This paper analyses whether current explainable AI (XAI) techniques can help to address taxpayer concerns about the use of AI in taxation. As tax authorities around the world increase their use of AI-based techniques, taxpayers are increasingly at a loss about whether and how the ensuing decisions follow the procedures required by law and respect their substantive rights. The use of XAI has been proposed as a response to this issue, but it is still an open question whether current XAI (...) techniques are enough to meet existing legal requirements. The paper approaches this question in the context of a case study: a prototype tax fraud detector trained on an anonymized dataset of real-world cases handled by the Buenos Aires (Argentina) tax authority. The decisions produced by this detector are explained through the use of various classification methods, and the outputs of these explanation models are evaluated on their explanatory power and on their compliance with the legal obligation that tax authorities provide the rationale behind their decision-making. We conclude the paper by suggesting technical and legal approaches for designing explanation mechanisms that meet the needs of legal explanation in the tax domain. (shrink)

In this paper we introduce a formalism for single-agent decision making that is based on Dynamic Argumentation Frameworks. The formalism can be used to justify a choice, which is based on the current situation the agent is involved. Taking advantage of the inference mechanism of the argumentation formalism, it is possible to consider preference relations, and conflicts among the available alternatives for that reasoning. With this formalization, given a particular set of evidence, the justified conclusions supported by warranted arguments will (...) be used by the agent’s decision rules to determine which alternatives will be selected. We also present an algorithm that implements a choice function based on our formalization. Finally, we complete our presentation by introducing formal results that relate the proposed framework with approaches of classical decision theory. (shrink)

There is growing concern that decision-making informed by machine learning (ML) algorithms may unfairly discriminate based on personal demographic attributes, such as race and gender. Scholars have responded by introducing numerous mathematical definitions of fairness to test the algorithm, many of which are in conflict with one another. However, these reductionist representations of fairness often bear little resemblance to real-life fairness considerations, which in practice are highly contextual. Moreover, fairness metrics tend to be implemented in narrow and targeted toolkits that (...) are difficult to integrate into an algorithm’s broader ethical assessment. In this paper, we derive lessons from ethical philosophy and welfare economics as they relate to the contextual factors relevant for fairness. In particular we highlight the debate around acceptability of particular inequalities and the inextricable links between fairness, welfare and autonomy. We propose Key Ethics Indicators (KEIs) as a way towards providing a more holistic understanding of whether or not an algorithm is aligned to the decision-maker’s ethical values. (shrink)

In 2022, the Brazilian Armed Forces reaffirmed an old interventionist ideology that marked the history of the Republic of Brazil. The text seeks to show that such military ideology does not find a pretext in the history of modern political ideas. Thomas Hobbes (1588-1679), at first, and then Benjamin Constant (1767-1830), two ideologists who shaped today's understanding of the State, understand representative institutions in disagreement with any non-submission of the FFAA to Political Power. O presente artigo relata a estética de classe de um grupo social que foi chamado de pirangueiro. A partir de uma pesquisa observacional, com amparo referencial nas teorias do habitus e do campo, em Bourdieu, baseada na técnica de flanagem, reconstruiu-se a ideia do subcampo da moda de resistência, que se apresenta como contraposição ao campo da moda dominante. Com essa moda de resistência, o jovem pirangueiro traz um elemento de auto-distinção e, ao mesmo tempo, um critério de preconceito.

O artigo trata da ideia de paz política desde a mecânica dos corpos no Leviatã de Thomas Hobbes. Buscou-se compreender como um pressuposto egoísta pode chegar a uma ideia de consenso pela linguagem.

O presente trabalho teórico e bibliográfico se dedica a reconstruir o conceito de declinação espontânea do átomo em Epicuro, tal qual Marx defendeu em sua tese de doutorado. Seu objetivo é descobrir se a clinamen do átomo está presente em Epicuro e, se está, como se pode pensá-la. Percebe-se que a clinamen que aparece nos textos remanescentes de Epicuro não traz a noção de declinação espontânea, como aparece em Lucrécio e Marx, como Quartim de Moraes afirma. Entretanto, tendo como base (...) as premissas fundamentais de Epicuro, conclui-se que é necessário, ao sistematizar o seu pensamento, introduzir a noção de declinação espontânea para não reduzir sua filosofia ao determinismo e ao fatalismo. A clinamen não é um absurdo no pensamento de Epicuro, mas é uma questão fundamental que passa por toda sua filosofia e que poderia estar presente nas obras perdidas deste autor, assim como Marx pensou. Fundamentalmente, como filósofo da felicidade, Epicuro introduz a clinamen como declinação da vida infeliz. (shrink)

To address the rising concern that algorithmic decision-making may reinforce discriminatory biases, researchers have proposed many notions of fairness and corresponding mathematical formalizations. Each of these notions is often presented as a one-size-fits-all, absolute condition; however, in reality, the practical and ethical trade-offs are unavoidable and more complex. We introduce a new approach that considers fairness—not as a binary, absolute mathematical condition—but rather, as a relational notion in comparison to alternative decisionmaking processes. Using US mortgage lending as an example use (...) case, we discuss the ethical foundations of each definition of fairness and demonstrate that our proposed methodology more closely captures the ethical trade-offs of the decision-maker, as well as forcing a more explicit representation of which values and objectives are prioritised. O presente trabalho constrói uma ponte teórica entre Hegel e Marcuse, com intento de demonstrar a possibilidade de transformações históricas concretas, oferecida pela experiência estética. Tendo como paradigma a sociedade administrada, procurou-se estabelecer, a partir de Marcuse e Hegel, um caminho que demonstra como o indivíduo plasma a razão na história, o que pressupõe uma ação libertadora consciente. Todavia, em uma sociedade unidimensional, não há abertura para outras dimensões e, portanto, a razão unidimensional se torna totalitária, paralisando a história. Nesse (...) sentido, buscou-se demonstrar a saída para a dimensão estética, que propicia uma negação da unidimensionalidade da razão moderna. O indivíduo bidimensional, ie, que está aberto para a realidade e para a dimensão estética, pode plasmar a razão na história e, portanto, transformar o mundo. (shrink)

This article argues that personal medical data should be made available for scientific research, by enabling and encouraging individuals to donate their medical records once deceased, similar to the way in which they can already donate organs or bodies. This research is part of a project on posthumous medical data donation developed by the Digital Ethics Lab at the Oxford Internet Institute at the University of Oxford. Ten arguments are provided to support the need to foster posthumous medical data donation. (...) Two major risks are also identified—harm to others, and lack of control over the use of data—which could follow from unregulated donation of medical data. The argument that record-based medical research should proceed without the need to secure informed consent is rejected, and instead a voluntary and participatory approach to using personal medical data should be followed. The analysis concludes by stressing the need to develop an ethical code for data donation to minimise the risks, and offers five foundational principles for ethical medical data donation suggested as a draft code. In this paper we introduce three methods to approach philosophical problems informationally: Minimalism, the Method of Abstraction and Constructionism. Minimalism considers the specifications of the starting problems and systems that are tractable for a philosophical analysis. The Method of Abstraction describes the process of making explicit the level of abstraction at which a system is observed and investigated. Constructionism provides a series of principles that the investigation of the problem must fulfil once it has been fully characterised by the previous (...) two methods. The origins of teacher training programs in Chile have not been addressed in depth apart from Vivanco’s studies. Even though these studies explore the development of these programs in Chile from a chronological perspective, there are no qualitative studies that consider senior academics’ narrations. This qualitative study reconstructs the trajectory of teacher training programs in Chile from a series of interviews with 25 academics in charge of these programs. Results were analyzed in three different periods: 1960-1973, 1973-1990, and 1990 to (...) 2019. Results, discussed in a political and academic context, reveal that these teacher training programs have evolved in a sociopolitical context, generating a series of tensions that substantially impact these training programs. The study finishes with the statement of a series of questions aimed at reflecting upon the state of the art in Chile’s training programs. (shrink)

Neste artigo, pretendemos defender a tese segundo a qual julgamentos sociais se iniciam com a percepção emocional e com o processamento de informações emocionais no reconhecimento de expressões faciais. Para tanto, revisaremos modelos que discutem (i) os mecanismos pelos quais as expressões faciais são codificadas para transmitir informações e ser percebidas pelos outros, (ii) os mecanismos perceptivos de decodificação e categorização de expressões faciais e, por fim, (iii) os mecanismos pelos quais o reconhecimento de expressões faciais geram respostas emocionais e (...) ajustes comportamentais e, por fim, (iv) a eficiência de nosso sistema perceptual na decodificação desses processos. Com essa discussão, nossa intenção é a de (i) explicitar em que sentido nossa percepção emocional de expressões faciais é u m dos principais mecanismos evolutivos de regulação da vida e que (ii) o processamento de informações emocionais é um poderoso instrumento para assegurar a sobrevivência e sustentar razoáveis interações sociais. O presente texto é de natureza hermenêutica, e sua finalidade é a de sistematizar o estudo que empreendemos em relação às linhas gerais do projeto de Varela, Thompson e Rosch. Nosso objetivo é o de analisar as bases e o caminho a partir dos quais nossos autores buscaram redirecionar os rumos e mesmo os princípios mais centrais das ciências empíricas e fenomenológicas da mente. Buscaremos demonstrar que o projeto de Varela, Thompson e Rosch foi exitoso em seu propósito de constituir (...) um novo programa de pesquisa no interior das ciências cognitivas e das ciências da mente em geral. Buscaremos, por fim, discutir a concepção de cognição sobre a qual se sustentaram e o papel da fenomenologia nesse empreendimento. (shrink)

In Kant’s logical texts the reference of the form S is P to an “unknown = x” is well known, but its understanding still remains controversial. Due to the universality of all concepts, the subject as much as the predicate is regarded as predicate of the x, which, in turn, is regarded as the subject of the judgment. In the CPR, this Kantian interpretation of the S-P relationship leads to the question about the relations between intuition and concept in judgment. (...) In contrast to intuition, if no concept, due to its universality, refers immediately to an object, how should one understand the relations of S and P to one another, as well as their relations to intuition, which corresponds to the possible individuality of the object in general = x? To answer this question, it is necessary to understand Kant’s notion of extension, and to prove its irreducibility to the Port-Royal notion of extension as well as to the Fregean one. (shrink)

This article develops an axiomatic theory of induction that speaks to the recent debate on Bayesian orgulity. It shows the exact principles associated with the belief that data can corroborate universal laws. We identify two types of disbelief about induction: skepticism that the existence of universal laws of nature can be determined empirically, and skepticism that the true law of nature, if it exists, can be successfully identified. We formalize and characterize these two dispositions toward induction by introducing novel axioms (...) for subjective probabilities. We also relate these dispositions to the axiom of σ-additivity. In this paper we propose an approach to multi-source belief revision where the trust or credibility assigned to informant agents can be revised. In our proposal, the credibility of each informant represented as a strict partial order among informant agents, will be maintained in a repository called credibility base. Upon arrival of new information concerning the credibility of its peers, an agent will be capable of revising this strict partial order, changing the trust assigned to its peers accordingly. Our goal (...) is to formalize a set of change operators over the credibility base: expansion, contraction, prioritized, and non-prioritized revision. These operators will provide the capability of dynamically modifying the credibility of informants considering the reliability of the information. This dynamics will reflect a new perception of trust assigned to the informant, or extend the set of informants by admitting the addition of new informant agents. (shrink)

Who are we and what kind of relationship we establish among us? The boundaries between real life and virtual life tend to evanish. We are progressively becoming part of a global “infosphere”. This candid interview with professor Floridi try to shed some light on these issues, by considering the philosophical framework developed by the “infosphere philosopher”.

The philosophy of information (PI) is a new area of research with its own field of investigation and methodology. This article, based on the Herbert A. Simon Lecture of Computing and Philosophy I gave at Carnegie Mellon University in 2001, analyses the eighteen principal open problems in PI. Section 1 introduces the analysis by outlining Herbert Simon's approach to PI. Section 2 discusses some methodological considerations about what counts as a good philosophical problem. The discussion centers on Hilbert's famous analysis (...) of the central problems in mathematics. The rest of the article is devoted to the eighteen problems. These are organized into five sections: problems in the analysis of the concept of information, in semantics, in the study of intelligence, in the relation between information and nature, and in the investigation of values. This paper contributes to the current debate on the nature of semantic information by offering a semantic argument in favour of the veridical thesis according to which p counts as information only if p is true. In the course of the analysis, the paper reviews some basic principles and requirements for any theory of semantic information.
