The importance of socio-economic impacts from the introduction and use of genetically modified crops is reflected in increasing efforts to include them in regulatory frameworks. Aiming to identify and understand the present knowledge on SEI of GM crops, we here report the findings from an extensive study of the published international scientific peer-reviewed literature. After applying specified selection criteria, a total of 410 articles are analysed. The main findings include: limited empirical research on SEI of GM crops in (...) the scientific literature; the main focus of the majority of the published research is on a restricted set of monetary economic parameters; proportionally, there are very few empirical studies on social and non-monetary economic aspects; most of the research reports only short-term findings; the variable local contexts and conditions are generally ignored in research methodology and analysis; conventional agriculture is the commonly used comparator, with minimal consideration of other substantially different agricultural systems; and there is the overall tendency to frame the research upon not validated theoretical assumptions, and to over-extrapolate small-scale and short-term specific results to generalized conclusions. These findings point to a lack of empirical and comprehensive research on SEI of GM crops for possible use in decision-making. Broader questions and improved methodologies, assisted by more rigorous peer-review, will be required to overcome current research shortcomings. (shrink)

Lonergan's Early Economic Research delves into the origins of Bernard Lonergan's economic theory through his own writing on the subject. Michael Shute provides transcriptions of many of Lonergan's private files on economics for a deeper understanding of his groundbreaking macroeconomic theory. An introduction by the editor contextualizes the works, which also serve as archival materials relevant to the companion volume Lonergan's Discovery of the Science of Economics. Organized around specific themes such as dialectic of history, methodology, (...) class='Hi'>economic history, and price equilibrium, the book makes available a substantial amount of previously unpublished texts. Materials include Lonergan's earliest notes on economics prior to his move to Rome in 1933, the complete surviving portion of 'An Essay in Fundamental Sociology, ' and notes on economists Heinrich Pesch and Lionel Robbins, among others. Current philosophical accounts of causation suggest that the same causal assertion can have different meanings. Yet, in actual social-scientific practice, the possible meanings of some causal generalisations intended to support policy prescriptions are not always spelled out. In line with a standard referentialist approach to semantics, we propose and elaborate on four questions to systematically elucidate the meaning of causal generalisations. The analysis can be useful to a host of agents, including social scientists, policy-makers, and philosophers aiming at being socially (...) relevant. To illustrate our proposal, we analyse the complexities related to the meaning of causal generalisations in the context of a concrete case of economic research which is explicitly intended to guide public policy, namely, the OECD research on the causes of unemployment. It is not unusual for researchers to complain about institutional review board (IRB) oversight, but social scientists have a unique set of objections to the work of ethics committees. In an effort to better understand the problems associated with ethics review of social, behavioral, and economic sciences (SBES) research, this article examines 3 different aspects of research ethics committees: (a) the composition of review boards; (b) the guidelines used by these boards to review SBES - and in (...) particular, behavioral health - research; and (c) the actual deliberations of IRBs. The most common way of analysing the meaning of causal generalisations relies on referentialist semantics. In this article, we instead develop an analysis based on inferentialist semantics. According to this approach, the meaning of a causal generalisation is constituted by the web of inferential connections in which the generalisation participates. We distinguish and discuss five classes of inferential connections that constitute the meaning of causal generalisations produced in policy-oriented economic research. The usefulness of our account is illustrated with (...) the analysis of generalisations about unemployment put forward by the Organisation for Economic Co-operation and Development in its highly influential 1994 OECD Jobs Study. For a few decades, the debate about the dominant economic theory has focused on the epistemological problems caused by the use of objective categories or “intellectual abstractions,” which involved “oblivion,” or disconnection of social actors understood as concrete persons. In Husserlian terms, this genuine “crisis of the sciences” meant the loss of the life-world as the substratum and foundation of all scientific knowledge. In the context of these discussions, the phenomenological sociology of Alfred Schutz has much to say on (...) the issue. ArgumentRecurring economic crises, like the one of 2007-2008, led to criticism of economic research and a demand to develop new strategies to avoid them. Standard economic theories use conventional approaches to deal with economic challenges, heterodox theories try to develop alternatives with which to face them. It remains unclear whether the 2007-2008 crisis led to a change in economic research as well as to a consideration of alternative approaches. We used co-word analysis to (...) map the structure of economic research in Germany between 2005 and 2014. Core topics within economic research, such as “market” or “production” hardly shift and can be linked to standard economic theories. Peripheral topics such as “inequality” or “unemployment” show greater dynamics. However, only a few of these topics can be linked to heterodox approaches. Certain changes have occurred in reaction to the 2007-2008 crisis. However, the unchanged importance of standard economic topics raises the question whether these changes are sufficient to face coming economic challenges. (shrink)

The article discusses the concepts of altruism and prosocial behavior and their importance in interdisciplinary studies of behavioral economics. The basic theoretical models and concepts of altruism in Behavioral Economics are reviewed. Altruism is shown to be a hidden and complicated form of selfishness. In essence, altruism and prosociality are therefore not fundamentally different concepts: both are ultimately self-oriented. In the article, we take the Christian worldview and compare altruism with Christian love and discuss their differences and the importance of (...) their theoretical and practical implications. We show that altruism and Christian love are not only diverse but contradictory concepts, which in our opinion is of great importance at least in terms of promoting a well-being of human society. The paper gives an overview of primate research and the economic-ethical 'lessons' we can derive from it. In particular, it examines the complex, multi-faceted and partially conflicting nature of (non-) human primates. Our closest living relatives, the chimpanzees and bonobos, apparently walk on two legs: a selfish and a groupish leg. Given evolutionary continuity and gradualism between monkeys, apes and humans, human primates seem to be bipolar apes as well. They, too, tend to display a dual structure: there (...) seems to be a pro-social and a self-interested side to our species and a bipolar tension seems to exist between competition and cooperation respectively between self-interest and the common good. We are apparently at the same time Homines oeconomici and Homines culturali. Our inner ape tries to combine self-interested and common good motives. Based on de Waal's Russian doll model, the essay investigates the evolutionary origins of morality and 'eusociality'. With the help of selected case studies stemming from behavioural sciences/economics, the paper illustrates examples of empathy, altruism, reciprocal fairness, pro-social and other-regarding preferences, inequity aversion and altruistic punishment in (non-)human primates. Beside this selfless and groupish side, the paper also reflects on the self-interest and egoistic nature of (non-)human primates and the behavioural and cognitive differences between monkeys, apes and humans. Concerns about exploiting the poor or economically disadvantaged in clinical research are widespread in the bioethics community. For some, any research that involves economically disadvantaged individuals is de facto ethically problematic. The economically disadvantaged are thought of as “venerable” to exploitation, impaired decision making, or both, thus requiring either special protections or complete exclusion from research. A closer examination of the worries about vulnerabilities among the economically disadvantaged reveals that some of these worries are empirically or logically (...) untenable, while others can be better resolved by improved study designs than by blanket exclusion of poorer individuals from research participation. The scientific objective to generate generalisable results and the ethical objective to fairly distribute both the risks and benefits of research oblige researchers not to unnecessarily bar economically disadvantaged subjects from clinical research participation. This paper seeks to analyse the effects on Economics of Research Assessment Systems, such as the Research Assessment Exercise (or RAE) which was carried out in the UK between 1986 and 2008. The paper begins by pointing out that, in the 2008 RAE, economics turned out to be the research area which was accorded the highest valuation of any subject in the UK, even though economists were then under attack for failing to predict the global financial crash (...) which had occurred a few months earlier. One aim of the paper is to explain this economics anomaly in research assessment. The paper goes on to point out a key difference between economics and the natural sciences. Most areas of the natural sciences are dominated for most of the time by a single, generally accepted, paradigm, whereas there are always in economics different schools of thought which have different and highly conflicting paradigms. Given this situation, it is argued that the effect of research assessment systems in economics is to strengthen the majority school in the subject (whatever that is), and weaken the minority schools. This conclusion is supported by empirical data collected by Frederic Lee for the UK. It is then shown that the greater the dominance of the majority school, the higher the overall valuation of the subject is likely to be, and this is used to explain the anomaly noted earlier. It is argued that research in economics flourishes better in a situation in which there are a number of different schools treated equally, than in one in which a single school dominates. The conclusion is that research assessment systems have a negative effect on research in economics and give misleading results. Instead of such systems, an attempt should be made to encourage pluralism in the subject. (shrink)

In this paper, we report the findings from the data we collected from a survey in order to measure how common research ethics education in economics is. We have found out that (1) research ethics is taught in only a very few economics departments around the globe; (2) topics related to research ethics are not taught in courses on economics and ethics; and (3) the number of papers published in specialised peer-reviewed journals on economics education is only (...) a tiny fraction of the number of papers published in these journals. There has been no evidence in economics showing that economics departments have taken strong initiative on teaching research ethics to undergraduate and graduate students. (shrink)

Green economists are clear in their support for localisation, but there is little definitional clarity around the concept of a local economy: how large it would be, or what principles might be used to divide the world into provisioning units. This paper proposes that the 'bioregion' might be a useful concept in designing more local systems of resource supply. In medical research, the ethical principle of respect for persons is operationalized into the process of informed consent. The consent tools should be contextualized and adapted to the different socio-cultural environment, especially when research crosses the traditional boundaries and reaches poor communities. We look at the challenges experienced in the malaria Quinact trial, conducted in the Democratic Republic of Congo, and describe some lessons learned, related to the definition of acceptable representative, the role of independent witness and the (...) impact of socio-economic vulnerability. To ensure children's protection, consent is required by the parents or, in their absence, by a legally mandated representative. In our setting, children's responsibility is often entrusted permanently or temporarily to relatives or friends without a tribunal mandate. Hence, a notion of ‘culturally acceptable representative’ under supervision of the local Ethics Committee may be more suitable. To ensure protection of illiterate subjects, an independent witness is required to confirm that the consent was freely given. However, in low-literacy contexts, potential witnesses often don't have any previous relationship with patient and there may be power-unbalance in their relationship, rather than genuine dialogue. In poor communities, trial participation may be seen as an opportunity to secure access to healthcare. Poverty may also lead to ‘competition’ to access the research-related benefits, with a risk of disturbance at societal or household level. Adjusting consent procedures to sociocultural and socioeconomic realities is essential for fulfilling the underlying ethical principles. This requires a collaborative dialogue between researchers, regulators and ethics committees. (shrink)

Based on the global urban economic competitiveness data in 2017, this study conducts coupling analyses of the competitiveness indicator system. The comprehensive study on the coupling coordination degree among explanatory indexes of urban economic competitiveness concludes that the city with higher economic competitiveness rankings has a higher degree of coupling coordination ; the city ranked lower in the economic competitiveness has a lower DCC. The cities with higher DCC are mainly those global cities or metropolis known (...) for financial and technological innovations, while cities with bare coupling coordination are mainly in underdeveloped countries in Asia, Africa, and Latin America. Based on the findings, the paper employs a model that combines linear regression and quantile regression to identify the specific driving factors that affect the cities’ competitiveness around the world. Therefore, every city should act according to local conditions, focus on the key drivers of urban development, and address the inadequacies to balance the economic development so as to enhance its competitiveness. Total factor productivity is not only the core of high-quality economic development but also a core indicator for measuring the quality of economic development. Improving total factor productivity is one of the most critical points in building a modern economic system. Firstly, this paper uses the DEA-Malmquist index method to measure and decompose the total factor productivity of China’s 30 provinces, municipalities, and autonomous regions from 2001 to 2017 and analyzes the characteristics of its temporal and spatial (...) changes. From a spatial perspective, the regional gap is relatively large. Secondly, we construct the index system of five dimensions and use this index system to comprehensively evaluate the improvement degree of China’s modernized economic system. The results show that the overall level of the improvement degree of China’s modernized economic system is relatively low, and the differences between provinces are great. Thirdly, this paper uses static and dynamic spatial econometric models to empirically analyze the effect of total factor productivity on the improvement degree of the modern economic system. The results show that the improvement degree of the modern economic system in China has obvious characteristics of time spillover and space spillover. Finally, we put forward countermeasures and suggestions on how to perfect the modern economic system. (shrink)

This paper investigates the relationship between technological finance, high-quality economic growth, and financial stability. Based on data of 30 provinces collected between 2004 and 2017, this paper adopts the method of factor analysis to construct comprehensive indexes of technological finance and financial stability before calculating green total factor productivity as the index of high-quality development, using the CRS Multiplicative Model. Then it constructs the spatial SAC model and PVAR model for analyses of the just-mentioned relationship based on the total (...) sample of the nation and regional samples in eastern, middle, and western China, respectively. The results reveal that All samples, whether the total national samples or regional samples of eastern, middle, and western China demonstrate the positive influence of technological finance on high-quality economic development, with an obvious spatial spillover effect. The impact factor is the highest in the eastern region, while the western region holds the lowest factor among the three. Judging by the general national sample, technological finance has an obvious negative shock effect on financial stability within a short period, but the effect gradually dwindles as time goes by. This rule applies to the sample of the eastern region, as its technological finance poses a short-time negative shock effect on financial stability, before gradually diminishing to 0. Neither western nor middle regions have displayed an obvious shock impact on financial stability. (shrink)

The development of technology is unbelievably rapid. From limited local networks to high speed Internet, from crude computing machines to powerful semi-conductors, the world had changed drastically compared to just a few decades ago. In the constantly renewing process of adapting to such an unnaturally high-entropy setting, innovations as well as entirely new concepts, were often born. In the business world, one such phenomenon was the creation of a new type of entrepreneurship. This paper proposes a new academic discipline of (...) computational entrepreneurship, which centers on: (i) an exponentially growing (and less expensive) computing power, to the extent that almost everybody in a modern society can own and use that; (ii) omnipresent high-speed Internet connectivity, wired or wireless, representing our modern day’s economic connectomics; (iii) growing concern of exploiting “serendipity” for a strategic commercial advantage; and (iv) growing capabilities of lay people in performing calculations for their informed decisions in taking fast-moving entrepreneurial opportunities. Computational entrepreneurship has slowly become a new mode of operation for business ventures and will likely bring the academic discipline of entrepreneurship back to mainstream economics. Considered here are matters relating to the responsible conduct of research in economics and science in the United States for the last forty years. In science there was a “late 20th century wave” of scientific misconduct and then a “millennial wave”. For economics in the former era, episodes of honest error and replication failure occurred. Recently plagiarism and data manipulation have been reported. Overall few economists seem to fabricate data, but falsification of data, replication failure, and plagiarism occur. Furthermore, (...) replication failure is the one thing that scientific misconduct and honest error have in common. In economics and compared to the sciences, there have been no misconduct hearings, no economist has been charged with a crime, nor has anyone served time in prison for scientific misconduct. Science and economics seem to be sufficiently self-corrective so that systemic science failure does not utterly thwart scientific progress in the long run. (shrink)

There have recently been novel applications of medical systematic review guidelines to economic policy interventions which contain controversial methodological assumptions that require further scrutiny. A landmark 2017 Cochrane review of unconditional cash transfer (UCT) studies, based on the Grading of Recommendations Assessment, Development and Evaluation (GRADE), exemplifies both the possibilities and limitations of applying medical systematic review guidelines to UCT and universal basic income (UBI) studies. Recognizing the need to upgrade GRADE to incorporate the differences between medical and policy (...) interventions, the GRADE Public Health Project Group (PHPG) was convened to enumerate and address these methodological challenges. However, in light of our analysis of additional methodological challenges that arise for UCT and UBI studies, we argue that the adaptation of medical systematic review guidelines to economic methodology is far from straightforward and is in fact more challenging than claimed by the PHPG.
