This paper aims to measure the quality of all Romanian cities’ websites in 2019 and 2022, before and after the disruptive event of COVID-19. Since the official websites are the core instrument of e-governance, the changes in the quality of Romanian cities’ websites reflect the changes in the development of urban e-governance in Romania. The COVID-19 lockdowns and contact restrictions and the moving of most activities into the online environment had the potential to impact the performance of Romanian cities’ websites (...) significantly and catalyze the progress of local e-governance. The quality of Romanian cities’ official websites was measured using an adapted survey instrument proposed by Holzer and Kim and Manoharan, Melitski, and Holzer. The tool covers five critical criteria of website quality or performance: personal data security, usability, content, services, and citizen participation. The research results may seem contrary to expectations: the improvements of websites have been incremental rather than transformational. Although our research provides only a case study, we may assert that the reform of traditional administration remains a step-by-step process. Our study’s main contribution consists in showing that the progress of e-governance is an incremental process even in a situation of emergency that requires the moving of most activities into the online environment. This book presents a question on the central theme of responsible research and innovation (RRI), which has an ethical influence on effective logics. The issue is to question the opportunity and modularities of an ethical effective influence on the logics of efficiency of research and innovation. From the distinction of efficiency and effectiveness, lies the problem of efficacy, the ethical accord between the two. Thus appears the possibility of taking effective responsibility with respect to systematic injustices potentially linked to this efficiency. Studies point out that populism, a concept still in dire need of clarifications, resembles more of a rhetorical strategy than a fully-fledged ideology. Actually, populism has become a concept so frequently used that its orginial meaning seems to have been lost, leaving it as an empty shell, at least from an ideological point of view. I argue that in spite of this – or rather as a means of compensation – populism uses a very robust mythological apparatus, creating narratives that (...) allow voters to easily understand its messages. The current article underlines that in an attempt to over-simplify its discourse, populism makes use of all four political myths identified by Raoul Girardet. The conspiracy myth represents the main element revolving around the populist discourse. Politicians who embrace this rhetoric denounce a secret society that is rigorously organized, the actions of which defy morality, using all means to attain political power. The other three political myths, i.e. the myth of unity, the myth of the savior and the myth of the golden age, act together only as a counterweight for the first. The paper also points out that the success of Euroscepticism lies in the fact that it represents the perfect embedding for such myths, and that the EU needs to generate its own narratives if it hopes to confront the so-called “populist temptation”. In his 1995 book Colour vision (New York: Routledge), Evan Thompson proposes a new approach to the ontology of color according to which it is tied to the ecological dispositions-affordances described by J.J. Gibson and his followers. Thompson claims that a relational account of color is necessary in order to avoid the problems that go along with the dispute between subjectivists and objectivists about color, but he claims that the received view of perception does not allow a satisfactory relational account (...) of color. Hence to avoid the problems of the subjectivist/objectivist dispute one must abandon the received view of perception. I describe an account which is similar to Thompson's, but which invokes instead the physical dispositional properties described by the received view. All of the distinguishing characteristics that Thompson claims separate his ecological dispositions from physical dispositions are in fact found in the physical dispositions appealed to by my proposed theory. Because my proposed theory is similar to subjectivism, Thompson's departure from the received view is not as radical as he claims. In a final section I describe the a posteriori manner in which a substantive departure from the received view must be carried out by describing an example of ecological experimentation. (shrink)

Electoral manifestos represent tools of political communication which do not only inform the electorate upon the fundamental values of a party, but which also legitimize future actions that the party might undertake once in power. The electoral manifesto of the European People’s Party, drafted before the 2009 European elections brings together the main elements which define the action plan of the party. Religious values lie at the core of the Christian-democratic ideology. But given the dynamic of politics and the sometimes (...) sudden shifts in the preferences of the electorate, manifestos can rapidly become out of touch with the needs of the voters. The current paper will analyze how much of what the EPP Manifesto contains on issues related to religiosity is truly in line with the general opinion of the Christian-democratic electorate in four European countries:Austria,Bulgaria, The Netherlands andPortugal. Moreover, using data collected through the Vote Advice Application data, the paper will also tap into the differences which still persist (or which are fading away) in the attitude of the right-wing versus the left-wing electorate on the issues related to religion. Communicating with the electorate is the main key in attracting those who share the ideas and values of a party. But what if the core ideas of a party are slowly becoming unappealing for its own electorate? (shrink)

In the past half century, the theory of the firm has become a specific and prolific research field. However, the social ontology of this central institution of capitalism has never truly been the subject of investigation. I consider this negligence harmful for organizational economics and management and, more broadly, for the social sciences, notably because the first and central question raised by the theory of the firm relates to its nature: What is a firm? For this reason, I propose some (...) novel considerations for a social ontology of the firm by focusing on social emergence, reconstitution, the two-level institutional logic of the firm, complex organizational dynamics and interacting mechanisms, and power. It is my contention, however, that Schütz can be adequately defended against both these charges. First, for Schütz, the claim that social science is an objective science (...) of subjective phenomena need not imply apodictic apriorism nor solipsism. This essay is an exegetical work, the primary intention of which is to present and interpret Hegel’s notion of the “understanding” in the first chapter of his Phenomenology of Spirit. The presentation and interpretation at hand takes as its starting point the work of Slavoj Žižek, who the author feels has begun a new and exciting era of scholarship on Hegel. The overall aim of the essay is modest: to develop the Žižekian reading of Hegel at the micro level. My (...) thesis is that Hegel’s initial development of the “understanding” demonstrates how, from the very first, subjectivity grabs a hold on the incompleteness of reality—a notion that is essential to Žižek’s work. Specifically, I show that the understanding realizes itself, against its will, as an accident of the world, upon which it previously depended for its illusory neutrality. The first chapter of the Phenomenology culminates in the problem of consciousness confronting itself as an accident. Ultimately, I show how Hegel’s accidentality of consciousness, since it is determined by the world, coincides with Žižek’s teaching about the identity of the subject precariously established on the incompleteness of reality. While innovation has evolved into a common concept for quite a few decades now, especially given the need for new forms of development that require technology transfer and creativity mechanisms, less so is the case of social innovation. The latter remains a rather controversial concept, caught between two extremes: some authors consider it to be useless for academic research given its vagueness, while others point to its sacrosanctity given the need for new ways of societal and political development. Knowledge-creation, idea (...) generation and openness are mechanisms that any type of innovation relies upon. However, social innovation takes these concepts one step further and seeks to become a driving force for institutional change, therefore strongly linked with how liberal democracy works. The current paper aims to look at how social innovation is linked to the participative component of liberal democracy by looking at case studies from the European Union. (shrink)

Partant, l’article ambitionne de proposer une analyse méthodologique renouvelée du pouvoir, lequel implique une structure collective tout en reposant sur (...) des individus acteurs. Fort de cette clarification conceptuelle, un essai de définition du pouvoir dans la firme est proposé : le pouvoir est la capacité latente (qui sera ou non exercée) d’une entité A à contraindre et à dessiner les choix d’une entité B de telle sorte que le comportement et les actions de B soient orientés dans un sens favorable à A, et ce par des mécanismes intrinsèques à la relation socioéconomique qui peuvent être formels ou informels. The aim of this article is to enquire about the relationship between globalization and national economic competitivity or efficiency as indicated by the rate of unemployment, the inflation rate and the level of budget deficit and national debt. In the era of globalization, the ‘Keynesian consensus’ of the after-war period, which prevented any trade-off between social security and economic growth, cannot resist the pressure from the globalization of the world economy. The decline in industrial employment created a situation in which (...) – in the Nordic countries and in Sweden, especially – full employment could only be attained via services and the third economic sector. Conversely, globalization has benefited the small open economies in South-East Asia, which found themselves most in-sync with the demands of the global age. (shrink)

Awareness of internal bodily sensations and its connection to complex socioemotional abilities like empathy has been postulated, yet the functional neural circuitry they share remains poorly understood. The present fMRI study employs independent component analysis to investigate which empathy facet shares resting-state functional connectivity and/or BOLD variability with IA. Healthy participants viewed an abstract nonsocial movie demonstrated to evoke strong rsFC in brain networks resembling rest, and resultant rsFC and rsBOLD data were correlated with self-reported empathy and IA questionnaires. We (...) demonstrate a bidirectional behavioral and neurobiological relationship between empathy and IA, depending on the type of empathy interrogated: Affective empathy and IA share both rsFC and rsBOLD, while Cognitive empathy and IA only share rsBOLD. Specifically, increased rsFC in the right inferior frontal operculum of a larger attention network was associated with increased vicarious experience but decreased awareness of inner body sensations. Furthermore, increased rsBOLD between brain regions of an interoceptive network was related to increased sensitivity to internal sensations along with decreased Affective empathy. Finally, increased rsBOLD between brain regions subserving a mentalizing network related to not only an improved ability to take someone’s perspective, but also a better sense of mind-body interconnectedness. Overall, these findings suggest that the awareness of one’s own internal body changes is related to the socioemotional ability of feeling and understanding another’s emotional state and critically, that this relationship is reflected in the brain’s resting state neuroarchitecture. Methodologically, this work highlights the importance of utilizing rsBOLD as a complementary window alongside rsFC to better understand neurological phenomena. Our results may be beneficial in aiding diagnosis in clinical populations such as autism spectrum disorder, where participants may be unable to complete tasks or questionnaires due to the severity of their symptoms. Since Protagoras' classic “man is the measure of all things,” claims of relativism and counter-claims have been tendered. The nineteenth century saw Durkheim, Levy-Bruhl, Westermarck, Pareto, Marx, and others, suggesting that institutions, customs, moral codes, and the like, are “relative” both to the culture and to the time. At the crest of this wave of “relativism” surged a vicious claim: that truth and knowledge itself were merely functions of particular conditions. The “validity” of knowledge was said to be at the (...) whim of historic, social factors. Not only is no theory really true; no particular statement is ever so. Not only is no theory or statement really true; no theory of knowledge has thus far ever been free from the bias of its genesis. There have been no absolute insights for epistemology. Synthetic biology may be an important source of progress as well as societal and political conflict. Against this backdrop, several technology assessment organizations have been seeking to contribute to timely societal and political opinion-making on synthetic biology. The Rathenau Instituut, based in the Netherlands, is one of these organizations. In 2011, the institute organized a ‘Meeting of Young Minds’: a young people’s debate between ‘future synthetic biologists’ and ‘future politicians’. The former were represented by participants in the international Genetically Engineered (...) Machines competition, the latter by political youth organizations linked to Dutch political parties. The Rathenau Instituut found seven PYOs—including right wing, left wing, Green and Christian groups—willing to commit to an intensive process aimed at formulating a tentative partisan view on synthetic biology and discussing it with fellow PYOs and iGEM participants. Given the minimal amount of available data on how political parties understand synthetic biology, mapping the debate may provide valuable insights. In this article, I aim to provide such a mapping exercise and also to reflect on how and why the Rathenau Instituut organized the event. (shrink)
