This paper proposes a framework for a critical philosophy of technology by discussing its practical, theoretical, empirical, normative and political dimensions. I put forward a general account of technology, which includes both similarities and dissimilarities to Andrew Feenberg's instrumentalization theory. This account characterizes a technology as a "(type of) artefactual, functional system with a certain degree of stability and reproducibility". A discussion of how such technologies may be realized discloses five different levels at which alternative (...) choices might be made. On this basis, I argue that a critical philosophy of technology should analyse and assess the choices that have, and have not, been made in actual practice, and contribute to social experiments that aim at more democratic and more desirable alternatives. All theories of world creation, whether scientific, philosophical, or religious, can readily acknowledge the fact that humans have primarily evolved to engage with nature, the individual self, fellow human beings, society, and other naturalistic aspect of existence. Nevertheless, several novel challenges ascend when the human mind engages with technology, media, machines, and related concepts such as—ChatGPT, artificial intelligence, and to name a few. For that reason, we need philosophy and critical assessment of the uncovered essence of advanced (...) technologies, media and machines and our way of life concerning them. In other words, protectively assessing their impact requires a thorough examination of ethical and existential concerns, including technology’s implications for freedom, AI’s evolving role, the essence of human being, and the unexamined transformative societal changes that follow. Building upon the premise that these phenomena share a common thread despite their apparent disparities, our interdisciplinary pursuit draws inspiration from philosophical luminaries such as Luciano Floridi, Karamjit S. Gill, David Kaplan, Aldous Huxley, Martin Heidegger, Hannah Arendt, and Gandhi. Through philosophical insights, we explore the essence of technology and its broad effects, with a focus on its impact on human freedom and essence in both public and private domains. (shrink)

Gunter Anders' Philosophy of Technology is the first comprehensive exploration of the ground-breaking work of German thinker Gunter Anders. Anders' philosophy has become increasingly prescient in our digitised, technological age as his work predicts the prevalence of social media, ubiquitous surveillance and the turn to big data. Anders' ouevre also explored the technologies of nuclear power and the biotech concerns for the human and transhuman condition which have become so central to current theory. A qualitative study was conducted to examine the philosophy of technology of K-12 technology leaders, and explore the influence of their thinking on technology decision making. The research design aligned with CORBIN and STRAUSS grounded theory methods, and I proceeded from a research paradigm of critical realism. The subjects were school technology directors and instructional technology specialists, and data collection consisted of interviews and a written questionnaire. Data analysis involved the use of grounded (...) theory methods including memo writing, open and axial coding, constant comparison, the use of purposive and theoretical sampling, and theoretical saturation of categories. Three broad philosophy of technology views were widely held by participants: an instrumental view of technology, technological optimism, and a technological determinist perspective that saw technological change as inevitable. Technology leaders were guided by two main approaches to technology decision making, represented by the categories Educational goals and curriculum should drive technology, and Keep up with Technology (or be left behind). The core category and central phenomenon that emerged was that technology leaders approached technology leadership by placing greater emphasis on keeping up with technology, being influenced by an ideological orientation to technological change, and being concerned about preparing students for a technological future. The essay reconstructs the main aspects of Gernot Böhme’s philosophy of technolo-gy. In polemical reference to Max Horkheimer’s and Jürgen Habermas’ critical theory, Böhme asks about the rationality criteria of technology. He does not view his philosophy of technology as part of the philosophy of science but places it on the boundary between philosophical anthropology and social philosophy. Böhme reflects on the ethically negative, neutral and positive effects of the technification process both on (...) the identity of contemporary humans and the changes taking place in social integration patterns. He also discusses the cultural sources of resistance to “invasive technification” not only in Western culture but also that of the Far East. Scholars have emphasized that decisions about technology can be influenced by philosophy of technology assumptions, and have argued for research that critically questions technological determinist assumptions. Empirical studies of technology management in fields other than K-12 education provided evidence that philosophy of technology assumptions, including technological determinism, can influence the practice of technology leadership. A qualitative study was conducted to a) examine what philosophy of technology assumptions are present in the thinking (...) of K-12 technology leaders, b) investigate how the assumptions may influence technology decision making, and c) explore whether technological determinist assumptions are present. The research design aligned with Corbin and Strauss qualitative data analysis, and employed constant comparative analysis, theoretical sampling, and theoretical saturation of categories. Subjects involved 31 technology directors and instructional technology specialists from Virginia school districts, and data collection involved interviews following a semi-structured protocol, and a written questionnaire with open-ended questions. The study found that three broad philosophy of technology views were widely held by participants, including an instrumental view of technology, technological optimism, and a technological determinist perspective that sees technological change as inevitable. The core category and central phenomenon that emerged was that technology leaders approach technology leadership through a practice of Keep up with technology (or be left behind). The core category had two main properties that are in conflict with each other, pressure to keep up with technology, and the resistance to technological change they encounter in schools. The study found that technology leaders are guided by two main approaches to technology decision making, represented by the categories Educational goals and curriculum should drive technology, and Keep up with Technology (or be left behind). As leaders deal with their perceived experience of the inevitability of technological change, and their concern for preparing students for a technological future, the core category Keep up with technology (or be left behind) is given the greater weight in technology decision making. The researcher recommends that similar qualitative studies be conducted involving technology leaders outside Virginia, and with other types of educators. It is also recommended that data from this or other qualitative studies be used to help develop and validate a quantitative instrument to measure philosophy of technology assumptions, for use in quantitative studies. There has been little attention to feminism and gender issues in mainstream philosophy of technology and vice versa. Since the beginning of the so-called »second wave feminism« (in the middle of the 20th century), there has been a growing awareness of the urgency of a critical reflection of technology and science within feminist discourse. But feminist thinkers have not consistently interpreted technology and science as emancipative and liberating for the feminist movement. Because technological development is (...) mostly embedded in social, political, and economic systems that are patriarchally hierarchized, many feminists criticized the structures of dominance, marginalization and oppression inherent in numerous technologies. Therefore, the question of defining and ascribing responsibility in technics and science is essential for this anthology – regarding for instance the technological transformation of labor, the life in the information society, and the relationship between humans and machines. Controversy arose when a humanoid robot named “Sophia” was given citizenship and did performances all over the world. Why should some robots gain citizenship? Going beyond recent discussions in robot ethics and human–robot interaction, and drawing on phenomenological approaches to political philosophy, actor-network theory, and performance-oriented philosophy of technology, we propose to interpret and discuss the world tour of Sophia as a political choreography: we argue that the media performances of the Sophia robot were politically choreographed to (...) advance economic interests. Using a phenomenological approach and attending to the performance and movement of robots and illustrating our discussion with media material of the Sophia performance, we explore the mechanisms through which the media spectacle and robotic performance advanced the economic interests of technology industries and their governmental promotors. Four strands of research in the philosophy of technology have made important contributions to environmental philosophy. First, critical theory of technology emphasizes the environmentally exploitative tendencies of capitalist technological innovation. Second, phenomenologyhas examined how technologies shapeperception and orientation to the world with implications for our treatment of and regard for nature. Third, concurrent with the environmental movement itself, an empirical turn in philosophy of technology resulting in philosophers focusing their attention on particular tools (...) and techniques. Empirical studies have emphasized environmentally significant technologies. Finally, work inspired by philosophy of science has adopted scientific reasoning and methods in environmental policy with tools such as risk analysis and environmental impact assessment. This paper explores Marx’s anticipation of that approach in his critique of the “social rationality” of the market (...) and technology. There are hints of a critique of technology in his writings as well. In the 1960s and ‘70s, neo-Marxists and post-structuralists demanded radical changes in the technological rationality of advanced societies. Marcuse proposed the most developed Marxist theory of alternative technology, based on a synthesis of aesthetics and technical rationality. The concept of underdetermination was finally formulated clearly in contemporary science and technology studies, but without explicit political purpose. Nevertheless, this revision of the academic understanding of technology contributes to weakening technocratic rationales for public policy. A new era of technical politics has begun. This book offers a systematic framework for thinking about the relationship between language and technology and an argument for interweaving thinking about technology with thinking about language. The main claim of philosophy of technology—that technologies are not mere tools and artefacts not mere things, but crucially and significantly shape what we perceive, do, and are—is re-thought in a way that accounts for the role of language in human technological experiences and practices. Engaging with work by Wittgenstein, (...) Heidegger, McLuhan, Searle, Ihde, Latour, Ricoeur, and many others, the author critically responds to, and constructs a synthesis of, three "extreme", idealtype, untenable positions: only humans speak and neither language nor technologies speak, only language speaks and neither humans nor technologies speak, and only technology speaks and neither humans nor language speak. The construction of this synthesis goes hand in hand with a narrative about subjects and objects that become entangled and constitute one another. Using Words and Things thus draws in central discussions from other subdisciplines in philosophy, such as philosophy of language, epistemology, and metaphysics, to offer an original theory of the relationship between language and technology centered on use, performance, and narrative, and taking a transcendental turn. There has developed since around the end of the Second World War, a body of writing that has become known as the Philosophy of Technology. This writing now includes work by those who can be identified as "seminal thinkers," as well as developments of their original ideas, and fresh work and commentary on specific issues, to produce what is now a quite wide ranging body of literature. This chapter is primarily a descriptive one that summarizes the general field (...) with an eye to its significance for teaching and teachers, highlighting some perennial issues in educational thought and practice that the literature of Philosophy of Technology invites us to revisit. We are, however, also invited to reconsider a perennial debate in education, one that originates in the dialogues between Socrates and the Sophists of Classical Greece and which can be understood in terms of many of the themes of Philosophy of Technology, and of this, volume. Moreover, it suggests why that debate must be re-engaged in societies governed by advanced technology, and how the activity of teaching and the role of the teacher as a "reflective practitioner" are critical factors in that re-engagement. While Feenberg is foremostly read as a critical theorist, this essay argues that his call to democratize technology stands on distinct phenomenological grounds. This is based on the way he illustrates the role of experience in subtending potentials for the progressive transformation of the sociotechnical sphere. Against this background, this essay identifies (...) an important shift in the way Feenberg articulates experience, from relating it to lifelong processes of learning and identity-construction (Bildung) to an emphasis on visceral immediacy (Erlebnis). This shift manifests a newfound focus on material, embodied meanings over-against linguistic ones, and results in a considerable tension between Feenberg’s appeal to experiential self-evidence and his critical position toward technology. The discussion of the two modes of experience exemplifies the current that underlies Feenberg’s work, namely the creation of traffic between ontological and ontic accounts of sociotechnical entities, practices and relations. In this paper, we carry out a critical analysis of the concept of technology in the current design of the bio-based economy (BBE). Looking at the current status of the BBE, we observe a dominant focus on technological innovation as the principal solution to climatic instability. We take a critical stance towards this “ecomodernist” worldview, addressing its fundamental assumptions, and ofer an underarticulated explanation as to why a successful transition toward a sustainable BBE—i.e. one that fully operates (...) within the Earth’s carrying capacity—has not yet been reached. Bernard Stiegler has developed a philosophical perspective on the concept of economy, broadening it to include the human condition through the notion of desire. This theory can help to obtain a more profound understanding of why ecomodernist strategies are dominant today. Stiegler’s theory of the libidinal economy ofers an analysis of controlled and exploited human desire as a primary driver behind modern techno-economic structures. Our hypothesis is that a critique of contemporary technofxism as a critique of libidinal economy is a necessary step to take in the discussion around the BBE as a concept, if the BBE is ever to bring about a system that can truly operate within the Earth’s carrying capacity. Paul Ricœur has been one of the most influential and intellectually challenging philosophers of the last century, and his work has contributed to a vast array of fields: studies of language, of history, of ethics and politics. However, he has up until recently only had a minor impact on the philosophy of technology. Interpreting Technology aims to put Ricœur’s work at the centre of contemporary philosophical thinking concerning technology. It investigates his project of critical hermeneutics (...) for rethinking established theories of technology, the growing ethical and political impacts of technologies on the modern lifeworld, and ways of analysing global sociotechnical systems such as the Internet. Ricœur’s philosophy allows us to approach questions such as: how could narrative theory enhance our understanding of technological mediation? How can our technical practices be informed by the ethical aim of living the good life, with and for others, in just institutions? And how does the emerging global media landscape shape our sense of self, and our understanding of history? These questions are more timely than ever, considering the enormous impact technologies have on daily life in the 21st century: on how we shape ourselves with health apps, how we engage with one-another through social media, and how we act politically through digital platforms. Jürgen Habermas is not often thought of as a philosopher of technology. After presenting his early critique of technocratic consciousness, I will contend that the main problem of Habermas’ conception of technology lies in the conflation of “technology” with “technical rationality”. Feenberg criticizes Habermas’ position for implicitly depoliticizing technology. By developing a distinction between “technology” and “technique”, I will argue that Habermas’ position does not exclude a critical theory of technology. The emergent picture (...) will combine Habermas’ emphasis that technology is more than a historical project with Feenberg’s optimism on the possibility of an emancipatory reorientation of technology. This chapter discusses some main traits of classical Pragmatism and their potential as critical tools for contemporary discussions about Pragmatism and constructivism. It first examines some of the claims advanced in Stefan Neubert's essay “Pragmatism and Constructivism in Contemporary Philosophical Discourse”. It then explores the vitality of Pragmatist thought and the usefulness of its basic tenets as resources for philosophic criticism. The chapter looks into the problems of “cognitive relativism” in postmodern and neo-Pragmatist discourses. From this standpoint the chapter (...) raises critical questions for the Cologne program of interactive constructivism. It argues for a strong rearticulation of Dewey's instrumentalism and experimentalism and emphasizes its relevancy for the current situation. (shrink)

Heidegger’s thoughts on modern technology have received much attention in many disciplines and fields, but, with a few exceptions, the influence has been sparse in biomedical ethics. The reason for this might be that Heidegger’s position has been misinterpreted as being generally hostile towards modern science and technology, and the fact that Heidegger himself never subjected medical technologies to scrutiny but was concerned rather with industrial technology and information technology. In this paper, Heidegger’s philosophy of (...) modern technology is introduced and then brought to bear on medical technology. Its main relevance for biomedical ethics is found to be that the field needs to focus upon epistemological and ontological questions in the philosophy of medicine related to the structure and goal of medical practice. Heidegger’s philosophy can help us to see how the scientific attitude in medicine must always be balanced by and integrated into a phenomenological way of understanding the life-world concerns of patients. The difference between the scientific and the phenomenological method in medicine is articulated by Heidegger as two different ways of studying the human body: as biological organism and as lived body. Medicine needs to acknowledge the priority of the lived body in addressing health as a way of being-in-the-world and not as the absence of disease only. A critical development of Heidegger’s position can provide us with a criterion for distinguishing the uses of medical technologies that are compatible with such an endeavor from the technological projects that are not. BACKGROUND: DEPARTMENTS, SPECIALIZATION, AND PROFESSIONALIZATION IN AMERICAN HIGHER EDUCATION For over half of its history, U.S. higher education turned out mostly cler gymen and lawyers. Looking back on that period, we might be tempted to think that this meant specialized training for the ministry or the practice of law. That, however, was not the case. What a college education in the U.S. prepared young men (almost exclusively) for, from the founding of Harvard College in 1636 through the founding of hundreds (...) of denominational colleges in the first two-thirds of the nineteenth century, was leadership in the community. Professionalization and specialization only began to take root, and then became the dominant mode in U.S. higher education, in the period roughly from 1860--1920. In subsequent decades, that seemed to many critics to signal the end of what might be called "education in wisdom," the preparation of leaders for a broad range of responsibilities. Professionalization, specialization, and departmentalization of higher education in the U.S. began in the last quarter of the nineteenth century. (shrink)

This paper is a contribution to a discussion in philosophy of technology by focusing on the epistemological status of the example. Of the various developments in the emerging, inchoate field of philosophy of technology, the “empirical turn” stands out as having left the most enduring mark on the trajectory contemporary research takes. From a historical point of view, the empirical turn can best be understood as a corrective to the overly “transcendentalizing” tendencies of “classical” philosophers of (...) technology, such as Heidegger. Empirically oriented philosophy of technology emphasizes actual technologies through case-study research into the formation of technical objects and systems (constructivist studies) and how they, for example, transform our perceptions and conceptions (the phenomenological tradition) or pass on and propagate relations of power (critical theory). This paper explores the point of convergence of classical and contemporary approaches by means of the notion of the “example” or “paradigm.” It starts with a discussion of the quintessential modern philosopher of technology, Martin Heidegger, and his thinking about technology in terms of the ontological difference. Heidegger’s framing of technology in terms of this difference places the weight of intelligibility entirely on the side of being, to such an extent that his examples become heuristic rather than constitutive. The second part of the paper discusses the methodological and epistemological import of the “example” and the form of intelligibility it affords. Drawing on the work of Wittgenstein (standard metre), Foucault (panopticism), and Agamben (paradigm), we argue that the example offers an alternative way of understanding the study of technologies from that of empirical case studies. Agricultural technologies are non-neutral and ethical challenges are posed by these technologies themselves. The technologies we use or endorse are embedded with values and norms and reflect the shape of our moral character. They can literally make us better or worse consumers and/or people. Looking back, when the world’s developed nations welcomed and steadily embraced industrialization as the dominant paradigm for agriculture a half century or so ago, they inadvertently championed a philosophy of technology that promotes an insular (...) human-centricism, despite its laudable intent to ensure food security and advance human flourishing. The dominant philosophy of technology has also seeded particular ethical consequences that plague the well-being of human beings, the planet, and farmed animals. After revisiting some fundamental questions regarding the complex ways in which technology as agent shapes our lives and choices and relegates food and farmed constituents into technological artifacts or commodities, I argue that we should accord an environmental virtue ethic of care—understood as caretaking—a central place in developing a more conscientious philosophy of technology that aims at sustainability, fairness, and humaneness in animal agriculture. While technology shapes society, it also is socially shaped and an environmental virtue ethic of care (EVEC) as an alternative design philosophy has the tools to help us take a much overdue inventory of ourselves and our relationships with the nonhuman world. It can help us to expose the ways in which technology hinders critical reflection of its capacity to alter communities and values, to come to terms with why we may be, in general, disengaged from critical ethical analysis of contemporary agriculture and to consider the moral shape and trajectory and the sustainability of our food production systems going into the future. I end by outlining particular virtues associated with the ethic of care discussed here and consider some likely implications for consumers and industry technocrats as they relate to farming animals. This paper proposes a framework for a critical philosophy of technology by discussing its practical, theoretical, empirical, normative and political dimensions. I put forward a general account of technology, which includes both similarities and dissimilarities to Andrew Feenberg’s instrumentalization theory. This account characterizes a technology as a “(type of) artefactual, functional system with a certain degree of stability and reproducibility”. A discussion of how such technologies may be realized discloses five different levels at which alternative (...) choices might be made. On this basis, I argue that a critical philosophy of technology should analyse and assess the choices that have, and have not, been made in actual practice, and contribute to social experiments that aim at more democratic and more desirable alternatives. This article focuses on tracing and extending Michel Foucault’s contributions to the philosophy of technology. At first sight his work on power seems the most relevant. In his later work on subjectivation and ethics technology is absent. However, notably by recombining Foucault’s work on power with his work on subjectivation, does his work contribute to solving pertinent problems in current approaches to the ethics of technology. First, Foucault’s position is compared to critical theory and Heidegger, (...) and associated with the approach of “technical mediation” (Latour, Ihde, Verbeek). Next, a detailed study of Discipline and Punish , results in the identification of two distinct “figures of technical mediation”. Finally, Foucault’s later work on ethics and subjectivation is employed to elaborate an ethics of technology that focuses on care for the quality of the interactions and fusions with technology. Hybridization is central in the approach: it is not to be rejected, neither is it the greatest danger, but it does deserve the greatest care. (shrink)

In recent years, scholars have devoted more attention to the “prophetic” critique of mass media. Clifford Christians has served as both an originator and an ongoing contributor to these discussions. Beginning with his doctoral thesis on Jacques Ellul, a concern for the prophetic has been a consistent thread throughout his career. This paper begins by examining Ellul's influence on Christians's approach, with an emphasis on media ecology, ontology, and the concept of technique. I then summarize Christians's critique of Ellul, and (...) explain how his unique vision addresses Ellul's shortcomings. In outlining Christians's unique approach, I highlight the ways in which authenticity serves as an axial value permeating his work. In Christians's work, prophetic witness against technological fetishism is a means of protecting certain universal values such as “cultural continuity” and “authentic Being.” Through a brief examination of media coverage of Barack Obama, Sarah Palin, Jim Wallis, and the United Church of Christ, I show how Christians's discussion of authenticity and prophetic critique are not only applicable but uniquely relevant in the emerging new media environment. At this critical juncture in media, Christians's prophetic voice is among the most relevant and necessary that critical scholarship has to offer. (shrink)

Feenberg’s new book, Technosystem: the social life of reason, makes an important intervention in the study of technological systems by showing that instrumental reason requires value judgement at the moment of its realization in this world. It fosters hope that technological development can be redirected towards the fulfilment of human needs through public interventions of nonexperts. However, Feenberg does not sufficiently engage with the political dilemmas that inevitably accompany these interventions as a result of the formal capitalist bias of the (...) technosystem. In the rapidly changing arena of global politics today, nothing looms larger than the framework technology provides in determining the cultural, political, and economic fate of a people. Japanese philosopher Kiyoshi Miki observed already in the early 1940s that technology is not merely a sophisticated manipulation of tools but that it is fundamentally a “form of action” expressing a cultural and political orientation through the means of material production.1 The power of technology, according to Miki, has to (...) do with its ability to make our imagination concrete. But in this process, our values are concretized as well, so while the scientific principles that are used in engineering might be value neutral, the decision-making and actual implementation are always embedded in historical, aesthetic, political, and cultural meaning. If this is true, then a philosophy which claims to theorize about the human condition must also address the realm of praxis mediated by technology. A robust philosophical account of our historical development and political struggles would have to consider the real changes technology makes in material conditions and its long- term impact, as these are clearly existential manifestations of our cognitive grasp of the world. Critical Theory has made an important contribution to analyzing political struggles and examining the various conditions of oppression and cultural transformation. Beginning with the early Frankfurt School thinkers to Marcuse in the 1960s and Habermas in more recent times, updated approaches today cross diverse grounds— feminism, race theory, and globalization, among others. However, despite the fact that technology has indeed been a fundamental medium of culture and politics and many discussions touch upon the topic, the link between a robust critical political theory and technology has been a relatively unexplored territory. Marcuse produced a rather dystopian account of technocracy in the 1960s, but with the exception Andrew Feenberg who has most consistently worked on this theme, a positive connection between Critical... This commentary considers the typology and conceptual and normative heuristic framework as proposed by the authors as a valuable contribution to the new field of philosophy of biomimetics and to the growing demand for critical evaluation of technology and design (decisions) in terms of ecological sustainability. However, further steps are needed to develop a more comprehensive normative analysis and evaluation. In various publications over the past years, Floridi has developed a theory of semantic information as well-formed, meaningful, and truthful data. This theory is more or less orthogonal to the standard entropy-based notions of information known from physics, information theory, and computer science that all define the amount of information in a certain system as a scalar value without any direct semantic implication. In this context the question rises what the exact relation between these various conceptions of information is and (...) whether there is a real need to enrich these mathematically more or less rigid definitions with a less formal notion of semantic information. I investigate various philosophical aspects of the more formal definitions of information in the light of Floridi’s theory. The position I defend is that the formal treatment of the notion of information as a general theory of entropy is one of the fundamental achievements of modern science that in itself is a rich source for new philosophical reflection. This makes information theory a competitor of classical epistemology rather than a servant. In this light Floridi’s philosophy of information is more a reprise of classical epistemology that only pays lip service to information theory but fails to address the important central questions of philosophy of information. Specifically, I will defend the view that notions that are associated with truth, knowledge, and meaning all can adequately be reconstructed in the context of modern information theory and that consequently there is no need to introduce a concept of semantic information. That intervention presupposes communication between lay and expert actors which is made possible by the dependence of technical disciplines on the lifeworld. Understanding the public processes of intervention requires a notion of multiple types of rationality and a social account of technological design.

The author points to Winch's tendency to over-emphasize the importance of language and communication, and his insufficient attention to the role of practical, technological activites in human life and society. In this contribution, the author contends that the way in which Pieter Lemmens interprets the transcendental of technology, particularly through the work of Bernard Stiegler, is only one of the possible ways of understanding the transcendental of technology. His thesis is that there are many other transcendentals of technology besides technology itself. The task of a philosophy of technology beyond the empirical turn could precisely consist in exploring these multiple transcendentals of technology, along (...) with their multiple relations. In the first section, the author considers and criticizes the “empirical transcendentality” that characterizes most of the current philosophical approaches to technology, in particular when it comes to ethical issues. In the second section, he proposes to include Lemmens’ perspective in a more general theory about the transcendentals of technology.
