This book addresses the question of when and why it is justifiable for a polity to prepare for war by militarizing. In doing so it highlights the ways in which a civilian population compromises its own security in maintaining a permanent military establishment, and explores the moral and social costs of militarization.

This book analyzes how the cost of 'small' wars drives the state to choose remote war and preemption in order to hide the conflict from its domestic populations. This is explained through understanding security mechanisms and how Clausewitzian war machine powers extend Liberalism into the periphery.

Proponents of nonviolent tactics often highlight the extent to which they rival arms as effective means of resistance. Erica Chenoweth and Maria Stephan, for instance, compare civil resistance favorably to armed insurrection as means of bringing about progressive political change. In Ethics, Security, and the War-Machine, Ned Dobos cites their work in support of the claim that similar methods—organized according to Gene Sharp's idea of “civilian-based defense”—may be substituted for regular armed forces in the face of international aggression. I (...) deconstruct this line of pacifist thought by arguing that it builds on the wrong binary. Turning away from a violence-nonviolence dichotomy structured around harmfulness, I look to Richard B. Gregg and Hannah Arendt for an account of nonviolent power defined by non-coercion. Whereas nonviolent coercion in the wrong hands still has the potential to subvert democratic institutions—just as armed methods can—Gregg's and Arendt's conceptions of nonviolent power identify a necessary bulwark against both forms of subversion. The dangers of nonviolent coercion can be seen in the largely nonviolent attempts at civil subversion by supporters of Donald Trump during Trump's attempts to overturn the results of the U.S. presidential election in 2020, while the effectiveness of noncoercive, nonviolent power is illustrated by the resistance of U.S. democratic institutions to resist them. As nomads in music education, women traverse borders and boundaries that would otherwise limit and constrain them as they initiate alternative possibilities related to teaching and learning music. For women working at the university level, this is yearning, the necessity to engage in crucial, meaningful, intellectual work, to think and write work that stimulates (...) and inspires, as we are passionately and artistically engaged in everyday life. The nomadic war machine of women working in music education, embodied as yearning, looks for what more is there, what more in music education can be created and actualized. The roots of this phenomenon — first publicly unveiled in the so-called ‘Georgetown-IBM Experiment’ on 9 January 1954 — displayed not only the technological utopianism still associated with dreams of a universal computer translator, but was deeply enmeshed in the political pressures of the Cold War and a dominating conception of scientific writing as both the goal of machine translation as well as its method. Machine translation was created, in (...) part, as a solution to a perceived crisis sparked by the massive expansion of Soviet science. Scientific prose was also perceived as linguistically simpler, and so served as the model for how to turn a language into a series of algorithms. North American music education is a commodity sold to pre-service and in-service music teachers. Like all mass-produced consumables, it is valuable to the extent that it is not creative, that is, to the extent that it is reproducible. This is demonstrated in curricular materials, notably general music series textbook and music scores available from a rapidly shrinking cadre of publishers, as well as rigid and pre-determined pedagogical practices. Distributing resources and techniques that produce predicable, consistent, and repeatable goods and services, (...) the economy of music teacher preparation and development must necessarily exclude creativity, which consequently must be viewed as not only inefficient but unprofitable. More than undesirable, however, creativity is constructed as dangerous as it injects difference in a system that relies on sameness. Because of its implications for music education discourse and practices, I focus my discussion on research in general and feminist critique in particular in music education. Reading through Monique Wittig's ‘The Trojan Horse’ as literary war machine, I argue that creative writing and academic research are not mutually exclusive, and that it is only through infusing the literary or creative in scholarly writing that interlocking systems of oppression may be altered and difference implicated in music education. My analysis of Roberta Lamb's (1995) research piece, ‘Tone Deaf/Symphonies Singing: Sketches for a Musicale’ depicts it as Trojan Horse, albeit one that Lamb herself, most likely as a function of editorial imperative, hobbles. This paper elaborates Deleuze and Guattari’s ‘war machine’ in relation to key theses in Hegel’s political philosophy, with the aim of showing how it illuminates the conditions under which politics and political institutions as Hegel understands them both emerge and are compromised. After first introducing the idea of the war machine and its appropriation by discussing it in relation to Carl Schmitt’s theory of partisan warfare, it examines both the war machine and Hegel’s theory of the State (...) by way of a focus on Hegel’s discussions of drive (Trieb) and semblance (Schein). Regarding the first, the paper explores how both Hegel and Deleuze and Guattari conceive of social structure in terms of a structure of drives even while they differ in their understandings of the drives in relation to desire and subjectivity. Regarding the second, the paper explores how moments of semblance identified by Hegel as he develops his system of Right reveal points where the war machine can emerge from within State structures. The paper argues that the war machine concept challenges understandings of politics built on friend/enemy antagonisms and the use of external conflict to secure internal unity, the former being Schmitt’s explicit political project and the second being the place at which Hegel’s project ultimately finds itself when it fails to secure the rational structure of Ethical Life. The science fiction films of Andrei Tarkovsky, Solaris (1973) and Stalker (1979), are complex responses to the repressive atmosphere of Brezhnev’s rule, after the 7-year delay in seeing Andrei Rublev (1971) released publicly. By using science fiction—a genre that Tarkovsky openly maligned—he was able to fly beneath the radar of State censorship, and develop a nuanced response to the application of Marxist theory of religion in the Soviet experience. Arguing in these films (and in others in his oeuvre) that humans (...) still need the affective dimension of religion (though not the hierarchical, institutional elements of it that Marx had identified with sedation), Tarkovsky hid within his science fiction films a thoroughgoing critique of the Soviet application of Marx. This article uses the concept of “war machine” from the philosophy of Gilles Deleuze and Félix Guattari to analyze how Tarkovsky did this, and demonstrates that Tarkovsky’s engagement with Marx’s philosophy in these two films shares much in common with Deleuze and Guattari’s way of understanding human meaning making. Lethal Autonomous Weapons (LAWs) have becomes the subject of continuous debate both at national and international levels. Arguments have been proposed both for the development and use of LAWs as well as their prohibition from combat landscapes. Regardless, the development of LAWs continues in numerous nation-states. This paper builds upon previous philosophical arguments for the development and use of LAWs and proposes a design framework that can be used to ethically direct their development. The conclusion is that the philosophical arguments (...) that underpin the adoption of LAWs rather than not, although prima facie insufficient, can be actualized through the proposed Value Sensitive Design (VSD) approach. Hence, what is proposed is a principled design approach that can be used to embed stakeholder values into a design, encourage stakeholder cooperation and coordination and as a result promote social acceptance of LAWs as a preferable future fact of war. The Bombe machine was a key device in the cryptanalysis of the ciphers created by the machine system widely employed by the Axis powers during the Second World War – Enigma. The Bombe machine was initially designed in Britain by scientists in primary cryptanalysis agency, the Government Code and Cypher School at Bletchley Park. The machines were then mass produced by the British Tabulating Machine Company in Britain, and by the National Cash Register Company in the (...) United States of America. The design, development and mass production of the machine was a fraught process dependent on support from scientists and bureaucrats within the agency, but more importantly the agency was only moved to mechanise, and subsequently professionalise, this key function in its operations when met with a series of major crises. The result was an unplanned ad hoc process of designing, building and operating the machines. This was representative of the wider process of mechanisation within Bletchley Park, one of the most important and renowned technological centres to emerge in Britain during the Second World War. ABSTRACT In this paper we explore how a public national media outlet, the British BBC, represents an international legal case which has a highly political nature. The case is US versus Huawei/meng Wanzhou, which took place between 2018 and 2021. Accusations were that the Chinese technology company committed fraud, leading the global HSBC bank to breach US sanctions against Iran. The charges were made by the US using what is called an ‘extraterritorial law’, which, while rejected as law by governments (...) around the world, is policed by US economic powers and control over international finance. Using Critical Discourse Analysis we show that, while the BBC presents much detail of legal process, the actual nature of the law the US uses to bring criminal charges against international companies and banks, is neither considered nor questioned. Our interest is how such a law, which has a huge influence over global trade and politics, is presented to the public in this particular case. We contribute to the position that the nature of laws, how they are used and known, must always be understood within the prevailing discourses of the moment. (shrink)

Can AI solve the ethical, moral, and political dilemmas of warfare? How is artificial intelligence (AI)-enabled warfare changing the way we think about the ethical-political dilemmas and practice of war? This article explores the key elements of the ethical, moral, and political dilemmas of human-machine interactions in modern digitized warfare. It provides a counterpoint to the argument that AI “rational” efficiency can simultaneously offer a viable solution to human psychological and biological fallibility in combat while retaining “meaningful” human control (...) over the war machine. This Panglossian assumption neglects the psychological features of human-machine interactions, the pace at which future AI-enabled conflict will be fought, and the complex and chaotic nature of modern war. The article expounds key psychological insights of human-machine interactions to elucidate how AI shapes our capacity to think about future warfare's political and ethical dilemmas. It argues that through the psychological process of human-machine integration, AI will not merely force-multiply existing advanced weaponry but will become de facto strategic actors in warfare – the “AI commander problem.”. Since the 2010s, popular YouTube channels have used derogatory humour at the expense of gendered and racialised others. Founded upon the perception of an influx of ‘wokeness’ in comedy, these videos mock the mythologised ‘unfunny, angry SJW’ and teach the audience to laugh at enemies of the alt-right. Although empirical research has analysed the algorithmic radicalisation of viewers, few have addressed the role of cultural discourses in disseminating alt-right ideology through online media. Here, the right-wing ‘pipeline’ is understood as a (...) tool of radicalisation that weaponises laughter as a tool of regulations and oppression. This paper analyzes the production of derogatory laughter by studying a network of North American content creators including Russell Peters, Lilly Singh, Jordan Peterson, Steven Crowder, and Matt Walsh, using critical tools from psychoanalysis, social psychology, and critical humour studies. Contrary to the alt-right rhetoric that ‘edgy’ humour is harmless, this paper posits derogatory humour as a tool of marginalisation and domination that reinforces white supremacist and cisnormative patriarchal value systems. In Ethics, Security, and the War-Machine, Ned Dobos highlights several negative consequences the preparation for war has for individuals and states. But he misses what I consider perhaps the most significant consequence of military mobilization for states, especially democracies: how war and the preparation for it affect deliberative politics. While many argue that all states, including democracies, require strong militaries—and there is some evidence that long wars can build democracies and states—I focus on the other effects of militarization and (...) war on democratic states. War and militarism are antipodal to democracy and undermine it. Their normative bases are conflicting—democracy takes force off the table, whereas force is legitimate in war. Thus, while militarism and militarization can sometimes yield liberalization and the expansion of civil rights, they are arguably more likely to undermine democratic norms and practices. (shrink)

The “asymmetry myth” is that war crimes are committed by one's enemies but never, or hardly ever, by one's own combatants. The myth involves not only a common failure to acknowledge our own actual war crimes but also inadequate reactions when we are forced to recognize them. It contributes to the high likelihood that wars, just or unjust in their causes, will have a high moral cost. This cost, moreover, is a matter needing consideration in the jus ante bellum circumstances (...) of preparedness for war as well as of conduct within it. As part of the symposium on Ned Dobos's book, Ethics, Security, and the War-Machine, I will argue that the strength of the asymmetry myth is sustained by certain forms of romantic nationalism linked to the glamorization of military endeavor. The design office of Charles and Ray Eames was a collaborative, interdisciplinary, multimedia affair linking Hollywood, the State Department, universities, the corporate sector and international fairs during the height of the Cold War. Bringing together design, furniture, cutting-edge technology and experimental, avant-garde informed-multiscreen projections, the Eames Office operated as a humanities/IT/media/arts lab. For the 1964 World’s Fair, the Eameses created ‘The Information Machine’ for IBM. The techniques of display and experimental juxtaposition of images, sound and new media capacities later (...) migrated to the many ‘happenings’ following in the wake of Allan Kaprow’s medial and performative experiments. The Eames Office crafted for the 1964 World’s Fair a vision of global change and possibility grounded in avant-garde visual techniques and aesthetics that continue to constitute a specific globe crafted by the US Cold War military-industrial-university-entertainment complex that remains the grounds for our current collective nomos. A starting point for thinking about war and preparations for war is that today the average citizen in Western countries has absolutely no interest in fighting in a war him or herself. The best study of this phenomenon rightly notes that what might be called the “great refusal” of ordinary people to involve themselves in actual war making reflects what might be called the “great disillusionment” with war itself. However, this has not meant the end of war, or of preparations (...) for war, but rather war's transformation from a “nationalized” to a “postnationalized” arrangement. For the United States, this has meant expansion into a new type of empire. As part of the symposium on Ned Dobos'sEthics, Security, and the War-Machine,this essay explores these developments and the challenges they pose. (shrink)
