Attention to care in modern society has fallen out of view as an ethos of personal responsibility, free markets, and individualism has been in the ascendant. Drawing on recent work in the contemporary philosophy of economics, this book presents new ideas on liberalism, including the concept of 'growth-oriented liberalism'. "Liberalism" is widely used to describe a variety of social and political ideas, but has been an especially difficult concept for historians and political scientists to define. Burckhardt, Mill, and Tocqueville define one type of liberal thought. They share an aristocratic liberalism marked by distaste for the masses and the middle class, opposition to the commercial spirit, fear and contempt of mediocrity, and suspicion of the centralized state. Their fears are combined with an elevated ideal of human personality, (...) an ideal which affirms modernity. All see their ideals threatened in the immediate future, and all hope to save European civilization from barbarism and militarism through some form of education, although all grow more pessimistic towards the end of their lives. American Protestant Christianity is often described as a two-party system divided into liberals and conservatives. This book clarifies differences between the intellectual positions of these two groups by advancing the thesis that the philosophy of the modern period is largely responsible for the polarity of Protestant Christian thought. Professor Eric A. Havelock in his book The Liberal Temper in Greek Politics approaches classical political philosophy from the positivistic point of view. The doctrine to which he adheres is however a somewhat obsolete version of positivism. Positivist study of society, as he understands it, is "descriptive" and opposed to "judgmental evaluation" but this does not prevent his siding with those who understand "History as Progress." The social scientist cannot speak of progress unless value judgments can be objective. The (...) up-to-date or consistent positivist will therefore refrain from speaking of progress and instead speak of change. Similarly Havelock appears to accept the distinction between primitive men or savages and civilized men, whereas the consistent positivist will speak not of savages but of pre-literate men and assert that preliterate men have "civilizations" or "cultures" neither superior nor inferior to those of literate men. It would be wrong to believe that the up-to-date positivist is entirely consistent or that his careful avoidance of "evaluative" terms is entirely due to his methodological puritanism; his heart tells him that once one admits the inequality of "cultures," one may not be able to condemn colonialism on moral grounds. Havelock is therefore perhaps only more intelligent or more frank than the consistent positivists when he describes his position as liberal rather than as positivist. Yet this does not entirely dispose of the difficulty. "For the liberals man is to be taken as you find him and therefore his present political institutions are to be taken as given also." This means that here and now the liberals will take American democracy as given and will then "concentrate empirically and descriptively on this kind of political mechanism." This is a fair description of positivistic political science at its best. Yet Havelock praises the same liberals for writing "in defence of democracy". What then is a liberal? Was a German social scientist who in 1939 took "the present political institutions as given" and subjected them to "empirical analysis" for this reason by itself a liberal? If so then a liberal is not a man of strong moral or political convictions, and this does not seem to agree with the common meaning of the word. Yet from Havelock's Preface it appears that the liberal regards all political and moral convictions as "negotiable" because he is extremely tolerant. Havelock applies the implicit maxim of conduct to the relations between the United States and Soviet Russia today. For all one can know from his book, he would have given the same advice during the conflict between the Western democracies and the Fascist regimes at the time of the Munich conference. At any rate he does not seem to have given thought to the question of whether Tolerance can remain tolerant when confronted with unqualified Intolerance or whether one must not fall back in the end on "moral convictions" which are not "negotiable." In almost all these points Havelock is liberal in the sense in which the word is commonly used here and now. (shrink)

1848 is a watershed in Dutch political and intellectual history. In the wake of liberalism positivism and empiricism dominated Dutch philosophy. In this paper it is argued that Spinoza’s philosophy played an important part in developing a liberal Weltanschauung. Dutch Spinozism started with the theological dissertation of Johannes van Vloten, who from the 1860s onwards became the great pamphleteer of Spinozism. However due to his break with Christianity he remained an exception in Dutch intellectual life. The Utrecht (...) professor of philosophy Cornelis Willem Opzoomer and his friend the classical scholar D. Burger jr., for example, propagated a liberal Christianity purged from its mythical elements. Adopting Schleiermacher’s example Opzoomer developed a morality inspired by Ethics V. In 1850 he turned to J. S. Mill and A. Comte. From that year onwards he justified the methodological unity of the natural and ‘moral’ sciences in Spinoza’s doctrine of the passions. According to Burger the Ethics contains an obsolete metaphysics, but due to its morality consistent with science the book deserves a large 19th-century readership. Under free institutions the exercise of human reason leads to a plurality of reasonable, yet irreconcilable doctrines. Rawls's political liberalism is intended as a response to this fundamental feature of modern democratic life. Justifying coercive political power by appeal to any one (or sample) of these doctrines is, Rawls believes, oppressive and illiberal. If we are to achieve unity without oppression, he tells us, we must all affirm a public political conception that is supported by these diverse reasonable doctrines. (...) The first part of this essay argues that the free use of human reason leads to reasonable pluralism over most of what we call the political. Rawls's notion of the political does not avoid the problem of state oppression under conditions of reasonable pluralism. The second part tries to show how justificatory liberalism provides (1) a conception of the political that takes seriously the fact that the free use of human reason leads us to sharply disagree in the domain of the political while (2) articulating a conception of the political according to which the coercive intervention of the state must be justified by public reasons. How should the State respond to the different identity-based justice claims made by its citizens? To what extent should majority societies accede to the claims of immigrant groups whose values are so different to, and sometimes in conflict with, their own? The value of health states is often understood to depend on their impact on the goodness of people's lives. As such, prominent health states metrics are grounded in particular conceptions of wellbeing – e.g. hedonism or preference satisfaction. In this paper, I consider how liberals committed to the public justification requirement – the requirement that public officials choose laws and policies that are justifiable to their citizens – should evaluate health states. Since the public justification requirement prohibits public officials from (...) appealing to controversial conceptions of the good life, liberals committed to this principle face a significant puzzle. My main aim here is to examine what the significance is of the communitarian critique of liberalism for Hermann Cohen's political philosophy. I will conclude that Cohen's socialist Kantianism can successfully meet this critique. Also, I will argue that his political philosophy can better deal with some of the problems that communitarians detect in our Western democracies than can communitarianism itself. One crucial reason for this is that Cohen completes the original Kantian liberal project by making all (...) agents fully autonomous in the economic sphere. (shrink)

John Gray claims that ‘value pluralism’, or the plurality and incommensurability of basic values, undermines any attempt to make a reasoned case for the superiority of liberalism (or any other ideology) over its rivals. Incommensurable values, he says, cannot be subjected to a rational ranking, except in particular cases, yet liberalism appears to advocate the promotion of certain values rather than others in general terms. I argue that Gray’s critique has force against some traditional justifications of liberal politics, (...) but that he exaggerates its reach against other, more recent forms of liberal theory. In particular, Gray’s view of liberalism as merely one form of life among others, with no rational claims to precedence, rests on a mistaken understanding of the implications of value pluralism. The incommensurability of values does not imply the absolute incommensurability of forms of life, such as those of liberal and non‐liberal cultures. Far from being incompatible with the reasoned advocacy of liberalism, value pluralism may itself provide liberalism with a rational grounding. (shrink)

The most well-known kinds of liberalism are based on the doctrine of the atomism of the individual, sometimes called "the separateness of persons." But these doctrines do not seem to allow a country to restrict immigration for the purpose of protecting a national way of life, except for protecting liberalism itself. This can lead to considerable discontent. In this paper, I present a kind of liberalism that addresses this concern.

The Liberalism Trap identifies a methodological problem in contemporary political theory: focus on liberalism has become an interpretive custom directing engagements with politics. Though scholars have long analysed the meaning, merits, successes or failings of liberalism, little attention is paid to how such preoccupations shape the way we study political questions and texts. Evaluating the effects of these preoccupations is what motivate the book. To interrogate those effects, Philips turns to John Stuart Mill-the so-called father of modern (...) liberalism. As she argues, Mill's canonical status as a liberal is habitually substituted for his political arguments such that the now standard association of Mill with liberalism conditions how and why he is read. Offering a comparative reading of Mill's proposals concerning gender, class, and empire, Philips instead recovers a thinker motivated not by ideological certainties, but by a politics of uncertainty. In so doing, she draws into view the complex strategies that Mill employs across his work on domestic and imperial questions, strategies obscured by his liberal mantle. Her recovery of Mill's uncertain politics sets into relief the interpretive costs of reading through liberalism. That even the paradigmatic liberal is unduly constrained by this label ought to give us pause. Taking a break from liberalism, Philips shows that we gain a more nuanced account of Mill's politics, and critical and evaluative distance from our own customs of interpretation. With these interventions, The Liberalism Trap integrates an innovative reading of a canonical thinker with a methodological critique of interpretive practices in contemporary political theory. An interpretation and critique of Heidegger's concept of liberalism.

Belgium's policy of not permitting Catholic hospitals to refuse euthanasia services rests on ethical presuppositions concerning the secular justification of political power which reveal the paradoxical character of European liberalism: In endorsing freedom as a value (rather than as a side constraint), liberalism prioritizes first-order intentions, thus discouraging lasting moral commitments and the authority of moral communities in supporting such commitments. The state itself is thus transformed into a moral community of its own. Alternative policies (such as an (...) explicit moral diversification of public healthcare or the greater tolerance for Christian institutions in the Netherlands) are shown to be incompatible with Europe's liberal concern with securing social and material freedom resources, as well as the concern with equality of opportunity, as embodied in the European Union's anti-discrimination labor law. The essay's argument for the preferability of a libertarian solution closes with the challenge that only if the provision of public healthcare can be shown to be rationally indispensable for a morally justified polity, could the exposed incoherence of modern European liberalism be generously discounted. Their universe of discourse opened outward to the turbulent domains of politics, economics, and the ideational changes occurring all·around. The dominant public philosophy of the United States of America has long been some version of liberalism--dedicated to individual liberty, equal rights, religious freedom, government by consent, and established limits on political power. Today, however, we find ourselves in unusual times, when the major political parties have powerful and growing wings that embrace decidedly illiberal public philosophies. On the Left, critical theory eschews Enlightenment rationalism and liberal ideas of toleration and individual liberty as structures that serve to support (...) inequality and oppression. On the Right, conservative scholars excoriate liberalism for privileging an ideal of individual autonomy that eats away at the civilizing bonds of family, tradition, religion, and country. What seems new here is not the critiques themselves, but the power and popularity of political movements that openly and proudly reject the first principles of America's long-dominant public philosophy. Can the center hold? Can the principles of 1776 survive? Or has liberalism run its course? With these questions in the air, this book proposes to return with fresh eyes to the beginning of liberalism and the political philosophy of John Locke. Instead of looking at Lockean liberalism as a simple and timeworn ideological program, the essays reexamine Locke's project by remaining alive to the complexity and nuance with which he addressed his subject. The Locke that emerges is indeed an ambitious and radical thinker, but one not as imprudent or unmindful of custom as his conservative critics would have it, nor as tolerant of oppression as his progressive critics aver. By the middle of the twentieth century, many liberals looked glumly at the world modernity had brought about, with its devastating wars, rising totalitarianism, and permanent nuclear terror. Political liberalism’s central commitments to recognizing reasonable pluralism and institutionalizing a substantive conception of justice are inconsistent. If reasonable pluralism applies to conceptions of justice as it applies to conceptions of the good, then some reasonable people will reject even many liberal conceptions of justice as unreasonable. If so, then imposing these conceptions of justice on citizens violates the liberal principle of legitimacy and related public justification requirements. This problem of justice pluralism requires that political liberals abandon their commitment (...) to institutionalizing a substantive conception of justice. Instead, political justification should be limited to the public justification of a modest scheme of rights and a set of constitutional rules. An exploration of the theories, histories, practices, and contradictions of liberalism today. What does it mean to be a liberal in neoliberal times? This collection of short essays attempts to show how liberals and the wider concept of liberalism remain relevant in what many perceive to be a highly illiberal age. Liberalism in the broader sense revolves around tolerance, progress, humanitarianism, objectivity, reason, democracy, and human rights. This book continues and revises the ideas of justice as fairness that John Rawls presented in _A Theory of Justice_ but changes its philosophical interpretation in a fundamental way. Philosophy & Social Criticism, Volume 48, Issue 2, Page 184-208, February 2022. Being critical does not come easy, not even within Critical Theory. In this article I respond to criticism of my book from 2019, Capitalism, Alienation and Critique, arguing that contemporary Critical Theory has something to learn from the founding fathers. Firstly, for Adorno immanent critique has metaphysical implications beyond Honneth’s critique of bourgeois society as inconsistent in terms of its professed ideals. Secondly, immanent critique is not the (...) same as ideology critique, and when it comes to Horkheimer and Habermas, they conducted the latter rather than the former. Thirdly, even though today nature must be our concern, answers are to be found in politics and metaphysics rather than science. Finally, critique of neoliberalism should be conducted as critique of political economy, that is, ideology critique, rather than sociological descriptions of the empirical details of globalized capitalism. Denaturalizing economics is a condition for economic democracy. (shrink)
