All over Europe, the provision of healthcare services is widely considered a primary duty of the government. Universal access to medical care can be considered a basic ingredient of the so-called “European social model.” But if universal access to medical care is seldom questioned, European governments—faced with expanding costs caused by an increasing demand driven by an aging population and technology-driven improvements—are contemplating the possibility of “rationing”1 treatments, or the possibility of allowing a greater role for private suppliers. If a (...) “multi-tier” healthcare system has long been anathema to the European leadership, guaranteeing a uniform access to state-of-the-art care seems to be well beyond the means of states suffering from persisting debt crisis. Was the failure of state-controlled “adequate” healthcare totally unpredictable? Far-sighted criticisms had been offered by two eminent thinkers in the classical liberal tradition, Herbert Spencer and Friedrich A. von Hayek . Neither author is usually recognized as a forerunner of contemporary critics of the welfare state, and both investigated the issue of the state financing and providing health services well before or right after the establishment of national health services. With the benefit of hindsight, reading Spencer and Hayek helps us to understand how the crisis of state-supplied healthcare is not rooted in the mere progress of clinical technology, but is rather the logical consequence of the theoretical basis of the model itself. Whereas modern theorists of the welfare state tend to offer theories that are impervious to a critical appraisal of their unintended consequences—insofar as they are framed in a language of “rights”—both Hayek and Spencer understood that human systems are complex, and that unwanted effects of public policy should be taken into account. Although Spencer emphasized the moral hazards accruing from the paternalism involved in governmental provision of health services, Hayek explained how modern healthcare systems differ from real, private insurance designed to offer proper coverage against risks. These authors appreciated that the politicization of healthcare was bound to result in both standardization of care and disregard for the responsibility that comes with personal freedom. These two “diagnoses before the illness” can help us in defining the challenges and the potential solutions that healthcare systems face today. Understanding the fatal conceits inherent in the very architecture of national health services can be the first step toward healing our healthcare systems. (shrink)

The present paper is a continuation of a previous one by the same title, the content of which faced the issue concerning the relations of coreference and qualification in compliance with the Navya-Nyāya theoretical framework, although prompted by the Advaita-Vedānta enquiry regarding non-difference. In a complementary manner, by means of a formal analysis of equivalence, equality, and identity, this section closes the loop by assessing the extent to which non-difference, the main issue here, cannot be reduced to any of the (...) former. The following sections of this study will focus on the assessment of the eventual possibility of causation and transformation in non-difference. (shrink)

Desde la perspectiva de las ciencias jurídicas y, en particular, del derecho internacional ambiental, la presente intervención aborda la emergencia de un Derecho internacional contemporáneo y acude a las ideas del cosmopolitismo blando y la vertiente normativa del constitucionalismo global, como debates filosóficos-jurídicos que podrían cimentar un terreno fértil, un sustrato material, para incidir en las fuentes formales de creación de normas internacionales para enfrentar los problemas globales ambientales. En ese sentido, hace mención a la emergencia y reconocimiento del derecho (...) humano al ambiente sano y saludable como un derecho humano autónomo y exigible, desde su vertiente sustantiva y procesal, lo que puede vislumbrase como el embrión de una ciudadanía global ambiental. The Action-sentence Compatibility Effect is often taken as supporting the fundamental role of the motor system in understanding sentences that describe actions. This effect would be related to an internal “simulation,” i.e., the reactivation of past perceptual and motor experiences. However, it is not easy to establish whether this simulation predominantly involves spatial imagery or motor anticipation. In the classical ACE experiments, where a real motor response is required, the direction and motor representations are mixed. In order to disentangle spatial (...) and motor aspects involved in the ACE, we performed six experiments in different conditions, where the motor component was always reduced, asking participants to judge the sensibility of sentences by moving a mouse, thus requiring a purely spatial representation, compatible with nonmotor interpretations. In addition, our experiments had the purpose of taking into account the possible confusion of effects of practice and of compatibility. Also, in contrast to the usual paradigm, we included no-transfer filler sentences in the analysis. The ACE was not found in any experiment, a result that failed to support the idea that the ACE could be related to a simulation where spatial aspects rather than motor ones prevail. Strong practice effects were always found and were carved out from results. A surprising effect was that no-transfer sentences were processed much slower than others, perhaps revealing a sort of participants’ awareness of the structure of stimuli, i.e., their finding that some of them involved motion and others did not. The relevance of these outcomes for the embodiment theory is discussed. (shrink)

A alimentação é uma necessidade de todo o ser vivo, que só pode lutar contra a morte e crescer integrando no seu corpo elementos seleccionados do mundo exterior a que se chama alimentos. Como tantas outras necessidades vitais, a alimentação não pôde eximir-se à interferência religiosa, sob a forma de tabus e outros tipos de restrições, quer para evitar a infracção destas normas sob a forma de pecado, quer para tributar à divindade uma homenagem de latria sob a forma de (...) sacrifícios, quer ainda para compensar o prazer haurido da manducação. E assim se impuseram restrições alimentares e ritos, inicialmente sacrais, muitos dos quais subsistem sob formas de protocolo às vezes bem complicadas. Estas interdições versaram sobre certos tipos de alimentos considerados “impuros” e determinados troços do calendário considerados “de penitência”. Positional notation and related numerical manipulation techniques of Indian origin were introduced to Europe during the twelfth century through Arabic mediation and vividly described by Fibonacci as modus Indorum, the method of the Indians. This article aims to juxtapose Sanskrit and Latin texts to highlight the connections and differences between matrix and reflection in a complex cultural process of diffusion and assimilation. With reference to positional notation, this contribution examines a conceptual distinction between the graphical notion of position and a (...) logical-classificatory principle hitherto perhaps not fully recognized, although present in the texts of both traditions. The thesis of a consequent diagrammatic conception of positional notation in its origins, as a system of rules relating graphical position and order of magnitude, is also advanced. (shrink)

This essay attempts to offer some reflections on what it is that Jacques Derrida found uncomfortable in Martin Heidegger’s thought at the level of fundamental gestures. The region of disagreement is located in Derrida’s self-identification in a marrano register at an autographic level. This paper studies the notions of propriation and expropriation in Heidegger’s late texts and compares them to Derrida’s ‘uncanny propriation’ as a marrano notion. I offer four propositions regarding Derrida’s marranismo, which I align with Derrida’s proposal for (...) desecularization, tentatively described as a ‘messianic engagement with the khora’. I conclude with a proposal for the development of ontic models of marrano action that would antecede the theory/practice divide. (shrink)

Folk-economic beliefs may be regarded as “evidential fictions” that exploit the natural tendency of human cognition to organize itself in narrative form. Narrative counter-arguments are likely more effective than logical debunking. The challenge is to convey sound economic reasoning in narratively conspicuous forms – an opportunity for economics to rethink its role and agency in public discourse, in the spirit of its old classics.

El documento presenta la propuesta ecuatoriana como una política pública viable tanto desde el punto de vista nacional como internacional. Se analizan las razones de por qué no debe atarse esta iniciativa al mercado de carbono, y se proponen premisas para impulsar acuerdos políticos que tendrán como momento clave la reunión del Convenio de Cambio Climático en Copenhague. En el documento se proponen varias posibilidades y condiciones políticas y económicas para estructurar un fondo solidario a fin de hacer viable la (...) iniciativa de no explotación del crudo en el Parque Nacional Yasuní. Se destaca que la propuesta ha recibido ya el respaldo del Parlamente Alemán, y que está en la agenda de varios parlamentos y gobiernos a nivel internacional. (shrink)

Este ensayo recoge la discusión sobre la vigencia o el fracaso de “la gran teoría del desarrollo”, y tras descartar la simplificada última ‘gran teoría’ del neoliberalismo, muestra el paso desde la gran teoría a la multiplicación de teorías, donde muchos de los nuevos aportes planteados superan el economicismo. Tras la reflexión acerca de si será posible y realista intentar un desarrollo diferente a partir de la vigencia de los derechos humanos como base para una sociedad solidaria, dentro del capitalismo (...) propone la construcción de respuestas glocales en la búsqueda de un nuevo régimen social de acumulación y participación. El artículo provee una interpretación de la actual crisis financiera como parte de una crisis económica que tiene una serie de facetas sincronizadas, -amén de lo financiero, en lo ambiental, lo energético, lo alimentario- eventuales antesalas de una profunda y prolongada crisis civilizatoria. Plantea la necesidad de no reducir la atención sólo a los temas coyunturales y de diseñar una estrategia que permita sentar las bases estructurales para el cambio, aprovechando las actuales dificultades coyunturales y las debilidades relativas de los (...) centros de poder mundial. Presenta tres propuestas que apuntan hacia la construcción de un nuevo y mejor sistema económico internacional, pilares sobre los cuales se puede empezar a diseñar un nuevo sistema financiero y monetario mundial: un Código Financiero Internacional; un Banco Central Mundial, y un Tribunal Internacional de Arbitraje de Deuda Soberana. Plantea la necesidad de repensar íntegramente la Organización Mundial de Comercio (OMC), así como la creación de una Organización Mundial de Medio Ambiente y del Cambio Climático y dar paso a la Declaración Universal de los Derechos de la Naturaleza, tal como lo hizo la Asamblea Constituyente del Ecuador. El objeto de esta estrategia que apenas se esboza, es el Buen Vivir de la población. (shrink)
