The South-to-North Water Diversion Project consists of long-distance water delivery channels and a complicated geological environment along the way. To deal with the operation safety of the water conveyance channels in the middle route of the South-to-North Water Diversion Project, this study analyzes six failure modes: structural cracks, poor water delivery during ice periods, instability of canal slopes, material aging, abnormal leakage, and foundation defects. Based on FMEA, a multigranularity language evaluation method that can (...) be converted into interval intuitionistic fuzzy numbers is used to evaluate the severity, occurrence, and detection difficulty of the six failure modes. Interval intuitionistic fuzzy entropy is used to calculate the weights of the risk factors. Finally, a ranking model of each failure mode is built based on the TODIM method. The final ranking results show that the risk of abnormal leakage is the largest, and the risk of poor water delivery during ice periods is the smallest. The feasibility and validity of the calculation results are verified by comparing them with the ranking results of the traditional RPN and TOPSIS methods. The TODIM-FMEA risk assessment model offers a new solution to the problem of risk assessment for water transfer projects. (shrink)

Jill North offers answers to questions at the heart of the project of interpreting physics. How do we figure out the nature of the world from a mathematically formulated theory? What do we infer about the world when a physical theory can be mathematically formulated in different ways? The notion of structure is crucial to North's answers.

This is a one-volume edition of the original two-volume work published in 1990 with a second edition in 1991. The work falls into two main parts. Volume 1 is devoted to a series of studies describing the revival and dissemination of Plato in the Italian Renaissance. There are four main parts to the first volume. The first part treats the revival of Platonic studies in early fifteenth-century Florence. Here the figure of Leonardo Bruni looms large. Part 2 deals with the (...) revival of Platonic studies in Milan. The translations of the Republic by Uberto Decembrio and later by his son Pier Candido Decembrio receive most of the attention. Part 3 deals with mid fifteenth-century developments of Platonic studies in Rome. Here Hankins provides chapters on George of Trebizond, Pletho, Cardinal Bessarion, and a fascinating account of the dispute between Trebizond and Bessarion. Finally, volume 1 ends with an extensive discussion of the Platonism of Marsilio Ficino. Volume 2 consists of various appendices dealing with specific topics, texts by a variety of Renaissance authors dealing with the interpretation of Plato’s writings, and an exhaustive “Census of Manuscripts” designed “to document the diffusion and influence of Renaissance translations of Plato”. Of course, a review of this size can hardly begin to do justice to the breadth and richness of Hankins’s research. Instead, I shall try to point out the general trajectory of his account of the development of Platonism in the fifteenth century. Of course, Hankins’s project is not a philosophical one, as he admits. Indeed, his goal is to place the transmission of Plato within a well-constructed historical context. However, I shall suggest at the end of this review some ways in which Hankins’s study should provoke philosophers to a more careful consideration of the arguments of Renaissance Platonists. (shrink)

It is acknowledged that Francisco Suarez had an excellent knowledge of the Medieval Scholastic tradition. In this project, I focus on one topic, human knowledge of material singulars, to determine Suarez's debt to and freedom from the Scholastic tradition. The representative thinkers of the Medieval tradition that I consider are Thomas Aquinas, John Duns Scotus, and William of Ockham. ;In the first two Chapters, I consider the accounts of John Duns Scotus and William of Ockham on the issue of (...) knowledge of singulars. I show that both Scotus and Ockham try to distance themselves from the analysis of indirect knowledge of material singulars presented by Aquinas. Although Scotus retains the notion that the universal nature is the first object of the intellect, his stress on the autonomy of the intellect in its relation to sense cognition paved the way for Ockham. Notably, Ockham rejects any account of knowledge that requires intermediary representational species, and consequently adopts a position that stresses the intellect's ability to know singulars directly via intuitive cognition. ;In the final two Chapters, I discuss in detail Suarez's account of knowledge of material singulars. I show that Suarez accepts Ockham's basic arguments for the priority of knowledge of the singular but at the same time retains the necessity of intelligible species. His account of the relationship between sense cognition and intellectual cognition owes some debt to Scotus, but Suarez accents the theme of the autonomy of the intellect to an extremely high degree. Furthermore, he rejects Ockham's account of intuitive cognition, positing instead a theory of cognition that requires representational species at every step in the cognitive process, both sensory and intellectual. Consequently, Suarez presents us with a highly nuanced and extremely consistent account of knowledge that leaves no explanatory "gaps.". (shrink)

The availability of and demand for water in China is an extreme case of uneven distribution in time and space. In response, the South to North Water Diversion project, the largest inter-basin water transfer scheme in the world, channels large amounts of fresh water from the Yangtze River in southern China to the more arid and industrialised north. In order to keep the SNWD project running smoothly, a comprehensive governance system has been implemented and innovative (...) institutional arrangements have been created to facilitate the transfer of water itself. By taking the SNWD project’s Middle Route as one case study and drawing on primary and secondary data, this article examines the project’s emerging institutional arrangements. The article outlines the establishment of new institutions for the SNWD project with high administrative rankings at both central and local levels, the encouragement of inter-department cooperation, the adoption of a market mechanism and the integration of market functions into administrative functions. We argue that these institutional arrangements have to some extent overcome common challenges in water governance in China, including an engineering-heavy approach and what Chinese commentators have traditionally called the problem of water being managed by multiple government ministries and municipal authorities as the common metaphor of ‘nine dragons managing the water’. Our findings have significant implications for understanding the continuing evolution of water governance in China. (shrink)

This article explores the gendered construction of South Korean citizenship through the lens of North Korean settlers' experiences in South Korea. Drawing on ethnographic research, the author delves into the citizen-making process, critically examining the impact of gendered modernizing projects on North Korean settlers' daily lives. North Korean settlers are expected to get rid of their ethnic markers and transform themselves into modern citizen-subjects of South Korea. The author demonstrates that the overall frame of (...) perception of North Korean settlers is deeply gendered, with modernity as a powerful ethnic marker. The notion of ethnicized citizenship in the context of two Koreas offers a concrete account of how ethnicities are created and employed in stratified structure of citizenship. (shrink)

The paper examines a concept of the Balto-Black Sea Union, which ideas were translated into reality during the Kievan Rus and Grand Duchy of Lithuania period. In the 10th-11th centuries the road from the North to the South, from the East-country to the Black Sea ran through the territory of Ukraine. The way 'from the Varangians to the Greeks' integrated two regions, the Baltic and the Black Sea, and was to the advantage of all those involved. This conceptual (...) idea was again looked into by Ukrainian politicians and researchers in the early 20th century, it was explored and proposed by Mykhailo Grushevskyi, Yuriy Lypa and Stepan Rudnytskyi. The idea of the 'inter-sea area' became a subject for active discussion in Polish, Ukrainian, Belorussian and Lithuanian political quarters in the late 1980s. This plot deserves attention of contemporary Ukrainian politicians in the current dynamic geopolitical context as an efficient and timely anti-Russian international project which will underpin the security of Ukraine. This idea was partially implemented in the form of the GUAM, the Black Sea Organization for Economic Cooperation and the Community of Democratic Choice. The natural vector 'North - South' of communicative and transit transport flows is not used in full measure by Ukraine. The Balto-Black Sea Union offers a significant security component which is of interest to the USA and the European Union. The emergence of such new world economic centers as the USA, the EU and China imparts a new focus to foreign policy priorities of Ukraine. (shrink)

To what extent has the transformative research achieved its intended outcomes? The Bokamoso project (founded by Lesego Serolong as facilitator and investor) is an integrated development project designed to create employment and to enable the community to learn while they make a living through a diverse range of farming activities. The (...) participatory research as discussed here is part of the University of South Africa’s research and community engagement programme, and is set in a remote, arid zone. This research coupled with community engagement aims to transform lives and create opportunities by enhancing their participation in education, training and employment creation. The project (which has been running since 2015) supports indigenous ways of being, knowing and doing and has succeeded in enabling the farmers trained through Bokamoso to be less dependent on social benefits (government grants). Abstract:Across public and intellectual audiences, postcolonial feminism is often understood to only apply to the “post-colony”. This assumption fails to capture the significant intellectual contributions of postcolonial feminist theory, whilst relegating postcolonial feminist scholars' insights to the margins of the academy and social theory. This move reproduces temporal and geographic logics that presume imperialism “happened” only in the past (and is complete/over) and only in territories counted as the properties of (former) empires (i.e. in the global South and not (...) the global North). In this essay, we write against this conceptualization by highlighting some vital interventions of postcolonial feminist theory and demonstrating how the books under review build new theoretical pathways. We argue for the contemporary relevance of postcolonial feminism as a diverse body of theory offering analytical insights that extend beyond ‘the postcolony’ or a singular application to ‘women's lives’. In particular, we chart the significance of postcolonial feminisms as a lens through which we might ‘unsettle the global south’. Engaging recent calls for critical attention to the global South as a site of theory (rather than merely data extraction), we insist upon dislocating ‘the south’ from an imposed geographic fixity, which too often simply reproduces place-based and racialized hierarchies of ‘civility’ or modernity inherited from colonial science. Postcolonial feminist theory suggests we might instead view ‘south’ as a flexible and mobile marker that draws our gaze to the operation of imperial power, manifest in complex inequalities articulated at local and global scales. In this sense, we argue that ‘theorizing from the south’ requires both a divestment from the usual business of intellectual extraction that positions the global South as source of unprocessed data or ethnographic case study, and a kind of counter-mapping that centralizes the insights and theories that emerge from positions of struggle and marginality. Three themes organize our analysis of the monographs reviewed here and construct our argument about the role of postcolonial feminism in ‘unsettling’ imperial geographic imaginaries that haunt invocations of ‘the global south’. These theories include: (1) the central role of gender and sexuality in racialized imperialist projects; (2) liberal modernity and colonial definitions of ‘the human’; and (3) alternative approaches to capitalism that highlight hegemonic white property regimes. From time immemorial the Silk Road, with its hundreds of byways, was considered the highway that linked the worlds of East and West. In the mid dle of the twentieth century, scholarly research revealed the crucial role played by oases in linking the North to the South; these oases, even more than the transversal lines of the Silk Roads, played the role of crossroads where successive waves of nomads, farmers, pastoral groups and city dwellers met. Today, thanks to (...) UNESCO, we are working on land and sea to secure a different destiny for this network of roads. This essay revisits the drafting of the first UNESCO Statement on Race in order to reorient historical understandings of mid-twentieth-century anti-racism and science. Historians of science have primarily interpreted the UNESCO statements as an oppositional project led by anti-racist scientists from the North Atlantic and concerned with dismantling racial typologies, replacing them with population-based conceptions of human variation. Instead of focusing on what anti-racist scientists opposed, this article highlights the futures they imagined and the applied social-science projects that (...) anti-racist science drew from and facilitated. The scientific experts who participated in drafting the first UNESCO Statement on Race played important roles in late colonial, post-colonial and international projects designed to modernize, assimilate and improve so-called backward communities – typically indigenous or Afro-descendent groups in the global South. Such connections between anti-racist science and the developmental imaginaries of the late colonial period indicate that the transition from fixed racial typologies to sociocultural and psychological conceptualizations of human diversity legitimated the flourishing of modernization discourses in the Cold War era. In this transition to an economic-development paradigm, ‘race’ did not vanish so much as fragment into a series of finely tuned and ostensibly anti-racist conceptions that offered a moral incentive for scientific elites to intervene in the ways of life of those deemed primitive. This commentary explores the potential consequence of latent racial formation in emergent climate finance data projects and draws from ethnographic research on climate finance governance conducted in Fiji. Climate finance data projects emerging in the Pacific aim to ease the flow of finance from the Global North to the South. These emergent data projects, such as renewable energy resource availability and investment mapping, are imbedded in the climate finance organizations that fund, develop, and use them. Thus, the commentary (...) explores climate finance organizations through the lens of Ray’s theory of racial organizations, highlighting the ways in which important climate-related resources are mediated through racial and colonial schemas. The racial mediation of two key resources are spotlighted in this discussion: the finance itself and knowledge. Given that the Pacific region is at the coalface of climate change’s existential effects, the just allocation of resources is imperative. In interrogating the ways in which emergent data projects may deny these resources based on hidden racial schemas, the paper cautions against new and old forms of colonization that may be mobilized through even well-meaning techno-benevolent fixes. The motivations for rural and agricultural development in the twenty-first century are not different from previous centuries, but evolving technologies in the late twentieth century have altered many methods and institutional arrangements for accomplishing development. The internet has facilitated initiatives that in earlier decades would have required large, complex organizations in both donor and developing countries. We will compare the ethical and institutional strengths and weaknesses of two such initiatives in Malawi: a smallholder farmers organization involved in fair trade and (...) the Millennium Village Project. These are two of a large array of institutions which are currently being used to benefit smallholder agricultural producers. We will examine their relative merits through the lenses of various ethical paradigms and show that the institutional arrangements of the two programs are complimentary in the evolution of agricultural trading systems linking the global north and south. How will it navigate competing demands from urban and rural environments, given the divergent economics that describe them? How will it balance the goals of poverty fighting, skills empowerment, and keeping SA internationally competitive, as it considers infrastructure project options?

Diseases that affect mainly poor people are neglected in research advancements in treatment because they cannot generate large financial returns on research and development costs. Benefit sharing arrangements for the use of indigenous resources and genetic research could only marginally address this gap in research and development in diseases that affect the poor. Benefit sharing as a strategy is (...) conceptually problematic, even if one, as we do, agrees that impoverished indigenous communities should not be exploited and that they should be assisted in improving their living conditions. The accepted concept of intellectual property protection envisages clearly defined originators and owners of knowledge, whereas the concept of community membership is fluid and indigenous knowledge is, by its very nature, open, with the originator(s) lost in the mists of time. The delineation of ‘community’ presents serious conceptual and practical difficulties as few communities form discrete, easily discernable groups, and most have problematic leadership structures. Benefit sharing is no substitute for governments’ responsibility to uplift impoverished communities. Benefit sharing arrangements may be fraught with difficulties but considerations of respect and equity demand that prior informed consent and consultation around commercialisation of knowledge take place with the source community and their government.1. The market relationships are being contested. This can be seen in the increasing number of alternative social experiments in the ‘North’ and the ‘South’ which propose to think out the present market relationships in a different way, in particular in establishing exchange value and in facilitating access to trade. These practical alternatives are supported by trends in academic circles that over the past three decades have opposed neoliberal capitalism and individualism in today's commercialised society. Calling for greater solidarity (...) and social justice in economic relationships, in particular, partisans of social and solidarity economics, identifying with these trends, demand new forms of exchange. The objective of this article is to re-examine these demands. What exactly do the SSE mean by ‘solidarity’ and ‘solidarity-based economy'? This paper asks if there any hope today, in the midst of the pulls and tugs of current globalizing and counter-globalizing forces, of differing theological outlooks and intestine tensions, that the world Church can constitute a politics of reconciliation instead of one characterized by polarized confrontation. Employing the metaphor of “hands,” it proposes some needed steps towards the realization of that hope. Hands can join in reconciliation when they are open in confession and emptied of the manipulation of money, when (...) all hands are welcome at the table, wounded as they are, and when they are raised in communal praise and supplication. Western representation of countries from the Global South implies a dichotomist view of business ethics: on the one hand, universal ethics largely reproduces commonsensical views of the South as ‘less ethical’, and on the other hand, voices from the South are often conditioned to present themselves as substantially indigenous and unambiguous to be accepted as legitimate ethical subjects. We join the growing interest in bridging this gap by drawing on studies from human geography, and ask to what (...) extent the materiality of moral dilemmas bespeaks the disputed underpinning ethical values of a given space. Drawing on Henri Lefebvre’s perspective of the production of social space, we outline and apply the idea of ‘spatial ethics’ to organizations, in order to approach the entanglement between center and periphery. We analyze organizations in favelas, which are, for many authors, territories where experiences are extreme, and poverty and violence mix with vibrant culture and ingenuity. We critically approach the field of business ethics and suggest that one way of moving beyond the North–South debate is to consider that ethics cannot be transmitted or represented in empty milieus. Previous studies on economic convergence have been handicapped by the lack of sufficient serial data. Real GDP per capita are now available for 56 states. With some interpolation, we create series from 1870 to 1992 for Northern (developed countries) and Southern (lesser developed countries) aggregates. The data are explored by extending the leadership-long cycle perspective to deal with convergence. We find that NorthSouth gap. We believe that convergence is unlikely any time soon without radical restructuring of global economic growth prospects.

This open access book provides original, up-to-date case studies of “ethics dumping” that were largely facilitated by loopholes in the ethics governance of low and middle-income countries. It is instructive even to experienced researchers since it provides a voice to vulnerable populations from the fore mentioned countries. Ensuring the ethical conduct of North-South collaborations in research is a process fraught with difficulties. The background conditions under which such collaborations take place include extreme differentials in available income and power, (...) as well as a past history of colonialism, while differences in culture can add a new layer of complications. In this context, up-to-date case studies of unethical conduct are essential for research ethics training. (shrink)

The decolonization of African studies extends beyond content to ethical partnerships between the North and the African continent. One key component of realizing partnership is through publishing. African studies research published by Northern publishers is not often even minimally available in Africa; and this is despite scholars on the continent often being partners or facilitators in research undertaken by Northern scholars. Northern publishers have perceived no commercial gain, given small African markets, lack of purchasing power, and lack of distribution (...) systems. Conversely, African publishers have efficient distribution into the North through African Books Collective, owned and governed by them. But in suitable rare cases the African publisher can broker co-publications with Northern publishers who want the originating rights. In the light of these issues, African Books Collective launched an initiative to seek to break the deadlock. In partnership with the International African Institute, and with the active support of the African Studies Associations of the UK and the US, work is proceeding with publishers in the North and the South to broker co-publishing or co-editions to address this historic marginalization of Africa. How do tweets reflect the long-standing disparities between the northern and southern regions of Nigeria? This study presents a qualitative analysis of Twitter users' responses (n = 101,518) to the tweets of the Economic and Financial Crimes Commission (EFCC) regarding the production and prosecution of cybercrime. The article uses postcolonial perspectives to shed light on the legacies of British colonial efforts in Nigeria, such as the amalgamation of the northern and southern protectorates in 1914. The results revealed significant discrepancies between (...) Nigeria's northern and southern regions regarding cybercriminal arrest, conviction, and sentencing. Specifically, the results showed that the EFCC's criminalization of Southerners differs substantially from that of Northerners. The contemporary manifestation of inequalities concerning the production and prosecution of cybercrime on Twitter reflects long-standing contestations (e.g., economic, political, cultural, geological) between the northern and southern parts of Nigerian society. Therefore, since the North-South divide in present-day Nigeria originated from British colonization, colonialism is the base that shaped the superstructure comprising political, religious, historical, geological (e.g., crude oil), and economic factors. In turn, the article spotlights that regional differences in educational attainment, originating from differing experiences of Christianization and colonization, interact with regional disparities in the production of cybercrime. More research is required to better understand how these contextual disparities in society interact with the production and prosecution of cybercrime, given that Nigerian cybercriminals defraud victims all over the world. How to communicate with "the other" who is culturally different from oneself is one of the greatest challenges facing North-South relations. This paper builds on existential-phenomenological and poststructuralist concepts of alterity and difference to strengthen the position of Latina and other subaltern speakers in North-South dialogue. It defends a postcolonial approach to feminist theory as a basis for negotiating culturally differentiated feminist positions in this age of accelerated globalization, migration, and displacement.

This paper looks at the changes that have taken place during the past three decades in developing countries as reported in the 2013 UN Human Development Report and how they affect the obligations of multinationals from developed countries. It argues that the changes call for greater attention to the growing North-South paradigm and its implicit Respect-cooperation model rather than the still dominant Developed/Developing Nations paradigm and its Dependency-victim model. It sheds light on the ways in which selected global institutional contexts have played vital roles in shaping telecommunications and internet policy agendas as well as the resulting implications. In this article, we query binaries of mobility and immobility in language studies via an empirical focus on language/social practices in a site that bridges the global North and global South. To do so, we work from a Southern praxis perspective to analyze discourses/knowledges informing the performance of accounts from Cambodian men, interviewed about transactional same-sex relationship practices between (ostensibly immobile) local men and (ostensibly mobile) male tourists to Cambodia from the global North. The analysis focuses on (...) a process in which participants’ chronotopic awareness of language shapes a negotiation of power, knowledge, and action with respect to these relationships. Encompassing the discursive positioning of selves and others through the deployment of relevant and affective chronotopes, the talk from these Cambodian men allows us to challenge assumptions about (im)mobility, awareness, agency, sexuality, and power, and demonstrate how these are accessed in multiple ways at this site of North/South contact. Multi-level institutional designs with distributed power and authority arrangements among federal, state, regional, and local government agencies could lead to the emergence of differential patterns of socioeconomic and infrastructure development pathways in complex social–ecological systems. Both exogenous drivers and endogenous processes in social–ecological systems can lead to changes in the number of “basins of attraction,” changes in the positions of the basins within the state space, and changes in the positions of the thresholds between basins. In an effort to advance (...) the theory and practice of the governance of policy systems, this study addresses a narrower empirical question: how do intergovernmental institutional rules set by federal, state, and regional government agencies generate and sustain basins of attraction in funding infrastructure projects? A pattern-oriented, agent-based model (ABM) of an intergovernmental network has been developed to simulate real-world transportation policy implementation processes across the federal, the state of Vermont, regional, and local governments for prioritizing transportation projects. The ABM simulates baseline and alternative intergovernmental institutional rule structures and assesses their impacts on financial investment flows. The ABM was calibrated with data from multiple focus groups, individual interviews, and analysis of federal, state, and regional scale transportation projects and programs. The results from experimental simulations are presented to test system-wide effects of alternative multi-level institutional designs, in particular different power and authority arrangements between state and regional governments, on the emergence of roadway project prioritization patterns and funding allocations across regions and towns. Nanomedicine applications are an extension of traditional pharmaceutical drug development that are targeting the most pressing health concerns through improvements to diagnostics, drug delivery systems, therapeutics, equipment, surgery and prosthetics. The benefits and risks to the individual have been extrapolated to include broader societal impacts of nanomedicine with concerns extending to inequitable distribution of benefits accruing to developed, or North countries, rather than developing, or South countries. Analysis reveals a great deal of overlap between the North and (...) South's most serious health priorities which kill millions each year. A significant amount of nanomedicine research activity is also underway for the most pressing South country-specific health concerns. Nanomedicine development promises profound breakthroughs for both North and South countries; however, the existing inequities in pharmaceutical drug development, patenting, access and delivery remain significant barriers for South countries. Focusing on the tradition of Roman Catholic social teaching, this dissertation examines and compares two contemporary models of theological-ethical reflection: the neoliberal model represented by the United States bishops' conference, and the structuralist model espoused by the Latin American bishops' conference, both focusing on their understanding of political economy in the context of North-South American relations. ;The thrust of this dissertation is that the study of theological ethics in general, and in this particular case of the tradition of (...) Catholic social teaching on political economy, constitute a valuable contribution to understanding of the profound human dimensions implied in the North-South relations. ;Building on the comparison of these two Catholic traditions, I propose a model of Christian social ethics which, at the normative level, attempts to retrieve the ethical claims of the option for the poor within the tradition of human rights, and at the practical level seeks to provide--in dialogue with the discipline of international Relations--a more suitable framework for addressing problems of international political economy. ;This study proposes two elements for the construction of a new model of social ethics. First, it offers an original approach method that combines the strengths of the hermeneutical and correlational methods in order to evaluate the intelligibility, coherence and adequacy of these two models, not only within their own system, but in relations to the social issues that they intend to assess. Second, it presents an alternative view to those of the structuralist and neoliberal theories of international political economy through the contribution of the newly emerging theories of neostructuralism and institutionalism. ;In light of the changes and new prospects emerging in the area of North-South relations in the post-Cold War era, this study suggests a model of social ethics based on a post-hegemonic understanding of North-South cooperation. This research indicates that the increasing number of mutual agreements among states, rather than asymmetric relations built on hegemonic power and dependency, constitute an area of international institutions that is indicative of a transformation of North-South American states. As part of the special issue on “The United Nations at Seventy-Five: Looking Back to Look Forward,” this essay connects the past of the United Nations to its future from the perspective of the Global South. When the UN was created, most developing countries were colonies that played no role in writing the rules and designing the architecture of the post-1945 UN-centric global multilateral order. Today, countries in the Global South command a majority of the UN membership, but (...) still mostly function as norm takers and are severely underrepresented in the UN Security Council—which functions as the geopolitical cockpit—and also in the senior ranks of the UN system, in the key posts in the Secretariat, and in the UN's funds and agencies. Gradually, however, these countries are using their numerical strength to give voice to their distinctive preferences, priorities, and values. This essay provides a broad-brush sketch of the changing nature of the North-South partnership on the UN's four overarching normative mandates of security, development, environment, and human rights. It includes a brief comment on the coronavirus pandemic within the framework of its main narrative of the continuing need for a UN-centric North-South partnership. (shrink)

Scientific collaboration between Northern and Southern researchers and development programs for research capacity-building have received new attention of practitioners and scholars during the last decades. This essay review takes four recent publications on North-South research cooperation and development politics as a starting point to ask for possible links between macro-, meso-, and micro-levels of social analysis that has found renewed interest in the sociology of science literature. The approach has the advantage to heuristically systematize the anthropological, sociological and (...) policy-driven approaches chosen by the editors and authors of the books under review. Moreover, the focus on links between the three levels adds to the conceptual interaction of sociology of science and the science policy fields to estimate the effects of science governance in international and especially in asymmetrical relations with different access to resources. At the same time as fair trade certified products are capturing an increasing market share, a growing number of scholars and practitioners are raising serious questions about who benefits from certification. Through a critique of north–south narratives, this paper draws on contemporary themes in fair trade scholarship to draw out different ways of thinking about fair trade outside of the dichotomous north–south framing. I argue that, through the creation of fair trade subjects of the “global (...) class='Hi'>north” and “global south,” certification has normalized and naturalized dichotomous power relations. The primary concern of this paper is to demonstrate the problems with situating certification and scholarship in the north–south binary and to push examination toward a more nuanced analysis of how certification and development are shaped in-place. This intervention is important for assisting with stepping away from long-standing debates regarding the effectiveness of certification, and additionally in contributing to critical thinking on economic development more broadly. Based on an analysis of 44 cases in Canada, Tunisia, and Cameroon, this research attempts to determine the fundaments of sustainable entrepreneurship (SE) in an international perspective and to shed the light on the potential impact of economic, institutional, and cultural dimensions upon diverse levels of sustainability in smalland medium-size firms (SMEs). Neo-institutional and entrepreneurship theories were combined in an integrative conceptual model to fully embrace the meanings and practices of SE and to question the "culture free" argument of some (...) prescriptions as well as some international programs. The analysis of the rationale behind entrepreneurs committed to sustainability in the three countries compared to less engaged firms shows that entrepreneurs' individual values are crucial in all cases. Socio-cultural specificities and institutional realities can, however, be more or less inductive to the adoption of sustainable practices in SMEs. This study also demonstrates that external stimuli are needed in Tunisia and Cameroon to reach the same environmental involvement as found in Canada. Moreover, support programs to assist SMEs with the adoption of sustainable practices and communication about the issue have to be tailored to the entrepreneur's motives, the firms' levels of openness to sustainability, the socio-cultural practices already embedded, and the countries' priorities.
