Some mental states seem to be "of" or "about" things, or to "say" something. For example, a thought might represent that grass is green, and a visual experience might represent a blue cup. This is intentionality. The aim of this book is to explain this phenomenon. -/- Once we understand intentionality as a phenomenon to be explained, rather than a posit in a theory explaining something else, we can see that there are glaring empirical and in principle difficulties with currently (...) popular tracking and functional role theories of intentionality, which aim to account for intentionality in terms of tracking relations and functional roles. -/- This book develops an alternative theory, the phenomenal intentionality theory (PIT), on which the source of intentionality is none other than phenomenal consciousness, the subjective, felt, or qualitative aspect of mental life. While PIT avoids the problems that plague tracking and functional role theories, it faces its own challenges in accounting for the rich and complex contents of thoughts and the contents of nonconscious states. In responding to these challenges, this book proposes a novel version of PIT, on which all intentionality is phenomenal intentionality, though we in some sense represent many non-phenomenal contents by ascribing them to ourselves. This book further argues that phenomenal consciousness is an intrinsic feature of mental life, resulting in a view that is radically internalistic in spirit: Our phenomenally represented contents are literally in our heads, and any non-phenomenal contents we in some sense represent are expressly targeted by us. It is a live possibility that certain of our experiences reliably misrepresent the world around us. I argue that tracking theories of mental representation have difficulty allowing for this possibility, and that this is a major consideration against them.

The future of health research will be characterised by three continuing trends: rising demand for health data; increasing impracticability of obtaining specific consent for secondary research; and decreasing capacity to effectively anonymise data. In this context, governments, clinicians and the research community must demonstrate that they can be responsible stewards of health data. IRBs and RECs sit at heart of this process because in many jurisdictions they have the capacity to grant consent waivers when research is judged to be of (...) particular value. However, several different terms are used to refer to this value, indicating a lack of conceptual clarity regarding the appropriate test for access to health data for research without consent. In this paper we do three things. First we describe the current confusion and instability in terminology relating to public interest in the context of consent waivers. Second we argue for harmonisation of terminology on the grounds of clarity, transparency and consistency. Third we argue that the term ‘public interest’ best reflects the normative work required to justify consent waivers because it is the broadest of the competing terms. ‘Public interest’ contains within its scope positive and negative implications of a study, as well as welfare, justice and rights considerations. In making this argument, we explain the normative basis for consent waivers, and provide a starting place for further discussion about the precise conditions in which a given study can be said to advance the public interest. David Papineau’s _The Metaphysics of Sensory Experience_ is deep, insightful, refreshingly brisk, and very readable. In it, Papineau argues that sensory experiences are intrinsic and non-relational states of subjects; that they do not essentially involve relations to worldly facts, properties, or other items (though they do happen to correlate with worldly items); and that they do not have truth conditions simply in virtue of their conscious (i.e., phenomenal) features. I am in enthusiastic agreement with the picture as described so far. (...) But Papineau also argues that sensory experiences are in no interesting sense essentially representational and that what is responsible for their truth conditions is their correlations with the environment. Here, I disagree. Indeed, I think Papineau does not follow his arguments to their proper conclusions. For if sensory experiences are intrinsic, non-relational, and only contingently correlated with worldly conditions (as Papineau and I agree they are), then the phenomenal features of sensory states are representational in an important sense: they constitute what we think, perceptually experience, or otherwise entertain, making up how things seem to us from a first-person perspective. Because of this, the truth conditions of perceptual experiences cannot be entirely independent of their phenomenal features. They cannot merely be a matter of environmental correlations. If we follow Papineau’s arguments to their proper conclusions, we end up with a view much closer to a version of representationalism that Papineau dismisses, a view he calls “pure phenomenal intentionalism”. Over the past few decades, the dominant approach to explaining intentionality has been a naturalistic approach, one appealing only to non-mental ingredients condoned by the natural sciences. Karen Neander’s A Mark of the Mental (2017) is the latest installment in the naturalist project, proposing a detailed and systematic theory of intentionality that combines aspects of several naturalistic approaches, invoking causal relations, teleological functions, and relations of second-order similarity. In this paper, we consider the case of perceptual representations of colors, which (...) is a challenging case for Neander’s theory. This case will brings out a general methodological concern with Neander’s and other naturalistic theories: these theories generally rest on the assumption that the mental intentionality we are acquainted with in everyday life—the phenomenon exhibited by desires for cups of coffee, perceptual experiences of dogs playing in yards, and thoughts about the weather—is the very same kind of phenomenon that cognitive science studies under labels such as “mental representation” and, in some cases, “information processing.” This assumption is dubious, as the case of Neander’s theory illustrates. Propositionalism is the view that all intentional states are propositional states, which are states with a propositional content, while objectualism is the view that at least some intentional states are objectual states, which are states with objectual contents, such as objects, properties, and kinds. This paper argues that there are two distinct ways of understanding propositionalism and objectualism: (1) as views about the deep nature of the contents of intentional states, and (2) as views about the superficial character of the (...) contents of intentional states. I argue that we should understand the views in the second way. I also argue that the propositionalism debate is fairly independent from debates over the deep nature of intentionality, and that this has implications for arguments for propositionalism and objectualism from claims about the nature of intentional content. I close with a short discussion of how related points apply to the debate over singular content. (shrink)

Throughout March and April 2020, debate raged about how best to allocate limited intensive care unit resources in the face of a growing COVID-19 pandemic. The debate was dominated by utility-based arguments for saving the most lives or life-years. These arguments were tempered by equity-based concerns that triage based solely on prognosis would exacerbate existing health inequities, leaving disadvantaged patients worse off. Central to this debate was the assumption that ICU admission is a valuable but scarce resource in the pandemic (...) context.In this paper, we argue that the concern about achieving equity in ICU triage is problematic for two reasons. First, ICU can be futile and prolong or exacerbate suffering rather than ameliorate it. This may be especially true in patients with COVID-19 with emerging data showing that most who receive access to a ventilator will still die. There is no value in admitting patients with poor prognostic indicators to ICU to meet an equity target when intensive critical care is contrary to their best interests. Second, the focus on ICU admission shifts focus away from important aspects of COVID-19 care where there is greater opportunity for mitigating suffering and enhancing equitable care.We propose that the focus on equity concerns during the pandemic should broaden to include providing all people who need it with access to the highest possible standard of end-of-life care. This requires attention to culturally safe care in the following interlinked areas: palliative care, communication and decision support and advanced care planning. (shrink)

The most pressing worry for panpsychism is arguably the combination problem, the problem of intelligibly explaining how the experiences of microphysical entities combine to form the experiences of macrophysical entities such as ourselves. This chapter argues that the combination problem is similar in kind to other problems of mental combination that are problems for everyone: the problem of phenomenal unity, the problem of mental structure, and the problem of new quality spaces. The ubiquity of combination problems suggests the ignorance hypothesis, (...) the hypothesis that we are ignorant of certain key facts about mental combination, which allows the panpsychist to avoid certain objections based on the combination problem. This paper argues that there are two distinct kinds of senses, immediate senses and reflective senses. Immediate senses are what we are immediately aware of when we are in an intentional mental state, while reflective senses are what we understand of an intentional mental state's (putative) referent upon reflection. I suggest an account of immediate and reflective senses that is based on the phenomenal intentionality theory, a theory of intentionality in terms of phenomenal consciousness. My focus is on the immediate (...) and reflective senses of thoughts and the concepts they involve, but it also applies to other mental instances of intentionality. (shrink)

Moods are sometimes thought to be counter-examples to intentionalism, the view that a mental state’s phenomenal features are exhausted by its representational features. The problem is that moods are accompanied by phenomenal experiences that do not seem to be adequately accounted for by any of their plausibly represented contents. This paper develops and defends an intentionalist view of the phenomenal character of moods on which moods represent intentional objects as having sui generis affective properties that are not bound to any (...) objects. This chapter argues that olfactory experiences represent either everyday objects or ad hoc olfactory objects as having primitive olfactory properties, which happen to be uninstantiated. On this picture, olfactory experiences reliably misrepresent: they falsely represent everyday objects or ad hoc objects as having properties they do not have, and they misrepresent in the same way on multiple occasions. One might worry that this view is incompatible with the plausible claim that olfactory experiences at least sometimes justify true beliefs about the (...) world. This chapter argues that there is no such incompatibility. Since olfactory experiences reliably misrepresent, they can lead to true and justified beliefs about putatively smelly objects. (shrink)

William Lycan is a notable early proponent of representationalism, which is, roughly, the view that a mental state's phenomenal features are nothing over and above its representational features (perhaps in addition to some further ingredients). Representationalism faces a challenge in accounting for perspectival experiences, which are, roughly, experiences that arise from our occupying a particular real or perceived perspective on the world. This paper presents representationalism, situating Lycan's version of representationalism within the representationalist landscape, and describes the challenge from perspectival (...) experiences. It considers three different representationalist treatments of perspectival experiences: the Layered View, which is developed by Lycan; the Relational Properties View, which Lycan eventually comes to endorse; and the Naive View, which, I will argue, combines elements from both views to achieve the best overall view. According to Lynne Rudder Baker’s Practical Realism, we know that we have beliefs, desires, and other propositional attitudes independent of any scientific investigation. Propositional attitudes are an indispensable part of our everyday conception of the world and not in need of scientific validation. This paper asks what is the nature of the attitudes such that we may know them so well from a commonsense perspective. I argue for a self-ascriptivist view, on which we have propositional attitudes in virtue of ascribing (...) them to ourselves. On this view, propositional attitudes are derived representational states, deriving their contents and their attitude types from our self-ascriptions. (shrink)

Philip Woodward's review of The Phenomenal Basis of Intentionality (PBI) raises objections to the specific version of the phenomenal intentionality theory proposed in PBI, especially to identity PIT, representationalism, the picture of derived mental representation, some tentative proposals regarding intentional structure, and the matching theory of truth and reference. In this reply, I argue that the version of PIT defended in PBI can withstand these objections.

Perceptual experiences seem to in some sense have singular contents. For example, a perceptual experience of a dog as fluffy seems to represent some particular dog as being fluffy. There are important phenomenological, intuitive, and semantic considerations for thinking that perceptual experiences represent singular contents, but there are also important phenomenological, epistemic, and metaphysical considerations for thinking that they do not. This paper proposes a two-tier picture of the content of singular perceptual experiences that is based on phenomenal intentionality theories (...) of intentionality combined with self-ascriptivism about derived representation, a combination of views that allows mental states to have two types of contents: phenomenal contents and derived contents. On the proposed picture, singular perceptual experiences represent singular phenomenal contents, which do not involve worldly objects, as well as singular derived contents, which do involve worldly objects. This picture accommodates and reconciles the considerations for and against thinking that perceptual experiences have singular contents. (shrink)

In their response to ‘Public interest in health data research: laying out the conceptual groundwork’, Grewal and Newson critique us for inattention to the law and putting forward an impracticably broad conceptual understanding of public interest. While we agree more work is needed to generate a workable framework for Institutional Review Boards/Research Ethics Committees, we would contend that this should be grounded on a broad conception of public interest. This broadness facilitates regulatory agility, and is already reflected by some current (...) frameworks such as that found in the guidelines approved under Australia’s Privacy Act. It remains unclear which elements of our broad account Grewal and Newson would reject, or indeed where the substantive disagreement with our position lies. (shrink)

There is increasing global pressure to ensure that pregnant women are responsibly and safely included in clinical research in order to improve the evidence base that underpins healthcare delivery during pregnancy. One supposed barrier to inclusion is the assumption that pregnant women will be reluctant to participate in research. There is however very little empirical research investigating the views of pregnant women. Their perspective on the benefits, burdens and risks of research is a crucial component to ensuring effective recruitment. The (...) Research In Pregnancy Ethics study set out to ascertain the views of pregnant women about research participation using an inductive thematic analysis. We conducted semi-structured interviews with 20 women who had participated in a double-blind randomised placebo controlled trial in Wellington while pregnant. Our results show that at least some pregnant women recognise the value and importance of research during pregnancy. The women we interviewed were deeply invested in the research process and outcomes. Key motivations for participating were altruism, playing a valuable civic role and the importance of research. The main perceived burdens related to inconvenience and time commitment. For some women, possible randomization to the placebo arm was regarded as a burden or disadvantage. (shrink)

We distinguish between different problems of “aboutness”: the “hard” problem of explaining the everyday phenomenon of intentionality and three less challenging “easy” sets of problems concerning the posits of folk psychology, the notions of representation invoked in the mind‐brain sciences, and the intensionality (with an “s”) of mental language. The problem of intentionality is especially hard in that, as is the case with the hard problem of phenomenal consciousness, there is no clear path to a solution using current methods. We (...) argue that naturalistic theories of mental representation do not address the hard problem—either they are only intended to address the easy problems, or the claims they make help address the problem of intentionality only under undefended and prima facie implausible assumptions to the effect that the hard problem reduces to some combination of the easy problems. Biotechnology might contribute to solving food safety and security challenges. However, gene technology has been under public scrutiny, linked to the framing of the media and public discourse. The study aims to investigate people’s perceptions and acceptance of food biotechnology with focus on transgenic genetic modification versus genome editing. An online experiment was conducted with participants from the United Kingdom and Switzerland. The participants were presented with the topic of food biotechnology and more specifically with experimentally varied vignettes on transgenic (...) and genetic modification and genome editing. The results suggest that participants from both countries express higher levels of acceptance for genome editing compared to transgenic genetic modification. The general and personal acceptance of these technologies depend largely on whether the participants believe the application is beneficial, how they perceive scientific uncertainty, and the country they reside in. Our findings suggest that future communication about gene technology should focus more on discussing trade-offs between using an agricultural technologies and tangible and relevant benefits, instead of a unidimensional focus on risk and safety. As the demand for human eggs for stem cell research increases, debate about appropriate standards for recruitment and compensation of women intensifies. In the majority of cases, the source of eggs for research is women undergoing fertility treatment requiring ovarian stimulation and egg retrieval. The principle of “just participant selection” requires that research subjects be selected from the population that stands to benefit from the research. Based on this principle, infertile women should be actively recruited to donate eggs for fertility-related (...) research only. It is unethical to exclusively or predominantly recruit infertile women to donate eggs for stem cell research that concerns general medical conditions. It is preferable to recruit women from the general population to donate eggs for such research, and these women should be viewed as healthy volunteers. To avoid exploitation, these donors should receive compensation for both the direct and indirect costs associated with their donation. (shrink)

A decade of advocacy for the inclusion of pregnant women in the clinical research agenda is starting to pay off. In September, the United States Task Force on Research Specific to Pregnant Women and Lactating Women issued its advice to the secretary of Health and Human Services on addressing gaps in knowledge and research on safe and effective therapies for pregnant women and lactating women. The task force is pushing for major reforms. If its recommendations are taken up, we can (...) anticipate a significant shift in pregnancy research in the United States. This target article considers the ethical implications of providing prenatal diagnosis and antenatal screening services to detect fetal abnormalities in jurisdictions that prohibit abortion for these conditions. This unusual health policy context is common in the Latin American region. Congenital conditions are often untreated or under-treated in developing countries due to limited health resources, leading many women/couples to prefer termination of affected pregnancies. Three potential harms derive from the provision of PND in the absence of legal and safe abortion for (...) these conditions: psychological distress, unjust distribution of burdens between socio-economic classes, and financial burdens for families and society. We present Iran as a comparative case study where recognition of these ethical issues has led to the liberalization of abortion laws for fetuses with thalassemia. We argue that physicians, geneticists and policymakers have an ethical and professional duty of care to advocate for change in order to ameliorate these harms. (shrink)

En este artículo se analiza la importancia del trabajo textil realizado por las mujeres en la Grecia antigua. Se presentarán algunos pasajes homéricos para guiar el reconocimiento del concepto de unas manos pensantes en el que una actividad teórico-práctica es capaz de transmitir poderosos mensajes no hablados desde la vulnerabilidad de lo femenino que, al contrario de lo que tradicionalmente podría pensarse, tienen una dimensión política. Para ello se procederá en tres apartados. En el primero, se indicará el modo en (...) que el trabajo manual puede ser comprendido como ejercicio intelectual en el mundo griego; en el segundo, se revisará cómo el tejido se entiende desde lo humano y la manera en la que Atenea es símbolo de la textilidad que reviste a lo humano, y en el tercero se afirma que la práctica del tejido es una forma idónea de reivindicación de la figura femenina. Die Wildtierethik beschäftigt sich mit der Frage, ob moralische Akteure empfindungsfähigen wildlebenden Tieren aus ethischer Sicht positive Pflichten in der Form von Rettungs-, Hilfs- und Unterstützungspflichten schulden, und falls ja, was diese Pflichten genau beinhalten. Haben wir die Verpflichtung, Wildtiere aus Naturkatastrophen wie Buschfeuern und aus den Fängen von Raubtieren zu retten? Sollen wir die Lebensqualität wilder Tiere beispielsweise durch Impfungen verbessern? Oder haben diese das Recht auf ein Leben frei jeglicher menschlicher Einmischung?In der Literatur finden sich verschiedene Vorschläge, was (...) man unter einem ›Wildtier‹ verstehen soll. Ortsorientierten Definitionen zufolge leben Wildtiere in von Menschen unberührten Gebieten. Nicht-domestizierte Tiere, welche sich in Städten wiederfinden, wie beispielsweise migrierende Vögel, Waschbären oder Füchse, fallen diesem Verständnis zufolge nicht in die Gruppe der Wildtiere. Dispositionelle Definitionen beziehen sich auf das Verhalten von Tieren. Wildtiere sind demzufolge Tiere, welche nicht gezähmt sind. Hunde und Hähne, welche vom Menschen gezielt mit unkontrollierbaren und aggressiven Charakterzügen gezüchtet wurden, zählen somit zu den Wildtieren. Konstitutiven Definitionen zufolge sind Wildtiere nicht-domestizierte Tiere, also Tiere, in deren Physiologie und Wesensart nicht durch Züchtung eingegriffen wurde und welche nicht vom Menschen abhängig sind. Die meisten Autorinnen und Autoren beziehen sich auf letztere Definition wenn sie von Wildtieren sprechen. (shrink)

A noção de “interesse público” parece ter uma tradição antiga e profícua nos estudos políticos, em particular nas pesquisas sobre mídia, comunicação e política. No entanto, parece haver um aparente paradoxo entre a própria noção de “interesse” e a ideia de algo “público”: como uma ação ou decisão política pode contemplar a miríade de interesses de grupos e indivíduos diversos? Este artigo delineia alguns aspectos da noção de “interesse” no debate atual sobre comunicação política. Com base em uma pesquisa bibliográfica, (...) este artigo argumenta que, nas últimas décadas, as principais obras sobre o tema têm dedicado menos espaço à noção de 'interesse público' como uma entidade única em favor de uma visão mais nuançada e identitária cultural, noção que contempla a pluralidade de uma esfera pública repleta de novas formas de ativismo e demandas coletivas por espaço, igualdade e visibilidade. Background eHealth was widely used during the COVID-19 pandemic. Much attention was given to the technical aspects of eHealth, such as infrastructure and cost, while the soft skill of compassion remained underexplored. The wide belief in compassionate care is more compatible with in-person interactions but difficult to deliver via e-platforms where personal and environmental clues were lacking urges studying this topic. Purpose to explore the experience of delivering compassionate care via an eHealth platform among healthcare professionals working to contain the (...) COVID-19 pandemic. Methods A qualitative study design with an interpretative phenomenological analysis approach was used. Twenty healthcare professionals (fifteen nurses and five physicians) who provided care using technology platforms, such as telephone hotlines, mobile apps, and social media, were interviewed individually. Ethical considerations Permission to conduct the study was obtained from the Institutional Review Board. Results Participants stated that “eHealth enabled compassionate care during the pandemic” by ensuring patient care availability and accessibility. They shared experiences of “communicating compassionate care via eHealth” with suggestions of addressing patients’ needs with empathy, adopting a structured protocol to guide eHealth communication, and using more advanced visual-media methods to promote human-to-human interaction. They recommended “setting realistic mutual expectations” considering the limitations of eHealth in handling complex health situations and staffing shortages. Participants considered “low eHealth literacy hinders compassion.” Additionally, they recommended the need for “institutional/system-level support to foster compassionate care.” Conclusion Participants recognized the importance of integrating compassion into eHealth services. Promotion of compassionate care requires standardization of eHealth services with institutional and system-level support. This also includes preparing adequate staffing who can communicate compassionate care via eHealth, set realistic expectation, and adjust communication to eHealth literacy level while meeting the needs of their patients. This article examines Leon Kass's contention that a choice for physician-assisted suicide is “undignified.” Although Kass is Jewish rather than Christian, he argues for positions that most Christians share, and he argues for these positions without presupposing the truth of specific religious claims. I argue that although Kass has some important intuitions, he too readily assumes that these intuitions will be shared by his audience, and that this assumption diminishes the force of his argument. An examination of the limitations of (...) Kass's argument is helpful insofar as it illustrates the real challenge faced by religious believers who wish to defend their beliefs in the “public forum.” For it illustrates that what needs to be made “accessible” is the Judeo-Christian understanding of man and his place in the world. While I do not wish to claim that this task is impossible, I do think that it is far more difficult than most realize. Like all important tasks, however, unless we wrestle with the difficulties it raises, our arguments will strike many as unconvincing. (shrink)

This article argues that the Third Way’, as the ideological rationale for the New Labour Government in the UK, attempts to resolve the tensions around women and social policy confronted by the present Government. The Third Way addresses ‘women’ without ‘feminism’, in particular those floating women voters for whom feminism holds little attraction. But affluent, middle England, corporate women, though central to the popular imagination of the Daily Mail, and thus to Tony Blair, are in practice a tiny minority. New (...) Labour in office thus finds itself committed to reconciling the irreconcilable. It wants to see women as a social group move more fully into employment, and on this many feminists would agree. At the same time it wants to see through further transformations of the welfare state, along the lines set in motion by Mrs Thatcher. Inevitably this involves further cuts in spending and privatization of social insurance. The former principle is made more difficult by the latter policy. Recent feminist analysis indicates the scale of the needs of women to allow full and equal participation in work and in society. (shrink)

This article explores some of the key dynamics of the UK fashion sector as an example of a post-industrial, urban based, cultural economy comprising of a largely youthful female workforce. It argues that the small scale, independent activities which formed the backbone of the success of British fashion design as an internationally recognized phenomenon from the mid 1980s to the mid 1990s, represented a form of female self-generated work giving rise to collaborative possibilities and co-operation. However without an effective lobby (...) or association (despite the expansion of the fashion media) and under conditions of rapid individualization and in an increasingly harsh climate of neo-liberalization, this creative economy has been overtaken and virtually demolished by the joint forces of a re-vitalized high street fashion culture and the aggressive presence of corporate fashion (‘Prada-ization’). While the UK government celebrates the growth of the cultural economy, it also overlooks the processes making the livelihoods of its predominantly female workforce either untenable or else requiring de-specialization and ‘multi-tasking’. Questa viva "formazione di sé" ha condotto Edith Stein a una "donazione di sé", culminata nell'Olocausto. Il (...) Diario di Edith si sovrappone ai pensieri di Angela Ales Bello, in veste di narratrice d'eccezione. Con la sentita partecipazione della narratrice, e insieme mantenendo il distacco critico della studiosa, viene scoperta la storia di un'anima. My aim in this paper is to deal with E. Husserl’s and E. Stein’s analyses on the anthropological and metaphysical questions. To perform this task it is necessary to explain the meaning of the phenomenological method, first of all in Husserl and then in E. Stein, underscoring the novelty of their approach to the knowledge of human being, world and God. The essay is divided in four parts; two are dedicated to Husserl’s and Stein’s investigation on the human being and (...) two to their development of metaphysical themes. Regarding the first topic we discover a significant connection between the two thinkers, regarding the second one we notice that it is possible to find a metaphysical approach to reality even in Husserl and an original development of the theme in Stein’s analysis linked up with the medieval philosophy and theology. Il mio scopo in questo articolo è mettere d'accordo l'analisi sulle questioni antropologiche e metafisiche di E. Husserl ed E. Stein. Per realizzare questo compito è necessario spiegare il significato del metodo fenomenologico, prima di tutto in Husserl e poi in E. Stein, mettendo in luce la novità del suo approccio della conoscenza dell'essere umano, del mondo e di Dio. Il saggio è suddiviso in quattro parti; due sono dedicate all'investigazione dell'essere umano di Husserl e Stein e due allo sviluppo (...) dei loro temi metafisici. Leggendo il primo topico scopriamo una significante connessione tra i due pensatori; leggendo il secondo, notiamo che è possibile trovare un approccio metafisico della realtà persino in Husserl ed um originale sviluppo dei temi nell'analisi della Stein, collegandoli con la filosofia e la teologia medievale.
