The Covid‐19 pandemic highlighted the need to examine public trust in the U.S. Food and Drug Administration (FDA) vaccine approval process and the role of political influence in the FDA's decisions. Ensuring that the FDA is itself trustworthy is important for justifying public trust in its actions, like vaccine approvals, thereby promoting public health. We propose five conditions of trustworthiness that the FDA should meet when it reviews vaccines, even during emergencies: consistency with rules, proper expert or political decision‐makers, proper (...) decision‐making and noninterference, connection to public preference, and transparency of both reasons and procedures. The five conditions provide a road map of procedural and substantive requirements, which the FDA has variably implemented, focused on ensuring appropriate influence of political interests. While being a trustworthy agency cannot guarantee the public's trust, implementing these conditions builds a groundwork for public trust. (shrink)

The authors respond to a letter by Mitchell Berger in the March‐April 2024 issue of the Hastings Center Report concerning their essay “Securing the Trustworthiness of the FDA to Build Public Trust in Vaccines.”.

Much of the progress in the fields constituting cognitive science has been based upon the use of explicit information processing models, almost exclusively patterned after conventional serial computers. An extension of these ideas to massively parallel, connectionist models appears to offer a number of advantages. After a preliminary discussion, this paper introduces a general connectionist model and considers how it might be used in cognitive science. Among the issues addressed are: stability and noise‐sensitivity, distributed decision‐making, time and sequence problems, and (...) the representation of complex concepts. (shrink)

Emotion regulation has the odd distinction of being a wildly popular construct whose scientific existence is in considerable doubt. In this article, we discuss the confusion about whether emotion generation and emotion regulation can and should be distinguished from one another. We describe a continuum of perspectives on emotion, and highlight how different (often mutually incompatible) perspectives on emotion lead to different views about whether emotion generation and emotion regulation can be usefully distinguished. We argue that making differences in perspective (...) explicit serves the function of allowing researchers with different theoretical commitments to collaborate productively despite seemingly insurmountable differences in terminology and methods. This article uses Foucault’s lecture courses to illuminate his reading of Marx’s Capital in Discipline and Punish. Foucault finds in Marx’s account of cooperation a precedent for his own approach to power. In turn, Foucault helps us rethink the concepts of productive force and labour power in Marx. Foucault is shown to be particularly interested in one of Marx’s major themes in Capital, parts III–IV: the subsumption of labour under capital. In Discipline and Punish and The Punitive Society, Foucault offers (...) a genealogy of the forms of labour power and productive force. One of his central problems is to understand how labour power is converted in productive force and how, prior to that, productive subjects who can properly bear and dispose of their labour power are formed. Foucault’s reading of Capital resonates with those currents of Marx interpretation today that seek to repoliticize the concept of productive force and to offer a materialist account of subject formation. We incorporate social reasoning about groups of informants into a model of word learning, and show that the model accounts for infant looking behavior in tasks of both word learning and recognition. Simulation 1 models an experiment where 16-month-old infants saw familiar objects labeled either correctly or incorrectly, by either adults or audio talkers. Simulation 2 reinterprets puzzling data from the Switch task, an audiovisual habituation procedure wherein infants are tested on familiarized associations between novel objects and labels. Eight-month-olds outperform (...) 14-month-olds on the Switch task when required to distinguish labels that are minimal pairs, but 14-month-olds' performance is improved by habituation stimuli featuring multiple talkers. Our modeling results support the hypothesis that beliefs about knowledgeability and group membership guide infant looking behavior in both tasks. These results show that social and linguistic development interact in non-trivial ways, and that social categorization findings in developmental psychology could have substantial implications for understanding linguistic development in realistic settings where talkers vary according to observable features correlated with social groupings, including linguistic, ethnic, and gendered groups. This paper reconstructs Foucault's concept of illegalism and explores its significance for his genealogies of modern punishment and racial formation. The concept of illegalism, as distinct from illegality, plays a double role. It allows Foucault to describe a ruling class tactic for managing inequalities and also to characterize an important vein of resistant subjugated knowledges. The political project of the prison is linked to a new crime policy that does not so much aim to repress illegalisms as to manage them (...) differentially. This practice of differential management, which arises in the 18th century, produces a primary split along class lines between two types of illegalism—an insight that has a certain resonance with Edwin's Sutherland's concept of “white collar crime.” Foucault's investigation of a third category of “infralegal illegalism” sheds light not only on the genealogy of the category of delinquency but also on his genealogy of racial categorization. Finally, Foucault argues that a genuinely radical critique of modern society must address the “need” organized political power has for the illegalisms from which it purportedly seeks to protect society. Against this practice of differentially managing illegalisms, Foucault seeks to reactivate a subjugated problematic that might open up questions about the transformative possibilities of illegalism today. This volume presents, in an integrated framework, contemporary perspectives on the role of nonverbal behavior in psychological regulation, adaptation, and psychopathology, and includes both empirical and theoretical research that is central to our understanding of the reciprocal influences between nonverbal behavior, psychopathology, and therapeutic processes. It has several objectives: One is to present fundamental theories and data relevant to researchers and clinicians working in such fields as psychopathology and psychotherapy. Another objective is to link contributions of basic research to clinical (...) applications. For W. E. B. Du Bois, the tragedy of Reconstruction was that its achievements were overthrown and erased from collective memory. Du Bois’s Black Reconstruction corrects this, claiming enslaved people who fled plantations self-emancipated, thus enacting a “general strike against the slave system.” Yet Du Bois contravenes his general strike thesis when he quotes without rebuttal several Union officials who spoke of the formerly enslaved in degrading, nonagentic terms. I turn to Jacques Rancière’s politics of dissensus to understand why Du (...) Bois quoted such racist views without comment. In Rancière, political actors “stage a scene” of equality that is shared, even among parties in conflict. Recording conflicting perceptions of the strike, highlighting divisions that persist despite momentary advances of equality, Du Bois’s reading of the general strike is dissensual in Rancière’s sense, I argue. But Du Bois also offers a valuable corrective to Rancière, whose account of the first plebeian secession erases a different general strike from memory. Rancière reads the Aventine as an event of confrontation unconnected to the collective action that Du Bois summoned from the archive and named “general strike.”. (shrink)

Two critical reviews of Discipline and Punish inspired an exchange between Foucault and some prominent historians in 1978. In the texts from this exchange, Foucault addresses their criticism that, by focusing on unrealized plans and programs, such as Bentham’s Panopticon, his book lacks a sense of historical reality. Foucault replies, first, that the true aim of his book is to explore the emergence of a new type of penal rationality, not to insist that the Panopticon itself has been realized. Second, (...) he holds that types of rationality can produce distinctive sorts of effects, regardless of whether the plans and programs to which they are attached are ever fully achieved. This paper seeks to clarify Foucault’s underlying account in these responses of rationality and its efficacy. It also takes up and develops Foucault’s suggestive distinction between two different types of effects: “effects in the real” and “reality effects.”. (shrink)

In the last decade, reading research has seen a paradigmatic shift. A new wave of computational models of orthographic processing that offer various forms of noisy position or context-sensitive coding have revolutionized the field of visual word recognition. The influx of such models stems mainly from consistent findings, coming mostly from European languages, regarding an apparent insensitivity of skilled readers to letter order. Underlying the current revolution is the theoretical assumption that the insensitivity of readers to letter order reflects the (...) special way in which the human brain encodes the position of letters in printed words. The present article discusses the theoretical shortcomings and misconceptions of this approach to visual word recognition. A systematic review of data obtained from a variety of languages demonstrates that letter-order insensitivity is neither a general property of the cognitive system nor a property of the brain in encoding letters. Rather, it is a variant and idiosyncratic characteristic of some languages, mostly European, reflecting a strategy of optimizing encoding resources, given the specific structure of words. Since the main goal of reading research is to develop theories that describe the fundamental and invariant phenomena of reading across orthographies, an alternative approach to model visual word recognition is offered. The dimensions of a possible universal model of reading, which outlines the common cognitive operations involved in orthographic processing in all writing systems, are discussed. (shrink)

Benchmarks against which healthcare ethics consultation (HCEC) services can assess their performance are needed. As first-generation benchmarks continue to be developed, it is the obligation of the field to continually evaluate how these measures reflect the performance of any single HCEC service. This will be possible only with widespread reporting of standardized data points. In their article in this issue of The Journal of Clinical Ethics, Glover and colleagues provide a valuable preliminary approach for assessing appropriate consult volumes for a (...) HCEC service. The limitations of their study read as a call to action for the field of clinical ethics to expand and standardize data reporting so that more robust metrics can be developed. In response to this call by Glover and colleagues, the Cleveland Clinic HCEC service provides consult data from 2015 through 2019 for one of its medical centers, and offers an additional volumebased metric, consult-to-ICU-to-bed ratio (CiBR), that may add nuance to any normative assessment of HCEC service consult volume. Given that volume-based metrics are the native language of the clinical environment, efforts to improve such metrics in the field through transparency and standardization are warranted. However, the expositive power of volume-based metrics is limited; additional domains related to quality and outcomes are needed. (shrink)

To attain native-like competence, second language (L2) learners must establish mappings between familiar speech sounds and new phoneme categories. For example, Spanish learners of English must learn that [d] and [ð], which are allophones of the same phoneme in Spanish, can distinguish meaning in English (i.e. /deɪ/ ‘day’ and /ðeɪ/ ‘they’). Because adult listeners are less sensitive to allophonic than phonemic contrasts in their native language (L1), novel target language contrasts between L1 allophones may pose special difficulty for L2 learners. (...) We investigate whether advanced Spanish late-learners of English overcome native language mappings to establish new phonological relations between familiar phones. We report behavioral and magnetoencepholographic (MEG) evidence from two experiments that measured the sensitivity and pre-attentive processing of three listener groups (L1 English, L1 Spanish, and advanced Spanish late-learners of English) to differences between three nonword stimulus pairs ([idi]-[iði], [idi]-[iɾi], and [iði]-[iɾi]) which differ in phones that play a different functional role in Spanish and English. Spanish and English listeners demonstrated greater sensitivity (larger d’ scores) for nonword pairs distinguished by phonemic than by allophonic contrasts, mirroring previous findings. Spanish late-learners demonstrated sensitivity (large d’ scores and MMN responses) to all three contrasts, suggesting that these L2 learners may have established a novel [d]-[ð] contrast despite the phonological relatedness of these sounds in the L1. Our results suggest that phonological relatedness influences perceived similarity, as evidenced by the results of the native speaker groups, but may not cause persistent difficulty for advanced L2 learners. Instead, L2 learners are able to use cues that are present in their input to establish new mappings between familiar phones. (shrink)

In this paper I discuss William J. Clifford's principle, "It is wrong always, everywhere, and for anyone, to believe anything upon insufficient evidence" and an objection to it based on William James's contention that "Our passional nature not only lawfully may, but must, decide an option between propositions, whenever it is a genuine option that cannot by its nature be decided on intellectual grounds." I argue that on one central way of understanding the key terms, there are no genuine options (...) that cannot be decided on intellectual grounds. I also argue that there is another way to understand the terms so that there are cases of the sort James describes, but then, as an objection to Clifford, the argument is needlessly complex, invoking concepts such as genuine options and intellectual undecidability, that play no crucial role. Sundquist terms the "black-Jewish question" (2). In doing so, the book serves as both culmination and corrective to an already-expansive (...) scholarly literature on blacks and Jews generated since the late 1960s. Much of this scholarship has operated within a U.S.-centered paradigm to chart interethnic relations, laboring as it does to unpack, complicate, theorize, and otherwise come to understand the changing texture of black-Jewish relations and, in Sundquist's wods, its "intermixture of empathy, anxiety, and Hostility' (3)." Strangers in the Land stretches this paradigm to its limit, even as the diasporic imaginaries treated therein persistently escape a U.S. national imaginary and signal other possibilities for conceptualizing this tense and tender history.In its five hundred–plus pages of text, one hundred–plus pages of endnotes, and countless detailed footnotes (that are themselves illustrative and evocative), Sundquist has assembled a voluminous archive of textual material to show how works of the imagination by blacks and Jews have been "produced in a dynamic, multilayered historical matrix" that reveals the paradoxes of American liberalism (9). From the well-known and well-trodden (novels by Bellow, Roth, Malamud, and Morrison all play key roles) to the newly discovered and underappreciated (John A. Williams's Sons of Darkness, Sons of Light; Paule Marshall's The Chosen Place, the Timeless People; Gloria Naylor's Bailey's Café; William Melvin Kelley's A Different Drummer; Jon Michael Spencer's Tribes of Benjamin; Lore Segal's Her First American), Sundquist's careful historicism reveals how works of the imagination can serve as both microscopic and telescopic lenses through which to examine the vicissitudes of what he calls black and Jewish "interdependent self-conceptions" in the United States (5).Along with addressing a thick textual archive with subtlety and patience, Sundquist's major analytical innovation is that, unlike many of his predecessors, which frequently [End Page 63] positioned their analyses within the scarred domestic terrain of post–civil rights polarization, Sundquist's voracious curiosity dwells in the archive's heterogeneous details, allowing him to linger in examples that routinely exceed the simple polarization of blacks and Jews. In a lengthy meditation on Harper Lee's To Kill a Mockingbird, Sundquist charts the novel's refractions of the problem of American racial equality in the wake of the Holocaust. Similarly, the careful readings of novels by Naylor, Williams, Spencer, and Kelley exemplify the rich results of Sundquist's method.This deeply historicist and intertextual project echoes Sundquist's 1993 epic work To Wake the Nations: Race in the Making of American Literature, which strenuously and quite effectively demonstrated how African American literature is constitutive of American literature, and not merely a minor subset of it. If this earlier work revealed the continued paradox of racial slavery in American conceptions of democracy, Strangers in the Land serves as something of a sequel. The book places another massive racial project, the systematic genocide of Europe's Jews, at the heart of twentieth-century American life. "The Holocaust," writes Sundquist, "became the benchmark against which at least one other case, African American slavery and its aftermath, has been judged" (6). By placing Jewish genocide at the center of his analysis, Sundquist importantly reminds us of the conclusion reached almost simultaneously by both Hannah Arendt and Aimé Césaire, that the Nazi racial project had its ideological origins in nineteenth-century European imperialism, and that this legacy bears indelibly on the present... This paper argues that higher-order doubt generates an epistemic dilemma. One has a higher-order doubt with regards to P insofar as one justifiably withholds belief as to what attitude towards P is justified. That is, one justifiably withholds belief as to whether one is justified in believing, disbelieving, or withholding belief in P. Using the resources provided by Richard Feldman’s recent discussion of how to respect one’s evidence, I argue that if one has a higher-order doubt with regards to (...) P, then one is not justified in having any attitude towards P. Otherwise put: No attitude towards the doubted proposition respects one’s higher-order doubt. I argue that the most promising response to this problem is to hold that when one has a higher-order doubt about P, the best one can do to respect such a doubt is to simply have no attitude towards P. Higher-order doubt is thus much more rationally corrosive than non-higher-order doubt, as it undermines the possibility of justifiably having any attitude towards the doubted proposition. (shrink)

For some of us, the defeasibility theory of knowledge remains the most plausible approach to the Gettier Problem. Epistemological fashion and faded memories notwithstanding, persuasive objections to the theory are very hard to find. The most impressive of those objections to the theory that have hitherto gone unanswered are examined and rejected here. These are objections put forward by Richard Feldman, Richard Foley, and John Turri. While these are all interesting, the objection recently put forward by Turri is, we (...) think, by far, the most serious threat to the theory that we have seen in a long time. A successful reply to it requires a surprising amount of care, as it turns out. If tenable, Turri's objection deals a devastating blow to the theory developed by Roderick Chisholm, Keith Lehrer, Peter Klein, Marshall Swain, Risto Hilpinen, John Pollock, and Paul Moser, among others. Under scrutiny, however, the threat proves illusory. It results from inattention to a crucial, but relatively subtle, aspect of.. (shrink)

Over the past several decades, we have argued that cultural evolution can facilitate the evolution of largescale cooperation because it often leads to more rapid adaptation than genetic evolution, and, when multiple stable equilibria exist, rapid adaptation leads to variation among groups. Recently, Lehmann, Feldman, and colleagues have published several papers questioning this argument. They analyze models showing that cultural evolution can actually reduce the range of conditions under which cooperation can evolve and interpret these models as indicating that (...) we were wrong to conclude that culture facilitated the evolution of human cooperation.
