This paper reflects on quality assessment and performance evaluation in higher education, namely by analysing the insufficient link between those two aspects. We start by reviewing the current state of the art regarding different processes and mechanisms of quality assessment and performance evaluation and discuss some of the major issues regarding the implementation of some of them. In particular, we analyse the current limitations regarding data collected, available and publicised on the performance of HEIs and the problems those limitations bring (...) to a fair evaluation of higher education. Through this analysis we intend to contribute to a better understanding of the mechanisms of evaluation in higher education and the way these may lead to the promotion of better quality assessment practices and institutional management. In diesem Beitrag wird das Verhalten des Papstes im europäischen Dialog der Religionen und Weltanschauungen kritisch erörtert. Am Anfang steht eine kurze Analyse der Sprache der Religionen bzw. Weltanschauungen, die in Anlehnung an Joseph Maria Bochenski durchgeführt ist. Es wird dabei die Auffassung vertreten, dass Religionen und manche Weltanschauungen Behauptungen über die Wirklichkeit aufstellen, Sprache in einer deskriptiv-kognitiven Funktion verwenden, dass ein solcher Sprachgebrauch eine epistemische Verpflichtung auf Bescheidenheit mit sich bringt und dass eine solche Verpflichtung wiederum eine Basis für (...) einen ernstgemeinten europäischen Dialog bieten könnte. Danach werden von einem theologischen Standpunkt ausgehend Bedingungen dafür untersucht, dass ein europäischer Dialog stattfinden kann. Anhand konkreter Beispiele, im Speziellen anhand der "Regensburger Rede" und der "Neuformulierung der Karfreitagsfürbitte für die Juden", wird gezeigt, wie sich der Papst im europäischen Dialog tatsächlich verhält und wie von Seiten der jeweiligen Religion auf dieses Verhalten eingegangen wird. Da er vor allem in der menschlichen Vernunft eine Brücke für einen europäischen Dialog sieht, wird anschließend auf seine Argumentation für eine Ausweitung der Vernunft und seinen Gebrauch der Wörter "Vernunft" und "Glauben" eingegangen. Dabei wird hauptsächlich auf Schriften, in denen der Papst seine Überzeugung ausdrückt, dass Religion und Vernunft sich gegenseitig korrigieren, begrenzen und unterstützen müssen, Bezug genommen. Abschließend wird ein bestimmtes Argument des Papstes für diese Überzeugung expliziert und bewertet. (shrink)

Introduction: The aim of this review was to systematically synthesize the published literature describing the psychological and behavioral correlates of recreational running in adults, defined as running for leisure, with or without a competitive component.Methods: Quantitative research published in peer-reviewed journals until January 2021 were included. Studies were identified through MEDLINE, PsycINFO, SPORTDiscus, and Web of Science and were included in this review if they were aimed at recreational running, included general adult samples, and assessed psychological or behavioral correlates of (...) recreational running.Results: Fifty-six articles reporting 58 studies met the eligibility criteria and were included. There were 27 cross-sectional studies, 12 longitudinal studies, and 19 trials. Twenty-eight studies assessed antecedents of running behavior, and 25 studies used running behavior as treatment or predictor of a given effect or outcome. Four studies examined both predictors and outcomes of running. Thirty-one studies showed poor quality, while 20 had fair and 7 good quality. Motives were the most frequently studied antecedent of running behavior, and results suggest that the highest-ranked or more prevalent motives were physical health, psychological motives, and personal achievement. Additionally, perceived control, attitude toward running, intention and subjective norms, self-efficacy, and social support may have also played a role in the adoption of recreational running. Moreover, improvements in mood and well-being were the most frequently reported positive outcomes of running. Reductions in depression, anxiety, and stress were also reported in included studies.Discussion: To our knowledge, this is the first systematic review on this topic. IntroductionTranscranial magnetic stimulation is a consolidated procedure for the treatment of depression, with several meta-analyses demonstrating its efficacy. Theta-burst stimulation is a modification of TMS with similar efficacy and shorter session duration. The geriatric population has many comorbidities and a high prevalence of depression, but few clinical trials are conducted specifically for this age group. TBS could be an option in this population, offering the advantages of few side effects and no pharmacological interactions. The paper focuses in philosophical problems concerning the nature of intentionality and mental representation. The first part presents a historical outline of the problem and reviews some classical/contemporary writings on the question. The second part examines the so-called Chinese Room Argument formulated by J. Searle. The third part presents a few arguments aiming to show the inadequacy of the functionalist model for the design of robots. The conclusion points to some alternatives to the traditional functionalist model such as, for instance, (...) the connectionist model.O artigo aborda problemas filosóficos relativos à natureza da intencionalidade e da representação mental. A primeira parte apresenta um breve histórico dos problemas, percorrendo rapidamente alguns episódios da filosofia clássica e da filosofia contemporânea. A terceira parte desenvolve alguns argumentos visando mostrar a inadequação do modelo funcionalista de mente na construção de robots. The dynamics and fusion of multiple media into one space has been thoroughly studied by Frederick J. Kiesler. His investigations into a multi-dimensional, space are in fact the beginnings of what would become a radically new concept of form and content appropriately called ‘Endless Space’. In the 1930s entitled the ‘Correalist Theory’ believes that the essence of reality is not in the ‘thing’ itself, but in the way it correlates and orders itself to its environment, to its spatial dynamics and (...) to its atmosphere. Kiesler also deemed that it was essential to disregard the boundaries that separate the different arts and media. These boundaries needed to be dissolved and proclaimed that painters, sculptors and designers, driven away by functionalism, would return from exile to be welcomed by architecture. Since his death in 1965, his notion of Endless Space and his studies ‘On correalism and biotechnique’ in particular, have resurfaced in recent art discourse. New technologies have emerged that are now provoking different questions regarding the techno-ethics of integrated biotech and post-digital tectonic potentials that withhold the concept of an ubiquitous and synaesthetic space. O objetivo desse artigo é analisar e refutar a opinião de Jean-Luc Marion acerca da relação entre a doutrina das naturezas simples e a metafísica cartesiana. Em primeiro lugar, apontaremos alguns problemas com o método estruturalista empregado por Marion. A seguir, mostraremos a impossiblidade de se converter noções epistemológicas em noções ontológicas. Por fim, sugerimos que o método empregado por Descartes na conversão das naturezas simples em sua metafísica das _Meditações_ foi o introspectivismo ou disciplina da interioridade tomada emprestada de (...) Agostinho. Esta constatação reforçara nossa convicção na recusa da interpretação estruturalista da obra de Descartes. (shrink)

Alyne da Silva Pimentel Teixeira died of postpartum hemorrhage following the stillbirth of a 27-week-old fetus on November 16, 2002 in Rio de Janeiro, Brazil. Her death led in 2011 to the first decision of an international treaty body holding a government accountable for a preventable maternal death. The decision, Alyne da Silva Pimentel Teixeira v. Brazil, was given by the Committee on the Elimination of Discrimination against Women, established to monitor compliance by member states with the UN (...) Convention on the Elimination of All Forms of Discrimination against Women. The decision upheld a complaint, filed in 2007 against the state and government of Brazil, finding discrimination in the field of health care for Alyne’s avoidable maternal death, in breach of the Women’s Convention. This article explores the effectiveness of the decision of the Committee on the Elimination of Discrimination against Women in the case of Alyne da Silva Pimentel Teixeira (deceased) v. Brazil, concerning a poor, Afro-Brazilian woman. This is the first decision of an international human rights treaty body to hold a state accountable for its failure to prevent an avoidable death in childbirth. Assessing the future effectiveness of this decision might be undertaken concretely by determining the degree of Brazil's actual (...) compliance with the Committee's recommendations, and how this decision influences pending domestic litigation arising from the maternal death. Alternative approaches include: determining whether, over time, the decision leads to the elimination of discrimination against women of poor, minority racial status in the health sector, and if it narrows the wide gap between rates of maternal mortality of poor, Afro-Brazilian women and the country's general female population. Determining the effectiveness of this decision will guide whether to pursue a more general strategy of judicializing maternal mortality. (shrink)

This work aims to present the meaning of the distributions of the sensible in Jacques Rancière's theory. In order to understand the genesis of the distributions of the sensible – especially at this particular moment –, we will start from Rancier's definition of political subjectivization, which is inherent to the contribution of the distribution of places promoted by instances of domination. After all, for the author, politics is not the distribution of power. The distribution of the sensible would be a (...) political and policy process that is sometimes mediated by instances of conflict, and sometimes interceded by instances of power, and this tends to affect the way in which subjects occupy the sensible community by verifying the ways in which reality is taken and ordered following the order of domination. Information can be public among a group. Whether or not information is public matters, for example, for accounts of interdependent rational choice, of communication, and of joint intention. A standard analysis of public information identifies it with (some variant of) common belief. The latter notion is stipulatively defined as an infinite conjunction: for p to be commonly believed is for it to believed by all members of a group, for all members to believe that all members believe it, and so (...) forth. This analysis is often presupposed without much argument in philosophy. Theoretical entrenchment or intuitions about cases might give some traction on the question, but give little insight about why the identification holds, if it does. The strategy of this paper is to characterize a practical-normative role for information being public, and show that the only things that play that role are (variants of) common belief as stipulatively characterized. In more detail: a functional role for “taking a proposition for granted” in non-isolated decision making is characterized. I then present some minimal conditions under which such an attitude is correctly held. The key assumption links this attitude to beliefs about what is public. From minimal a priori principles, we can argue that a proposition being public among a group entails common commitment to believe among that group. Later sections explore partial converses to this result, the factivity of publicity and publicity from the perspective of outsiders to the group, and objections to the aprioricity of the result deriving from a posteriori existential presuppositions. Multiple authorship is the universal solution to multi-tasking in the sciences. Without a team, each with their own set of expertise, and each involved mostly in complementary ways, a research project will likely not advance quickly, or effectively. Consequently, there is a risk that research goals will not be met within a desired timeframe. Research teams that strictly scrutinize their modus operandi select and include a set of authors that have participated substantially in the physical undertaking of the research, in (...) its planning, or who have contributed intellectually to the ideas or the development of the manuscript. Authorship is not an issue that is taken lightly, and save for dishonest authors, it is an issue that is decided collectively by the authors, usually in sync with codes of conduct established by their research institutes or national ministries of education. Science, technology and medicine publishers have, through independent, or sometimes coordinated efforts, also established their own sets of guidelines regarding what constitutes valid authorship. However, these are, for the greater part, merely guidelines. A previous and recent analysis of authorship definitions indicates that the definitions in place regarding authorship and its validity by many leading STM publishers is neither uniform, nor standard, despite several of them claiming to follow the guidelines as set forward by the International Committee of Medical Journal Editors or ICMJE. This disparity extends itself to ghost and guest authorship, two key authorship-related issues that are examined in this paper to assess the extent of discrepancies among the same set of STM publishers and what possible influence they might have on publishing ethics. The natural instinct for members of the Committee on Publication Ethics, which now number almost 12,200, as well as academia, is to assume that this organization works under strict and clearly defined ethical parameters, with a solid vision, and an independent mandate that is not influenced by power, think tanks, or partisan interests. Naturally, whistle-blowing and science shaming are not practices that one would usually associate with an ethics organization like COPE, because they involve ethically and morally questionable practices. Despite (...) this, ethical borders have become blurred between the objectives of Retraction Watch and PubPeer, two self-moderated science watchdogs that rely heavily on these questionable practices, in their efforts to grow and survive, and the values espoused by COPE. A Retraction Watch post, in which the former COPE Chair, Virginia Barbour, made a claim of apparent harassment, is the most striking example of the dangers when collaboration may take place between science-shaming websites, and an ethics organization, COPE. These bonds appear to have been in development for a number of years already, with the inclusion of Elizabeth Wager, the former COPE Chair, as a director of The Center for Science Integrity Inc., Retraction Watch’s parent organization. Retraction Watch was financed by, among other groups, the Laura and John Arnold Foundation, whose leader, John Arnold, an ex-Enron trader, declared a “war on bad science”, which may naturally include the destruction of aspects of science as well. Retraction Watch embraces several infamous pseudonymous personas under the broad umbrella of freedom of speech, liaising thereby with PubPeer. There is no doubt that errors in the literature need correcting, but this apparent connection with COPE raises questions about the basic ethical foundation of this relationship. Are scientists to embrace this bond between COPE and science watchdogs and pseudonymous whistle-blowers as the new normal in the correction of the scientific literature? This opinion piece puts forward arguments why the author believes that the ethical compass of COPE has become skewed. (shrink)

Should we regard Jennifer Lackey’s ‘Creationist Teacher’ as understanding evolution, even though she does not, given her religious convictions, believe its central claims? We think this question raises a range of important and unexplored questions about the relationship between understanding, factivity and belief. Our aim will be to diagnose this case in a principled way, and in doing so, to make some progress toward appreciating what objectual understanding—i.e., understanding a subject matter or body of information—demands of us. Here is the (...) plan. After some ground clearing in §1, §2 outlines and motivates a plausible working model—moderate factivity—for characterising the sense in which objectual understanding should be regarded as factive. §3 shows how the datum that we can understand false theories can, despite initial suggestions to the contrary, be assimilated straightforwardly within the moderate factivity model. §4 highlights how the inverse kind of case to that explored in §3—viz., a variant of Lackey’s creationist teacher case—poses special problems for moderate factivity. With reference to recent work on moral understanding by Hills, §5 proposes a solution to the problem, and §6 attempts to diagnose why it is that we might originally have been led to draw the wrong conclusion. A pesquisa acadêmica exige uma gama de procedimentos. Cada área desenvolve seus métodos, que são avaliados pelos resultados da qualidade das pesquisas. Para quem se inicia nesse processo, conhecer esses passos e procedimentos é muito significativo e definidor da formação do pesquisador. O presente texto, nascido na área de Ciências da Religião e Teologia, tem por objetivo a apresentação do método que foi desenvolvido pelo autor, professor convidado do Programa de Pós-graduação em Ciência da Religião da UFJF – PPCIR-UFJF, em (...) mais de três décadas de orientação, pesquisa e aprendizado. O artigo foi produzido a partir da experiência adquirida das orientações e mostra as condições fundamentais para o trabalho acadêmico, especialmente indicadas por João Batista Libanio, mas também por outros pesquisadores. A parte central do texto é a sistematização do método de orientação acadêmica denominado “método eletrônico”, termo criado por Libanio, e assumido pelo autor em suas mais de cinquenta orientações. Além de indicar os passos desse método, com observações importantes e práticas, há um exemplo de aplicação sobre como elaborar um artigo. (shrink)

In a recent opinion paper, it was argued that individuals with multiple retractions or a record of academic misconduct should not serve as editors, including as editors-in-chief, on the editorial boards of scholarly or academic journals. As a first step towards appreciating how such a policy could be applied in practice, the presence of 30 individuals listed on the Retraction Watch Leaderboard on editorial boards was screened. Six cases are highlighted to gain an appreciation of the potential reputational risks that (...) journals and publishers might incur by including individuals with a tainted academic record on editorial boards. Given the reputational, legal and other risks associated with this type of assessment and decision, more formal positioning and guidance are needed by global ethics policy-related bodies such as COPE, the ICMJE, and the CSE, even more so in journals that claim to follow these organizations’ ethical guidelines. Protagoras, of all the ancient philosophers, has perhaps attracted the most interest in modern times. His saying ‘Man is the measure of all things’ caused Schiller to adopt him as the patron of the Oxford pragmatists, and has generally earned him the title of the first humanist. Yet the exact delineation of his philosophcal position remains a baffling task. Neumann, writing on Die Problematik des ‘Homo-mensura’ Satzes in 1938,2 concludes that no certainty whatever can be reached on the meaning of (...) the dictum, since ‘man’, ‘measure’, and ‘things’ are all ambiguous, nor can we tell which of the three is the predicate. The time is past when it was believed that a man's philosophy could be understood apart from the events of his life and the circumstances of his age: yet in the case of Protagoras the historical method of approach has hardly been attempted, although the impact of environment was perhaps more decisive in the formation of philosophical concepts in the Greek world than anywhere else. The reality about which the Greek philosopher spoke had three aspects: it was either the one universe of physics, or the political unity, or God. For example, the book of Heracleitus Περ φσεως was divided into three chapters or logoi, About the Whole, a political, and a theological. Neither physics nor theology supplies from its own subject-matter the form in which this reality was described. (shrink)

Nursing Sciences are at a moment of paradigmatic transition. The aim of this paper is to reflect on the new epistemological paradigms of nursing science from a critical approach. In this paper, we identified and analysed some new research lines and trends which anticipate the reorganization of nursing sciences and the paradigms emerging from nursing care: biotechnology‐centred knowledge; the interface between nursing knowledge and new information technologies; body care centred knowledge; the human body as a cyborg body; and the rediscovery (...) of an aesthetic knowledge in nursing care. The text deals with the concept of representation in its relation to the concept and sovereignty, in Thomas Hobbes (1588-1679). The work studied is Leviathan, of 1651. The research presents that sovereignty is founded through the original legal act, which establishes an artificial person to represent everyone. This artificial thing is the State. The political society, however, is different from its government, although they are functionally the same.

Retractions of COVID-19 literature in both preprints and the peer-reviewed literature serve as a reminder that there are still challenging issues underlying the integrity of the biomedical literature. The risks to academia become larger when such retractions take place in high-ranking biomedical journals. In some cases, retractions result from unreliable or nonexistent data, an issue that could easily be avoided by having open data policies, but there have also been retractions due to oversight in peer review and editorial verification. As (...) COVID-19 continues to affect academics and societies around the world, failures in peer review might also constitute a public health risk. The effectiveness by which COVID-19 literature is corrected, including through retractions, depends on the stringency of measures in place to detect errors and to correct erroneous literature. In this article I try to refute the so-called "libertarian" theory of free will, and to examine how our conclusion ought to modify our common attitudes of praise and blame. In attacking the libertarian view, I shall try to show that it cannot be consistently stated. That is, my dscussion will be an "analytic-philosophic" one. I shall neglect what I think is in practice an equally powerful method of attack on the libertarian: a challenge to state his theory in such (...) a way that it will fit in the modern biology and psychology, which are becoming increasingly physicalistic. There are very few (published) accounts of editorial misconduct, and those that do exist are almost exclusively focused on medicine-related areas. In the present article we detail a case of editorial misconduct in a rather underexplored domain, the social sciences. This case demonstrates that although legal systems provide different instruments of protection to avoid, compensate for, and punish misconduct on the part of journal editors, the social and economic power unbalance between authors and publishers suggests the importance of alternative solutions (...) before or instead of bringing a lawsuit to court. It puts forward strong arguments in favour of the need for effective regulatory bodies so as to achieve and maintain a culture of research integrity by all involved in the process. (shrink)

This opinion paper takes aim at an error made recently by Clarivate Analytics in which it sent out an email that congratulated academics for becoming exclusive members of academia’s most cited elite, the Highly Cited Researchers. However, that email was sent out to an undisclosed number of non-HCRs, who were offered an apology shortly after, through a bulk mail, which tried to down-play the importance of the error, all the while praising the true HCRs. When Clarivate Analytics senior management was (...) contacted, the company declined to offer an indication of the number of academics who had been contacted and erroneously awarded the HCR status. We believe that this regrettable blunder, together with the opacity offered by the company, fortify the corporate attitude about the value of the journal impact factor, and what it represents, namely a marketing tool that is falsely used to equate citations with quality, worth, or influence. The continued commercialization of metrics such as the JIF is at the heart of their use to assess the “quality” of a researcher, their work, or a journal, and contributes to a great extent to driving scientific activities towards a futile endeavor. As part of a continuous process to explore the factors that might weaken or corrupt traditional peer review, in this paper, we query the ethics, fairness and validity of the request, by editors, of authors to suggest peer reviewers during the submission process. One of the reasons for the current crisis in science pertains to a loss in trust as a result of a flawed peer review which is by nature biased unless it is open peer review. As we indicate, (...) the fact that some editors and journals rely on authors’ suggestions in terms of who should peer review their paper already instills a potential way to abuse the trust of the submission and publishing system. An author-suggested peer reviewer choice might also tempt authors to seek reviewers who might be more receptive or sympathetic to the authors’ message or results, and thus favor the outcome of that paper. Authors should thus not be placed in such a potentially ethically compromising situation, especially as a mandatory condition for submission. However, the fact that they do not have an opt-out choice during the submission process—especially when using an online submission system that makes such a suggestion compulsory—may constitute a violation of authors’ rights. Reflexões sobre Professoralidade, Profissionalização, Profissionalidade, Profissionalismo e sua relação com o Desenvolvimento Profissional Docente Resumo: Várias são as categorias teóricas que guardam relação com o tema desenvolvimento profissional docente. Professoralidade, profissionalização, profissionalismo são algumas delas, mas geralmente não aparecem conjuntamente nem em relação do DPD. Por isto, este trabalho visa a analisar estes conceitos em relação ao DPD. A investigação foi desenvolvida a partir de metodologia baseada na pesquisa bibliográfica. Os argumentos evidenciaram que o DPD, na atualidade, perpassa questões da (...) professoralidade, da profissionalização, da profissionalidade e do profissionalismo, mesmo que em intensidades diferentes. Profissionalidade e professoralidade são aqueles que mais dizem respeito a uma estreita vinculação com o desenvolvimento profissional docente por se relacionarem de forma imbricada sem que se possa separar um do outro, ao passo que no profissionalismo e na profissionalização não existe uma relação de complementariedade ou espontânea, mas sem dúvida ambos os lados da relação podem se beneficiar um do outro.Palavras-chave: Desenvolvimento Profissional Docente, Professoralidade, Profissionalização, Profissionalidade, Profissionalismo. Reflections on professorality, professionalization, professionality, professionalism and its relationship with the teacher professional development: There are several theoretical categories that are related to the theme of teacher professional development. Professionality, professionalism, professorship, professionalization are some of them, but generally do not appear together in relation to the TPD. For this reason, this work aims to analyze these concepts in relation to the TPD. The investigation was developed based on a bibliographic research methodology. The arguments showed that the TPD, at present, runs through issues of teaching, professionalism, professionalism and professionalization, even if at different intensities. Professorship and professionality are those that most relate to a close link with the professional development of teachers because they relate in an interconnected way without being able to separate from each other, whereas in professionalism and professionalization there is no complementary or spontaneous relationship, but no doubt both sides of the relationship can benefit from each other.Keywords: Teacher Professional Development, Professorship, Professionalization, Professionality, Professionalism. Resumen: Existen varias categorías teóricas relacionadas con el tema del desarrollo profesional docente. Profesoralidad, profesionalización, profesionalidad, profesionalismo son algunos de ellos, pero generalmente no aparecen juntos o en relación con el DPD. Por esta razón, este trabajo tiene como objetivo analizar estos conceptos en relación con el DPD. La investigación se desarrolló en base a una metodología basada en la investigación bibliográfica. Los argumentos mostraron que el DPD, en la actualidad, atraviesa problemas de enseñanza, profesionalización, profesionalismo y profesionalismo, incluso a diferentes intensidades. La profesionalidad y la enseñanza son las que más se relacionan con un vínculo cercano con el desarrollo profesional de los docentes porque se relacionan de manera interconectada sin poder separarse entre sí, mientras que en el profesionalismo y la profesionalización no existe una relación complementaria o espontánea. The main goals of this study were, to test the motivational determinants of athletes perceived effort in football considering the four-stage motivational sequence at the contextual level proposed by Hierarchical Model of Intrinsic and Extrinsic Motivation: task-involving, basic psychological needs, self-determined motivation and perceived effort. The multi-group analysis across different age-groups (U15, U17, U19, U21 years) and mediation role of basic psychological needs and self-determined motivation on the task-involving climate and the perceived effort were also analysed. Two independent samples of (...) male football athletes (N= 403, N= 403), aged 13-20 were enrolled in this study. The results demonstrated that structural model provided a good fit to data for all samples under analysis, and was invariant across U17, U19, and U21. However, it was not invariant across U15 and U17, U19 and U21. Additionally, in the results from the mediation analysis, there were significant indirect effects in all samples, supporting theoretical by self-determination theory assumptions, reinforcing the importance of basic psychological needs satisfaction and behavioral regulation in the relation in analysis. The results allow concluding that when coaches promote a task-involving climate, the basic psychological needs satisfaction of athletes improves. This climate will facilitate the regulation of their behaviors towards more autonomous forms of motivation, with positive results in the perceived effort of the athletes. (shrink)

Os Objetivos de Desenvolvimento Sustentável (ODS) abrangem diversas questões socioambientais e são aplicáveis a todos os países. O ODS 15, Vida Terrestre, visa proteger os ecossistemas terrestres, conservar a biodiversidade e reduzir a perda de biodiversidade, e o estado do Paraná é um dos estados com uma das maiores proporções de área de remanescentes florestais do Brasil e conta com uma política de preservação ambiental. Em vista disso, o estudo tem como objetivo analisar a eficiência dos municípios paranaenses no atendimento (...) ao Objetivo do Desenvolvimento Sustentável 15 - Proteger a vida terrestre. Para isso, foi utilizada a abordagem da Análise Envoltória de Dados (DEA – Data Envelopment Analysis), tendo como input o Imposto sobre Circulação de Mercadorias e Serviços Ecológico (ICMS Ecológico) e como output o percentual de áreas florestais dos municípios. Os resultados apontaram que os municípios Campo do Tenente, Céu Azul, Guaratuba, Imbituva, Ipiranga, Mirador, Morretes e Teixeira Soares foram eficientes, tendo como característica principal, a presença de parques ecológicos. Por outro lado, foi observado que as regiões mais industrializadas e urbanas concentraram mais municípios com ineficiência forte. Além disso, os municípios Piraquara, Pinhais, Campo Magro e Quatro Barras apresentaram os maiores excessos no recebimento de recursos do ICMS Ecológico. Enquanto os municípios de Pinhais, Curitiba, São Jorge do Patrocínio, Altônia, São Pedro do Paraná e Quatiguá apresentaram as maiores necessidades relativas de aumentar as áreas remanescentes florestais.
