With the election of Donald Trump to the presidency of the United States, the discourse of an authoritarianism and the echoes of a fascist past have moved from the margins to the center of American politics. A culture of war buttressed by the forces of white supremacy and militarization has been unleashed in a series of policies designed to return the United States to a history in which the public sphere was largely white and Christian, and the (...) economy and the state were governed by a ruling corporate elite. Militarization and a war culture have become normalized in the United States and this article explores the ways in which a neo-fascism has emerged that furthers war not only abroad but also at home, especially with regards to the ongoing assaults waged by the state against Muslims, immigrants, women’s reproductive rights, and poor minorities of class and color. Thomas Elsaesser claims the late Haneke as a director of ‘mind-game’ films, but his diagnosis of the appeal of such films fails to account for The White Ribbon . In this paper, I draw on the theory of radical interpretation developed by American philosopher Donald Davidson to uncover the film’s power. I argue that the focus on charity in Davidson’s account of the conditions under which an interpreter is able to find a foreign community intelligible illuminates the exquisite (...) discomfort the spectator experiences as she begins to understand the disturbed community that the film portrays. In addition, the film exposes that Davidson’s transcendental argument that language is a condition of mindedness ought to be extended along emotional and moral dimensions. We should not only hold that every rational mind is a language-user, but that every rational mind is an appropriate language-user, so as to account for minds that have true, justified beliefs but which are, nevertheless, disturbed. Background Policy decisions about childhood vaccination require consideration of multiple, sometimes conflicting, public health and ethical imperatives. Examples of these decisions are whether vaccination should be mandatory and, if so, whether to allow for non-medical exemptions. In this article we argue that these policy decisions go beyond typical public health mandates and therefore require democratic input.Methods We report on the design, implementation, and results of a deliberative public forum convened over four days in Ontario, Canada, on the topic of childhood (...) vaccination.Results 25 participants completed all four days of deliberation and collectively developed 20 policy recommendations on issues relating to mandatory vaccinations and exemptions, communication about vaccines and vaccination, and AEFI (adverse events following immunization) compensation and reporting. Notable recommendations include unanimous support for mandatory childhood vaccination in Ontario, the need for broad educational communication about vaccination, and the development of a no-fault compensation scheme for AEFIs. There was persistent disagreement among deliberants about the form of exemptions from vaccination (conscience, religious beliefs) that should be permissible, as well as appropriate consequences if parents do not vaccinate their children.Conclusions We conclude that conducting deliberative democratic processes on topics that are polarizing and controversial is viable and should be further developed and implemented to support democratically legitimate and trustworthy policy about childhood vaccination. That discrimination exists in courts of law is beyond dispute. In American murder cases, for instance, studies show that blacks who kill a white are much more likely to receive the death penalty than if they kill a black. Indeed, in Georgia, they are 30 times more likely to be condemned, and in Texas a staggering 90 times more likely. Conversely, in Texas, of 143 whites convicted of killing a black, only one was sentenced to die. But how extensive (...) is discrimination in the courtroom? Is it strictly a matter of racial prejudice, or does it respond to a wide range of social factors? In Sociological Justice, eminent legal sociologist Donald Black challenges the conventional notion that law is primarily an affair of rules and that discrimination is an aberration. Law, he contends, is a social process in which bias is inherent. Indeed, Black goes well beyond the documented instances of racial discrimination to show how social status, the degree of intimacy, speech, organization, and numerous other factors all greatly influence whether a complaint will be filed in court, who will win, and what the punishment or other remedy will be. Moreover, he extends his analysis to include not only the litigants, but also the lawyers, the jurors, and the judge, describing how their social characteristics can also influence a case. Sociological Justice introduces a new field of legal scholarship that will have important consequences for the future of law: the sociology of the case. Black discusses how lawyers can use the sociology of the case to improve their practice and, for those interested in reform, he suggests ways to minimize bias in the courtroom. Beyond this, Black demonstrates that modern jurisprudence, with its assumption that like cases will be treated in like fashion, is out of touch with reality. He urges the adoption of a new sociological jurisprudence, with a new morality of law, that explicitly addresses the social relativity of justice. Hume discusses the distinction of reason to explain how we distinguish things inseparable, and so identical, e.g., the color and figure of a white globe. He says we note the respect in which the globe is similar to a white cube and dissimilar to a black sphere, and the respect in which it is dissimilar to the first and similar to the second. Unfortunately, Hume takes these differing respects of resemblance to be identical with the white globe (...) itself. Contradiction results, undermining his theory of abstraction. The way out is apparently to admit an intrinsic complexity in even simple things. (shrink)

The organizational history of American government during the past 100 years has been written principally in terms of the creation of larger and larger public organizations. Beginning with the Progressive movement, no matter the goal, the reflexive response has been to consolidate and centralize into formal hierarchies. That efficiency, effectiveness, and accountability, and the coordination necessary to achieve them, are promoted by such reorganizations has become widely accepted. Borrowing from social psychology, sociology, political science, and public administration, and using the (...) public transit system of the San Francisco Bay area for illustrative purposes, Donald Chisholm directly challenges this received wisdom. He argues that, contrary to contemporary canons of public administration, we should actively resist the temptation to consolidate and centralize our public organizations. Rather, we should carefully match organizational design with observed types and levels of interdependence, since organizational systems that on the surface appear to be tightly linked webs of interdependence on closer examination often prove decomposable into relatively simpler subsystems that may be coordinated through decentralized, informal organizational arrangements. Chisholm finds that informal channels between actors at different organizations prove remarkably effective and durable as instruments of coordination. Developed and maintained as needed rather than according to a single preconceived design, informal channels, along with informal conventions and contracts, tend to match interorganization interdependence closely and to facilitate coordination. Relying on such measures reduces the cognitive demands and obviates the necessity for broadscale political agreement typical of coordination by centralized, formal organizations. They also advance other important values that are frequently absent in formally consolidated organizations, such as reliability, flexibility, and the representation of varied interests. _Coordination Without Hierarchy_ is an incisive, penetrating work whose conclusions apply to a wide range of public organizations at all levels of government. It will be of interest to a broad array of social scientists and policymakers. A classic defense of the rationality of induction. Williams argues that induction (conceived as inference from sample to population in general) is justified by the proportional syllogism (direct inference), the argument form "Probably if most As are Bs and this is an A, then this is a B." It is a necessary mathematical fact that the vast majority of large samples of a population nearly match the population in composition (e.g. if they have an unknown proportion of black and (...) class='Hi'>white). Therefore if a large sample is taken, it probably matches the population; that is, probably the population nearly matches the sample. Hence sample-to-population inference is (probabilistically) logically justified. (shrink)

The belief that White people are targeted victims of dispossession, displacement, and genocide has spread with shocking intensity since Donald Trump’s 2016 electoral college victory. Although this Great Replacement myth may seem absurd and irrational, its destructive real-world consequences force the question: what explains its efficacy and appeal? Drawing on White nationalists Greg Johnson and Tucker Carlson, I argue that the Great Replacement myth functions as an explanation for the real socioeconomic decline that has culminated in deaths (...) of despair. I then explore this decline’s sociohistorical context to argue that deaths of despair are consequences of political-economic domination reinforced by White supremacy. Put otherwise, these deaths result from socioeconomic violence that White people have inflicted on each other. I conclude that the real problem “the White race” faces today is not a Great Replacement but a Slow White Suicide. (shrink)

Our hardware is an electric vehicle, remotely controlled over a citizens band radio link by a PDP-KL10. It carries a black and white television camera whose picture is broadcast over a UHF channel, and received and occasionally digitized by the computer. The vehicle has drive motors for the rear wheels, a steering motor coupled to a steering bar arrangement on the front wheels, and a motor controlling the camera pan angle. Each can be commanded to run forward or backward. (...) There is a potentiometer on the steering and pan linkages which enables them to be commanded to point straight ahead. The mechanical arrangements are crude, the motor speeds are unregulated, and there is no feedback to the computer other than the video from the camera. Overall dead reckoning errors are on the order of 30%. Most of the computer controlled runs so far have been with the camera pointed straight ahead and the vehicle moving forward in two foot increments, punctuated by long pauses, during which the images are processed.
