This is an examination of the significance of Gandhi's social philosophy for development. It is argued that, when seen in light of Gandhi's social philosophy, the concepts of appropriate technology and basic needs take on new meaning. The Gandhian approach can be identified with theoriginal "basic needs" strategy for international development. Gandhi's approach helps to provide greater equity, or "distributive justice," by promoting technology that is appropriate to "basic needs". Gandhi's background and his thinking aboutswadeshi andswaraj. Gandhi's ideas, which emerged out of an "Indic" meta-cultural background, are based on an emphasis on equity. Gandhi's syncretic Indic background includes a belief in what Bateson, writing about Bali, Indonesia, has called the "steady state." Development activities should be carried out in a phased manner that does not disturb the beneficial aspects of dynamic equilibrium, but that does promote "positive development." A.T. is particularly useful within the context of a basic needs approach to international development because use of A.T. is probably more likely to lead to equitable growth. The "economic growth" strategy, utilizing "advanced technology" exclusively, has caused unemployment and has not led to effective "trickle down," much less "high mass consumption." In many developing countries the poorest 20% of the population are worse off in 1990 than they were in 1980. By making use of the "advantage of backwardness" and viewing development in terms of long-term impacts, a basic needs approach using A.T. is more likely to lead to a positive impact on third world food systems than a pure "economic growth" strategy. Fairness of access to assistive technology is important for its allocation on an equitable basis and for broader social justice and rights issues. Although the use of Daniels’s notion of “justice as fair opportunity” is helpful to the context of assistive technology, other aspects of Daniels’s broader conceptualisation of “just health” are not appropriate in this context. It is argued that fairness of access to assistive technology is crucial for the equitable attainment of the (...) sustainable development goals; however, such access will be achieved only by the sector developing a much stronger systems thinking and market shaping perspective. B a c k g r o u n d. The article examines the appearance, essence and formation of the concept of "echo chamber" in the field of philosophy. The main interpretations and practical aspects of the application of this concept by representatives of the philosophical community are considered. Considering the lack of an established version of the concept of "echo chamber", an attempt was made to define its meaning by analogy with the already established interpretation of a physical (...) analogue, namely, a resonator. The appropriateness of such an analogy is justified. The specifics of the operation of echo chambers are considered by analogy with the operation of the resonator and its associated phenomena. The phenomenon of "intellectual inbreeding" ("geistiger Inzucht") described by H. Franke is considered. M e t h o d s. The theoretical and methodological foundations of the research are based on the principles of scientific objectivity, impartiality and systematicity. During the research, general scientific, philosophical, and special methods of studying social and political phenomena were used, including general methods of analysis, synthesis, and comparative methods. R e s u l t s. The author's understanding of the meaning of the concept of "echo chamber" and the prerequisites for its stability, which are determined by the properties of human consciousness, namely: "comfort zone", "clipping of thinking" and the principle of "own-foreign" are offered. The appropriateness of consideration and the main properties of the echo chamber as a technology of effective communication influence are substantiated. Among the methods of destroying echo chambers, the development of critical thinking skills and digital literacy, compliance with the principles of diversification of information sources and "range of reasonable alternatives", the occurrence of cognitive dissonance, as well as the phenomenon of emotional resonance are considered. C o n c l u s i o n s. Echo chambers pose a significant threat both to the harmonious development of the human personality and to the stable existence of civilized societies. In From Commodification to the Common Good, Hans Radder revisits the commodification of the sciences from a philosophical perspective to focus instead on a potential alternative, the notion of public-interest science. Scientific knowledge, (...) he argues, constitutes a common good only if it serves those affected by the issues at stake, irrespective of commercial gain. Scrutinizing the theory and practices of scientific and technological patenting, Radder challenges the legitimacy of commercial monopolies and the private appropriation and exploitation of research results. His book invites us to reevaluate established laws and to question doctrines and practices that may impede or even prohibit scientific research and social progress so that we might achieve real and significant transformations in service of the common good. PurposeThe purpose of this paper is to analyse the extent to which information communication technologies have worked as instruments of perpetuating social exclusion in developing countries.Design/methodology/approachThe paper uses theoretical and conceptual analysis method based on an extensive survey of literature. It greatly draws from the theoretical and empirical insights of social policy sub disciplines of social inclusion/exclusion and social aspects of ICTs.FindingsThe paper finds that ICTs in developing countries work to further social marginalization and (...) exclusion. The argument is that developing countries already experience high levels of social exclusion and as a result, ICTs deepen this exclusion.Originality/valueTheoretically, the paper contributes to the development of literature on the impacts of ICTs in developing countries which are in most cases only assumed. The paper is also pivotal for policy analysis purposes as it informs policy makers on appropriate interventions that can ensure sustainable integration of the socially excluded groups in developing countries. Drawing on William F. Ogburn's cultural lag thesis, an inherent conflict is proposed between the rapid speed of modern technological advances and the slower speed by which ethical guidelines for utilization of new technologies are developed. Ogburn's cultural lag thesis proposes that material culture advances more rapidly than non-material culture. Technology is viewed as part of material culture and ethical guidelines for technology utilization are viewed as an adaptive aspect of non-material culture. Cultural lag is seen as a (...) critical ethical issue because failure to develop broad social consensus on appropriate applications of modern technology may lead to breakdowns in social solidarity and the rise of social conflict. Reasons for cultural lag between technology and ethics include the social structural and market conditions under which each are developed. The thesis is illustrated by reviews of technological trends involving computer-telecommunications electronics and bio- genetic engineering, and the implications of these and other technologies for privacy rights, electronic commerce, control of essential resources and social definitions of life are discussed. Handling the impacts and consequences of technology has become a problem of political, social and scientific relevance since the Sixties. The earlier assumption that technological evolution would automatically lead to social and human progress in an emphatic sense can no longer be sustained. The ambivalence of technology has become a standing topic in the public, philosophical and scientific debate .In this situation new challenges to technology policy are emerging. Functions of an `early warning' with respect (...) to the risks or potentials of new technologies or to ways of avoiding or, at least, resolving technology conflicts by compromise have been postulated . Technology policy pursued by parliament or government, therefore, is in need of scientific consultation . Since the Seventies a number of institutions in this field have been founded , either primarily as parliamentary bureaus of knowledge-transfer to the decision-makers , as networks with a low degree of institutionalization or as independent scientific institutes .The scientific discussion on how to acquire and establish orientational knowledge for decision-makers facing the ambivalence of technology is sectoralized into two branches: the ethics of technology and technology assessment . These two branches are based on fundamentally different assumptions concerning how to give orientation to technology policy: the philosophical ethics, of course, emphasizes the normative implications of decisions on technology and the importance of moral conflicts , while technology assessment relies mainly on sociological or economic research .Both approaches have largely been developed and practised without regard to one another. In Germany, at the beginning of the Nineties the conceptual discussion around these questions was initiated. At first, a lot of misunderstandings appeared, both parties fundamentally criticizing each other, often one denying the competence of the other to deal appropriately with technology problems . In this paper the conflict is analyzed by looking at the situation in Germany, summarizing and weighing the main arguments which have been brought up by TA and the ethical approach to technology.As a result it will be shown that both are partly right, whereby the relative weight of both approaches in their capacity to give orientation is dependent on contextual circumstances. A non-reductionistic overall approach must take into account the normative aspects of the ethics of technology when handling moral conflicts as well as the need for operationalization, concreteness and established knowledge about the processes of “managing technology in society” postulated by TA. The Dark Posthuman: Dehumanization, Technology, and the Atlantic World explores how liberal humanism first enlivened, racialized, and gendered global cartographies, and how memory, ancestry, expression, and other aspects of social identity founded in its theories and practices made for the advent of the category of the posthuman through the dimensions of cultural, geographic, political, social, and scientific classification. The posthuman is very much the product of world-building narratives that have their beginnings in the commercial franchise and (...) are fundamentally rooted in science, governance, and economics around the hegemonic appropriation of environments and commodification of bodies that initially fuelled white settler life worlds and continue to be operational in the way we conceive of these worlds as continuous ontological formations. The want has always been for ownership of any of these dimensions of being without regard to condition, to not remain stranded as the subsidiary of another's being, to another's claim to humanity, and finally, to escape the suffocating confines of an instrumental ontology that suggests a subcategory of humanity without rights onto itself. The Dark Posthuman distinguishes the posthuman's place within both the liberal and neoliberal imaginary and reveals how its appearance first entrenched itself through the avarice of English settler colonialism, and subsequently, through the paranoia of American slavery. This same figure of the posthuman played a crucial role in the functional adaptation of Cold War behavioural cybernetics, and thereafter, in the fetishization of technology within the era of global financialization. The shadowing of this arrangement during and beyond the long duration of humanity's domination of this world becomes the structural web work of this book. Stephanie Polsky is an interdisciplinary writer and academic working in the areas of Media Studies and Visual Culture. This chapter is a product of a study undertaken to investigate the influence of gender related factors as regards to adoption of fish farming technology in selected villages of Morogoro Region, Tanzania. Data for this chapter had been collected in various studies conducted earlier and results published by the author about the study area from November 2005 to May 2008. These data were supplemented by primary data which had been collected by the author but not used before, and secondary (...) information from other sources. Descriptive statistics was used to report findings and data were validated by the level of significance and mean percentages. The overall results indicate that the adoption of fish farming technology was not gender neutral. More specifically, the results revealed that the probability of women to adopt fish farming technology was higher than that of men. This was likely because fish farming met women objectives of food security, immobility as they attend to household chores, and lack of alternative opportunities among themselves. Yet, women had lesser access to resources necessary for adoption of fish farming technology and were less reached by extension services than men. This was mainly attributed to the kinship system which favoured men than women, lack of legal information on ownership of productive resources and social-cultural and economic barriers to adoption among women such as high levels of illiteracy, low formal education, immobility, poverty in terms of low income and very heavy workload. In addition, although women participated in all activities of fish farming, men controlled income accruing from the activity. Three recommendations emerge from this study: First, there has to be alignment of extension methodology and activities to the task, needs, objectives, appropriate time and place and socio-cultural and economic barriers of women to technology adoption. Extension staff should be trained to take such aspects into account and plan for training sessions at times and locations suitable for women. Secondly, socio-cultural and economic barriers that hinder women’s access to productive resources should be identified and dealt with during project design. Finally, efforts should be made by women and other organizations to ensure that they are heard and they should exert pressure, through advocacy and lobbying, in order to bring equal distribution of income accruing from using fish farming technology. In this review, I analyse how ‘behaviour-based personalisation’ in insurance – that is, insurers’ increased interest in tracking and manipulating insureds’ behaviour with, for instance, wearable devices – has been approached in recent social scientific literature. In the review, I focus on two streams of literature, critical data studies and the sociology of insurance, discussing the new insurance schemes that utilise sensor-generated and digital data. The aim of this review is to compare these two approaches and to analyse what (...) kinds of understandings, methodologies and theoretical perspectives they apply to so-called ‘behaviour-based insurance’. The critical data studies literature emphasises the exploitative aspects of these new technologies and mobilises behaviour-based insurance to exemplify the negative outcomes of digital health. Scholars from the field of the sociology of insurance empirically analyse the practices of behavioural-based personalisation and study how regulating and ‘doing’ insurance affect attempts to personalise it. I highlight the importance of approaching insurance as a specific financial technology and argue that more research is needed to understand the practices of developing behaviour-based insurance schemes and the insureds’ experiences. In this thesis I critically examine the traditional account of privacy as a negative right of non-interference and offer instead an alternative framework based on obligations and trust. Privacy is most often described as a value best protected as a right, more accurately as a negative right of non-intrusion. This means that privacy is associated with the private sphere: the individual should be left to decide when he wants to be alone and what he wants to share with others. I (...) begin with an examination of three different distinctions between the public and the private and then I go on to examine two models of privacy: the separation model, where privacy consists of restricted access, and the control model which consists in individual control over certain aspects of one's life. I argue that these models fail to meet many privacy concerns. This becomes most apparent when examining the privacy challenges associated with information technology and biobanks. My alternative account of privacy recognizes how deeply privacy is embedded in social norms and structure. Privacy does not apply to situations where an individual is in isolation, but rather depends on relations to others. This means that privacy is a relational concept: it is an important value in structuring relations between individuals or social institutions. I argue that the framework of rights does not provide an appropriate framework for protecting privacy. Instead, I introduce a framework based on obligations and trust, inspired by Onora O’Neill’s account of perfect and imperfect obligations. (shrink)

In contemporary society, information unsurprisingly morphed into commodity. The IT industry that functions in the market economy and that perceives information as commodity encountered numerous problems that are related to specific features of information. These problems triggered two parallel developments aiming at the protection of intellectual property claimed for the creation of informational contents. On the one side, traditional intellectual property laws were expanded to cover certain aspects of privately owned or privately claimed cultural information. On the other side, (...) new technological devices were developed to provide technological protection for information defined as private property. Tensions and rivalry between both areas of regulation, legal and technological, became particularly visible within the debate about Digital Rights Management (DRM). This debate emerged as a response to institutionalized legal protection of intellectual property that was frequently perceived in the concerned industry as rigid and inadequate. Nowadays, tensions between legal and technological means of protection remain problematic in the emerging law of information. These tensions are rooted in mutually excluding economic interests, yet also in the concepts in which they are expressed and regulated. Therefore, this essay analyzes processes of concept creation in the named approaches to information perceived as commodity. It shows that the adequate solution of regulatory problems depends upon the clarification of conceptualization processes in legislative initiatives rather than on compromises related to economic interests of stakeholders taking part in the debate about the appropriate attribution of digital property rights. This essay concludes upon the idea that legislative measures constitute the most efficient mechanism to regulate social conflicts, not only in the area of digital law. As a further consequence of this finding, the author proposes an overhaul of the concept of copyright as the first step towards a better conceptual framing of the law of cultural contents. (shrink)

The argument that cumulative technological culture originates in technical-reasoning skills is not the only alternative to social accounts; another possibility is that accumulation ofbothtechnical-reasoning skillsandenhanced social skills stemmed from the onset of a more basic cognitive ability such as recursive representational redescription. The paper confuses individual learning of pre-existing information with creative generation of new information.

Nanotechnology is an important platform technology which will add new features like improved biocompatibility, smaller size, and more sophisticated electronics to neuro-implants improving their therapeutic potential. Especially in view of possible advantages for patients, research and development of nanotechnologically improved neuro implants is a moral obligation. However, the development of brain implants by itself touches many ethical, social and legal issues, which also apply in a specific way to devices enabled or improved by nanotechnology. For researchers developing nanotechnology (...) such issues are rather distant from their daily work in the lab, but as soon as they use their materials or devices in medical applications such as therapy of brain diseases they have to be aware of and deal with them. This paper is intended to raise sensitivity for the ethical, legal and social aspects (ELSA) involved in applying nanotechnology in brain implants or other devices by highlighting the short term problems of testing and clinical trials within the existing regulatory frameworks (A), the short and medium-term questions of risks in the application of the devices (B) and the long-term perspectives related to problems of enhancement (C). To identify and address such issues properly nanotechnologists should involve ethical, legal and social experts and regulatory bodies in their research as early as possible. This will help to remove pressure from regulatory bodies, to settle public concern and to prevent non-acceptable developments for the benefit of the patients. (shrink)

Symptom Checker Applications (SCA) are mobile applications often designed for the end-user to assist with symptom assessment and self-triage. SCA are meant to provide the user with easily accessible information about their own health conditions. However, SCA raise questions regarding ethical, legal, and social aspects (ELSA), for example, regarding fair access to this new technology. The aim of this scoping review is to identify the ELSA of SCA in the scientific literature. A scoping review was conducted to (...) identify the ELSA of SCA. Ten databases (e.g., Web of Science and PubMed) were used. Studies on SCA that address ELSA, written in English or German, were included in the review. The ELSA of SCA were extracted and synthesized using qualitative content analysis. A total of 25,061 references were identified, of which 39 were included in the analysis. The identified aspects were allotted to three main categories: (1) Technology; (2) Individual Level; and (3) Healthcare system. The results show that there are controversial debates in the literature on the ethical and social challenges of SCA usage. Furthermore, the debates are characterised by a lack of a specific legal perspective and empirical data. The review provides an overview on the spectrum of ELSA regarding SCA. It offers guidance to stakeholders in the healthcare system, for example, patients, healthcare professionals, and insurance providers and could be used in future empirical research to investigate the perspectives of those affected, such as users. It revealed a crisis without equivalent since World War II. The European borders are now one of the most affected by migrants from Asia and Africa. Border police is the most responsible for the first interview with the asylum seeker. In terms of basic contribution to the asylum procedure, good cooperation between the (...) border police and the services of asylum is of primary importance. There is a need of risk assessment. While the risk assessment is made there can be a violation of the humanitarian aspect of conducting regular border check. By determining the race and color of migrants, screening made on the border crossing can put legality of the border police actions in question. The Humanitarian efforts with border management, cooperation between the government services and use of appropriate methodology are an important segment handling migrant crisis. One of the known methodologies is Analysis of Competitive Hypotheses used to better assess the choice of a suitable place for migrants and their acceptance or readmission. Тhe procedure for vulnerable categories of citizens can jeopardize the legality and the manner of dealing with illegal migrants and this arises from the legal and physical protection of persons seeking asylum. The `politics of pity' changes into psychological cases to be governed by risk technologies within a `politics of risk', the humanitarian and security interventions are shown to be in no way mutually exclusive. The article recounts that against the background of globalization processes that swept the world in the late twentieth century and left an indelible mark on the further progress of mankind there was a need to adapt the educational and social systems of Ukraine to functioning in the new conditions of crucial transformations caused by the dynamic changes triggered by universal digitalization, which now penetrates all branches and spheres of public life. It has been noted that the educational sphere is (...) in a state of permanent change, trying to adapt to the new environment in order to ensure a decent level of training specialists of the relevant educational and qualification level capable of adapting to rapidly changing conditions, taking into account the competence acquired in the process of training. As a result, it is shown that in today’s globalized world, the need to master digital competence at an appropriate qualification level comes to the fore, taking into consideration the factors of stair stepping and succession, in response to requirements and challenges of today’s world, which even in a short period of time are able to significantly influence any sphere, transforming its further functioning. The content analysis of regulatory documents enabled to identify the main problematic aspects of the educational industry in the context of ensuring the compliance of the process of standardization of education at the relevant qualification levels, which is characterized by certain fragmentarity and inconsistency and requires further weighted and step-by-step transformative phases in the educational system of Ukraine ensuring its correlation with the European educational standards and guaranteeing its quality. The interdisciplinary field of neurorobotics looks to neuroscience to overcome the limitations of modern robotics technology, to robotics to advance our understanding of the neural system’s inner workings, and to information technology to develop tools that support those complementary endeavours. The development of these technologies is still at an early stage, which makes them an ideal candidate for proactive and anticipatory ethical reflection. This article explains the current state of neurorobotics development within the Human Brain Project, originating from (...) a close collaboration between the scientific and technical experts who drive neurorobotics innovation, and the humanities and social sciences scholars who provide contextualising and reflective capabilities. This article discusses some of the ethical issues which can reasonably be expected. On this basis, the article explores possible gaps identified within this collaborative, ethical reflection that calls for attention to ensure that the development of neurorobotics is ethically sound and socially acceptable and desirable. Based on historical comparisons among master-pupil chains and other aspects of social networks among philosophers, some prmciples are suggested regarding long-term intellectual change. The higher the eminence ofphilosophers, the more tightly they are connected to mtergenerational chains of other eminent philosophers, and to horizontal circles of the intellectual community. Intellectual creativity proceeds through the contemporaneous development of rival positions, dividing up the available attention space in the intellectual community. Strong thought-communities, those that have strong external support for their (...) institutional base, subdivide to maximize internal distinctiveness; weakly supported thought-communities disappear or amalgamate by syncretism. External conditions thus affect the content of ideas indirectly by affecting the space available in the mternal field of the intellectual community. The content of philosophies, the degree of abstraction and self-conscious reflection upon intellectual operations, depends on how many generations intellectual networks maintain continuity under conditions of creative rivalry. New positions are produced by competitive appropriation of prior ideas and by negation of preexisting positions along the lines of greatest organizational rivalry. (shrink)

The interrelations of science and technology as an object of study seem to have drawn the attention of a number of disciplines: the history of both science and technology, sociology, economics and economic history, and even the philosophy of science. The question that comes to mind is whether the phenomenon itself is new or if advances in the disciplines involved account for this novel interest, or, in fact, if both are intercon nected. When the editors set out to (...) plan this volume, their more or less explicit conviction was that the relationship of science and technology did reveal a new configuration and that the disciplines concerned with 1tS analysis failed at least in part to deal with the change because of conceptual and methodological preconceptions. To say this does not imply a verdict on the insufficiency of one and the superiority of any other one disciplinary approach. Rather, the situation is much more complex. In economics, for example, the interest in the relationship between science and technology is deeply influenced by the theoretical problem of accounting for the factors of economic growth. The primary concern is with technology and the problem is whether the market induces technological advances or whether they induce new demands that explain the subsequent diffusion of new technologies. Science is generally considered to be an exogenous factor not directly subject to market forces and, therefore, appears to be of no interest. (shrink)

When Bloor's Knowledge and Social Imagery was first published in 1976, it was not the first time that a “strong programme” in the sociology of knowledge was treated to a hostile reception by philosophers. But never before has such a dialectically unproductive encounter with philosophers led to such a methodologically fruitful response, for, when an array of positivist, historicist, Popperian, and realist philosophers argued against Bloor and his Edinburgh colleagues that normative accounts of scientific rationality could not be refuted (...) by empirical accounts of what scientists do, an entire line of research was launched that sought to explain science without having to make reference to the philosophers' cherished norms. This is the field now known as Science and Technology Studies. Although STS is normally taken to be intellectually centered in sociology, its main practitioners are just as likely to have been drawn from philosophy and the natural sciences as from the social sciences proper. The unmistakable mark of Bloor's influence is that, unlike the sociology of science most recognizable to sociologists, the STS practitioner is committed to studying science in the same spirit of analytic detachment and epistemic neutrality as she would any other aspect of society. In practice, this has amounted to a preference for methods that incorporate “ethnographic distance”, although in recent years theoretical debate has increasingly focused on the appropriate attitude that STS practitioners should adopt toward science, given their findings to date. This examination sheds light on the role intuitive knowledge plays during the 4th and 5th stages. When modern technology becomes universal and detaches itself from culture, this intuitive knowledge changes. This accounts for the loss of technologies that were socially appropriate and environmentally sustainable.

Ultimately, this affects the natural interplay between privacy, personal identity and identification. This book investigates that interplay from a systemic, socio-technical perspective by combining research from the social and computer sciences. It sheds light on the basic functions of privacy, their relation to identity, and how they alter with digital identification practices. The analysis reveals a general privacy control dilemma of (digital) identification shaped by several interrelated socio-political, economic and technical factors. Raising awareness of the environmental impact of energy generation and consumption has been a recent concern of contemporary society worldwide. Underlying the awareness of energy consumption is an intricate network of perception and social interaction that can be mediated by technology. In this paper we argue that issues regarding energy, environment and technology are very much situated and involve tensions of sociocultural nature. This exploratory investigation addresses the subject by introducing the design of a Socially-inspired Energy Eco-Feedback (...) Technology, which is composed of an interactive system to trigger and mediate collective savings and a tangible device as a public feedback. Results of an evaluation situated in the context of a school in a socially disadvantaged area in Brazil are discussed, shedding light on the sociocultural aspects related to the subject. The role of the SEET to motivate energy awareness collectively among the social group is assessed, as well as the design characteristics that contributed to that. Outcomes bring to light social aspects and dynamics that would hardly have been predicted, evidencing critical factors related to a socially inspired design approach in the energy awareness domain. Social appropriateness is an important topic – both in the human-human interaction (HHI), and in the human-machine interaction (HMI) context. As sociosensitive and socioactive assistance systems advance, the question arises whether a machine’s behavior should include considerations regarding social appropriateness. However, the concept of social appropriateness is difficult to define, as it is determined by multiple aspects. Thus, to date, a unified perspective, encompassing and combining multidisciplinary findings, is missing. When translating results from HHI to HMI, (...) it remains unclear whether such insights into the dynamics of social appropriateness between humans may in fact apply to sociosensitive and socioactive assistance systems. To shed light on this matter, we propose the Five Factor Model of Social Appropriateness (FASA) which provides a multidisciplinary perspective on the notion of social appropriateness and its implementation into technical systems. Finally, we offer reflections on the applicability and ethics of the FASA Model, highlighting both strengths and limitations of the framework. (shrink)

La scalabilità è una proprietà desiderabile di sistemi informatici associata a metriche di performance. Più precisamente, un sistema è definito scalabile quando riesce a gestire, senza calo di prestazioni, un numero crescente di elementi, processi, quantità di lavoro e/o quando può essere espanso a piacimento. Progettare un sistema scalabile garantisce un’ottimizzazione dei costi e delle prestazioni, e della produttività di un’azienda. Questi scopi sono stati perseguiti, dagli anni Ottanta, attraverso numerosi studi sulla scalabilità, che sono stati sviluppati in un ambito (...) esclusivamente tecnologico. Tuttavia, negli ultimi anni è sorto il bisogno di estendere la tradizionale prospettiva tecnologica della scalabilità perché troppo limitata considerata al di fuori delle organizzazioni e applicata alle situazioni di uso quotidiano delle nuove tecnologie. Per esempio, le rubriche dei telefonini sono tecnicamente scalabili: grazie alla funzione di ricerca, essi offrono un accesso immediato alle informazioni indipendentemente dal numero dei contatti memorizzati. Inoltre, il supporto di memorie digitali esterne molto capienti permette di inserire un numero pressoché illimitato di contatti. Le versioni più avanzate delle rubriche degli smartphones sono integrate anche con i social network come Facebook. Dal punto di vista cognitivo, negli utenti si crea un’illusione di essere in grado di gestire efficacemente reti sociali sempre più estese e ricche di contenuti. In realtà, vari studi hanno dimostrato che esistono dei limiti alla gestione di relazioni sociali rilevanti, quali il famoso numero di Dunbar. Pertanto, la prospettiva tecnologica sulla scalabilità è limitata nel senso che essa riesce a descrivere solo la performance di un sistema informatico, ma non ne spiega l’impatto su performance cognitiva e sociale. Un approccio alternativo potrebbe essere basato sul presupposto che la scalabilità è una proprietà importante non solo per computer e reti informatiche, ma anche per esseri umani e reti sociali. La comprensione della correlazione fra scalabilità tecnologica e umana, renderebbe possibile migliorare il design delle tecnologie per uso quotidiano. Per esempio, le rubriche dei telefonini, come anche i siti di social network, potrebbero ottimizzare l’accesso ai contenuti in base al significato delle relazioni sociali e della situazione nella quale sono considerate. Si può ipotizzare che la comprensione della scalabilità, sia umana sia tecnologica, possa permettere di migliorare la performance dell’azione individuale e/o collettiva. Socionics, un programma interdisciplinare di ricerca che integra sociologica e informatica, offre la possibilità di estendere la definizione di scalabilità anche ai sistemi sociali. Al contrario della prospettiva tradizionale della scalabilità, che è incentrata sull’aspetto quantitativo, Socionics pone al centro dell’analisi il problema da risolvere, che è analizzato sia dal punto di vista quantitativo sia da quello qualitativo . Grazie a Socionics, nell’articolo sono introdotti i concetti di scalabilità cognitiva e scalabilità sociale, che descrivono la capacità di gestire elegantemente a livello individuale o collettivo quantità crescenti di lavoro, e/o adattarsi alla loro complessità crescente. Il processo di valutazione della scalabilità cognitiva e sociale di un problema si compone di tre fasi: la prima riguarda la definizione del contesto dell’attività a cui il problema è associato. Questo richiede di specificare gli attori coinvolti, le risorse disponibili e i compiti che essi stanno svolgendo, individualmente o in gruppo. La seconda fase si propone di identificare i bisogni legati al contesto, che servono a capire in che misura il sistema è riuscito a soddisfare il bisogno, ovvero a misurare la performance. Nella terza e ultima fase si considera la funzione delle ICT nella risoluzione del problema, al fine di capire se le ICT abbiano alleviato, accentuato o rimosso eventuali limitazioni cognitive e/o sociali. Lo stesso problema è scalabile da un punto di vista cognitivo e/o sociale se esso è risolto in modo efficace al variare dei suoi elementi quantitativi e qualitativi. Per una prima valutazione dell’approccio, è discusso il problema della coordinazione sociale tramite telefonini, che non è ridotto semplicemente al numero di persone che i telefonini riescono a mobilizzare, ma anche alla qualità e impatto della loro performance. In conclusione, i concetti di scalabilità cognitiva e sociale offrono l’opportunità di informare la progettazione e favorire l’adozione di ICT grazie alla comprensione di come gli aspetti di scalabilità tecnologica influiscano sulla performance individuale e collettiva, e viceversa.Scalability has been for long time presented as a desirable property of a networked computer system associated to measure of its performance. As information and communication technologies become ubiquitous, a need of describing scalability also from a human perspective has emerged. Indeed, technical scalability only describes the performance of a computer system, but it does not explain anything about its impact on cognitive and social performance. Without acknowledging that technical scalability does not imply human scalability, there is the risk of not realizing the full potential of ICT in the everyday life. By adopting the Socionics approach, we extend the technical view of scalability with two additional concepts, namely cognitive and social scalability. These concepts describe the capacity to process individually or collectively growing volumes of work gracefully, and/or to adjust to their increasing complexity. The notion of social scalability is then evaluated in the activity-context of social coordination through mobile devices. We conclude that by improving our understanding of scalability issues, we may positively inform the design and use of ICT not only from the viewpoint of technical performance, but also for that of individual and collective performance. On the personal level, the book deals with problems such as the role of professional codes and the fact that engineers must cope with flexibility, shorter lines of decision and erosion of the boundaries between private and professional life. On the meso level, the book deals with different aspects of decision making in the context of business organizations, such as quality management, technology assessment procedures, business ethics committees etc... On the macro level, the authors focus on the power of technology. Infinite scroll as a digital technology feature was introduced in 2006 and instantly gained momentum in a variety of platforms. The efficient and engaging technology experience brought by infinite scroll aligns well with the French sociologist Jacques Ellul’s concept of technique. Ellul does not perceive technique as technology, instead, he views it as a phenomenon of efficiency, permeating the societal, political and economic fields of human activity. By applying the characteristics of Ellul’s technique to the infinite scroll (...) feature within social media, this paper uncovers insights into how it aligns with Ellul’s concept. In such a way, the Ellulian perspective allows an understanding of infinite scroll as part of a broader sociotechnical phenomenon. The article does not aim to spread a negative approach towards technology but rather to provide another perspective upon which digital technology might be analysed. (shrink)
