What is the relationship between taxation and public safety? Contrary to studies suggesting that personal victimization and heightened perceptions of insecurity increase pro-social attitudes and support for state intervention in the form of greater taxation, this article argues that such concerns decrease willingness to pay taxes to address public safety. It estimates what citizens are willing to pay to reduce crime, using an original representative survey conducted in Mexico and relying on the contingent valuation method to assess the value of (...) nonmarket goods. Attitudes toward taxation are found to respond to subjective, sociotropic assessments of public safety rather than to actual risk or occurrences of individual victimization. These findings counter the conventional wisdom that demand for personal security enables greater extraction, a central proposition in classic accounts of state building. Showing that willingness to accept heavier taxation may be weakest among those who perceive the gravest need for security, the study adds precision to theories of fiscal exchange. (shrink)

ABSTRACT The objective of this study was to determine the accuracy of a brief informed consent quiz to detect consent comprehension in individuals with cognitive impairment and to explore the degree to which cognitive domains and recent substance use, independently, predict comprehension. We performed a secondary analysis of two cross-sectional studies in individuals with substance use disorders. The ICQ total score was used as the index test and the Montreal Cognitive Assessment as reference standard in receiver operating characteristic curves. Two (...) independent multiple binary logistic regression models were performed using cognitive domains and days of recent substance use as predictors of ICQ outcome. We analyzed data from 215 and 251 participants, respectively. The ICQ showed moderate accuracy for major cognitive impairment and lower accuracy for mild impairment. Optimal cutoff score was set at 10 points or less for detecting comprehension difficulty. Lower scores in Short-Term Memory, Attention, Language, and Orientation increased the probability of failing the ICQ. A procedure including both the ICQ and cognitive screening measure could improve the accuracy of consent comprehension assessments. (shrink)

Traditionally, in Spain bullfighting represents an ancient and well-respected tradition and a combined brand of sport, art and national identity. However, bullfighting has received considerable criticism from various segments of society, with the concomitant rise of the animal rights movement. The paper reports a survey of the Spanish citizens using a face-to-face survey during January 2016 with a total sample of 2522 citizens. The survey asked about degree of liking and approving; culture, art and national identity; socio-economic aspects; emotional perception (...) and animal welfare. The hypothesis proposed that the perception of bullfights may be affected by gender, age, occupation, origin and nationality of the persons surveyed. The hypothesis was confirmed. The majority of citizens surveyed do not like bullfights and great majorities do not attend or watch such events. Two extreme clusters were described: one representing favorable attitude towards bullfighting and other against bullfighting. The proportion of indifferent persons was important. Women and young people showed a more favorable attitude towards animal welfare issues associated with these events. Rural people were more accepting bullfights than urban people. Students were more anti-bullfight than those in other occupations. Additionally, technical economic factors made people favor more bullfights. The growth of claim against bullfights establishes an element of a far more multifaceted phenomenon that animal cruelty per se and support of a new paradigm called social change in countries as Spain. El presente artículo tiene por intención principal dilucidar las distinciones y relaciones conceptuales que existen entre labor, trabajo y ocio, en el pensamiento de Hannah Arendt y Walter Benjamin, a modo de esclarecer cómo los posicionamientos de ambos autores contribuyen a la crítica de la concepción del trabajo moderno. Para ello, será necesario exponer los matices conceptuales de la obra de Arendt, a saber, la distinción entre trabajo y labor, con el fin de trazar las diferencias y puntos de encuentro (...) con las reflexiones de Benjamin en torno a los cambios traídos como consecuencia del auge del capitalismo industrial y en la experiencia del ocio. Entre estos matices, esclarecimientos y contrastes, es preciso no solo destacar la importancia de la relación e influencia de ambos autores, sino su vigencia en las problemáticas sociales contemporáneas al respecto. In this paper I draw on Einstein's distinction between “principle” and “constructive” theories to isolate two levels of physical theory that can be found in both classical and (special) relativistic physics. I then argue that when we focus on theoretical explanations in physics, i.e. explanations of physical laws, the two leading views on explanation, Salmon's “bottom-up” view and Kitcher's “top-down” view, accurately describe theoretical explanations for a given level of theory. I arrive at this conclusion through an analysis of explanations (...) of mass—energy equivalence in special relativity. (shrink)

When two or more (groups of) researchers independently investigating the same domain arrive at the same result, a multiple discovery occurs. The pervasiveness of multiple discoveries in science suggests the intuition that they are in some sense inevitable—that one should view them as results that force themselves upon us, so to speak. We argue that, despite the intuitive force of such an “inevitabilist insight,” one should reject it. More specifically, we distinguish two facets of the insight and argue that: (a) (...) the profusion of multiple discoveries in scientific practice does not support the inevitabilist side of the inevitability/contingency of science controversy; and (b) the crucial role of background knowledge in scientific inquiry complicates the attempt to interpret the pervasiveness of multiple discoveries in realist terms. Both the commonsensical and leading theoretical accounts of entrepreneurship, democracy, and solidarity fail to describe adequately entrepreneurial, democratic, and solidarity?building practices. These accounts are inadequate because they assume a faulty description of human being. In this article we develop an interpretation of entrepreneurship, democratic action, and solidarity?building that relies on understanding human beings as neither primarily thinking nor desiring but as skillful beings. Western human beings are at their best when they are engaged in producing large?scale cultural or historical changes (...) in the way people and things are dealt with. The three domains of human activity where these historical changes are most clearly accomplished are entrepreneurship, democratic action, and solidarity. Section I, guided by a roughly Kuhnian notion of holding on to an anomaly until it re?gestalts the way we see things, offers a general interpretation of how skillful human beings open up new worlds by changing their shared background practices in three ways: reconfiguring, which makes a marginal practice central; cross?appropriation, in which one domain of practices takes over useful practices from another domain; and articulating, whereby dispersed or confused practices are brought into clearer focus. An entrepreneur creates a product which reconfigures the practices. This interpretation of entrepreneurial skills is contrasted with current accounts that overlook ehtrepreneurship to concentrate on instrumental or theoretical models of business activities. Section II claims that the most exemplary kind of political action in a liberal democracy is that of political action groups. Such groups produce a change in a nation's background practices through a kind of speaking that leads to massive cross?appropriation. We describe Mothers Against Drunk Driving (MADD) and suggest that it both satisfies the requirements for genuine democratic action that we have established in our examination of other views and lacks their disadvantages. We conclude that the relatively detached action suggested by current theories of liberal democracy fail to do justice to democratic practice. The final section argues that those who claim that a single highest value or procedure provides a source of solidarity that satisfies all the competing interests in a multi?cultural nation always arrive at a solidarity that is too thin to provide for the serious sort of commitments that one would be willing to die for. We propose that solidarity in multi?cultural states implies commitment to a set of thick values, and that when one realizes that these thick values construct one's identity one is willing to die for them. While political action concerns itself with ordering values, solidarity involves the cultivation of them in such a way that no ordering of them matters. But solidarity is not to be understood as a subjective feeling. It is rather the experience of a group identity, a ?we?, that sees things and deals with things in terms of shared concerns. This ?we? comes to recognize itself when the actions it engages in transform it. The paradigmatic action that transforms such a ?we? occurs when a culture figure articulates some forgotten concern or value. As in the cases of entrepreneurship and democratic action, a culture figure cultivates solidarity by changing the background practices in a historical manner. It is concluded that traditional theoretical accounts, by overlooking the primacy of involved skillful activities and the importance of background change, fail to capture the source, the function, and the point of entrepreneurship, liberal democracy, and solidarity. La atribución de nombres, adjetivos, designaciones, favorece la taxonomía cognitiva, pero también socio-ideológico-cultural. Cuando una Institución al servicio del Estado nomina, esas denominaciones tienen consecuencias en los sujetos nombrados. En México, a través de las prácticas semiótico- discursivas se llevó a cabo esta edificación del concepto de discapacidad con importantes implicaciones. El objetivo de este artículo es describir la construcción discursiva, a través de la historia de (...) la nominación de la discapacidad para vincular este hecho con el imaginario social de México y revisar las implicaciones socio-ideológicas resultantes. Para efectuar un primer acercamiento, estudiamos los términos con que se designa la discapacidad en los Censos de población y vivienda realizados por el organismo responsable y sustentamos la exposición del proceso a partir de las propuestas de Lyons y Serrano sobre las implicaciones semánticas vinculadas con la designación; de Thiebaut respecto a la articulación semántica del nombre con la pragmática del texto, y con apoyo en Koike para la co-construcción del significado. According to Glaucus of Rhegium Democritus was “a disciple of a Pythagorean” (dk 68 A1, 38). The tetralogical catalog of his works prepared by Thrasylus begins its section on ethics with the three following works: Pythagoras; On the Disposition of the Wise Man; On the Things in Hades (dk 68 B0a–c). The very order of the first three ethical works of Democritus could point to some sort of dependence on Pythagoreanism. This was suggested earlier by Frank (1923: 67), who believes (...) that this is due to the fact that Democritus saw Pythagoras as basically the founder of an ethic-religious sect. Without being forced to agree with Frank, it is undeniable that there are many similarities between Pythagorean and Democritean ethics. The Democritean sentences that speak about the sense of shame before oneself as a way of preventing evil deeds (dk 68 B84, 244, and 264) recalls the practice of anamnesis, the examination of conscience in the Pythagorean tradition. Even more important are the parallel uses of measure as a basis for ethical reasoning. This paper aims to review this connection between Pythagorean traditions and Democritus, examining what emerges as the most probable core issue to determine how close this relation between atomists and Pythagoreans could have been: the Aristotelian testimony (de An. 1.2 404a16-20 [dk 58 B40]) on the material conception of the Pythagorean soul. In fact, a corpuscular conception of the soul (“dust in the air”), foreshadowing the psychology of Democritus, is attributed to the Pythagoreans. Is the argument of de An. 1.2 404a16-20 a misunderstanding by Aristotle? Or does this testimony represent an actual dialogue that Pythagoreans were having with atomists in the fifth century bce? We respond to criticism of our paper “Paradox in Wave-Particle Duality for Non-Perturbative Measurements”. We disagree with Steuernagel’s derivation of the visibility of the Afshar experiment. To calculate the fringe visibility, Steuernagel utilizes two different experimental situations, i.e. the wire grid in the pattern minima and in the pattern maxima. In our assessment, this procedure cannot lead to the correct result for the complementarity properties of a wave-particle in one particular experimental set-up.

Sin embargo, esto no se debe a que en algunacircunstancia particular el significado literal de x cambie (éste es atemporale inmutable); pero entonces, cómo o por qué es que en algunasocasiones, por ejemplo en el sarcasmo, la ironía o los albures, la audiencialogra identificar (...) un significado no estandarizado (que puede variarde ocasión en ocasión y que no siempre se infiere el mismo significado“diferente” del literal para una o más proferencias dadas) que se infierea partir no sólo de la expresión empleada, sino también de cómo ésta seemite (tonos de voz, semblantes físicos, guiños, etcétera), bajo qué condiciones(contexto), qué sea lo que “se quiera decir” (intencionalidaddel hablante) y cuál es la respuesta que se espera (expectativa que tieneel hablante de su audiencia).Así, el presente trabajo buscará descibrir precisamente las repuestasa tales interrogantes: cómo y por qué (o con base a qué) podemosentender y al escuchar x sin que nada de la primera esté contenido ni directani indirectamente en el segundo. En este artículo nos preguntamos cómo es que se ha conformado el alejamiento animal-humano en Occidente en el mundo moderno. Creemos que esta pregunta es fundamental si queremos valorar la pertinencia del debate contemporáneo acerca de los derechos animales, el Especismo y la ética ampliada. Partimos del debate respecto a la concepción de los animales en el debate Descartes-More, pues consideramos que gran parte de esa discusión sigue vigente nuestros días.

El siguiente informe pericial se basa en la experiencia de investigación de los firmantes en relación a las exhumaciones de fosas comunes de la Guerra Civil y la postguerra, y al conocido como “movimiento para la recuperación de la memoria histórica” que están teniendo lugar en España desde el año 2000, que ha enfatizado sus demandas sobre la suerte de los desaparecidos y ha puesto en marcha un ciclo de exhumaciones de fosas comunes derivadas de la Guerra Civil y la (...) dictadura. En este peritaje se usan las exhumaciones del siglo XXI como indicadores de la persistencia en el tiempo de las políticas y culturas del miedo instaladas en la sociedad española durante la Guerra Civil y la dictadura, más allá de las profundas transformaciones políticas e institucionales acaecidas en el país tras la muerte de Francisco Franco. Fue presentado como parte de la documentación de la demanda de Fausto Canales contra España el 15 de septiembre de 2012 en el Tribunal Europeo de Derechos Humanos. (shrink)

Although higher education understands the need to develop critical thinkers, it has not lived up to the task consistently. Students are graduating deficient in these skills, unprepared to think critically once in the workforce. Limited development of cognitive processing skills leads to less effective leaders. Various definitions of critical thinking are examined to develop a general construct to guide the discussion as critical thinking is linked to constructivism, leadership, and education. Most pedagogy is content-based built on deep knowledge. Successful critical (...) thinking pedagogy is moving away from this paradigm, teaching students to think complexly. Some of the challenges faced by higher education moving to a critical thinking curricula are discussed, and recommendations are offered for improving outcomes. (shrink)

Resumen En el § 7 de la Crítica de la razón práctica Kant expone su primera definición de la ley moral universal. Ahí afirma que la conciencia de ella es un “Faktum de la razón”. La ambigüedad de esta expresión ha hecho que algunos autores argumenten que Kant no deduce la ley moral satisfactoriamente ni aclara cómo llegamos a ser conscientes de ella. Sin embargo estos críticos olvidan en sus análisis un aspecto relevante de la filosofía moral kantiana y que (...) es de gran relevancia en los estudios contemporáneos de la filosofía de la acción: el carácter autoconstitutivo del yo o del sujeto racional y su papel en la fundamentación de la moralidad. Sostengo que el Faktum de la razón debe entenderse fundamentalmente como un acto autoconstitutivo.In § 7 of the Critique of Practical Reason Kant presents his first definition of the universal law of morality - called the Categorical Imperative. In the same place, he affirms that being conscious of the law of morality is a Faktum of reason. The ambiguity of this statement has prompted some authors to argue that Kant does not deduce the moral law satisfactorily nor does he clarify how we become conscious of it. Nevertheless, they all forget in their analysis a relevant aspect of Kantian moral philosophy that turns out to be of great importance in contemporary studies of the philosophy of action - the self-constituting character of the rational subject and the role it plays within the foundation of morality. I claim that the Faktum of reason must be understood fundamentally as a self-constituting act. (shrink)

Einstein’s 1935 derivation of mass—energy equivalence is philosophically important because it contains both a criticism of purported demonstrations that proceed by analogy and strong motivations for the definitions of the ‘new’ dynamical quantities. In this paper, I argue that Einstein’s criticism and insights are still relevant today by showing how his derivation goes beyond Friedman’s demonstration of this result in his Foundations of Spacetime ¹heories. Along the way, I isolate three distinct physical claims associated with Einstein’s famous equation that are (...) sometimes not clearly distinguished in philosophical discussions of spacetime theory. Introducción: Los docentes universitarios requieren nuevos saberes para enfrentar los diversos retos que plantea la educación superior; dichos desafíos se relacionan con el dominio de saberes disciplinarios, profesionales, laborales, pedagógicos y didácticos e incluso axiológicos. Lo que aquí se presenta son los resultados de una investigación llevada a cabo en la Universidad Autónoma del Estado de México en el periodo de enero de 2014 a abril de 2015. El objetivo: fue determinar los saberes específicos, métodos de enseñanza y valores sociales (...) que deben poseer los profesores universitarios desde la perspectiva de los estudiantes para la identificación de aquellos principios que deben orientar la formación y actualización docente. Método: consideró el cualitativo y la técnica de la encuesta; fueron aplicados 119 cuestionarios diseñados en Escala de Likert, a igual número de estudiantes; el instrumento de 48 reactivos fue construido con base en tres grandes "baterías" o ejes: "Saberes de un buen docente", "Métodos o estrategias de enseñanza", y "Actitudes y valores". Resultados: se resaltan los saberes pedagógicos y didácticos como aquéllos que los estudiantes visualizan que les hacen falta a sus docentes; de éstos, son los métodos de enseñanza eminentemente prácticos, y aquellos vivenciales o más cercanos a la realidad los que se consideran como importantes. En términos de las actitudes y valores sociales que deben tener y demostrar los profesores, se encuentran la actitud profesional, la actitud de servicio, así como la responsabilidad y la ética. Conclusiones: se discute aquello que se considera deben saber, y lo que necesitan mejorar los docentes universitarios. Introduction: Professors require new knowledge to face the different challenges that higher education has. Those challenges are related with the mastery of disciplinary, professional, pedagogic, work-related, didactic and even axiological knowledge. The results of a research that was carried out at the Universidad Autónoma del Estado de México from January, 2014 to April, 2015; are presented in this article. Objective: To determine specific knowledge, teaching methods and social values that professors must have from the perspective of the students for identifying the principles which should lead teaching formation and updating. Method: The qualitative method and the survey as a procedure were considered. One hundred nineteen questionnaires that were designed in Likert scale were also applied to the same number of students; the instrument of 48 reagents was based on 3 axes: 'Knowledge of a good professor', 'Teaching methods or strategies' and 'Attitudes and values'. Results: Pedagogic and didactic knowledge is emphasized, for instance the one students consider their professors should have. However, the professors consider those teaching methods essentially practical, based on past experiences or closer to the reality as the most important ones. There are some attitudes and social values that professors must have and demonstrate, as well as the professional attitude, the service attitude, responsibility and ethics. Conclusions: the ideas that must be known and improved by the professors are discussed here. (shrink)

Resultados: se resaltan los saberes pedagógicos y didácticos como aquéllos que los estudiantes visualizan que les hacen falta a sus docentes; de éstos, son los métodos de enseñanza eminentemente prácticos, y aquellos vivenciales o más cercanos a la realidad los que se consideran como importantes. En términos de las actitudes y valores sociales que deben tener y demostrar los profesores, se encuentran la actitud profesional, la actitud de servicio, así como la responsabilidad y la ética. Conclusiones: se discute aquello que se considera deben saber, y lo que necesitan mejorar los docentes universitarios. Introduction: Professors require new knowledge to face the different challenges that higher education has. Those challenges are related with the mastery of disciplinary, professional, pedagogic, work-related, didactic and even axiological knowledge. The results of a research that was carried out at the Universidad Autónoma del Estado de México from January, 2014 to April, 2015; are presented in this article. Objective: To determine specific knowledge, teaching methods and social values that professors must have from the perspective of the students for identifying the principles which should lead teaching formation and updating. Method: The qualitative method and the survey as a procedure were considered. One hundred nineteen questionnaires that were designed in Likert scale were also applied to the same number of students; the instrument of 48 reagents was based on 3 axes: 'Knowledge of a good professor', 'Teaching methods or strategies' and 'Attitudes and values'. Results: Pedagogic and didactic knowledge is emphasized, for instance the one students consider their professors should have. However, the professors consider those teaching methods essentially practical, based on past experiences or closer to the reality as the most important ones. There are some attitudes and social values that professors must have and demonstrate, as well as the professional attitude, the service attitude, responsibility and ethics. Conclusions: the ideas that must be known and improved by the professors are discussed here. (shrink)
