In mass democracies, voting—in elections or referendums—is the main way in which most citizens can publicly express their political preferences. And yet this means of expression is sometimes perceived by them as highly frustrating, partly because it does not allow for much expression. Dominant voting methods lead to a reduction of options, pressure citizens to vote tactically at the cost of expressing their genuine preferences, and fail to convey what they really think about different candidates, parties, or options. Yet citizens (...) do not merely have a right to vote; they have a more fundamental right to political expression from which one can derive a right to a voting method that offers the most opportunities for expression among those satisfying other important requirements. The aim of this article is therefore to add this consideration about the importance of political expression to debates about voting methods that have mainly been conducted from the perspective of social choice theory. To illustrate what is at stake, it introduces evaluative voting methods (allowing voters to grade all of the candidates, parties, or options) as a promising way of honoring the right to political expression without jeopardizing other important properties of voting methods. Political judgments usually combine a normative principle or intuition with an appreciation of empirical facts regarding the achievability of different options and their potential consequences. The interesting question dividing partisans of political idealism and realism is whether these kinds of considerations should be integrated into the normative principles themselves or considered apart. At first sight, if a theorist is concerned with guiding political judgments, non-ideal or realist theorizing can seem more attractive. In this article, however, I argue that ideal theorizing (...) might be considered valuable even by theorists moved by a pragmatic concern because it is less exposed to conservatism. I nonetheless contend that the aim to guide action in the world as it is should not be abandoned. Therefore, I outline a four-step method for proceeding from abstract moral principles to concrete political judgments and apply it to a test case. (shrink)

Cet article commence par examiner trois justifications épistémiques de la démocratie, proposées par José Luis Martí, David Estlund et Hélène Landemore. Tous trois cherchent à montrer en quoi la démocratie possède une tendance à engendrer des décisions correctes, mais font face au risque de légitimer une organisation technocratique du politique, en contradiction avec le principe d’égalité politique. Ils estiment donc que l’argument épistémique ne peut pas suffire à justifier des institutions démocratiques. Cependant, si l’on comprend la valeur «épistémique» d’une décision (...) politique à la fois d’un point de vue factuel et normatif, c’est-à-dire qu’on considère à la fois sa rationalité et son impartialité, une justification épistémique de la démocratie beaucoup plus robuste émerge. ABSTRACTMany rich countries are witnessing the rise of xenophobic political parties. The opposition to immigration and global redistributive policies is high. How can we pursue global justice in such non-ideal circumstances? Whatever the way we want to pursue global justice, it seems that a change in the political ethos of citizens from rich countries will be necessary. They must come to internalize some genuine concern for foreigners and relativize national identities. Can education contribute to the promotion of such cosmopolitan ethos? (...) An overtly cosmopolitan educational agenda is not likely to be endorsed in these societies where national ties and national priority may be considered fully legitimate by the majority. Nevertheless, this paper argues, some more achievable educational aims may have desirable cosmopolitan spillover effects although it is not their primary purpose. Decentration, empathy, critical thinking, understanding of social reality and social mix can be defended as necessary for a better domestic society. Yet these aims also make the widespread development of a cosmopolitan ethos more likely. This paper thus considers the arguments that can be made for these educational aims and their potential effects on citizens’ attitudes towards foreigners. Then, it discusses a possible tension with another aspect of national civic education: national integration. (shrink)

Cet article défend une définition de l’exploitation, restreinte aux relations de travail, en tentant d’une part d’expliciter une certaine compréhension de sens commun du concept (rémunération inéquitable en fonction du travail presté), et d’autre part d’échapper aux difficultés qui ont affecté la définition marxiste traditionnelle de l’exploitation comme extorsion de la plus-value (dans ses diverses variantes). Il explore ainsi le lien entre l’exploitation et l’obligation matérielle de travailler pour subvenir à ses besoins fondamentaux. Après avoir mis en garde contre les (...) politiques d’activation des chômeurs, il conclut que l’exploitation est un phénomène contre lequel on peut lutter à l’aide de mécanismes relativement simples, même dans les sociétés capitalistes. Il rappelle toutefois que cela ne suffit pas à réaliser la justice sociale, resituant l’exploitation parmi d’autres enjeux fondamentaux pour une philosophie politique égalitariste. (shrink)

One of the greatest challenges facing current generations is the environmental and climate crisis. Democracies, so far, have not distinguished themselves by their capacity to bring about appropriate political responses to these challenges. This is partly explicable in terms of a lack of state capacity in a globalized context. Yet we also argue that election-centered democracies suffer from several flaws that make them inapt to deal with this challenge properly: youth is not appropriately represented; parliaments suffer from a lack of (...) diversity; elected representatives’ time-horizon is too narrow; anti-regulation lobbies have too much influence. Considering this, we argue for rejuvenating our democratic systems by introducing a randomly selected legislative chamber, which would be permanently integrated to our political systems and would play a deliberative and scrutinizing role. We have identified four eco-political arguments in favor of such reform. The generational rebalancing argument, which we examine first, has some plausibility but is not the strongest. The other three arguments – its eco-epistemic promises; its wider time horizon; and the independence of its members from short-term corporate interests – however, appear to us to be much more convincing. The idea of a hybrid bicameral system combining election and sortition is investigated. More precisely, the article imagines how an elected and a sortition chamber would interact, taking into account their public perception and their competing legitimacies. The article draws on a survey of a representative sample of the Belgian population and Belgian members of parliament assessing their views about sortition in political representation. Findings are combined with theoretical reflections on election’s and sortition’s respective sources of legitimacy. The possibility of (...) conflicting legitimacies and mutually detrimental interactions leads to considerations of the effects of different possible distributions of power between the chambers as a crucial determinant of their interactions and perceived legitimacy. De la production à la transformation, le secteur alimentaire fait face à des risques incertains pour la santé qui impliquent la mobilisation d’approches de précaution. Dans le règlement (CE) n° 178/2002 établissant les principes généraux de la législation alimentaire, le principe de précaution a été énoncé précisément. Sans surprise, il implique de prendre des mesures de gestion en cas de suspicion d’un risque. Il s’adresse aux pouvoirs publics. La jurisprudence est venue préciser les critères de sa mise en œuvre en (...) marquant une relative dépendance du gestionnaire des risques à l’avis de l’évaluateur, mais les mesures de gestion de risques sont parfois légistiquement discutables et cacophoniques. Dans un contexte de désengagement de l’État, les exploitants du secteur alimentaire sont également concernés par la précaution, mais le contour de leurs obligations dans ce domaine reste encore imprécis. À défaut d’interprétation jurisprudentielle, davantage de transparence pourrait venir au support d’une meilleure gestion du risque incertain. (shrink)

We consider a two-patch epidemiological system where individuals can move from one patch to another, and local interactions between the individuals within a patch are governed by the classical SIRS model. When the time-scale associated with migration is much smaller than the time-scale associated with infection, aggregation methods can be used to simplify the initial complete model formulated as a system of ordinary differential equations. Analysis of the aggregated model then shows that the two-patch basic reproduction rate is smaller than (...) the 1 patch one. We extend this result to a linear chain of P patches . These results are illustrated by some examples for which numerical integration of the system of ordinary differential equations is performed. Simulations of an individual based model implemented with a multi-agent system are also carried out. (shrink)

The monumental altar on the esplanade of the Delos theatre belongs to the series of pi-shaped table altars, well represented in the Cyclades since the Archaic period. It had a foundation with a frieze, of which nothing remains, but which is mentioned in an inscription. The inscription makes it possible to identify the altar as that of Dionysus and to date its construction to 179-178 B.C.

Robert Castel is an eminent figure in the social sciences because of his innovative contributions to various social and health fields. The seminal work of this poststructuralist author and social activist has influenced several research disciplines, but has not yet had a significant impact on nursing. In this article, we will present the thinking of this man, who considered himself a sociologist, philosopher and “historian of the present.” We will examine the most important issues he explored during his career, including (...) the psychiatric apparatus, the management of risk and the social vulnerability. We believe that this thinker's perspective on diverse social issues is very relevant to nursing practice and research and to the health sciences in general. The concepts he developed and utilized with finesse provide us with a critical reading of many contemporary health issues, particularly in mental health and psychiatric nursing. Castel's critical and engaged approach incites mobilization for social justice and greater protections for marginalized and vulnerable persons. These principles of advocacy and social justice are also at the heart of the nursing profession. (shrink)

The genetically manipulated organism crisis demonstrated that technological development based solely on the law of the marketplace and State protection against serious risks to health and safety is no longer a warrant of ethical acceptability. In the first part of our paper, we critique the implicitly individualist social-acceptance model for State regulation of technology and recommend an interdisciplinary approach for comprehensive analysis of the impacts and ethical acceptability of technologies. In the second part, we present a framework for the analysis (...) of impacts and acceptability, devised—with the goal of supporting the development of specific nanotechnological applications—by a team of researchers from various disciplines. At the conceptual level, this analytic framework is intended to make explicit those various operations required in preparing a judgement about the acceptability of technologies that have been implicit in the classical analysis of toxicological risk. On a practical level, we present a reflective tool that makes it possible to take into account all the dimensions involved and understand the reasons invoked in determining impacts, assessing them, and arriving at a judgement about acceptability. The worldwide COVID-19 pandemic has shed more light on the difficulty of making health care decisions integrating scientific knowledge and values associated to life and death issues, human suffering, quality of life, economic losses, liberty of movement, etc. But the difficulties related to health care decisions and the use of innovative drugs or technologies are not new, and many countries have created agencies that have the mandate to evaluate new technologies in health care. Health Technological Assessment (HTA) reports’ aim is (...) to guide the decision makers in these difficult matters. There are two ethical components in HTA. The first is the report’s presentation of an ethical evaluation of the technology. The second is the value-ladenness of the HTA decision-making process itself. When implicit value judgments are not elicited, the justification of the final decision cannot be transparent. The present paper aims to identify and elicit the implicit value-judgments related to each step of the HTA process. This research is grounded on an applied ethics decision-making paradigm based on the role of value judgments in the decision-making process. The first part discusses two different approaches to values and value judgments in HTA. In the second part, citations mentioning value judgments extracted from a systematic review on the integration of ethics into HTA were categorized to elicit the value judgments and their criteria for each different HTA decision-making steps. The results show that there are 18 decision-making steps in the HTA process where 23 implicit value-judgments can be recognized. The range of these value judgments encompasses the whole HTA process: from the initial request, the presenting of the principal issues, to the final report’s dissemination. Since stakeholders need to understand which value judgments the conclusion of a report relies on, eliciting the implicit value judgments in the HTA decision-making process should yield more transparency.
