Although knowledge of torture and physical and psychological abuse was widespread at both the Guantanamo Bay detention facility and Abu Ghraib prison in Iraq, and known to medical personnel, there was no official report before the January 2004 Army investigation of military health personnel reporting abuse, degradation, or signs of torture. Mounting information from many sources, including Pentagon documents, the International Committee of the Red Cross, Amnesty International, Human Rights Watch, etc., indicate that medical (...) personnel failed to maintain medical records, conduct routine medical examinations, provide proper care of disabled and injured detainees, accurately report illnesses and injuries, and falsified medical records and death certificates. Medical personnel and medical information was also used to design and implement psychologically and physically coercive interrogations. The United States military medical system failed to protect detainee's human rights, violated the basic principles of medical ethics and ignored the basic tenets of medical professionalism. (shrink)

The unspoken reason for the invitation to go on this unusual day trip was the bruising criticism the Bush administration has received for its use of (...) psychiatrists and psychologists in the interrogation of suspected terrorist detainees.1We disembarked from our Navy jet to find an island lush and green from recent storms. A small boat took us from the airfield to the naval hospital. From the boat there was no sign of Camp Delta, where the detainees are actually held. Nor was there a sign of prisons or barbed wire or the detention facility's 505 inmates.Our host was the commanding officer of Gitmo, Major General Jay W. Hood (an artillery officer by training), who had replaced Major General Geoffrey Miller, implicated in the "migration" of torture methods from Gitmo to Abu Ghraib. Dressed in fatigues, General Hood briefed us using PowerPoint. His intelligence director told us that interrogators have not used harsh "fear up" tactics—the ones designed to terrify—since 2003.We went by bus from the naval hospital to the 30-bed detainee hospital for quick briefings from a psychiatrist and a physician. Still, we were not permitted to see any detainees or hunger strikers, despite our requests. During our six hours on the ground, we had only a fleeting glimpse of a few detainees outside their cellblocks behind barbed wire and screened fences.Indeed, when I got home and saw the play "Guantánamo: Honor Bound to Defend Freedom," by Victoria Brittain and Gillian Slovo, I had the disquieting feeling that I had absorbed more about detainee life at the theater than I had from actually being at Gitmo. This only amplified my anxiety that what I had heard and seen during my VIP visit sidestepped the central moral issue of whether abuse is still occurring at Gitmo and whether health professionals are, or have been, a party to coercive interrogation. [End Page 199]The question that the Pentagon leadership has been focusing on, and which was a key subject of discussion during our day at Gitmo, is whether there is an ethical difference between using psychologists or psychiatrists on interrogation teams—what the Pentagon calls, "behavioral consultation teams," or BSCTs, pronounced "biscuit." Some in the Pentagon would like to have doctors and psychiatrists, who are bound by the Hippocratic teaching to "do no harm," be the clinicians treating detainees. Psychologists, who are not as bound by Hippocratic dicta, would consult with and advise interrogators. But this is a red herring. It is hair-splitting that detracts from the real issue of whether health professionals of any stripe can ethically be involved in interrogations that may involve coercive techniques or torture. The answer is clearly no. They should not be involved, directly or indirectly, in situations that may lead to the breach of confidential medical records; to torture or to cruel, inhumane, and degrading treatment; or to exploitation of fears or phobias. Mental health professionals simply should not be collaborating with interrogators in inflicting psychological torture.Hood said that "rapport building" was the preferred and an effective interrogation technique, but that is no guarantee that rougher tactics will not be used. The fact is that there is enormous pressure on the people at Guantánamo Bay to get good intelligence for the war on terror, and it is as easy for behavioral scientists as it is for interrogators to compromise their moral standards. Abstract This paper explores brutality and torture in the history of British counter-insurgency campaigns. Taking as a pretext the British government's announcement in January 2012 to scrap a judicial review into the rendition and torture of UK citizens at Guantanamo Bay by American intelligence operatives with the complicity of British intelligence agencies, the paper posits that the actions this review was supposed to evaluate are not restricted to counter-terrorism. By examining the historical usage of interrogation methods by the (...) British in counter-insurgency campaigns against suspected IRA members in the first decade of the ?Troubles? in Northern Ireland, this article builds a wider frame of reference for the recent controversies surrounding the treatment of detainees during the British occupation of southern Iraq. Although the detention and interrogation of suspects in counter-insurgency campaigns is a necessary security measure, the oft-heralded British adherence to ?minimum force? is heavily mythologised given the prevalence of the brutal treatment of detainees. Considering the detrimental impact (in an ethical, legal and security context) that the existence of torture during detention and interrogation had in these cases, the article upholds an absolutist position on the prohibition of torture. The US has built the most extensive immigration detention system globally. Over the last three administrations, several organizations have noted a systemic failure in the provision of health care in detention centers, leading to the torture and death of immigrants. This essay develops the principle of the preferential option for the poor to examine the causes of deficient access to health care and solutions to overcome them. It analyzes the substandard health care in detention (...) class='Hi'>centers from the notion of structural violence and systematizes solutions of grassroots immigrant organizations from the idea of solidarity, understood here as a form of friendship with the poor that moves toward relational justice. Its goal is to build bridges between people so that the political will is generated to create policies to improve and enforce health care standards in detention centers and address the unjust foundations of immigration detention. The article critically considers the role of NGOs at the US naval base in Guantánamo Bay, Cuba. On the basis of observation of pre-trial hearings for the case against Khalid Sheik Mohammed et al.—those allegedly responsible for the September 11 attacks—the article analyses NGOs as trial monitors of the US military commissions set up to deal with ‘alien unprivileged enemy belligerents’. In spite of continued efforts by human rights NGOs and incremental improvements in the military commissions’ institutional arrangements (...) and practice, the article shows how NGOs have become so much a part of the everyday operation of justice at ‘Gitmo’ that they legitimate the military commissions’ claim to be delivering fair and transparent justice. Despite intensive work by human rights organizations to garner global condemnation of torture, in the years since the atrocities of Abu Ghraib and Guantanamo Bay were exposed, support in the United States for the use of torture has increased, and torture also attracts significant support in many other countries. This paper seeks to understand the affective work that the ‘ticking time bomb scenario’ and its imagined dramatization does in shaping how torture is understood. The literature (...) is replete with debates over whether the scenario distorts or accurately describes the actual circumstances in which decisions about torture occur, and the moral criteria that ought to be brought to the decision-making process. In describing the scenario as a “thought experiment,” however, these analyses obscure the work that this imagined scene does in shaping how people evaluate the use of torture – work that takes place at the affective and somatic levels. Induced into a process of racially inflected and affectively laden identifications and aversions, the paper suggests that the “subjects” of this thought experiment do very little thinking and thus fact-based or logical counter-arguments are of little use in shifting evaluations of torture. Rather, we need to understand the affective work that somatically grounded stories do in normalizing and inducing subjects to embrace torture. The paper is particularly interested in how imagined scenarios can be used to institute affects that freeze and immobilize, and how we might construct other narratives to encourage more dynamic and fluid forms of affective experience and identification. Exploring the link between narratives and more dynamic affects may offer more productive strategies for encouraging people to shift positions as they confront new evidence and encounter other experiences and bodies. Liberty and freedom are frequently invoked to justify political action. Presidents as diverse as Woodrow Wilson, Franklin Delano Roosevelt, John F. Kennedy, Ronald Reagan, and George W. Bush have built their policies on some version of these noble values. Yet in practice, idealist agendas often turn sour as they confront specific circumstances on the ground. Demonstrated by incidents at Abu Ghraib and Guantánamo Bay, the pursuit of liberty and freedom can lead to violence and repression, undermining our trust (...) in universal theories of liberalism, neoliberalism, and cosmopolitanism. Combining his passions for politics and geography, David Harvey charts a cosmopolitan order more appropriate to an emancipatory form of global governance. Political agendas tend to fail, he argues, because they ignore the complexities of geography. Incorporating geographical knowledge into the formation of social and political policy is therefore a necessary condition for genuine democracy. Harvey begins with an insightful critique of the political uses of freedom and liberty, especially during the George W. Bush administration. Then, through an ontological investigation into geography's foundational concepts—space, place, and environment—he radically reframes geographical knowledge as a basis for social theory and political action. As Harvey makes clear, the cosmopolitanism that emerges is rooted in human experience rather than illusory ideals and brings us closer to achieving the liberation we seek. (shrink)

Abuses at Abu Ghraib prison in Iraq confront us with the question of how seemingly ordinary soldiers could have perpetrated harms against prisoners. In this essay I argue that a Stoic approach to the virtues can provide a bulwark against the social and personal forces that can lead to abusive behavior. In part one, I discuss Abu Ghraib. In two, I examine social psychological explanations of how ordinary, apparently decent people are able to commit atrocities. In three, (...) I address a series of questions: why should we turn to ethics for help with these problems, and why, in particular, to Stoicism instead of other ethical theories, such as utilitarianism or Kantianism? Given the power of situations in influencing behavior, is a turn to character ethics a viable response to problems such as those at Abu Ghraib? I argue in part four that character formation drawing on Stoic values can provide soldiers with the inner resilience to resist the situational factors that press them to unwarranted aggression. Violations of ethical conductThis article is about torture, power and the breach of ethical conduct among military doctors, nurses and medics in the “War on Terror”. Violations of ethical conduct have been widely recounted in academic and non-academic journals and reports.1 This paper is also a call to international boards of doctors and nurses to intervene directly to stop abuses undertaken by US military healthcare providers under the guise of the War on Terror. With evidence growing that US military (...) and security services are actively engaged in the ill treatment, torture and deaths of suspects, details about the participation of healthcare professionals in such unlawful and unethical activities remain for the most part timidly accounted for. But according to current literature on this topic, there is increasing evidence that US doctors, nurses and medics have been complicit in torture and other unethical activities in Afghanistan, Iraq and Guantanamo Bay .2–4The US government has inadequately dealt with these facts. Senior officials in the Bush administration who have played a major part in conducting the War on Terror have been either promoted or asked to remain in their posts. More seriously, despite worldwide condemnation of the reality behind the photos, allegations of torture continue at Guantanamo Bay, Cuba.5 The graphic and appalling nature of several photographs are by no means the only evidence of abuses conducted by the US on its own territory and abroad. This essay presents some preliminary thoughts about the linkages between current human rights universalism and the practice of violence in the form of wars and interventions. I draw three parallels that may help us think about the current wars on terror and in Iraq. The first parallel concerns the progress of liberal universalist thought from the Enlightenment period in which a concern for rights coexisted with the justifications for imperialism. In the current era the succeeding line of universalist thought (...) is that of human rights which similarly coexists with the overt and tacit support for violence that deprives some humans of their lives.The second parallel concerns the use of national identity. In the imperial era, the justification for rights either given or withheld was closely linked to constructions of national identity. Similarly, today there is a resurgence of nationalist discourse in which the construction of U.S. national identity is used to justify the violence that is done against Iraqi citizens. This discourse which constructs the U.S. as ontologically civilized and the Iraqis as barbarians is used to justify the violence that is done to them.Finally, the last parallel concerns violence in general. During imperialism, the scrutiny for acts of violence was borne largely by the native. Because he was constructed as a barbarian, his violence was made far more obvious as further evidence of his lesser development. In the present circumstances, a similar scrutiny is borne by the Iraqi insurgent while the violence of the coalition forces remains veiled beneath euphemisms like collateral damage. The torture scandal at Abu-Ghraib presented an opportunity to reverse the gaze but because of its interpretation as an aberration that falls squarely outside the ``normal" and the failure to widen the debate to other violence, this opportunity was largely lost.These three parallels taken together suggest that the old liberal hegemonic order of imperialism with its conflicting narratives of rights and oppression has been carried forward and sublimated into a human rights regime. And human rights is now deployed to justify violence against ``human rights abusers." Because of this continuity, there is a need to create a new universalism born organically from the struggles of subordinated peoples that eliminates old-order imperialist justifications for the oppression of Others while claiming to support human rights. This article discusses the photographs of torture conducted by American soldiers in Iraq, at Abu Ghraib prison, with a focus on the novelty of the phenomenon in which the participants seek to produce a collective representation of themselves performing the act of torturing prisoners. If one considers that these activities were, in many respects, staged for the camera, it is possible to interpret these images of atrocities as belonging to the tradition of amateur photography, particularly pornography. The (...) publication of this material is of immense ethical and political significance, as it shows the hidden side of American values as exported to Iraq. Although the Abu Ghraib archives represent something which is inherently unspeakable, ineffable, the images are enough to reveal what otherwise would have been denied. This seems especially evident in light of the fact that recent wars have been conducted with an unprecedented degree of visual censorship and government manipulation. (shrink)

In this essay, I argue that the contemporary notion of law has been reduced to regulations and disciplinary codes that do not and cannot give meaning to our emotional lives and moral sensibilities. As a result, we have increasing numbers of what I call “abysmal individuals” who suffer from a split between law—broadly conceived as that which gives form and structure to social life—and personal embodied sensations of pain and pleasure. My attempt to understand the place of Abu Ghraib (...) within American culture leads to an analysis of our valorization of innocence and ignorance that not only becomes the grounds on which we morally (if not legally) excuse abusive behavior as “fun,” but also becomes part of the justification for condoning some forms of violence while condemning others. In addition, I argue that the distinction between legitimate and illegitimate violence trades on underlying assumptions about the relationship between culture and nature, technology and bodies, wherein bodies are imagined as natural and outside of the realm of law. Chittick succinctly analyzes the limitations of scientism in his preview of the ends of Islamic philosophy (especially pp. 34-37). One could not make a better argument for exploring the Real beyond appearances than Chittick does.As we look around ourselves in the wreckage of the world-abuse at Abu Ghraib prison, "ghost" prisoners at Guantanamo Bay, tens of thousands of refugees at Darfur-we may feel that the world could use more philosophy. Since traveling in our current direction is leading to spiritual bankruptcy in our souls, perhaps a solid spiritual understanding of the universe would help?The author's stated goals are to introduce the major themes of Islamic philosophy and to introduce the Persian philosopher Afdal al-Din Kashani in English translation. The book consists of two parts: part 1 an overview of Islamic philosophy and part 2 the writings of Baba Afdal. In part 1 Chittick moves from the particular to the general, here from Afdal al-Din Muhammad ibn Hasan Kashani (d. A.H. 610 / A.D. 1213-1214) to the perspective of Islamic philosophy and the perspectives of philosophy in general. Chittick sketches al-Kashani's life, moving from his tomb in Maraq, Iran, to recalling highlights of the philosopher's life. When one considers the near-contemporaries of al-Kashani they are so illustrious as to make one's head spin: Ibn Rushd, Ibn al-'Arabi, and Nasir al-Din Tusi. More than any other details, these scholars place al-Kashani in the intellectual major leagues. Chittick also mentions that al-Kashani believes in philosophy as a praxis, a way of life to be implemented as well as an exercise of reasoning. He sees philosophy as training the soul with the knowledge of the mind.Chapter 2 forms an excellent introduction to Islamic philosophy for the curious reader. He begins by nailing some of the current problems in studying Islamic thought. He mentions everything from considering the dogmas of religion beneath [End Page 180] study to the refusal to accept what philosophers say at face value. Basically it is our own prejudices and views that prevent us from being able to understand their perspectives. The specific issues of Islamic philosophers that Chittick discusses are understanding God, the meaning of prophecy, and the "Origin and Return"-how the world came to be and our return to God after death.Chittick also provides a much-needed antidote to the tendency of many modern scholars to over-Hellenize Islamic philosophy, while at the same time, failing to refer to either the Qur'an or Islamic civil society. He locates the problem with modern thought in an inability to grasp any notion that refers to quality rather than quantity. (This can be seen even more vividly in recent attempts by American economists to give a dollar value to happiness on the success chart.) Abstract: I argue that Orientalism continues to construct Arabs as subjects that cannot suffer violence, particularly the violence of torture. Beginning with Edward Said’s observation that Orientalists constructed ‘Arabs’ in the nineteenth -century as inorganic, metallic, and mineralized beings, I trace these themes through various sites in and around Guantanamo Bay. One finds the tropes of Orientalism in the Bybee memo as well as in the diary of Mohamedou Ould Slahi. Through these three distinct but related moments, one finds (...) that Orientalism continues to produce Arabs as inorganic entities beyond death and thereby immune to violence and specifically the violence of torture. Insofar as imperialism has co-opted the language of non-violence by constructing its enemies as inviolable, one must recognize the Orientalized Arab as a receptor of limitless ‘non - violent’ hostilities. Furthermore, the supported document type that we will use is word, text and in some cases, the pdf files –where is the text can be extracting from them- and this made possible by using the DLL file from Word application that Microsoft provided on OS. The using of DLL will let us to not constrain on how to get the text from files; and will help us to apply the file on our Delphi project and walk throw our methodology and read the file word by word to grantee the best working scenarios for the calculation. In the result, this process will help in the uprising the documents quality and enhance the writer experience related to his work and will save the copyrights for the official writer of the documents by providing a new alternative tool for plagiarism detection problem for easy and fast use to the concerned Institutions for free. Ever since Eve tempted Adam with her apple, women have been regarded as a corrupting and destructive force. The very idea that women can be used as interrogation tools, as evidenced in the infamous Abu Ghraib torture photos, plays on age-old fears of women as sexually threatening weapons, and therefore the literal explosion of women onto the war scene should come as no surprise. From the female soldiers involved in Abu Ghraib to Palestinian women suicide bombers, women (...) and their bodies have become powerful weapons in the Afghanistan and Iraq wars. In _Women as Weapons of War_, Kelly Oliver reveals how the media and the administration frequently use metaphors of weaponry to describe women and female sexuality and forge a deliberate link between notions of vulnerability and images of violence. Focusing specifically on the U.S. campaigns in Afghanistan and Iraq, Oliver analyzes contemporary discourse surrounding women, sex, and gender and the use of women to justify America's decision to go to war. For example, the administration's call to liberate "women of cover," suggesting a woman's right to _bare_ arms is a sign of freedom and progress. Oliver also considers what forms of cultural meaning, or lack of meaning, could cause both the guiltlessness demonstrated by female soldiers at Abu Ghraib and the profound commitment to death made by suicide bombers. She examines the pleasure taken in violence and the passion for death exhibited by these women and what kind of contexts created them. In conclusion, Oliver diagnoses our cultural fascination with sex, violence, and death and its relationship with live news coverage and embedded reporting, which naturalizes horrific events and stymies critical reflection. This process, she argues, further compromises the borders between fantasy and reality, fueling a kind of paranoid patriotism that results in extreme forms of violence. (shrink)

After revelations of participation by psychiatrists and psychologists in interrogation of prisoners at Guantánamo Bay and Central Intelligence Agency secret detention centers, the American Psychiatric Association and the American Psychological Association adopted Position Statements absolutely prohibiting their members from participating in torture under any and all circumstances, and, to a limited degree, forbidding involvement in interrogations. Some interrogations utilize very aggressive techniques determined to be torture by many nations and organizations throughout the world. This paper (...) explains why psychiatrists and psychologists involved in coercive interrogations violate the Geneva Conventions and the laws of the United States. Whether done with ignorance of professional ethical obligations or not, these psychiatrists and psychologists have crossed an ethical barrier that may best be averted from re-occurring by teaching medical students and residents in all medical specialties about the ethics principles stemming from the 1946–1947 Nuremberg trials and the Geneva Conventions, together with the Ethics Codes of the World Medical Association and the American Medical Association; and, with regard to psychiatric residents and psychological trainees, by the teaching about The Principles of Medical Ethics With Annotations Especially Applicable to Psychiatry and the Ethical Principles of Psychologists and Code of Conduct, respectively. In this way, all physicians and psychologists will clearly understand that they have an absolute moral obligation to "First, do no harm" to the human beings they professionally encounter. (shrink)

This collection of essays represents a sample of the work carried out on the various urgent issues arising from the contemporary "war in terror" by researchers in the Department of Politics and International Relations, Swansea University UK and/or who attended the 2005 conference on politics and ethics at the University of Southern Mississippi (Gulf Coast). Certain specific topics are obviously prompted by this general theme; others dealt with in this book are perhaps not as obviously connected to it - though (...) they are no less important for that. This book is therefore intended to cover some ground in both types of topic and it is to be hoped that its contents will stimulate further reflection and writing on the deep controversies that recent events in world politics have stoked. However misguided much of the debate has been, many have contended that the present era is witnessing a "clash of civilisations", in which fundamentally different value-systems confront each other with their mutually opposed and antagonistic views of the world. This position often undergirds a moral relativism, which denies that there are any universal values: all we have, according to this outlook, are the different values of different cultures seeking (insofar as they "clash") to impose themselves on others. In the first essay, James Beard counters this argument with a case for what he calls a "thin universalism", a relatively sparse but powerful set of fundamental values which can credibly be demonstrated to have universal application.Many who supported the 2003 invasion of Iraq now oppose it, not on the grounds that they were wrong at the outset but that hindsight and subsequent events have given them new reasons to revise their judgements. This has led some to think that arguments about whether a war is just, and justified, can very often only be satisfactorily made "down the line", thus excusing initial support for a conflict which thereafter goes badly wrong. In her article, Christine Stender reminds us of many of the considerations that were available in 2003 itself which readily led to just-war arguments against launching the invasion at the time. It may be easy for the passage of time to cause us to forget those factors. But, given that we can only become more adept at making just-war judgements by reflecting on past experience, it is crucial not to let them disappear in the morass of subsequent experience. Arguably, the Abu Ghraib scandal did more than any other single event to undermine what moral credibility the American occupation of Iraq ever had. It certainly raised acute questions about the conception of "virtue" that the role of combatant in war ought to necessitate and, in his essay, J. Joseph Miller subjects this issue to close philosophical scrutiny, with particular focus on the ethics of torture. Traditional just war theory has been composed of two elements: jus ad bellum, which sets out moral criteria which may sanction the resort to war, and jus in bello, which provides moral rules for its actual conduct. Recent events, and in particular the tragically chaotic situation of post-invasion Iraq, have helped to make the case for a third element: jus post bellum, which deals with the rights and responsibilities of just combatants with respect to the pursuit of a just peace once conflict has ended. This remains an under-researched area and, in their article, Mark Evans and Christine Stender introduce a wide-ranging set of considerations towards the construction of an adequate account of jus post bellum. A concept that has surged to the fore in recent times has been that of a "failed state", which has been invoked as part of arguments for "humanitarian intervention." (Afghanistan is perhaps the most obvious and pertinent example.) It is, however, a highly contentious concept and many think it has nothing other than ideological, polemical value. Whilst admitting that it is prone to such (mis)use, Mark Evans argues, in his essay, that it can be given a determinate and useful normative content, even if it does not necessarily sanction the kind of foreign policies which certain Western leaders have thought it does. Most liberal democracies have responded to the "terror threat" by introducing emergency legislation, or by otherwise suspending in some way what they would "ordinarily" have regarded as inviolable basic liberties and legal safeguards. Nazeer Patel argues that this dangerously undercuts the moral authority that these states claim for themselves and urges that we rethink how liberal democracy should appropriately respond to terrorism; it may take courage not to "overreact" against it, but he plausibly suggests a more measured and morally preferable attitude for it to take. Finally, in her essay, Claire Delisle focuses on one of the more bitter conflicts within a liberal democracy of recent times which has, it seems, been resolved in favour of peaceful accommodation: that between the Nationalist and Unionist communities in the north of Ireland/Ulster. The full story of how this peace became possible has yet to be fully told, and she adds a vital element to the tale, of how incarcerated combatants developed attitudes, strategies and a culture which built the foundations for a process that eventually brought "The Troubles" to what, it is to be hoped, is a permanent end. With the exception of the editor's contributions, the research which is published here is the product of the intellectual labours of scholars who are in the early stages of their careers. This volume is, therefore, a compendium of work in progress and the authors hope that this publication will help to further their reflections; certainly, the issues with which they engage are a long way indeed from being exhausted in terms of the scholarly attention they demand. Obviously, their appearance together in the same volume should not be taken to imply that any of the contributors endorse anything of what any of the others argue. (shrink)

On October 25, 1946, three weeks after the International Military Tribunal at Nuremberg entered its verdicts, the United States established Military Tribunal I for the trial of twenty-three Nazi physicians. The charges, delivered by Brigadier General Telford Taylor on December 9, 1946, form a seminal chapter in the history of medical ethics and, specifically, medical ethics in war. The list of noxious experiments conducted on civilians and prisons of war, and condemned by the Tribunal as war crimes and as crimes (...) against humanity, is by now more or less familiar. That list included: high-altitude experiments; freezing experiments; malaria experiments; sulfanilamide experiments; bone, muscle, and nerve regeneration and bone transplantation experiments; sea water experiments; jaundice and spotted fever experiments; sterilization experiments; experiments with poison and with incendiary bombs. What remains less familiar is the moral mindset of doctors and health care workers who plied their medical skill for morally questionable uses in war. In his 1981 work, The Nazi Doctors, Robert Jay Lifton took up that question, interviewing doctors, many of whom for forty years continued to distance themselves psychologically from their deeds. The questions about moral distancing Lifton raised have immediate urgency for us now. Military medical doctors, psychiatrists and psychologists serve in U.S. military prisons in Guantánamo, Abu Ghraib, Kandahar, and, until very recently, in undisclosed CIA operated facilities around the world where medical ethics are again at issue. Moreover, they serve in top positions in the Pentagon, as civilian and military heads of command, who pass orders and regulations to military doctors in the field, and who are in charge of the health of enemy combatants, as well as U.S. soldiers. Because we recently marked the sixtieth anniversary of the judgment at Nuremberg, I want to awaken our collective memory to the ways in which doctors in war, even in a war very different from the one the Nazis fought, can insulate themselves from their moral and professional consciences. The research aims to identify the learning organizations and their role in achieving organizational excellence in the Palestinian universities in Gaza Strip. The researchers used descriptive analytical approach and used the questionnaire as a tool for information gathering. The questionnaires were distributed to senior management in the Palestinian universities. The study population reached (344) employees in senior management is dispersed over (3) Palestinian universities. A stratified random sample of (182) workers from the Palestinian universities was selected and the recovery rate (...) was (69.2%). Statistical analysis (SPSS) program was used for analysis and processing the data. The research found the following results: there is a fair degree of approval on "cognitive dimension", there is a high approval about the importance of "organizational dimension", there is moderately consent of the importance of "Community dimension", there is a large degree of consent about the importance of axis of the "leadership excellence", there is a large degree of consent about the importance of axis of the "service-excellence", there is a fair degree approval about the importance of the axis of "cognitive excellence", and there is a moderately consent of the importance of "Organizational Excellence". The research found a group of recommendations including: the need to develop appropriate strategies for the University, employ modern technology in information systems, in addition to provide appropriate environment that achieve learning organizations, develop technological infrastructure, adopt universities for knowledge management in the academic and administrative departments because knowledge is the core of the work of these departments, create technological incubators in universities to adopt excellence academic research projects, and protected them, support them, and market them. Establishing of centers of excellence for scientific research in the university.The need for cooperation and coordination between local, Arab and international universities for the exchange of knowledge, information, and participation programs and training courses, as it provides an opportunity to develop the capabilities and skills of personnel and expertise. Ethical debates over the use of mental health knowledge and practice at the Guantánamo Bay detention facility have mostly revolved around military clinicians sharing detainee medical information with interrogators, falsifying death certificates in interrogations, and disagreements over whether the Central Intelligence Agency’s “enhanced interrogation techniques” violated bioethical principles to do no harm. However, debates over the use of magnetic resonance imaging in the mental health evaluations of detainees have received little attention. This paper provides the first known analysis (...) of such debates over MRI use in the case of Abd al-Rahim al- Nashiri. Through a close reading of open-source legal documents such as defense motions, prosecution motions, judge rulings, and al-Nashiri’s mental health evaluation, debates over MRI use become interpretive contests over the very meanings of mental illness and the extent to which MRI results can verify whether he was tortured in CIA custody. Such work can revitalize interest in the neuroethics of national security. (shrink)

The abuse of prisoners by U.S. soldiers at Abu Ghraib had far-reaching consequences, leading many people around the world to question the legitimacy of U.S. goals and activities in Iraq. Drawing on extensive unclassified reports from multiple investigations that followed Abu Ghraib, this article considers both psychological and social-situational factors that contributed to ethical failures there. This analysis suggests that leaders need to be more attuned to the developmental stage of subordinates and take appropriate steps to reinforce (...) ethical behaviors. From a psychological standpoint, young adults especially are strongly inclined to behave in accord with social conventions and pressures around them. Particularly in ambiguous circumstances, it is important that standards of behavior be clear and explicit throughout all phases of an operation and that leaders at all levels represent and reinforce those standards. This paper aims to study the organizational excellence and the extent of its clarity in the Palestinian universities from the perspective of students. Researchers have used the descriptive and analytical approach and used the questionnaire for data collection and distributed to students in universities. The researchers used a sample stratified random method by the university. The total number of students was (381) and (235) were distributed to identify the study population. (166) questionnaires were recovered with rate of (96.3%). We used (...) statistical analysis (SPSS) program for data entry, processing and analysis. The study reached the following conclusions: that (62.8%) of the study population believe that the availability of "faculty staff" somewhat weak, showed that the number of Academic staff is appropriate to the number of students. The results confirmed that (66.4%) of the study population believe that the suitability "admission policies" is average, showed that the admission policies declared for the students, it is also transparent, the university administration provides orientation programs for newley admitted students. The results showed that (55.4%) of the study population believe that the "Student support" is low in the universities, and (52.8%) of the study population believe that "student activities" in the universities is low. The study found a set of recommendations, including: the establishment of university centers for gifted and talented students, follow their growth and their creations after graduating from college and while working in the sectors of production, and provide college library modern references in all disciplines. The current study replicated and extended the results from a study conducted by Narayan, Mak, and Bialystok (2017) that found effects of top‐down linguistic information on a speaker discrimination task by examining four conditions: rhymes (day‐bay), compounds (day‐dream), reverse compounds (dream‐day), and unrelated words (day‐bee). The original study found that participants were more likely to judge two words to be spoken by the same speaker if the words cohered lexically (created lexical compounds such as day‐dream) or were phonologically related (rhymes, (...) such as day‐bay), but their study contained two limitations: (a) Same‐ and different‐speaker trials were analyzed separately, which obscures effects of response bias, and (b) cross‐gender pairs were used in the different‐speaker trials, potentially inflating performance. The current study addresses these limitations by including only within‐gender trials and by examining sensitivity and bias using signal detection theory. Our results not only provide support of the original study but also provide clear evidence that listeners are biased to judge two words as being produced by the same person when they share either phonological information (rhymes) or lexical‐semantic coherence (compounds). Thus, the current study provides an important modified replication of previous research. (shrink)

Israel has always mattered to American Christians. They are among the strongest supporters of the State of Israel in the United States. The paper argues that the support that was extended by American Christians in general and the Christian Right in particular, to Israel and the Jewish people is the continuation of a long tradition in conservative American Christians rooted mainly in their theological doctrine. However, the study shows that the Christian Right is ambivalent in its view on Jews. On (...) the one hand, Jews are considered to be God’s chosen people and to have a special Biblical status and role. On the other hand, the Christian Right is allegedly anti-Semitic, as it views Jews as a condemned nation for their rejection of Christ as the Messiah, the reason for which they are unsaved and need to be converted to Christianity. Interestingly, both views, love and hatred of Jews, are based on the Biblical teachings and grounded in conservative Protestant theology; their paradoxical views on Jews are not a new phenomenon among conservative American Christians. Nevertheless, the study found that the support of the American Christians of the establishment of the State of Israel goes beyond theological doctrines or values. In fact, the humanitarian considerations of the liberal Christian and secular organizations in particular, were significant in contributing to the establishment of the Jewish state. (shrink)

This book starts from the proposition that the field of intelligence lacks any systematic ethical review, and then develops a framework based on the notion of harm and the establishment of Just Intelligence Principles. As the professional practice of intelligence collection adapts to the changing environment of the twenty-first century, many academic experts and intelligence professionals have called for a coherent ethical framework that outlines exactly when, by what means and to what ends intelligence is justified. For the very first time, Russian readers are offered the translation of one of the most rarely published (in the Arab world) and practically unknown (everywhere else) works of Abū Ḥayyān al-Tawḥīdi (930-1023), “[An Epistle] on Penmanship (Arabic Calligraphy)” (982). As one of those who popularized knowledge, an encyclopedist, an unrivaled master of style and a Mu’tazilite scholar Al-Tawḥīdi, using Adab literature, shares all that was known to him about this form of Arabic literature up until its compilation. In an (...) elegant manner, he reveals its secrets, gives us valuable recommendations, and conveys the universal admiration of the famous sages, writers, scribes, and court secretaries of that time. This epistle is considered the first professional work of this art form in the Arab tradition. At the time this piece was written, the seven “canonical” types of Arabic writing were not yet developed in the form and with the names, we are familiar with now. Nevertheless, this is what makes this treatise even more precious in raising the Adībs as well as the well-educated urban youths of those days. It sheds light on the history of their creation at the initial and, perhaps, the most crucial stage. The theoretical basis and the most important rules of proportional writing were formed back then and remain unshakable to this day. (shrink)

To determine whether it was a failure you have to first look at what the goals were. In the case of Indo-china, the US is a very free country; we have an incomparably rich documentary record of internal planning, much richer than any other country that I know of. So we can discover what the goals were. In fact it is clear by around 1970, certainly by the time the Pentagon Papers came out, the primary concern was the one that (...) shows up in virtually all intervention: Guatemala, Indonesia, Nicaragua, Cuba, Chile, just about everywhere you look at. The concern is independent nationalism which is unacceptable in itself because it extricates some part of the world that the US wants to dominate. And it has an extra danger if it is likely to be successful in terms that are likely to be meaningful to others who are suffering from the same conditions. (shrink)

We all know the numbers: two million US troops were deployed to designated combat zones in Iraq. Of them, 4500 were killed in service. By the most conservative estimates, 30,000 were wounded, but this statistic fails to take into account the most commona and often just as disablinga category of combat-related injuries: post-traumatic stress disorder and related traumatic brain injury. For 'Army of One', photographer Elisabeth Real looks beyond these numbers to the individual soldier. This article documents and illustrates widespread patterns of abuse in American jails in general and for 9/11 Muslim detainees in particular. The purpose of this article is to illustrate that prison abuse depicted in the photographic images of the Iraqi prison is not an exception, rather it is an everyday experience for many prisoners in the US. While military guards of the Abu-Ghraib prison left clear evidence of their abuse, a lack of photos and documentation of abuses in American (...) prisons may reflect the guards' familiarity with concealing evidence. It does not imply, however, that abuse and torture is rare in American jails. (shrink)
