Intense competition can compel lobbyists to exaggerate the benefits the government would see in tax returns and social welfare if agency officials allocate such resources to the lobbyist's members. This incentive to misrepresent grows when information asymmetry exists between lobbyists and government officials. A large body of literature has investigated how interest groups compete and interact, but it disregards the interdependency of interests between competing groups and associated strategic behaviors of other players. Our signaling model of lobbying reveals ways in (...) which agency officials can compel lobbyists for competing interests to lobby truthfully and what the policy implications of this compulsion can be. ABSTRACT Recent developments in generating gametes via in vitro gametogenesis (IVG) from induced pluripotent stem cells (iPSCs) and their successful use for reproductive purposes in animals strongly suggest that soon these methods could also be used in human reproduction. At least two questions emerge in this context: (a) if a legislator should permit their use and (b) if ethical claims emerge that support their provision, e.g., by public health care systems. This urges an ethical reflection of the new reproductive options (...) this technique might offer. Since the concept of reproductive freedom is a key aspect for the ethical evaluation of artificial reproductive technologies (ARTs), it is necessary to analyze if the new possibilities emerging from IVG fall within the scope of this concept. The results may constitute a morally relevant difference between different imaginable applications of IVG and potentially justify differences in claims to access this technology. (shrink)

Gentrification has led to the eviction and displacement of many people from working-class areas around the world. However, the relationship between gentrification and displacement has sparked much debate in the literature, with some researchers downplaying displacement, while others have argued that gentrification can occur without the displacement of people. These studies have tended to be quantitative in nature. However, there are few qualitative accounts of the experience of displacement and there is little consideration of the affective or phenomenological dimensions of (...) displacement in current debates about gentrification. This is in part because researchers have tended not to engage directly with displaced people as it is often difficult to locate them. The purpose of this article is to describe the essence of displacement from the perspective of a group of individuals who were evicted from their homes in a gentrifying inner-city area of Johannesburg, South Africa. Through the methodology of transcendental phenomenology, five interrelated themes were derived from in-depth interviews with the participants. The findings show that the essence of displacement is one of great pain, loss and trauma, which disrupts the lifeworld of those displaced and impacts their overall health and well-being. (shrink)

We investigate a hitherto under-considered avenue of response for the logical pluralist to collapse worries. In particular, we note that standard forms of the collapse arguments seem to require significant order-theoretic assumptions, namely that the collection of admissible logics for the pluralist should be closed under meets and joins. We consider some reasons for rejecting this assumption, noting some prima facie plausible constraints on the class of admissible logics which would lead a pluralist admitting those logics to resist such closure (...) conditions. This paper examines vegetarianism in the eighth “no meat-eating” chapter of the Laṅkāvatāra with specific attention to how the sūtra confronts the previous dietary code and combats Buddhist resistance to the new doctrine. This study corroborates previous observations that vegetarianism in Indian Buddhism was a response to outsiders’ censure, rather than an expression of a specific Buddhist doctrine. It goes on to explore how the Laṅkāvatāra introduces a new dietary norm, one that was incompatible with the preexisting monastic code that (...) allowed monks to partake of meat pure in three aspects. The Laṅkāvatāra replaced the three conditions for meat to be pure with the three modes of killing, thereby rendering the old regulation into a rule that makes any form of meat-eating impossible. In an effort to suppress intra-Buddhist resistance to vegetarianism, the sūtra prophesized the future appearance of anti-vegetarian Buddhists and identified them as heretics. Eliminating the past and future possibility of meat-eating, the Laṅkāvatāra defines Buddhism as a meat-free tradition. (shrink)

Studies of the role of imprinted genes in psychological phenomena are long overdue. The target article is comprehensive, presenting a wealth of important and convergent evidence, and provides an excellent point of departure for further research. However, the authors' evidentiary grasp exceeds the explicatory capacity of the proposed model. Greater genotypic and phenotypic precision would significantly enhance its predictive power.

They show that the basic Conversation Analytic repair mechanisms for dealing with verbal troubles are largely reproduced in gesture and sign, including details of turn‐taking structure, timing and form. This underlines the role of repair as a basic resource for linguistic and interactional creativity across modalities.

As the world struggles through the COVID‐19 pandemic, we should also be asking what systems‐level measures will be needed to prevent this or even worse disasters from happening in the future. We argue that the pandemic is merely one of potentially myriad and pleiomorphic future global disasters generated by the same underlying dynamical system. We explain that there are four broad but easily identifiable systemic, pathologically networked conditions that are hurtling civilization toward potential self‐destruction. As long as these conditions are (...) not resolved, we should consider catastrophe as an inevitable emergent endpoint from the dynamics. All four conditions can be reversed with collective action to begin creating an enduring and thriving post‐ COVID‐19 world. This will require maximal application of the precautionary principle. Here, a cautionary perspective on the possible blind spots and risks of CRISPR and related biotechnologies is presented, focusing in particular on the stochastic nature of cellular control processes.

Parrondo's paradox, in which losing strategies can be combined to produce winning outcomes, has received much attention in mathematics and the physical sciences; a plethora of exciting applications has also been found in biology at an astounding pace. In this review paper, the authors examine a large range of recent developments of Parrondo's paradox in biology, across ecology and evolution, genetics, social and behavioral systems, cellular processes, and disease. Intriguing connections between numerous works are identified and analyzed, culminating in an (...) emergent pattern of nested recurrent mechanics that appear to span the entire biological gamut, from the smallest of spatial and temporal scales to the largest—from the subcellular to the complete biosphere. In analyzing the macro perspective, the pivotal role that the paradox plays in the shaping of biological life becomes apparent, and its identity as a potential universal principle underlying biological diversity and persistence is uncovered. Directions for future research are also discussed in light of this new perspective. (shrink)

Although Confucianism is a resilient cultural tradition in Asian societies, its role in their corporate governance systems is ambiguous. Confucian values have been pushed to the periphery because of a preoccupation in these countries to emulate corporate governance systems from the West. This article argues that Confucianism has much to offer in enhancing director conduct and corporate governance standards. As the attention of the global business community turns eastwards, it is opportune to revive interest in Confucianism and to explore ways (...) in which it can be integrated formally into companies' governance systems. As symbols of adaptability and transformation, together with qualities of vigilance and intelligence, we argue the relevance of dragons for spatial planning in China. We develop a metaphorical concept – the green dragon – for grasping the condition of contemporary Chinese societies and for facilitating the development of theories and practices of spatial planning which are able to face the challenges of rapid change. We ask Chinese scholars and spatial planners to liberate Deleuzian potential for strategic spatial planning in a (...) ‘becoming-between, coming-together’ of concepts which can effectively make a difference in the world. Having outlined what we regard as key transversals or diagonals between our reading of Gilles Deleuze and aspects of Chinese philosophy, we then offer the metaphor of strategic spatial planning as Chinese literati landscape painting. This is a form of painting which rejects the idea of the world being supremely organised from a particular point of view, preferring to paint immanence and transformation. Chinese literati landscape paintings, like philosophy and strategic spatial planning, ‘look only at the movements’. We conclude that connections between what concepts of Chinese philosophy and those of Gilles Deleuze can do, suggest that in China, a conception of strategic spatial planning as metaphorical green dragon may offer academics and planning practitioners a transverse way to relate the legacies of past philosophies and current thinking. There is no consensus concerning how to understand the ‘two-step proof structure’ (§§15–20, 21–7) of the Transcendental Deduction in the B-edition of the Critique of Pure Reason. This disagreement invites a closer examination of what Kant might have meant by a ‘transcendental deduction’. I argue that the transcendental deduction consists of three tasks that parallel Kant’s broader project of a ‘critique’ of pure reason; first, an origin task to justify reason’s authority to use them; second, an analytical task that determines (...) the conditions under which this authority can be legitimately exercised; and third, a dialectical task to determine the conditions under which this authority cannot be legitimately exercised. So long as we continue to read the B-Deduction solely in terms of its two-step proof structure, we overlook how Kant’s notion of ‘critique’ constitutes the real grounds for his argumentative strategy there. The contemporary age is approaching the downfall of human civilization due to the rapid collapse of the global ecology. As the popular obsession with industrial development, triggered by the Western modernization of the 18th century, expands across the entire world, minor regional environmental crises have merged intoan irremediable global ecological crisis. This suggests that human society has lost its ability to harmonize with nature and is driving itself to a crisis of survival, dangling on the brink of a fatal cliff. (...) The resolution of the global ecological crisis, which has been exacerbated primarily by Western civilization, requires an alternative thought paradigm that appeared in Korea over 100 years ago, one that can be characterized as ‘the ideology of Gaebyeok.’ This ideology proclaimsthat the global ecological crisis of our times is not simply a crisis of civilization sparked by energy over-consumption, but is rather an inevitable cyclical phenomenon stemming from a change in the universe’s natural order. The ideology of Gaebyeok, refined by a Korean Philosopher, Gim Il-Bu (1826-1898) in his work Jeongyeok (Right Change) and eventually brought to full blossom by Gang Jeung-San (1871-1909), suggests an excellent alternative way of thinking which offers a new hope to the citizens of the contemporary world who cannot ind an escape from their risky societies. My paper will discuss this enlightened vision of global hope. (shrink)

Drawing upon the dual status of the Eumenides as metics who were neither included in nor excluded from Athenian democratic politics, this essay attempts to bring the last scene of The Eumenides to contemporary political settings wherein we observe the duality of immigrants—that is, the tension between political citizenship and cultural foreignness—in our liberal society. The controversial bride kidnapping cases among Hmong immigrants show that the liberal regulative principles such as reciprocity and mutual respect cannot work in the context of (...) powerful and irreconcilable cultural and moral conflicts, which go beyond the line that we can tolerate in the name of cultural diversity. Instead, this essay focuses on the Athenian citizens’ and the Eumenides’ courageous decision to suffer together, not merely to live together, in an attempt to find a new possibility of democratic coexistence. This article uses the concept of partial organization to examine how organizing principles can facilitate the effective operation of networked forms of corruption. We analyze the case study of a corruption network in the South Korean maritime industry in terms of how it operated by selectively appropriating practices normally associated with formal bureaucratic organizations. Our findings show that organizational elements built into the corruption network enabled coordination of corruption activities and served to distort and override practices within member organizations. The (...) network was primarily organized through the hierarchical organization of a bounded and controlled set of members and, to a lesser extent, through processes of monitoring and sanctions. Given its clandestine nature, the network avoided the use of explicit rules to govern behavior, instead relying on habituated routines to ensure consistent and predictable action from members. We find that organizational elements were rescinded when the corruption network was exposed after the sinking of a passenger ferry, the Sewol. By rolling back its hierarchical organization and reverting to core relationships, the corruption network sought to preserve its center. The article illustrates the explanatory value of studying how the activities of corruption networks are enabled and adapt to existential challenges through partial organization. (shrink)

Scholars are becoming increasingly interested in whether and how government use of Big Data will affect public policy outcomes. Despite such growing scholarly interests, however, little evidence exists on the role Big Data can play in improving government service. We undertake one of the first quantitative studies revealing the potential utility and limitations of “Big Data-based policymaking” by exploring its recent use by the Seoul Metropolitan Government. In 2013, the government introduced the “Owl Bus”—a late-night bus system—the routes of which (...) were selected based on government analyses of Big Data relating to citizens’ late-night taxi and mobile phone use. The findings suggest that the average number of passengers utilizing the Owl Bus routes was significantly greater than that on other daytime bus routes with comparable characteristics. That said, we also present the potential limitations of evidence-based policymaking in general, especially when politics and equity considerations are factored in. (shrink)
