Over the past 30 years, computer engineering has developed a lot. Currently, computer and software applications have a central role in business, medicine, security, communications, industry, education, and everyday life. Software developers, peoples who manage computer networks, data security analysts can do well, but they also have the potential to cause suffering and harm to the clients or ordinary peoples, willingly or not. For this reason, IT activities must be regulated by specific laws. From the beginning, we argue that the (...) law is not the same thing as ethics, even if both promote the good. Certain ethical principles can be strengthened by law. In the field of computer science and technology, can exists theft, privacy violations, violence and harassment. To combat and punish such actions and behaviors, law is needed. But is software engineering a profession? If so, are there codes of professional ethics whereby specialists in the field can regulate their professional activity, as is the case, for example, in areas such as justice or medicine? In relation with that, Gibbs and Ford have identified 8 components of a professional infrastructure. Some of that is: initial vocational training, professional accreditation, licensing, continuous vocational training, the existence of code of ethics.. With the fact that software engineering is a profession, in this article we present the main principles of behavior. The principles are not legally binding. Cartea de față este teza de doctorat în Teologie a autorului, alcătuită și susținută în cadrul Școlii Doctorale „Sf. Nicodim” a Universității din Craiova, în noiembrie 2021. Lucrarea se remarcă prin rigurozitatea și amploarea cercetării teologice despre o temă actuală în misiologie, anume relația dintre misiune și eclesiologie. În acest sens, opera și personalitatea Pr. Prof. Ion Bria sunt punctele de referință pentru susținerea dimensiunii misionare a Bisericii Ortodoxe. Amintim că Pr. Ion Bria ne-a fost un apropiat, mai ales în (...) perioada activității noastre ca profesor la Facultatea de Teologie din Sibiu (1999- 2001). În semn de apreciere, i-am semnat Prefața volumului Tratat de Teologie Dogmatică și Ecumenică, publicat la editura România Creștină, în anul 1999. Lucrarea părintelui Diac. Doru Marcu se situează la întâlnirea dintre Misiologie și Dogmatică. Totuși, analiza este una misiologică, având în vedere formarea profesional-teologică a autorului, licențiat în teologie, cu studii masterale la Facultatea de Teologie din București și cu studii misiologice în străinătate, la Facultatea de Teologie și Studii Religioase, Universitatea Catolică din Leuven, Belgia. Pregătirea temeinică a părintelui autor se observă din numeroasele studii și lucrări folosite în prezenta cercetare. Apreciem și informațiile inedite despre prestigioasa activitate a Pr. Ion Bria, în conformitate cu documentele de arhivă cercetate de autor în fondul dedicat teologului român în Arhivele Consiliului Mondial al Bisericilor din Geneva, Elveția. Pornind de la adevărul că misiunea este parte integrantă eclesiologiei, autorul demonstrează că, în viziunea Pr. Ion Bria, conceptul liturghie după Liturghie este definitoriu pentru a înțelege legătura dintre cele două dimensiuni. Punctul de vedere al autorului se situează în interiorul teologiei ortodoxe ce consideră că misiunea nu se poate realiza fără eclesiologie. Așadar, Biserica rămâne un organism viu și teandric propovăduind neîncetat mesajul evanghelic al Împărăției lui Dumnezeu. Conceptul liturghie după Liturghie propune o strânsă legătură între actul eclesial și actul misionar, care începe prin săvârșirea Sfintei Liturghii și se continuă ca o nouă liturghie a iubirii aproapelui, prin cuvânt și prin faptă. 8 În concluzie, lucrarea părintelui Marcu este un reper pentru teologia românească și nu numai. Mai mult, având în vedere că în acest an se împlinesc două decenii de la trecerea la cele veșnice a Pr. Ion Bria, cartea de față va reprezenta în mod sigur și un omagiu de cinstire a celui mai important misiolog român. (shrink)

The Orthodox Churches are part of the ecumenical movement with the inner wish to clarify the theological elements which keep the whole Christianity divided. For this goal, every Church is represented somehow in discussions by her theologians who are training to carry a theological dispute at this level. The Romanian Orthodox Church was indirectly represented in the World Council of Church by professor Ion Bria (1929-2002), who had worked officially at the Ecumenical Centre in Geneva for more than 20 years. (...) This theological research has the aim to speak to us about Bria’s personality and ecumenical activity. In order to accomplish this goal, I will expand my research in three chapters. In the first one, I will present his biographical life. Until this moment he remains the most important Romanian theologian involved in the ecumenical dialogue. The second chapter deals with the history of the modern ecumenical movement and also with Bria’s perspective on the dialogue between Orthodoxy and ecumenism, which are for him two correlative elements. Bria comes to confront the anti-ecumenical part within the Orthodox Church who does not accept the Christian dialogue being afraid of heresy. Bria explain how through dialogue, the line between Orthodoxy and the other Christians can be overrun. In the third chapter I explain the missionary concept ‘liturgy after the Liturgy’, both historically and theologically. Being aware that there are some uncertainties around this concept I decided to clarify it in a proper way. Bria is known as the promoter of this concept, so I will search to find out who is the originator of this expression as such. In the same chapter I will analyze the ecclesiological elements from Bria’s writings. The ecumenical dialogue is interpreted of being an ecclesiological problem par excellence so I will outline Bria’s position regarding the teaching of the Church. This paper aims to measure the quality of all Romanian cities’ websites in 2019 and 2022, before and after the disruptive event of COVID-19. Since the official websites are the core instrument of e-governance, the changes in the quality of Romanian cities’ websites reflect the changes in the development of urban e-governance in Romania. The COVID-19 lockdowns and contact restrictions and the moving of most activities into the online environment had the potential to impact the performance of Romanian cities’ websites (...) significantly and catalyze the progress of local e-governance. The quality of Romanian cities’ official websites was measured using an adapted survey instrument proposed by Holzer and Kim and Manoharan, Melitski, and Holzer. The tool covers five critical criteria of website quality or performance: personal data security, usability, content, services, and citizen participation. The research results may seem contrary to expectations: the improvements of websites have been incremental rather than transformational. Although our research provides only a case study, we may assert that the reform of traditional administration remains a step-by-step process. Our study’s main contribution consists in showing that the progress of e-governance is an incremental process even in a situation of emergency that requires the moving of most activities into the online environment. The ecumenical dialogue involves many ideas and attitudes. Within these theological discussions, Saint Cyprian of Carthage occupies his place. Most important, his vision about the Church has marked the entire Christianity. Because of this reason and for many others, this study attempts to explore his theological ideas regarding the limits of the Church, the validity of the Baptism outside the Church defined by her canonical limits. In order to accomplish this, we will have three important sections, as follows: 1. a (...) short biographical life; 2. the ecclesiological ideas of St Cyprian expressed in two important disputes of his time, namely the problem of the fallen and the Baptism professed outside the Church; 3. the limits of the Church in the thought of St Cyprian and the theological critics which we can share about this subject. In this study, I will analyse the position of the Orthodox Church(es) towards the ecumenical dialogue in accordance with the documents approved by the Synod of Crete (2016), but also with the social document For the Life of the World of the Ecumenical Patriarchate (2020). After a brief presentation of the important moments of the historical journey for the meeting of the Synod, I will present the most important internal and reception issues of it. In the following, I will present (...) the reason for the publication of the social document and the relation with the Synod of Crete. In the last part of the study, I will deal critically with a theological synthesis on the following topics: ecclesiological self-identity, Trinitarian baptism, the quality of being a Christian, the Orthodox Church and the Churches, ecumenism for dialogue, for witnessing, and cooperation. Review of Mihaela Frunză, Tematizări în eticile aplicate. Perspective feministe (The- matizations in Applied Ethics. Feminist Perspectives), (Cluj-Napoca: Limes Publishing House, 2009), 168p.

In the first part of this text, the author includes a synthesis of Mircea Eliade and Ioan Petru Culianu’s thoughts regarding the actuality of ancient mythologies and their camouflaged presence within the cultural, political, social, and entertainment practices of the contemporary human being. The main idea of this text is that the Eliade-Culianu paradigm of the myths’ interpretations is of actuality because, in the first place, does not deceive the specific of mythology and explains myths through myths. The text then (...) presents the author’s ideas regarding the camouflaged presence of certain mythological phantasms within the games of the quotidian. Basically, these phantasms refer to the social mythologies reactivated in the world after September, 11, 2001, to mythological content of the neighborhood subcultures’ practices, as well as to the need of reinventing the “black sheep”. The author also mentions the mythological sequences disguised in a successful book - The Da Vinci Code - or in the extravagant car promotions in the contemporary Occident. (shrink)

Starting as a scientific presentation of the phenomenon of cloning, in which etymology, the definitions and some already classical examples are emphasized, this paper actually focuses on a less discussed perspective in nowadays debates on cloning. Thus, the paper aims at showing which are (if any) the mythical-religious structures of cloning, certainly without ignoring the social consequences, the advantages and disadvantages and the juridical effects of cloning. Discussing Mircea Eliadeís novella Les trois graces, the purpose of explaining the subtle reactivation (...) of ancient mythical-religious phantasms by the means of a contemporary scientific experiment such as cloning is reached. The paper attempts at analyzing the bases of interreligious dialogue in the West, as well as the forms of its successful or failed implementation in Romania. The author reviews the causes of the Western recent preoccupation towards the Oriental (especially Indian) religions. Then, he approaches the question of interreligious dialogue from the Romanian perspective, looking for the specific elements that transforms the framework. Thus, he firstly analyzes the failed forms of the interreligious dialogue (that are the stereotypical discourse, the missionary (...) and the proselytism), paying a special attention to the case study of MISA. Finally, he interprets Mircea Eliade’s writings on India as a successful and fruitful dialogue between two cultures and two religions. (shrink)

In this text, the problem of tolerance is discussed in the light of recent works of Umberto Eco and Stefan Afloroaei. The author argues that in the case of tolerance, the success lies not in tolerating the other, (not even in the weaker sense of the word), but rather in accepting him. The acceptance of the Other is the complete and powerful meaning of tolerance. Accep- tance ends where the very presence of the concept of tolerance is undermined and compromised (...) by its history of colonialism and exploitation. Therefore, the primary solution to understand and apply tolerance is the recognition of alterity, in an inner and outer meaning alike. (shrink)

From my perspective, these moments are an extraordinary opportunity to share in the richness of the Orthodox tradition, which means an act of confession and authentic witness. In the first part, I will present critically the canonical synthesis of the Orthodox, the concept of “Ecumenical Eucharist” and of Lima Liturgy, followed by (...) the recommendations of the Special Commission for Orthodox participation in the WCC regarding confessional and interconfessional common prayer. Then, this article will make a historical presentation of the week of prayer. It is very important to know how this initiative started and how it was accepted at the beginning and over the years. At least in Romania, where we have an Orthodox majority, this week has become a controversial issue produced by those who are against ecumenical dialogue. A special attention is for the actual practice approved by the Romanian Patriarchate. Finally, the article will present the statements of the new Orthodox documents and it will end with some conclusions about this moment of common Christian witness. (shrink)

Sinodul Bisericii Ortodoxe Române a declarat anul 2017 ca Anul Omagial al sfintelor icoane, al iconarilor și pictorilor bisericești, dar și Anul comemorativ Justinian Patriarhul și al apărătorilor Ortodoxiei în timpul comunismului în Patriarhia Română. Având în vedere tema propusă de organizatorii acestei dezbateri, dar și anumite reacții negative după Sfântul și Marele Sinod al Bisericii Ortodoxe, desfășurat în Creta între 18–26 iunie 2016, prezentarea mea va avea ca subiect legătura dintre Biserica Ortodoxă Română și Consiliul Mondial al Bisericilor (CMB) (...) în perioada comunistă dintre anii 1948–1989. Voi analiza critic anumite momente cheie din istoria acestei legături, care au lăsat anumite amprente în istoria Bisericii Ortodoxe Române și de care nu trebuie să uităm așa curând. În același timp, personalitățile care au marcat această perioadă nu pot fi trecute cu vederea, printre care personalitatea Părintelui Patriarh, Justinian Marina, rămâne una de amintit. (shrink)

In the Romanian Orthodox theology, the words mission and pastoral care are used very often in a mixed way. Nevertheless, there are some differences between them and we explain why. In the main part of our article, we demonstrate that the biblical verse regarding the great commandment for mission was translated in a wrong way and it gave a different paradigm for mission. In the second part, we speak about catechesis and catechumenate at the beginning of the Church and about (...) the present situation regarding these activities. In the last part, we analyze what happens around the Holy Sacrament of Baptism when we speak about mission or pastoral care. In consequences, this article presents some conclusions which can be applied in the life and activity of the Romanian Orthodox Church. (shrink)

For this study, we will present the most important ecumenical activities of Patriarch Justinian Marina. He was the third Patriarch of the Romanian Orthodox Church between 1948 and 1977. During this period, he was very concerned to establish a relationship with the main ecumenical institutions. We will speak about his dialogue with one of the most important ecumenical group, namely the World Council of Churches, founded in 1948 in Geneva, Switzerland. Of course, the dialogue with the Church of England must (...) to be mentioned. His ecumenical activity was very important for the Orthodox Church, Patriarch Justinian being one of the most important Church leaders who tried and succeeded to be in contact with different religious leaders from Romania and abroad. We do not have to forget that during his time the communist regime ruled our country. In the first part, we will give different historical information about his ecumenical activity and in the second part we will explore his theological thinking about the ecumenical dialogue and movement. There is an internal connection between ecclesiology, the teaching about the Church that we call academic ecclesiology, and mission, which is the inner heart of the Church and becomes visible through different practices. For the Orthodox Church involved in the ecumenical movement, there is a struggle to balance ecclesiology (theology) with ecumenical mission and dialogue (practice) in a divided Christian world. Nevertheless, the recent Synod of Crete (June 2016) addressed some important elements of this struggle. I have in mind, for (...) example, the act to accept the historical name of other non-Orthodox Christian Churches and Confessions that are not in communion with it. Also, this is the first Synod of the Orthodox Churches in modern times at which ecumenical dialogue, especially in the World Council of Churches, is officially affirmed. Because of mission dialogue has to continue, “if we wish never to ‘put an obstacle in the way of the gospel of Christ’ (1 Cor 9:12).” The present paper highlights those statements of the Holy and Great Council which have direct relevance for discussing the relation of ecclesiology and mission. I assert that we should understand firstly the document Relations of the Orthodox Church with the Rest of the of the Christian World and only then reflect upon The Mission of the Orthodox Church in Today’s World (MOCT). Furthermore, I will make some references to the other texts which were central for this conference: The Cape Town Commitment (CTC), Together Towards Life (TTL) and Apostolic Exhortation Evangelii Gaudium (EG). I conclude by exposing briefly my reflections after reading these mission documents and by formulating some agenda points for further work in theology of mission. (shrink)

The c‐myc proto‐oncogene is normally subject to complex regulation at the transcriptional and post‐transcriptional levels in proliferating and differentiating cells. It is activated in response to growth stimuli and generally, though not always, repressed in response to differentiation signals. Abnormal, deregulated c‐myc expression is a common feature of numerous malignancies and occurs by a variety of molecular mechanisms which probably reflect the existence of multiple factors responsible for its normal control. MPZL3 is a nuclear‐encoded, mitochondrially localized, immunoglobulin‐like V‐type protein that functions as a key regulator of epithelial cell differentiation, lipid metabolism, ROS production, glycemic control, and energy expenditure. Recently, MPZL3 has surfaced as an important modulator of sebaceous gland function and of hair follicle cycling, an organ transformation process that is also governed by peripheral clock gene activity and PPARγ. Given the phenotype similarities and differences between Mpzl3 and Pparγ knockout mice, we propose that MPZL3 serves as a signaling hub (...) that is regulated by core clock gene products and/or PPARγ to translate signals from these nuclear transcription factors to the mitochondria to modulate circadian and metabolic regulation. Conservation between murine and human MPZL3 suggests that human MPZL3 may have similarly complex functions in health and disease. We summarize current knowledge and discuss future directions to elucidate the full spectrum of MPZL3 functions in mammalian physiology. (shrink)

The aim of this article is to offer a view of the current status of women in medical physics and biomedical engineering, while focusing on solutions towards gender balance and providing examples of current activities carried out at national and international levels. The International Union of Physical and Engineering Scientists in Medicine is committed to advancing women in science and health and has several initiatives overseen by the Women in Medical Physics and Biomedical Engineering Task Group. Some of the main (...) strategies proposed by the Task Group to attain gender balance are: (a) identify and promote female role models that achieve successful work-life balance, (b) establish programs to develop female leaders, (c) create opportunities for females to increase the international visibility within the scientific community, and (d) establish archives and databases of women in STEM. Cercetarea dupa tema si gen-calitate a literaturii bibliologice romanest pt. anii 1990 - 1997.

BackgroundThe ARRIVE (Animal Research: Reporting of In Vivo Experiments) guidelines are widely endorsed but compliance is limited. We sought to determine whether journal-requested completion of an ARRIVE checklist improves full compliance with the guidelines.MethodsIn a randomised controlled trial, manuscripts reporting in vivo animal research submitted to PLOS ONE (March–June 2015) were randomly allocated to either requested completion of an ARRIVE checklist or current standard practice. Authors, academic editors, and peer reviewers were blinded to group allocation. Trained reviewers performed outcome adjudication (...) in duplicate by assessing manuscripts against an operationalised version of the ARRIVE guidelines that consists 108 items. Our primary outcome was the between-group differences in the proportion of manuscripts meeting all ARRIVE guideline checklist subitems.ResultsWe randomised 1689 manuscripts (control: n = 844, intervention: n = 845), of which 1269 were sent for peer review and 762 (control: n = 340; intervention: n = 332) accepted for publication. No manuscript in either group achieved full compliance with the ARRIVE checklist. Details of animal husbandry (ARRIVE subitem 9b) was the only subitem to show improvements in reporting, with the proportion of compliant manuscripts rising from 52.1 to 74.1% (X2 = 34.0, df = 1, p = 2.1 × 10−7) in the control and intervention groups, respectively.ConclusionsThese results suggest that altering the editorial process to include requests for a completed ARRIVE checklist is not enough to improve compliance with the ARRIVE guidelines. Other approaches, such as more stringent editorial policies or a targeted approach on key quality items, may promote improvements in reporting. (shrink)

We will explore ecumenical collaboration for the sake of mission in the 21st century in this region. In this sense, we will consider ecumenical relations, theological education, migration and diaspora, and present challenges, and will try to identify the vision of the future. We will do this by focusing on four countries from the region as critical studies: the Czech Republic, Poland, Romania, and Serbia.

Article studies the absorption of European funds in Romania for the two post-accession periods: 2007-2014 and 2014-2020 and highlight the situation in Romania regarding the amount and evolution of European funds received, the structure of these funds, the evolution of the absorption during the two intervals by program type and Romanian areas of development as well as difficulties encountered and the solutions adopted to overcome them. The analysis is based on primary statistical data provided by the Romanian Government and the (...) European Commission, as well as studies and reports on national particularities and problems of absorption of European fund in Romania. In addition, a qualitative analysis of legislative and institutional framework aims to point out weakness and causes that hindered the absorption of funds. Paper highlights the increase of funds absorption in the current financial framework compared to the previous and emphasizes weaknesses in the Romanian institutional framework. The fact that many of the difficulties manifested in the first stage after adhesion were counter through appropriate solutions, enable better management of funds, which places Romania to the EU average in terms of rate of absorption. Background As Korean neonatal nurses frequently experience the deaths of infants, moral distress occurs when they provide end-of-life care to the infants and their families. Although they need to care for the patients’ deaths and consequently experience burnout and turnover due to moral distress from the situation, there is a lack of a support for nurses. Moreover, not much information is available on the moral distress of neonatal nurses. There is a need to better understand Korean neonatal nurses’ moral distress (...) to develop and implement appropriate supports. Objective This study aimed to describe nurses’ experience of moral distress when they provide end-of-life care to infants and their families in neonatal intensive care units. Research design This is a secondary analysis qualitative study. Content analysis was performed based on Corley’s theory of moral distress to develop a codebook and identify themes regarding moral distress among the nurses. Participants and research context Qualitative data were collected from 20 nurses working in two NICUs in Seoul, South Korea. Ethical considerations The original study obtained permission from a university’s institutional review board (IRB). This secondary analysis study obtained the exemption from another university’s IRB. Nurses’ participation was voluntary and confidential. Findings The nurses’ moral distress was derived when they faced moral constraints and/or moral conflicts. Two distinct categories of moral constraints and four distinct categories of moral conflicts were identified among the neonatal nurses. In addition, impacts of moral distress on patients and nurses were identified. Conclusions This study identified occasions neonatal nurses experience moral distress, and thus can guide in developing and implementing effective interventions to decrease their moral distress and improve their resilience in end-of-life care by providing insight into neonatal nurses’ needs for support in end-of-life care.
