Artificial Intelligence (AI) is a technology widely used to support human decision-making. Current areas of application include financial services, engineering, and management. A number of attempts to introduce AI decision support systems into areas which more obviously include moral judgement have been made. These include systems that give advice on patient care, on social benefit entitlement, and even ethical advice for medical professionals. Responding to these developments raises a complex set of moral questions. This paper proposes a clearer replacement question (...) to them. The replacement question asks under what circumstances, if any, people would accept a moral judgement made by some sort of machine. Since, it is argued, the answer to this replacement question is positive, urgent practical moral problems are raised. (shrink)

A consistent claim from governments around the world during the Coronavirus pandemic has been that they were following the science. This raises the question, central to this paper, of what and whose knowledge is or should be sought, which is being side-lined through the choice of particular framings and discourses, and with what consequences for the creation and implementation of evidence-based policy to tackle wicked problems. Through the lens of Fricker’s epistemic injustice, I problematise the expertise that has guided the (...) COVID-19 response as epistemically narrow and argue that counteracting a monolithic culture of expertise requires tackling the structural inequalities in the systems of knowledge production to diversify the social and epistemological foundations of science. Drawing on Post-normal Science (PNS) theory, I suggest that the expertise needed to respond to the challenges of a post-COVID world is one that embraces greater pluralism, avoids groupthink, challenges the accepted orthodoxy and helps us revert old models and rigid path dependencies that so often neglect the lived realities and demands of those left behind. This can only be realised by overcoming epistemic injustice and embracing epistemic democracy in the practice of evidence-based policy. (shrink)

Science and technology are key to economic and social development, yet the capacity for scientific innovation remains globally unequally distributed. Although a priority for development cooperation, building or developing research capacity is often reduced in practice to promoting knowledge transfers, for example through North–South partnerships. Research capacity building/development tends to focus on developing scientists’ technical competencies through training, without parallel investments to develop and sustain the socioeconomic and political structures that facilitate knowledge creation. This, the paper argues, significantly contributes to (...) the scientific divide between developed and developing countries more than any skills shortage. Using Charles Taylor’s concept of irreducibly social goods, the paper extends Sen’s Capabilities Approach beyond its traditional focus on individual entitlements to present a view of scientific knowledge as a social good and the capability to produce it as a social capability. Expanding this capability requires going beyond current fragmented approaches to research capacity building to holistically strengthen the different social, political and economic structures that make up a nation’s innovation system. This has implications for the interpretation of human rights instruments beyond their current focus on access to knowledge and for focusing science policy and global research partnerships to design approaches to capacity building/development beyond individual training/skills building. Should we believe we will follow through, or not? He argues that if it is important to us, we can rationally believe we will do it, even if our belief contradicts the evidence.

Owners of businesses represent an interesting case in the study of the intersection of personal and corporate philanthropic values. Because individuals who own businesses have the means and the ability to act on philanthropic motivations through the medium of their businesses, it is interesting to explore the extent to which their corporate contributions to nonprofits are philanthropic in nature or instrumentally motivated, as in the instance of cause related marketing. The trade-offs between cause related marketing and corporate support of nonprofits (...) are complex. Although larger firms are increasing their investments in cause related marketing, the extent of and motivations for adoption of cause related marketing among privately held businesses is less well understood. This study of 478 businesses which are supporters of arts organizations shows that privately held businesses of medium size (300 to 500 employees) are participating in cause related marketing to a significant degree. The adoption rate of cause related marketing is about 40%, and the primary benefits sought are company image enhancement and product marketing support. Adoption of cause related marketing among privately held and smaller enterprises will grow as CEOs exhibit satisfaction with the results of their program, intend to engage in positive word of mouth about it, and plan to allocate more resources to it. Platforms for sharing genomic and phenotype data have been developed to promote genomic research, while maximizing the utility of existing datasets and minimizing the burden on participants. The value of genomic analysis of trios or family members has increased, especially in rare diseases and cancers. This article aims to argue the necessity of protection when sharing data from both patients and family members. Sharing patients’ and family members’ data collectively raises an ethical tension between the value of datasets and the (...) rights of participants, and increases the risk of re-identification. However, current data-sharing policies have no specific safeguards or provisions for familial data sharing. A quantitative survey conducted on 10,881 general adults in Japan indicated that they expected stronger protection mechanisms when their family members’ clinical and/or genomic data were shared together, as compared to when only their data were shared. A framework that respects decision-making and the right of withdrawal of participants, including family members, along with ensuring usefulness and security of data is needed. To enable this, we propose recommendations on ancillary safeguards for familial data sharing according to the stakeholders, namely, initial researchers, genomic researchers, data submitters, database operators, institutional review boards, and the public and participants. Families have played significant roles in genetic research, and its value is re-illuminated in the era of genomic medicine. It is important to make progress in data sharing while simultaneously protecting the privacy and interests of patients and families, and return its benefits to them. (shrink)

This article examines land-use changes by large-scale plantations in Ethiopia and evaluates the impacts thereof on soil organic carbon, micronutrients and bulk density. Remote sensing analysis and field research activities were undertaken at four large-scale plantation projects in Benshanguel Gumuz, Gambella, and Oromia regional states. Results show that the projects largely involved the conversion of both closed and open to closed forests and grasslands, which in turn reduced soil carbon stock and micronutrient levels and increased soil compaction. We argue that (...) unless appropriate soil management activities and impact mitigation strategies are adopted by plantation proponents, these land-use changes will pose a serious threat to the long-term economic viability and sustainability of plantation agriculture in Ethiopia. The hospital had been largely abandoned until 2009 when our organization, Nyaya Health, renovated and opened it in partnership with the Nepali government. Since then, the (...) hospital has seen great progress and has experienced widespread community support. Nonetheless, earlier this year, a broad-based staff revolt occurred, led primarily by our senior clinical staff members, raising concerns that Nyaya's management policies were ineffective, and wages and benefits were too low. The unrest included everything from a strike, limiting services to our patients, to aggression against non-strikers and slander and racist comments in public media against the Nyaya Health Board of Directors. Ultimately, the conflict was resolved, though not without the departure of our three most senior clinicians. The incident deeply damaged staff morale [End Page 101] and impeded basic services to our patients, and from our perspective as a leadership and management team, it was deeply troubling and spiritually challenging. We have learned much in the wake of the strike, but here we focus more narrowly on the concept of partnerships in our work by examining the recent strike and the two key issues that lead to it: wages and benefits, and management policies at Bayalpata Hospital.In grappling with the recent staff crisis, some of our leadership team expressed concerns that we would never be able to develop a true partnership in Achham if our senior-level employees led strikes against the organization. The leaders of the strike were our most well-educated and high-ranking staff. They were also individuals who had come to work for us specifically citing the moral imperative of our work, and their pride in helping to serve the poorest of the poor. One leadership team member asked, "What is 'partnership' then? We came into this work with the premise that we would work together, with our partnership built around the right to health—but who are our partners if they lead strikes damaging the very services our collective mission aims to offer?"Another leadership team member commented, "The first time I visited Achham I was invited for tea at Meena's* house (one of Nyaya's midwives). We arrived at her house and Meena greeted us warmly. She showed us in to a small room: there was no furniture, but there was an immaculately swept mat which we joined her on. We drank tea, seated on her rug, and listened to her tell us how she had come to live in the house, how she had come to work for Nyaya, and her pride in now being able to provide both for her own children, as well as, the children of her relatives. As the only employed family member, she now had the challenge of providing for all of them. When we question our partnership, I'm taken back to Meena's warm, but extremely poor, home. She has worked for Nyaya for almost four years. She has helped our organization provide free care to over 75,000 people. Is this not a type of 'partnership'?"Allow us to offer some background on the issue of wages—Meena has been with our team since 2008, and has been paid about $2,500 per year—a generous wage compared to other employers in the region. Meena was one of the striking staff members. Among other concerns about the way the hospital was being run, she and other staff asked indignantly why we couldn't provide them with higher wages, better benefits, and more resources, both for her and the hospital. Notably, Meena's salary (and the rest of our staff's) was well above her equivalent in other, more urban hospitals (to compensate for the extremely remote area in which we work), and in a district where most families are farmers, our staff's salaries occupy the highest income bracket in the region. In this paper, we take moral agency to be that context in which a particular agent can, appropriately, be held responsible for her actions and their consequences. In order to understand moral agency, we will discuss what it would take for an artifact to be a moral agent. For reasons that will become clear over the course of the paper, we take the artifactual question to be a useful way into discussion but ultimately misleading. We set out a number of (...) conceptual pre-conditions for being a moral agent and then outline how one should — and should not — go about attributing moral agency. In place of a litmus test for such an agency — such as Allen et al.'s Moral Turing Test — we suggest some tools from the conceptual spaces theory and the unified conceptual space theory for mapping out the nature and extent of that agency. Improving public understanding and acceptance are critical for promoting coronavirus vaccination. However, how to promote COVID-19 vaccine programs remains controversial due to various ethical issues. This study, thus, aimed to survey the acceptance of COVID-19 vaccines among Japanese citizens and discuss relevant ethical issues. A cross-sectional survey was conducted via an online platform. An anonymous, quantitative, self-administered online questionnaire was sent to 6965 registered Japanese residents, which included questions regarding the respondent’s general knowledge, experience, and opinions of vaccines, vaccine development, (...) COVID-19, and COVID-19 vaccines. Of the 1569 respondents, 730 and 839 were categorized into the younger and older groups, respectively. Most of the respondents possessed general knowledge of COVID-19 vaccines and their features. Of the respondents, 57.8% definitely agreed or somewhat agreed to receive COVID-19 vaccines. The older group showed significantly greater willingness to receive vaccines and higher literacy regarding vaccines in general. Possible reasons for the older group’s greater willingness to receive COVID-19 vaccines are a high risk of severe COVID-19 infection and their past accumulated experience of receiving various vaccinations. Although active public intervention could increase vaccination rates, most of the respondents did not agree with mandatory vaccination. Furthermore, a gap between the participants in the COVID-19 vaccine trials and the prioritized population in real-world vaccination should be adjusted in future vaccine development. (shrink)

This paper examines the institutional mechanisms supporting the ethical oversight of human participant research conducted by the United Nations (UN). The UN has served an instrumental role in shaping international standards on research ethics, which invariably require ethical oversight of all research studies with human participants. The authors’ experiences of conducting research collaboratively with UN agencies, in contrast, have led to concern that the UN frequently sponsors, or participates in, studies with human participants that have not received appropriate ethical oversight. It is argued that the institutional mechanisms in place to prevent research with human participants from being undertaken by the UN without ethical oversight do not, at present, extend substantively beyond the provision of guidelines and online training offered by a minority of UN bodies. The WHO and UNICEF are identified as notable exceptions, having implemented various measures to prevent health research with human participants from being undertaken without ethical oversight. Yet, it is highlighted that the WHO and UNICEF are not the only UN bodies that undertake health research with human participants and there are countless actors under the umbrella of the UN system that are regularly involved in non-health research with human participants. Arguments for the pursuit of the highest standard of ethical oversight by UN bodies are presented. Moving forward, the paper asks the question: is it time for the UN to set the standards for the oversight of ethical oversight? (shrink)

This paper serves as introduction to a significantly longer paper in progress. It argues that, within the ethics community, the wider philosophical establishment and society in general, people have been far too lax about what to accept as morally “right” behaviour – far too quick to let themselves and, all too often, each other off the hook. By drawing comparisons to artefactual behaviour and the objections people raise to calling that behaviour the morally acceptable behaviour of authentic moral agents, this (...) paper lays out a framework by which human ethics and meta-ethics can more fruitfully be approached. An earlier paper of ours argued that, for an action to be morally right, one must have a convergence of the right motivations, the right means, and the right consequences. The underlying insight is that deontological, virtue-ethics-based, and consequentialist accounts all have their necessary role to play, but each tends to get too focused on itself and its merits to the loss of the bigger picture; while utilitarian accounts, as perhaps the most prominent division within consequentialism, face the further problem of failing to allow for those occasions where the needs of the few, or the one, outweigh the needs of the many, as Ursula K. LeGuin so devastatingly addressed. Although the requirement to align motivations, means, and consequences may seem impossibly onerous, it need not be, provided one is prepared to allow that moral behaviour is far more difficult to achieve, either for artefacts or human beings, than it might seem at first glance. Mistakes will be made. Perhaps it matters more to take responsibility for those mistakes than to assure oneself, despite reasonable argument to the contrary, that one has avoided them. It is time to hold artefactual and natural agent alike to a higher standard. (shrink)

This paper aims to present possible approaches, resources and programmes to introduce the topic of biosecurity to life scientists and engineers at the higher education level. Firstly, we summarise key findings from a number of international surveys on biosecurity education that have been carried out in the United States, Europe, Israel and the Asia–Pacific region. Secondly, we describe the development of our openly-accessible education resource, illustrating the scope and content of these materials. Thirdly, we report on actual cases of biosecurity (...) education that have been implemented. These include achievements in and lessons derived from the implementation of biosecurity education at the National Defense Medical College in Japan. These experiences are followed by presentation of the expert-level “Train-the-Trainer” programmes subsequently launched by the University of Bradford in the United Kingdom. These examples will help readers to understand how educators can enhance their own understanding about biosecurity issues and how they can then disseminate their knowledge through development of their own customised, relevantly-targeted and stage-tailored education programmes within their own life science communities. By providing these examples, we argue that education for life scientists, policy-makers and other stakeholders about social responsibility on dual-use issues is easily achievable and need not be expensive, time-consuming or over-burdening. We suggest that recurring classes or courses be held at appropriate times during educational programmes to accommodate the developing expertise and advancing learning stages of students. (shrink)

As before, we take moral agency to be that condition in which an agent can appropriately be held responsible for her actions and their consequences. We set a number of stringent conditions on moral agency. A (...) moral agent must be embedded in a cultural and specifically moral context and embodied in a suitable physical form. It must be, in some substantive sense, alive. It must exhibit self-conscious awareness. It must exhibit sophisticated conceptual abilities, going well beyond what the likely majority of conceptual agents possess: not least that it must possess a well-developed moral space of reasons. Finally, it must be able to communicate its moral agency through some system of signs: A "private" moral world is not enough. After reviewing these conditions and pouring cold water on recent claims for having achieved "minimal" machine consciousness, we turn our attention to a number of existing and, in some cases, commonplace artifacts that lack moral agency yet nevertheless require one to take a moral stance toward them, as if they were moral agents. Finally, we address another class of agents raising a related set of issues: autonomous military robots. (shrink)

The ethical considerations of insider trading have been widely debated in the academic literature :171–182, 1990). In 2013, the STOCK Act, which was initially passed to mitigate insider trading by government officials, was quickly and unexpectedly amended to allow certain government employees to withhold their financial information. To identify and quantify the potential costs placed on investors by non-corporate insider traders, we use the unusual circumstances surrounding this amendment. For a sample of stocks most held by members of Congress, we (...) find that, relative to control stocks, liquidity significantly worsens and volatility increases during the post-amendment period. Our results highlight the costs that are incurred by investors in the presence of non-corporate insider trading. These findings call for a stronger development of an ethical framework that justifies the restriction of all types of insider trading. (shrink)

In their attempt to develop a nonanthropocentric ethic, many biocentric philosophers have been content to argue for the expansion of the moral community to include natural entities. In doing so, theyhave implicitly accepted the idea that the conceptions of moral duties developed by anthropocentric philosophers to describe the moral relationships that hold between humans can be directly applied to the human/nature relationship. To make this expansion plausible, they have had to argue that natural entities have traits that are similar to (...) the morally relevant traits of human beings. Not only are these arguments often unconvincing, but it seems implausible that thesame moral concepts and principles that govern human relationships also should govern human/nonhuman relationships. Many nonanthropocentric ethics, I argue, are (mistakenly) anthropomorphic.To go beyond this relationship I recommend the development of a nonanthropomorphic biocentric ethic. (edited). (shrink)
