Most questions commonly asked about international politics are ethical ones. Should the international community intervene in Bosnia? What do we owe the starving in Somalia? What should be done about the genocide in Rwanda? Yet, Mervyn Frost argues, ethics is accorded a marginal position within the academic study of international relations. Conviction Narrative Theory is an interesting and plausible way to think about how individuals make decisions when quantitative assessments are not open to them. The question I pose is the following. Is there any general result about how decisions should be taken independent of the particular circumstances of that decision?

The twentieth century saw the emergence of a new episteme of death that fundamentally revolutionized values relating to mortality and life. Previously this revolution has been seen primarily in terms of the sequestration and denial of death, but it is necessary to go farther and recognize that these are really just an aspect of the industrialization ‐the Fordism ‐ of death. This takes two major institutional forms: the militarization, and the medicalization of death. Both ensure that death is administered on (...) an industrial scale and in accord with institutional and bureaucratic imperatives and values. The total mobilization of the Great War was the prototype that revealed the potential of this approach. With the subsequent medical revolution of the middle decades of the century the approach was quickly rationalized and refined into a new episteme of administered death, with ‘administer’ being understood in its twin senses of ‘to manage’ and ‘to dispense’ — the two characteristic orientations to death in contemporary society. This new episteme quickly displaced traditional values derived predominantly from religious, philosophical, mythological and traditional sources and has advanced far beyond their responsive capacity, as the many interminable debates around issues of bioethics reveal. While this new episteme might enhance the human condition, it also has great potential for the impoverishment of the human spirit, and for the further reduction of human beings to the status of mere components and functions to be administered within medico‐technological systems that are themselves parts of an increasingly globalized economic system. During the past four years, the International Institute for Indigenous Resource Management has sponsored and co-sponsored a series of discursive roundtables on the ethical, legal, social, and cultural implications of genetic research on Indian tribes and Indian people. The deliberations of the tribal leaders, legal scholars, researchers, representatives of non-governmental organizations, and others who participated in these roundtables laid out a range of barriers to informed tribal participation in genetic research and proposed a policy, legal, and scientific research agenda to (...) fill gaps in knowledge and to otherwise support indigenous peoples' decision-making on genetic research issues.An understanding of Native American attitudes toward genetic research on their community cannot be fully understood absent an appreciation of the interrelationship among native peoples, genetic research, and the landscape, contaminated as it is by governmental and other factors. The deliberations described herein present invaluable insights into tribal attitudes toward genetic research that have application to ethical, legal and social aspects of forensic DNA databanks, sample collection and retention, and, in particular, issues of secondary non-forensic uses of such DNA. It has been found that children appreciate the limited substitutability of co-referential terms in opaque contexts a year or two after they pass false belief tasks (e.g. Apperly and Robinson, 1998, 2001, 2003). This paper aims to explain this delay. Three- to six-year-old children were tested with stories where a protagonist was either only partially informed or had a false belief about a particular object. Only a few children had problems predicting the protagonist’s action based on his partial knowledge, when (...) he was only partially informed about a property of the desired object (e.g. he knew that it was a Lego® block, but not that it was a red Lego® block). But many had problems making the correct action prediction when he was only partially informed about dual identities (e.g. he knew it was a dog, but not that it was also an eraser). About as many children made an incorrect action prediction for partial knowledge problems involving dual identity as answered higher-order belief questions incorrectly. In contrast many more children answered first-order false belief questions correctly, as many as correct action predictions when the protagonist was partially informed about a property of an object. The results support the claim that children have a specific problem with dual identity, rather than a broader problem representing partial knowledge. (shrink)

To understand the impacts of development on native peoples requires an understanding of how their genetic make-up is implicated in their relationship with their landscapes. This is an area ripe for more research. The ASLME project on DNA Fingerprinting and Civil Liberties proposed improvements to the ethical and legal safeguards for the collection and storage of DNA-derived genetic information. Native peoples have proposed a similar examination of the ethical and legal issues related to the collection and storage of their genetic (...) information obtained via family histories and genealogies. The present study of the manuscripts of the Knights arose out of the preparation of a text of the scholia for a forthcoming edition. The completion of a collation of all the manuscripts for the scholia seemed a suitable occasion for extending the inquiry and re-examining our manuscript tradition in both text and scholia, especially as the scholia in a manuscript, provided they come from the same source as the text, can often reveal facts that might escape an investigator who (...) confined himself to the text. The scholia are far greater in bulk than the text, and scribes are often less careful and so more self-revealing in scholia; so that both from the quantitative and qualitative points of view scholia are important for the student of the tradition. A picture has indeed held modern Western philosophy captive, that of the universe as a vast machine whose iron laws are best understood as exceptionless empirical regularities which, as it were, determine the future before it happens. This fantastic conception commands the assent, not just of positivistically-minded naturalists but of all the great anti-naturalists who champion a very different view of human action as a domain of freedom ¿that somehow cheats science¿. The most fundamental move in Roy Bhaskar¿s system of (...) philosophy, the germ of everything that followed, was to reconceptualise the natural world in transcendental realist terms, ¿turning Kant around using his own method¿. On this account, the universe is characterized by deep structures, mechanisms and fields that generate the flux of phenomena, and is in open, creative and emergent process. This completely recasts the terms of the debate between naturalism and anti-naturalism by remedying its false grounds and shows how philosophy can be liberated from its anthropocentric/anthropomorphic prison and rendered consistent with the best insights of modern natural science. There is necessity in nature quite independent of humans, but in an open world causation is multiple and conjunctural, the actual course of the unfolding of being is highly contingent and the bases of human freedom can be understood scientifically. Written as a DPhil thesis when Bhaskar was in his mid-twenties, Empiricism and the Metatheory of the Social Sciences brilliantly launches this reconceptualisation and explores its implications for social science in the course of carrying through the metatheoretical destruction of empiricism. It will be indispensable reading for anyone interested in the development of Bhaskar¿s thought, in transcendental realism, and in the critique of empiricism, more generally of the philosophical discourse of Western modernity. This article explores the ways in which we hold participants in dispersed practices to ethical account for the accumulated consequences of their individual actions over time. This ‘holding to account’ is quite different to that found within centralised practices such as a state or a corporation. In the case of a state, for example, we hold presidents, prime ministers (and others) to account in terms of well understood norms of ethical behaviour internal to the practice. For example, we might accuse (...) them of corruption. In such cases an actor is criticised for failing to adhere to a well understood ethical norm. In dispersed practices, the holding to account is different. Here the allegation is that the participants, through adhering to the ethical norms inherent in the practice, are collectively bringing about an unethical result. Through their doing the ethically right thing, they are bringing about a wrong. Marx's analysis of capitalism can be understood in this way. In the normal day to day activity in a capitalist system, individual buyers and sellers are not doing anything ethically wrong, but the accumulated outcome of their individual actions is ethically (on Marx's analysis) unacceptable. The wrongdoing arises from a failure to understand the structural consequences of the operation of the practice over time. It also arises from a failure to understand and act on the political possibilities of transformation that exist within the practices in question. (shrink)

This article explores the uses of tragedy as a mode of analysis in international relations. In tragic analyses, actors are portrayed as acting ethically, but through their deeds they bring about consequences that are contrary to the values in the name of which the deeds were undertaken. The good deeds bring about ethically obnoxious consequences. The article demonstrates how tragic analyses can be made of the actions of collective actors such as states and nations. Examples from Rhodesia, South Africa and (...) the Balkans are used to demonstrate this. Tragic stories elicit sympathy for the protagonists. Such accounts are compared with rival accounts of the same acts, in terms of `just war theory', for example, which accounts do not generate sympathy but call forth emotions of outrage and condemnation. Finally, a case is made for the use of the tragic form of analysis in international affairs. Such analyses highlight the tensions and contradictions between rival social practices and point the way towards political transformations that will make a repetition of those cases of tragedy less likely in future.
