ABSTRACT Uncertainty as to how we should articulate empirical data and normative reasoning seems to underlie most difficulties regarding the ‘empirical turn’ in bioethics. This article examines three different ways in which we could understand ‘empirical turn’. Using real facts in normative reasoning is trivial and would not represent a ‘turn’. Becoming an empirical discipline through a shift to the social and neurosciences would be a turn away from normative thinking, which we (...) should not take. Conducting empirical research to inform normative reasoning is the usual meaning given to the term ‘empirical turn’. In this sense, however, the turn is incomplete. Bioethics has imported methodological tools from empirical disciplines, but too often it has not imported the standards to which researchers in these disciplines are held. Integrating empirical and normative approaches also represents true added difficulties. Addressing these issues from the standpoint of debates on the fact‐value distinction can cloud very real methodological concerns by displacing the debate to a level of abstraction where they need not be apparent. Ideally, empirical research in bioethics should meet standards for empirical and normative validity similar to those used in the source disciplines for these methods, and articulate these aspects clearly and appropriately. More modestly, criteria to ensure that none of these standards are completely left aside would improve the quality of empirical bioethics research and partly clear the air of critiques addressing its theoretical justification, when its rigour in the particularly difficult context of interdisciplinarity is what should be at stake. I approach the idea of empirical turns and transcendental theories indirectly. I do not start “post-“ or “neg-” anything; instead I begin pre-philosophically—that is, before everyone has a position and opposes other positions—with Heidegger’s “preparatory hermeneutical” question: As whom and with what concerns do empirically or transcendentally minded philosophers of technology respond to their experience of technoscientific life? For example, in his second Untimely Meditation, Nietzsche identifies his concern as one of “taking advantage” of historical knowledge “for life,” that (...) is, he understands himself to be motivated by a life-driven, not scientific “need.” But how are “needs” in Nietzsche’s sense to be distinguished? The question leads straight to Heidegger’s idea of a hermeneutics that comes “before philosophy”—a “hermeneutics of facticity” that considers “what goes on in [i.e., motivates] a philosophy before it becomes what it is”? I argue that once Nietzsche’s notion of need is expanded and deepened in Heidegger’s direction, we gain some clarity about how to appropriate any information “for life,” whether it is science-based, culturally operative, or phenomenological. I then consider Ihde, Stiegler, and the future prospects of empirical turns and transcendental theories in light of this idea. (shrink)

This paper provides a phenomenological analysis of postphenomenological philosophy of technology. While acknowledging that the results of its analyses are to be recognized as original, insightful, and valuable, we will argue that in its execution of the empirical turn, postphenomenology forfeits a phenomenological dimension of questioning. By contrasting the postphenomenological method with Heidegger’s understanding of phenomenology as developed in his early Freiburg lectures and in Being and Time, we will show how the postphenomenological method must be understood as (...) mediation theory, which adheres to what Heidegger calls the theoretical attitude. This leaves undiscussed how mediation theory about ontic beings involves a specific ontological mode of relating to beings, whereas consideration of this mode is precisely the concern of phenomenology. This ontological dimension is important to consider, since we will argue that postphenomenology is unwittingly technically mediated in an ontological way. The upshot of this is that in its dismissal of Heidegger’s questioning of technology as belonging to “classical philosophy of technology,” postphenomenology implicitly adheres to what Heidegger calls technology as Enframing. We argue that postphenomenology overlooks its own adherence to the theoretical attitude and ultimately to Enframing, and we will conclude with calling for a phenomenological questioning of the dimension that postphenomenology presently leaves unthought, meaning that we will develop a plea for a rehabilitation of the ontological dimension in the philosophy of technology. Since its origin, bioethics has attracted the collaboration of few social scientists, and social scientific methods of gathering empirical data have remained unfamiliar to ethicists. Recently, however, the clouded relations between the empirical and normative perspectives on bioethics appear to be changing. Three reasons explain why there was no easy and consistent input of empirical evidence into bioethics. Firstly, interdisciplinary dialogue runs the risk of communication problems and divergent objectives. Secondly, the social sciences were absent partners since (...) the beginning of bioethics. Thirdly, the meta‐ethical distinction between ‘is’ and ‘ought’ created a ‘natural’ border between the disciplines. Now, bioethics tends to accommodate more empirical research. Three hypotheses explain this emergence. Firstly, dissatisfaction with a foundationalist interpretation of applied ethics created a stimulus to incorporate empirical research in bioethics. Secondly, clinical ethicists became engaged in empirical research due to their strong integration in the medical setting. Thirdly, the rise of the evidence‐based paradigm had an influence on the practice of bioethics. However, a problematic relationship cannot simply and easily evolve into a perfect interaction. A new and positive climate for empirical approaches has arisen, but the original difficulties have not disappeared. (shrink)

Ever since Achterhuis designated American philosophy of technology “empirical” there has been a Continental “push-back” defending the first generation of European—mostly Heidegger’s essentialistic “transcendental”—philosophy of technology. While I prefer a “concrete” turn—to avoid confusing with British “empiricism”—in a belief that particular technologies are different from others—this is a quibble. I admit I was very taken by Richard Rorty’s “anti-essentialism” and “non-foundationalism” in his version of pragmatism, and have adapted much of that stance into postphenomenology. A review of literature published a decade ago noted a significant increase in empirical papers across nine bioethics journals. This study provides an update on the presence of empirical papers in the same nine journals. It first evaluates whether the empirical trend is continuing as noted in the previous study, and second, how it is changing, that is, what are the characteristics of the empirical works published in these nine bioethics journals. A review of the same (...) nine journals was conducted for a 12-year period from 2004 to 2015. Data obtained was analysed descriptively and using a non-parametric Chi-square test. Of the total number of original papers published in the nine bioethics journals, 18.1% collected and analysed empirical data. Journal of Medical Ethics and Nursing Ethics led the empirical publications, accounting for 89.4% of all empirical papers. The former published significantly more quantitative papers than qualitative, whereas the latter published more qualitative papers. Our analysis reveals no significant difference between the proportion of empirical papers published in 2004–2009 and 2010–2015. However, the increasing empirical trend has continued in these journals with the proportion of empirical papers increasing from 14.9% in 2004 to 17.8% in 2015. This study presents the current state of affairs regarding empirical research published nine bioethics journals. In the quarter century of data that is available about the nine bioethics journals studied in two reviews, the proportion of empirical publications continues to increase, signifying a trend towards empirical research in bioethics. The growing volume is mainly attributable to two journals: Journal of Medical Ethics and Nursing Ethics. This descriptive study further maps the still developing field of empirical research in bioethics. Additional studies are needed to completely map the nature and extent of empirical research in bioethics to inform the ongoing debate about the value of empirical research for bioethics. (shrink)

Introduces contemporary American philosophy of technology through six of its leading figures. The six American philosophers of technology whose work is profiled in this clear and concise introduction to the field—Albert Borgmann, Hubert Dreyfus, Andrew Feenberg, Donna Haraway, Don Ihde, and Langdon Winner—represent a new, empirical direction in the philosophical study of technology that has developed mainly in North America. The empirical turn in bioethics has been widely discussed by philosophical medical ethicists and social scientists. The focus of this discussion has been almost exclusively on methodological issues in research, on the admissibility of empirical evidence in rational argument, and on the possible superiority of empirical methods for permitting democratic lay involvement in decision-making. In this paper I consider how the collection of qualitative and quantitative social research evidence plays its part in the construction of social (...) order, and how this creates certain paradoxes for the normative ideal of a public bioethics. The analysis in this paper is based on Foucauldian ideas, and on recent work in the history of the human sciences. This article builds on the hypothesis that theoretical approaches to philosophy of technology are currently stuck in a false alternative: either embrace the “empirical turn” or jump back into the determinism, pessimism, and general ignorance towards specific technologies that characterized the “humanities philosophy of technology.” A third path is however possible, which consists of articulating an empirical point of view with an interest in the symbolic dimension in which technologies and technological mediations are always already embedded. Bourdieu’s (...) sociology of the symbolic forms represents an important and mostly unexplored resource in this respect. In this article, we introduce the notion of technological capital and its tree states—objectified, institutionalized, and embodied. In the first section, we briefly account of the empirical turn in philosophy of technology. Specific attention is then devoted to postphenomenology. We depict three perspectives in postphenomenology: standard postphenomenology, in which one single human-technology-world relation at a time is considered; the attempt of some technological mediation theorists to articulate postphenomenology and actor-network theory ; the original effort in Ihde, which is currently practiced by a minority of postphenomenologists, to combine an interest for the empirical dimension of technological mediations with an attention to the social and cultural conditions of possibility in which these mediations are embedded. In the second section, we consider some recent critiques of the limits of the empirical turn in philosophy of technology, especially related to postphenomenology. Furthermore, we argue that Pierre Bourdieu’s sociology may benefit the philosophy of technology. One might say that according to a Bourdieusian perspective, technologies are, in their invention, implementation, and use, embedded in symbolically organized interactions among social actors or groups. The notion of technological capital is introduced. A specific attention is given to its embodied state, which is related to the habitus. Such concept suggests that, to rephrase the famous sentence by Heidegger, “the essence of technology is not totally technological.” In the conclusion, we consider three risks related to a Bourdieusian approach to technology: transparency, determinism, and absolutism. Discussion The recent incipiency of "Evidence-Based Ethics" attests to this phenomenon and should be rejected as a solution to the (...) current ambivalence toward the normative resolution of moral problems in a pluralistic society. While "evidence-based" is typically read in medicine and other life and social sciences as the empirically-adequate standard of reasonable practice and a means for increasing certainty, I propose that the evidence-based movement in fact gains consensus by displacing normative discourse with aggregate or statistically-derived empirical evidence as the "bottom line". Therefore, along with wavering on the fact/value distinction, evidence-based ethics threatens bioethics' normative mandate. The appeal of the evidence-based approach is that it offers a means of negotiating the demands of moral pluralism. Rather than appealing to explicit values that are likely not shared by all, "the evidence" is proposed to adjudicate between competing claims. Quantified measures are notably more "neutral" and democratic than liberal markers like "species normal functioning". Yet the positivist notion that claims stand or fall in light of the evidence is untenable; furthermore, the legacy of positivism entails the quieting of empirically non-verifiable considerations like moral claims and judgments. As a result, evidence-based ethics proposes to operate with the implicit normativity that accompanies the production and presentation of all biomedical and scientific facts unchecked. Summary The "empirical turn" in bioethics signals a need for reconsideration of the methods used for moral evaluation and resolution, however the options should not include obscuring normative content by seemingly neutral technical measure. This volume features 16 essays on the philosophy of technology that discuss its identity, its position in philosophy in general, and the role of empirical studies in philosophical analyses of engineering ethics and engineering practices. This volume is published about fifteen years after Peter Kroes and Anthonie Meijers published a collection of papers under the title The empirical turn in the philosophy of technology, in which they called for a reorientation toward the practice of engineering, and sketched (...) the likely benefits for philosophy of technology of pursuing its major questions in an empirically informed way. The essays in this volume fall apart in two different kinds. One kind follows up on The empirical turn discussion about what the philosophy of technology is all about. It continues the search for the identity of the philosophy of technology by asking what comes after the empirical turn. The other kind of essays follows the call for an empirical turn in the philosophy of technology by showing how it may be realized with regard to particular topics. Together these essays offer the reader an overview of the state of the art of an empirically informed philosophy of technology and of various views on the empirical turn as a stepping stone into the future of the philosophy of technology. In my comments, I address two issues that are important but not central to the paper under review here. First, I present a reading of the postphenomenological concept of multistability by going back to Merleau-Ponty’s notion of the primacy of perception. I conclude that assertions affirming the multistability of technologies should not be seen as merely empirical. In this article I respond to Yuk Hui by revisiting the crossroads in the philosophy of technology as represented by the philosophies of Stiegler and Ihde. Whereas Hui proposes the concept of cosmotechnics as an integrating perspective, I conceive of the crossroads in other terms, namely from the perspective of substantivism. I characterize our present situation, what a philosophy of technology should address and then examine Hui’s notion of cosmotechnics from this alternative perspective. ABSTRACT:Most medical learned societies have endorsed both "equivalence" between all forms of withholding or withdrawing treatment and the "discontinuity" between euthanasia and practices to withhold or withdraw treatment. While the latter are morally acceptable insofar as they consist in letting the patient die, the former constitutes an illegitimate act of actively interfering with a patient's life. The moral distinction between killing and letting die has been hotly debated both conceptually and empirically, most notably by experimental philosophers, with inconclusive results. This (...) article employs a "revisionary" intuititionist perspective to discuss the results of a clinical ethics study about intensivists' perceptions of withhold or withdraw decisions. The results show that practitioners' moral experience is at odds with both the discontinuity and equivalence theses. This outcome allows us to revisit certain concepts, such as intention and causal relationship, that are prominent in the conceptual debate. Intensivists also regard end-of-life decisions as being on a scale from least to most active, and whether they regard active forms of end-of-life decisions as ethically acceptable depends on the overarching professional values they endorse: the patient's best chances of survival, or the patient's quality of life. The purpose of this essay is to: (1) detail how recent trends in philosophical theory have made it possible for philosophers of technology to critically discuss technology transfer; (2) demonstrate that economic standards of assessment are conducive to obscuring the hidden tradeoffs that technological practices, such as mobile phone use in Bangladesh, can engender; and (3) provide the basis of an alternative model that can reflexively addresses dimensions of technology transfer that neo-classical economic accounts occlude.

In this paper, I outline several methodological questions that we need to confront. The chief question is how can we identify the nature of technological change and its varied cultural consequences—including social, political, institutional, and economic dimensions—when our different research methods, using distinct ‘levels’ or ‘scales’ of analysis, yield contradictory results. What can we say, in other words, when our findings about technology follow from the framings of our inquiries? In slightly different terms, can we combine insights from the fine-grained (...) “social shaping of technology” as well as from complementary approaches accenting the “technological shaping of society?” As a way forward, I will suggest conducting multi-scale inquiries into the processes of technological and cultural change. This will involve recognizing and conceptualizing the analytical scales or levels on which we conduct inquiry (very roughly, micro, meso, macro) as well as outlining strategies for moving within and between these scales or levels. Of course we want and need diverse methodologies for analyzing technology and culture. I find myself in sympathy with geographer Brenner (New state spaces: urban governance and the rescaling of statehood, 2004, p. 7), who aspires to a “theoretically precise yet also historically specific conceptualization of [technological change] as a key dimension of social, political and economic life.”. American Philosophy of Technology: The Empirical Turn is an introduction to the thought about technology by Albert Borgmann, Hubert Dreyfuss, Andrew Feenberg, Donna Haraway, Don Ihde, and Langdon Winner. Each position is presented in a medium-length essay, along with a little biographical information and some criticism. Each essay is written by a different Dutch philosopher. The book is largely a translation of a 1997 Dutch publication. However, the essays on Borgmann, Feenberg, and Ihde have been updated to include (...) material written after 1997. The philosophical stance of the book is broadly Continental, most notably post-Heideggerian, given that the topic is technology. It is, however, easily accessible to readers better versed in other traditions. Given the age and accessibility of the material, this is a very useful introduction to contemporary thought about technology. Graduate students and advanced undergraduates should be able to make good use of this book. (shrink)

A dramatic shift in British and French ideas about empire unfolded in the sixty years straddling the turn of the nineteenth century. As Jennifer Pitts shows in A Turn to Empire, Adam Smith, Edmund Burke, and Jeremy Bentham were among many at the start of this period to criticize European empires as unjust as well as politically and economically disastrous for the conquering nations. By the mid-nineteenth century, however, the most prominent British and French liberal thinkers, including John (...) Stuart Mill and Alexis de Tocqueville, vigorously supported the conquest of non-European peoples. Pitts explains that this reflected a rise in civilizational self-confidence, as theories of human progress became more triumphalist, less nuanced, and less tolerant of cultural difference. At the same time, imperial expansion abroad came to be seen as a political project that might assist the emergence of stable liberal democracies within Europe. Pitts shows that liberal thinkers usually celebrated for respecting not only human equality and liberty but also pluralism supported an inegalitarian and decidedly nonhumanitarian international politics. Yet such moments represent not a necessary feature of liberal thought but a striking departure from views shared by precisely those late-eighteenth-century thinkers whom Mill and Tocqueville saw as their forebears. Fluently written, A Turn to Empire offers a novel assessment of modern political thought and international justice, and an illuminating perspective on continuing debates over empire, intervention, and liberal political commitments. My effort to address the comments made by the two distinguished scholars, consists of three steps. I will start with a brief resume of Hegel’s dialectical logic, to provide a scaffold for the debate. Subsequently, I will address the comments made. In the case of Hans-Jörg Rheinberger, I will focus on his reference to Althusser. In the case of Bart Gremmen, I will focus on the dialectics of biology, notably on his reference to Mendel. With Empire, Michael Hardt and Antonio Negri reinvigorated debates in political theory and radical philosophy about the cultivation of revolutionary subjectivity. Their theorization of Empire and multitude has also significantly affected the tenor of critical approaches to educational theory during the past two decades. In this article, we discuss Hardt and Negri’s contribution to what we call the biopolitical turn in educational theory, emphasizing the influence of autonomist Marxism on their work. Even more specifically, we discuss the impact of (...) the autonomist tradition on their formulation of the nature of the relationship between the multitude and Empire: that the multitude is the generative force of the social world, whereas Empire is merely an apparatus of capture. This autonomist approach reveals a set of questions regarding subjectivity, materialism, and social ontology, which we argue are ripe for engagement by educational theorists, and indicate the enduring relevance of Empire as a valuable text for educational theorists interested in matters of biopolitical production, collective opposition, and revolutionary subjectivity. Decision making for incompetent patients is a much-discussed topic in bioethics. According to one influential decision making standard, the substituted judgment standard, a surrogate decision maker ought to make the decision that the incompetent patient would have made, had he or she been competent. Empirical research has been conducted in order to find out whether surrogate decision makers are sufficiently good at doing their job, as this is defined by the substituted judgment standard. This research investigates to what extent (...) surrogates are able to predict what the patient would have preferred in the relevant circumstances. In this paper we address a methodological shortcoming evident in a significant number of studies. The mistake consists in categorizing responses that only express uncertainty as predictions that the patient would be positive to treatment, on the grounds that the clinical default is to provide treatment unless it is refused. We argue that this practice is based on confusion and that it risks damaging the research on surrogate accuracy. (shrink)

This essay uses empirical studies to engage Richard Miller’s advocacy of a “cultural turn” in the study of religious ethics found in Friends and Other Strangers. The particular kind of empirical research I highlight here, cultural cognition, emphasizes the ways that belonging to a cultural group influences one’s reasoning when faced with controversial issues involving disputed facts. This approach underscores the significance of the cultural turn, but it also raises some important challenges for Miller’s accounts of (...) moral psychology and public reason. I work to elucidate what those challenges are and point to some ways that taking cultural cognition seriously might open up fresh avenues for addressing perennial ethical issues. (shrink)

Several fields of research associated with the history of the early modern Iberian world have experienced a significant boost in recent decades: Iberian science as it relates to the Atlantic world, the history of European colonial empires, and the study of knowledge production in Latin American cultures. This expansion has coincided with a renewed interest of historians of the early modern period in practical knowledge and artisanal cultures. This paper presents an updated historiographic review of both lines of research as (...) well as of their close interconnections. In addition, it offers a re-interpretation of Iberian imperial science in the context of the European maritime expansion through the lens of artisanal epistemology. (shrink)
