The paper considers a version of the problem of linguistic creativity obtained by interpreting attributions of ordinary semantic knowledge as attributions of practical competencies with expressions. The paper explains how to cope with this version of the problem without invoking either compositional theories of meaning or the notion of `tacit knowledge' (of such theories) that has led to unnecessary puzzlement. The central idea is to show that the core assumption used to raise the problem is false. To render precise argument (...) possible, the paper first identifies and removes some relevant semantic indeterminacy in philosophical talk of `semantic knowledge' and `information'. This yields rules for attributing the two to human speakers and information-processors, respectively. The paper then shows, first, that ordinary speakers qualify as possessing all along an other than finite and definite stock of semantic knowledge and, second, that a very simple information-processor running a procedural semantics qualifies as possessing an analogous stock of semantic information. The second result is used to bring out that the first is neither unduly impressive nor particularly puzzling. (shrink)

Certain traits, such as intelligence and mental deficiency, have been the focus of eugenic research and propaganda. This focus on such eugenic traits builds on three commonsense ideas: (1) People differ with respect to some of their traits, such as eye-colour and height; (2) Many traits run in families, being passed on from parents to their children; (3) Some traits are desirable, while others are undesirable. These three ideas about traits—their variability, heritability, and desirability—fed the much more controversial eugenicist view (...) that some traits make a person of “good stock”, while others reflect the fact that she comes from “inferior stock”. In combination with the power to influence human reproduction, the systematic study of eugenic traits has thus been thought to provide the basis for human improvement across generations. Three sources reveal which traits were considered important to eugenicists, the public, and decision makers: the research publications of eugenicists, discussions of eugenics in public and popular media, and legislation. The relationship of eugenics to science is intricate and many-layered, starting with Sir Francis Galton’s original definition of eugenics as “the science of improving stock”. Eugenics was originally conceived of not only as a science by many of its proponents, but as a new, meliorative science emerging from findings of a range of nascent sciences, including anthropology and criminology in the late 19th-century, and genetics and psychiatry in the early 20th-century. Although during the years between the two World Wars (...) many central claims made by eugenicists were critiqued by scientists in these disciplines, in more recent years forms of eugenics (e.g., liberal eugenics”) have been defended as an inevitable outcome of biotechnologies and respect for autonomous choice. Understanding the shifting and varied roles that science has played in eugenics requires an appreciation of the ways in which science and values are intertwined. (shrink)

It is no accident that in his Ethics textbook, John Dewey discussed marriage and family, population growth, and managing the social sphere together, albeit briefly. In early- and mid-twentieth century intellectual circles, especially in the United States, the issue of maintaining a healthy "family stock" was not without its controversy. To some theorists, the notion of "social control" alluded to various forms of "population control," and beyond more "traditional" state laws restricting interracial marriage, social policies emerged advocating various forms (...) of eugenics. Moralists hold that art criticism can and should take stock of moral considerations. Though moralists disagree over the proper scope of ethical art criticism, they are unified in their acceptance of the consistency of valence thesis: when an artwork fares poorly from the moral point of view, and this fact is art critically relevant, then it is thereby worse qua artwork. In this paper, I argue that a commitment to moralism, however strong, is unattractive because it requires that we (...) radically revise our art critical practices in contexts where revision seems ill advised. I will consider two such cases, Pushkin’s Eugene Onegin and Balthus’ Alice. When we further reflect on our actual art critical practices in cases like these, we find that we do not have an unfailing commitment to the consistency of valence thesis. That is, some artworks are (artistically) good because they are (morally) bad. (shrink)

Against the background of degeneration and the perceived threat to the nation’s health and stock, family politics came to constitute an important site for eugenic discourses and interventions. Eugenic regulation of reproductive sexuality and marriage was not only pursued through ‘negative’ eugenics but also through educational policies targeted at young adults and youth. Switzerland serves as a useful case to explore a general idea, namely the limitations for eugenicists of exploiting the concept of a rational subject in order to (...) achieve their ends. Practices of ‘positive eugenics’ crucially hinged on the utilitarian principle of rationality underpinning positive eugenics which this paper seeks to elaborate. Eugenicists devised tools to deal efficiently with social problems on a collective as well as an individual basis by deploying technologies of government which conceived individuals to be members of a population who were each held responsible for the generation of healthy future generations. As a form of ‘sustaining, multiplying and ordering life’ eugenics thus relied on the premise that its ideas would be adopted through an appeal to rationality and, where this was insufficient, through a series of coercive measures. Relying on conviction and education about the merits of eugenics, however, posed particular problems to positive eugenic thinking and practice. (shrink)

Following an overview of solar energy research by the editor, Raymond J. Randall and Richard Bird discuss the theoretical models and algorithms used to characterize the transference of solar radiation through the earth's atmosphere. Their chapter also addresses the important question of the accuracy of the data sets produced by the various modeling methods and algorithms. The National Weather Service monitoring network and other major monitoring networks in the United States are discussed by Kirby Hanson and Thomas Stoffel. And Eugene Zerlaut covers the instrumentation used to measure total solar irradiance and spectral solar irradiance; he describes types of equipment, their manufacturers, procedures for calibration, and the accuracy of the data produced. Richard Bird and Carol Riordan explain the nature of spectral solar irradiance at the earth's surface, and John Jensenius describes the NWS Operational Solar Insolation Forecast System, which predicts the daily total global-horizontal insolation for two days. In the concluding chapter, Claude Robbins summarizes daylighting models and resources, and details methods for converting insolation date to illuminance data.
