Electroencephalography provides a non-invasive means to advancing our understanding of the development and function of the brain. However, the majority of the world’s population residing in low and middle income countries has historically been limited from contributing to, and thereby benefiting from, such neurophysiological research, due to lack of scalable validated methods of EEG data collection. In this study, we establish a standard operating protocol to collect approximately 3 min each of eyes-open and eyes-closed resting-state EEG data using a low-cost (...) portable EEG device in rural households through formative work in the community. We then evaluate the acceptability of these EEG assessments to young children and feasibility of administering them through non-specialist workers. Finally, we describe properties of the EEG recordings obtained using this novel approach to EEG data collection. The formative phase was conducted with 9 families which informed protocols for consenting, child engagement strategies and data collection. The protocol was then implemented on 1265 families. 977 children and 1199 adults provided resting-state data for this study. 259 children refused to wear the EEG cap or removed it, and 58 children refused the eyes-closed recording session. Hardware or software issues were experienced during 30 and 25 recordings in eyes-open and eyes-closed conditions respectively. Disturbances during the recording sessions were rare and included participants moving their heads, touching the EEG headset with their hands, opening their eyes within the eyes-closed recording session, and presence of loud sounds in the testing environment. Similar to findings in laboratory-based studies from high-income settings, the percentage of recordings which showed an alpha peak was higher in eyes-closed than eyes-open condition, with the peak occurring most frequently in electrodes at O1 and O2 positions, and the mean frequency of the alpha peak was found to be lower in children as compared to adults. We observed a deterioration in the EEG signal with prolonged device usage. This study demonstrates the acceptability, feasibility and utility of conducting EEG research at scale in a rural low-resource community, while highlighting its potential limitations, and offers the impetus needed to further refine the methods and devices and validate such scalable methods to overcome existing research inequity. In der "Kritik der praktischen Vernunft" (1787) begründet Kant seinen wohl bekanntesten Lehrsatz, den Kategorischen Imperativ: "Handle so, daß die Maxime deines Willens jederzeit zugleich als Prinzip einer allgemeinen Gesetzgebung gelten könne". Das Bewußtsein dieses Grundgesetzes der praktischen Vernunft ist nach Kant ein "Faktum der reinen Vernunft", dem sich niemand verschließen kann, und in diesem Faktum sieht er den - nicht weiter herleitbaren und keiner weiteren Herleitung bedürftigen - Beweisgrund der Wirklichkeit unserer Freiheit, den die "Kritik der reinen (...) Vernunft" auf dem Felde der theoretischen Vernunft zwar fordern, aber nicht beibringen konnte. Neben den Schriften David Humes, der sich um eine empirische Begründung allgemeingültiger ethischer Grundsätze bemühte, gilt Kants Ansatz eines rein rational begründeten für jedermann verbindlichen Moralgesetzes bis auf den heutigen Tag als ein starkes und maßgebliches Argument für die Grundlegung einer rationalen Kriterien genügenden und daher allgemein verbindlichen Ethik. Diese Neuausgabe des Textes hält sich strikt an die Fassung der ersten Ausgabe von 1787, d.h. Lautstand, Diktion und die - typisch Kantische - Interpunktion des Originals werden auch dort bewahrt, wo sie heutigen Regeln nicht mehr entsprechen. Lediglich veraltete orthographische Schreibungen und offensichtliche Fehler in der Interpunktion wurden korrigiert, da sie die Lesbarkeit des Textes unnötig erschweren. Lesarten und Korrekturvorschläge späterer Ausgaben sowie die Eintragungen in Kants Handexemplar wurden berücksichtigt oder angemerkt, soweit sie nach dem Stand der neueren Kantforschung noch Beachtung verdienen, und im kritischen Apparat ausgewiesen. This volume collects for the first time in a single volume all of Kant's writings on religion and rational theology. These works were written during a period of conflict between Kant and the Prussian authorities over his religious teachings. His final statement of religion was made after the death of King Frederick William II in 1797. The historical context and progression of this conflict are charted in the general introduction to the volume and in the translators' introductions to (...) particular texts. All the translations are new with the exception of The Conflict of the Faculties, where the translation has been revised and re-edited to conform to the guidelines of the Cambridge Edition. An increasing amount of data is now available from public and private sources. Furthermore, the types, formats, and number of sources of data are also increasing. Techniques for extracting, storing, processing, and analyzing such data have been developed in the last few years for managing this bewildering variety based on a structure called a knowledge graph. Industry has devoted a great deal of effort to the development of knowledge graphs, and knowledge graphs are now critical to the functions of intelligent (...) virtual assistants such as Siri, Alexa, and Google Assistant. The goal of the Ontology Summit 2020 was to understand not only what knowledge graphs are but also where they originated, why they are so popular, the current issues, and their future prospects. The summit sessions examined many examples of knowledge graphs and surveyed the relevant standards that exist and are in development for knowledge graphs. Anthropology from a Pragmatic Point of View Immanuel Kant.

It is in the interest of the totalitarian state that subjects not think for themselves, much less confer about their thinking. Writing under the hostile watch of the Prussian censorship, Immanuel Kant dared to argue the need for open argument, in the university if nowhere else. In this heroic criticism of repression, first published in 1798, he anticipated the crises that endanger the free expression of ideas in the name of national policy. Composed of three sections written at different (...) times, The Conflict of the Faculties dwells on the eternal combat between the "lower" faculty of philosophy, which is answerable only to individual reason, and the faculties of theology, law, and medicine, which get "higher" precedence in the world of affairs and whose teachings and practices are of interest to the government. Kant makes clear, for example, the close alliance between the theological faculty and the government that sanctions its teachings and can resort to force and censorship. All the more vital and precious, then, the faculty of philosophy, which encourages independent thought before action. The first section, "The Conflict of the Philosophy Faculty with the Theology Faculty," is essentially a vindication of the right of the philosophical faculty to freedom of expression. In the other sections the philosopher takes a long and penetrating look at medicine and law, the one preserving the physical "temple" and the other regulating its actions. (shrink)

Advances in machine learning and the development of very large knowledge graphs have accompanied a proliferation of ontologies of many types and for many purposes. These ontologies are commonly developed independently, and as a result, it can be difficult to communicate about and between them. To address this difficulty of communication, ontologies and the communities they serve must agree on how their respective terminologies and formalizations relate to each other. The process of coming into accord and agreement is called “harmonization.” (...) The Ontology Summit 2021 examined the overall landscape of ontologies, the many kinds of ontology generation and harmonization, as well as the sustainability of ontologies. The Communiqué synthesizes and summarizes the findings of the summit as well as earlier summits on related issues. One of the major impediments to harmonization is the relatively poor quality of natural language definitions in many ontologies. The summit surveyed the state of the art in natural language definition development, based on lexicographic principles, as well as examples of ongoing projects that are explicitly dealing with harmonization and sustainability. C'est sur cette note que s'achevait la breve Notice historique que Michel Foucault avait place en tete de l'edition de sa traduction de l'Anthropologie de Kant (Vrin 1964). La note annoncait sans aucun doute l'ouvrage a venir, d'abord caracterise, des 1963, comme le livre sur les signes, et qui paraitra en avril 1966: Les mots et les choses, une archeologie des sciences humaines. (...) En realite, la courte notice historique, de trois pages, en ouverture de la traduction du texte de Kant ne proposait qu'un extrait fort reduit de ce qui avait constitue l'element principal de la These complementaire soutenue en Sorbonne le 20 mai 1961: Introduction a l'anthropologie de Kant, et dont Jean Hyppolite etait le rapporteur. Si la these complementaire, intitulee Genese et structure de l'anthropologie de Kant, etait restee inedite (a l'exception de la traduction de Kant), ce n'est pas que Foucault en eut ete insatisfait: suivant les conseils des membres du jury, il allait bientot, des l'automne 1963, en faire le materiau central de son grand livre a venir. D'ou l'interet considerable de la presente edition qui donne pour la premiere fois l'Introduction complete, Genese et structure de l'anthropologie de Kant, et qui permet ainsi au lecteur d'entrer dans l'atelier d'un penseur dont l'oeuvre entier aura ete nourri par un debat critique avec Kant: qu'est-ce que l'homme? Una nuova traduzione annotata delle pagine kantiane sul diritto d'autore contenute in Metafisica dei costumi, Dottrina del diritto § 31, II, che mira a offrire fondamenti testuali alla tesi che Kant non può essere annoverato fra i difensori della proprietà intellettuale. Un regime kantiano del diritto d'autore sarebbe, al contrario, assai meno aspro e invasivo di quello attualmente vigente.

El hecho de que todas las teorías morales contemporáneas continúen dialogando aún hoy con las premisas y planteamientos formulados por IMMANUEL KANT (1724-1804) permite hablar, en la historia de la ética, de un antes y un después del filósofo de Königsberg. De sa thèse d’habilitation aux Rêves d’un visionnaire, Kant creuse un filon qui le mènera à la Dissertation de 1770. Navré que Mendelssohn ait ressenti comme une agression ce compte rendu ravageur, Kant explique : « à mon sens tout revient à chercher les données de ce problème : comment est-ce que l’âme est présente dans le monde, que ce soit aux natures matérielles ou aux autres qui sont de son espèce? ». Les Reflexions metaphysiques (Reflexionen zur Metaphysik) de la phase rassemblent les notes que Kant a redigees entre 1780 et 1789 sur des feuilles intercalaires, dans les marges ou encore entre les lignes de la Metaphysica de Baumgarten. Meme si elles n'etaient pas destinees a la publication, ces notes offrent le privilege de nous mettre en contact avec une pensee en pleine elaboration, une pensee qui se cherche, qui tatonne, c'est dire avec le processus de reflexion proprement dit du philosophe. Redigees entre 1780 et 1789, ces notes recelent un materiaux precieux pour saisir l'evolution de l'argumentation kantienne entre les deux editions de la Critique de la raison pure, nous donnant a voir le travail de Kant sur les concepts fondamentaux du criticisme et nous permettant d'apprehender les efforts qu'il a realises pour clarifier un argument, pour renforcer une demonstration, pour elaborer de nouveaux arguments en reponse aux critiques et aux objections formulees par ses premiers lecteurs. Purified nuclei are being used as a test system to study the regulation of nuclear enzymes in plants. Regulatory agents such as light, hormones and polyamines can stimulate kinases or phosphatases that control nuclear protein phosphorylation and they can modulate the activity of as yet unidentified enzymes required for transcript synthesis and/or stabilization. This essay summarizes current findings and discusses the advantages and pitfalls of using isolated nuclei to investigate how nuclear functions are controlled.

This work presents a blueprint or set of guidelines for the planning and development of sustainable national centers dealing with the safety of nanomaterials and nanotechnologies toward public health and environment. The blueprint was developed following a methodological approach of EU-wide online survey and workshop with several stakeholders. The purpose was to identify the key elements and challenges in the development and sustainability of a national nanosafety center. The responses were received from representatives of 16 national nanosafety centers across Europe (...) and 44 people from 18 EU member states who represented the stakeholder groups of researchers, academics, industry, regulators, civil society, and consultants. By providing an overview of the organizational design of existing national nanosafety centers across EU and converging demands in the field of nanosafety, the blueprint principally benefits those EU member states who do not have a national nanosafety center, but intend to develop an entity to manage the human health, environmental, ethical, and social concerns/risks toward the growing nationwide activities on engineered nanomaterials, e.g., their production, use or disposal, at national level. Purpose– The purpose of this paper is to create a conceptual framework, based on a structured literature review, to analyze the digital disability divide and help find solutions for it. A digital disability divide exists between people with impairments and those without impairments. Multiple studies have shown that people without impairments are less likely to own a computer or have an Internet connection than are people with impairments. However, the digital disability divide is seen in relation not only to access (...) but also to accessibility and use. For people with impairments, new technological innovations offer solutions for everyday challenges, such as finding information, communicating with others and using electronic services.Design/methodology/approach– For this study, 4,778 conference and journal publications were systematically analyzed.Findings– A number of key findings emerged. This field is relatively new, and the literature is highly focused on the technological and social aspects of the digital disability divide, with technology and societal attributes being the core sub-attributes for a comprehensive model. The previous literature did not significantly study the consequences of the financial situation of individuals; rather, the predominant focus was on the have-nots and countries with low income potentials. Furthermore, motivation reveals a compelling case within the digital disability divide subset.Originality/value– The review provides a consolidated view of past research on the general topic of the digital disability divide and the attributes that affect it.
