A response to a recent critique by Cem Bozşahin of the theory of syntactic semantics as it applies to Helen Keller, and some applications of the theory to the philosophy of computer science.

Floridi’s infosphere consisting of informational reality is estimated and delineated by introducing the new notion of Typ-Ken, an undifferentiated amalgam of type and token that can be expressed as either type or token dependent on contingent ontological commitment. First, we elaborate Floridi’s system, level of abstraction (LoA), model, and structure scheme, which is proposed to reconcile ontic with epistemic structural reality, and obtain the duality of type and token inherited in the relationship between LoA and model. While we focus on (...) the ontological commitment that can negotiate and emphasize the discrepancy between type and token, we show that most research focusing on different hierarchical layers (type and token) has converged onto the flattened perspective of type and token to clarify the role of ontological commitment. We propose the idea of Typ-Ken to avoid this flattening. In addition, we elaborate Taddeo and Floridi’s criticism of approaches to the symbol grounding problem and show that their criticism based on the zero semantical commitment condition is specific to the agents affected by the flattening. We then take bird flocks as a metaphor for the living infosphere as if it had one mind. The knowledge recently yielded by image analysis indicates that it is difficult for previous flock models based on agents equipped with the flattening of local (token) and global (type) to show the special feature of a flock of the scale-free proportion (SFP). We show here that agents based on the Typ-Ken can reveal the SFP, which is the essential characteristic of the living infosphere. In other words, Typ-Ken is an expression for informational reality (LoA and model with ontological commitment) that can reveal seamless local and global interactions in the functioning of a flock or infosphere. The purpose of this essay is to determinewhat exactly is meant by the claimcomputer ethics is unique, a position thatwill henceforth be referred to as the CEIUthesis. A brief sketch of the CEIU debate is provided,and an empirical case involving a recentincident of cyberstalking is briefly consideredin order to illustrate some controversialpoints of contention in that debate. To gain aclearer understanding of what exactly isasserted in the various claims about theuniqueness of computer ethics, and to avoidmany of the confusions currently (...) associatedwith the term ``unique'', a precise definition ofthat term is proposed. We then differentiatetwo distinct and radically differentinterpretations of the CEIU thesis, based onarguments that can be found in the relevantcomputer ethics literature. The twointerpretations are critically analyzed andboth are shown to be inadequate in establishingthe CEIU thesis. We then examine and reject twoassumptions implicit in arguments advanced bothby CEIU advocates and their opponents. Inexposing and rejecting these assumptions, wesee why it is not necessary to accept theconclusions reached by either side in thisdebate. Finally, we defend the view thatcomputer ethics issues are both philosophicallyinteresting and deserving of our attention,regardless of whether those issues might alsohappen to be unique ethical issues. Critical research is becoming increasingly accepted as a valid approach to research in information systems. It is deemed to be particularly suitable for situations where researchers want to address conspicuous injustice, such as in areas of development or the digital divide. Critical research in information systems (CRIS), I will argue, is a possible approach to some of the ethical problems arising in the context of information and communication technology (ICT). It can be sensitive to the question of culture and therefore (...) suitable for researching cross-cultural ethical questions in ICT. It is often unclear, however, what exactly critical research stands for and to what extent critical approaches are applicable across cultural boundaries. This paper will address these problems by proposing a definition of critical research as focused on changing the status quo and aiming for emancipation. It will then look at the question whether different cultures are compatible and comparable and what the role of culture in research on information systems is. The paper will then return to the question whether the critical intention to emancipate and empower humans is an expression of cultural imperialism or whether there are valid ways of promoting emancipation across cultural divides. An important question one can ask of ethical theories is whether and how they aim to raise claims to universality. This refers to the subject area that they intend to describe or govern and also to the question whether they claim to be binding for all (moral) agents. This paper discusses the question of universality of Luciano Floridi’s information ethics (IE). This is done by introducing the theory and discussing its conceptual foundations and applications. The emphasis will be placed on (...) the ontological grounding of IE. IE’s claims to universality will be contrasted with those raised by discourse ethics. This comparison of two pertinent ethical theories allows for a critical discussion of areas where IE currently has room for elaboration and development. (shrink)

Although machine learning has been successful in recent years and is increasingly being deployed in the sciences, enterprises or administrations, it has rarely been discussed in philosophy beyond the philosophy of mathematics and machine learning. The present contribution addresses the resulting lack of conceptual tools for an epistemological discussion of machine learning by conceiving of deep learning networks as ‘judging machines’ and using the Kantian analysis of judgments for specifying the type of judgment they are capable of. At the center (...) of the argument is the fact that the functionality of deep learning networks is established by training and cannot be explained and justified by reference to a predefined rule-based procedure. Instead, the computational process of a deep learning network is barely explainable and needs further justification, as is shown in reference to the current research literature. Thus, it requires a new form of justification, that is to be specified with the help of Kant’s epistemology. (shrink)

There are many branches of philosophy called “the philosophy of X,” where X = disciplines ranging from history to physics. The philosophy of artificial intelligence has a long history, and there are many courses and texts with that title. Surprisingly, the philosophy of computer science is not nearly as well-developed. This article proposes topics that might constitute the philosophy of computer science and describes a course covering those topics, along with suggested readings and assignments.

This paper deploys elements of the philosophy of information in order to explore ideas of dialogical governance. Dialogue in the governance of contentious issues is at least partly a response to the recognition of pluralism among perspectives on various issues. This recognition is prevalent in the context of European governance. However, it is a first step to a better understanding of diverging opinion, rather than an end point. This paper argues that the PoI offers a fruitful path to follow up (...) this first step. Specifically, PoI provides epistemological tools that can be used to clarify the meanings of terms and relevance of perspectives at issue in dialogical scenarios. Importantly, this approach revises the enlightenment view of the individual, offering a more nuanced and ultimately more accurate view of the self as internally complex. This represents a step beyond the status quo wherein these things are taken as unproblematic. This paper argues that PoI’s resources ought to feature as a methodological background to a reinvigorated dialogical governance paradigm. This method and these resources can inform an improved view of dialogical governance in Europe and, in their generality, beyond. (shrink)

This paper investigates the view that digital hypercomputing is a good reason for rejection or re-interpretation of the Church-Turing thesis. After suggestion that such re-interpretation is historically problematic and often involves attack on a straw man (the ‘maximality thesis’), it discusses proposals for digital hypercomputing with Zeno-machines , i.e. computing machines that compute an infinite number of computing steps in finite time, thus performing supertasks. It argues that effective computing with Zeno-machines falls into a dilemma: either they are specified such (...) that they do not have output states, or they are specified such that they do have output states, but involve contradiction. Repairs though non-effective methods or special rules for semi-decidable problems are sought, but not found. The paper concludes that hypercomputing supertasks are impossible in the actual world and thus no reason for rejection of the Church-Turing thesis in its traditional interpretation. (shrink)

The philosophy of information (PI) is a new area of research with its own field of investigation and methodology. This article, based on the Herbert A. Simon Lecture of Computing and Philosophy I gave at Carnegie Mellon University in 2001, analyses the eighteen principal open problems in PI. Section 1 introduces the analysis by outlining Herbert Simon's approach to PI. Section 2 discusses some methodological considerations about what counts as a good philosophical problem. The discussion centers on Hilbert's famous analysis (...) of the central problems in mathematics. The rest of the article is devoted to the eighteen problems. These are organized into five sections: problems in the analysis of the concept of information, in semantics, in the study of intelligence, in the relation between information and nature, and in the investigation of values. A recent interpretation of artificial intelligence (AI) (Floridi 2013, 2022) suggests that the implementation of AI demands the investigation of the binding conditions that make it possible to build and integrate artifacts into our lived world. Such artifacts can successfully interact with the world because our environment has been designed to be compatible with intelligent machines (such as robots). As the use of AI becomes ubiquitous in society, possibly leading to the formation of increasingly intelligent bio-technological unions, there will likely (...) be a coexistence of a plethora of micro-environments wrapped and tailored around humans and basic robots. The key element of this pervasive process will be the capacity to integrate biological realms in an infosphere suitable for the implementation of AI technologies. This process will require extensive datafication. This is because data is the basis of the logical-mathematical codes and models that drive and guide AI. This process will have huge consequences on workplaces, on workers, as well as on the decision-making processes required for the functioning of future societies. In this paper we will offer a comprehensive reflection on the moral and social implications of datafication as well as a set of considerations about its desirability, which will be informed by the following insights: (1) full protection of privacy may become structurally impossible, thus leading to undesirable forms of political and social control; (2) worker’s freedom may be reduced; (3) human creativity, imagination, and even divergence from AI logic might be channeled and possibly discouraged; (4) there will likely be a push towards efficiency and instrumental reason, which will become preeminent in production lines as well as in society. On the basis of an earlier contribution to the philosophy of computer science by Amnon Eden, this essay discusses to what extent Eden’s ‘paradigms’ of computer science can be transferred or applied to software engineering. This discussion implies an analysis of how software engineering and computer science are related to each other. The essay concludes that software engineering can neither be fully subsumed by computer science, nor vice versa. Consequently, also the philosophies of computer science and software engineering—though related to (...) each other—are not identical branches of a general philosophy of science. This also implies that not all of Eden’s earlier arguments can be directly mapped from the domain of computer science into the domain of software science. After the discussion of this main topic, the essay also points to some further problems and open issues for future studies in the philosophy of software science and engineering. (shrink)

The presence of intelligence and rationality in Artificial Intelligence and the Internet requires a new context of analysis in which Herbert Simon’s approach to the sciences of the artificial is surpassed in order to grasp the role of information in our contemporary setting. This new framework requires taking into account some relevant aspects. In the historical endeavor of building up AI and the Internet, minds and machines have interacted over the years and in many ways through the interrelation between scientific (...) creativity and technological innovation. Philosophically, minds and machines can have epistemological, methodological and ontological differences, which are based on the distinct configuration of human intelligence and artificial intelligence. Their comparison with rationality and its various forms is particularly relevant. Scientifically, AI and the Internet belong to the sciences of the artificial, because they work on designs that search for specific aims, following selected processes in order to achieve expected results. Technologically, AI and the Internet require the support of information and communication technologies. These have an instrumental role regarding the existence of AI and the Internet. Also ICT shape their diverse forms of configuration over the years.Within this framework, this paper offers a new context of analysis that goes beyond Simon’s and follows four main steps: the interaction between scientific creativity and technological innovation as the philosophico-methodological setting for Artificial Intelligence and the Internet; artificial intelligence and human intelligence as epistemological basis for machines and minds, where the differences between artificial intelligence and human intelligence are made explicit and the analysis of minds and machines is made from the perspective of rationality ; intention and its difference with design of machine learning are considered to distinguish human intelligence from artificial intelligence; and the internal and external aspects of artificial designs in contemporary society are considered through the perspective of rationality, which leads to the transition from intelligence to rationality in the Internet as well as to the historicity of information. There are many ways of understanding the nature of philosophical questions. One may consider their morphology, semantics, relevance, or scope. This article introduces a different approach, based on the kind of informational resources required to answer them. The result is a definition of philosophical questions as questions whose answers are in principle open to informed, rational, and honest disagreement, ultimate but not absolute, closed under further questioning, possibly constrained by empirical and logico-mathematical resources, but requiring noetic resources to be answered. The article concludes with a discussion of some of the consequences of this definition for a conception of philosophy as the study (or “science”) of open questions, which uses conceptual design to analyse and answer them. Computational and information-theoretic research in philosophy has become increasingly fertile and pervasive, giving rise to a wealth of interesting results. In consequence, a new and vitally important field has emerged, the philosophy of information (PI). This essay is the first attempt to analyse the nature of PI systematically. PI is defined as the philosophical field concerned with the critical investigation of the conceptual nature and basic principles of information, including its dynamics, utilisation, and sciences, and the elaboration and application of (...) information-theoretic and computational methodologies to philosophical problems. I argue that PI is a mature discipline for three reasons: it represents an autonomous field of research; it provides an innovative approach to both traditional and new philosophical topics; and it can stand beside other branches of philosophy, offering a systematic treatment of the conceptual foundations of the world of information and the information society. The article contains the replies to the collection of contributions discussing my research on the philosophy of information.

In this article, I outline a logic of design of a system as a specific kind of conceptual logic of the design of the model of a system, that is, the blueprint that provides information about the system to be created. In section two, I introduce the method of levels of abstraction as a modelling tool borrowed from computer science. In section three, I use this method to clarify two main conceptual logics of information inherited from modernity: Kant’s transcendental logic (...) of conditions of possibility of a system, and Hegel’s dialectical logic of conditions of in/stability of a system. Both conceptual logics of information analyse structural properties of given systems. Strictly speaking, neither is a conceptual logic of information about the conditions of feasibility of a system, that is, neither is a logic of information as a logic of design. So, in section four, I outline this third conceptual logic of information and then interpret the conceptual logic of design as a logic of requirements, by introducing the relation of “sufficientisation”. In the conclusion, I argue that the logic of requirements is exactly what we need in order to make sense of, and buttress, a constructionist approach to knowledge. (shrink)

This paper outlines and discusses the relative merits and problems of two current interpretations of Philosophy of Information (PI), the metaphysical approach and the analytical approach. The paper argues that both approaches complement one another, being normative and mutually compatible.

This paper outlines a quantitative theory of strongly semantic information (TSSI) based on truth-values rather than probability distributions. The main hypothesis supported in the paper is that the classic quantitative theory of weakly semantic information (TWSI), based on probability distributions, assumes that truth-values supervene on factual semantic information, yet this principle is too weak and generates a well-known semantic paradox, whereas TSSI, according to which factual semantic information encapsulates truth, can avoid the paradox and is more in line with the (...) standard conception of what generally counts as semantic information. After a brief introduction, section two outlines the semantic paradox implied by TWSI, analysing it in terms of an initial conflict between two requisites of a quantitative theory of semantic information. In section three, three criteria of semantic information equivalence are used to provide a taxonomy of quantitative approaches to semantic information and introduce TSSI. In section four, some further desiderata that should be fulfilled by a quantitative TSSI are explained. From section five to section seven, TSSI is developed on the basis of a calculus of truth-values and semantic discrepancy with respect to a given situation. In section eight, it is shown how TSSI succeeds in solving the paradox. Section nine summarises the main results of the paper and indicates some future developments. (shrink)

What is the most general common set of attributes that characterises something as intrinsically valuable and hence as subject to some moral respect, and without which something would rightly be considered intrinsically worthless or even positively unworthy and therefore rightly to be disrespected in itself? This paper develops and supports the thesis that the minimal condition of possibility of an entity's least intrinsic value is to be identified with its ontological status as an information object. All entities, even when interpreted (...) as only clusters of information, still have a minimal moral worth qua information objects and so may deserve to be respected. The paper is organised into four main sections. Section 1 models moral action as an information system using the object-oriented programming methodology (OOP). Section 2 addresses the question of what role the several components constituting the moral system can have in an ethical analysis. If they can play only an instrumental role, then Computer Ethics (CE) is probably bound to remain at most a practical, field-dependent, applied or professional ethics. However, Computer Ethics can give rise to a macroethical approach, namely Information Ethics (IE), if one can show that ethical concern should be extended to include not only human, animal or biological entities, but also information objects. The following two sections show how this minimalist level of analysis can be achieved. Section 3 provides an axiological analysis of information objects. It criticises the Kantian approach to the concept of intrinsic value and shows that it can be improved by using the methodology introduced in the first section. The solution of the Kantian problem prompts the reformulation of the key question concerning the moral worth of an entity: what is the intrinsic value of x qua an object constituted by its inherited attributes? In answering this question, it is argued that entities can share different observable properties depending on the level of abstraction adopted,and that it is still possible to speak of moral value even at the highest level of ontological abstraction represented by the informational analysis. Section 4 develops a minimalist axiology based on the concept of information object. It further supports IE's position by addressing five objections that may undermine its acceptability. (shrink)

This article brings together two research fields in applied ethics - namely, information ethics and business ethics- which deal with the ethical impact of information and communication technologies but that, so far, have remained largely independent. Its goal is to articulate and defend an informational approach to the conceptual foundation of business ethics, by using ideas and methods developed in information ethics, in view of the convergence of the two fields in an increasingly networked society.

This paper analyses the relations between philosophy of information (PI), library and information science (LIS) and social epistemology (SE). In the first section, it is argued that there is a natural relation between philosophy and LIS but that SE cannot provide a satisfactory foundation for LIS. SE should rather be seen as sharing with LIS a common ground, represented by the study of information, to be investigated by a new discipline, PI. In the second section, the nature of PI is (...) outlined as the philosophical area that studies the conceptual nature of information, its dynamics and problems. In the third section, LIS is defined as a form of applied PI. The hypothesis supported is that PI should replace SE as the philosophical discipline that can best provide the conceptual foundation for LIS. In the conclusion, it is suggested that the 'identity' crisis undergone by LIS has been the natural outcome of a justified but precocious search for a philosophical counterpart that has emerged only recently: namely, PI. The development of LIS should not rely on some borrowed, pre-packaged theory. As applied PI, LIS can fruitfully contribute to the growth of basic theoretical research in PI itself and thus provide its own foundation. (shrink)

There is no consensus yet on the definition of semantic information. This paper contributes to the current debate by criticising and revising the Standard Definition of semantic Information (SDI) as meaningful data, in favour of the Dretske‐Grice approach: meaningful and well‐formed data constitute semantic information only if they also qualify as contingently truthful. After a brief introduction, SDI is criticised for providing necessary but insufficient conditions for the definition of semantic information. SDI is incorrect because truth‐values do not supervene on (...) semantic information, and misinformation (that is, false semantic information) is not a type of semantic information, but pseudo‐information, that is not semantic information at all. This is shown by arguing that none of the reasons for interpreting misinformation as a type of semantic information is convincing, whilst there are compelling reasons to treat it as pseudo‐information. As a consequence, SDI is revised to include a necessary truth‐condition. The last section summarises the main results of the paper and indicates some interesting areas of application of the revised definition. (shrink)

Information plays a major role in any moral action. ICT have revolutionized the life of information, from its production and management to its consumption, thus deeply affecting our moral lives. Amid the many issues they have raised, a very serious one, discussed in this paper, is labelled the tragedy of the Good Will. This is represented by the increasing pressure that ICT and their deluge of information are putting on any agent who would like to act morally, when informed about (...) actual or potential evils, but who also lacks the resources to do much about them. In the paper, it is argued that the tragedy may be at least mitigated, if not solved, by seeking to re-establish some equilibrium, through ICT themselves, between what agents know about the world and what they can do to improve it. In recent years, “Information Ethics” (IE) has come to mean different things to different researchers working in a variety of disciplines, including computer ethics, business ethics, medical ethics, computer science, the philosophy of information, social epistemology and library and information science. Using an ontocentric approach, this paper seeks to define the parameters of IE and thereby increase our understanding of the moral challenges associated with Information Communication Technologies.

The digital is deeply transforming reality. Through discussion of concepts such as identity, location, presence, law and territoriality, this article explores why and how these transformations are occurring, and highlights the importance of having a design and a plan for our new digital world.

The information society may be described as the fourth step of humanity’s fundamental nature and role in the universe, after Copernicus, Darwin and Freud, with Turing. This paper explores some of the salient implications of this, such as our status as information organisms (inforgs), and our future interactions with other smart, engineered artefacts with which we increasingly share our on life. environment.

Information technologies have made possible the rising of new forms of communities, cities and societies. These changes are analyzed from the perspective of innovation studies, as technological but also social innovations. Starting from the contributions of Ortega y Gasset to the philosophy of technology, and applying these ideas to the information and communications technologies system, this article introduces the notions of technosocieties and cybercities. Our aim is to deeply examine the Telepolis project; a digital and global city supported by ICT (...) and artificial intelligence. We pay attention to the different challenges that AI will have to face in upcoming years in technosocieties and cybercities. In our opinion, the future of AI is tightly related with the technological support of this kind of new city and their cybercitizens. Finally, we claim that there won’t be a shared public space in the infosphere till public organizations acknowledge the importance of promoting and maintaining this new and already needed digital agora. Computing is changing the traditional field of Philosophy of Science in a very profound way. First as a methodological tool, computing makes possible ``experimental Philosophy'' which is able to provide practical tests for different philosophical ideas. At the same time the ideal object of investigation of the Philosophy of Science is changing. For a long period of time the ideal science was Physics (e.g., Popper, Carnap, Kuhn, and Chalmers). Now the focus is shifting to the field of Computing/Informatics. There are (...) many good reasons for this paradigm shift, one of those being a long standing need of a new meeting between the sciences and humanities, for which the new discipline of Computing/Informatics gives innumerable possibilities. Contrary to Physics, Computing/Informatics is very much human-centered. It brings a potential for a new Renaissance, where Science and Humanities, Arts and Engineering can reach a new synthesis, so very much needed in our intellectually split culture. This paper investigates contemporary trends and the relation between the Philosophy of Science and the Philosophy of Computing and Information, which is equivalent to the present relation between Philosophy of Science and Philosophy of Physics. The rise of big digital data is changing the framework within which linguists, sociologists, anthropologists, and other researchers are working. Semiotics is not spared by this paradigm shift. A data-driven computational semiotics is the study with an intensive use of computational methods of patterns in human-created contents related to semiotic phenomena. One of the most promising frameworks in this research program is the Semantic Vector Space (SVS) models and their methods. The objective of this article is to contribute to the (...) exploration of the SVS for a computational semiotics by showing what types of semiotic analysis can be accomplished within this framework. The study is applied to a unique body of digitized artworks. We conducted three short experiments in which we explore three types of semiotic analysis: paradigmatic analysis, componential analysis, and topic modelling analysis. The results reported show that the SVS constitutes a powerful framework within which various types of semiotic analysis can be carried out. (shrink)

Is there such a thing as information justice? In this paper, I argue that the current state of the information economy, particularly as it regards information and computing technology (ICT), is unjust, conferring power disproportionately on the information-wealthy at great expense to the information-poor. As ICT becomes the primary method for accessing and manipulating information, it ought to be treated as a foundational layer of the information economy. I argue that by maximizing the liberties (freedom to use, freedom to distribute, (...) freedom to modify, and so on) associated with certain computer software, an incentives-rich and stable environment can be established in ICT that will foster development of the information economy among the information poor. I suggest that the now-mature Free and Open Source Software paradigm, which has already produced widely-used enterprise-class applications, can be harnessed in support of these ends. (shrink)

Artificial intelligence plays an important role in current discussions on information and communication technologies and new modes of algorithmic governance. It is an unavoidable dimension of what social mediations and modes of reproduction of our information societies will be in the future. While several works in artificial intelligence ethics address ethical issues specific to certain areas of expertise, these ethical reflections often remain confined to narrow areas of application, without considering the global ethical issues in which they are embedded. We, (...) therefore, propose to clarify the main approaches to AIE, their philosophical assumptions and the specific characteristics of each one of them, to identify the most promising approach to develop an ethical reflection on the deployment of AI in our societies, which is the one based on information ethics as proposed by Luciano Floridi. We will identify the most important features of that approach to highlight areas that need further investigation. (shrink)

This paper analyzes epistemological and ontological dimensions of Human-Computer Interaction (HCI) through an analysis of the functions of computer systems in relation to their users. It is argued that the primary relation between humans and computer systems has historically been epistemic: computers are used as information-processing and problem-solving tools that extend human cognition, thereby creating hybrid cognitive systems consisting of a human processor and an artificial processor that process information in tandem. In this role, computer systems extend human cognition. Next, (...) it is argued that in recent years, the epistemic relation between humans and computers has been supplemented by an ontic relation. Current computer systems are able to simulate virtual and social environments that extend the interactive possibilities found in the physical environment. This type of relationship is primarily ontic, and extends to objects and places that have a virtual ontology. Increasingly, computers are not just information devices, but portals to worlds that we inhabit. The aforementioned epistemic and ontic relationships are unique to information technology and distinguish human-computer relationships from other human-technology relationships. (shrink)

Sostendremos, por tanto, una visión alternativa de la agencia moral. De acuerdo con esta, los (...) artefactos no son simplemente agentes delegados, sino que redefinen los límites de la agencia moral humana que continuamente es moldeada por la interacción entre un individuo y su ambiente. I love information upon all subjects that come in my way, and especially upon those that are most important. Thus boldly declares Euphranor, one of the defenders of Christian faith in Berkley’s Alciphron (Berkeley, (1732), Dialogue 1, Section 5, Paragraph 6/10). Evidently, information has been an object of philosophical desire for some time, well before the computer revolution, Internet or the dotcompandemonium (see for example Dunn (2001) and Adams (2003)). Yet what does Euphranor love, exactly? What is information? The question (...) has received many answers in different fields. Unsurprisingly, several surveys do not even converge on a single, unified definition of information (see for example Braman 1989, Losee (1997), Machlup and Mansfield (1983), Debons and Cameron (1975), Larson and Debons (1983)). This chapter reviews some interesting research trends in the philosophy of information (PI). First, PI is defined; then, a series of open problems in PI on which philosophers are currently working is considered. The conclusion highlights the innovative character of this new area of research.

In this paper an evaluation of the contribution to philosophical investigation by Alan Turing is provided in terms of creation of Artificial Languages. After a discussion of the term AL in the literature, and in particular within the theoretical model offered by Lyons, the legacy of Turing is presented with a special attention to what remains after a century by his birth and what is still to be investigated in this area.

When we talk about things like the 'lost art of letter-writing' or the 'digital communications revolution,' what do we mean? What do we lose and what do we gain as we move towards digital ways of being in the world? Critically engaging with many of the canonical writers in the philosophy of technology , and following what has been termed the 'empirical turn' in that discipline, this thesis answers such questions by means of a philosophical, comparative study of epistolary technics (...) and praxis in the early nineteenth and 21st centuries, making use of Romantic era archival letters and related materials to compare and contrast our own, Internet-enabled experience of communicating over distance. In so doing, it seeks to contribute towards our understanding of the ways in which information and communication technologies influence humanity by taking a long-view of many of the more radical claims for the ways in which the Internet effects change in culture, society and self. The thesis is structured thematically, with chapters examining the experience of distance and presence in these two periods, the potential for meaningful engagements by way of communicative media, the technological reconfiguration of social networks, and shifts in the public/private distinction. In its conclusions it is broadly sympathetic to the somewhat pessimistic positions of Heidegger and Borgmann, finding evidence and supplying argument to support the notion that the Internet does in some circumstances serve to diminish our meaningful involvements with the world and each other. It is, however, critical of many of the more extreme arguments for the substantive impact of the Internet, which very often lean too heavily towards naive technological determinism, neglect the social shaping of technology, overemphasise the radical novelty of the Internet, or simply deny or downplay many of its undoubted benefits. The recent development of the research field of Computing and Philosophy has triggered investigations into the theoretical foundations of computing and information. This thesis consists of two parts which are the result of studies in two areas of Philosophy of Computing and Philosophy of Information regarding the production of meaning and the value system with applications. The first part develops a unified dual-aspect theory of information and computation, in which information is characterized as structure, and computation is the information dynamics. (...) This enables naturalization of epistemology, based on interactive information representation and communication. In the study of systems modeling, meaning, truth and agency are discussed within the framework of the PI/PC unification. The second part of the thesis addresses the necessity of ethical judgment in rational agency illustrated by the problem of information privacy and surveillance in the networked society. The value grounds and socio-technological solutions for securing trustworthiness of computing are analyzed. Privacy issues clearly show the need for computing professionals to contribute to understanding of the technological mechanisms of Information and Communication Technology. The main original contribution of this thesis is the unified dual-aspect theory of computation/information. Semantics of information is seen as a part of the data-information-knowledge structuring, in which complex structures are self-organized by the computational processing of information. Within the unified model, complexity is a result of computational processes on informational structures. The thesis argues for the necessity of computing beyond the Turing-Church limit, motivated by natural computation, and wider by pancomputationalism and paninformationalism, seen as two complementary views of the same physical reality. Moreover, it follows that pancomputationalism does not depend on the assumption that the physical world on some basic level is digital. Contrary to many believes it is entirely compatible with dual quantum-mechanical computing. (shrink)
