The Turing Test is one of the most disputed topics in artificial intelligence, philosophy of mind, and cognitive science. This paper is a review of the past 50 years of the Turing Test. Philosophical debates, practical developments and repercussions in related disciplines are all covered. We discuss Turing's ideas in detail and present the important comments that have been made on them. Within this context, behaviorism, consciousness, the 'other minds' problem, and similar topics in philosophy of mind are discussed. We (...) also cover the sociological and psychological aspects of the Turing Test. Finally, we look at the current situation and analyze programs that have been developed with the aim of passing the Turing Test. ABSTRACTThe participants in this symposium raise many insightful criticisms and reservations about my book Democracy and Political Ignorance: Why Smaller Government Is Smarter. But none substantially undermine its main thesis: that rational political ignorance and rational irrationality are major problems for democracy that are best addressed by limiting and decentralizing government power. Part I of this reply addresses criticisms of my analysis of the problem of political ignorance and its causes. Part II assesses challenges to my proposed solution.

ABSTRACTHélène Landemore's Democratic Reason effectively demonstrates how cognitive diversity may potentially improve the quality of democratic decisions. But in setting out the preconditions that democracy must meet in order for the many to make collectively well-informed decisions, Landemore undermines the case for voter competence more than she strengthens it. The conditions she specifies are highly unlikely to be achieved by any real-world democracy. Widespread voter ignorance and the size and complexity of modern government are severe obstacles to any effort to (...) implement Landemore's vision. Better-informed decision making is more likely to be achieved by allowing a wider range of issues to be decided by “voting with your feet” instead of at the ballot box. (shrink)

The article deals with the problem of the philosophy of interdisciplinarity, set forth in the work of the same name by J.K. Schmidt. The main goal the author sets for himself is to define the inner meaning of the concepts and goals of interdisciplinarity. In accordance with this, the tasks performed by the respective fields of work, divided into intrascientific and extrascientific. The first ones are related to fundamental research, rethinking the forms of scientific knowledge, methodologies, the relationship between man (...) and nature. The latter, embedded in social reality, are related to analysis of the problems of technoscience, knowledge production and science policy. Prof. Schmidt considers two approaches to interdisciplinarity: instrumental or strategic and critical-reflexive or communicative. The first of them is presented as a limited tool for solving actual problems of interdisciplinarity due to its proximity to soluchionism and its predominant focus on organizational and managerial problems of science. The critical-reflexive approach is, on the contrary, associated with a fundamental rethinking of the concept of knowledge. Interdisciplinarity is characteristic of the field of scientific research, while transdisciplinarity and its particular forms – object- and problem-oriented approaches – are associated with solving problems of the real world. The author conducts a comprehensive analysis of the problem of interdisciplinarity, analyzing the historical roots of technoscientific issues, assesses the current state of science, and proposes a paradigmatic ProTA program related to the realization of the predictive potential of the critical-reflexive approach to interdisciplinarity. Abstract If voters do not understand the programs of rival candidates or their likely consequences, they cannot rationally exercise control over government. An ignorant electorate cannot achieve true democratic control over public policy. The immense size and scope of modern government makes it virtually impossible for voters to acquire sufficient knowledge to exercise such control. The problem is exacerbated by voters? strong incentive to be ?rationally ignorant? of politics. This danger to democracy cannot readily be circumvented through ?shortcut? methods of (...) economizing on voter knowledge costs. A truly democratic government must, therefore, be strictly limited in scope. (shrink)

The object of this paper is creativity as a cultural philosophical and historical-philosophical phenomenon. The subject of the research is the substantiation of the essence of creativity by Russian religious philosophy on the example of the doctrine of V.S. Solovyov and N.A. Berdyaev. The aim of this research is to identify and articulate the key semantic constructs of creativity from the positions of the above-mentioned thinkers. The article also explores ideas about the nature of creativity and the specific features of (...) a creative subject through the prism of relevant concepts of a socio-humanitarian orientation. A brief historical and philosophical excursion into the understanding of the ontological essence of creativity is carried out, modern ontological concepts of creativity are revealed and an existentially oriented concept of creativity is proposed. The theoretical basis of the research is the original works of V.S. Solovyov and N.A. Berdyaev, as well as various commenting scientific sources. The methodological foundation of the research is a comparative analysis and a method of contextual vision of creativity. The main result of the conducted research is the articulation of key aspects of the understanding of creativity by V.S. Solovyov and N.A. Berdyaev. It is shown that for the first philosopher, the central task of creativity is the spiritualization of the material world through the realization of the unity of Goodness, Truth and Beauty, while the second thinker considers the main mission of creativity to be the establishment of a fundamentally different spiritual being by the subject. The scientific novelty of the research also lies in the comparative characterization of the concepts of creativity of these thinkers in terms of essence, tasks, meaning, material, sources, functions, result and other structural aspects. Advocates of ?deliberative democracy? want citizens to actively participate in serious dialogue over political issues, not merely go to the polls every few years. Unfortunately, these ideals don't take into account widespread political ignorance and irrationality. Most voters neither attain the level of knowledge needed to make deliberative democracy work, nor do they rationally evaluate the political information they do possess. The vast size and complexity of modern government make it unlikely that most citizens can ever reach the levels of (...) knowledge and rationality required by deliberative democracy, even if they were better informed than they are at present. “It’s so hard to be a saint in the city,” sings Bruce Springsteen in a ballad released 35 years ago. Judging from the national popular sentiment about the matter, he could have been talking about the complexity of being a philosopher in Turkey.

In this book, after discussing the fundamental problems of current science and other philosophic concepts, beginning with controversies between Heraclitus and Parmenides, Ilya Prigogine launches into a message of great hope: the future has not been determined. Contrary to globalisation and the apparent contemporary mass culture society, individual behaviour is beginning to increasingly become the key factor which governs the evolution of both the world and society as a whole. It is a message that challenges existing widespread views, implicitly or (...) explicitly, through mass communication, moreover the importance of the individual's actions implies a reflection of each person on the responsibilities that each one assumes when taking or acting upon a decision. This responsibility is associated with the freedom of thought as well as a critical analysis of fashions, customs, preconceived ideas, and ideologies, externally imposed: exactly contrary to the ideas of those who wish us to be "perfect consumers" in a world dominated only by monetary wealth. Challenging this drive towards the elimination of freedom of though in the individual is now imperative if we are to save man and his planet from catastrophe which seems to be ever imminent and (unfortunately) irreversible. This last book of Ilya Prigogine provides a small, disputable, but nonetheless valuable contribution towards that end. (shrink)

In recent decades, advances in the life sciences have created an unprecedentedly detailed picture of heredity and the formation of the phenotype where clusters of simplistic reductionist and deterministic views and interpretations have begun to lose ground to more complex and holistic notions. The developments in gene regulation and epigenetics have become a vivid emblem of the ongoing ‘softening’ of heredity. Despite this headway, the outlook and rhetoric widely popular in the twentieth century favoring the ‘gene’ in the ‘genegenetic plasticityphenotypeenvironment’ (...) tetrad have not been successfully tackled but continue to exist in parallel with a new, equally monochromatic, viewpoint championing genetic plasticity. An examination of epigenetics and its presentation in the public sphere, open to a conversation with the social disciplines and philosophy, could address this dichotomy and contribute to the discourse. This article outlines key biological aspects of epigenetics and discusses the language, presentation and wider resonance of this field of life science research. (shrink)

ABSTRACT Jason Brennan’s Against Democracy makes a strong case that democratic majorities’ right to rule rests on shaky grounds so long as their ballot box decisions are heavily influenced by ignorance and bias. But his “epistocratic” alternative - empowering the better-informed segments of society - has significant flaws of its own. Ironically, the biggest shortcoming of epistocracy may be that we lack the knowledge necessary to make it work well.

A certain decline of epistemology in terms of the “naturalized programmes” or the post-modernist discussions makes us think about the form, in which epistemological studies in a broad sense of the word are still possible as a sphere of philosophical analysis. Philosophy of knowledge is nowadays shaken on its throne, which it has occupied for a long time as a theoretical core of philosophy, and perhaps even dismissed from it. The partial loss of orientation by those who are professionally involved (...) in this sphere is the consequence of this state of affairs. This also concerns social epistemology - an influential modern trend, whichnowadays is balancing between neoclassic (A. Goldman1) and non-classic (D. Bloor2), normative and descriptive, veritistic and constructionist approaches. Among all, there are two terminologically different though in fact similar proposals: naturalization and socialization. Within social epistemology, both lead to a kind of interdisciplinary imperialism reducing epistemology to a “positive science” like sociology of knowledge, social history of science, science and technology studies or social psychology of cognitive process. We shall call this attitude “strong version” of naturalism keeping in mind “strong program of Edinburgh School in the sociology of scientific knowledge” (B. Barnes, D. Bloor3). How can we save then philosophical epistemology without indulging into purely transcendentalcontemplations and at the same time securing its connections with empirical sciences? A “weak version” of naturalism is proposed, namely, an idea of social epistemology based on interdisciplinarity. Therefore a special analysis of interdisciplinarity concept is needed. (shrink)

This paper presents some perspectives in contemporary epistemology, relating in particular to the links between contextualism and interdisciplinary approaches. The author considers the role played by different theories of context in the frame of a social epistemology.

This article considers aspects of the social imaginary underlying early Russian realist thought and narrative by exploring two canonical novels from the 1840s, Ivan Gončarov’s Obyknovennaja istorija and Aleksandr Gercen’s Kto vinovat?, in light of Vissarion Belinskij’s activist reception of Hegel’s political philosophy. The Russian texts are read symptomatically against their western counterparts as illustrating the intriguing transformations that dominant European models of narrative and sociality undergo as they migrate to Russia.

For decades, scholars have recognized that most citizens have little or no political knowledge, and that it is in fact rational for the average voter to make little or no effort to acquire political information. Rational ignorance is fully compatible with the so‐called “paradox of voting” because it will often be rational for citizens to vote, but irrational for them to become well informed. Furthermore, rational ignorance leads not only to inadequate acquisition of political information, but also to ineffective use (...) of the information that citizens do possess. The combination of these two problems has fundamental implications for a variety of issues in public policy and international affairs. (shrink)

Abilitism is an approach to the metaphysics of concepts according to which each concept consists of a managing cognitive ability coordinating other abilities (cognitive and non-cognitive) and a set of subordinate abilities associated with this managing ability. As I argue here, if we accept the abilitist approach, we can efficiently solve such puzzles in the metaphysics of concepts as the partial possession problem, the concept pluralism problem, etc. However, there are some possible objections to abilitism, concerning the abilitist explanation of (...) compositional properties of concepts, knowledge-that, an extension/intension of concepts, and the idea that concepts are constituents of thought. The paper introduces mathematical encoding for subjective experience and meaning in natural cognition. The code is based on a quantum-theoretic qubit structure supplementing classical bit with circular dimension, functioning as a process-causal template for representation of contexts relative to the basis decision. The qubit state space is demarcated in categories of emotional experience of animals and humans. Features of the resulting spherical map align with major theoreties in cognitive and emotion science, modeling of natural language, and semiotics, suggesting several generalizations (...) and improvements. The developed model bridges psychological, quantum-theoretic, and semiotic perspectives, allowing for an integrative account of subjectivity, agency, and meaning in living Nature.Graphical abstract. Despite the popularity of the term “global,” the making of a global world has been little studied to date and only a few works have been published. It is assumed that this kind of world has already partly crystallized thanks to globalization, but it is not expected to take a more coherent shape until later in the future. The purpose of the paper is to justify the opinion that a global world should be construed as a state of civilization and (...) its interaction with nature fulfilled by securing global sustainability. Abstract Democratic control of public policy is nearly impossible in the presence of extreme voter ignorance, and this ignorance is in part caused by the vast size and scope of modern government. Only a government limited in its scope can be meaningfully democratic. David Ciepley's response to my article does not seriously challenge this conclusion, and his attempts to show that limited government is inherently undemocratic fail. Ciepley's alternative vision of a ?democracy? that does not require informed voters turns out (...) to be not a defense of democracy at all, but a rationalization for any form of government that achieves a high level of leadership skill and bureaucratic efficiency. Questions concerning mediated causal effects are of great interest in psychology, cognitive science, medicine, social science, public health, and many other disciplines. For instance, about 60% of recent papers published in leading journals in social psychology contain at least one mediation test (Rucker, Preacher, Tormala, & Petty, 2011). Standard parametric approaches to mediation analysis employ regression models, and either the “difference method” (Judd & Kenny, 1981), more common in epidemiology, or the “product method” (Baron & Kenny, 1986), more common in (...) the social sciences. In this article, we first discuss a known, but perhaps often unappreciated, fact that these parametric approaches are a special case of a general counterfactual framework for reasoning about causality first described by Neyman (1923) and Rubin (1924) and linked to causal graphical models by Robins (1986) and Pearl (2006). We then show a number of advantages of this framework. First, it makes the strong assumptions underlying mediation analysis explicit. Second, it avoids a number of problems present in the product and difference methods, such as biased estimates of effects in certain cases. Finally, we show the generality of this framework by proving a novel result which allows mediation analysis to be applied to longitudinal settings with unobserved confounders. (shrink)

In 'What Is Freedom?', Arendt speaks of freedom as a 'phenomenon of virtuosity', claiming that this phenomenon is the original, hitherto undertheorised experience of freedom in ancient Greece and Rome, and that the idea of freedom began to appear in connection with the will in our philosophical tradition only after freedom as a phenomenon of virtuosity had in practice disappeared in the late Roman Empire - but not from all human activities in which it continued to exist in a hidden (...) form, as the power or 'gift' of humans to begin a new line of action. My interpretation of Arendt's conception of freedom begins from and elaborates on these claims, and shows that she should be taken seriously as a critic of the late antique notion that freedom consists in the decisions we make with our will. I also show that in rejecting accounts of freedom that reduce it to a matter of the will or the intellect, Arendt relies on the notion of an inspiring 'principle' of action that functions in a manner analogous to Hegel's understanding of action as taking place against a background of unwritten rules and as deriving its 'validity' and 'absolute' character from a spirit, or principle, immanent within it. This essay responds to the argument that Jonathan Riley offers in the February 2013 issue of Political Theory for rendering Isaiah Berlin’s theory of pluralism consistent with his commitment to negative liberty. I show that the “standard of humanity” that Riley attributes to Berlin fails to take account of Berlin’s distinction between “political” liberty and what Berlin calls “basic” liberty. Consequently, Riley ends up conflating the conditions for living in a decent society with being a human being. And this leads (...) him to make the further, mistaken assumption that humans need to “exercise” their generic human capacities in order to remain human and not become, in Riley’s words, “robots or moral idiots.” While Riley’s essay is a valuable contribution to our understanding of what we might call Berlin’s ethic of human rights, it ultimately fails in its effort to show that the domain of human rights constitutes Berlin’s standard of humanity, and therefore it fails to show that normal human beings must assign overriding moral priority to a modicum of political liberty in order to secure their humanity. Abstract In Politicians Don't Pander, Lawrence Jacobs and Robert Shapiro show that politicians follow public opinion much less slavishly than conventional wisdom suggests. However, the case studies they themselves rely on show that public opinion constrains policy makers more than they claim. Conversely, to the extent that political leaders are able to ignore the public's wishes, Jacobs and Shapiro do not adequately consider the possibility that this is due in large part to severe voter ignorance of public policy. In urging (...) greater obedience to the popular will, the authors also overlook the danger that increased adherence to the often internally contradictory wishes of the electorate may be impossible or undesirable. In this chapter, I argue that communication in partnering is a physical exchange of information on the basis of ethically-bound conditions. Simply put, partners can cause each other harm. Thus, the criteria of communication in partnering is always within an ethical domain, where action runs along a continuum ranging from the ethical to the unethical. To make this argument, I will first lay out the conditions to which the relevant norms of evaluation can adhere. These conditions include proximity, orientation, and (...) point(s) of contact. Rather than provide a how-to guide for communication, I will examine a critical vocabulary for practically approaching communication in partnering. Section I begins with the conditions of communication, followed by Section II which examines the norms of communicating well. (shrink)

Dance, as a mode of physical interaction, offers opportunities to care and be cared for, but this does not mean that dancers will, in fact, care. There may be no moral motivation underlying a lift, dip or intricate sequence of coordinated action. Choreographic scores may (knowingly or not) encourage merely perfunctory movements that are a poor simulacrum to care. Moreover, the caring that is expressed through dance need not transfer to other walks of life. I am not alone in knowing (...) spectacularly talented dancers whose behaviour off the dance floor is far from ethical – from the arrogant and petty to the flagrant abuse that plagues institutions of art and culture. This article considers how dance can illuminate both the acts and sentiments of care, conveying particular ethical orientations that trouble straightforward, absolute moral reasoning. The article frames an enquiry into the relation between ethics and aesthetics of care, drawn from feminist epistemologists Joan Tronto, Maurice Hamington, and Nel Noddings, as well as my own performance research on partnering. I frame a zone between technique and competence, foregrounding care in dance as both a technical and ethical issue. I will consider the necessary conditions by which dancing together can manifest care, rather than suggest blanketly that it always does or even that it should. To make this argument, I will describe and analyse Considered Care, a duet I created in the autumn of 2021 in collaboration with Boston Ballet. This performance research project provided the material from which to consider the concept of need, a condition of care in a dancing situation. I will conclude by considering the relationship between needs and trust in conceptualizing care within partnering. (shrink)

Abstact. Although it is generally known that M.M. Bakhtin viewed himself as primarily a philosopher and not a philologist, the overwhelming majority of studies of his work belong to literary criticism. The purpose of this article, relying on the oral testimony of Bakhtin himself and his philosophical texts written in the Nevel-Vitebsk period, is to restore the origin of his philosophical sources and the content of his philosophical ideas of this period. The main idea is the concept of moral philosophy (...) as a philosophical system, whose main subject is participative thinking and an answerable act as an event of being. One of the most important sources of these ideas was probably the philosophy of Neo-Kantianism represented by the teachings of H. Cohen. The article provides four examples of Bakhtin's continuity in relation to the Marburg philosopher - the idea of an answerable act concerning another person as the source of a human's self-consciousness and personal integrity, the idea of a correlative relationship between a person and his neighbor as an expression of a caring participatory being, the idea of distinguishing a moral attitude from an ethical-legal one and the idea of the philosophical system, whose subject is the process of interpersonal relations. In this case, the system consists not only in the integrity of the object but also in its openness. Revealing the continuity of Bakhtin's philosophical ideas regarding Cohen leads to a better understanding of these ideas and Bakhtin's originality of their development. It is also fruitful to compare the perception of Cohen's ideas by Bakhtin and their reception by another philosopher of dialogue, F. Rosenzweig. (shrink)
