 3 is chosen, where initial values are a — incoming data is (...) asserted, d — incoming data is denied, and u — incoming data is neither asserted nor denied, that corresponds to the answer “don’t know”. In so doing, the power-set of 3, that is the set 8 is considered. It turns out that there are not three but four orderings naturally defined on the set 8 that form the tetralattice EIGHT 4 . Besides three ordering relations mentioned above it is an extra uncertainty ordering. Quite predictably, the logics generated by a –order (truth order) and d –order (falsity order) coincide with first-degree entailment. Finally logic with two kinds of operations ( a –connectives and d –connectives) and consequence relation defined via a –ordering is considered. An adequate axiomatization for this logic is proposed. We explore a possibility of generalization of classical truth values by distinguishing between their ontological and epistemic aspects and combining these aspects within a joint semantical framework. The outcome is four generalized classical truth values implemented by Cartesian product of two sets of classical truth values, where each generalized value comprises both ontological and epistemic components. This allows one to define two unary twin connectives that can be called “semi-classical negations”. In this paper, I attempt to offer a general outline of my views on the origin and evolution of language. I do not pretend in any way to a completely new conception of language evolution. It seems to me that all the most important and productive hypotheses about the origin of language have already been made before, and it is only a matter of putting the pieces of the puzzle together correctly. As far as I can see it, the evolution (...) of language is directly related to the embedded and embodied emotional types, which served as the basis for the subsequent categorization of perceived objects, and thus laid the ground for the formation of first an internal language (of thought), and then an external verbal language. Consistent with this, the paper is organized as follows. In the Introduction I briefly describe the problem I am facing in this article and outline a plan for solving it. Next section comprises a survey of relevant empirical findings related primarily to the processing and understanding of abstract terms and concepts. In my view, it supports the idea of the close connection of abstract terms proceeding, and thus language comprehension, with emotional states. The third section provides relevant theoretical considerations of the relationship between emotions, cognition, and language. Consistently considering various theories of emotions and concepts of language formation, I pay attention to the connection between affective states and language as a sign system. In the fourth section, my views are presented directly. In so doing, I illustrate my approach with a telling example that shows how, in the course of evolution, embedded and embodied emotional responses and reactions could become the building blocks first for the internal language of thought, and then for the external natural language. In many films, story is presented in an order different from chronological. Deviations from the chronological order in a narrative are called anachronies. Narratological theory and the evidence from psychological experiments indicate that anachronies allow stories to be more interesting, as the non-chronological order evokes curiosity in viewers. In this paper we investigate the historical dynamics in the use of anachronies in film. Particularly, we follow the cultural attraction theory that suggests that, given certain conditions, cultural evolution should conform to (...) our cognitive preferences. We study this on a corpus of 80 most popular mystery films released in 1970–2009. We observe that anachronies have become used more frequently, and in a greater proportion of films. We also find that films that made substantial use of anachronies, on average, distributed the anachronies evenly along film length, while the films that made little use of anachronies placed them near the beginning and end. We argue that this can reflect a functional difference between these two types of using anachronies. The paper adds further support to the argument that popular culture may be influenced to a significant degree by our cognitive biases. (shrink)

The Crimea Conference is by all means an extremely complex historical event. Any attempt to estimate its role and significance without analyzing its ethical components would unavoidably result in unduly simplifying the historical reality of the time, as well as in forming erroneous assumptions that would necessarily be used in the analysis of the causes of Cold War. A thorough examination will show that as far as the ‘ethical’ issues are concerned, there are significant developments with regard to general methodology, (...) as well as its application to the sources. Generations of historians who have addressed the issue of Yalta Conference, although they have not been able to form a scientific, distinct ‘ethical’ tradition so far, have developed all the necessary prerequisites for its establishment. This is evident in the possibility of segmenting the issue in two parts on the one hand, and on the other in the availability of sufficient sources, structured databases, and selected outstanding works. Still, there are no studies about the Yalta Conference so far that address exclusively ethical issues concerning ‘good’ and ‘evil,’ ‘morality,’ ‘duty,’ and ‘honor.’ Although historiographical approaches are to a large extent dependent upon ethical viewpoints, in the case of Yalta agreements so far there have been no techniques available, so as to connect historical accounts with ideology, and historical facts with their philosophical background. In a sense, the situation is quite the same as it is with the study of prehistory: although there is an abundance of data and facts that can be primarily processed, there are no methodological guidelines, nor any devices to classify and explain them. This article is dedicated to Nikolai O. Lossky’s intuitivism and personalism and their significance in the context of Russian philosophy. The author demonstrates how Lossky’s study of Russian philosophy influenced his work and allowed him to take a second look at a number of philosophical issues, indicating ways to develop them further. As a result of his research, Lossky discovered ideas close to his own in the works of various other Russian philosophers. Lossky became especially interested in two authors, Vladimir (...) S. Solovyov and Fyodor M. Dostoevsky. He created interpretations that examined Solovyov’s philosophy and Dostoevsky’s works from the positions of intuitivism and personalism. The study of Russian thought Lossky undertook in his book History of Russian Philosophy gave him a strong impetus for developing his own philosophical views, which were aimed at bringing philosophy and religion into closer proximity. A peculiarity of early medieval geometrical texts was that alongside Euclid's Elements they transmitted remnants of the corpus of Roman land surveyors and metaphysical digressions extraneous to geometry proper. Rather than dismissing these additions as irrelevant, this essay attempts to elucidate the cultural grounds for the indiscriminate mixture of the three disciplines -- geometry, surveying, and metaphysics. Inquiry into the broader context of early medieval culture suggests that neither geometry nor surveying was treated as an independent discipline. Texts on geometry (...) and surveying were studied mainly because they were thought to provide good opportunities for enlarging the scope of meditation on spiritual subjects. Accordingly, the main concern of this essay is to show how Christian symbolism influenced both the composition and the study of geometrical texts. The essay is based on a wide range of sources: treatises on geometry and surveying, pictorial representations of Creation, and philosophical literature in which geometry was used in arguments about ontological doctrines. Introduction. The article examines the dynamics of electoral competition over four electoral cycles from 2005 to 2019 as exemplified by forming representative bodies of local self-government in the city of Chelyabinsk. Particular attention is paid to the impact that the transition of Chelyabinsk to a twotier model of forming local self-government bodies in 2014 had on the electoral competition. The purpose of the paper is to study the dynamics of electoral competition in municipal elections in Chelyabinsk before and after the (...) 2014 reform. Methods. The empirical basis of the study is the database “Electoral competition in the elections of municipal deputies of Chelyabinsk (2005—2019)”, which includes 414 observation units. The analysis of the empirical material is carried out according to the method of G.V. Golosov’s triangle of relative sizes, proposed for classifying party systems and adapted for analyzing elections in single-mandate constituencies. Scientific novelty. The author suggests a methodology for analyzing electoral competition in singlemandate constituencies. For the first time, the phenomenon of “controlled competition” is analyzed on the basis of 4 municipal elections cycles. Results. The analysis makes it possible to speak about fluctuations in electoral competition, its decline in 2009 and 2014 compared to the 2005 elections and increasing by the 2019 elections Conclusions. The “controlled competition” was formed in Chelyabinsk in the period preceding the reform of 2014. The reform introduced a level of local self-government, the effectiveness and necessity of which is not obvious with the existing design of the electoral system. In the course of the reform, the principal-agent model of relations between local self-government bodies and state authorities was finally consolidated. The reform contributed to conserving the “controlled competition”. (shrink)

Modern Ukraine is a post-colonial, post-totalitarian state in which decolonization, decommunization, and de-Russification have not yet been fully implemented. This article sets itself the goal of reviewing the agenda of the processes of civilizational transit of Ukraine and developing theoretically grounded vectors of the said process. The important fact that the current stage of development of the “worldview gravity” of Ukrainian society is characterized by an eclectic system of stereotypes is also of significant importance: here coexist both old stereotypes of (...) consciousness and behavior, which have largely ceased to fulfill their functions, and new ones that are unstable and ambiguous. The series of ideas regarding the Ukrainian civilizational choice was already discovered in a monograph, “Civilizational crossroads of modern society,” and presented for Ukrainian readers a few years ago. The current article offers a revision of the previously presented ideas for the international audience of the journal readers, taking into account the current Ukrainian sociocultural situation, at the center of which are the challenges produced by the military aggression of the Russian Federation against Ukraine. The policy of new realism can become an effective tool for social modernization. The given word combination is not accidental: the realism of this type of politics insists on the need for the adequate perception of reality in all its essential aspects, and the novelty emphasizes the need to operate not with the laws and features of the socio-political status quo “in general,” but taking into account the latest dynamics, trends, threats, and problematic challenges. The people and the country need not only (and sometimes not so much) a thorough understanding of their cultural-civilizational, geopolitical, and economic-economic prospects but an indomitable character that guarantees the realization of their potential in spite of anything and against anything. On the difficult path of establishing a civilizational choice, Ukrainians will need not only the awareness of the incomplete state of political modernization, the limited, post-totalitarian (post-colonial, etc.) status, but also to work at the individual level to accelerate evolutionary processes. These processes can catalyze political decisions, not at the declarative level but at the practical level, to fill the steps for the approval of the civilizational choice with content. Step-by-step changes in favor of a new worldview horizon will require significant changes at the personal level through the rejection of destructive post-colonial (post-totalitarian, etc.) narratives in social practice in favor of the development of Ukrainian national identity, which will be preceded by the rational assimilation of the perspectives of civilizational choice, which is a fruitful combination of the European civilizational project and heritage of Ukrainian culture. While most scholars took Cicero's Stoicism to be reflected in the content of his theories, this article tries to examine the 'how' rather than the 'what' of his statements. The article starts with the privileging of the verb in what the Stoics termed lekta, then considers how the term res publica fared in full lekta, pronounced by Cicero and his republican contemporaries (first and second sections). Then a Stoic theory of definition is analysed to elucidate an incorporeal quality of the (...) res publica and stresses the particularity of Cicero's theoretical achievement (third and fourth sections). Section V compares the uses to which the term res publica was put in the speech acts of republican and imperial days, while Section VI evaluates the implications of the findings for our contemporary theory of the state. A structure (M, $ ,...) is called quasi-o-minimal if in any structure elementarily equivalent to it the definable subsets are exactly the Boolean combinations of 0-definable subsets and intervals. We give a series of natural examples of quasi-o-minimal structures which are not o-minimal; one of them is the ordered group of integers. We develop a technique to investigate quasi-o-minimality and use it to study quasi-o-minimal ordered groups (possibly with extra structure). Main results: any quasi-o-minimal ordered group is abelian; any quasi-o-minimal (...) ordered ring is a real closed field, or has zero multiplication; every quasi-o-minimal divisible ordered group is o-minimal; every quasi-o-minimal archimedian densely ordered group is divisible. We show that a counterpart of quasi-o-minimality in stability theory is the notion of theory of U-rank 1. (shrink)

The course called “Specific Features of the English Language and English-Speaking Nations’ Cultures in the Context of International Communication” was designed to eliminate the lack of a number of issues that must be included in the curriculum of English language and culture studies to be learned by such students but which are ordinarily not included there (...) because each of them cannot make the subject matter of a separate university course and does not fit into the traditionally taught courses. The issues in question embrace: the specific role of English among other languages of international communication; World Englishes, International English and English as a lingua franca and how to choose the variety of English to be taught as a foreign language; the specifics of business negotiations in English in intercultural contexts, business presentations in English, and business telephoning in English in such contexts; communicative behavioral etiquette in intercultural communication in English; lifestyle communicative behavioral patterns of the English-speaking nations. The paper shows how teaching these issues enriches and improves the English language and culture education of English major students expanding that education and relevant practical training to fit much better the international and intercultural contexts of communication in English. We propose that a top priority of the cerebral cortex must be the discovery and explicit representation of the environmental variables that contribute as major factors to environmental regularities. Any neural representation in which such variables are represented only implicitly (thus requiring extra computing to use them) will make the regularities more complex and therefore more difficult, if not impossible, to learn. The task of discovering such important environmental variables is not an easy one, since their existence is only indirectly (...) suggested by the sensory input patterns the cortex receives – these variables are “hidden.” We present a candidate computational strategy for (1) discovering regularity-simplifying environmental variables, (2) learning the regularities, and (3) using regularities in perceptual and decision-making tasks. The SINBAD computational model discovers useful environmental variables through a search for different, but nevertheless highly correlated functions of any kind over non-overlapping subsets of the known variables, this being indicative of some important environmental variable that is responsible for the correlation. We suggest that such a search is performed in the neocortex by the dendritic trees of individual pyramidal cells. According to the SINBAD model, the basic function of each pyramidal cell is (1) to discover and represent one of the regularity-simplifying environmental variables, and (2) to learn to infer the state of its variable from the states of other variables, represented by other pyramidal cells. A network of such cells – each cell just attending to representation of its variable – can function as a sophisticated and useful inferential model of the outside world. (shrink)

The authors investigated the relevance of consequentialism in commercial space exploration as well as in the actively developing space market. The authors conclude that space expansion and colonization of space objects will lead to a revision of the foundational consequentialism provisions. Consequentialism, formed during the history of terrestrial civilization, loses its effectiveness under conditions of space commercialization. The basics of planetary thinking are different from those of cosmic thinking. Therefore, considering the meaning of the terms “cosmic expansion” and “colonization of (...) the cosmos” through the existing theory of consequentialism faces serious contradictions. There is a range of problems that are not explored in modern philosophy and ethics due to the lack of an empirical basis for philosophical analysis. (shrink)

The article considers possibility of applying the concept of descriptive metaphysics to the project of Kant's transcendental philosophy. According to analytical philosophy, descriptive metaphysics is the description of structures of thinking about the world. The basis for describing acts of thinking about the world from Kant's point of view is the description of forms of intuition. Transcendental (descriptive) analysis of understanding must be preceded by transcendental (descriptive) aesthetics as an investigation of pure intuitions of space and time. Phenomenon of time (...) is considered as a condition for determining the concepts "judgment", "category of understanding", "pure understanding" and "object of knowledge". (shrink)

Small cities have a unique socio-economic and cultural potential for developing Russian regions, which is manifested in their unique features: com- pactness, historical heritage, the existence of rare industries and the local economy. At the same time, today in Russia the realization of their potential is primarily hindered by the existing system of politi- cal institutions and practices. The purpose of the work is to analyze the economic potential of small cities. The paper explores the potential for the devel- opment (...) of small cities in relation to the Russian context. So, the authors consider the features of small cities and highlight their economic, social and political problems. As illustrated by the successful ones, the potential of small cities in various sectors of the economy (primary, secondary and tertiary) is analyzed. The practical significance of the study lies in the possibility of using the studied experi- ence in developing the potential of small cities in various sectors of the economy in the practice of Russian management. As a result, it is concluded that small cities as such can be economically and socially efficient settlements, that is, they can be a completely competitive urbanized unit. However, the tools for the development of such territories should be focused on supporting the promising areas of development, providing an opportunity for independent and responsible development. Since Descartes “separation” of the Soul from the Body, we observe a complete confusion in their causal, functional, and semiotic relationships. However, in modern knowledge (about the informational activity of the human brain, the functional and causal properties of its neural networks, the functions of psychic phenomena during the processing of information in it, about the causal “ability” of information) it is time to put an end to this problem. Here, in order to explain what I am talking about, I (...) will use the notion of “information” (which had been unknown by Descartes) regarding the “dispute” between Mind & Body (the Physicality and the Mentality) for “the right” to be a more fundamental ontology of Reality. I will do this by introducing an “arbitrator” — the Objective Reality. This goal is achieved through the study of information activity of the human brain. In the process of this study, it turns out that the information activity of the brain in principle cannot be carried out without mental phenomena. That is, it turns out that the classical physical causality, which operates in the neural networks of the brain, is not able, by itself, without mental phenomena, to implement the information operations that the human brain actually performs. It also turns out that the functional inclusion of mental phenomena (at least, the phenomena of subjective evaluation and mental images) in the neurophysiologic (by and large, physical) activity of the brain explains the possibility and necessity of functional inclusion in this information processing the phenomenon of freedom of choice. After all, the processing information in the brain through mental phenomena allows more than one degree of freedom than it is “allowed” by any physical process. (shrink)

A collection of works put together through the international workshop "Nikolai Vasiliev’s Logical Legacy and the Modern Logic," this book also covers foundations of logic in the light of Vasiliev’s contradictory ontology. Chapters range from a look at the Heuristic and Conceptual Background of Vasiliev's Imaginary Logic to Generalized Vasiliev-style Propositions. It includes works which cover Imaginary (...) and Non-Aristotelian Logics, Inconsistent Set Theory and the Expansion of Mathematical Thinking, Plurivalent Logic, and the Impact of Vasiliev's Imaginary Logic on Epistemic Logic. The Russian logician, Vasiliev, was widely recognized as one of the forerunners of modern non-classical logic. His "imaginary logic" developed in some of his work at the beginning of 20th century is often considered to be one of the first systems of paraconsistent and multi-valued logic. The novelty of his logical project has opened up prospects for modern logic as well as for non-classical science in general. This volume contains a selection of papers written by modern specialists in the field and deals with various aspects of Vasiliev's logical ideas. The logical legacy of Nikolai Vasiliev can serve as a promising source for developing an impressive range of philosophical interpretations, as it marries promising technical innovations with challenging philosophical insights. he model theory of groups of unitriangular matrices over rings is studied. An important tool in these studies is a new notion of a quasiunitriangular group. The models of the theory of all unitriangular groups are algebraically characterized; it turns out that all they are quasiunitriangular groups. It is proved that if R and S are domains or commutative associative rings then two quasiunitriangular groups over R and S are isomorphic only if R and S are isomorphic or antiisomorphic. This (...) algebraic result is new even for ordinary unitriangular groups. The groups elementarily equivalent to a single unitriangular group UTn are studied. If R is a skew field, they are of the form UTn, for some S ≡ R. In general, the situation is not so nice. Examples are constructed demonstrating that such a group need not be a unitriangular group over some ring; moreover, there are rings P and R such that UTn ≡ UTn, but UTn cannot be represented in the form UTn for S ≡ R. We also study the number of models in a power of the theory of a unitriangular group. In particular, we prove that, for any communicative associative ring R and any infinite power λ, I = I). We construct an associative ring such that I = 3 and I) = 2. We also study models of the theory of UTn in the case of categorical R. (shrink)

The article examines the place of graphic design in modern post-industrial society, extending beyond purely applied art and aspiring to play the role of an expert in the interiors of human existence, determining the social and cultural status of an individual. It is argued that graphic design, organically integrating into contexts and actively responding to the challenges of such a social-decorative phenomenon as fashion, plays a significant role in shaping taste culture. This attests to the multiplicity of ambivalent cultural manifestations (...) of graphic design. Special attention is given to identifying the functional potential of graphic design in creating cross-cutting trends that, through non-verbal means of communication, can form and maintain social and cultural unity. In connection with this, an analysis of graphic design is carried out through the prism of philosophical communication, allowing the identification of graphic design as the most effective practice of nonverbal communication and information visualization in post-industrial society. It is determined that graphic design is capable not only of generating new meanings but also of creating communicative gaps. Given this specificity, the article particularly focuses on identifying the educational and upbringing potential of graphic design. It is demonstrated that the process of creating visual images and their subsequent interpretation by consumers of graphic information depends not only on the aesthetic taste, ethical beliefs, and humanistic orientation of the designer (visualizer) but also on their educational and upbringing potential. The necessity of strengthening humanistic orientations in modern Ukrainian design and art education is emphasized. (shrink)

This article addresses the famous 1910 debate between Vladimir F. Ern and Semyon L. Frank centered around the problem of identifying the distinguishing features of Russian philosophy. The debate was a continuation of Ern’s debates with Russian philosophers associated with the international journal Logos (Sergei I. Hessen, Fyodor A. Stepun, Boris V. Yakovenko, and others). The author shows that Ern’s understanding of an original Russian philosophy is organically related to his overall philosophical doctrine. As for Frank, his views during the (...) 1910s on the distinguishing features of Russian philosophy were different in nature. It is worth noting that in the 1920s articles written during his émigré period, Frank’s views on the distinguishing features of Russian philosophy undergo a decisive change. Frank’s new ideas about Russian philosophy turn out to be extremely close to those of his late opponent, both on the whole and in the details. At the same time, Frank’s overall philosophical views do not undergo as dramatic a change and develop in a fully evolutionary mode. The author attempts to identify the reason for these changes. The issue of why God, the Trinity and Christ in Christianity can be called "beautiful" has been muddled in literature on theological aesthetics. John Duns Scotus’s detailed discussion of relations within the Trinity helps resolve this issue. The Trinity can be called "beautiful" in at least three senses, depending on whether one considers Trinitarian relations at all, whether one looks at the relation of equality, or whether one analyzes relations of origin.

National scientists have elaborated the reform's gist, approaches, stages and consequences in the Ukrainian agricultural sector during the XX - XXI centuries. These studies have been conducted by N. Zhulkanych, S. Zhyvora, M. Zyza, M. Lendiel, E. Mazur, O. Malyarchuk, V. Nechytailo and many others. The paper aims to perform the comprehensive study of general trends and peculiar features of the agricultural development of the Ukrainian SSR in 1963-1990 and to define actual advances and drawbacks on the basis of analysis (...) of historical records and scientific literature. The object of research is agriculture as part of socialist economy in the USSR. The subject of research is the implementation features of agricultural policy of the Soviet power in the Ukrainian SSR, using the Western region of the Republic as an example. The economic strategy of the Soviet power involved a long-term industrialization of the agricultural sector. A distinguishing feature of the industrialization process was the use of systems of machinery in all branches of agriculture. The technological chain had to embrace the process from the sporadic application of machinery to the overall mechanization and automation of crop and livestock farming. The industrial background of production predetermined the implementation of the system of machinery with extensive power consumption, i.e. with the new technical bases. The resolutions of the March Plenum of the CPSU Central Committee defined the economic priorities and capacity development of the Republic. Capital investments were the economic basis for the increase of production potential of collective and state farms, solution of social problems in rural regions. The land productivity was increased mainly by means of land reclamation and production chemization, use of organic and mineral fertilizers, pesticides, fungicides, etc. The supply of mineral fertilizers increased, but most of them were of low quality, non-concentrated and unbalanced in nutritional ingredients. In its turn it caused irreparable damage to the environment and polluted agricultural products with chemicals. The chemization undermined the population health and disrupted the ecological balance. Despite ultimate achievements in the rise of the industrial level of agriculture of the Ukrainian SSR, it didn't meet the needs of collective and state farms. A great number of labour-intensive processes in animal and crop farming were performed manually. In state farms, contrary to collective farms, the stock of tractors was newer, but much smaller. For many years the USSR was in the top ten countries of the world in terms of consumption of energy and proteins, contained in food products per capita. However, the food patterns were inconsistent with the scientifically grounded norm. Structural imbalance of the food ration was the manifestation of the food crisis in the USSR. To meet primary needs of Soviet citizens in food products the May Plenum of the CPSU Central Committee adopted the "Food Program of the USSR for the Period until 1990 and Measures of Its Implementation". The main issue of the Food program was to increase grain harvest. Grain production was the basis for food and fodder supply of the country. Alongside with a substantial increase in food products output in public economy the attention was given to the development of subsidiary individual holdings and fruit-and-vegetable cooperatives. The cooperatives and subsidiary holdings produced a great number of dairy and meat products, vegetables and fruits both for their own needs and for sale in collective farm markets. The state food program predetermined the solution of agricultural problems by means of formerly used methods. The major problem of agriculture had to be solved by means of increase in the gross grain harvest. Thus, the implementation of agricultural policy of Soviet power in the Ukrainian SSR lead to great changes in agricultural production. At that time there appeared such new branches of economy specialized in services to agricultural production as waterworks and land reclamation, feed mill industry, farm building, machine engineering for animal farming and fodder production, procurement of agricultural products and agricultural processing. The study of this policy implementation proves that the average annual rates of agricultural production increased but they were inconsistent with high investments. On the one hand, the Food program testified the "food crisis in the USSR", demonstrating the lag of the world socialist community from capitalist states. On the other hand, it had to increase the level of food self-sufficiency, decrease the procurement of agricultural products from abroad and promote the solution of the world food problem in general. У статті досліджуються проблеми функціонування газового ринку України в контексті критеріїв ефективності, відкритості, транспарентності, міжнародної конкурентоспроможності. Оцінений потенціал нарощування власного видобутку газу із традиційних та нетрадиційних джерел з урахуванням природно-ресурсних, технологічних, соціально-економічних, управлінських і геополітичних факторів. Окреслені шляхи розвитку розвідки, видобутку, транспортування, зберігання й дистрибуції природного газу. Обґрунтована необхідність розширення та організаційно-правового оформлення міжнародного співробітництва зі світовими ТНК у цих сферах. Підкреслено критичну значущість для України активної політики енергоефективності й газозаміщення.

The aim of the present paper is to introduce a system, where the epistemic state of an agent is represented truth-functionally. In order to obtain this system, we propose a four-valued logic, that we call the logic of rational agent, where the fact of knowing something is formalized at the level of valuations, without the explicit use of epistemic knowledge operator. On the basis of this semantics, a sound and complete system with two distinct truth-functional negations is provided. These negations (...) allow us to express the statements about knowing or not knowing something at the syntactic level. Moreover, such a system is applied to the analysis of knowability paradox. In particular, we show that the paradox is not derivable in terms of the logic of rational agent. (shrink)

Primatological and archaeological evidence along with anthropological accounts of hunter-gatherer societies indicate that lethal between-group violence may have been sufficiently frequent during our ancestral past to have shaped our evolved behavioral repertoire. Two simulations explore the possibility that heroism (risking one's life fighting for the group) evolved as a specialized form of altruism in response to war. We show that war selects strongly for heroism but only weakly for a domain-general altruistic propensity that promotes both heroism and other privately costly, (...) group-benefiting behaviors. A complementary analytical model shows that domain-specific heroism should evolve more readily when groups are small and mortality in defeated groups is high, features that are plausibly characteristic of our collective ancestral past. The relationship between formal logic and informal reasoning has always been a hot topic. In this paper, we propose another possible way to bring it up inspired by connexive logic. Our approach is based on the following presupposition: whatever method of formalizing informal reasoning you choose, there will always be some classically acceptable deductive principles that will have to be abandoned, and some desired schemes of argument that clearly are not classically valid. That way, we start with a new version (...) of connexive logic which validates Boethius’ Theses and quashes their converse from right to left. We provide a sound and complete axiomatization of this logic. We also study the implication-negation fragment of this logic supplied with Boolean negation as a second negation. (shrink)

The authors investigated the relevance of consequentialism in commercial space exploration as well as in the actively developing space market. The authors conclude that space expansion and colonization of space objects will lead to a revision of the foundational consequentialism provisions. Consequentialism, formed during the history of terrestrial civilization, loses its effectiveness under conditions of space commercialization. The basics of planetary thinking are different from those of cosmic thinking. Therefore, considering the meaning of the terms “cosmic expansion” and “colonization of (...) the cosmos” through the existing theory of consequentialism faces serious contradictions. There is a range of problems that are not explored in modern philosophy and ethics due to the lack of an empirical basis for philosophical analysis. (shrink)
