This paper attempts some integration of two perspectives on questions about rationality and irrationality: the classical conception of irrationality as sophism and themes from the romantic revolt against Enlightenment reason. However, since talk of "reason" and "the irrational" often invites rigid dualities of reason and its opposites (such as feeling, intuition, faith, or tradition), the paper turns to "intelligence" in place of "reason," thinking of human intelligence as something less abstract, less purely theoretical, and more firmly rooted in (...) practice, including communicative practice. In the wake of 9/11 and the assessment of Iraq's WMD, several inquiries placed the blame primarily on the Intelligence Community. Part of the reform that followed was a codification of analytic tradecraft standards into Intelligence Community Directive (ICD) 203 and the appointment of an analytic ombudsman in the newly created Office of the Director of National Intelligence charged with monitoring the quality of analytic products from across the intelligence community. In this paper we identify three (...) assumptions behind ICD203: (1) tradecraft standards can be employed consistently; (2) tradecraft standards sufficiently capture the key elements of good reasoning; (3) good reasoning leads to more accurate judgments. We then report on two controlled experiments that uncover operational constraints in the reliable application of the ICD203 criteria for the assessment of intelligence products. Despite criticisms of the post-9/11 and post-Iraq reform, our results highlight that ICD203, properly applied, holds potential to improve precision and accountability of intelligence processes and products. It is unfortunate that so much turns on the practices of argument construction and critique in intelligence analysis, for example, because these practices are fraught with difficulty. However, the recently developed technique of argument mapping helps reasoners conduct these practices more thoroughly and insightfully, as can be shown in an extended illustration concerning Iraqi nuclear activities circa 2002. We describe a strategy that is being used for the horizontal integration of warfighter intelligence data within the framework of the US Army’s Distributed Common Ground System Standard Cloud (DSC) initiative. The strategy rests on the development of a set of ontologies that are being incrementally applied to bring about what we call the ‘semantic enhancement’ of data models used within each intelligence discipline. Intelligent communication processing in English aims to obtain effective information from unstructured text data using various text processing techniques. Text vector representation and text similarity calculation are important fundamental tasks in the whole field of natural language processing. In response to the shortcomings of existing sentence vector representation models and the singularity of text similarity algorithms, improved models and algorithms are proposed based on a thorough study of related domain technologies. This paper presents an in-depth and comprehensive study of text (...) vectorization representation and text similarity calculation algorithms in the field of natural language processing. The existing text vectorized representation models and text similarity computation algorithms are described, and their shortcomings are summarized to provide a basis for the background and significance of this paper, as well as to provide ideas for improvement directions. It is experimentally verified that the sentence vector model proposed in this paper achieves higher accuracy than the SIF sentence vector model for text classification tasks. In the task of text similarity computation, it achieves better results in three evaluation metrics: accuracy, recall, and F1 value. The algorithm also improves the computational efficiency of the model to a certain extent by removing feature words with low feature contribution. The algorithm first improves the deficiencies of the traditional word-shift distance algorithm by defining multifeature fusion weights and realizes a text similarity calculation algorithm based on multifeature weighted fusion with better similarity calculation results. Then, a linear weighting model is constructed to further combine the similarity calculation results of the hierarchical pooled IIG-SIF sentence vectors to realize the multimodel fusion text similarity calculation algorithm. Although the intrinsic physicality of human beings has not changed in millennia, the species has managed to profoundly reconstitute the physical and social world it inhabits. Although the word “profound” is insufficient to describe the vast changes our world has undergone, it is sufficiently neutral to encompass both the opportunities—and the challenges—that our age provides. It is a premise of my work that technology, particularly information and communication technology (ICT), offers spectacular opportunities for humankind to address its collective problems. The (...) problems themselves are equally spectacular that is war and militarism, poverty, environmental depletion and destruction, disease, etc., and lack of successful alleviation may prove catastrophic. Humankind’s problems will not be solved by elite fiat, by chance, or as a side-effect of the “free market.” To address these challenges effectively and appropriately, “civic intelligence” will be required. This paper is designed to explore the relation between community networks and the nascent concept of civic intelligence. Civic intelligence describes the capacity of society to consciously adapt to its environment and shape a future environment that is healthy, equitable, and sustainable. Although individuals contribute to civic intelligence, the concept describes a phenomenon that is collective and distributed. This paper argues that community networks were an important manifestation of civic intelligence in the early days of the Internet revolution. It further argues that a theory of civic intelligence can be used to account for the declining influence of traditional community networks and to provide useful prescriptions for renewed vitality and influence of community networks in the future. Future developments in artificial intelligence (AI) will likely allow for a greater degree of human‐machine convergence, with machines becoming more humanlike and intelligent machinery becoming more integrated into human brain function. This will pose many ethical challenges, and the necessity for a moral framework for evaluating these challenges will grow. The development of AAC technologies is of critical importance to the many people who are unable to speak intelligibly due to a communication disorder, and to their many everyday interlocutors. Advances in digital technologies have revolutionized AAC, leading to devices that can “speak for” such individuals as aptly as it is illustrated in the case of the world famous physicist, Stephen Hawking. However, given their dependence on prefabricated language, current AAC devices are very limited in their ability to mediate everyday (...) interactions. We argue here that the limits of AAC are firstly theoretical — grounded in prosthetic models that imagine AAC devices as replacements for damaged body parts and in transmission models of language production as communication. In contrast, our multidisciplinary team aims to design pseudo-intelligent mediators of communication by blending strengths of human mediators with features of current AAC technologies. To inform the design process, we report here our initial situated studies focusing on the distributed nature of everyday communicative activities conducted with potential AAC/PIM users. Our analysis focuses on the discursive alignments of these participants and their interlocutors, attending especially to the various ways their personal aides function as human mediators. Specifically, we focus on mapping the communicative activity around each of these differently-abled individuals as they navigated a university campus. We profile the everyday interactional patterns within functional systems and across settings, and present close discourse analysis of one interaction to highlight the diverse roles personal aides adopted in mediating communication. Finally, we argue that attending to differently “abled” bodies as they move through everyday communicative environments pushes CHAT to more fully theorize physicality, individual mobilities, and the roles of bodies in the laminated assemblage of functional systems. In this analysis I argue that the Discovery Institute, IntelligentDesign’s primary advocate, is more appropriately conceived of as a think-tank, and I attempt to broaden the discussion by identifying issues left unexamined when Intelligent Design is challenged as a scientific theory or treated as a sectarian religion. I propose an analytic framework that can be deployed to provoke controversy about ID by those who seek to protect society from the penetration of religious ideology into secular institutions. Using concepts from Actor (...) Network Theory enhanced with theoretical insights from public relations and risk communications, I argue that the Discovery Institute’s communication strategies include attempts to disrupt the translation of evolution into education and the cultural arena by establishing public trust using appeals to religion and morality, and exploiting anti-science sentiments. Digital storytelling has become a popular method for curating community, organisational, and individual narratives. Since its beginnings over 20 years ago, projects have sprung up across the globe, where authentic voice is found in the narration of lived experiences. Contributing to a Collective Intelligence for the Common Good, the authors of this paper ask how shared stories can bring impetus to community groups to help identify what they seek to change, and how digital storytelling can be effectively implemented in (...) community partnership projects to enable authentic voices to be carried to other stakeholders in society. The Community Digital Storytelling method is introduced as a means for addressing community-of-place issues. There are five stages to this method: preparation, story telling, story digitisation, digital story sense-making, and digital story sharing. Additionally, a Storytelling Cycle of Trust framework is proposed. We identify four trust dimensions as being imperative foundations in implementing community digital media interventions for the common good: legitimacy, authenticity, synergy, and commons. This framework is concerned with increasing the impact that everyday stories can have on society; it is an engine driving prolonged storytelling. From this perspective, we consider the ability to scale up the scope and benefit of stories in civic contexts. This article draws on the sociology of expectations to examine the construction of expectations of ‘ethical AI’ and considers the implications of these expectations for communication governance. We first analyse a range of public documents to identify the key actors, mechanisms and issues which structure societal expectations around artificial intelligence and an emerging discourse on ethics. We then explore expectations of AI and ethics through a survey of members of the public. Finally, we discuss the implications of our findings (...) for the role of AI in communication governance. We find that, despite societal expectations that we can design ethical AI, and public expectations that developers and governments should share responsibility for the outcomes of AI use, there is a significant divergence between these expectations and the ways in which AI technologies are currently used and governed in large scale communication systems. We conclude that discourses of ‘ethical AI’ are generically performative, but to become more effective we need to acknowledge the limitations of contemporary AI and the requirement for extensive human labour to meet the challenges of communication governance. An effective ethics of AI requires domain appropriate AI tools, updated professional practices, dignified places of work and robust regulatory and accountability frameworks. (shrink)

Spiritual Intelligence (S-Intelligence) introduced to achieve higher levels of knowledge and applying hidden knowledge. This intelligence is various in different people. When people work together in a team or set, these diverse influence on their performance. Facilitate the application of spiritual capacities by using abilities of S- intelligence is important to increase productivity teamwork. For this purpose, we provided a model of communication for individuals with different S-intelligence in performing team tasks. First, with the basics (...) S-intelligence analysis and interviews with experts, S-intelligence was divided in five categories. Each person according to their S-Intelligence and the role that play in teamwork (individualist, thinkist and pragmatist) from this aspect that he/she can by what kind of S-intelligences and what kind of role, has an effective team relationship, has been measured. With the 690 questionnaires among individuals with experience in teamwork and group communication, we have addressed to the measurement of their communication model. After derivation the data by fuzzy logic, we analyzed and presented an effective model of teamwork based on S-intelligence. (shrink)

Turing’s Imitation Game is often viewed as a test for theorised machines that could ‘think’ and/or demonstrate ‘intelligence’. However, contrary to Turing’s apparent intent, it can be shown that Turing’s Test is essentially a test for humans only. Such a test does not provide for theorised artificial intellects with human-like, but not human-exact, intellectual capabilities. As an attempt to bypass this limitation, I explore the notion of shifting the goal posts of the Turing Test, and related tests such as (...) the Total Turing Test, away from the exact imitation of human capabilities, and towards communication with humans instead. While the continued philosophical relevance of such tests is open to debate, the outcome is a different class of tests which are, unlike the Turing Test, immune to failure by means of sub-cognitive questioning techniques. I suggest that attempting to instantiate such tests could potentially be more scientifically and pragmatically relevant to some Artificial Intelligence researchers, than instantiating a Turing Test, due to the focus on producing a variety of goal directed outcomes through communicative methods, as opposed to the Turing Test’s emphasis on ‘fooling’ an Examiner. This research assessed how the performance and team skills of three-person teams working with an Intelligent Team Tutoring System on a virtual military surveillance task were affected by feedback privacy, participant role, task experience, prior team experience, and teammate familiarity. Previous work in Intelligent Tutoring Systems has focused on outcomes for task skill training for individual learners. As research extends into intelligent tutoring for teams, both task skills and team skills are necessary for good team performance. This work includes a (...) brief review of previous research on ITTSs, feedback, teams, and teamwork, including the recounting of two categories of a framework of teamwork performance, Communication and Cognition, which are relevant to the present study. This research examines the effects of an intelligent agent, as well as features of the team, its members, and the task being undertaken, on team communication and team situation awareness. Thirty-seven teams of three participants, each at their own computer running a multiplayer surveillance simulation, were given just-in-time private or public performance feedback during four 5-min trials. In the fourth trial, two of the three participants switched roles. Feedback type, teamwork experience, and teammate familiarity had no statistically significant effect on communication or team situation awareness. However, higher levels of role experience and task experience showed significant and medium-sized effects on communication performance. Results, based on performance data and structured interview responses, also revealed areas of improvement in future feedback design and a potential benchmark for feedback frequency in an action-oriented serious game-based ITTS. Among the conclusions are six design objectives for future ITTSs, establishing a foundation for future research on designing effective ITTSs that train interpersonal skills to nascent teams. Various Value-Conscious Design frameworks have recently emerged to introduce moral and ethical intelligence into business and technical design contexts, with the goal of proactively influencing the design of technologies to account for moral and ethical values during the conception and design process. Two attempts to insert ethical intelligence into technical design communities to influence the design of technologies in ethical- and value-conscious ways are described, revealing discouraging results. Learning from these failed attempts, the article identifies three key (...) challenges of pragmatic engagement with technical design communities: confronting competing values; identifying the role of the values advocate; and the justification of a value framework. Addressing these challenges must become a priority if one is to be successful in pragmatically engaging with real-world business and design contexts to bring moral and ethical intelligence to bear in the design of emerging information and communication technologies. There is ample evidence that the success or failure of language learning is influenced by psychological processes in learners' minds. This review attempted to review the related studies on the relationship between English as a Foreign Language learners' emotional intelligence, communication apprehension, and self-efficacy. Few studies have been done on the correlation between self-efficacy and emotional intelligence. A positive significant correlation between emotional intelligence and self-efficacy has been confirmed in the literature. Studies have shown that interpersonal relationships, (...) self-awareness, problem-solving skills, self-adequacy, self-confidence, self-actualization, and stress tolerance can act as mediator variables in the correlation between self-efficacy and emotional intelligence among EFL learners. Moreover, the related studies have shown that emotional intelligence is significantly correlated with communication apprehension. The investigations have accentuated the mediating role of learners' willingness to communicate and academic achievement in the correlation between emotional intelligence and communication apprehension. The correlation between communication apprehension and self-efficacy has been verified in the related literature. Finally, the pedagogical implications are expanded to foster language learning quality. This review also provides some suggestions for further research to elucidate our viewpoints over emotional variables and their interactions with each other. (shrink)

There is a longstanding debate about genetics research into intelligence. Some scholars question the value of focusing on genetic contributions to intelligence in a society where social and environmental determinants powerfully influence cognitive ability and educational outcomes. Others warn that censoring certain research questions, such as inquiries about genetic differences in intellectual potential, compromises academic freedom. Still others view interest in this subject as a corollary to a long and troublesome history of eugenics research. The dawn of a (...) new era in genome sequencing as a commodity will sustain scientific interest in the genetics of intelligence for the foreseeable future, but deep‐rooted challenges threaten the scientific merit of the research. The use of imprecise definitions of study populations, the difficult nature of studying the environment, and the potential of researcher bias are inextricably linked with concerns about the trustworthiness and utility of research in this area. Streaming media server is the core system of audio and video application in the Internet; it has a wide range of applications in music recommendation. As song libraries and users of music websites and APPs continue to increase, user interaction data are generated at an increasingly fast rate, making the shortcomings of the original offline recommendation system and the advantages of the real-time streaming recommendation system more and more obvious. This paper describes in detail the working methods and contents of (...) each stage of the real-time streaming music recommendation system, including requirement analysis, overall design, implementation of each module of the system, and system testing and analysis, from a practical scenario. Moreover, this paper analyzes the current research status and deficiencies in the field of music recommendation by analyzing the user interaction data of real music websites. From the actual requirements of the system, the functional and performance goals of the system are proposed to address these deficiencies, and then the functional structure, general architecture, and database model of the system are designed, and how to interact with the server side and the client side is investigated. For the implementation of data collection and statistics module, this paper adopts Flume and Kafka to collect user behavior data and uses Spark Streaming and Redis to count music popularity trends and support efficient query. The recommendation engine module in this paper is designed and optimized using Spark to implement incremental matrix decomposition on data streams, online collaborative topic model, and improved item-based collaborative filtering algorithm. In the system testing section, the functionality and performance of the system are tested, and the recommendation engine is tested with real datasets to show the discovered music themes and analyze the test results in detail. In October 2016, the White House, the European Parliament, and the UK House of Commons each issued a report outlining their visions on how to prepare society for the widespread use of artificial intelligence. In this article, we provide a comparative assessment of these three reports in order to facilitate the design of policies favourable to the development of a ‘good AI society’. To do so, we examine how each report addresses the following three topics: the development of a (...) ‘good AI society’; the role and responsibility of the government, the private sector, and the research community in pursuing such a development; and where the recommendations to support such a development may be in need of improvement. Our analysis concludes that the reports address adequately various ethical, social, and economic topics, but come short of providing an overarching political vision and long-term strategy for the development of a ‘good AI society’. In order to contribute to fill this gap, in the conclusion we suggest a two-pronged approach. (shrink)

For this reason, AI‐based CDSS has an impact on the doctor–patient relationship, shaping their decisions with its suggestions. We may be on the verge of a paradigm shift, where the doctor–patient relationship is no longer a dual relationship, but a triad. This paper analyses the role of AI‐based CDSS for shared decision‐making to (...) better comprehend its promises and associated ethical issues. Moreover, it investigates how certain AI implementations may instead foster the inappropriate paradigm of paternalism. Understanding how AI relates to doctors and influences doctor–patient communication is essential to promote more ethical medical practice. Machine ethics and robot rights are quickly becoming hot topics in artificial intelligence and robotics communities. We will argue that attempts to attribute moral agency and assign rights to all intelligent machines are misguided, whether applied to infrahuman or superhuman AIs, as are proposals to limit the negative effects of AIs by constraining their behavior. As an alternative, we propose a new science of safety engineering for intelligent artificial agents based on maximizing for what humans value. Vast research has sought to better understand the origins and development of rape myth beliefs given the problematic influence of such misconceptions throughout global societies and criminal justice pathways. The current research aims to build on this body of literature by examining the contribution that psychopathic personality traits (affective responsiveness, cognitive responsiveness, interpersonal manipulation, egocentricity) and emotional intelligence may have upon rape myth beliefs. Furthermore, this study will investigate the extent to which sociodemographic characteristics (age, gender, ethnicity, education), and (...) prior experience of sexual victimisation, contribute to variance in rape myth acceptance scores. In total 251 participants (M Age = 31.66) completed an online, self-report questionnaire which included contemporary measures of psychopathy and rape myth acceptance, never previously tested in combination. Results of a hierarchical multiple regression analysis indicate that egocentricity, age, and gender were significantly associated with rape myth beliefs. Emotional intelligence, as well as affective and interpersonal traits of psychopathy, were not directly related with rape mythology. Findings are interpreted alongside previous research, where we suggest there is an urgent need for larger, nationally representative samples, systematically recruited from the general population to help clarify uncertainty in existing literature emerging from small-scale opportunistic datasets. This essay examines whether and to what extent the “other” in communicative interactions may be otherwise than another human subject and the moral opportunities and challenges this alteration would make available to us. Toward this end, the analysis proceeds in five steps or movements. The first reviews the way the discipline of communication has typically perceived and theorized the role and function of technology. The second and third parts investigate the critical challenges that emerging technology, such as artificial intelligence (...) applications and robots, poses to this standard instrumentalist way of thinking. The fourth part introduces an alternative called “relational ethics,” which effectively flips the script on the usual way of proceeding. And the fifth part presents and responds to one important and notable objection to this alternative. The goal in all of this is not to complicate things but to introduce and formulate a techno-ethics that is more agile in its response to the opportunities and challenges of the 21st century and beyond. Findings Findings show that the likely impacts are on the one hand the enhancing of efficiency and productivity, as well as freeing communication professionals to focus on the creative side, strategy and analytical thinking, on the other hand, repetitive and low-level jobs could be lost, being higher position jobs or those involving creativity and decision making harder to automate. Two types of training are needed: to gather experience with the current AI and automated tools, and to focus on developing human qualities that AI cannot replicate. Originality/value The outcomes of this research are valuable to help current and future communication practitioners, as well as organisations, to be one step ahead and survive the age AI and automation, being aware of its current and near-future impacts. The paper offers a list of recommended soft and technical skills, as well as training needed, categorizing them in low, medium and high priority. (shrink)

The traditional evaluation methods of foreign language communication skills cannot deal with emotional information in the process of communication. Psychologists believe that a real personalized evaluation system should be smart. Based on the emotion network technology of artificial emotion intelligence, aiming at the shortcomings of the traditional evaluation system, this paper puts forward a new language ability evaluation system with certain emotion judgment function. Creation, collection and retention of knowledge in digital communities is an activity that currently requires being explicitly targeted as a secure method of keeping intellectual capital growing in the digital era. In particular, we consider it relevant to analyze and evaluate the empathetic cognitive personalities and behaviors that individuals now have with the change from face-to-face communication to computer-mediated communication online. This document proposes a cyber-humanistic approach to enhance the traditional SECI knowledge management model. A cognitive perception is added (...) to its cyclical process following design thinking interaction, exemplary for improvement of the method in which knowledge is continuously created, converted and shared. In building a cognitive-centered model, we specifically focus on the effective identification and response to cognitive stimulation of individuals, as they are the intellectual generators and multiplicators of knowledge in the online environment. Our target is to identify how geographically distributed—digital—organizations should align the individual’s cognitive abilities to promote iteration and improve interaction as a reliable stimulant of collective intelligence. The new model focuses on analyzing the four different stages of knowledge processing, where individuals with sympathetic cognitive personalities can significantly boost knowledge creation in a virtual social system. For organizations, this means that multidisciplinary individuals can maximize their extensive potential, by externalizing their knowledge in the correct stage of the knowledge creation process, and by collaborating with their appropriate sympathetically cognitive remote peers. Ethno-pragmatics as device to understand the culturally Other is essential when we believe that there is a nexus of intimate relationships between languageand culture. The whole idea of ethno-pragmatics is to understand local life-worlds in the wake of celebrating particularism in inter-cultural communication. Ethnopragmatics basically appreciates language practices in terms that make sense to the people concerned, whether in terms of indigenous values, beliefs, attitudes, social categories or emotions, and so on. Understanding cultural keywords is pertinent in ethno-pragmatics. These living (...) words provide the best key to a culture’s values and assumptions, and they are embedded in the cultural scripts of the society/community. With the above positioning, we suggested that ethno-pragmatics be the device for intercultural communication intelligence (ICQ). In this work we employed a cultural script quest in order to capture/understand the tapestry of Malay culture. Bahasa (“language”) is one of the main Malay cultural keywords. The Malays relate bahasa to various norms and beliefs that encompass their life-world. Bahasa is molecularly related to their emotions, sense-making and aesthetics. As an illustration, we provide ICQ-at-work with halus as a technique of utilizing bahasa for successful speech-acts.
