The paper considers a version of the problem of linguistic creativity obtained by interpreting attributions of ordinary semantic knowledge as attributions of practical competencies with expressions. The paper explains how to cope with this version of the problem without invoking either compositional theories of meaning or the notion of `tacit knowledge' (of such theories) that has led to unnecessary puzzlement. The central idea is to show that the core assumption used to raise the problem is false. To render precise argument (...) possible, the paper first identifies and removes some relevant semantic indeterminacy in philosophical talk of `semantic knowledge' and `information'. This yields rules for attributing the two to human speakers and information-processors, respectively. The paper then shows, first, that ordinary speakers qualify as possessing all along an other than finite and definite stock of semantic knowledge and, second, that a very simple information-processor running a procedural semantics qualifies as possessing an analogous stock of semantic information. The second result is used to bring out that the first is neither unduly impressive nor particularly puzzling. (shrink)

Certain traits, such as intelligence and mental deficiency, have been the focus of eugenic research and propaganda. This focus on such eugenic traits builds on three commonsense ideas: (1) People differ with respect to some of their traits, such as eye-colour and height; (2) Many traits run in families, being passed on from parents to their children; (3) Some traits are desirable, while others are undesirable. These three ideas about traits—their variability, heritability, and desirability—fed the much more controversial eugenicist view (...) that some traits make a person of “good stock”, while others reflect the fact that she comes from “inferior stock”. In combination with the power to influence human reproduction, the systematic study of eugenic traits has thus been thought to provide the basis for human improvement across generations. Three sources reveal which traits were considered important to eugenicists, the public, and decision makers: the research publications of eugenicists, discussions of eugenics in public and popular media, and legislation. The relationship of eugenics to science is intricate and many-layered, starting with Sir Francis Galton’s original definition of eugenics as “the science of improving stock”. Eugenics was originally conceived of not only as a science by many of its proponents, but as a new, meliorative science emerging from findings of a range of nascent sciences, including anthropology and criminology in the late 19th-century, and genetics and psychiatry in the early 20th-century. Although during the years between the two World Wars (...) many central claims made by eugenicists were critiqued by scientists in these disciplines, in more recent years forms of eugenics (e.g., liberal eugenics”) have been defended as an inevitable outcome of biotechnologies and respect for autonomous choice. Understanding the shifting and varied roles that science has played in eugenics requires an appreciation of the ways in which science and values are intertwined. (shrink)

It is no accident that in his Ethics textbook, John Dewey discussed marriage and family, population growth, and managing the social sphere together, albeit briefly. In early- and mid-twentieth century intellectual circles, especially in the United States, the issue of maintaining a healthy "family stock" was not without its controversy. To some theorists, the notion of "social control" alluded to various forms of "population control," and beyond more "traditional" state laws restricting interracial marriage, social policies emerged advocating various forms (...) of eugenics. Moralists hold that art criticism can and should take stock of moral considerations. Though moralists disagree over the proper scope of ethical art criticism, they are unified in their acceptance of the consistency of valence thesis: when an artwork fares poorly from the moral point of view, and this fact is art critically relevant, then it is thereby worse qua artwork. In this paper, I argue that a commitment to moralism, however strong, is unattractive because it requires that we (...) radically revise our art critical practices in contexts where revision seems ill advised. I will consider two such cases, Pushkin’s Eugene Onegin and Balthus’ Alice. When we further reflect on our actual art critical practices in cases like these, we find that we do not have an unfailing commitment to the consistency of valence thesis. Against the background of degeneration and the perceived threat to the nation’s health and stock, family politics came to constitute an important site for eugenic discourses and interventions. Eugenic regulation of reproductive sexuality and marriage was not only pursued through ‘negative’ eugenics but also through educational policies targeted at young adults and youth. Switzerland serves as a useful case to explore a general idea, namely the limitations for eugenicists of exploiting the concept of a rational subject in order to (...) achieve their ends. Practices of ‘positive eugenics’ crucially hinged on the utilitarian principle of rationality underpinning positive eugenics which this paper seeks to elaborate. Eugenicists devised tools to deal efficiently with social problems on a collective as well as an individual basis by deploying technologies of government which conceived individuals to be members of a population who were each held responsible for the generation of healthy future generations. As a form of ‘sustaining, multiplying and ordering life’ eugenics thus relied on the premise that its ideas would be adopted through an appeal to rationality and, where this was insufficient, through a series of coercive measures. Relying on conviction and education about the merits of eugenics, however, posed particular problems to positive eugenic thinking and practice. (shrink)

And Eugene Zerlaut covers the instrumentation used to measure total solar irradiance and spectral solar irradiance; he describes types of equipment, their manufacturers, procedures for calibration, and the accuracy of the data produced. Richard Bird and Carol Riordan explain the nature of spectral solar irradiance at the earth's surface, and John Jensenius describes the NWS Operational Solar Insolation Forecast System, which predicts the daily total global-horizontal insolation for two days. In the concluding chapter, Claude Robbins summarizes daylighting models and resources, and details methods for converting insolation date to illuminance data. This is because the advent of (...) the Anthropocene not only connotes a physical phenomenon, that is, a possible new geological epoch in which the damaging effect of the human species on all other species and on our planetary home has become so great as to leave a mark in the planet's fabric. It is also a revelation of human liability and responsibility, in which that stratigraphical scar must be recognized and the global socioeconomic dynamics of exceptionalism and exploitation that it belies reckoned with. This reckoning is one between those with the greatest responsibility for that impact, who are also the ones who will feel that impact least, and those with the least responsibility, who will feel that impact most. Moreover, those vulnerabilities lie with both human and nonhuman individuals: the Anthropocene demands that human-nonhuman as well as intra-human injustices are dealt with, that the ways in which global systems are interlocked with planetary ones are properly understood.Such questions of justice require a critical response, in various senses of the word and its origins. This encompasses a measure of scrutiny and critique; an honest judgment and even criticism of faults and shortcomings; and an awareness of urgency and crisis. We asked that these analyses consider how such discourse has been shaped by global workings now taken for granted—the trappings of modernity and the impulses of capitalism—and also to ponder the potential for reshaping those dynamics as part of a collective consciousness.Anthropocene Criticality: The Planetary, the Global, and the WorldWhat kind of Anthropocene criticality would be both an act of recognition of human responsibility and a reckoning across boundaries (whether intra- or interspecies) of agency, power, and vulnerability? How, in other words, do we take full stock of what is signified by anthropos in the term Anthropocene? We invoke here a range of frames for understanding the place of anthropos both as and within the collective that experiences—altogether but not all the same—the Anthropocene. We call these the "planetary," the "global," and the "world."1 We are not the first to distinguish between these terms and to employ them as devices for (re)framing and (re)visualizing the web of human-nonhuman as well as human-human relationships. In 1999, Gayatri Spivak spoke of the "imperative to re-imagine the planet" and, in this talk and updates of it in 2012 and 2014, outlined the need to contemplate "planetarity" instead of "globalism" (An Aesthetic Education, 335–50). In the fields of comparative literature and world literature, debates have occurred over what Pheng Cheah suggests is the encroachment of ideas of "globalization" on to notions of "worldliness" (28), with the question complicated more recently by what Sarah Nuttall sees as the possibility for a "planetary literature" (924–41).
